SO REALLY WHAT WE'RE TALKING ABOUT HERE IS A SEAMLESS TRAVEL EXPERIENCE, UH, RIDE SHARE POSSIBLY TO THE VERTI PORT, TAKE YOUR COMMERCIAL FLIGHT AND JUST KIND OF REVERSE THAT WHOLE PROCESS AT THAT POINT, UM, TO, TO REALLY, AND WHAT REALLY, WHAT I THINK IT CAN DO IS DEMOCRATIZE AVIATION. UM, THERE'S A COMPANY DOWN THERE, CAL ANALYTICS IS PARTNERED WITH ODOT. THIS IS ALREADY FUNDED. THERE'S NO SHAKEDOWN REQUIRED OF YOUR TAXPAYERS, SO IT'S ALREADY BEEN FUNDED. AND WHAT I'M SHOWING YOU HERE IS A WAY THAT FIRST RESPONDERS CAN MONITOR BEYOND VISUAL LINE OF SIGHT TRAFFIC. IN ADDITION, THEY CAN USE THESE AIRCRAFT THEMSELVES FOR ADDITIONAL EYES, UM, MISSING PERSONS, MISSING PETS, THOSE KINDS OF OPPORTUNITIES. AS SHOWN HERE ON THE MAPS, UH, ON THE LEFT MAP IN THE LOWER LEFT CORNER, ONE OF THE ALTERNATIVES THAT WAS RECOMMENDED OUT OF THIS STUDY FOR FURTHER INVESTIGATION WAS A NEW CROSSING OVER I TWO 70 THAT, UH, WOULD BE SOMEWHERE BETWEEN SAWMILL ROAD AND RIVERSIDE DRIVE. A BRIDGE CROSSING IN THIS AREA WOULD PROVIDE SEVERAL BENEFITS. IT WOULD REDUCE CONGESTION BY BETTER DISTRIBUTING TRAFFIC [00:30:01] ALONG SAWMILL ROAD, RIVERSIDE DRIVE, AND THE ADJACENT STREET NETWORK. IT WOULD ALSO PROVIDE AN ADDITIONAL CROSSING FOR BICYCLE AND PEDESTRIANS, AND IT WOULD PROVIDE A NEW ACCESS POINT BETWEEN THE BRIDGE STREET DISTRICT AND EMERALD PARKWAY. SO AT THE COMPLETION OF THAT STUDY, AND STARTING IN 2021 THROUGH 2022, WE'VE BEEN LOOKING AT, OR WE HAD LOOKED AT ALTERNATIVES FOR WHERE THAT CROSSING COULD BE LOCATED. UH, WE LOOKED AT MULTIPLE CROSSING LOCATIONS AND CONCLUDED THAT THE BEST LOCATION FOR THIS NEW CROSSING WOULD BE WHERE IT'S SHOWN IN BLUE. THIS LOCATION IS ESSENTIALLY AN EXTENSION OF VILLAGE, UH, PARKWAY TO THE NORTH, INTERSECTING WITH TOLER ROAD, THEN GOING OVER I TWO 70, AND THEN MEETING EMERALD PARKWAY AT A ROUNDABOUT. THIS IS, UH, THE PLAN THAT WE'VE BEEN WORKING ON AS WE'VE BEEN MOVING FORWARD FURTHER INTO THE DESIGN PHASE OF THE PROJECT. AND THIS IS REALLY IMPORTANT BECAUSE IT'S A WAY OF INVITING PEDESTRIANS AND NON-MOTORIZED, UH, PEOPLE TO REALLY GO TRAVERSE THIS SPAN. BRIDGES LIKE THIS, BRIDGES OF INTERSTATES, I THINK ARE, UM, SCARY. THEY KEEP PEOPLE FROM REALLY WANTING TO, TO CROSS THIS. AND SO THE MORE THAT WE CAN DO TO PROVIDE, TO PULL THAT STREET SCAPE ACROSS AND CREATE A CONDITION THAT IS INVITING FOR PEOPLE, I THINK THE MORE SUCCESSFUL THE CROSSING IS. SO IT DOES HAVE, UH, THINGS