[CALL TO ORDER]
[00:00:03]
OKAY, IT IS FIVE O'CLOCK, AND I WOULD LIKE TO CALL TO ORDER THE REGULAR DUBLIN CITY COUNCIL MEETING OF MONDAY, AUGUST 12TH, 2024.
JENNY, WOULD YOU PLEASE CALL THE ROLE VICE MAYOR LUDO? HERE.
I, I CAN'T REMEMBER WHICH MS. CRA.
[ADJOURNMENT TO EXECUTIVE SESSION]
OKAY.I'LL MAKE A MOTION TO ADJOURN TO EXECUTIVE SESSION FOR THE PURPOSES OF PERSONNEL MATTERS CONSIDERING THE EMPLOYMENT, EMPLOYMENT OF A PUBLIC EMPLOYEE TO CONSIDER CONFIDENTIAL INFORMATION RELATED TO AN ECONOMIC DEVELOPMENT ASSISTANCE THAT INVOLVES PUBLIC INFRASTRUCTURE IMPROVEMENTS THAT ARE DIRECTLY RELATED TO AN ECONOMIC DEVELOPMENT PROJECT IN WHICH EXECUTIVE SESSION IS NECESSARY TO PROTECT THE POSSIBLE INVESTMENT OR EXPENDITURE OF PUBLIC FUNDS TO BE MADE IN CONNECTION WITH THE ECONOMIC DEVELOPMENT PROJECT AND TO CONSIDER THE PURCHASE OF PROPERTY FOR PUBLIC PURPOSES.
JENNY, WOULD YOU PLEASE CALL THE ROLE MR. KEELER? YES.
I WANNA REMIND THE PUB GENERAL PUBLIC THAT WE WILL RECONVENE IN THIS LOCATION.
[RECONVENE (7 P.M.)]
RECONVENE THE AUGUST 12TH, 2024 DUBLIN CITY COUNCIL MEETING.UH, AND ANDY, WOULD YOU PLEASE LEAD US IN THE PLEDGE P TO THE FLAG OF THE UNITED STATES OF AMERICA IN TWO REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
[CITIZEN COMMENTS]
TO THE CITIZEN COMMENTS PORTION OF OUR AGENDA.THIS IS AN OPPORTUNITY FOR CITIZENS TO COMMENT ON ANY TOPIC THAT IS NOT ON TONIGHT'S AGENDA.
AS A REMINDER, WE ASK THAT YOU PLEASE SIGN IN THE KIOSK JUST OUTSIDE THE CHAMBER, AND WE WILL RECOGNIZE YOU TO PROVIDE YOUR COMMENTS AT THE APPROPRIATE TIME.
DO WE HAVE ANYONE SIGNED UP TO SPEAK THIS EVENING? VERY GOOD.
IF YOU WOULD LIKE TO COME FORWARD, IF YOU COULD STATE YOUR NAME AND ADDRESS INTO THE RECORD.
UH, AND WE HAVE A, UH, FIVE MINUTE TIME OPPORTUNITY FOR THIS PORTION OF OUR MEETING.
DEL AND I, I HAD, UH, UH, YOU THE HONOR VERSION.
MAYBE GARY RE MY NAME WEST AVENUE.
WHILE, UH, JOHN AND I ARE FRIENDS,
SO HOW CAN YOU CONTINUE TO PERPETUATE KINDA THE MOMENTUM YOU BUILT AS A FORWARD THINKING COMMUNITY FOCUSED ON PROGRESS? SO THE FIRST SLIDE YOU'RE GONNA SEE IS I'VE JUST PUT TOGETHER AN AGGREGATED, A COLLECTION OF WHAT ARE CALLED AIR TAXIS.
SO IN THE DOMAIN OF ADVANCED AIR MOBILITY, THESE AIRCRAFT FLY BOTH VERTICALLY AND FORWARD.
SO THAT ALLOWS THEM THEN TO HAVE MUCH, MUCH MORE MOBILITY AND TO BE ABLE TO LAND AND TAKE OFF IN, IN MORE CONFINED SPACES.
SO ONE OF THE BENEFIT, THERE ARE TWO BENEFITS TO THOSE BEING ELECTRIC.
ONE IS THEY'RE QUIET, AND THE SECOND IS THERE ARE NO DIRECT, UH, THERE'S NO DIRECT POLLUTION OR, UM, FROM, FROM THE DEVICES THEMSELVES, THEY FLY ABOUT A HUNDRED MILES.
UH, RIGHT NOW THERE ARE PROBABLY OVER 200 PLAYERS RIGHT NOW IN THIS DOMAIN THAT ARE COMPETING FOR BASICALLY FAA APPROVAL, UH, TO BE ABLE TO, UH, PRODUCE THESE.
SO I'LL JUST START REALLY QUICKLY.
THE EXPECTATION I THINK WAS WAS GONNA BE, WAS GONNA BE, UH, FLYING CARS, RIGHT? THIS IS BACK FROM THE SIXTIES, BUT IF YOU TAKE A LOOK AT WHAT'S HAPPENING, IS THIS THE, WELL, IF YOU TAKE A LOOK AT WHAT'S HAPPENING, WE'VE GOT WHAT I'M CALLING THE MOBILITY TRANSFORMATION CATACLYSM.
YOU'VE GOT THIS CONVERGENCE OF TRANSPORTATION MODALITIES.
HISTORICALLY, THEY'VE BEEN VERY WELL SEGREGATED AND COMPARTMENTALIZED.
NOW THEY'RE A LITTLE BIT MORE FUNGIBLE WITH THIS CONVERGENCE.
SO REALLY WHAT WE'RE TALKING ABOUT HERE IS A SEAMLESS TRAVEL EXPERIENCE, UH, RIDE SHARE POSSIBLY TO THE VERTI PORT, TAKE YOUR COMMERCIAL FLIGHT AND JUST KIND OF REVERSE THAT WHOLE PROCESS AT THAT POINT, UM, TO, TO REALLY, AND WHAT REALLY, WHAT I THINK IT CAN DO IS DEMOCRATIZE AVIATION.
IF WE LOOK AT AVIATION, WE'VE GOT CONVENTIONAL FIXED WING, YOU'D HAVE FIXED WING AND ROTORCRAFT.
[00:05:01]
THEY'RE EXPENSIVE TO BUY, THEY'RE EXPENSIVE TO MAINTAIN.UM, THEN YOU MOVE TO WHAT'S CALLED A A M, ADVANCED AIR MOBILITY.
URBAN AIR MOBILITY OR AIR TAXIS.
SO THEY'RE DRONES THAT YOU CAN FLY VISUALLY.
DRONES THAT ARE BEYOND VISUAL.
AND THEN YOU'VE ALSO GOT THE MILITARY DRONES, PREDATOR AND, UH, REAPER DRONES.
AND THEN FINALLY, THERE'S A CATEGORY OF PERSONAL AIRCRAFT.
WE DON'T REALLY NEED TO WORRY ABOUT THOSE.
THOSE BY FAA REGULATION CANNOT FLY OVERPOPULATED AREAS.
SO THEY'RE GONNA BE MORE NOVELTY FOR SOMEBODY WHO'S, YOU KNOW, GOT ENOUGH MONEY TO HAVE FUN THAT WAY.
SO, I WANNA TALK ABOUT THE FUTURE OF FLIGHT.
AND THERE ARE REALLY TWO VALUE PROPOSITIONS THAT I'VE GOT HERE.
ONE IS LOOKING AT DRONES, UNCEDED AERIAL SYSTEMS WITH SOMETHING CALLED BEYOND VISUAL LINE OF SIGHT.
UH, WHAT YOU CAN DO WITH THOSE IS IT CAN ENHANCE YOUR PUBLIC SAFETY.
WHAT YOU'RE DOING IS YOU'RE EQUIPPING YOUR FIRST RESPONDERS, YOUR SAFETY, YOUR PROTECTIVE SERVICES WITH ANOTHER TOOL THAT CAN HELP THEM BE THE EYES DO DELIVERIES, THINGS LIKE THAT, AS WELL AS PAR, UH, PAYLOAD CARGO DELIVERY.
THEN THE OTHER ONE, THE OTHER, UH, VALUE PROPOSITION IS THE ADVANCED AIR MOBILITY.
AS I MENTIONED BEFORE, TYPICALLY SHORT DISTANCE, ABOUT A HUNDRED MILES.
UH, I WANNA TALK A LITTLE BIT ABOUT, UM, UH, I'M SORRY, WE GOT TWO USE CASES.
ONE IS, THE FIRST ONE I BELIEVE, IS MORE OF A TACTICAL OPPORTUNITY HERE WHERE, UH, WITH THE BEYOND VISUAL LINE OF SIGHT, THEY REQUIRE AN FA, A CERTIFICATION TO BE ABLE TO FLY IT.
BECAUSE WHAT'S HAPPENING IS YOU'VE GOT AN UNC CREWED AIRCRAFT THAT'S FLYING BEYOND WHAT YOU CAN SEE.
SO THERE HAS TO BE, THE USE CASES ARE ONE IS FIRST RESPONDERS, WHICH WOULD BE PUBLIC AGENCIES, THE OTHER CARGO FREIGHT DELIVERY, AND I'VE GIVEN YOU SOME EXAMPLE.
AMAZON'S IN IT, FEDEX, ZIPLINE, UM, AND SOME OTHER SERVICE PROVIDERS.
NOW, WHAT'S INTERESTING IS ANYONE FAMILIAR WITH THE ROUTE 33 SMART MOBILITY CORRIDOR? RIGHT? SO THERE ARE SEVERAL THEMES RELATED TO THAT.
ONE OBVIOUSLY IS SWARMING AND PLATOONING OF COMMERCIAL TRUCKS.
ALSO IN THERE WAS AN INITIATIVE TO PROMOTE UAS TRANSITION TO THE NATIONAL AIRSPACE SYSTEM.
UM, THERE'S A COMPANY DOWN THERE, CAL ANALYTICS IS PARTNERED WITH ODOT.
THERE'S NO SHAKEDOWN REQUIRED OF YOUR TAXPAYERS, SO IT'S ALREADY BEEN FUNDED.
AND WHAT I'M SHOWING YOU HERE IS A WAY THAT FIRST RESPONDERS CAN MONITOR BEYOND VISUAL LINE OF SIGHT TRAFFIC.
IN ADDITION, THEY CAN USE THESE AIRCRAFT THEMSELVES FOR ADDITIONAL EYES, UM, MISSING PERSONS, MISSING PETS, THOSE KINDS OF OPPORTUNITIES.
WHAT CAL ANALYTICS IS DOING WITH ODOT IS THEY'RE LOOKING FOR, UM, PILOT PROGRAM PARTICIPANTS.
HE'S MORE THAN RECEPTIVE TO TALKING TO ANYBODY IN DUBLIN AND MAKING A PRESENTATION TO YOU.
ONE OF THE THINGS THAT THEY DO OFFER IS TRAINING ON HOW TO PURSUE THIS CERTIFICATE OF AUTHORIZATION THAT WOULD ALLOW YOU TO DO THAT.
SO THIS IS THE APPLICATION THAT YOU'RE LOOKING AT RIGHT HERE.
IT'S DEVELOPED, IT'S CURRENTLY IN A PILOT PHASE.
SO I WOULD SAY THAT THIS IS SOMETHING THAT IF YOU DESIRED, IS IMMEDIATELY ACTIONABLE AT NO COST TO DETERMINE DOES THIS ALIGN? CAN THIS HELP OUR FIRST RESPONDERS SOMEHOW, BUT MORE OF A EXPLORATORY, IF YOU WILL.
SO WE'VE ALREADY TALKED ABOUT ONE VALUE PROPOSITION.
THIS IS GONNA BE MORE ON THE STRATEGIC, SOMETHING THAT YOU MAY INCORPORATE IN A COMMUNITY DEVELOPMENT PLAN.
EVOLUTION, A M COMPONENTS, YOU GOT THE AIRCRAFT AND THE PILOT.
YOU'VE GOT AIRSPACE MANAGEMENT THAT YOU NEED TO DO.
SO ESSENTIALLY, YOU'VE GOTTA BE ABLE TO MAKE SURE THESE THINGS ARE OPERATING SAFELY WITHOUT COLLIDING, CAUSING HARM TO ANY OF THE PASSENGERS OR CARGO.
THE, THE THEME THAT I'M GONNA PROPOSE TO YOU IS THE VERTI PORT INFRASTRUCTURE.
SO THIS IS SIMILAR TO AN AIRPORT OR A HELIPORT.
THIS IS WHERE AIRCRAFT TAKE OFF AND LAND BATTERY CHARGING OPERATIONS.
YOU'VE GOT PASSENGERS THAT WOULD BOTH BOARD AND DISEMBARK ON THAT.
THERE'S AN OPERATIONS COMPONENT AND A MAINTENANCE COMPONENT.
SO IF WE LOOK AT THE USE CASES, I WOULD SAY WITHIN HERE THERE ARE TWO PRIMARY TO FOCUS ON.
THIS IS VERY SIMILAR TO WHAT NETJETS WHEELS UP, UM, AND, UH, FLEX JETT DO, WHERE THEY'RE DOING ON DEMAND.
SO THAT COULD BE SCOTS, TRC, UH, INTEL POND, ANY OF THOSE OTHER OPPORTUNITIES THAT YOU'VE GOT.
UM, THE OTHER ONE I THINK IS EMERGENCY SERVICES AND ALSO POTENTIALLY
[00:10:01]
CARONE FREIGHT DELIVERY, WHERE YOU COULD FACILITATE EXPEDITED THINGS.I MEAN, YOU COULD DO ANYTHING FROM, I MEAN, I'VE SEEN THEM USED FOR TRANSPLANT ORGANS.
SO, UM, I, I THINK FOR OUR PUBLIC COMMENT TIME, UH, WE HAVE, HAVE REACHED THAT POINT IN TIME.
BUT I THINK MAYBE IN WHAT YOU SAY IS VERY INTERESTING AND THANK YOU FOR COMING.
UM, MAYBE WE MIGHT RECOMMEND THAT YOU MEET WITH CHIEF OKAY.
TO TALK ABOUT SOME, UH, SOME OF THE, UM SURE.
UM, AND THEN, AND THEN I WOULD LIKE TO CONNECT YOU WITH OUR PLANNERS BECAUSE WE HAVE TALKED AT LENGTH ABOUT A MULTI MOBILITY HUB ON OUR WESTERN BORDER.
AND INCORPORATING SOME OF YOUR THOUGHTS INTO THAT MULTI MOBILITY HUB AND SEE WHAT OUR OPPORTUNITIES MIGHT BE THERE.
I HAD A CHANCE ON JUNE 24TH TO MEET WITH JEANNIE WILLIS, JENNY ROUSH, AND A MEMBER FROM YOUR, UH, ECONOMIC DEVELOPMENT TEAM.
REALLY QUICKLY, YOU KNOW, ONE OF THE THINGS I I, I THINK REALISTICALLY THE STATE OF OHIO IS VERY COMMITTED.
IN 2021, THEY COMMISSIONED A CONSULTANT TO PERFORM AN ECONOMIC IMPACT STUDY.
IN 2022, THEY'VE PUBLISHED AN ACTION PLAN.
SO I THINK THE VALUE OR THE OPPORTUNITY HERE WOULD BE HOSTING A VERTI PORT, UH, RAMP FEES, BATTERY CHARGING, AND I THINK ANOTHER IMPORTANT COMPONENT, WORKFORCE DEVELOPMENT.
UM, POSSIBLY AN EXTENSION OF THE, UH, TAXI TO TAKEOFF MODEL.
SIR, I THINK WHAT YOU'RE HEARING IS WE'RE OPEN TO THE CONVERSATION.
SO, UM, YES, WE'LL CONNECT YOU TO STAFF AND WE'LL TAKE IT FROM THERE.
THANK YOU VERY MUCH FOR COMING.
AND I JUST WANNA SAY WE WANNA INVITE GARY OVER BECAUSE OF AIR MOBILITY'S PROBABLY GONNA BE A NEW MAJOR, MAJOR THING.
IT'S THESE, WHAT HE'S TALKING ABOUT, THESE ARE ELECTRONIC HELICOPTERS.
SO IT IS A LITTLE BIT OF THE JETSONS, BUT HE ALREADY MET WITH THE STAFF.
AND IT IS AN IMPORTANT COMPONENT IN SOME OF OUR PLANNING AND THINKING FOR THE FUTURE, AS IN THE RAILROAD STATION, PEOPLE WOULD GET OFF IN DUBLIN AND FLY OVER TO NEW ALBANY.
INSTEAD OF GOING ALL THE WAY DOWNTOWN COMING UP.
SO IMPORTANT CONCEPT FOR US TO START INTEGRATING INTO SOME OF OUR PLANNING.
AND I THINK, SO THANKS FOR COMING OUT.
I'VE, I'VE NEVER BEEN, I'M BRINGING THIS UP TO SPEED ON THIS TOTALLY DUBLIN, SO THANK YOU.
ENJOY YOUR EVENING, APPRECIATE YOUR, APPRECIATE YOUR THOUGHTS.
UH, ANYONE ELSE LIKE TO SPEAK RELATIVE TO OUR PUBLIC COMMENT PORTION OF OUR AGENDA? OKAY.
HEARING NONE, WE'LL MOVE ON TO THE
[CONSENT AGENDA]
CONSENT AGENDA.IS THERE REQUEST TO REMOVE ANY ITEM FROM THE CONSENT AGENDA CONSISTING OF THE JUNE 24TH AND JULY 1ST, UH, COUNCIL WORK SESSION AND REGULAR COUNCIL MEETING MINUTES, UM, TO EXCUSE THE ABSENCE OF COUNCIL MEMBER DEROSA FROM THE JULY ONE MEETING AND, UH, LEGISLATIVE AUTHORITY FOR THE D TWO LIQUOR PERMIT FOR JAN, LLC, PINOS PALACE OF DUBLIN.
UM, I'LL MAKE, MAKE THAT MOTION.
JENNY, WOULD YOU PLEASE CALL THE RULE MR. REINER? YES.
[Resolution 38-24]
VOTE RESOLUTION RESOLUTION 38 DASH 24.AMENDING THIS DUBLIN CITY COUNCIL RULES OF ORDER.
UH, THIS REPORT WILL BE BROUGHT FORTH BY THE CHAIR OF THE ADMIN COMMITTEE.
AS IS OUR PRACTICE COUNCIL REFERRED THE COUNCIL RULES OF ORDER TO THE ADMINISTRATIVE COMMITTEE FOR OUR ANNUAL REVIEW TO ENSURE THAT THE RULES ARE RELEVANT TO OUR CURRENT AND DESIRED PRACTICES.
UM, AS YOU MAY RECALL, THE ADMINISTRATIVE COMMITTEE REVIEWED THIS WORK ON MAY 1ST AND JUNE 4TH, AND WE PROVIDED SOME FEEDBACK FOR THE AMENDMENTS TO STAFF.
UM, SO WHAT YOU HAVE BEFORE YOU THIS EVENING ARE PROPOSED AMENDMENTS TO OUR CURRENT RULES OF ORDER.
UM, AS YOU'LL RECALL, A RED LINE VERSION AND A CLEAN LINE VERSION.
WE WERE, UM, PROVIDED A LONG TIME AGO,
UM, JUST AS A REMINDER, WHAT I SHARED AT THE 17TH MEETING IS THAT THE PROPOSED, THE MENUS BEFORE US FOR OUR CONSIDERATION THIS EVENING, ARE REALLY MEANT TO ACCOMPLISH THREE THINGS.
THE FIRST IS TO DEFINE WITH A BIT MORE DETAIL THE STRUCTURE OF THE VARIOUS DIFFERENT TYPES OF MEETINGS THAT WE HAVE TO PROVIDE FLEXIBILITY REGARDING THE ORDER OF BUSINESS FOR AIMING AT BETTER MEETING EFFICIENCY AND TO CLARIFY EXPECTATIONS PUT UPON INTERESTED PARTIES WHO COME FORWARD TO SPEAK AT MEETINGS.
SO WITH THAT, THE ADMINISTRATION COMMITTEE BRINGS THIS RESOLUTION FORWARD FOR DISCUSSION AND RECOMMENDS APPROVAL.
IS THERE ANYONE PRESENT THIS EVENING FROM THE GENERAL PUBLIC THAT WOULD LIKE TO SPEAK RELATIVE TO THIS RESOLUTION? HEARING NONE COUNCIL QUESTIONS.
THANK YOU, UM, COMMITTEE FOR WORKING ON THIS.
IT'S, UM, IT'S, IT'S VERY WELL DONE.
UM, COUPLE OF THINGS THAT I JUST WANNA BRING UP IS, UM, 3.02 IS IT
[00:15:01]
SAYS, COUNCIL FROM TIME TO TIME THIS HAS NOT BEEN CHANGED, MAY ESTABLISH NEW STANDING COMMITTEES, ASSIGN THE FUNCTIONS OF STANDING COMMITTEES, ADD COMBINED EXPAND CONTRACT, BUT THEN IN 3.03, THAT MEMBERSHIP AND CHAIRSHIP OF EACH STANDING COMMITTEE SHALL BE DETERMINED BY COUNCIL DURING THE ORGANIZATIONAL MEETING.I WOULD JUST SUGGEST, UM, THAT COUNCIL HAVE THE FLEXIBILITY BECAUSE IT SAYS IN 3.02, COUNCIL FROM TIME TO TIME ESTABLISHES DIFFERENT FUNCTIONS, UM, EXPANDS IT OR WHATEVER.
