AND BEFORE YOU DENIED AS ONE OF THOSE AMENDMENTS, UM, THE COMMUNITY SERVICES ADVISORY COMMISSION WAS THE ONLY ADVISORY COMMITTEE THAT, UH, HAD BEEN ESTABLISHED BY ORDINANCE.

THEREFORE, THIS ORDINANCE IS NECESSARY TO BRING THE CSAC INTO ALIGNMENT WITH OUR OTHER ADVISORY COMMITTEES.

SO, UM, THIS RESOLUTION, THE RESOLUTION TO, UM, UH, REESTABLISH IT WILL COME AT SEPTEMBER 9TH, BUT THE FIRST THING THAT WE NEED TO DO IS PASS THIS LEGISLATION TO MAKE THAT POSSIBLE.

MEMBERS OF COUNCIL, THE SOUTH HIGH STREET UTILITY BURIAL WILL, WILL PERFORM THE BURIAL OF EXISTING OVERHEAD, PRIMARY ELECTRIC LINES UNDERGROUND AND RELOCATE THE EXISTING OVERHEAD ELECTRIC AND TELECOMMUNICATION UTILITY LINES ALONG BLACKSMITH LANE, SOUTH HIGH STREET AND INTERSECTING STREETS TO UNDERGROUND.

AT THE COMPLETION OF THE PROJECT, ALL OVERHEAD UTILITY LINES AND POLES IN THE PROJECT AREA WILL BE REMOVED BETWEEN WESTBRIDGE STREET AND SHORT STREET, INCLUDING THE POLES ALONG SOUTH HIGH STREET.

ON YOUR SCREEN, YOU CAN SEE THE TWO PHASES OF THE PROJECT.

PHASE ONE WAS THE FIRST PHASE THAT WE PERFORMED.

UM, PHASE TWO IS THE PROJECT WE'RE TALKING ABOUT NOW.

THE CITY'S CURRENTLY FINALIZING CONSTRUCTION AGREEMENTS WITH A EP AND THE COMMU DIFFERENT COMMUNICATION PROVIDERS FOR THE PROJECT, WHICH ARE ANTICIPATED TO BE PRESENTED TO COUNCIL BEFORE THE END OF THE YEAR.

ACQUISITION OF PROPERTY INTERESTS FROM 20 PROPERTY OWNERS IS NECESSARY TO CONSTRUCT PHASE TWO OF THIS PROJECT.

PRESENTLY, THE PROJECT IS PLANNED TO START CONSTRUCTION IN EARLY 2025 AND IS ANTICIPATED TO BE COMPLETE AT THE END OF 2025 WITH THE SOUTH HIGH STREET POLES BEING REMOVED OVER THE WINTER OF 2026.

THESE SIX ORDINANCES PROVIDE FOR SIX ACQUISITIONS OF PROPERTY AS DETAILED IN THE ATTACHED MEMO, AND AS YOU CAN KIND OF SEE DIFFERENT PARTS OF THEM ON THE SCREEN HERE, UH, THE CITY HAS PARTICIPATED IN GOOD FAITH DISCUSSIONS WITH EACH OF THE PROPERTY OWNERS AND HAVE ARRIVED AT MUTUAL MU, EXCUSE ME, MUTUALLY AGREEABLE TERMS. ADDITIONAL ACQUISITIONS WILL BE PRESENTED TO COUNCIL WHEN THEY, ONCE THEY ARE AGREED, THE ADOPTION OF THESE ORDINANCES AUTHORIZES THE CITY MANAGER TO EXECUTE ALL NECESSARY CONVEYANCE DOCUMENTS AND CONTRACTS TO FORMALLY ACQUIRE THE NECESSARY PROPERTY INTERESTS.

THE CLEAN OHIO CONSERVATION PROGRAM PROVIDES GRANT FUNDING FOR UP TO 25% OF THE ESTIMATED COSTS FOR PROJECTS THAT ACQUIRE GREEN SPACE FOR ENVIRONMENTAL CONSERVATION OR PROTECT AND ENHANCED RIPARIAN CORRIDOR STREAMS, RIVERS, LAKES, AND OTHER BODIES OF WATER.