THAT IT HAS TO MEET BECAUSE OF THE OHIO REVISED CODE, JUST LIKE YOU ALL DO, UH, AT COUNCIL. UM, THERE IS A NEED TO DEFINE AND DISTINGUISH THE CAPABILITY CAPABILITIES OF THE CIC FROM OTHER ORGANIZATIONS. UH, THERE'S AN AGREEMENT ON, UH, BOARD DIVERSIFICATION. SO BRINGING IN MEMBERS OF THE PRIVATE SECTOR. UH, I THINK WHEN WE TALKED TO ALL TO THE OTHER COMMUNITIES, THEY HAVE THE CICS, THEY HAVE PRIVATE SECTOR MEMBERS. THAT WAS SOMETHING WE ALL TALKED ABOUT. AND THERE'S A DESIRE TO HAVE THAT. UM, METRO CENTER WAS MENTIONED IN EVERY INTERVIEW WE DID AS A PRIORITY FOR THE CIC, UM, AND AN OPPORTUNITY. SO THERE ARE SIX OF THESE, UH, RECOMMENDATIONS. I WILL GO THROUGH THESE CERTAINLY IF YOU HAVE ANY QUESTIONS AS I TALK, FEEL FREE TO, UH, INTERRUPT ME. UM, ALS OR WE CAN JUST TAKE QUESTIONS AT THE END AS WELL. THE FIRST ONE IS TO AMEND THE DOUBLE AND CIC CODE OF REGULATIONS. UM, FIRST WAS FOR, UH, NOTICE OF MEETINGS TO BE AT LEAST SEVEN DAYS. UM, NOTICE FOR A REGULAR MEETING, I THINK THAT'S IN LINE FOR WITH WHAT YOU ALL DO AT COUNCIL. SO IT MADE KINDA SENSE TO DO THAT. UM, THE, UH, UH, WE ALSO MADE A RECOMMENDATION TO ADOPT CLARIFYING LANGUAGE THAT PROVIDES FOR A MORE FORMAL REAPPOINTMENT PROCESS, UH, OF CIC MEMBERS, UH, PRIVATE SECTOR MEMBERS, UM, IN PARTICULAR, UH, UH, AS WE, UM, TO APPOINT THEM. UM, WE ALSO AT WANTED TO ADD A CLARIFYING LANGUAGE, UM, FOR SPECIFIC TERMS AND APPOINTMENT PRACTICES FOR, FOR OFFICERS OF THE CORPORATION. SO THAT'S SOMETHING WE SAW IN THE CODE OF REGULATIONS. AS WE WENT THROUGH BENCHMARKING, WE LOOKED AT OTHER ORGANIZATIONS AND SAID, OKAY, LET'S HAVE, UH, THEM KIND OF LOOK LIKE THE OTHER ONES. THIS IS A SHORT TERM GOAL. THIS IS SOMETHING THAT CAN BE DONE. IT SAYS SIX MONTHS. THIS IS ACTUALLY SOMETHING CAN BE DONE AS WE TALKED ABOUT THE CIC IN MUCH SHORTER TIME. BUT CERTAINLY THAT'S A, THAT'S A SHORT TERM GOAL. UH, THE SECOND ACTION ITEM IS TO, UH, DEVELOP A COMPREHENSIVE SET OF POLICIES AND PROCEDURES. UM, THE CIC ALREADY HAS SOME POLICY AND PROCEDURES IN PLACE THAT IT IS ADOPTED. THESE ARE IN ADDITION TO, UH, FIRST IS A BUDGET AND PURCHASING POLICY, A PUBLIC MEETING POLICY, A PROPERTY TRANSFER FEE, UH, FEE POLICY, AND A WHISTLEBLOWER POLICY. AGAIN, THESE ARE ALL THINGS THAT WHEN WE LOOKED AT OTHER CICS, UM, THEY HAVE THESE. WE ALSO, THE, THE STAFF REVIEWED THESE AND, UM, LOOKED AND SAID, OKAY, THESE ARE THINGS THAT WE NEED TO HAVE IN PLACE. AGAIN, THESE