AND I, I THINK THEY CONTRADICT EACH OTHER A LITTLE BIT.
SO I WOULD JUST ASK THE COUNCIL, BE GIVING THE FLEXIBILITY TO DO ANY STANDING COMMITTEE CHANGES WORK AT ANY TIME OF THE YEAR AND JUST REMOVE THAT.
UH, AND THE SECOND ONE IS SIMPLY, I THINK THERE WAS A CHANGE BETWEEN THE NUMBER OF MINUTES THAT, UH, COMMENTS CAN BE MADE.
AND AS WE NOTICED, SOMETIMES PEOPLE LIKE TO SPEAK LONGER THAN FIVE.
AND I THINK THAT THIS COUNCIL IN THE PAST HAS ALWAYS BEEN VERY OPEN TO HEAR WHAT RESIDENTS COMMENTS ARE.
SO FIVE MINUTES SEEMS TO ME A SHORT TIME ANYWAY, AND I HATE TO MAKE IT ANY SHORTER.
I'LL MAKE A THOUGHT A COUPLE, UH, A COUPLE COMMENTS FROM THE COMMITTEE.
'CAUSE WE DISCUSSED THESE ITEMS, IF THAT'S ALL RIGHT.
WITH MY FELLOW, UM, COMMITTEE MEMBERS.
UM, WE, WE, WE ACTUALLY TALKED ABOUT 3 0 2 AND 3 0 3.
AND I THINK AS THE LANGUAGE IS, THEY, THEY DON'T CONTRADICT EACH OTHER REALLY, BECAUSE LIKE AT ANY POINT IN TIME, UM, WE MAY HAVE A SOMEONE WHO LEAVES A COMMITTEE AND WE HAVE TO REASSIGN 'EM, ET CETERA.
SO FROM TIME TO TIME WE CAN E ESTABLISHMENT AND AT THAT TIME WE WOULD APPOINT SOMEBODY.
BUT WHAT THE POINT OF 3 0 3 IS THAT WE REALLY SAY THIS IS THE TIME WHEN WE WERE JUST ESTABLISHING THE TIME ON A REGULAR BASIS THAT WE DO IT SO THEY, THEY AREN'T IN CONFLICT.
BECAUSE IF WE HAVE TO SET UP A COMMITTEE, WE'LL HAVE TO PUT SOMEBODY ON IT.
RIGHT? WELL, WE'D HAVE TO APPOINT SOMEBODY.
SO, UM, WE DID TALK ABOUT THIS AND, AND I THINK THE COMMITTEE FELT THEY WEREN'T IN CONFLICTS, SIMPLY BECAUSE THAT'S THE SAME THING THAT HAPPENS IN A VARIETY.
SO ANYWAY, THAT WAS THE, THAT WAS THE COMMENT.
AND AMY WANTED TO MAKE A COMMENT ABOUT THAT.
I WAS GONNA SAY, I CAN RECOMMEND A WORDING CHANGE IF WE WANT TO ENSURE IT.
WHAT WE CAN JUST DO IS JUST THAT NEW TEXT THAT SAYS AT THE BOTTOM, JUST SWITCH TO THE BEGINNING AND SAY, AT THE ORGANIZATIONAL MEETING, MEMBERSHIP AND CHAIRMANSHIP OF EACH EXISTING STANDING COMMITTEE SHALL BE DETERMINED BY COUNCIL.
AND THEN THAT WAY, IF IT EXISTS, WHEN WE HAVE THAT MEETING, WE'LL FIGURE IT OUT THEN.
AND NOW IT DOESN'T CONFLICT WITH 3.02.
SO JUST, JUST SWITCH THAT LAST CLAUSE TO THE BEGINNING AND ADD THE WORD EXISTING.
AND I THINK THAT SOLVES THE PROBLEM.
AND I'M NOT SURE THAT THE EXPERIENCE OF EACH COUNCIL MEMBER, I THINK WE'RE LOOKING FOR THE MEMBERS OF, OF THE COMMITTEES, RIGHT? NO, THIS, THIS WAS TO MEANT HOW WE, HOW WE DECIDE WHO, WHO, WHO WOULD SIT APPOINTMENT.
NOT THAT'S WHAT IT'S TRYING TO, NOT THE LEADERSHIP.
I THINK AMY'S, UH, SUGGESTION SEEMS TO CLEAR IT UP FOR ME.
SO MY QUESTION IS, IS ON THE TERM ORGANIZATIONAL MEETING, IS THAT DEFINED ANYWHERE? WHEN I READ THAT, I HAD TO THINK WHAT IS, WHAT IS THE ORGANIZATIONAL MEETING? IT'S THE MEETING IN JANUARY, RIGHT? MM-HMM.
I DON'T, SHOULD IT BE DEFINED SOMEWHERE? WE HAVE A SET OF DEFINITIONS RIGHT AT THE BEGINNING OF US, US IF YOU WOULD LIKE, WE COULD ADD IT TO THAT SET OF DEFINITIONS.
THE ONLY OTHER THING IS AS TO THE TIME, UM, WE HAD SOME DISCUSSIONS ABOUT THREE MINUTE, FIVE MINUTE, ET CETERA.
AND, UM, STAFF WENT BACK AND LOOKED AT, UM, AND IN VERY FEW INSTANCES DID WE SEE ANYBODY EXCEED THE THREE MINUTES THEY WENT BACK AND ACTUALLY LOOKED AT THAT.
UM, SO THE RECOMMENDATION WAS, IT IS ALWAYS THE, UM, MAYOR'S ABILITY TO, AS AS IT HAPPENED THIS EVENING, RIGHT? WE EXCEEDED FIVE AND THE MAYOR'S ABILITY TO DO THAT.
BUT IN, IN REFLECTION AND LOOKING WHAT HAS HISTORICALLY HAPPENED, THREE MINUTES SEEMED TO BE ON AVERAGE WHAT, WHAT WHAT WE FOUND.
SO THAT WAS THE RATIONALE FOR THAT RECOMMENDATION.
AND AGAIN, LIKE TONIGHT, IF IF IT CHANGES, WE CAN, WE COULD DO IT.
SO AGAIN, THAT WAS THE, THE REASON FOR THE THREE VERSUS FIVE.
AND I, I THINK IT LARGELY GIVES MORE OPPORTUNITY, NOT LESS FOR PEOPLE TO SPEAK BECAUSE OUR OTHER OP OPTION WOULD BE TO LIMIT THE TIME TO AN HOUR OR TO SOME FIXED PERIOD OF TIME.
AND IF WE BELIEVE THAT WE'RE GOING TO HAVE A LOT OF PEOPLE THAT HAVE A DESIRE TO SPEAK BY REDUCING THE NUMBER OF MINUTES OF EACH PERSON, WE'LL ACTUALLY BE PERMITTING MORE PEOPLE
[00:20:01]
TO, TO PARTICIPATE.JUST TO AUGMENT WHAT BOTH OF YOU'RE SAYING, JANE.
UM, WHEN WE TALKED ABOUT THIS AND LOOKED AT IT, IT WAS REALLY A MATTER OF FUNCTION AND SORT OF COMMON PRACTICE.
COMMON PRACTICE IS THREE MINUTES WHILE ALLOWING THE FLEXIBILITY IN THE LANGUAGE FOR THE MAYOR TO AMEND THAT ESSENTIALLY ON THE FLY AS NEEDED.
SO I FEEL LIKE THE FLEXIBILITY IS IN THE LANGUAGE TO AFFORD ADDITIONAL TIME AS NEEDED.
AND ONE ADDITIONAL POINT WAS WE ALWAYS THOUGHT IF WE, IF WE HAVE IT LOWER IN OUR CODE, IT'S ALWAYS BETTER TO ADD TIME THAN TO TAKE TIME AWAY FROM PEOPLE.
WELL, I TRUST THAT THIS COUNCIL WILL ALWAYS BE GOOD LISTENERS.
SO I THINK THAT'S THE MOST IMPORTANT THING IS OUR RESIDENTS KNOW THEY HAVE THE OPPORTUNITY TO SPEAK TO US.
THERE WERE A COUPLE OF AMENDMENTS.
THERE WAS ONE SMALL LANGUAGE TO 3.03.
UM, REWORDING THAT TO PUT, UM, THE LAST SEVERAL WORDS AT THE BEGINNING.
ANYTHING ELSE THAT I'M MISSING AND DEFINITION ASKED FOR? FOR A DEFINITION? DEFINITION OF ORGANIZATIONAL MEETING.
UM, I WILL, DO YOU NEED A MOTION THEN BECAUSE THERE'S AMENDMENTS? UH, I WOULD ASK FOR ONE.
I'LL MAKE A MOTION, UH, FOR THIS RESOLUTION AS AMENDED.
UM, PER OUR DESCRIPTION, IS THERE A SECOND? I'LL SECOND.
JENNY, WOULD YOU PLEASE CALL THE RULE MR. REINER? YES.
AND THEN ON THE RESOLUTION YES.
ADMIN COMMITTEE FOR YOUR HARD WORK ON THAT BRINGS US TO RESOLUTION 39
[Resolution 39-24]
DASH 24, ACCEPTING THE LOWEST AND BEST BID FOR THE DUBLIN CENTER DRIVE SHARED USE PATH PROJECT.AND OUR STAFF REPORT WILL BE FROM BRIAN GABLE.
MEMBERS OF COUNCIL STAFF CONDUCTED A COMPETITIVE BID FOR THE DUBLIN CENTER DRIVE SHARED USE PATH PROJECT, WHICH CONSTRUCTS 618 FEET OF SHARED USE PATH FROM THE NORTHWEST CORNER OF STONE RIDGE LANE NORTH TO THE EXISTING PATH ON DUBLIN, EXCUSE ME, PATH ON DUBLIN GRANDVILLE ROAD.
THE 2024 THROUGH 2028 CAPITAL IMPROVEMENTS PROGRAM PROVIDES FOR 225,000 FOR THE DUBLIN CENTER DRIVE SHARED USE PATH PROJECT.
ON JULY 24TH, 2024, THREE BIDS WERE RECEIVED AND PUBLICLY OPENED.
GEORGE J EGEL AND COMPANY INCORPORATED SUBMITTED THE LOWEST AND BEST BID OF $217,419 AND 85 CENTS, WHICH WAS 8.7% OVER THE ENGINEER'S ESTIMATE OF 200,000.
STAFF ANTICIPATES BEING ABLE TO COVER THE ADDITIONAL PROJECT COSTS USING OTHER UNENCUMBERED BUDGETED FUNDS WITHIN THE CIP CONSTRUCTION IS EXPECTED TO BEGIN AND BE SUBSTANTIALLY COMPLETE THIS FALL WITH FINAL RESTORATION TO BE COMPLETED IN THE SPRING OF 2025.
STAFF RECOMMENDS COUNCIL APPROVAL OF THIS RESOLUTION ACCEPTING AS LOWEST AND BEST THE BID OF GEORGE J IGEL AND COMPANY INCORPORATED IN THE AMOUNT OF $217,419 AND 85 CENTS FOR THIS PROJECT.
I'D BE GLAD TO ADDRESS ANY QUESTIONS COUNSEL MAY HAVE REGARDING THIS RESOLUTION.
IS THERE ANYONE PRESENT FROM THE GENERAL PUBLIC THAT WOULD LIKE TO SPEAK RELATIVE TO THIS RESOLUTION THIS EVENING? HEARING NONE COUNCIL QUESTIONS DISCUSSION.
JENNY, WOULD YOU PLEASE CALL THE ROLL? MS. OSA? YES.
[Resolution 40-24]
ACCEPTING THE LOWEST AND BEST BID FOR THE HORIZON ON PEDESTRIAN BRIDGE REPLACEMENT PROJECT.AND OUR STAFF REPORT WILL STICK WITH MR. GABLE.
THANK YOU AND GOOD EVENING AGAIN.
MEMBERS OF COUNCIL STAFF CONDUCTED A COMPETITIVE BID PROCESS FOR THE COR ON PEDESTRIAN BRIDGE REPLACEMENT PROJECT, WHICH PROVIDES FOR THE REPLACEMENT OF AN EXISTING TIMBER BRIDGE IN TIMBER ABUTMENTS WITH A PREFABRICATED PEDESTRIAN BRIDGE IN CONCRETE ABUTMENTS.
THE PROJECT IS FUNDED FROM THE 2024 THROUGH 2028 CAPITAL IMPROVEMENTS PROGRAM IN THE AMOUNT OF 150,000 FROM THE HORIZON ON PEDESTRIAN BRIDGE REPLACEMENT.
ON JULY 24TH, 2024, SIX BIDS WERE RECEIVED AND PUBLICLY OPENED AXIS.
CIVIL CONSTRUCTION LLC SUBMITTED THE LOWEST AND BEST BID OF $215,846 AND 50 CENTS, WHICH WAS 11.9%
[00:25:01]
UNDER THE ENGINEER'S ESTIMATE OF $245,000.STAFF ANTICIPATES BEING ABLE TO COVER THE ADDITIONAL PROJECT COSTS USING OTHER UNENCUMBERED BUDGETED FUNDS WITHIN THE CIP CONSTRUCTION IS EXPECTED TO COMMENCE IN THE SPRING OF 2025 AND BE COMPLETE BY JUNE OF 2025.
STAFF RECOMMENDS COUNSEL APPROVAL OF THIS RESOLUTION, ACCEPTING HIS LOWEST INVEST THE BID OF ACCESS CIVIL CONSTRUCTION LLC IN THE AMOUNT OF $215,846 AND 50 CENTS FOR THIS PROJECT.
I'D BE GLAD TO ADDRESS ANY QUESTIONS COUNSEL MAY HAVE REGARDING THIS RESOLUTION.
IS THERE ANYONE PRESENT THIS EVENING FROM THE GENERAL PUBLIC THAT WOULD LIKE TO SPEAK RELATIVE TO THIS RESOLUTION? HEARING NONE COUNCIL QUESTIONS DISCUSSION.
BRIAN, CAN YOU TELL ME, OH, DID YOU HAVE ONE? I'M SORRY.
I JUST HAVE ONE CLARIFYING QUESTION.
SO THE PRICE WON'T INCREASE BECAUSE WE'RE WAITING SIX MONTHS.
THEY'RE JUST GONNA BUY THE MATERIALS FOR THE BRIDGE NOW AND THEN IT JUST, WE DIDN'T GET IT TO THEM.
SO THE COST OF THE SHARED USE PATH, LIKE I, ARE THEY REBUILDING THE WHOLE THING OR JUST REPAVING THE TOP? UM, WE'RE REBUILDING A CON, UH, SECTION THAT THEY, WE ANTICIPATE THEM USING FOR ACCESS TO THE SITE.
UM, SO IT'S NOT RIGHT NEXT TO THE ROAD.
UM, AND WE EXPECT ONCE THEY BRING IN THE EQUIPMENT AND, AND KIND OF MOVE EVERYTHING AROUND THAT, THAT SECTION OF PATH WILL NEED RECONSTRUCTED.
UM, IT WAS PRIOR, IT WAS RECOGNIZED IN 2023, UH, BY ASSET MANAGEMENT AS NEEDING REP, UH, MAINTENANCE ANYWAY, UH, WHICH WAS GONNA BE AN INCH AND A HALF, UH, MILLVILLE.
ANY, UH, WITH THAT? SO, UM, WE ARE ANTICIPATING RECONSTRUCTING THAT PORTION ALL AND THIS PRICE INCLUDES THAT RECONSTRUCTION.
AND IT WON'T INCREASE IN SIX MONTHS? NO, WE ARE LOCKED WITH THE PRICE THAT THEY BID.
CAN YOU TELL ME HOW OLD THIS BRIDGE IS? IT SEEMS TO BE A RELATIVELY NEW BRIDGE TO NEED AN ENTIRE REPLACEMENT ALREADY.
UH, I'M NOT SURE OF ITS AGE IN PARTICULAR.
UM, I'M NOT SURE ABOUT 20 YEARS.
UM, THIS REFERENCED BY, UH, MR. HAMMERSMITH.
UM, THE STRUCTURE IS ON, UH, FOUR BY FOUR WOODEN POSTS.
UM, SOME OF THOSE ARE IN THE CREEK AND THE ONES IN THE CREEK ARE, UH, BEING UNDERMINED AND CAUSING THE BRIDGE TO ACTUALLY KIND OF HAVE A LEAN TO IT.
UM, SO WE FEEL LIKE IT'S BEST TO WORK TO GET THIS REPLACED AND REPAIRED.
AND I ASSUME WE DON'T ALLOW BRIDGES TO BE CONSTRUCTED IN THIS FASHION ANY LONGER.
IT WOULD NOT BE ADVISED, UH, TO CONTINUE THE SCOUR THAT WE'RE HAVING WITH THE CURRENT FOUNDATION.
ANY OTHER QUESTIONS? JENNY, WOULD YOU PLEASE CALL THE ROLL? MS. CRAM? YES.
[OTHER BUSINESS]
OTHER BUSINESS PORTION OF OUR AGENDA.AND THE FIRST ITEM ON THAT IS THE EMERALD CONNECTOR BRIDGE AESTHETICS.
AND OUR STAFF REPORT WILL BE FROM TINA.
GOOD EVENING, MEMBERS OF COUNCIL.
TONIGHT WE WANT TO PROVIDE A PROJECT UPDATE AND SOME CONCEPTS TO CONSIDER FOR THE EMERALD CONNECTOR OVER I TWO 70 WEST OF SAWMILL ROAD.
UM, WE'LL REVIEW THE PROJECT BACKGROUND AND THE PREFERRED PREFERRED ALTERNATIVE THAT YOU'VE SEEN, UM, JUST AS A REMINDER.
AND THEN ALSO PRESENT NEW AESTHETIC CONCEPTS DEVELOPED BY THE PROJECT TEAM.
WE'LL ALSO TOUCH BASE ON THE UPCOMING PUBLIC MEETING AND THE TIMELINE, AND THEN WE'D LIKE TO HEAR YOUR INPUT AND FEEDBACK, PARTICULARLY ON THE AESTHETIC CONCEPTS.
WE HAVE MEMBERS OF THE CONSULTANT TEAM WITH US HERE TONIGHT WHO WILL PRE BE PRESENTING JOINING ME FROM AMERICAN STRUCTURE POINT AS TOM HIBBARD AND CHRIS HERMAN WITH MKSK.
TOM WILL BRIEF US ON THE PROJECT AND CHRIS WILL LEAD THE AESTHETICS REVIEW AND THE REMAINING TOPICS.
AND WE'RE ALL HERE AVAILABLE FOR QUESTIONS.
SO WITH THAT, I'LL HAND IT TO TOM HIBBARD.
SO IN, UH, 2019, THE SAWMILL ROAD CORRIDOR STUDY WAS COMPLETED.
THAT STUDY EVALUATED IMPROVEMENTS TO THE SAWMILL ROAD CORRIDOR TO INCREASE CAPACITY AND TO IMPROVE, IMPROVE MOBILITY BETWEEN THE DUBLIN GRANDVILLE ROAD AND HARD ROAD.
AS SHOWN HERE ON THE MAPS, UH, ON THE LEFT MAP IN THE LOWER LEFT CORNER, ONE OF THE ALTERNATIVES THAT WAS RECOMMENDED OUT OF THIS STUDY FOR FURTHER INVESTIGATION WAS A NEW CROSSING OVER I TWO 70 THAT, UH, WOULD BE SOMEWHERE BETWEEN SAWMILL ROAD AND RIVERSIDE DRIVE.
A BRIDGE CROSSING IN THIS AREA WOULD PROVIDE SEVERAL BENEFITS.
IT WOULD REDUCE CONGESTION BY BETTER DISTRIBUTING TRAFFIC
[00:30:01]
ALONG SAWMILL ROAD, RIVERSIDE DRIVE, AND THE ADJACENT STREET NETWORK.IT WOULD ALSO PROVIDE AN ADDITIONAL CROSSING FOR BICYCLE AND PEDESTRIANS, AND IT WOULD PROVIDE A NEW ACCESS POINT BETWEEN THE BRIDGE STREET DISTRICT AND EMERALD PARKWAY.
SO AT THE COMPLETION OF THAT STUDY, AND STARTING IN 2021 THROUGH 2022, WE'VE BEEN LOOKING AT, OR WE HAD LOOKED AT ALTERNATIVES FOR WHERE THAT CROSSING COULD BE LOCATED.
UH, WE LOOKED AT MULTIPLE CROSSING LOCATIONS AND CONCLUDED THAT THE BEST LOCATION FOR THIS NEW CROSSING WOULD BE WHERE IT'S SHOWN IN BLUE.
THIS LOCATION IS ESSENTIALLY AN EXTENSION OF VILLAGE, UH, PARKWAY TO THE NORTH, INTERSECTING WITH TOLER ROAD, THEN GOING OVER I TWO 70, AND THEN MEETING EMERALD PARKWAY AT A ROUNDABOUT.