THIS PROGRAM IS ADMINISTERED BY THE OHIO PUBLIC WORKS COMMISSION.

THE OHIO PUBLIC'S WORKS COMMISSION REQUIRES

CITY COUNCIL TO PASS A RESOLUTION THAT ALSO AUTHORIZES THE CITY MANAGER MANAGER TO APPLY FOR GRANT FUNDING THROUGH THE PROGRAM.

THE PROGRAM REQUIRES A DEED RESTRICTION BE RECORDED FOR PROJECT AREAS OCCURRING ON CITY OWNED PROPERTY, AND THE CONSERVATION EASEMENT BE RECORDED FOR PROJECT AREAS OCCURRING ON PRIVATE PROPERTY WHEREVER PROGRAM FUNDING AND LOCAL MATCH FUNDING ARE UTILIZED.

STAFF HAS IDENTIFIED 28 SITE 28 WITHIN THE PROJECT AS A CANDIDATE FOR CONSIDERATION TO RECEIVE GRANT FUNDING THROUGH THE PROGRAM.

SO AS YOU CAN SEE ON THE SCREEN, WE'VE OUTLINED, UH, PROJECT AREA 28.

SO THIS IS WITHIN THE WINDUP WOODS DEVELOPMENT, SPECIFICALLY WITHIN RESERVE SEA.

UM, SO THE, UH, SITE 28 IS LOCATED ALONG TANTE CREEK, UM, WHICH I MENTIONED, WHICH IS, UH, WITHIN THE CITY OWNED RESERVE SEA OF THE W ATWOOD SUBDIVISION, SOUTH OF W ATWOOD BOULEVARD, WEST OF BOYLESTON COURT.

THE TOTAL COST OF CON OF CONSTRUCTION AS WELL AS DESIGN AND CONSTRUCTION ADMINISTRATION FOR SITE 28 IS $268,000, WHICH IS THE BASIS FOR THE $200,000.

UM, GRANT FUNDING REQUEST STAFF DOES NOT HAVE ANY CONCERNS WITH THE PLACEMENT OF A DEED RESTRICTION ON THIS PROPERTY, UM, BECAUSE THE PURPOSE OF RESERVE SEA WITHIN THE WUP WOOD SUBDIVISION IS FOR PRESERVATION OF TREES AND IT IS A PASSIVE OPEN SPACE AS WELL AS A HEAVILY WOODED, UM, TREE STAND AREA.

THE PROJECT PRESERVES AND IMPROVES THE STABILITY AND FLOOD CARRYING CAPACITY OF WATERWAYS AND PROTECTS RIPARIAN CORRIDORS AND INFRASTRUCTURE.

ADDITIONALLY, THE PROJECT IS PART OF A MULTI-YEAR WATERWAYS MAINTENANCE PROGRAM WITHIN THE ADOPTED CAPITAL IMPROVEMENTS PROGRAM.

STAFF RECOMMENDS COUNCIL APPROVAL OF THIS RESOLUTION TO SUBMIT A GRANT APPLICATION TO THE OHIO PUBLIC WORKS COMMISSION FOR CONSIDERATION TO RECEIVE GRANT FUNDING THROUGH THE CLEAN OHIO CONSERVATION PROGRAM FOR THE WATERWAYS MAINTENANCE PROGRAM, YEAR TWO PROJECT, AND TO EXECUTE A GRANT AGREEMENT IF GRANT FUNDING IS AWARDED.

STAFF HAS EVALUATED STYLE OPTIONS OF TRANSIT SHELTERS AND THEIR ASSOCIATED FURNISHINGS FEEDBACK FROM THE PUBLIC SERVICES COMMITTEE PRIORITIZED THE BUS STOP LOCATIONS LISTED ON THE SCREEN.

ADDITIONALLY, I'LL PROVIDE INFORMATION, UH, REGARDING A SIDEWALK ON SAMO ROAD, WHICH WILL SERVE LOCATION THREE AT THE INTERSECTION OF SAMO ROAD IN SOFFER.

THE PUBLIC SERVICES COMMITTEE LIKED THE IMPROVEMENT PACKAGE FOR EACH CODE OF BUS STOP, WHICH INCLUDED TWO BIKE RACKS, A TRASH RECEPTACLE, A CONCRETE PAD BENCH, AND A CANOPY STRUCTURE TO SERVE AS A TRANSIT SHELTER.