ARE SHORT TERM GOALS. THIS IS SOMETHING THAT CAN BE, UM, ESTABLISHED RELATIVELY QUICKLY BY THE, BY THE CIC. UM, THE THIRD THING THAT REALLY I THINK IS IMPORTANT FOR A CIC FOR ANY CIC, UH, IS TO ESTABLISH FUNDING, UH, FOR THE ACTIVITIES AND INITIATIVES. UM, THE FIRST THING, AND THIS IS OBVIOUSLY THIS IS SOMETHING THAT YOU ALL WILL HAVE TO BE ENGAGED IN ALL OF THE CITY COUNCIL, UH, IS TO CONTINUE TO ALLOCATE GENERAL REVENUE FUNDS TO THE CIC OBVIOUSLY, UM, THE CIC WILL HAVE TO COME UP WITH IDEAS OF WHY THERE, WHY THERE'S GONNA BE THOSE PUBLIC FUNDS. BUT WE THINK IT'S, UM, NECESSARY AND SOMETHING THAT MAKES SENSE. IT'S ALSO, AGAIN, AS WE LOOK AT OTHER CIS THAT, UM, WE SEE AND LOOK AT THAT HAVE, THAT ARE DOING GREAT THINGS AROUND THE REGION. THEY ALL HAVE PUBLIC ALLOCATIONS FROM, UH, THEIR GENERAL REVENUE FUNDS OF THEIR CITIES. UM, WE ALSO BELIEVE THAT, UH, THAT NOT ONLY SHOULD THE CIC BE FUNDED THROUGH CITY CONTRIBUTIONS, BUT ALSO THROUGH PRIVATE DONATIONS AND INVESTMENTS, UM, THERE'S OPPORTUNITIES FOR, UH, THE PRIVATE SECTOR TO BE INVOLVED IN THE CIC TO PROVIDE, UM, UH, SUPPORT FOR THE GOVERNMENT, THE ECONOMIC DEVELOPMENT EFFORTS. IT'S SOMETHING, UH, YOU KNOW, WE, WE TALK ABOUT IN THE REPORT, AND IT'S SOMETHING THAT COULD BE EXPANDED. UM, WE ALSO THINK THAT THERE'S, UH, THERE COULD BE OBLIGATED OP OBLIGATED CONTRIBUTIONS. THAT WAS REALLY HARD TO SAY. AND, UM, DEVELOPMENT INCENTIVE FEES. THERE ARE OTHER, UH, ORGANIZATIONS CICS IN COMMUNITIES AROUND CENTRAL OHIO THAT, UM, REQUIRE WHEN, AND, AND THIS ISN'T SOMETHING THAT YOU DO, BUT WHEN THERE'S AN, UH, TAX ABATEMENT OR SOME OTHER KIND OF ECONOMIC DEVELOPMENT INCENTIVE THAT WHEN, WHEN THAT TAX ABATEMENT ECONOMIC DEVELOPMENT INCENTIVE IS GIVEN, THERE'S A CONTRIBUTION THAT'S MADE BACK TO THE CIC. THAT'S SOMETHING THAT WE [01:25:01] EXPLORED. THAT'S SOMETHING THAT COULD GIVE, UH, FUNDING TO THE CIC, UM, AS IT GOES FORWARD. UM, THE FOURTH THING, UH, WE TALKED ABOUT IN, IN, UH, JEREMIAH MENTIONED THIS IS, IS THE FACADE IMPROVEMENT PROGRAM. UH, YOU HAVE HAD, UH, SUCCESS WITH THE FACADE, THE FACADE IMPROVEMENT PROGRAM, SINCE IT HAS BEEN TRANSFERRED OVER TO, UH, THE CIC. UH, WE BELIEVE THAT SHOULD BE CONTINUED. UM, I THINK AT THE LAST MEETING, WERE THERE TWO, WAS THERE, I CAN'T REMEMBER. THERE WAS ONE I FACADE IMPROVEMENT PROGRAM THAT WAS AWARDED. THERE WERE A COUPLE OTHER THAT WERE LENGTHENED, UH, JUST TO GIVE 'EM MORE TIME. BUT, UH, THE