THIS IS, UH, THE PLAN THAT WE'VE BEEN WORKING ON AS WE'VE BEEN MOVING FORWARD FURTHER INTO THE DESIGN PHASE OF THE PROJECT.
AND WHAT WE WANT TO TALK TO YOU TONIGHT ABOUT WOULD BE THE AESTHETIC OPTIONS THAT WE HAVE.
SO CHRIS HERMAN WILL COME UP AND PRESENT SOME OF THOSE OPTIONS.
SO THIS PROJECT IS REALLY MADE OF THREE COMPONENTS.
THERE'S THE BRIDGE CROSSING ITSELF OVER TWO 70.
THERE'S APPROACHES ON EITHER SIDE, AND THEN THERE'S THE NEW ROUNDABOUT ON EMERALD PARKWAY TO THE NORTH, AND THEN THE NEW REVISED INTERSECTION WITH TELLER ROAD TO THE SOUTH.
WHAT WE ARE PROPOSING HERE, UH, IS REALLY A WAY OF EXTENDING THE STREETSCAPE, UH, FROM THE STREET ACROSS THE BRIDGE.
AND THIS IS REALLY IMPORTANT BECAUSE IT'S A WAY OF INVITING PEDESTRIANS AND NON-MOTORIZED, UH, PEOPLE TO REALLY GO TRAVERSE THIS SPAN.
BRIDGES LIKE THIS, BRIDGES OF INTERSTATES, I THINK ARE, UM, SCARY.
THEY KEEP PEOPLE FROM REALLY WANTING TO, TO CROSS THIS.
AND SO THE MORE THAT WE CAN DO TO PROVIDE, TO PULL THAT STREET SCAPE ACROSS AND CREATE A CONDITION THAT IS INVITING FOR PEOPLE, I THINK THE MORE SUCCESSFUL THE CROSSING IS.
NOT JUST FOR CARS, BUT ALSO FOR PEOPLE.
SO THIS IS SHOWING THIS, UH, DESIGN.
UH, WE'VE GOT THE TRAVEL LANES IN THE CENTER.
WE HAVE A CURB LANE, THEN WE HAVE, UM, RAISED PLANTING BED THAT HAS THE STREET TREES ON IT.
SO THIS IS PULLING THAT STREET TREE DESIGN ACROSS ONTO THE STRUCTURE.
THEN WE HAVE ASPHALT CYCLE TRACK AND THEN A PAVED WALKWAY FOR PEDESTRIANS.
SO THE MATERIALS HELP YOU KNOW, WHICH PIECE TO BE ON.
AND THEN WE HAVE AN ELEVATED PLANTER, AND THEN WE HAVE THE PARAPET WALL, AND THEN THE SCREEN WALL OR METAL FENCING.
UH, LOOKING AT THE DETAILS OF THE MATERIALS A LITTLE BIT MORE, WE'RE TALKING ABOUT GRANITE CURB, THIS GRAY BRICK PAVER MATERIAL.
YOU CAN SEE THE ELEVATED PLANTERS, AGAIN, THE ASPHALT, AND THEN BRICK PAVERS FOR THE WALKWAY.
AND THEN WE'RE GONNA TALK MORE ABOUT THE, THE SCREEN WALL AND THE PPE WALL.
BUT BEFORE WE GET TO THE DETAILED DESIGNS, I WANT TO QUICKLY RUN THROUGH EIGHT, UH, EXISTING BRIDGES, MOST OF THEM IN DUBLIN, JUST TO KINDA SHOW THE ESTABLISHED CHARACTER AND CONTEXT, AND THEN PULL SOME OF THESE ELEMENTS TO TALK ABOUT HOW WE REFLECT THEM IN THE DESIGN.
SO THE FIRST BRIDGE, ACTUALLY THE FIRST TWO, THIS IS EMERALD PARK PARKWAY CROSSING.
THE NEXT ONE'S AVERY MUIRFIELD.
I THINK THESE ARE GREAT PROTOTYPICAL, UH, CLASSIC ELEGANT BRIDGES FOR DUBLIN.
YOU HAVE THE HUNCHED, UH, GIRDERS.
YOU'VE GOT STONE PYLONS AND ABUTMENT WALLS, AND YOU'VE GOT A NICE CONCRETE PARAPET WALL, ARCHITECTURAL FENCING, RAILING, UH, AND PEDESTRIAN LIGHTING.
SO, UH, I THINK ALTOGETHER IT CREATES A VERY CLASSIC, ELEGANT LOOK.
SIMILARLY, YOU CAN SEE AVERY MURFIELD.
THE OTHER THING TO POINT OUT ON THESE BRIDGES IS THAT WE HAVE A, YOU KNOW, SEPARATED WALKWAY THAT HAS A, UM, A WALL BETWEEN THAT SEPARATES BETWEEN THE, THE VEHICLES AND THE PEDESTRIANS.
ALSO, I SHOULD POINT OUT THE STYLIZED SHAMROCK, UH, DESIGN AT THE TOP OF THE PARA, UH, PARAPET PYLONS 33.
IT'S UNDER CONSTRUCTION RIGHT NOW.
THIS IS A LITTLE BIT OF LOOKING TO THE PAST, LOOKING TO THE FUTURE.
SO AGAIN, WE'VE GOT, UH, THE NATURALIZED STONE ON THE, UH, ABUTMENT WALLS.
WE HAVE, UH, THE WING WALLS THAT GO BACK.
UH, LOOKING TO THE FUTURE, WE HAVE THE METAL RAILINGS.
AGAIN, THIS BRIDGE THOUGH DOES NOT HAVE, UH, PEDESTRIANS OR ANYTHING ON TOP OF THE BRIDGE.
THIS IS A LITTLE BIT OF A DIFFERENT KIND OF STRUCTURE.
THIS IS THE TOTAL CROSSING INTERCHANGE.
UH, THE RURAL SIGNIFICANCE OF THIS BRIDGE IS THE LANDSCAPE ON THE REST OF THE BRIDGE IS, IS PRETTY MUCH A TYPICAL, UH, FREEWAY BRIDGE.
BUT DO WANNA POINT OUT THE IMPACT OF THE LANDSCAPE, UH, THE MATURE TREES, IT SHORTENS THAT SPAN.
IF YOU WERE THINKING ABOUT A PEDESTRIAN SHORTENS THAT SPAN, BOTH VISUALLY, UH, IN TERMS
[00:35:01]
OF IT DOESN'T INVITE PEOPLE ACROSS, BUT YOU CAN SEE THE OTHER SIDE ALSO, WHEN YOU'RE ON IT, IT HELPS START TO SCREEN THE FREEWAY.AND THEN WE HAVE RINGS WARNER TEMPLE ROAD BRIDGE.
THIS IS SIMILAR TO THE AVERY ROAD.
UH, AND WE'RE CROSSING BRIDGE, SIMILAR KINDS OF ELEMENTS HERE.
UH, WE GET TO THE US 33 I TWO 70 INTERCHANGE.
WE'RE ADDING ON THE PARAPET WALL, THE DUBLIN, AND THE, THE SHAMROCK AND THE GREEN BAND.
SO WE'RE ADDING SOME COLOR HERE.
WE'RE ADDING COLOR TO THE BEAM, THE STRUCTURAL BEAM.
UH, AND THEN WE HAVE THE, UH, RELIEF PATTERN, THE FORM LINER IN THE ABUTMENT WALLS.
WE GET TO POST ROAD, THAT'S A LITTLE BIT OLDER BRIDGE.
SO WE HAVE THE VERY GEOMETRIC FORM LINERS AND ABUTMENT WALLS.
WE HAVE THE STYLIZED SHAMROCK AND THE ARCHITECTURAL FENCING.
UM, I THINK THE ONE THING, I MEAN, THIS IS PRETTY MUCH A TYPICAL BRIDGE.
THOSE ARE THE ELEMENTS THAT MADE IT A LITTLE BIT MORE THAN A TYPICAL FREEWAY BRIDGE.
AND THE FACT THAT THE WHOLE BRIDGE IS PAINTED ONE COLOR, WHICH IS ACTUALLY HELPS MAKE IT MORE ATTRACTIVE.
AND THEN WE END UP WITH SAWMILL.
SO THIS IS THE BRIDGE CLOSEST TO WHAT WE'RE PROPOSING, RIGHT? THIS BRIDGE IS ALSO IN THE CITY OF COLUMBUS, AND THIS IS BASICALLY THE STANDARD FREEWAY BRIDGE.
YOU'VE GOT THE MSE GEOMETRIC WALLS ON THE ABUTMENTS.
UH, YOU'VE GOT A CHAIN LINK, UH, SAFETY FENCE, FAN FENCING ABOVE.
AND SO NOT A LOT OF ARCHITECTURAL DETAILING OR CHARACTER TO THIS BRIDGE.
ONE OF THE THINGS THOUGH, THAT WE DISCUSSED INTERNALLY AND WITH THE CITY STAFF AS WE WERE LOOKING AT THIS, IS HOW IMPORTANT, PARTICULARLY ON THE EAST FACING SIDE OF THE BRIDGE.
SO WHAT YOU SEE WHEN YOU'RE TRAVELING WEST, HOW MUCH DO YOU REALLY SEE THAT? HOW MUCH IS IT REALLY WORTH INVESTING IN THAT PART OF THE BRIDGE? SO WE DID A LITTLE STUDY, AND AS YOU CAN SEE HERE, INTERESTINGLY, YOU HAVE AT 65 MILES AN HOUR, A 22 SECOND VIEW SHED OF THIS BRIDGE.
AND FOR THOSE OF YOU IN ADVERTISING, YOU CAN TELL A LOT IN 22 SECONDS.
SO THAT IN OUR MIND, MAKES IT VERY WORTHWHILE AND REALLY NEGATES THE THOUGHT THAT IT'S NOT WORTH SPENDING A LOT OF EFFORT OR ENERGY ON THIS.
JUST TO MAKE THAT POINT A LITTLE CLEAR, THIS IS WHAT IT LOOKS LIKE AS ONE COMES DOWN THE SAWMILL ON RAMP HEADED WESTBOUND.
AND YOU CAN SEE THE BRIDGE, NOT LIKE YOU SEE THE BRIDGE.
YOU DON'T EVEN APPRECIATE A LOT OF THE DETAILS UNTIL YOU GET ABOUT HALFWAY, WHICH IS HALFWAY.
SO AGAIN, OUR POINT HERE IS WE THINK IT IS IMPORTANT.
IT IS A FEATURE, IT IS A GATEWAY ELEMENT FOR DUBLIN AND, AND SOMETHING WORTH SPENDING CONSIDERING, UH, BOTH SIDES OF THE BRIDGE.
I TALKED ABOUT A NUMBER OF ELEMENTS.
I JUST WANNA REINTRODUCE THESE REALLY QUICKLY BEFORE WE TALK ABOUT SOME OF THE CONCEPTS.
SO THIS IS IDENTIFYING THE PIECES THAT WE'RE GONNA BE TALKING ABOUT ON A BRIDGE.
UH, YOU CAN SEE, UH, NUMBER ONE, IT IS THE DARK GREEN ARE THE PYLONS AND THE ABUTMENT WALLS, THE, UH, PERPENDICULAR ELEMENTS THAT STICK UP.
UH, NUMBER TWO IN THE MEDIUM GREEN IS THE HUNCHED BEAMS. UH, SO IT'S A KIND OF FLAT ARCH BEAMS, UH, OR JUST THE BEAM IN GENERAL, WHATEVER THAT BEAM STRUCTURE IS LIKE.
UM, THE, UH, LIGHT GREEN IS THE MEDIAN WALL, UH, THAT YOU SEE THAT EXTENDS UP, UH, THE WHOLE, THE BRIDGE IN THE CENTER OF THE LANES.
AND THEN FOUR ARE THE, AND THE CYAN COLOR ARE THE WING WALLS THAT HELP ESTABLISH THE GRADE ON THE APPROACHES TO THE BRIDGE.
THEN ON THE PARAPET ITSELF, UH, AND THE PARAPET IS NUMBER ONE, IT'S THAT LIGHT BLUE COLOR.
UH, THE PARAPET ITSELF, THERE ARE THINGS YOU CAN DO ARCHITECTURALLY.
SO PI LASTERS ARE THE PURPLE ELEMENTS, THE DARK BLUE ELEMENTS THAT STICK UP VERTICALLY.
YOU CAN MAKE THOSE, UH, SOMETHING THAT'S MORE OBVIOUS, MORE APPARENT TO THE STRUCTURE.
UH, AND THEN IN THE CYAN IS THE, THE RAILING, THE ARCHITECTURAL RAILING.
UH, WE'RE EVEN GONNA TALK ABOUT SOME SCREEN WALL IDEAS HERE ON WHAT THAT COULD BE.
SO SPEAKING OF SCREEN WALLS, WHAT WE SHOWED, UH, IN, IN OUR DESIGNS IS WHAT WE CALL A SCREEN WALL.
AND WE'VE DONE THIS IN SOME OTHER BRIDGES AND FIND IT TO BE VERY EFFECTIVE, RATHER THAN JUST BEING A RAILING, A SCREEN WALL HAS AN OPPORTUNITY TO REALLY HELP BUFFER OR SCREEN THE VISUAL, UH, IMPACT OF THE FREEWAY BELOW.
SO WHEN YOU'RE ON IT, YOU'RE SEEING THAT WHEN YOU'RE ON THE FREEWAY LOOKING UP, YOU'RE SEEING THAT IT'S AN ELEMENT THAT REALLY, UH, HAS CHARACTER.
THE MORE OPAQUE IT BECOMES, THE MORE IT REALLY DOES DECREASE NOISE, UH, AND WIND FOR PEDESTRIANS AND CYCLISTS WHEN IT GETS COMPLETELY OPAQUE.
IT'S PRETTY AMAZING WHAT IT CAN DO TO THE EXPERIENCE WHEN YOU'RE ON THE BRIDGE.
UH, AND THEN OBVIOUSLY AS YOU CAN SEE FROM THE IMAGES BELOW, IT'S REALLY AN OPPORTUNITY TO PUT SOME KIND OF OUR STATISTIC ELEMENTS.
YOU CAN THINK ABOUT BRANDING ELEMENTS.
UH, IT CAN BE ART, IT CAN BE ILLUMINATED OR NOT ILLUMINATED.
SO THERE'S A LOT OF OPPORTUNITIES WITH, UH, THIS KIND OF SCREEN WALL CONCEPT.
UH, JUST SHOWING YOU ACTUAL PIECES HERE.
SO THIS IS, IT COULD BE LASER CUT METAL PANELS.
YOU CAN SEE THAT IN THE GREEN EXAMPLE.
UH, IT COULD BE, UH, LIGHTED BOXES, POLYCARBONATE PANELS, WHICH IS THE LONG STREET BRIDGE EXAMPLE, THE TOP RIGHT.
UH, IT COULD BE ARCHITECTURAL SCREENING ELEMENTS OF VARIOUS DIFFERENT KINDS OF MATERIALS PUT TOGETHER,
[00:40:01]
UH, OR SOME KIND OF COMBINATION OF THE TWO.AND AGAIN, JUST TO MAKE SURE WE'RE ALL UNDERSTAND WHAT WE'RE TALKING ABOUT, YOU CAN SEE THE PARAPET WALL IN THAT CROSS SECTION.
AND WHAT WE'RE TALKING IS ABOUT IS WHAT IS ON TOP OF THAT PARAPET WALL.
SO WE GOTTA, BUT THAT RAILING OR SCREENING, WE WE'RE REQUIRED TO BASICALLY PROTECT, UH, THE PEOPLE BOTH ON THE BRIDGE, BUT ALSO TO KEEP OBJECTS FROM BEING THROWN OFF THE BRIDGE SO THAT THERE'S ODOT REQUIREMENTS ON HOW TALL AND WHAT KINDA MATERIAL THAT IS, UH, TO MAKE SURE THAT YOU CAN'T THROW THINGS ONTO THE ROADWAY BELOW.
NOW I'M GONNA REVIEW A SERIES OF THREE CONCEPTS.
UM, AND I ALSO WANNA MAKE SURE, REMIND ME ON MY NOTES, WE'RE SHOWING YOU THESE BECAUSE WE, WE WANT YOU TO SEE THE DIFFERENT OPPORTUNITIES WE CAN TAKE AND WE CAN COMBINE DIFFERENT ELEMENTS IF THERE'S ELEMENTS YOU LIKE, IN FACT, QUESTIONS I'D LIKE YOU TO THINK ABOUT AS WE GO THROUGH THIS.
WHAT THINGS, WHAT ASPECTS OF ANY OF THESE CONCEPTS DO YOU LIKE? UM, ARE THERE CONCEPTS HERE THAT YOU WOULD RATHER US NOT SHOW THE COMMUNITY AS THIS PROCESS GOES FORWARD? UH, AND JUST GENERAL REACTION.
SO THINK OF THOSE THINGS AS WE GO THROUGH THIS.
UM, THIS FIRST ONE, ONE A WE CALL CLASSIC DUBLIN ELEGANCE.
UM, REALLY YOU CAN SEE AGAIN, WE'VE GOT THE STONE, NATURAL STONE ABUTMENT WALLS, AND WE'VE GOT THE MEDIAN, UH, PYLON.
WE'VE GOT A CLASSIC DARK METAL ARCHITECTURAL FENCE.
YOU CAN SEE WE'RE CARRYING THE STREET TREES ACROSS ON ALL OF THESE.
AND SO IT HAS THIS KIND OF VERY CLASSIC, UH, FEEL.
IT'S VERY MUCH IN THE VEIN OF THE A AVERY MUIRFIELD BRIDGES, UH, EMERALD PARKWAY BRIDGE.
SO THIS IS, I THINK, A GREAT STARTING POINT.
UH, AND THEN IT ALSO, IT HAS THE BUFF COLOR, THE VERY KIND OF MUTED COLORS AND TONES.
THAT'S SOMETHING WE'RE GONNA CHANGE HERE JUST TO SHOW YOU WHAT COULD BE DIFFERENTLY.
SO CONCEPT ONE B, WE TAKE THE EXACT SAME LOOK, BUT NOW WE'RE ADDING COLOR TO IT.
SO NOW WE'RE TAKING THE BEAM, WE'RE ADDING COLOR TO THE BEAM.
DOESN'T HAVE TO BE GREEN, BUT GREEN.
WE'RE ACTUALLY CHANGING THE, UH, AR UH, ARTISTIC FENCING, THE METAL FENCING, MAKING THAT GREEN.
UH, WE'RE ADDING ELEMENTS LIKE THE, THE DUBLIN LO LOGO OR DUBLIN BRAND NAME, UM, INTO THE PARAPET WALL.
SO THESE ARE THINGS, AGAIN, DON'T HAVE TO DO ALL OF 'EM COULD DO ONE OR THE OTHER, BUT JUST GIVE YOU A SENSE OF HOW THESE THINGS CAN COMBINE OR LAYER.
NOW, CONCEPT TWO, WE'RE PUTTING THAT SCREEN WALL ELEMENT INTO PLAY.
SO HERE WE HAVE A LOT OF THE SAME KIND OF FEATURES.
WE'VE TURNED THE BEAMS, UH, TO GRAY BECAUSE WE'RE KIND OF MATCHING A GRAY SCREEN WALL IN THE, IN THE SKETCH THERE, YOU COULD ADD, AGAIN, THE WORD DUBLIN.
YOU COULD PUT SHAMROCKS, YOU PUT ELEMENTS IN THERE, OR YOU COULD MAKE IT VERY ARTISTIC.
YOU CAN SEE THOSE IN THE PICTURES BELOW.
UH, YOU COULD TAKE THAT AND MAKE IT MORE CONTEMPORARY, UH, OR MORE CLASSIC DEPENDING ON, ON WHAT APPEALS TO YOU.
SO THESE ARE PERFORATED METAL PANELS.
UH, AND AGAIN, THAT GIVES YOU THAT MUTED TONES, CLASSIC ELEGANCE, RIGHT? B, NOW WE'RE ADDING A LIGHT ELEMENT.
SO IN TWO B WE'RE DOING THE SAME KIND OF THING.
BUT NOW THESE PANELS ARE IN INTER INTERNALLY ILLUMINATED.
UH, AND YOU CAN DO DIFFERENT THINGS ADDING, UH, METAL SCRIMS ONTO THIS AND DIFFERENT PATTERNS IN THE SKETCH, WE'RE SHOWING KIND OF A, A CELTIC KNOT PATTERN.
IT COULD BE SMALL, IT COULD BE BIG, JUST, YOU KNOW, LIKE YOUR IMAGINATION, THINK ABOUT DIFFERENT THINGS.
BUT THIS GIVES YOU A SENSE OF WHAT THAT COULD LOOK LIKE.
AND THEN IN TWO C, NOW WE'RE DOING THE SAME THING, BUT WE'RE JUST ADDING COLOR.
SO NOW WE'RE PUTTING COLOR INTO PLAY.
SO THESE PANELS ARE HAVE COLOR, THIS COULD BE INTERNALLY ILLUMINATED, OR IT JUST COULD BE COLOR PANELS, UH, POLYCARBONATE PANELS THAT YOU DO IN DIFFERENT KINDS OF ARRANGEMENTS TO MAKE DIFFERENT IMAGES.
AND WE'RE GOING WITH A GREEN LOOK, UH, AND THE SKETCH ON THAT ONE.