UM, I'LL WALK THROUGH SEVERAL DIFFERENT STYLE OPTIONS FOR EACH OF THESE, AND THE INFORMATION WILL INCLUDE, UM, DETAILS ON SIZE AS WELL AS SPECIAL FEATURES AND ESTIMATED COST PER EACH STOP.

AND THEN YOU'LL NOTICE THERE'S A TOTAL COST PER STOP AS WE GET THROUGH EACH STYLE.

ONE, BECAUSE IT'S INCLUDED IN THE APPROVED BIKE, UH, THE APPROVED PLANS FOR THE DCRC MOBILITY HUB AND THE NEW E-BIKE CHARGING SPOT ON MILL LANE.

SO APPLYING THE EBOLA BIKE RACKS AT DUBLIN BUS STOPS WOULD ENHANCE THE DESIGN COHESION ACROSS THE CITY'S NEXT GENERATION OF TRANSPORTATION AND MOBILITY INFRASTRUCTURE PROJECTS, WHICH WOULD INCLUDE THE DCRC MOBILITY HUB, AS WELL AS THE, UM, E-BIKE CHARGING STATION.

AND USING A STANDARD BIKE RACK AT ALL THESE LOCATIONS WOULD HELP WITH EASE OF MAINTENANCE AS WELL AS ANY REPLACEMENT THAT NEEDS TO BE DONE.

AND THAT ORGANIZATION STATES THAT A WELL-DESIGNED BUS STOP OR BEST SHELTERS SHOULD POSSESS FOUR ESSENTIAL QUALITIES.

THE FIRST BEING VISIBILITY FOLLOWED BY ACCESSIBILITY, FOLLOWED BY COMFORT, AND THEN INFORMATION, THE SELECTION AND CRITERIA FOR THE STYLES OF TRANSIT SHELTERS INCLUDED.

AND THEN THINKING ABOUT WHAT ARE THOSE WAY FINDING COMPONENTS THAT WOULD BE BUILT INTO DESIGN OF A SHELTER IN THE SENSE OF PLACE.

AND WHILE THE DESIGN IS COMPACT, CERTAIN DESIGN ELEMENTS LACK COHESION WITH THE SURROUNDING BUILT ENVIRONMENT, SUCH AS THE ROOF LINE, RECTANGULAR POSTS FOR SUPPORT.

AND THE LIGHTING'S NOT WELL INTEGRATED INTO THIS STRUCTURE.

IT'S MORE OF AN ADDED KIT.

SO YOU CAN CERTAINLY TELL THAT IT WASN'T EXACTLY PART OF THE ORIGINAL DESIGN.

UM, BUT ONE THING THAT'S IMPORTANT TO STATE WITH THIS SELECTION IS IF WE DO GO WITH THIS SHELTER, WE, UH, THE CITY OF DUBLIN WOULD STILL BE RESPONSIBLE FOR MAINTENANCE BECAUSE IT DOESN'T MEET THE RIDERSHIP THRESHOLD THAT CODA HAS FOR UPDATING BUS STOPS ON THEIR OWN.

UM, IT DOES NOT INCLUDE AN INTEGRATED BENCH, SO THAT'S ANOTHER COST THAT WOULD BE ADDED TO THIS TO STOP.

IN PARTICULAR, IT MAY BE MORE SUITED FOR PERHAPS A PARK OR A MOMENT TO TAKE A REST RATHER THAN WAITING FOR A BUS STOP.

UM, THAT'S AT LEAST THE, THE INDICATIONS THAT WE GOT AS WE LOOKED AT SOME SAMPLE RENDERINGS AND PHOTOS ON THE, UH, THE, THE, THE WEBSITE.

WHILE IT DOES OFFER DISTINCTLY CONTEMPORARY DESIGN FOR THE SHELTER, IT MAY NOT BE COMPATIBLE WITH ALL THE ARCHITECTURE THAT YOU FIND IN DUBLIN IN THE AREAS.

SO WE'RE A BIT HESITANT TO SEE THE COMPATIBILITY WITH THIS SHELTER COMPARED TO OTHER SELECTIONS THAT ARE IN THE THE MEMO.