POINT BEHIND THAT IS THEY, THOSE FACADE IMPROVEMENT PROGRAMS, THEY'RE BIG DEALS TO THOSE COMPANIES. YOU KNOW, IF IT'S A $25,000 GRAIN OR A, OR, OR MORE OR LESS THAN THAT, THAT'S A LOT OF MONEY TO SOMEBODY THAT'S GONNA SPEND A HUNDRED THOUSAND DOLLARS OR $200,000, UM, ON THEIR AESTHETIC IMPROVEMENTS ON IN THE HISTORIC DISTRICT. SO WE BELIEVE THAT HAS HAD SUCCESS, IT SHOULD, SHOULD CONTINUE TO BE FUNDED AND GO FORWARD. ALSO, KIND OF A COMPANION TO THAT, WE BELIEVE THAT THAT, UM, THERE SHOULD BE A DOWNTOWN REDEVELOPMENT DISTRICT CREATED. A DOWNTOWN REDEVELOPMENT DISTRICT WORKS SOMEWHAT LIKE A TIFF. THE INCREASED PROPERTY TAX REVENUES, UH, IN A DOWNTOWN REDEVELOPMENT DISTRICT AREA CAN GO BACK INTO THAT AREA TO FUND THINGS LIKE FACADE IMPROVEMENTS, CAN TO FUND, UH, REVOLVING LOAN FUNDS TO FUND OTHER INTERIOR IMPROVEMENTS IN BUILDINGS. IT CAN ALSO GO TO FUND PUBLIC INFRASTRUCTURE IMPROVEMENTS. THERE'S MORE IN THE REPORT ABOUT WHAT IT DOES, BUT THAT'S SOMETHING THAT WE THINK, UH, CAN BE DONE. AGAIN, THAT'S A SHORT TERM GOAL 'CAUSE THAT'S SOMETHING THAT'S ALREADY BEING DONE AND IT JUST NEEDS TO CONTINUE AS WE MOVE FORWARD. UM, NUMBER FIVE AND NUMBER SIX. UH, NUMBER FIVE, WE, WE LOOKED AT AS A MEDIUM TERM GOAL. UM, THE, WE, WE REALLY BELIEVE THAT THE, THAT CIC SHOULD, UH, HAVE MORE, A MORE PROACTIVE APPROACH, UH, TO REAL ESTATE ACQUISITION AND DEVELOPMENT, UM, DIRECTLY RELATED TO ECONOMIC DEVELOPMENT ACTIVITIES. AS WE LOOKED AT ALL OF THE CICS IN CENTRAL, NOT ALL OF THEM, BUT THE ONES THAT WE, UH, LOOKED AT IN CENTRAL OHIO, UH, THEY ALL DO SOME FORM OF REAL ESTATE DEVELOPMENT. UH, IT'S SOMETHING THAT CIS CICS IN OHIO WERE FOUNDED IN THE 1960S. UM, AND, AND THE ONES THAT HAD BEEN AROUND THE LONGEST AND HAVE SUCCESS DO THESE KIND OF THINGS. SO THE FIRST THING, UM, IS THAT WE BELIEVE THERE SHOULD BE A REAL ESTATE DEVELOPMENT FUND SET UP. UH, THAT GOES BACK TO THE, THE OTHER ITEM ABOUT FUNDING, UH, APPROPRIATIONS, UM, UH, TO THE CIC. BUT THAT SHOULD BE SET UP FOR THE ESTABLISHMENT OF A REAL ESTATE DEVELOPMENT FUND. WE BELIEVE THAT, UH, THERE, YOU KNOW, THAT THERE'S GONNA NEED TO BE REAL ESTATE NEGOTIATIONS DONE, THAT THE CIC SHOULD CONSIDER, UH, ENGAGING WITH A REAL ESTATE BROKER TO HELP IN THOSE TOGETHER NEGOTIATIONS. UM, YOU KNOW, WE'RE NOT, UH, THE, THE CIC IS NOT REAL ESTATE PROFESSIONALS. AND CERTAINLY HAVING SOMEBODY ON BOARD TO DO THAT WOULD HELP WITH THOSE, UH, WITH