IT IS BOTH A PLEASURE AND A PRIVILEGE TO BE HERE THIS EVENING WITH VICE CHAIR HOLLY OF THE C A C AS WE CALL OURSELVES TO PRESENT A CHIEF'S ADVISORY COMMITTEE UPDATE TO YOU AND CITY MANAGER O CALLAHAN ON BEHALF OF OUR COLLEAGUES ON THE C A C, WHO WE MAY REFER TO AS OUR COMMUNITY PARTNERS IN THE COURSE OF OUR PRESENTATION, THANK YOUS TO CHIEF PECE, HIS ADMINISTRATIVE ASSISTANT, BETTY METCALF AND PUBLIC INFORMATION OFFICER REBECCA MYERS FOR THEIR WORK IN PREPARING WITH US AND COLLABORATION IN PRESENTING THE UPDATE MEMO THAT YOU HAVE IN YOUR COUNCIL PACKETS.

IT IS SWORN TO SERVE AND PROTECT.

STATES THAT ON OCTOBER 10TH, 2020, DUBLIN CITY COUNCIL UNANIMOUSLY APPROVED RESOLUTION, RESOLUTION RESOLUTION, EXCUSE ME, 41 20, WHICH IDENTIFIED APPOINTEES TO THE COMMUNITY TASK FORCE AND THE CHIEF'S ADVISORY COMMITTEE.I WANTED TO TAKE A MINUTE TO ASK THOSE WHO ARE INTERESTED IN THE HISTORY OF THE CHIEFS ADVISORY COMMITTEE AND THE TASK FORCE THAT MORPHED INTO THE COMMUNITY INCLU COMMUNITY INCLUSION ADVISORY COMMITTEE KAYAK TO REVIEW, UH, RESOLUTION 37 20, WHICH WAS PASSED IN, UH, JUNE OF 2020 AND RESOLUTION 30 17, WHICH, UH, TALKED ABOUT THE STEPS THAT, UM, THE CITY COUNCIL WAS WILLING TO TAKE TO COMBAT, UM, RACISM AND, UH, UH, MINDSET OF INTOLERANCE AND, AND INEQUITY.
AND I JUST, UH, WANTED TO, UH, GIVE A SHOUT OUT TO, UM, THE LEADERSHIP THAT WAS IN PLACE AT THAT TIME, INCLUDING, UM, COUNCIL MEMBER AMBROSE KRUMS, WHO WAS MAYOR AT THE TIME, AND, UH, VICE MAYOR DEROSA, WHO ALSO WAS SERVING IN LEADERSHIP AT THAT TIME.
UM, AS A CONSEQUENCE OF THE, UH, CREATION OF THE CHIEF'S ADVISORY COMMITTEE AND THE WORK OF THE TASK FORCE, UH, THERE WAS A, UH, A DOCUMENT THAT WAS COMPLETED, UH, THAT WAS THE, UH, FRAMEWORK, UH, FOR THE, FOR THE CITY.
IT WAS, UH, IMPLEMENTED IN, UH, JULY OF 2021.
AND AS PART OF THE PRIORITY, UH, AREAS, UH, THE TASK FORCE WAS, UH, IDENTIFIED EIGHT AREAS.
AND THE FOURTH AREA, WHICH IS PUBLIC SAFETY, WAS ONE WHICH THEY ALLOWED FOR THE CHIEF'S ADVISORY COMMITTEE TO WORK ON AND COME UP WITH THE ASPIRATIONAL GOALS AND, UH, SUCCESS IDENTIFIERS.