CONCEPT THREE, WE'RE CREATING A MORE CONTEMPORARY SCREEN WALL SHAPE AND FEEL.
SO NOW WE'RE ARCING THAT SCREEN WALL.
UH, IT'S, THIS ONE IS SHOWING, AGAIN, A VERSIONS OF THE METAL, EITHER FENCE OR METAL SCREEN WALL.
AND WE'RE ALSO JUST, AGAIN, WE CAN MIX AND MATCH.
WE'RE SHOWING MORE CONTEMPORARY WING WALLS, THE RETAINING WALLS THAT GO OUT AND HOLD THE LANDSCAPE.
UH, WE CAN DO DIFFERENT MATERIALS THERE, UH, MAKE THEM, UH, MUCH MORE CONTEMPORARY IN THE KIND OF CLASSIC MORE SQUARE LOOK.
THIS IS CONCEPT THREE A, THREE B.
NOW AGAIN, WE'RE ADDING SOME LIGHTING AND WE'RE TALKING ABOUT A MULTI ARCH PATTERN.
SO RATHER THAN JUST ONE CLASSIC ARCH, YOU COULD DO MULTIPLE ARCHES.
AND THEN IN THREE C, WE'RE ADDING COLOR.
IN FACT, WE'RE EVEN MAKING IT A THREE DIMENSIONAL SO THAT THAT SCREEN WALL CAN, CAN BEND, UH, HORIZONTALLY AS WELL AS VERTICALLY.
AND YOU CAN ADD MANY MORE COLORS.
SO AGAIN, THESE ARE ALL OPTIONS.
AND SO I'M GOING TO GO THROUGH THEM IN GROUPS.
AND I GUESS THE KEY POINT TO MAKE IS WE GO FROM THE A'S ARE ALL KIND OF A CLASSIC, UM, AND WITHOUT COLOR KIND OF FEEL.
AND THEN AS WE GO FROM THAT CLASSIC ELEGANCE, WE ADD
[00:45:01]
MORE BOLDNESS, WE ADD MORE COLOR AND THE B'S AND THEN THE C'S.SO HERE'S CONCEPT ONE, AGAIN, THE TWO TOGETHER.
UH, GOING AGAIN FROM, UH, MORE CLASSIC BUFF TO COLORED AT THE BOTTOM.
AND THEN CONCEPT THREE WHERE YOU CAN REALLY SEE VARIATIONS IN THE PATTERN.
AND SO AGAIN, KEY THINGS HERE ARE, YOU CAN SEE THAT THAT SCREEN WALL CHANGES AND ELEVATION, IT'S NOT JUST A DATUM LINE, STRAIGHT ELEVATION ACROSS.
SO RIGHT NOW WE ARE, UM, FINISHING THIS, THIS PROCESS, GETTING READY FOR A PUBLIC MEETING.
UM, SO THAT'S OUR NEXT STEP AS A PUBLIC MEETING.
SO WE ARE APPLYING FOR FEDERAL FUNDING.
AND AS, UH, THE REQUIREMENTS THERE, WE HAVE TO DO ENVIRONMENTAL, UH, NEPA REVIEW THAT DOES REQUIRE, AND IT'S JUST GOOD PRACTICE TO HAVE PUBLIC INPUT, UH, TO MAIN OUR 10, OUR SCHEDULE, MAINTAIN OUR SCHEDULE.
WE NEED TO HOLD A MEETING IN SEPTEMBER.
WE'RE LOOKING TENTATIVELY AT SEPTEMBER 12TH.
UH, AND WE WANNA SHOW THEM THIS INFORMATION.
SO THAT'S ANOTHER REASON WE WANT TO GET YOUR FEEDBACK ON IF THERE'S STUFF HERE WE SHOULD NOT SHOW OR CHANGE OR REVISE BASED ON YOUR THOUGHTS AND INPUTS.
UH, AND THEN, UH, WE WOULD LIKE TO PRESENT THESE CONCEPTS AT THE PUBLIC MEETING IN, UH, SEPTEMBER 12TH.
JUST AS A FINAL REVIEW OF TIMELINE, UH, WE ARE RIGHT THERE IN THE MIDDLE UNDER DETAILED DESIGN PUBLIC MEETINGS.
SO WE, UM, HAVE COMPLETED THE PRELIMINARY DESIGN STUDIES FOR THIS PROJECT AND WE'RE PREPARING THE DETAILED DESIGN.
UH, WE ARE ON SCHEDULE AND WE PLAN TO COMPLETE THE ENVIRONMENTAL CLEARANCE BY THE END OF THIS YEAR.
AND, UH, TIMING FOR CONSTRUCTION IS ULTIMATELY DEPENDENT ON FUNDING FOR THE PROJECT.
SO THAT'S A QUICK OVERVIEW AND WE'D LOVE TO ANSWER ANY QUESTIONS AND HAVE A DISCUSSION WITH YOU ON KINDA THOSE THREE BIG QUESTIONS.
UH, ARE THERE AESTHETIC CONCEPTS THAT YOU WANNA ADVANCE? UM, ADVANCE THEM ALL.
TAKE SOME OFF THE TABLE, THAT'S FINE.
OR REVISE SOME, COMBINE SOME, WHAT ARE THE DETAILS YOU LIKE AND JUST GENERAL REACTION.
UH, I WANNA PAUSE FOR A MOMENT AND UM, SEE IF ANYONE IS PRESENT THIS EVENING THAT WOULD LIKE TO SPEAK RELATIVE TO THIS AGENDA ITEM.
WE DID HAVE A COMMENT SUBMITTED FROM DAN KENDALL, 67 25 HOBBS LANDING DRIVE, EAST DUBLIN, OHIO 4 3 0 1 7.
HIS COMMENTS ARE AS FOLLOWS, THIS BRIDGE IS VERY CLOSE TO MY HOME AND HAS THE POSITIVE POTENTIAL TO EXTEND THE BRIDGE PARK NEIGHBORHOOD NORTH OF TWO 70.
THIS BRIDGE IN ITS CROSS SECTION SHOULD BE SIMILAR TO WHAT IS PLANNED FOR THE METRO PLACE TO SHIRE RINGS ROAD TWO 70.
CROSSING THESE BRIDGES SHOULD BOTH BE OF CHARACTER AND WIDTH TO SERVE AS PART OF THE DUB DUBLIN SIGNATURE TRAIL.
CAN THIS BE A CAP THAT IS A PARK WITH A ROAD INCORPORATED? THIS BRIDGE OR CAP COULD BE A DESTINATION UNTO ITSELF.
HOW ABOUT A CROSS SECTION THAT LOOKS LIKE THE INDIANAPOLIS CULTURAL TRAIL THROUGH CARMEL, INDIANA WITH A ROAD INCLUDED? IT COULD BE LIKE THE 10TH AVENUE OVERLOOK ON THE NYC HIGHLINE, THE DAMON ART PLAZA ON THE CHICAGO 6 0 6 TRAIL, OR SIMILAR TO THE IDLE PARK IN INDIANAPOLIS.
THIS OPTION IS WORTH AN ARTISTIC RENDERING AS IT IS CURRENTLY PRESENTED.
I AM HAPPY TO SEE THAT THIS PROPOSAL IS MORE THAN A MINIMALLY IMPLEMENTED ODOT CONCRETE GIRDER BRIDGE WITH A SIDEWALK AND A CHAIN LINK FENCE CAGE.
I LIKE THE PLANTERS ON BOTH SIDES OF EACH SIDEWALK CYCLE TRACK.
PLEASE WORK TO MAINTAIN THE SAME CROSS SECTION OR GREATER ON THE BRIDGE AS WOULD BE 100 FEET AWAY ON EITHER SIDE OF THE BRIDGE.
THAT IS DO NOT SQUEEZE THE ROAD PLANTINGS AND SIDEWALKS ONTO THE BRIDGE.
WOULD ANYONE ELSE LIKE TO MAKE COMMENT? HEARING NONE, UH, COUNCIL QUESTIONS, DISCUSSION? SO MY FIRST QUESTION, UM, IS IN REGARDS TO THE LIGHTING IN OUR, IN THE TYPICAL SECTIONS, SHOW LIGHTING IN THE STREETSCAPE PLANTERS.
SO I'M WONDERING IF THEN, UM, 'CAUSE NONE OF THE, I GUESS, EXAMPLES OR THE CONCEPTS HAVE LIGHTING INCORPORATED INTO THE BRIDGE ITSELF.
SO I JUST DON'T KNOW IF YOU KNOW IF THAT IS A CONSIDERATION, YOU KNOW, 'CAUSE YOU KNOW, WHAT IS IT THE EMERALD PARKWAY BRIDGE HAS THE LIGHTS ON THE PILLERS AS YOU GO ACROSS.
SO, SO THAT'S JUST ONE THING I'M THROWING OUT THERE IS WHERE THE LIGHTING GOING TO BE AN OPTION OF PART OF THESE? OR ARE WE STUCK OR LIKE, ARE WE CONVINCED THAT THAT'S WHERE WE WANT 'EM IN THE, IN THE PLANTERS? WHICH, UM, IS FINE.
I JUST THROWING THAT OUT THERE.
UM, AND THEN JUST MY 2 CENTS, I REALLY LIKE, I WOULD PREFER AT LEAST AS FAR AS THE ABUTMENTS AND THE WING WALLS AND THE CENTER PI LINE TO ALL STAY STONE CLA MM-HMM
I THINK IT MATCHES OUR OTHER BRIDGES.
[00:50:01]
AM DEFINITELY OPEN TO, YOU KNOW, PAINTING THE BEAM GREEN OR, AND I DEFINITELY WOULD LIKE THE, UM, YOU KNOW, THE DUBLIN LOGO OR SOMETHING ON THE PARAPET.UH, BUT I'M FINE WITH LEAVING ALL OF THE CONCEPTS IN FOR PUBLIC MEETING AND MY ONLY TWO SENSES TO GIVE ME A HEADS UP AS SOON AS POSSIBLE ABOUT DETAILS FOR THE MEETING BECAUSE THEN I CAN LET THE EAST DUBLIN CIVIC ASSOCIATION KNOW.
UM, WE'RE ABOUT A MONTH OUT FROM THAT.
AND I, I HAVE A MAILING LIST OF PROBABLY 500 PEOPLE ON THE EAST SIDE OF DUBLIN THAT WOULD BE VERY INTERESTED IN THAT MEETING.
UM, I THINK THAT CONSISTENCY OF CHARACTER THROUGHOUT THE CITY'S IMPORTANT.
I THINK THERE'S, I REALLY LIKE THE FACT THAT YOU SHOWED WHAT 22 SECONDS COULD GIVE YOU AS A VIEW.
SO I'M GONNA SUGGEST A COUPLE OF THINGS.
UM, I LOVE THE FACT THAT YOU CAN CHANGE THE CONFIGURATION.
I'M GONNA SHOW YOU MY LITTLE IMAGE.
I'M GONNA SHOW YOU MY LITTLE IMAGE.
UM, I'M WONDERING IF YOU CAN'T REALLY MAKE A STATEMENT AS YOU COME TO THE BRIDGE INSTEAD OF STATE ACROSS.
I LIKE THIS BUT I, I DON'T LIKE THE TRENDY COLOR AND, AND METAL THINGS.
'CAUSE I THINK AFTER A WHILE, THE TIMELESSNESS OF A BRIDGE, I THINK OF THE 1 61 BRIDGE OVER THE RIVER.
I DON'T CARE HOW MANY YEARS GO BY, IT HAS A TIMELESSNESS.
AND I THINK THAT'S A CHARACTER OF DUBLIN THAT IS IMPORTANT TO MAINTAIN.
BUT THE OPPORTUNITY TO TAKE AN IRON FENCE AND ILLUMINATE IT IN A WAY THAT'S SOFT AND ALSO TO CREATE THE NAME DUBLIN HERE IN AN ARCH IS A DIFFERENT SENSE.
IT'S NOT UNLIKE SORT OF THIS ONE IN THE MIDDLE, BUT, BUT IT'S MORE TRADITIONAL IN ITS EFFECT, WHICH PLAYS THE TIMELESSNESS.
AND THEN I THINK, YOU KNOW, BEEFING UP THESE, UM, COLUMNS HERE BECAUSE AS YOU APPROACH THIS, YOU CAN'T HELP BUT SEE YOU JUST PASS A DUBLIN.
SO I, I, I LIKE THAT KIND OF A FEEL AND I, AND I THINK THAT, UM, WE MIGHT BE ABLE TO GET A COZINESS ON THE INSIDE BY UTILIZING SOME INTERESTING, UM, LIGHTING DOWN LIGHTING WITHIN THE FENCE WALL THAT SEEMS TRADITIONAL, BUT MAYBE YOU COULD PLAY WITH THAT CREATIVELY AND THEN RAISING THE FLOWER BEDS A LITTLE BIT MORE SO IT FEELS LIKE YOU ARE WALKING THROUGH A GARDEN.
I THINK, UM, YOU KNOW, WE, WE'VE HAD THESE STYLIZED SHAMROCKS ON THE PY LASTERS AND I'VE ASKED MANY PEOPLE IF THEY KNEW WHAT THOSE WERE AND NOBODY KNEW WHAT THOSE WERE.
SO, AND I WAS AROUND WHEN THEY VOTED FOR THOSE 20 YEARS AGO.
AND I THINK IT'S TIME FOR THOSE TO GO IF YOU'RE GONNA PUT A SHAMROCK ON THE, UM, PI LASTERS.
AND WE'VE GONE THROUGH SO MANY OF 'EM.
WE HAVE A GREAT LOOKING ONE WE USE IN THE IRISH FESTIVAL.
SOMETHING THAT SOMEBODY CAN READ AND UNDERSTAND THAT SAME THING GOES FOR THE, UM, THE STYLIZED SHAMROCKS THAT WERE ON THE METAL FENCES.
UH, PEOPLE DON'T REALLY SEE THAT AS A SHAMROCK.
UH, I JUST HATE TO SAY IT TOTAL.
IT'S BEEN A TOTAL FAILURE I THINK, VISUALLY FOR MOST PEOPLE.
PLUS THEY'RE MOVING SO FAST THROUGH THERE, THEY HARDLY SEE 'EM.
SO WHATEVER THIS, HOWEVER THIS ENDS UP, IF YOU'D ADDRESS THOSE TWO ISSUES, I'D APPRECIATE IT.
I THINK THE TERRORIST, UM, LANDSCAPES BUFFERING THE BRIDGES AND SORT OF SOFTENING THE BRIDGES AS YOU APPROACH 'EM IS A REALLY GOOD IDEA.
AND IT'S PROBABLY LESS EXPENSIVE THAN THE OTHER ALTERNATIVES.
SO, UM, I THINK IT'S REALLY IMPORTANT.
UH, TREES OVER THE, UH, BRIDGE ARE, IS REALLY A NICE TOUCH.
UH, WE'VE SEEN THAT DOWNTOWN IN COLUMBUS ON ONE BRIDGE THAT YOU GUYS MAY HAVE BEEN INVOLVED WITH.
UM, AS FAR AS, UH, PARAPET PARAPET BRANDING, YES.
AND, AND GREEN UNDERNEATH IT FOR THE METAL PART I THINK IS REALLY IMPORTANT TOO.
AND UH, YEAH, I THINK, UH, THERE'S A LOT OF THESE THINGS THAT ARE SORT OF GONNA BE TIMED OUT IN 10 OR 20 YEARS, BUT IF YOU'RE SHOOTING FOR A CLASSIC LOOK, IT'S GONNA BE GOOD FOREVER.
SO IN TERMS OF THE CROSS SECTION, I THINK YOU NAILED IT.
I LOVE THE TREES, I LOVE THE CYCLE TRACK.
UM, BUT YOU KNOW, THE, THE SEEMS LIKE THE AREA THAT YOU NEED SOME DIRECTION ON IS WHAT, WHAT THIS THING'S GONNA LOOK LIKE AS YOU APPROACH IT.
AND, YOU KNOW, ONE A, THE CLASSIC DUBLIN ELEGANCE, YOU, YOU CAN'T GO WRONG WITH THAT.
UM, ONE B, THERE'S TOO MUCH GREEN.
SO I WOULD PICK, MAYBE PUT THE GREEN IN THE, ON THE UNDERSIDE, THE, THE, THE
[00:55:01]
BEAMS THERE.BUT, UM, MAYBE KEEP THE BLACK FENCE.
YOU KNOW, I, I COULD MAYBE CONVINCE TO GO WITH THREE C AS WELL, AND I KNOW IT'S REALLY FAR OUT, BUT SOME CITY, UM, WENT OUT ON A LIMB AND, AND, AND USE THAT CONCEPT.
AND IT CERTAINLY GETS YOUR ATTENTION AND, YOU KNOW, WE'RE TRYING TO BE INNOVATIVE AND SUSTAINABLE AND THE, THE SCULPTURED SCREEN WALL, IT'S, IT GETS YOUR ATTENTION.
UM, WOULD IT GO OUTTA STYLE? PERHAPS THAT WOULD BE A CONCERN, BUT, UH, IF YOU WANT TO MAKE A STATEMENT, IT IS TECHNICALLY THE FIRST BRIDGE YOU'RE GOING TO COME TO IF YOU'RE HEADING WESTBOUND, UH, THE FIRST BRIDGE IN DUBLIN.
SO, UM, YOU KNOW, I'M KIND OF ONE EXTREME OR THE OTHER.
EITHER THE CLASSIC DUBLIN ELEGANCE STATE CLASSIC AND CONSISTENT OR GO FAR THE OTHER DIRECTION.
I HAD A COUPLE QUESTIONS FIRST.
UM, WHAT MAKES THESE TREES LIVE? DO, I MEAN, I I'VE BEEN EDUCATED BY MY TWO COLLEAGUES OVER HERE ABOUT HAVING ENOUGH TREE, LAWN AND TREE WIDTH OR WHATEVER.
I MEAN, IF THERE, IF WE HAVE BAD LOOKING TREES UP THERE, WE'VE JUST DONE OURSELVES A REAL DISSERVICE.
SO HOW DO YOU, I MEAN, I LOVE THEM.
MY QUESTION IS HOW DO YOU MAKE THEM LIVE? SO WE, GREAT QUESTION.
WE USE, UH, SPECIAL STRUCTURAL SOIL.
YOU DO NEED ENOUGH VOLUME IN THAT PLANTER, WHICH WE'VE BEEN TALKING ABOUT BECAUSE, 'CAUSE THAT'S PART OF THE DESIGN IS MAKING SURE THERE'S ENOUGH VOLUME IN THE PLANTERS.
UH, AND YOU NEED A LONG, CONTINUOUS ENOUGH VOLUME AND DEPTH OF VOLUME.
AND IF YOU ACHIEVE THAT AND IRRIGATE IT AND HAVE STRUCTURAL SOIL AND PICK THE RIGHT TREES, UH, IT CAN BE REALLY, REALLY EFFECTIVE.
UM, BUT YOU DON'T HAVE TO TRUST MY WORD FOR IT.
WE DESIGN BRIDGES, INCLUDING THE LONG STREET BRIDGE, SPRING STREET AND BROAD STREET BRIDGES IN DOWNTOWN COLUMBUS.
LONG STREET BRIDGE HAS THESE TREES.
IN FACT, THEY'VE BEEN SO SUCCESSFUL.
ODOT LOVES THE TREES EXCEPT THEY DON'T LOVE 'EM ON THE EDGE LIKE WE PUT THEM, THEY WORRY ABOUT THEM FALLING INTO THE ROADWAY.
THAT'S WHY WE'VE MOVED THEM MORE ALONG AS THE STREET TREE ELEMENT, RATHER ON THE PARAPET EDGE ELEMENT.
THAT SAID, I ALWAYS KEEP REMINDING ODOT THAT THOSE ROOT BALLS ARE CHAINED TO THE ACTUAL DECK OF THE BRIDGE AND THEY AREN'T GONNA FALL OVER AND THEY'RE DOING FANTASTIC.
I JUST FELT COMPELLED TO ASK THAT QUESTION.
UM, UM, I'M A BIKER AND, UM, I COULD, I THINK ABOUT A COUPLE THINGS.
WHEN WE THINK ABOUT THE DESIGN OF THE PARAPET, I WAS LISTENING WHEN YOU SAID ABOUT SAFETY FOR THE BIKER AND WIND AND IT, I HAD ONE THOUGHT COMING IN, BUT THEN HEARING THAT, WHAT WOULD MAKE ME FEEL COMFORTABLE CROSSING THAT BRIDGE AND IF THERE IS SOME PROTECTION THAT WE CAN AFFORD, BECAUSE THAT WOULD BE WIND THAT CHANGED MY THINKING.
UM, AND SO, UM, I'LL COME BACK TO THE THOUGHT, BUT I, I DO THINK FROM A SAFETY, I DO LIKE THE 12 FOOT LAWN THAT'S THERE.
I DON'T KNOW IF THERE'S GONNA BE ENOUGH TRAFFIC TO, TO WARRANT SEGMENTING THE WALKERS FROM THE BIKERS.
I, I DON'T KNOW FROM A COST PERSPECTIVE.
DOES THAT MAKE SENSE? I LIKE THE WIDTH.