UM, AND THEN THIS IS CERTAINLY FOR THE COST.

IT'S A BIT MORE EXPENSIVE FOR WHAT WE RECEIVE IN TERMS OF OTHER COMPONENTS THAT OTHER SHELTERS OFFER FOR A SIMILAR PRICE.

SO FOR THESE REASONS WE DIDN'T RECOGNIZE, UH, RECOMMEND THIS SHELTER AS A STYLE SELECTION.

GOING ON TO THE FOUR STYLE ALTERNATIVE, THIS IS THIS SIGNATURE SUNSET SHELTER.

IT DOES BORROW DIFFERENT ELEMENTS OF THE RHINE SHELTER THAT YOU SAW EARLIER.

AND THIS IS A CUSTOM SHELTER THAT WE COMBINED WITH ANOTHER TWO OTHER.

UM, WHILE THE RE RENDERING DOES SHOW THE GLASS, IT DOES LOOK A LITTLE FROSTED, BUT I ASSURE YOU IT'S IT'S TRANSPARENT GLASS.

SO THIS IS IMPORTANT FOR VISIBILITY, WHICH WE NOTED EARLIER.

UM, THERE IS LED SOLAR SECURITY LIGHTING THAT IS INTEGRATED AND THERE DOES, THERE IS A BENCH THAT IS ALSO PART OF THE DESIGN.

YOU NOTICE THAT WE ARE ABLE TO CARRY FORWARD THE ORION'S WAYFINDING SIGN COMPONENT.

SO SIMILAR TO, UH, YOU KNOW, IT'S SIMILAR IN COST COMPARED TO OTHER STYLES, BUT WE BELIEVE IT OFFERS MANY FEATURES THAT OTHERS DO NOT.

AND SINCE IT'S CONSTRUCTED FROM RECYCLED MATERIALS, WE DO HAVE THIS AS THE RECOMMENDED STYLE ALTERNATIVE FOR THE SHELTERS.

THERE ARE TWO MORE THAT I'LL WALK THROUGH QUICKLY.

$25,000 HAS BEEN SPENT ON THE DESIGN PORTION, THE DETAILED DESIGN OF THE BUS STOPS, AND THEN THAT REMAINS $132,000 FOR UTILITY RELOCATION AND CONSTRUCTION OF THE BUS STOP LOCATIONS.

LOOKING AT THE PROJECT FUNDING FOR THIS IN PARTICULAR, THERE IS SUFFICIENT FUNDING BUDGETED TO IMPROVE FOUR OF THE FIVE BUS STOPS USING THE STAFF RECOMMENDED STYLES, NOT INCLUDING THE SIDEWALK, SIDEWALK ROAD, OR EXCUSE ME, THE SOMO ROAD SIDEWALK FOR PROJECT EFFICIENCY SUCH AS PURCHASING THE FURNISHINGS, UM, THE CONSTRUCTION PROCESSES AND THINGS OF THAT NATURE.

STAFF RECOMMENDS PROCEEDING WITH ALL FIVE LOCATIONS AT THIS TIME AND THE SOMO ROAD SIDEWALK, THEY NEEDED ADDITIONAL FUNDING FOR BOTH THE EAST BRIDGE STREET AND DALE DRIVE LOCATION.

AND THE SIDEWALK PROJECT IS AVAILABLE FROM THE UNENCUMBERED AVAILABLE BALANCE IN THE CAPITAL IMPROVEMENTS FUND.

CURRENT APPROPRIATIONS ARE SUFFICIENT TO COMPLETE THIS PROJECT, BUT IF ADDITIONAL APPROPRIATIONS ARE NEEDED, IT'LL BE BROUGHT FORWARD, UH, IN A FINAL SUPPLEMENTAL.

THE SCHOOLS HAVE A SOLID TWO-PRONGED PLAN IN PLACE TO ADDRESS GROWTH WITHIN THE DISTRICT, STARTING WITH AN RFP FOR DESIGN ON THE EXPANSION OF CIO HIGH SCHOOL, WHICH WILL ADDRESS THE MORE IMMEDIATE NEEDS WITH RESPECT TO HIGH SCHOOL CAPACITY WITHOUT THE NEED TO PASS ANOTHER LEVY IN THE NEAR TERM.