UH, WHEN I SAW EARLIER IN THE YEAR THAT THE COUNCIL WAS INTERESTED IN ADDRESSING THE SOLAR PANEL ISSUE, I I THOUGHT IT WAS A GREAT MOVE BECAUSE THE COST OF SOLAR ENERGY HAVE FALLEN SO CONSIDERABLY, AND THE AVAILABILITY OF FEDERAL TAX CREDITS MAKE SUCH PROJECTS, UH, UH, MORE AFFORDABLE THAN THEY MIGHT BE.
FOR MANY PEOPLE, THE COMING ELECTRIFICATION OF TRANSPORTATION COMBINED WITH RENEWABLE ENERGY CREDITS DIMINISHES, UH, THE LONGSTANDING OBJECTION TO ELECTRIC VEHICLES THAT THEY'RE POWERED BY ELECTRICITY, GENERATED BY COAL AND OR OTHER FOSSIL FUELS.
AND THAT'S LESS TRUE TODAY THAN IT USED TO BE, UM, PARTICULARLY BECAUSE OF ROOF.
ROOFTOP SOLAR LARGELY ELIMINATES THAT COAL RELIANCE ON COAL FOR MANY PEOPLE.
THE, THE HEADLINES FROM YOUR HARD WORK ON REVISITING THE CITY'S REGULATION OF SOLAR PANELS SEEM TIMELY AND IMPORTANT.
AND THE, THE NEWS EMPHASIZED THE LOOSENING OF THE REGULATIONS TO ALLOW SOLAR PANELS IN CERTAIN SITUATIONS ON THE FRONTS OF BUILDINGS.
THAT DOES APPEAR TO MAKE SOLAR MORE AVAILABLE THROUGHOUT THE CITY, BUT THE REAL IMPACT OF THIS ORDINANCE SEEMS DIFFERENT IN PRACTICE.