MY OTHER QUESTION IS THEN WHEN IT COMES OFF ON TALLER, AND I WAS DOING A LITTLE GOOGLE EARTH THING HERE, WHEN YOU REALIGN THAT, YOU GOTTA GIVE THOSE BIKERS SOMEWHERE TO GO.
AND WHAT IT DOES IS IT PUTS IT NOW BACK ON A VERY NARROW LANE.
THERE'S A VERY, I'M SURE IT'S EIGHT FOOT RIGHT, EIGHT FOOT UP TALLER.
UM, MY VOTE WOULD BE SAVE SOME MONEY FROM THE SEGREGATING.
THE TWO, MAKE IT ONE 12 FOOT VERY SAFE.
IF I'M A BIKER, I CAN BE ALL THE WAY OVER AND THEN USE SOME OF THAT MONEY.
SO WHEN THE BIKER COMES OFF, ON THE OTHER HAND, WE'VE REALLY STARTED TO CREATE THAT SIGNATURE BECAUSE I, I LOOK ABOUT WHERE IT'S GONNA TERMINATE AND WE, YOU KNOW, WE'VE GOTTA BE ABLE TO CATCH IT ON THE OTHER END.
SO, UM, FROM MY PERSPECTIVE, I THINK THAT WOULD HELP A LOT.
AND, YOU KNOW, YOU CAN DO A LOT WITH ONE BRICK DOWN THE MIDDLE TO REMIND YOU TO STAY ON A SIDE OR ANOTHER.
UM, BUT AS A BIKER, I WOULD, I WAS THINKING, UM, FROM THAT PERSPECTIVE, MY FIRST THOUGHT WAS TO STAY MORE ELEGANT.
I LIKE THE STONE AND ALL THAT.
I WOULDN'T PAINT ANYTHING GREEN.
'CAUSE IN THREE YEARS IT LOOKS BAD GREEN.
SO I VOTE FOR NO GREEN PAINTING ON ANY OF THE CEMENT.
UM, I WOULDN'T PUT THE DUBLIN NAME ON THERE BECAUSE THIS SHOULD BE WOW ENOUGH.
IT, IT SHOULD SPEAK FOR ITSELF.
AND IF THERE'S TREES AND IT FEELS GOOD, IT SHOULD BE DUBLIN, NOT SAY DUBLIN.
AND SO I, LET'S BE BETTER THAN THE GUYS AROUND US AND NOT COPY THEM.
AND LET'S JUST DO SOMETHING NEAT.
SO FROM A SAFETY PERSPECTIVE, I WOULD GO CLOSER TO THREE C.
I'M IN ANDY'S CAMP IN THAT REGARD.
UM, MY QUESTION IS, IF FROM A COST PERSPECTIVE, IS THAT SOMETHING YOU CAN CHANGE OVER TIME? SO IF IT STARTS TO FEEL DATED, WHAT DOES IT REALLY COST TO CHANGE THAT RAILING? I DON'T KNOW.
BUT IF IT CREATES SAFETY FOR THE PEDESTRIANS AND INTEREST FOR THE USERS, YOU KNOW, DON'T PAINT ANYTHING GREEN LIKE YOU HAVE HERE.
PUT STONE THERE AND LET THAT ONE ELEMENT, WHICH COULD CHANGE OVER TIME IF YOU NEEDED IT TO,
[01:00:01]
TO SPEAK FOR ITSELF.UM, SO I, I WAS DRAWN TO THAT ONE.
SO THAT, THAT'S MY 2 CENTS WORTH.
UM, SO TO ANSWER YOUR QUESTIONS, LIKE, WAIT, YOU CAN PUT ALL OF THESE IN FRONT OF THE PUBLIC IF YOU WANT TO.
I'M, YOU KNOW, THEY SHOULD CERTAINLY BE ALLOWED TO SEE WHATEVER THEY WANNA SEE.
UM, I LIKE OUR RIGHT IN PERSON.
UM, AM THRILLED BY THE NOTION OF HAVING, YOU KNOW, THE TREES AND THE SEPARATED SPACE FOR PEDESTRIANS AND BICYCLES.
SAFETY TO ME IS REALLY KEY AS BEING SOMEONE WHO ACTUALLY WAS A VICTIM OF SOMEONE THROWING SOMETHING OVER A BRIDGE ONTO MY CAR.
UM, SO THAT IS CERTAINLY PARAMOUNT TO ME.
UM, I, I LIKE THE CLASSIC DUBLIN LOOK.
UM, I COULD BE SWAYED INTO SOMETHING LIKE A THREE C.
I'M NOT SURE THAT'S QUITE WHAT I'M LOOKING FOR, BUT, UM, I LOVE THE, THE CLASSIC DUBLIN LOOK.
I DON'T REALLY WANNA PAINT ANYTHING GREEN 'CAUSE IT DOES TEND TO LOOK ICKY AFTER A WHILE.
AND, UM, YOU KNOW, THE IDEA HERE IS TO, UH, KEEP SOME OF THOSE, YOU KNOW, REALLY NICE, UM, ARTSY ELEMENTS, UM, EASY TO MAINTAIN.
'CAUSE THEY CAN BE VERY DIFFICULT TO MAINTAIN OVER TIME.
UM, YOU KNOW, IF WE CAN FIND A PLACE TO PUT AND FIND, IF WE CAN'T FIND TWO, I'M NOT MARRIED TO THAT AT ALL.
UM, SO I, I THINK THERE'S SOME COMBINATION OF SOME OF THESE ELEMENTS THAT YOU BROUGHT HERE THAT, THAT I THINK WE COULD COME UP WITH TO KEEP IT A VERY CLASSIC FEEL, BUT MAYBE ADD SOME OF THOSE MORE MODERN CONCEPTS TO IT.
UM, BUT TO BE HONEST, THE FUNCTIONALITY OF THE BRIDGE WITH THE GREEN SPACE, WITH THE SAFETY FOR PEDESTRIANS AND BICYCLES AND FEELING LIKE THAT ROAD IS REALLY IN THAT PARK, RIGHT, TO ME, IS THE MOST IMPORTANT CONCEPT.
SO, UM, AND I'VE SEEN SOME OF YOUR WORK AND LOOKED UP SOME OF YOUR WORK AND SOME OF IT'S REALLY ASTOUNDING.
UM, I, I ACTUALLY DID LIKE THE, UM, OH, WHAT WAS IT? THE LONG STREET BRIDGE, THE, WITH THE ARTWORK, IT'S JUST, IT'S A VERY URBAN FEEL TO IT.
I I THINK MAYBE THERE'S A SPACE THERE TO ADJUST IT TO MAKE IT FEEL LESS URBAN.
BUT I, THAT ONE I DID LIKE, I THOUGHT IT WAS PRETTY COOL.
UM, I WOULD SAY FOR ME, LESS IS MORE, YOU KNOW, I DRIVE BY THE WORTHINGTON BRIDGE AND IT SAYS WORTHINGTON AND IT'S PAINTED BLUE AND IT'S ALL CHIPPING OFF.
AND I'M SURE THEY SAT AT A DAIS JUST LIKE THIS, AND THEY THOUGHT IT WAS CLASSY AND IT WAS ELEGANT AND IT SAID THEIR NAME AND IT FELT GOOD.
AND THEN I DRIVE A LITTLE FURTHER AND I GET TO THE EASTON BRIDGE AND IT'S THE SAME THING.
AND THE PAINT IS PEELING AND IT REALLY LOOKS, THEY ALL SAT AT AAS AND THEY THOUGHT, OH, THIS IS GOING TO BE FANTASTIC.
AND I THINK WE SHOULD LEARN LESSONS FROM OTHER PEOPLE BECAUSE EXPERIENCE IS LIFE'S BEST TEACHER.
AND SO MY EXPERIENCE WITH THOSE BRIDGES WOULD TELL ME TO NOT PUT OUR NAME ON IT AND TO NOT PAINT IT GREEN.
UM, THAT BEING SAID, I, I WOULD BE IN A, AND, AND I WOULD ADD FOR SAFETY, I DON'T THINK IT SHOULD BE LIT IN A FASHION THAT DRAWS YOUR EYE TO IT.
YOU ARE JUST COMING ON THE SAWMILL RAMP, OR YOU'RE GETTING OFF AT THE SAWMILL RAMP.
THERE IS A LOT GOING ON IN THIS SPACE.
I CAN'T REMEMBER A WEEK THAT WE HAVE NOT HAD AN ACCIDENT AT ONE OF OUR INTERCHANGES.
IT BE, IT TWO 70 AND 33 SAWMILL.
I, I JUST FEEL LIKE IT IS IMPORTANT TO PRIORITIZE SAFETY AND I DON'T WANNA DRAW THE EYE UP FROM TWO 70.
THAT BEING SAID, I THINK IT CAN BE A WONDERFUL EXPERIENCE WHEN YOU'RE ON THE BRIDGE AND THE LIGHTING IN THAT SPACE IS GOING TO BE VERY IMPORTANT TO ME.
SO, UM, I AM A, A ONE A PERSON, BUT IT COULD BE DRESSED UP A BIT.
I, I WOULD AGREE THAT THE, UM, THREE C IS INTERESTING TO ME.
UM, I, I COULD POSSIBLY BE SWAYED.
I DON'T NECESSARILY WANT TO SHOW THE PUBLIC, UM, BRIDGES THAT MIGHT DETRACT FROM THE DRIVER'S ATTENTION.
SO, UM, THAT'S JUST FOR ME, I THINK WE, WE, THERE'S JUST SO MANY HORRIFIC ACCIDENTS ON THAT STRETCH OF TWO 70 THAT I THINK IT'S INCUMBENT UPON US TO CONTRIBUTE TO SAFETY.
AND THEN LIKEWISE, AND, AND I AGREE, UM, WITH THE FELLOW FROM, UM, HOBBES LANDING, THAT, THAT THESE TWO BRIDGES THAT WE'RE CONTEMPLATING BE REFLECTIVE OF ONE ANOTHER.
AND YOU CAN ONLY HAVE SO MANY UNIQUE CHARACTERS ON A BRIDGE BEFORE WHEN YOU REPLICATE IT, IT LOOKS, UM, KIND OF CLICHE.
SO I, I WANT IT TO BE REALLY AESTHETICALLY PLEASING, BUT IF WE MAKE A STATEMENT HERE, WE'RE GONNA HAVE TO MAKE A STATEMENT THERE.
AND TWO STATEMENTS IN A MILE IS, YOU KNOW, IT'S KIND OF LIKE YOUR FAVORITE SONG WITH THE VOLUME ON 15 AND YOU CAN'T EVEN HEAR IT ANYMORE.
[01:05:01]
SO I, I DON'T WANT THAT.BUT I, I WOULD SAY FOR ME, I DON'T WANT TO PRESENT TO THE PUBLIC THINGS THAT HAVE LIGHTING THAT WOULD DETRACT FROM THE PASSERBY ON TWO 70 OR WOULD BE AT ALL DISTRACTING OR ATTENTION TO THAT.
SO YOU HAD SEVEN PEOPLE AND I THINK YOU GOT SEVEN OPINIONS.
SO I'M GONNA WISH YOU GOOD LUCK.
UM, DO YOU HAVE ANY QUESTIONS? SO I ANSWERED THE QUESTION ONE.
UM, I THINK EVERYONE ANSWERED NUMBER TWO AND, UH, I THINK IF PEOPLE HAD ADDITIONAL FEEDBACK, THEY GAVE IT.
SO I GUESS IF YOU DIDN'T HAVE AN OPPORTUNITY TO SAY ANYTHING ABOUT WHAT SHOULD GO TO A PUBLIC MEETING AND WHAT SHOULDN'T, IF YOU WANTED TO CHIME IN, IF NOT, WE CAN LET THEM DISCERN WHAT THEY WILL FROM WHAT THEY GOT.
THE ONLY THING I WOULD SAY IS THE PAINTING OF THE CONCRETE GREEN.
I, I, I WOULD, I WOULD BE AGREEABLE NOT TO PUT THAT FORWARD SIMPLY BECAUSE OF THE MAINTENANCE.
I'M NOT SUPPORTIVE OF PINNING OF CONCRETE, BUT THEY WILL COAT THOSE STEEL BEAMS WITH SOMETHING.
SO TO COAT THE STEEL BEAM GREEN.
THAT'S WHAT I, I THINK THAT'S, I'M OKAY WITH.
SO YEAH, THAT, THAT, THAT DOESN'T APPEAL TO ME.
BUT IF IT, IF IT SOLVES MY CONCERN, WHICH IS DURABILITY OVER, BECAUSE THE STEEL BE, WILL BE, THEY WILL BE COATED A COLOR.
BUT IF THEY'RE BROWN AND THEY CHIPPED, THEN THEY LOOK STILL LOOK BROWN.
THAT'S MY ONLY POINT IS WHEN WE, AND IT, WHEN WE PUT A COLOR IN, I MEAN THE WORTHINGTON ONE IS JUST CHIPPED AS CHIPPED CAN BE.
AND THE EASTON ONES, I DON'T KNOW HOW MANY TIMES THEY'VE PAINTED THEM, BUT I FEEL LIKE EVERY TIME I'M THERE, THERE'S A GUY IN A BUCKET.
SO MY REQUEST IS TO REMOVE, I DON'T CARE THE COLOR.
I MEAN, I WOULD PREFER A NATURAL IF WE'RE GONNA DO NATURAL COLOR ON THE METAL.
IS THAT WHAT I'M HEARING? THAT WOULD GO WITH THE STONE.
THAT, THAT WOULD GO WITH THE STONE.
IS THAT, IS THAT UNIVERSALLY ACCEPTED? OKAY.
SO MAYBE REMOVE PAINTED METAL, UM, BECAUSE THAT WOULD REQUIRE ADDITIONAL MAINTENANCE AND OVERALL COSTS.
WELL I THINK WHAT AMY'S SAYING IS THAT METAL WILL BE PAINTED, YOU CAN'T LEAVE IT EXPOSED OR IT'S GONNA LOOK REALLY BAD.
SO THEY USE COMMERCIAL GRADE, I THINK IT'S EPOXY PAINT.
I'M NOT SURE WHAT IT IS, BUT IT HAS TO BE PAINTED A COLOR.
SO DO WE GO WITH MORE OF LIKE A, LIKE A CHARCOAL OR A GREEN? I THINK IT IS THE QUESTION.
THEY WILL PAINT IT WITH SOMETHING.
HOW DO Y ALL FEEL ABOUT THE GRAY, THE CHARCOAL? I THINK WHEN IT CHIPS IT SHOULDN'T LOOK LIKE IT CHIPPED.
AND IT'S CONSISTENT WITH WHAT WE'VE DONE ELSEWHERE IN THE COMMUNITY.
SO, UM, DO YOU HAVE THE DIRECTION, DO YOU FEEL COMFORTABLE, I WOULD LIKE JUST A LITTLE BIT MORE CLARITY ON ANYTHING THAT MIGHT DISTRACT.
SO I HEARD THAT WE DON'T WANNA SHOW ANYTHING THAT WOULD, UH, OVERLY DISTRACT A DRIVER FROM TWO 70.
IS THAT ANYTHING SPECIFIC TO LIKE A SPECIFIC CONCEPT NUMBER LETTER? OR ARE YOU JUST SAYING IN GENERAL WITH LIGHTING IN THE FUTURE? YOU KNOW, I THINK, UM, THE VERY SUBTLE DUBLIN, IT'S VERY SMALL AND IT'S UNLIKE THE WORTHINGTON ONE, UH, IT IS STILL A NICE FEATURE WITH A KNOT RUNNING ACROSS THE PARAPET.
AND THAT'S BECAUSE HOW MANY PEOPLE COME FROM CHICAGO THROUGH HERE AND YOU ASK 'EM, DID YOU EVER SEE DUBLIN? NO, BUT I SAW WORTHINGTON, I SAW O BET I DIDN'T, THEY DIDN'T KNOW THEY WERE GOING THROUGH DUBLIN.
SO, YOU KNOW, IT'S REAL CLEAN, VERY SMALL, INCONSPICUOUS.
AND I THINK IT'S A, IT'S A NICE, UH, FEATURE FOR PEOPLE PASSING THROUGH THE OUTER BELT, GOING OVER TO INDIANAPOLIS OR DROPPING DOWN TO CINCINNATI.
I THINK IT'S, YOU KNOW, I, I AGREE WITH YOU CHRIS.
YOU KNOW, SOME OF THE OTHER ONES ARE SO OUTRAGEOUS AND SO OBNOXIOUS, BUT YOUR WORDS, THE ONE WE'VE ALREADY DONE COMING UP THE FREEWAY, I, I ALMOST NEVER SEE IT, BUT IT'S STILL UP THERE.
BUT IT'S VERY CLEAN, VERY NICELY DONE.
AND IT'S DONE IN IRISH LETTERING.
AND THAT'S A NICE, THAT'S A NICE FEATURE.
YOU NEED TO ANSWER YOUR QUESTION.
I THINK ANYTHING THAT WOULD HAVE LIGHT FACING OUTWARD, SO OUT FACING, SO ANY INSPIRATIONAL IMAGES, LIKE THE LAST IMAGE IN OUR, UM, YOU KNOW, THAT LAST ROW OF IMAGES, THOSE ARE DIFFERENT THAN THE ONES THERE.
THERE'S ONE THAT I SEE LIKE BLUE LIGHT REFLECTING AND YOU CAN SEE IT ON THE PEDESTRIANS ON THE WALKWAY AND MY, BUT I DON'T KNOW IF YOU CAN SEE THAT FROM THE FREEWAY SIDE.
[01:10:01]
SO I WOULD SAY ANYTHING THAT MAKES LIGHT ON THE OUTSIDE OF THE SCREEN WALLS, THAT ONE GOT IT.I MEAN, YOU GUYS HAVE EXPERIENCE WITH THIS, RIGHT? THE EYE WILL CAPTURE CERTAIN IMAGES QUICKLY AND THEN MOVE ON.
THE TREES MAY BE MORE DISTRACTING THAN ANYTHING ELSE.
A TREE AND A BRIDGE IS UNEXPECTED.
BUT YOU GUYS WOULD KNOW THAT AND REMOVE THOSE.
I WOULD LEAVE IT TO THE EXPERTS ABOUT SOME JUDGMENT AGAINST THAT, BECAUSE I DON'T KNOW WHAT WE CAPTURE IN 22 MINUTES, BUT I THINK SAFETY IS PARAMOUNT.
AGREED ON THE BRIDGE WHEN YOU'RE BIKING AND WHEN YOU'RE DRIVING AND WALKING.
JUST REAL QUICK, IT, I WAS JUST, IT SEEMS LIKE EVERYBODY'S OKAY WITH ONE A AND THERE'S MAYBE SOME FOLKS THAT MIGHT BE OPEN TO A THREE C ISH CONCEPT.
I THINK IF YOU BROUGHT THOSE TWO BACK AND WE DID A COST COMPARISON, THAT MIGHT BE THE DECIDING FACTOR IF THREE C IS, YOU KNOW, A HUNDRED PERCENT MORE EXPENSIVE AND I DIDN'T HEAR A LOT OF SUPPORT FOR THE TWOS.
MY QUESTION ABOUT ONE A FROM A WIND PROTECTION FOR WALKERS BIKERS, DOES THAT SOLVE THAT PROBLEM? WELL, IT LOOKED LIKE THE PLANTERS WERE GONNA BE FOUR FEET TALL.
SO YOU WOULD HAVE THE FIRST, SO WE WOULD FOUR FEET, YOU, YOU WOULD, YOU WOULD HAVE WIND PROTECTION IN THAT CROSS SECTION.
SO YOU WOULD HAVE AT LEAST FOUR FEET OF A SOLID BUFFER.
I DO THINK WIND'S A REALLY IMPORTANT THING.
'CAUSE I WORK DOWNTOWN AND CROSS THE BRIDGES OVER 70 AND 71 ALL THE TIME.
AND YOU KNOW, THESE HIGHWAY CORRIDORS BECOME BASICALLY WIND TUNNELS AND WHAT WE'RE TALKING ABOUT HERE IN DUBLIN I THINK WOULD BE THE SAME SITUATION.
UM, SO IT PERSONALLY, IT DOES APPEAL TO ME TO HAVE SOMETHING THAT'S MORE TOWARDS OPAQUE, LESS PERFORATION.
DOESN'T MEAN NO PERFORATION FOR THAT REASON.
BECAUSE I THINK IT WILL, THERE'LL BE STRONG WINDS WHEN YOU'RE CROSSING THIS BRIDGE.
BUT YOU ALL CAN WEIGH IN AS WELL.
YEAH, I THINK AS FAR AS I, AND I WOULD AGREE WITH THAT.
AND I THINK, YOU KNOW, WHEN WE TALK ABOUT CONCEPT ONE, I THINK WE COULD EVEN RETROFIT MM-HMM.
IF THAT WAS THE LOOK THAT YOU PREFERRED, WE COULD RETROFIT A SOLID PANEL THERE TOO.
WHEN YOU GO BACK TO IT, THE, UM, THE PARAPET WALL, UM, ON THIS APPEARS LIKE IN, IT'S IN EXCESS OF SIX FEET TALL ON THIS CROSS SECTION.