AND THE LONGER TERM, THE SCHOOL WILL CONTINUE TO EXPLORE OPTIONS FOR A FOURTH HIGH SCHOOL.

THE CARDINAL HEALTH WEST BUILDING WILL CONTINUE TO BE ONE OF SEVERAL LONG-TERM OPTIONS TO BE EXPLORED.

WHILE IT'S CLEAR THAT THE COST TO CONVERT THAT SITE TO A TRUE FOURTH HIGH SCHOOL WILL NECESSITATE ANOTHER LEVY AT THAT TIME, THE SUPERINTENDENT SENT OUT AN EMAIL TODAY THANKING FOCUS GROUP MEMBERS AND MORE OR LESS LAID OUT ALL THE BULLET POINTS THAT I JUST DID, BUT I'M GONNA HIGHLIGHT SOME OF THOSE.

WE WILL CONTINUE TO SUPPORT THE SCHOOL DISTRICT WHERE WE CAN AND DO WHAT WE CAN TO HELP THEM DEAL WITH THE CHALLENGES THEY FACE WITH RESPECT TO GROWTH AND ENROLLMENT.

AND I JUST WANNA SAY THAT, UH, WORKING WITH MATT, IT LOOKS LIKE THIS IS SOMETHING THAT THE DOUBLE ARTS COUNCIL HAD WANTED FOR THE LAST THREE OR FOUR YEARS, A BAN SHELL FOR CCIO PARK AND WE'RE, IT LOOKS LIKE WE'RE GETTING A LITTLE CLOSER TO THAT AND, UM, I KNOW WE PUT AWAY $200,000 FOR THAT PARTICULAR THING AND WE MIGHT BE ABLE TO GET THAT FOR AS LITTLE AS $20,000.

BASICALLY, THEY'RE TRYING TO UP RECRUITING.

I DON'T KNOW IF YOU'VE SEEN THE, THE STATE OF OHIO IS ALSO UP LIKE TRYING TO DO RECRUITING ON, UM, FIREFIGHTERS AND EMTS.

WASHINGTON TOWNSHIP IS AS WELL, BUT MORE SPECIFICALLY TRYING TO DIVERSIFY THEIR WORKFORCE.

SO THEY HAVE BEEN IN MEETINGS WITH THE SCHOOLS, I KNOW THEY'VE BEEN IN TOUCH WITH THE CITY, UM, AND VARIOUS COMMUNITY PARTNERS ON HOW TO GET THE WORD OUT TO MORE PEOPLE TO JOIN THE FIRE DEPARTMENT.

UH, AS FAR AS THE ARCHITECTURE REVIEW BOARD THIS WEEK, THEY'RE REVIEWING A SECOND ROUND OF CODE CHANGES FOR THE HISTORIC DISTRICT.

UH, SOME, SOME VARIOUS MODIFICATIONS.

UH, HOPEFULLY THIS IS THE SECOND TIME THEY'VE SEEN IT, SO IT SHOULD BE GOING TO PLANNING AND ZONING IN SEPTEMBER, WHICH MEANS WE SHOULD PROBABLY SEE IT IN OCTOBER.

WE HAD EXCELLENT ATTENDANCE FROM THE CITY AND ULTA FIBER AND UTILITY QUEST AND COLUMBIA GAS.

UH, WE GOT A LOT OF, UH, ISSUES OUT THERE AND RECOGNIZED AND WE'RE IN THE PROCESS OF FOLLOWING UP FROM THAT MEETING.

AND HOPEFULLY, YOU KNOW, THIS IS ONE NEIGHBORHOOD, BUT THE INFORMATION WE'RE LEARNING FROM THIS INSTALL AND THE DELIVERABLES WE'RE COMING UP WITH WILL BE ABLE TO BE USED IN OTHER NEIGHBORHOODS AS WE GO FORWARD.

UH, THE FIRST REC CENTER, IT'S THE FIRST CITY TO HAVE A COMPREHENSIVE REC CENTER AND THE FIRST CITY TO HAVE A, THE COMPREHENSIVE LANDSCAPE ORDINANCE AND, UH, BICYCLE TRAIL SILVER, UM, AWARD, SILVER AWARD FOR THAT BRIDGE STREET CORRIDOR.