THOSE, UH, TRANSACTIONS. REAL ESTATE CONVEYANCE. UM, THE CIC SHOULD BE UTILIZED FOR STRATEGIC CONVEYANCE OF PROPERTIES, UM, TO PRIVATE PARTIES, UH, THAT ADVANCE ECONOMIC DEVELOPMENT, STRATEGIC GOALS. THOSE MAY BE PROPERTIES THAT THE CITY OWNS OR HAS OWNED, UH, THAT IT WANTS TO CONVEY, UM, TO THE CIC, TO, TO, FOR ECONOMIC DEVELOPMENT PURPOSES, WHATEVER THAT MAY BE. IF IT'S A COMMERCIAL ACTIVITY, IT'S INDUSTRIAL ACTIVITY, IT'S AN OFFICE, WHATEVER THAT MAY BE. THE CIC, UH, IN MANY INSTANCES, UM, MANY CASES, THEY'RE USED TO CONVEY PROPERTY, UM, AND THOSE TRANSACTIONS, UH, UM, YOU KNOW, CAN, CAN HAPPEN IN A DIFFERENT FASHION THAN THEY DO COMING THROUGH CITY COUNCIL. UH, WE, I TALKED ABOUT IT AS ONE OF THE, UH, ITEMS THAT WE HEARD FROM EVERYBODY, BUT WE BELIEVE, WE BELIEVE THAT THE, UH, THE CIC IS A IS AN EXCELLENT, UH, RESOURCE FOR REDEVELOPMENT OPPORTUNITIES OF THE, OF THE DUBLIN CORPORATE AREA, UH, THE METRO CENTER REVITALIZATION. UM, YOU KNOW, THERE ARE MANY EXAMPLES OUT THERE OF CICS THAT HAVE DONE THAT. THE CIC COULD GO IN, UH, AND EITHER, UM, YOU KNOW, THERE, THERE COULD BE SOME KIND OF OWNERSHIP OF THOSE ASSETS OR JUST MARKETING OF THOSE ASSETS WITH THE, THE CURRENT OWNERS, UM, TO HELP BRING THOSE ASSETS BACK TO LIFE, BACK TO, UH, BACK TO MORE PRODUCTIVE USE, UM, FOR, FOR THE CITY. UH, THE LAST THING ON HERE IS THE REDEVELOPMENT OF SPORTS OHIO. YOU ALL HAVE THAT PURCHASE IS THROUGH, BUT, UH, WE DO BELIEVE THE CIC SHOULD PLAY A ROLE IN THE FACILITATION, UH, AND, AND REDEVELOPMENT ALL THE, OF ALL THOSE PROPERTIES. THAT'S SOMETHING THAT, UH, THE CSC COULD DO. THE CS C'S NOT GONNA RUN SPORTS OHIO, BUT IT CERTAINLY COULD BE INVOLVED, UH, IN THE OWNERSHIP OF THAT PROPERTY AND THE, AND THE LEASES THAT GO ON FOR THE, UH, THE, THE COMPANY THAT'S GONNA RUN THAT. UM, AND THEN THE LAST THING, AND THIS IS A LONG TERM GOAL, UM, AND A COUPLE OF THE COMMUNITIES THAT WE TALK TO, THEY HAVE AN INNOVATION, UH, LOAN AND GRANT PROGRAM THAT FOSTERS, UH, ENTREPRENEURSHIP. WE REALLY BELIEVE THAT THIS IS SOMETHING THAT AS YOU LOOK AT, AS YOU DO THE FACADE IMPROVEMENT PROGRAM, UH, YOU DO YOUR REAL ESTATE TRANSACTIONS. THIS IS SOMETHING LONG-TERM THAT YOU COULD LOOK AT TO HELP WITH ENTREPRENEURSHIP. UM, IT COULD BE INNOVATION GRANTS AND INCENTIVIZE [01:30:01] ABSORPTION OF, OF OFFICE SPACE IN DUBLIN. UH, IT COULD BE FUNDING TO INCENTIVE, UH, INCENTIVIZE NEW BUSINESSES TO STAY HERE AND CONTINUE TO GROW HERE, OR LOCATE