IF YOU GO BACK TO THE, TO THE, SO ONE OF THE THINGS, WELL YOU GUYS ARE, ONE OF THE THINGS THAT IT IS INTERESTING BECAUSE LET'S GET DOWN TO THE DETAILED DESIGN.
'CAUSE BRIDGES HAVE CAMBER 'CAUSE THEY TAKE LIVE LOADS AND THEY'RE GOING UP TO MAKE IT LOOK LIKE IT'S HORIZONTAL.
IT MEANS THAT YOU'VE GOTTA KIND OF PICK DATA POINTS.
THAT MEANS THERE'S PLACES WHERE IS A PEDESTRIAN, THE PAPER WALL'S BIGGER AND THERE'S PLACES THE PEDESTRIANS GET TO THE MIDDLE WHERE IT'S SMALLER AND YOU GOTTA PICK SOMETHING THAT MAKES SENSE SO THAT IT'S NOT TOO SMALL, TOO TALL OR TOO SMALL.
UM, SO IT WOULD PROBABLY VARY DEPENDING ON WHERE YOU WERE.
SO I THINK THAT YOU HAVE YEAH, WE WILL, WE CERTAINLY WANNA BUILD A BRIDGE THAT'S SAFE FOR EVERYBODY.
THE PEOPLE DRIVING ON TWO 70, THE CARS CROSSING IT AND THE BIKES AND THE PEOPLE WALKING ACROSS IT TOO.
SO, UM, I DIDN'T HEAR A LOT OF SUPPORT FOR THE TWOS.
I THINK THERE WAS SOME ONES AND THEN, AND THEN SOME THREES.
I HAVE JUST ONE OTHER COMMENT.
SO TO BE FAIR, THEY HAVE TO TAKE THIS TO A PUBLIC MEETING AND NEPA MEETINGS NEED ALTERNATIVES.
SO WE CAN'T JUST GIVE THEM ONE.
NO, WE'VE GOT LEAST, SO WE DO HAVE TO AT LEAST PUT SOMETHING ELSE IN THERE.
UM, BUT THE OTHER, UM, POINT IS MAYBE WHAT WE COULD DO, UM, IS ADD A ROUGH COST ESTIMATE DIFFERENCE.
UM, 'CAUSE THAT I THINK HELPS TOO, YOU KNOW, IF, IF THE PUBLIC THINKS WE'RE SPENDING $20,000 ON, YOU KNOW, SOMETHING VERSUS $200,000 ON SOMETHING.
I MEAN, THAT DOES SOMETIMES MAKE A DIFFERENCE.
SO MAYBE A ROUGH ESTIMATE IN THE DIFFERENT TYPES OF TREATMENT AS FAR AS AESTHETICS.
LIKE IF, BECAUSE IF, IF WE PURELY ASK PEOPLE WHAT DO YOU LIKE BEST? YOU KNOW, IT MIGHT BE A HUGE AS TO ANDY'S POINT, A HUGE PRICE TAG DIFFERENCE.
SO DO YOU HAVE WHAT YOU NEED? YEAH, I JUST WANNA MAKE SURE, UH, YOU KNOW, WE'RE JUST TALKING ABOUT BASICALLY WHAT WE DISPLAY AT THE PUBLIC MEETING.
UM, SO JUST WANNA MAKE SURE THAT WE'RE ALL ON THE SAME PAGE WITH THAT.
DID YOU WANNA CHIME IN? NO, I WAS JUST GONNA SAY, IT SOUNDS LIKE WE LAID IT ON THE ONE SERIES, WHICH IS THREE OPTIONS, THREE SERIES, NO PAINTED CONCRETE, NO LIGHTING, WHICH GIVES US ABOUT SIX OPTIONS.
YEAH, I THINK YOU CAN FIND SOME SPACE THERE.
[01:15:01]
OKAY.UH, WE WILL MOVE ON TO, IF THERE'S NOTHING ELSE, WE'LL MOVE ON TO THE NEXT ITEM ON THE AGENDA, THE AMENDMENTS TO COUNCIL APPOINTEE CODE OF CONDUCT.
UM, AND THEN WE WILL GO BACK FOR THE REPORT FROM THE CHAIR OF THE ADMIN COMMITTEE.
UM, AT THE MAY 1ST AND THE JUNE 4TH ADMINISTRATIVE COMMITTEE MEETINGS, THE COMMITTEE REVIEWED THE DUTIES AND POWERS OF ADVISORY COMMITTEES, IF YOU RECALL.
AND AS PART OF THE COMMITTEE'S WORK TO PROVIDE CONSISTENCY AND ALIGNMENT ACROSS ALL COUNCIL'S ADVISORY COMMITTEES, WE ALSO CONDUCTED A REVIEW OF, UM, THE APPOINTEE CODE OF CONDUCT TO SEE IF THERE ARE ANY MODIFICATIONS THAT, UM, NEEDED TO BE MADE.
UM, AS YOU KNOW, THE CODE OF CONDUCT IS USED TO SET THE EXPECTATIONS AND RESPONSIBILITIES OF ANY APPOINTEE OF COUNSEL.
AND BASED ON A REVIEW, A FEW SUGGESTED EDITS WERE MADE, UM, AND RECOMMENDED BY THE, UH, ADMINISTRATIVE COMMITTEE, UH, RED LINE VERSION AND A CLAIM VERSION WERE PROVIDED TO COUNSEL ALSO AT THE JUNE 17TH MEETING.
SO THE ADMIN COMMITTEE BRINGS THAT FORTH FOR DISCUSSION AND RECOMMENDS APPROVAL.
IS THERE ANYONE PRESENT THIS EVENING THAT WOULD LIKE TO MAKE PUBLIC COMMENT ON THIS AGENDA ITEM? HEARING NONE COUNCIL QUESTIONS, DISCUSSION? HEARING NONE, I WILL MAKE, UH, A MOTION TO AMEND THE COUNCIL APPOINTEE CODE OF CONDUCT AS DISCUSSED.
JENNY, WOULD YOU PLEASE CALL THE ROLE MS. FOX? YES.
THIS BRINGS US TO THE DUBLIN COMMUNITY IMPROVEMENT CORPORATION STRATEGIC PLAN, AND THE STAFF REPORT WILL BE BROUGHT FORWARD BY JEREMIAH GRACIA.
GOOD EVENING, MEMBERS OF COUNCIL.
UH, TONIGHT WE, UM, ARE GOING TO BE PROVIDING AN OVERVIEW OF THE, UH, RECENTLY ADOPTED DUBLIN COMMUNITY IMPROVEMENT CORP STRATEGIC PLAN FOR YOUR AWARENESS.
UM, JUST FOR A LITTLE BIT OF BACKGROUND AS YOU SET THIS UP.
AND I'VE INVITED, UH, NATE GREEN WITH A MONTROSE GROUP TO JOIN US TONIGHT IN THE PRESENTATION.
AS YOU KNOW, BACK IN 2015, AS PART OF THE CITY'S BOND ISSUE, UH, TO HELP EFFECTUATE THE DEVELOPMENT OF BRIDGE PARK, THE COMMUNITY IMPROVEMENT OF CORPORATION WAS ESTABLISHED, UH, THROUGH DIFFERENT ITERATIONS.
AND THEN IN, UH, NOVEMBER OF 2022, WE'VE EXPANDED THOSE POWERS TO SPECIFICALLY HELP WITH THE, UH, DISTRIBUTION OF THE COMMERCIAL THOUGHT COMMERCIAL FACADE IMPROVEMENT GRANTS IN THE HISTORIC DUBLIN, UH, AREA.
AS YOU KNOW, TOO, WE ARE ALSO APPROACHING SOME VERY DYNAMIC, UH, AND, UH, SORT OF TRANSFORMATIVE PROJECTS ACROSS THE CITY WITHIN VISION DUBLIN COUNCIL GOALS, UH, AND VERY SPECIFIC AREAS SPECIFICALLY RELATED TO WEST INNOVATION DISTRICT AND METRO CENTER REVITALIZATION THAT WE BELIEVE THE CIC WILL BE IMPORTANT PART OF, UH, AS A TOOL, AS A POTENTIAL, UM, ECONOMIC DEVELOPMENT TOOL IN THE FUTURE.
SO WITH THAT, WE'VE ESTABLISHED THIS STRATEGIC PLAN, AND TONIGHT WE'RE GONNA GO OVER, UM, SOME IMPORTANT SIX KEY, UH, RECOMMENDATIONS OF THE PLAN.
AND WITH THAT, I'LL TURN IT OVER TO NATE GREEN FROM THE MONTROSE GROUP.
ALRIGHT, MAYOR, MEMBERS OF COUNCIL, THANKS FOR HAVING ME HERE THIS EVENING.
UH, FOR THOSE OF YOU ON THE CIC YOU'VE SEEN THIS BEFORE, BUT THOSE OF YOU THAT ARE NOT, YOU HAVEN'T, SO IT'LL BE A GOOD PRESENTATION.
AGAIN, MY NAME'S NATE GREEN WITH THE MONTROSE GROUP.
AND IT'S EVEN WORKING FOR ME TO GET GOING.
UH, THE PURPOSE OF THE CIC HAS BEEN ORGANIZED FOR THE, UH, PURPOSE OF ADVANCING, ENCOURAGING, AND PROMOTING THE INDUSTRIAL, ECONOMIC, COMMERCIAL, AND CIVIC DEVELOPMENT OF THE CITY OF DUBLIN.
UM, WE JUST WANNA PUT THAT OUT THERE AS WE KINDA GO THROUGH THIS PRESENTATION.
AS JEREMIAH SAID, UH, OUR APPROACH, UM, TO THE STRATEGIC PLAN, UH, IS UP THERE, UH, ON THE, ON THE BOARD, UH, OR UP THERE ON THE SCREEN.
THE FIRST, UH, WAS WHAT WE CALL THE LEARN PHASE, WHICH WAS REVIEW OF THE CI'S CODE OF REGULATIONS.
UH, WE ALSO DID BENCHMARKING WITH OTHER COMMUNITIES, UH, AROUND CENTRAL OHIO, UH, THAT HAVE CIS AND WHAT THEY DO.
UH, AND THEN WE ALSO REVIEWED, UH, THE CITY OF DUBLIN'S, UH, STRATEGIC PLANS, THE ECONOMIC DEVELOPMENT STRATEGIC PLANS TO SEE HOW THEY, UH, UH, THE CIC FIT FIT TOGETHER WITH THAT.
UM, WE MOVED THEN INTO THE, UH, LISTENING PHASE OF OUR REPORT.
ALL OF YOU WERE A PART OF THAT ON CITY COUNCIL.
UM, WE CONDUCTED INTERVIEWS WITH ALL OF YOU.
WE ALSO CONDUCTED INTERVIEWS, UM, WITH STAFF AS WELL TO TALK ABOUT THE CIC, TO TALK ABOUT THE HISTORY OF THE CIC, TO TALK ABOUT WHAT, UH, YOU ALL WANT, UM, THE, UH, THE CIC, UH, TO BECOME.
UM, WE ALSO ARRANGED, UM, UM, MEETINGS WITH THE OTHER COMMUNITIES THAT WE BENCHMARKED THAT HAVE CICS.
UM, SO WE TALKED WITH, UM, I'M GONNA GET 'EM ALL WRONG, BUT WE TALKED WITH, UH, HILLIARD WESTERVILLE, UM, BEXLEY, UH, PICK AWAY
[01:20:01]
COUNTY AND UNION COUNTY.THOSE WERE THE FIVE THAT, THAT WE, UH, TALKED TO.
UM, THEY ALL KIND OF VARY IN WHAT THEY DO.
OBVIOUSLY THREE OF THOSE ARE, UH, SUBURBAN COMMUNITIES LIKE YOURS.
THE OTHER TWO ARE OUTSIDE, UH, THEIR COUNTY ORGANIZATIONS, BUT THEY PROVIDE SOME INSIGHT INTO WHAT CICS DO.
AND THEN OUR LAST PHASE IS THE ACTION PLAN, WHICH IS, UH, WHICH WOULD WE'LL GO THROUGH, UH, THIS EVENING.
WHAT WE HEARD, AND THIS CAME OUT OF THE DISCUSSIONS WE HAD WITH ALL OF YOU, UM, AND WITH STAFF, IS THAT THE CIC HAS BEEN UNDERUTILIZED.
UM, THERE IS UNANIMOUS CONSENT, UH, IN THOSE MEETINGS TO INCORPORATE THE CIC INTO STRATEGIC PLANS FOR THE CITY.
UH, SECONDLY, THERE'S A DESIRE FOR THE CIC TO INCREASE NON-TAX REVENUE STREAMS. UM, ONE OF THE THINGS WE HEARD ACROSS ALL THE MEETINGS WAS TO ENSURE THAT THE CIC OPERATES, UH, WITH THE TRANSPARENCY REQUIRED BY THE OHIO REVISED CODE.
SO IT DOES HAVE, UH, THINGS THAT IT HAS TO MEET BECAUSE OF THE OHIO REVISED CODE, JUST LIKE YOU ALL DO, UH, AT COUNCIL.
UM, THERE IS A NEED TO DEFINE AND DISTINGUISH THE CAPABILITY CAPABILITIES OF THE CIC FROM OTHER ORGANIZATIONS.
UH, THERE'S AN AGREEMENT ON, UH, BOARD DIVERSIFICATION.
SO BRINGING IN MEMBERS OF THE PRIVATE SECTOR.
UH, I THINK WHEN WE TALKED TO ALL TO THE OTHER COMMUNITIES, THEY HAVE THE CICS, THEY HAVE PRIVATE SECTOR MEMBERS.
THAT WAS SOMETHING WE ALL TALKED ABOUT.
AND THERE'S A DESIRE TO HAVE THAT.
UM, METRO CENTER WAS MENTIONED IN EVERY INTERVIEW WE DID AS A PRIORITY FOR THE CIC, UM, AND AN OPPORTUNITY.
SO THERE ARE SIX OF THESE, UH, RECOMMENDATIONS.
I WILL GO THROUGH THESE CERTAINLY IF YOU HAVE ANY QUESTIONS AS I TALK, FEEL FREE TO, UH, INTERRUPT ME.
UM, ALS OR WE CAN JUST TAKE QUESTIONS AT THE END AS WELL.
THE FIRST ONE IS TO AMEND THE DOUBLE AND CIC CODE OF REGULATIONS.
UM, FIRST WAS FOR, UH, NOTICE OF MEETINGS TO BE AT LEAST SEVEN DAYS.
UM, NOTICE FOR A REGULAR MEETING, I THINK THAT'S IN LINE FOR WITH WHAT YOU ALL DO AT COUNCIL.
SO IT MADE KINDA SENSE TO DO THAT.
UM, THE, UH, UH, WE ALSO MADE A RECOMMENDATION TO ADOPT CLARIFYING LANGUAGE THAT PROVIDES FOR A MORE FORMAL REAPPOINTMENT PROCESS, UH, OF CIC MEMBERS, UH, PRIVATE SECTOR MEMBERS, UM, IN PARTICULAR, UH, UH, AS WE, UM, TO APPOINT THEM.
UM, WE ALSO AT WANTED TO ADD A CLARIFYING LANGUAGE, UM, FOR SPECIFIC TERMS AND APPOINTMENT PRACTICES FOR, FOR OFFICERS OF THE CORPORATION.
SO THAT'S SOMETHING WE SAW IN THE CODE OF REGULATIONS.
AS WE WENT THROUGH BENCHMARKING, WE LOOKED AT OTHER ORGANIZATIONS AND SAID, OKAY, LET'S HAVE, UH, THEM KIND OF LOOK LIKE THE OTHER ONES.
THIS IS SOMETHING THAT CAN BE DONE.
THIS IS ACTUALLY SOMETHING CAN BE DONE AS WE TALKED ABOUT THE CIC IN MUCH SHORTER TIME.
BUT CERTAINLY THAT'S A, THAT'S A SHORT TERM GOAL.
UH, THE SECOND ACTION ITEM IS TO, UH, DEVELOP A COMPREHENSIVE SET OF POLICIES AND PROCEDURES.
UM, THE CIC ALREADY HAS SOME POLICY AND PROCEDURES IN PLACE THAT IT IS ADOPTED.
THESE ARE IN ADDITION TO, UH, FIRST IS A BUDGET AND PURCHASING POLICY, A PUBLIC MEETING POLICY, A PROPERTY TRANSFER FEE, UH, FEE POLICY, AND A WHISTLEBLOWER POLICY.
AGAIN, THESE ARE ALL THINGS THAT WHEN WE LOOKED AT OTHER CICS, UM, THEY HAVE THESE.
WE ALSO, THE, THE STAFF REVIEWED THESE AND, UM, LOOKED AND SAID, OKAY, THESE ARE THINGS THAT WE NEED TO HAVE IN PLACE.
AGAIN, THESE ARE SHORT TERM GOALS.
THIS IS SOMETHING THAT CAN BE, UM, ESTABLISHED RELATIVELY QUICKLY BY THE, BY THE CIC.
UM, THE THIRD THING THAT REALLY I THINK IS IMPORTANT FOR A CIC FOR ANY CIC, UH, IS TO ESTABLISH FUNDING, UH, FOR THE ACTIVITIES AND INITIATIVES.
UM, THE FIRST THING, AND THIS IS OBVIOUSLY THIS IS SOMETHING THAT YOU ALL WILL HAVE TO BE ENGAGED IN ALL OF THE CITY COUNCIL, UH, IS TO CONTINUE TO ALLOCATE GENERAL REVENUE FUNDS TO THE CIC OBVIOUSLY, UM, THE CIC WILL HAVE TO COME UP WITH IDEAS OF WHY THERE, WHY THERE'S GONNA BE THOSE PUBLIC FUNDS.
BUT WE THINK IT'S, UM, NECESSARY AND SOMETHING THAT MAKES SENSE.
IT'S ALSO, AGAIN, AS WE LOOK AT OTHER CIS THAT, UM, WE SEE AND LOOK AT THAT HAVE, THAT ARE DOING GREAT THINGS AROUND THE REGION.
THEY ALL HAVE PUBLIC ALLOCATIONS FROM, UH, THEIR GENERAL REVENUE FUNDS OF THEIR CITIES.
UM, WE ALSO BELIEVE THAT, UH, THAT NOT ONLY SHOULD THE CIC BE FUNDED THROUGH CITY CONTRIBUTIONS, BUT ALSO THROUGH PRIVATE DONATIONS AND INVESTMENTS, UM, THERE'S OPPORTUNITIES FOR, UH, THE PRIVATE SECTOR TO BE INVOLVED IN THE CIC TO PROVIDE, UM, UH, SUPPORT FOR THE GOVERNMENT, THE ECONOMIC DEVELOPMENT EFFORTS.
IT'S SOMETHING, UH, YOU KNOW, WE, WE TALK ABOUT IN THE REPORT, AND IT'S SOMETHING THAT COULD BE EXPANDED.
UM, WE ALSO THINK THAT THERE'S, UH, THERE COULD BE OBLIGATED OP OBLIGATED CONTRIBUTIONS.
AND, UM, DEVELOPMENT INCENTIVE FEES.
THERE ARE OTHER, UH, ORGANIZATIONS CICS IN COMMUNITIES AROUND CENTRAL OHIO THAT, UM, REQUIRE WHEN, AND, AND THIS ISN'T SOMETHING THAT YOU DO, BUT WHEN THERE'S AN, UH, TAX ABATEMENT OR SOME OTHER KIND OF ECONOMIC DEVELOPMENT INCENTIVE THAT WHEN, WHEN THAT TAX ABATEMENT ECONOMIC DEVELOPMENT INCENTIVE IS GIVEN, THERE'S A CONTRIBUTION THAT'S MADE BACK TO THE CIC.
[01:25:01]
EXPLORED.THAT'S SOMETHING THAT COULD GIVE, UH, FUNDING TO THE CIC, UM, AS IT GOES FORWARD.
UM, THE FOURTH THING, UH, WE TALKED ABOUT IN, IN, UH, JEREMIAH MENTIONED THIS IS, IS THE FACADE IMPROVEMENT PROGRAM.
UH, YOU HAVE HAD, UH, SUCCESS WITH THE FACADE, THE FACADE IMPROVEMENT PROGRAM, SINCE IT HAS BEEN TRANSFERRED OVER TO, UH, THE CIC.
UH, WE BELIEVE THAT SHOULD BE CONTINUED.
UM, I THINK AT THE LAST MEETING, WERE THERE TWO, WAS THERE, I CAN'T REMEMBER.
THERE WAS ONE I FACADE IMPROVEMENT PROGRAM THAT WAS AWARDED.
THERE WERE A COUPLE OTHER THAT WERE LENGTHENED, UH, JUST TO GIVE 'EM MORE TIME.
BUT, UH, THE POINT BEHIND THAT IS THEY, THOSE FACADE IMPROVEMENT PROGRAMS, THEY'RE BIG DEALS TO THOSE COMPANIES.
YOU KNOW, IF IT'S A $25,000 GRAIN OR A, OR, OR MORE OR LESS THAN THAT, THAT'S A LOT OF MONEY TO SOMEBODY THAT'S GONNA SPEND A HUNDRED THOUSAND DOLLARS OR $200,000, UM, ON THEIR AESTHETIC IMPROVEMENTS ON IN THE HISTORIC DISTRICT.