AND IT GOES ON AND ON AND ON.

PROBABLY NOW THE MOST IMPORTANT GIFT FOR OUR CITIZENS HAS BEEN THAT THE, UM, LIFE EXPECTANCY FOR PEOPLE IN DUBLIN IS 87.6 YEARS.

FOR, FOR OHIO IT'S ONLY 76.7 YEARS OR 0.9 YEARS.

SO I DON'T KNOW IF WE CAN TAKE CREDIT FOR THIS, BUT I THINK WE TRIED TO GET PEOPLE OUT EXERCISING.

UH, A NUMBER OF YEARS AGO WE HAD A $300,000 GRANT, WHICH WE TOOK OUR PEOPLE IN FOR FREE BLOOD TESTS AND BASIC TESTS AND TRIED TO TEACH 'EM ABOUT CORRECT DINING.

WE GAVE THEM CUTTING BOARDS, ANYTHING TO GET 'EM IN.

SO, UM, I'D LIKE TO THINK THAT WE HAD SOMETHING TO DO WITH THE IMPROVING THE HEALTH AND QUALITY OF LIFE OF OUR CITIZENS, BECAUSE THAT'S THE GREATEST GIFT WE CAN GIVE OUR PEOPLE LONGEVITY AND GOOD HEALTH.

UM, THE, THE BIGGEST OF THE TAKE HOMES FROM THERE IS THAT THEY PASSED THEIR, UM, LEGISLATIVE AFFAIRS AGENDA.

AND THERE WERE THREE ITEMS ON IT.

TWO OF THEM I THINK ARE OF INTEREST TO US.

ONE OF THEM IS ADDRESSING CHRONIC ABSENTEEISM IN THE SCHOOLS.

UH, TWO IS, UM, WAS RAIL, IS THAT THEY WERE GOING TO START, UM, OR TO CONTINUE TO PUSH FOR THAT LEGISLATIVE AGENDA OF SERVING THE STATE OF OHIO WITH RAIL.

AND THE THIRD WAS TO, UM, WORK TO PASS THE STATE COMMISSION.

UM, IT'S A CURRENTLY A HOUSE BILL AND IT WOULD ESTABLISH A COMMISSION OF LOCAL GOVERNMENTS THAT WOULD OPINE ON POTENTIAL, UH, STATE HOUSE LEGISLATION.

SO I THINK THERE'S VALUE IN THAT.

ON THE 16TH, I HAD AN OPPORTUNITY TO DO AN INTERVIEW WITH THE COLUMBUS CEO MAGAZINE ON BEHALF OF THE PARTNERSHIP, UM, THE COLUMBUS PARTNERSHIP.

THEY'RE, UH, DOING AN ARTICLE THERE.

AND, UH, THAT WAS A LOVELY TIME TO BE TOGETHER AND, UH, CERTAINLY TO STAY ON THE FRONT OF MIND OF OUR PARTNERS IN THE JAPANESE COMMUNITY THAT DO BUSINESS IN THE CITY OF DUBLIN.

UH, IN THIS CHAMBER ON THE 19TH, WE HAD THE UNI, WE CELEBRATED UNIVERSAL ONENESS DAY WITH A ROCKY THAT WAS TIED AROUND OUR WRISTS AND IT WAS A WARM RECEPTION WE RECEIVED.

AND, UH, IT WAS, IT WAS FUN TO BE PART OF THAT CULTURAL CELEBRATION AND IT WAS CERTAINLY MOVING THAT THEY SELECTED US TO, UM, COME AND BE WITH, UH, ON THE 20TH.

THE DUBLIN GREEN, UH, RIBBON CUTTING OF MEMORY CARE FACILITY, UH, OVER ON EMERALD PARKWAY CERTAINLY IS A LOVELY FACILITY WHEN A CONGRATULATE THAT NEW BUSINESS TO CALLING THE CITY OF DUBLIN HOME.

UM, AGAIN, THANK YOU AN AMY FOR PUTTING TOGETHER THE RESIDENT MEETING WITH COVENTRY WOODS ON THE 21ST.