HERE, RELOCATE HERE, UH, UPON GRADUATION FROM, UH, LOCAL, UH, UH, INCUBATOR PROGRAMS. UM, AND IT CAN BUILD. GIMME AN IDEA ON WHAT IS THE BENEFIT OF TAKING SOME OF THE EARLIER RESPONSIBILITIES THAT THE CITY HAS DONE IN THE PAST ABOUT NEGOTIATING REAL ESTATE AND THAT SORT OF THING AND MOVING IT FROM A CITY DEPARTMENT TO A, UM, PARTIAL PRIVATE AND, UH, NONPROFIT, UH, ARENA. SURE. YOU WANNA ANSWER THAT? YOU WANT ME TO? JEREMIAH? UM, YOU KNOW, THE BENEFIT REALLY, UH, THE CIC IS, IT'S A CONDUIT FOR ECONOMIC DEVELOPMENT TRANSACTIONS. UH, AND WHAT THAT MEANS IS THAT THE CIC UH, IS A, IS A, IT'S A FUNCTION OF THE OHIO REVISED CODE. SO IT'S A FUNCTION OF GOVERNMENT. IT'S STILL A FUNCTION OF ALL THOSE LAWS. UM, THOSE MAY BE ADVANTAGES THAT YOU WANT TO USE THE CIC FOR RATHER THAN HAVING IT COME THROUGH THE CITY ECONOMIC DEVELOPMENT DEPARTMENT. WE HAD MANY GUESTS OF HONOR AND SURPRISES THIS YEAR, BEGINNING WITH IRELAND'S AMBASSADOR TO THE UNITED STATES, THE FIRST VISIT TO THE FESTIVAL EVER, UM, WITH GERALDINE BY NASON TO GAELIC STORM'S SURPRISE PERFORMANCE WITH COUNTRY MUSIC STAR ZACH BROWN. WHILE THE WEATHER DID BECOME A FACTOR BOTH FRIDAY AND SATURDAY, WE DID HA KEEP OUR GUESTS AND ENTERTAINERS SAFE DURING THOSE, UM, WEATHER DELAYS. UM, ONE OF THE CHALLENGES IS THE CURRENT MEETING IS SET FOR SEPTEMBER THE THIRD, AND THAT JUST DOES NOT GIVE THOSE BOARDS AND COMMISSIONS TIME TO DO A, A FAIR. SOME OF THEM HAVE NOT YET MET FOR THE YEAR, SO THEREFORE, STAFF'S GOING TO BE LOOKING FOR A DATE TO RESCHEDULE THAT MEETING. AUGUST 5TH, I HAD THE OPPORTUNITY TO SHARE WITH THE CHAMBER OF COMMERCE BOARD MEETING ABOUT THE UPCOMING LINK US INITIATIVE THAT'S ON THE BALLOT. UM, SO IT WAS WELL RECEIVED THERE AND WE HOPE TO FIND PARTNERS THAT HELP US TELL THE STORY OF LINK US IN HOPES THAT WE ARE SUCCESSFUL. ON THAT IS, UH, CHRISTINA OUTLINED THE BALLOT INITIATIVE THAT WILL HAPPEN IN NOVEMBER. ON AUGUST THE SEVENTH. WE ATTENDED THE, UH, OU UH, INCOMING FRESHMAN CLASS. AND THAT WAS REALLY A WONDERFUL CELEBRATION AND I'D JUST LIKE TO THANK OU FOR INCLUDING US AND WE REALLY LOOK FORWARD TO THE PARTNERSHIP WITH THEM AND THE VISION OF WHAT THAT CAMPUS COULD ULTIMATELY BECOME. UH, AND THEN, UH, AUGUST 10TH HAD THE OPPORTUNITY TO RECEIVE THE OPTIMIST GROUP. UM, AND IT'S REALLY, IT'S REALLY, UM, A PRIVILEGE TO BE ABLE TO STAND IN A ROOM FULL OF OPTIMISTS BECAUSE THERE'S NOT THAT MANY, UH, AND THEY WERE DELIGHTFUL.