SO WE BELIEVE THAT HAS HAD SUCCESS, IT SHOULD, SHOULD CONTINUE TO BE FUNDED AND GO FORWARD.
ALSO, KIND OF A COMPANION TO THAT, WE BELIEVE THAT THAT, UM, THERE SHOULD BE A DOWNTOWN REDEVELOPMENT DISTRICT CREATED.
A DOWNTOWN REDEVELOPMENT DISTRICT WORKS SOMEWHAT LIKE A TIFF.
THE INCREASED PROPERTY TAX REVENUES, UH, IN A DOWNTOWN REDEVELOPMENT DISTRICT AREA CAN GO BACK INTO THAT AREA TO FUND THINGS LIKE FACADE IMPROVEMENTS, CAN TO FUND, UH, REVOLVING LOAN FUNDS TO FUND OTHER INTERIOR IMPROVEMENTS IN BUILDINGS.
IT CAN ALSO GO TO FUND PUBLIC INFRASTRUCTURE IMPROVEMENTS.
THERE'S MORE IN THE REPORT ABOUT WHAT IT DOES, BUT THAT'S SOMETHING THAT WE THINK, UH, CAN BE DONE.
AGAIN, THAT'S A SHORT TERM GOAL 'CAUSE THAT'S SOMETHING THAT'S ALREADY BEING DONE AND IT JUST NEEDS TO CONTINUE AS WE MOVE FORWARD.
UM, NUMBER FIVE AND NUMBER SIX.
UH, NUMBER FIVE, WE, WE LOOKED AT AS A MEDIUM TERM GOAL.
UM, THE, WE, WE REALLY BELIEVE THAT THE, THAT CIC SHOULD, UH, HAVE MORE, A MORE PROACTIVE APPROACH, UH, TO REAL ESTATE ACQUISITION AND DEVELOPMENT, UM, DIRECTLY RELATED TO ECONOMIC DEVELOPMENT ACTIVITIES.
AS WE LOOKED AT ALL OF THE CICS IN CENTRAL, NOT ALL OF THEM, BUT THE ONES THAT WE, UH, LOOKED AT IN CENTRAL OHIO, UH, THEY ALL DO SOME FORM OF REAL ESTATE DEVELOPMENT.
UH, IT'S SOMETHING THAT CIS CICS IN OHIO WERE FOUNDED IN THE 1960S.
UM, AND, AND THE ONES THAT HAD BEEN AROUND THE LONGEST AND HAVE SUCCESS DO THESE KIND OF THINGS.
SO THE FIRST THING, UM, IS THAT WE BELIEVE THERE SHOULD BE A REAL ESTATE DEVELOPMENT FUND SET UP.
UH, THAT GOES BACK TO THE, THE OTHER ITEM ABOUT FUNDING, UH, APPROPRIATIONS, UM, UH, TO THE CIC.
BUT THAT SHOULD BE SET UP FOR THE ESTABLISHMENT OF A REAL ESTATE DEVELOPMENT FUND.
WE BELIEVE THAT, UH, THERE, YOU KNOW, THAT THERE'S GONNA NEED TO BE REAL ESTATE NEGOTIATIONS DONE, THAT THE CIC SHOULD CONSIDER, UH, ENGAGING WITH A REAL ESTATE BROKER TO HELP IN THOSE TOGETHER NEGOTIATIONS.
UM, YOU KNOW, WE'RE NOT, UH, THE, THE CIC IS NOT REAL ESTATE PROFESSIONALS.
AND CERTAINLY HAVING SOMEBODY ON BOARD TO DO THAT WOULD HELP WITH THOSE, UH, WITH THOSE, UH, TRANSACTIONS.
UM, THE CIC SHOULD BE UTILIZED FOR STRATEGIC CONVEYANCE OF PROPERTIES, UM, TO PRIVATE PARTIES, UH, THAT ADVANCE ECONOMIC DEVELOPMENT, STRATEGIC GOALS.
THOSE MAY BE PROPERTIES THAT THE CITY OWNS OR HAS OWNED, UH, THAT IT WANTS TO CONVEY, UM, TO THE CIC, TO, TO, FOR ECONOMIC DEVELOPMENT PURPOSES, WHATEVER THAT MAY BE.
IF IT'S A COMMERCIAL ACTIVITY, IT'S INDUSTRIAL ACTIVITY, IT'S AN OFFICE, WHATEVER THAT MAY BE.
THE CIC, UH, IN MANY INSTANCES, UM, MANY CASES, THEY'RE USED TO CONVEY PROPERTY, UM, AND THOSE TRANSACTIONS, UH, UM, YOU KNOW, CAN, CAN HAPPEN IN A DIFFERENT FASHION THAN THEY DO COMING THROUGH CITY COUNCIL.
UH, WE, I TALKED ABOUT IT AS ONE OF THE, UH, ITEMS THAT WE HEARD FROM EVERYBODY, BUT WE BELIEVE, WE BELIEVE THAT THE, UH, THE CIC IS A IS AN EXCELLENT, UH, RESOURCE FOR REDEVELOPMENT OPPORTUNITIES OF THE, OF THE DUBLIN CORPORATE AREA, UH, THE METRO CENTER REVITALIZATION.
UM, YOU KNOW, THERE ARE MANY EXAMPLES OUT THERE OF CICS THAT HAVE DONE THAT.
THE CIC COULD GO IN, UH, AND EITHER, UM, YOU KNOW, THERE, THERE COULD BE SOME KIND OF OWNERSHIP OF THOSE ASSETS OR JUST MARKETING OF THOSE ASSETS WITH THE, THE CURRENT OWNERS, UM, TO HELP BRING THOSE ASSETS BACK TO LIFE, BACK TO, UH, BACK TO MORE PRODUCTIVE USE, UM, FOR, FOR THE CITY.
UH, THE LAST THING ON HERE IS THE REDEVELOPMENT OF SPORTS OHIO.
YOU ALL HAVE THAT PURCHASE IS THROUGH, BUT, UH, WE DO BELIEVE THE CIC SHOULD PLAY A ROLE IN THE FACILITATION, UH, AND, AND REDEVELOPMENT ALL THE, OF ALL THOSE PROPERTIES.
THAT'S SOMETHING THAT, UH, THE CSC COULD DO.
THE CS C'S NOT GONNA RUN SPORTS OHIO, BUT IT CERTAINLY COULD BE INVOLVED, UH, IN THE OWNERSHIP OF THAT PROPERTY AND THE, AND THE LEASES THAT GO ON FOR THE, UH, THE, THE COMPANY THAT'S GONNA RUN THAT.
UM, AND THEN THE LAST THING, AND THIS IS A LONG TERM GOAL, UM, AND A COUPLE OF THE COMMUNITIES THAT WE TALK TO, THEY HAVE AN INNOVATION, UH, LOAN AND GRANT PROGRAM THAT FOSTERS, UH, ENTREPRENEURSHIP.
WE REALLY BELIEVE THAT THIS IS SOMETHING THAT AS YOU LOOK AT, AS YOU DO THE FACADE IMPROVEMENT PROGRAM, UH, YOU DO YOUR REAL ESTATE TRANSACTIONS.
THIS IS SOMETHING LONG-TERM THAT YOU COULD LOOK AT TO HELP WITH ENTREPRENEURSHIP.
UM, IT COULD BE INNOVATION GRANTS AND INCENTIVIZE
[01:30:01]
ABSORPTION OF, OF OFFICE SPACE IN DUBLIN.UH, IT COULD BE FUNDING TO INCENTIVE, UH, INCENTIVIZE NEW BUSINESSES TO STAY HERE AND CONTINUE TO GROW HERE, OR LOCATE HERE, RELOCATE HERE, UH, UPON GRADUATION FROM, UH, LOCAL, UH, UH, INCUBATOR PROGRAMS. UM, AND IT CAN BUILD.
AND, AND THE, THE, THE BEAUTY OF THESE PROGRAMS IS A LOT OF TIMES THEY FILL FINANCING GAPS, UH, POTENTIALLY MEZZANINE FINANCING OR WHATEVER TO HELP THESE BUSINESSES GROW, UH, AND TO HELP THEM, UM, CREATE JOBS AND CREATE WEALTH, UH, IN DUBLIN.
SO WITH THAT, I'M GONNA TURN IT BACK OVER TO, UH, YOU MAYOR, AND THEN WE'LL GO FOR QUESTIONS OR MAYBE JEREMIAH, I DON'T KNOW.
NO, THANK YOU NATE, FOR THAT PRESENTATION.
UH, SO AGAIN, THIS PRESENTATION, UH, WAS PROVIDED IN THE STRATEGIC PLAN ADOPTED BY THE C-I-W-C-I-C BOARD ON AUGUST 1ST.
AND TONIGHT IS AN OPPORTUNITY TO SHARE THAT FOR INFORMATION PURPOSES AND AWARENESS OF, UH, HOW WE INTEND TO LEVERAGE THE CIC.
BUT HAPPY TO ANSWER ANY QUESTIONS WHILE WE HAVE MYSELF AND NATE HERE TONIGHT.
ANDY, DO YOU HAVE ANYTHING TO ADD AS THE CHAIR QUESTIONS, COMMENTS? I HAVE A QUESTION.
UM, YOU KNOW, I, I SAT ON THE CIC, UM, UH, IN THE PAST YEAR OR SO, SO I DO UNDERSTAND AND APPRECIATE HOW BENEFICIAL THIS CAN BE TO THE CITY, BUT I ALSO SEE THAT IT IS ALSO DOING A LOT OF WHAT THIS ECONOMIC DEVELOPMENT DEPARTMENT DOES DO IN THE CITY DOES DO.
SO I'M, I'M KIND OF CURIOUS AS, UM, IN PARTICULAR, SAY THE SPORTS OHIO, THE BENEFIT, UH, THE CITY'S PURCHASE PROPERTY.
GIMME AN IDEA ON WHAT IS THE BENEFIT OF TAKING SOME OF THE EARLIER RESPONSIBILITIES THAT THE CITY HAS DONE IN THE PAST ABOUT NEGOTIATING REAL ESTATE AND THAT SORT OF THING AND MOVING IT FROM A CITY DEPARTMENT TO A, UM, PARTIAL PRIVATE AND, UH, NONPROFIT, UH, ARENA.
YOU WANNA ANSWER THAT? YOU WANT ME TO? JEREMIAH? UM, YOU KNOW, THE BENEFIT REALLY, UH, THE CIC IS, IT'S A CONDUIT FOR ECONOMIC DEVELOPMENT TRANSACTIONS.
UH, AND WHAT THAT MEANS IS THAT THE CIC UH, IS A, IS A, IT'S A FUNCTION OF THE OHIO REVISED CODE.
SO IT'S A FUNCTION OF GOVERNMENT.
IT'S STILL A FUNCTION OF ALL THOSE LAWS.
HOWEVER, UM, CICS HAVE THE ABILITY TO ENTER INTO TRANSACTIONS WITH PRIVATE ENTITIES, LEASES, WHATEVER THE FACT CASE MAY BE, WITHOUT HAVING TO DO THINGS LIKE PUBLIC BIDDING, WITHOUT HAVING TO DO THINGS LIKE TAKING THE LOWEST BIDDER.
UM, THOSE MAY BE ADVANTAGES THAT YOU WANT TO USE THE CIC FOR RATHER THAN HAVING IT COME THROUGH THE CITY ECONOMIC DEVELOPMENT DEPARTMENT.
I APPRECIATE THAT, AND I THINK IT'S AN IMPORTANT, UM, QUESTION TO BE ANSWERED BECAUSE THE PUBLIC LOOKS AT IT AND SAYS, WELL, WHY ARE YOU MOVING IT FROM WHAT YOU ALREADY DO SURE.
TO ANOTHER ENTITY, AND WHAT IS THE ADVANTAGE THERE? SO I THINK IT'S REALLY IMPORTANT THAT, YOU KNOW, THE PUBLIC UNDERSTANDS THAT IT'S, UM, THERE'S A, A TRUE REASON, A LEGITIMATE REASON, AND AN ADVANTAGE TO THE COMMUNITY TO BE ABLE TO DO SOMETHING LIKE THAT.
SO HAVING, UM, BEEN CHAIR OF THE FINANCE COMMITTEE IN THE PAST AND HAVING SAT ON THE CIC FOR A LONG TIME, WE'VE TALKED ABOUT THIS FOR A VERY LONG TIME.
UM, COVID KIND OF PUT A HALT TO THINGS.
THERE WAS, UM, SOME TIME THERE WHERE IT JUST WASN'T PRACTICAL TO REALLY TALK THROUGH THIS.
I'M THRILLED TO SEE THIS MOVING FORWARD.
I THINK THAT SOME OF THE OTHER BENEFITS THAT YOU'LL SEE WITH A CIC IS THE ABILITY TO BRING IN SOME OUTSIDE EXPERTISE, EITHER THROUGH BOARD MEMBERS OR THROUGH THEIR CONTACTS TO HELP WITH THINGS LIKE ECONOMIC DEVELOPMENT AND INCUBATOR, UM, ORGANIZATIONS AND THINGS LIKE THAT, THAT, THAT WE MAY NOT NECESSARILY POSSESS HERE AT THE CITY OR ON THE FINANCE COMMITTEE OR WHAT HAVE YOU.
UM, AND THOSE ARE SOME OF THOSE MORE TACIT ADVANTAGES THAT MAY NOT HAVE VERY HARD NUMBERS TO THEM.
UM, I THINK IT'S A REALLY GREAT TOOL.
IT ALLOWS THE CITY SOME FLEXIBILITY, UM, AND A LITTLE BIT OF SOME ARM'S LENGTH TO SAY, HEY, EXPERTS, YOU IN THE FIELD, YOU KNOW, TELL US WHAT WE NEED TO BE DOING TO ATTRACT THESE BUSINESSES OR WHAT HAVE YOU, AND, AND, AND SOME DIFFERENT ECONOMIC LEVERS WE CAN PULL TO MAKE THOSE THINGS HAPPEN.
THIS HAS BEEN A LONG, LONG TIME COMING.
UM, BUT I THINK YOU MAKE SOME GOOD POINTS, JANE, AS FAR AS, YOU KNOW, FROM A PUBLIC PERSPECTIVE WHY THIS MAKES SENSE.
SO I JUST WANTED TO AUGMENT WHAT YOU SAID.
UM, BUT I'M VERY EXCITED FOR THIS AND, AND IF I CAN JUST ADD TO YOUR COMMENTS, THAT'S THAT'S, I WOULD AGREE WHOLEHEARTEDLY WITH THAT ABOUT PRIVATE SECTOR MEMBERS BEING ON THE BOARD.
UH, I SIT ON THE BOARD OF A CIC WHERE I LIVE.
I'M A PRIVATE SECTOR MEMBER, AND WE HAVE, THERE'S SEVEN OF US OUT OF 15 OR EIGHT OF US.
UH, THERE'S A LOT OF, UH, INSIGHT THAT THOSE PRIVATE SECTOR MEMBERS BRING THAT MAY OR MAY NOT BE ON THE CITY COUNCIL.
UH, THE OTHER ONES, UH, THAT WE TALKED TO, WESTERVILLE AND HILLIARD HAVE THE SAME THING.
AND THOSE PRIVATE SECTOR MEMBERS BRING THEIR EXPERTISE FROM THEIR, THEIR DAY JOBS THAT THEY CAN BRING THAT WE MAY OR MAY NOT HAVE ON THE CITY COUNCIL.
I HAD A QUESTION AND THEN A COMMENT.
[01:35:01]
LAST POINT, WHY SEVEN MEMBERS VERSUS 8, 9, 10, WHATEVER.UM, BECAUSE TO ME WHEN I READ THIS, THAT ONE OF THE BIGGEST VALUES THAT I SEE IS THE ABILITY TO DO PUBLIC PRIVATE PARTNERSHIPS.
WE SHOULDN'T FUND EVERYTHING, AND WE NOW HAVE A MECHANISM TO DO THAT.
SO I'M SURE THERE WAS DISCUSSION BY THE GROUP FOR THAT.
SO HOW DID YOU LAND THERE? UH, WE LANDED THERE BASED ON, UH, WHAT WE SAW IN OTHER PLACES.
UM, AND THAT THAT'S A, YOU KNOW, SEVEN'S A MANAGEABLE NUMBER.
UH, THAT'S WHY WE LANDED ON THAT NUMBER.
UM, SO YEAH, BUT YOU'RE SITTING ON A BOARD THAT'S BIGGER.
IT IS, BUT THAT'S JUST A FUNCTION OF THE WAY THAT IT WAS SET UP AND THE WAY THAT THE MAYOR OF THAT COMMUNITY WANTS IT.
UM, AND THEN THE ONLY OTHER COMMENT THAT I WOULD MAKE IS I VERY MUCH APPRECIATED THE ACTION ITEM.
SOME ARE ADMINISTRATIVE REQUIRED, BUT, UM, FROM A PERSPECTIVE OF WHERE TO FOCUS, I WOULD MOVE NUMBER FIVE, THE SPORTS OHIO TO THE TOP AND PUT THE OTHERS DOWN FOR, FOR LIMITED TIME.
AND I'M GUESSING BY FUNCTION, THAT'S EXACTLY WHAT'S GOING TO HAPPEN.
BUT SOME OF THE OTHER THINGS, UM, IF YOU TALK ABOUT IMPACT AND, AND NEED, UM, THE FOCUS THERE, AND I'M, I'M SURE THAT WAS THE DISCUSSION OF THE GROUP.
UM, I ALSO, I I JUST THINK THIS IS GONNA BE A REAL OPPORTUNITY TO DO, TO DO SOME PARTNERSHIPS WE JUST HADN'T IMAGINED.
UH, JEREMIAH, DID YOU GET THE FEEDBACK THAT YOU WERE LOOKING FORWARD? DO YOU NEED ANYTHING ADDITIONAL FROM US? ABSOLUTELY, WE DID.
AND, AND YOU KNOW, JUST, AND I KNOW THAT THREE OF THE, UM, MEMBERS OF THIS COUNCIL ARE ON THIS, CURRENTLY ON THE CIC.
AND WE, UH, ALSO MADE A COMMITMENT TO THEM TO, UM, WORK ON THESE IMPLEMENTATION, UH, ITEMS, RIGHT? AND IN THE NEXT, UH, COUPLE MEETINGS THAT WE HAVE FOR REMAINDER OF THE YEAR AND MAKING SURE THAT WE DO TO COUNCIL MEMBERS OSA'S, UH, UM, COMMENT.
I UNDERSTAND THAT SOMETIMES THE OPPORTUNITIES ARE PRESENTED IN FRONT OF YOU, BUT, BUT NOT FOR THIS STRATEGIC PLAN.
WE'RE NOT READY TO CAPITALIZE.
AND SO THIS IS WHY IT'S IMPORTANT TO HAVE THIS PLAN SO THAT WE CAN SAY, WE'RE ACTUALLY READY TO DO THAT OPPORTUNITY THAT'S RIGHT IN FRONT OF US.
'CAUSE WE THOUGHT THIS THROUGH.
AND SO YOU'RE ABSOLUTELY RIGHT.
THEY WILL COME PRESENT THEMSELVES AND WE'LL BE READY BECAUSE OF THIS.
THERE IS NO MOTION OR VOTE REQUIRED.
SO I APPRECIATE YOU, UH, ENDURING THIS EVENING WITH US AND SHARING YOUR EXPERTISE.
[STAFF COMMENTS]
THE STAFF COMMENTS PORTION OF OUR AGENDA.MEGAN, GOOD EVENING, MEMBERS OF COUNCIL.
I HAVE JUST TWO ITEMS. FIRST BEING THE DUBLIN IRISH FESTIVAL.
WE HAD ANOTHER VERY SUCCESSFUL FESTIVAL.
WE HAD ABOUT 77,000 PEOPLE WHO GATHERED IN KAUFMAN PARK TO CELEBRATE IRISH MUSIC, DANCING AND TRADITIONS.
WE HAD MANY GUESTS OF HONOR AND SURPRISES THIS YEAR, BEGINNING WITH IRELAND'S AMBASSADOR TO THE UNITED STATES, THE FIRST VISIT TO THE FESTIVAL EVER, UM, WITH GERALDINE BY NASON TO GAELIC STORM'S SURPRISE PERFORMANCE WITH COUNTRY MUSIC STAR ZACH BROWN.
WHILE THE WEATHER DID BECOME A FACTOR BOTH FRIDAY AND SATURDAY, WE DID HA KEEP OUR GUESTS AND ENTERTAINERS SAFE DURING THOSE, UM, WEATHER DELAYS.
AND IT WAS NICE TO SEE MANY OF THEM ENJOYING THEMSELVES, UM, DURING THOSE WEATHER DELAYS WITH THE MUSIC AND THE DANCING.
AND THEY DID, UM, STAY SAFE, UM, IN THOSE SHELTERED AREAS AROUND THE GROUNDS.
I'D LIKE TO THANK THE ENTIRE TEAM, ESPECIALLY OUR DIRECTOR OF COMMUNITY EVENTS, ALLISON LAROI AND HER TEAM, AND THE HUNDREDS OF VOLUNTEERS WHO MADE THIS YEAR'S, UM, FESTIVAL A SUCCESS.
IT REALLY IS AN ALL HANDS ON DECK WEEKENDS.