RECENT BOARD OF ZONING APPEALS MEETING ON VIDEO FELT TO ME LIKE, LIKE I WAS WATCHING A HORROR SHOW.UM, THE CASE INVOLVED MR. JAKE TRU ROMANO'S APPLICATION TO PUT SOLAR PANELS ON HIS HOUSE AT 95 LONGVIEW DRIVE.
HE WANTED TO PUT SOLAR PANELS ON THE BACK OF HIS HOUSE.
UH, HIS REQUEST WAS TURNED DOWN BY THE STAFF, UH, AS NOT CONFORMING TO THE NEW SOLAR ORDINANCE.
HE REQUESTED A VARIANCE FROM THE BOARD OF ZONING APPEALS TO PERMIT THE PANELS TO BE ARRANGED IN A NON RECTANGULAR SHAPE AND IN A COLOR, NOT SIMILAR TO THE EXISTING ROOF.
IT WAS ABOUT AN HOUR, UH, WITH THE BOARD.
UH, HE AND HIS WIFE WITHDREW THE REQUEST, AND IT WAS ULTRA CLEAR THAT IT WOULD BE REJECTED.
I, I'VE COME HERE TONIGHT TO ASK FOR CLARIFICATION ON WHETHER THE RENEWABLE ENERGY EQUIPMENT ORDINANCE IS ADOPTED ON JUNE 12TH, IS DRAFTED CORRECTLY TO REFLECT YOUR INTENT.
IT NOTES THAT THE PURPOSE IS TO PROMOTE SUSTAINABLE ENERGY PRACTICES AND STEWARDSHIP WHILE BALANCING AGAINST HIGH QUALITY DEVELOPMENT STANDARDS IN THE CITY.
THE ORDINANCE SPECIFICALLY SAYS THAT PROMOTING RENEWABLE ENERGY IS AN INTENTIONAL OBJECTIVE OF THE CITY OF DUBLIN, AND THESE REGULATIONS PROMOTE THE INSTALLATION OF SOLAR ENERGY AMONG OTHER RENEWABLE ENERGY PROD PRACTICES IN THE MOST EFFECTIVE METHOD POSSIBLE.
THE RULE FOR BUILDING ROOF MOUNTED EQUIPMENT, NOTES THAT SUCH EQUIPMENT SHALL BE PERMITTED TO BE LOCATED TO THE SIDE OR REAR OF THE PRINCIPLE OR ACCESSORY STRUCTURE.
UM, HOWEVER, THERE ARE A FEW REQUIREMENTS THAT DO NOT SEEM TO BE CONSISTENT WITH THE STATED PHILOSOPHY.
UM, BE INSTALLED IN A, TO MINIMIZE THE NUMBER OF CORNERS BE INSTALLED IN A RECTANGULAR SHAPE TO AVOID COMPLEX AND NON-SYMMETRICAL CONFIGURATIONS.
AND THAT ROOF MODERN EQUIPMENT SHOULD BE A COLOR THAT IS SIMILAR TO THE ROOF COLOR.
MY SPECIFIC COMMENTS ARE THAT THESE LAST THREE CRITERIA MIGHT BE SOMEWHAT MORE DEFENSIBLE IF THEY WERE APPLIED ONLY TO THE FRONT OF THE PROPERTY.
UH, BUT IT'S HARD TO DISCERN THE GOVERNMENT'S INTEREST IN THESE ARBITRARY, UH, IN THESE ARBITRARY AESTHETIC CRITERIA IF THEY'RE APPLIED TO PORTIONS OF THE BUILDING THAT ARE NOT VISIBLE FROM THE STREET.
I WONDER IF THERE'S A CHANCE THAT THERE MIGHT HAVE OCCURRED SOME KIND OF DRAFTING ERROR OR MISCOMMUNICATION THAT RESULTED IN THESE AESTHETIC CHOICES BEING APPLIED TO THE ENTIRE PROJECT, EVEN THOUGH THE ORDINANCE CLEARLY STATES THAT THE PANELS WOULD BE ENCOURAGED ON THE BACKS OF BUILDINGS.
I'D ALSO POINT OUT THAT THE SOLAR PANELS, THAT SOLAR PANELS IN GENERAL, THEY'RE PRETTY MUCH BLACK.
UM, AND IT'S POSSIBLE TO ADD SOME KIND OF PLASTIC SKIN OVER THEM.
BUT HONESTLY, THESE PRODUCTS CAN LIMIT THE EFFICIENCY OF THE SUN GETTING INTO THE PANELS SOMEWHERE BETWEEN MAYBE ONE TO EIGHT OR 9%.
UH, MANDATING THIS FOR ALL, BUT BLACK ROOFS DOESN'T SEEM PARTICULARLY COMPATIBLE WITH THE PURPOSE OF PROMOTING THE USE OF SOLAR IN THE MOST EFFECTIVE METHOD POSSIBLE.
BLACK ROOFS, I HAVE TO SAY, ALSO ABSORB TREMENDOUS HEAT, AND IF ANYTHING, PROBABLY SHOULD BE DISCOURAGED FOR THEIR NEGATIVE CONTRIBUTION TO CLIMATE CHANGE.
REGARDING THE NUMBER OF CORNERS OR ZIGZAG CONFIGURATIONS.
MOST PITCHED ROOFS, WHICH ARE FEATURE OF MOST SINGLE FAMILY HOMES THROUGHOUT DUBLIN ARE GREAT FOR CAPTURING SOLAR ENERGY.
BUT THE BACKS OF HOUSES OFTEN HAVE PROTRUDING PLUMBING, FIREPLACE, CHIMNEYS, UH, FENCE RADON STACKS OR OTHER EXHAUST APPARATUS, MAKING THEM LESS AMENABLE TO STRICT RECTANGULAR CONFIGURATIONS AS THE FRONT OF MANY HOUSES ACTUALLY MIGHT BE.
UM, THIS IS BECAUSE THE MECHANICAL NECESSITIES ARE TYPICALLY VENTED OUT OF SIGHT IN THE BACK OF THE STRUCTURE AWAY FROM THE STREET.
AND SO IMPOSING THE RECTANGULAR SHAPE AND CORNERS RULE ON THE BACK SEEMS TO SEVERELY LIMIT THE ELECTRIC PRODUCTION OF WHAT SOLAR EQUIPMENT CAN FIT OVER THERE.
SO MY MAIN GOAL TONIGHT IS TO ASK YOU TO PLEASE REVIEW THE IMPACT OF THE CITY'S NEW ORDINANCE, AND TO CONSIDER A FEW CLARIFICATIONS THAT MIGHT MAKE INSTALLING SUCH PRODUCTS MORE FEASIBLE FOR MORE DUBLIN RESIDENTS.
UH, I JUST NEED TO MAKE ONE MORE POINT.

AND AS MANY OF YOU GUYS KNOW, THE, THE SURVEY RESULTS CAME BACK, AND THE, UH, OVERWHELMING SUPPORT AT THE ENGAGEMENT MEETING, UH, WAS, WAS VERY, VERY PRO SOLAR.
UM, HOWEVER, SOMEWHERE IN THE, IN THE PROCESS ADJUSTING THE CODE ALLOWED, UH, TO ALLOW SOLAR ON THE FRONT OF THE HOMES, WE ALSO MADE ADJUSTMENTS TO SPECIFICALLY THE SHAPE AND THE COLOR.
AGAIN, KIND OF REPEATING THE WHAT, UH, GENTLEMAN BEFORE ME WAS SAYING, BUT DON'T WANNA GET TOO OFF SCRIPT HERE AND, AND GO OVER MY ALLOTTED TIME.