SO THE STAFF WORKS MANY, MANY LONG HOURS DAY AFTER DAY, UM, BUT ALSO HAS A LOT OF FUN HOSTING THE COMMUNITY.
AND, UM, THOSE THAT TRAVEL TO THE FESTIVAL FOR A SUCCESSFUL FESTIVAL.
ALSO, STAFF AND DESIGN CONSULTANTS WILL BE HOSTING THE SECOND RIVERSIDE CROSSING PARK MASTER PLAN, PUBLIC INPUT OPEN HOUSE ON THURSDAY, AUGUST 29TH FROM SIX TO EIGHT.
AND THAT WILL BE HELD AT THE PAVILION ON THE EAST SIDE OF THE RIVERSIDE CROSSING PARK.
WE ENCOURAGE EVERYONE TO ATTEND THIS MEETING TO SHARE THEIR THOUGHTS ON THE CONCEPTS THAT ARE BEING CONSIDERED FOR THE PARK.
WE HAVE RECEIVED QUITE A BIT OF PUBLIC INPUT AND STAFF IN THE DESIGN TEAM ARE WORKING TO INCORPORATE THAT INPUT IN PREPARATION FOR THE NEXT PUBLIC MEETING.
SO WE'RE LOOKING FORWARD TO THAT CONTINUED ENGAGEMENT ON THAT MASTER PLAN UPDATE.
AND THAT IS ALL I HAVE THIS EVENING.
[COUNCIL REPORTS]
ONE COUNCIL REPORT ON THE AGENDA TONIGHT, AND IT'S FROM THE ADMIN COMMITTEES.THIS IS THE LAST THING FOR ME TONIGHT,
UM, THE ADMIN COMMITTEE MET ON AUGUST THE SEVENTH.
WE HAD THREE TOPICS, AND THE FIRST WAS A DISCUSSION OF THE UPCOMING JOINT MEETING BETWEEN COUNCIL PCCA OR B AND BCA, IF YOU RECALL.
THIS IS PROBABLY MEETING NUMBER FOUR, AND IT'S NOW A RECURRING MEETING ON OUR AGENDA.
AND ONE OF THE CONVERSATIONS THE COMMITTEE'S HAD IS NOW THAT IT HAS BECOME A RECURRING MEETING, IT'S IMPORTANT WE THINK, TO HAVE A DEFINED PURPOSE FOR THAT MEETING AND AN AND, AND SOME, UM, IF YOU WILL, SOME REGULARITY TO WHAT WE'RE TRYING TO
[01:40:01]
ACCOMPLISH.SO WITH THAT IN MIND, THE COMMITTEE FELT THAT THE ANNUAL JOINT MEETING JUST REALLY REPRESENTS A GREAT OPPORTUNITY FOR THE BOARDS TO PRESENT THEIR REPORTS TO COUNCIL, UM, THAT DISCUSS THEIR SUCCESSES AND THEIR CHALLENGES AND ANY NEEDS THAT THEY HAVE AND THE OPPORTUNITY TO DO THAT.
UM, ALTHOUGH THAT'S A GREAT IDEA BECAUSE WE'RE ASKING THEM TO PREPARE THOSE REPORT.
UM, ONE OF THE CHALLENGES IS THE CURRENT MEETING IS SET FOR SEPTEMBER THE THIRD, AND THAT JUST DOES NOT GIVE THOSE BOARDS AND COMMISSIONS TIME TO DO A, A FAIR.
SOME OF THEM HAVE NOT YET MET FOR THE YEAR, SO THEREFORE, STAFF'S GOING TO BE LOOKING FOR A DATE TO RESCHEDULE THAT MEETING.
UM, THAT'LL BE SOMETIMES IN OCTOBER, NOVEMBER, WE'LL PROVIDE THAT, OF COURSE, AND THE FINALIZED AGENDA FOR, OR FINALIZED OR A DRAFT AGENDA FOR COUNCIL TO LOOK AT.
AND THAT WILL, THAT WILL COME OUT HERE, UH, SHORTLY.
UM, THE SECOND AGENDA ITEM, UM, WAS A FINAL REVIEW OF THE WORK THAT THE COMMITTEE HAS BEEN DOING, FRANKLY, AT THE REQUEST OF SOME OF THE ADVISORY COMMITTEES ON STANDARDIZING SOME OF THE TERMS, WHAT IS AN ADVISORY COMMITTEE, ET CETERA.
SO THE COMMITTEE, UM, ASKED THE STAFF TO PREPARE SUCH A REPORT AND LEGAL DID, UM, AND PUT TOGETHER A ONE PAGE SUMMARY.
AND THAT, UM, MEMO IS NOW BEING FINALIZED.
WE HAD A FEW LITTLE ADDITIONAL CHANGES, IMAGINE THAT.
AND SO THAT'S GETTING FINALIZED, UM, THAT WILL BE SHARED WITH COUNCIL PRIOR TO SHARING WITH ANY OF THE ADVISORY COMMITTEE.
AND THE COMMITTEE WANTS TO THANK STAFF FOR THEIR WORK ON THAT.
AND THEN FINALLY, THE COMMITTEE REVIEWED SOME NEEDED LEGISLATIVE UPDATES WITH SOME OF THE CHANGES THAT WE TALKED ABOUT OF ALIGNING THE COMMITTEES IN REVIEWS.
WE NEEDED TO GO BACK AND ACTUALLY AMEND SOME PREVIOUSLY ESTABLISHED LEGISLATION.
SO STAFFS PROPOSING THOSE, YOU'RE GONNA SEE THOSE COME BACK.
UM, AND THEY ARE ADMINISTRATIVE IN NATURE, FRANKLY, AMENDMENTS.
AND YOU'RE GONNA SEE THOSE OVER THE NEXT, UM, COUPLE MEETINGS, UM, LIKELY ON OUR AUGUST 26TH AND SEPTEMBER 9TH AGENDA MEETINGS.
SO WITH THAT, UH, THAT CONCLUDED OUR MEETING.
BRINGS US TO COUNCIL ROUNDTABLE.
[COUNCIL ROUNDTABLE]
I'LL START ON MY FAR RIGHT, MS. GRAHAM.UH, I, I GUESS THE ONLY THING I'LL SAY IS CONGRATS TO OHIO UNIVERSITY.
WE ATTENDED, SEVERAL OF US ATTENDED THE 10 YEAR CELEBRATION.
IT WAS VERY INSPIRING TO SEE THE MEDICAL CLASS OF 2014, THE FIRST CLASS, A LOT OF THE GRADUATING STUDENTS RETURNED.
THEY HAD ALL THEIR ALUMNI THERE, AND IT ALSO SERVED AS THE WELCOMING, UH, BARBECUE FOR THE MEDICAL CLASS OF 2028.
SO IT WAS, UM, A GREAT EVENING.
UM, WELL, FIRST AND FOREMOST, I WANNA CONGRATULATE OUR CITY MANAGER, MEGAN OOC CALLAHAN, FOR BEING CHOSEN AS ONE OF THE COLUMBUS'S WOMEN OF INFLUENCE BY COLUMBUS BUSINESS FIRST AND A TRAILBLAZER ON JULY 23RD.
UM, OH, ALSO GREAT FOR THE COLLEGE OF OSTEOPATHIC MEDICINE AND THEIR 10 YEAR ANNIVERSARY.
AND SO HAPPY THAT THE AMBASSADOR, UM, ACCEPTED OUR INVITATION LAST YEAR TO COME TO THE FESTIVAL.
AND, UH, CONSUL GENERAL VICE COUNCIL, GENERAL ELLEN FLANAGAN AND MARK OWENS ALWAYS IS WELCOME HERE.
UM, I DO HAVE A QUESTION, UH, FOR YOU, MEGAN.
UM, I SAW ON THE CITY MANAGER'S REPORT THAT THE COMMUNITY HEALTH ASSESSMENT IS FINISHED, AND I WAS WONDERING IF THERE'S A COPY AVAILABLE.
I WAS REALLY CURIOUS ABOUT SOME OF THE FINDINGS AND TO SEE, I KNOW YOU'RE GONNA GIVE REPORT TO COUNCIL AT, AT SOME POINT, AND THERE'S SOME MEETINGS GOING ON WITH ADVISORY, BUT I WOULD LOVE TO, UM, HAVE A CHANCE TO LOOK AT THAT AND SEE IF THERE'S ANY ENGAGEMENT OPPORTUNITIES FOR, FOR COUNCIL OR RESIDENTS, WHATEVER AS THEY GO ALONG.
AND THEN, UM, I ALSO HAD A QUESTION ABOUT THE, UH, WATER LINE THAT'S BEING PUT IN THROUGH, UM, BY COLUMBUS.
UM, WHAT IS THE, UM, RESPONSIBILITY WHEN IT COMES TO LANDSCAPE REPLACEMENT? IS THAT THROUGH THE CITY? HOW DOES THAT HAPPEN WHEN THEY GO THROUGH AND, YOU KNOW, LANDSCAPE IS, UM, YOU KNOW, MOVED OR DESTROYED OR PUT BACK? HOW DOES THAT HAPPEN? SO TO ANSWER YOUR FIRST INQUIRY ABOUT THE COMMUNITY HEALTH NEEDS ASSESSMENT, UM, THE WORKING GROUPS HAD BEEN WORKING ON THEIR TASKS, AND AS YOU MENTIONED, THE PLAN WAS TO BRING THAT BACK TO COUNCIL MM-HMM.
AND THEN AS FAR AS THE COLUMBUS WATERLINE PROJECT, UM, WE WILL BE WORKING CLOSELY WITH THEM THROUGH DESIGN, OF COURSE, WE WOULD BE ASKING THAT THEY REPLACE ANY LANDSCAPING THAT WOULD BE, UM, DAMAGED OR, YOU KNOW, REMOVED AS PART OF THEIR WORK.
THAT WOULD BE OUR EXPECTATIONS, AND WE WOULD WORK VERY CLOSELY WITH THE IMPACTED PROPERTY OWNERS AS WELL.
SO THERE'S A LOT OF DESIGN DETAILS THAT STILL NEED TO BE WORKED THROUGH, AND THAT'S GONNA BE THE NEXT FEW YEARS THAT OUR ENGINEERING STAFF AND OTHER STAFF'S GONNA BE WORKING CLOSELY WITH THEIR DESIGN TEAM.
THE REASON I ASKED YOU THAT QUESTION IS BECAUSE IF YOU COME IN THROUGH DUBLIN ROAD AT HAYDEN RUN, UM, THE WATERLINE CAME THROUGH THERE.
I'M NOT SURE IF IT'S ON THE COLUMBUS SIDE OR THE DUBLIN SIDE,
[01:45:01]
IT'S RIGHT AT THE CORNER, BUT THEY PLANTED A A VARIETY OF TREES AND THEY'RE ALL DEAD BECAUSE THEY HAVEN'T BEEN WATERED.AND I JUST WONDERED, AS WE GO FORWARD, THE LAST THING WE WANNA DO IS PUT IN LANDSCAPING.
AND I DIDN'T KNOW IF THAT WAS THEIR RESPONSE, BUT THERE'S NOT EVEN WATER BAGS ON THEM.
UM, SO SEEING HOW THAT ENTRANCE LOOKS, UM, I HAD TO ASK THE QUESTION ABOUT, YOU KNOW, TO KEEP AN EYE ON HOW THAT HAPPENS.
UH, THANKS, UM, TO THE STAFF AND ALLISON'S TEAM AND THE CITIZENS FOR ANOTHER WONDERFUL IRISH FESTIVAL, IT WAS WONDERFUL.
AND, UH, I DO LIKE TO GO AROUND AND TALK TO ALL THE VENDORS AND SEE HOW WELL THEY'RE DOING.
AND, UH, THEY ALL DID VERY WELL.
AND THEY ALSO SAID THAT, UM, THIS IS THEIR FAVORITE FESTIVAL TO GO TO, AND THEY'RE REALLY TAKING WELL CARE OF HERE.
SO IT'S A, YOU KNOW, AGAIN, ONE OF THOSE WONDERFUL THINGS ABOUT DUBLIN AND CONGRATS TO THE, UM, MEDICAL GRADS AT OU.
IT WAS IMPRESSIVE THAT THEY HAVE OVER 300 AND SOME GRADS, AND IT'S ALMOST MORE MEDICAL STUDENTS THAN ANY OTHER SCHOOL IN THE REGION.
HOW SOON WE FORGET, IT WAS ABOUT SIX WEEKS AGO THAT WE CELEBRATED THE 4TH OF JULY.
AND SO IT'S NO SURPRISE THAT ALLISON IS EITHER PROBABLY PULLING A RIP VAN WINKLE OR LISTENING TO MARTINA MCBRIDE RIGHT NOW.
UM, AS OUR CITY MANAGER SAID, IT REALLY TAKES ALL HANDS ON DECK TO MAKE THESE EVENTS A SUCCESS.
AND, UM, YOU KNOW, WE HAD SOME KINDA SCARY WEATHER AND, UH, THEY KEPT US ALL SAFE.
HOPEFULLY THE NUMBERS COME IN, UM, IN A FAVORABLE FASHION.
I ALSO WANT TO THANK THE CPI TEAM FOR THE SMILES, UM, DUBLIN NEWS.
NOW, MOANA AND MOAN KENOBI MADE ME SMILE.
I MEAN, THAT'S JUST SO CREATIVE, SO FUN, SO HAPPY, AND FIND YOUR NEXT FUN THERE.
TRYING TO GET PEOPLE TO, TO GO TO THE REC CENTER OR WHATEVER.
IT'S JUST CREATIVE WRITING SKILLS.
I DON'T KNOW HOW YOU FOLLOW THAT, BUT, UM, PRETTY GOOD.
UH, I'LL ECHO THE THANKS TO THE, THE TEAM FOR THE FESTIVAL.
UM, I MEAN, I CAN'T IMAGINE WHAT THE FATIGUE MUST FEEL LIKE BY DAY THREE IN THE AFTERNOON, AND IT WAS A VERY COOL WEEKEND, SO I'M SURE, I'M SURE THAT WAS VERY NICE AS WELL.
BUT IT AS ALWAYS, PROFESSIONAL TOP NOTCH AND TO ALL THE VOLUNTEERS WHO MAKE THAT SUCH A LOVELY EVENT.
UM, THAT IS ALL I HAVE TO ADD.
SO, UM, THIS IS MY ANNUAL REMINDER.
DUBLIN CITY SCHOOL STARTS ON THURSDAY, SO PLEASE BE ON THE LOOKOUT FOR ALL THOSE KIDDOS AND THOSE BUSES FOLLOW THE RULES.
UM, I WANNA REMIND EVERYONE THAT, UM, THE DEADLINE TO REGISTER TO VOTE FOR THIS, UM, VERY INTERESTING ELECTION SEASON IS OCTOBER 7TH.
SO YOU STILL HAVE PLENTY OF TIME, BUT IT'S GONNA COME QUICKLY, SO GO DO IT, UM, BECAUSE AS ABSENTEE VOTING BEGINS ON OCTOBER 8TH.
UM, AND THEN JUST REMEMBER, UM, ELECTION DAY'S, NOVEMBER 5TH, POLLS OPEN AT 6:30 AM TO 7:30 PM THERE IS NO REASON NOT TO VOTE.
UH, I WILL DO A BRIEF RECAP HERE, UH, 4TH OF JULY WITH THE PARADE, THE CONCERT AND THE FIREWORKS.
THANK YOU STAFF AND OFFICERS FOR STANDING ON A VERY HOT PAVEMENT.
UM, FORTUNATELY I WAS NOT WEARING A BULLETPROOF VEST IN ALL BLACK, UH, BUT IT WAS STILL QUITE WARM.
SO THANK YOU FOR YOUR SERVICE AND STANDING IN OUR STEAD IN THOSE PLACES.
UM, ON THE 12TH WE HAD AN AMTRAK VISIT FOR, UH, AT MARSEY.
AND THE, UM, THE FOLKS FROM AMTREK CAME TO VISIT AND CHECK IN ON OUR PROGRESS, UM, AS WE TALK ABOUT PASSENGER RAIL THROUGH THE THREE C AND D AND THE MIDWEST CONNECT CORRIDORS.
WE WERE VERY WELL RECEIVED IN THAT SPACE AND, UH, I THINK THEY WERE QUITE SURPRISED OF THE PROGRESS THAT WE'VE MADE.
AND, UM, THAT CONVERSATION HAS CHANGED SIGNIFICANTLY FROM WHEN WE FIRST STARTED.
THEY ARE MUCH MORE OPTIMISTIC.
UM, ON THE 15TH OF JULY, I HAD THE OPPORTUNITY TO SWEAR IN OUR NEW CHAMBER OF COMMERCE BOARD, CONGRATULATE THOSE NEW MEMBERS.
UM, DID ATTEND THE, UH, OHIO MAYORS ALLIANCE MEETING ON THE 18TH.
UH, CHIEF AND I HAD THE OPPORTUNITY TO WELCOME THE FOP ON THE 22ND, UM, AND THEIR LEADERSHIP MEETING HERE.
AND THAT WAS WELL ATTENDED AND IT CERTAINLY GOOD TO SEE ALL OF THEM.
UM, ON THE 23RD, MEGAN AND I ATTENDED THE CENTRAL OHIO PASSENGER RAIL MEETING, UM, AND ALSO SHE DID A QUICK SUPERMAN IN THE, IN THE RESTROOM AT MORSEY THERE TO CHANGE INTO HER CAPE, UH, FOR THE WOMEN OF ACHIEVEMENT AWARDS SHORTLY THEREAFTER.
SO WE HAD THE OPPORTUNITY TO RUN OVER THERE AND, UH, AND CELEBRATE WITH HER AS WELL.
UM, ON JULY 25TH, UH, WE HAD A DISCUSSION WITH THE BIA GROUP REGARDING THE WIN-WIN, UM, DISCUSSION.
AND WE'RE CONTINUING TO LOOK AT WHAT OPPORTUNITIES WE MIGHT HAVE TO FUND OUR SCHOOLS FROM THE STUDENTS THAT WILL BE, UM, PRODUCED OUT OF THE CITY OF COLUMBUS AREA IN THE AB IN THE NEWLY ABATED AREAS.
[01:50:01]
AUGUST 1ST, WE HAD THE OPPORTUNITY TO WELCOME THE AMBASSADOR GERALDINE BY NASON, UM, MARK OWENS AND, UH, ELLEN FLANAGAN AS WE CUT THE RIBBON AT THE ASCEND ADVISORY GROUP.THEY HAD A REALLY, UH, WONDERFUL RECEPTION FOR HER, AND I THINK THAT, UH, SHE FELT WARMLY RECEIVED, WHICH WAS CERTAINLY OUR GOAL.
UH, THE IRISH FEST WAS THE SECOND THROUGH THE FOURTH, AND AGAIN, YOU'VE HEARD, UH, WONDERFUL THINGS ABOUT THAT AS WELL.
ALSO, ON AUGUST 2ND, WE HAD THE OPPORTUNITY TO CUT THE RIBBON FOR, UH, HANLEY ENERGY, UM, WITH THE AMBASSADOR AND, UM, AND THEIR ORGANIZATION AS WELL.
THAT WAS A GREAT, UM, A GREAT CELEBRATION.
AUGUST 5TH, I HAD THE OPPORTUNITY TO SHARE WITH THE CHAMBER OF COMMERCE BOARD MEETING ABOUT THE UPCOMING LINK US INITIATIVE THAT'S ON THE BALLOT.
UM, SO IT WAS WELL RECEIVED THERE AND WE HOPE TO FIND PARTNERS THAT HELP US TELL THE STORY OF LINK US IN HOPES THAT WE ARE SUCCESSFUL.
ON THAT IS, UH, CHRISTINA OUTLINED THE BALLOT INITIATIVE THAT WILL HAPPEN IN NOVEMBER.
WE ATTENDED THE, UH, OU UH, INCOMING FRESHMAN CLASS.
AND THAT WAS REALLY A WONDERFUL CELEBRATION AND I'D JUST LIKE TO THANK OU FOR INCLUDING US AND WE REALLY LOOK FORWARD TO THE PARTNERSHIP WITH THEM AND THE VISION OF WHAT THAT CAMPUS COULD ULTIMATELY BECOME.
UH, AND THEN, UH, AUGUST 10TH HAD THE OPPORTUNITY TO RECEIVE THE OPTIMIST GROUP.
UM, AND IT'S REALLY, IT'S REALLY, UM, A PRIVILEGE TO BE ABLE TO STAND IN A ROOM FULL OF OPTIMISTS BECAUSE THERE'S NOT THAT MANY, UH, AND THEY WERE DELIGHTFUL.
SO I REALLY APPRECIATE THE OPPORTUNITY FOR THAT.
UM, YOU DO TAKE A MONTH OFF AND YOU MISSED THREE COUNCIL MEMBERS BIRTHDAYS.
SO I DO WANNA TAKE A MOMENT TO CELEBRATE AMY ON JULY 16TH, ANDY ON THE 21ST, AND JOHN ON THE 31ST.
WE DIDN'T GET TO SPEND, UH, TIME WITH YOU BEFORE THAT AND WISH YOU HAPPY BIRTHDAYS.
SO CONSIDER YOURSELVES APPRECIATED.
WITH THAT, EVERYONE WILL APPRECIATE THAT.