UM, SO ALL IN ALL, IT SEEMS THAT THE NEW CODE THAT'S, THAT HAD GREAT INTENTIONS WITH THE PURPOSE OF, OF PROMOTING SOLAR INSTALLATION HAS, HAS BEEN DOING THE QUITE THE OPPOSITE SO FAR.

THAT IS A RESULT OF THE DEBT FUNDED PROJECTS.
UH, MOSTLY THE THREE RELIEF SEWERS THAT ARE INCLUDED IN THIS FIVE YEAR C I P.
AND ALSO FOR YOUR, FOR YOUR AWARENESS, THERE'S A FOURTH RELEASE SEWER JUST OUTSIDE THIS FIVE YEAR C I P THAT WILL CONTINUE TO INFLUENCE THESE RATES.
AS YOU CAN SEE AT THIS RATE LEVEL, THE ENDING FUND BALANCE OF THE SEWER FUND STAY STABLE OVER THIS FIVE YEAR PERIOD, WHICH IS REALLY IMPORTANT IN MAINTAINING, UM, A PURSUIT OF A, A FUND BALANCE POLICY WITH REGARD TO THIS FUND WHILE STILL COMPLETING THE PROJECTS THAT NEED DONE IN THIS FIVE YEAR C I P.

IN TERMS OF THE WATER FUND, THERE'S SIGNIFICANTLY LESS DEBT EXPENDITURES PROGRAMMED IN THIS FIVE YEAR PERIOD, WHICH IS REFLECTED IN THE RATE INCREASE.
HERE WE'RE PROPOSING A 1% INCREASE IN 2024.
YOU CAN SEE THAT THE WATER FUNDED DEBT EXPENDITURES RANGE FROM 390,000 TO 464,000.
UH, DURING THIS FIVE YEAR PERIOD, THE FUND BALANCE ACTUALLY INCREASES ABOUT HALF A MILLION DOLLARS.
THAT'S IMPORTANT TO NOTE BECAUSE AS YOU'LL SEE THE ASSUMPTIONS THERE, COSTS ARE INCREASING AT ABOUT 3% WHILE REVENUES ARE ONLY INCREASING AT ABOUT 1%.
RIGHT NOW, WE HAVE A FUND BALANCE AND INTEREST RATES ARE SUCH THAT WE'RE ABLE TO MAINTAIN THAT, BUT THAT IS NOT A SUSTAINABLE, UH, FUTURE MOVING FORWARD.

THERE WAS EXCESS FIBER ALONG COSS GRAY ROAD, AND THEN THE DUBLIN SYSTEM STARTS UP AT IRONMAN ROAD.
SO THE MAP THAT ILLUSTRATES RINGS FIVE AND SIX.
BY CLOSING THIS, THIS LOOP WHERE THIS, FOR THIS BID ACCEPTANCE, IT ALLOWS THE CREATION OF TWO MORE OF THESE RINGS FOR THE ECONOMIC DEVELOPMENT.
AND AS WE'VE ALWAYS DONE WITH DUBLIN, WE TRY TO STAY AHEAD OF DEVELOPMENT AND THIS WAS TARGETING THE WEST INNOVATION DISTRICT.

THE LOWEST AND BEST BID WAS FROM THE OFFICIAL COMPANY FOR $131,468 AND 54 CENTS.
STAFF RECOMMENDS APPROVAL OF RESOLUTION 68 23, ACCEPTING THE LOWEST AND BEST BID FOR THE COS GRADE IRONMAN ROAD FIBER INSTALLATION PROJECT.

UH, MEMBERS OF COUNCIL, UM, WE'RE HERE THIS EVENING TO BRING FORWARD THE PARKS AND RECREATION MASTER PLAN UPDATE FOLLOWING THE JULY 31ST MEETING WITH CITY COUNCIL.
UM, WHICH WAS TO RECEIVE FEEDBACK FROM THE MAY ONE, UH, WORK SESSION, ONE OF THE PRIORITY OR THE ONE OF THE KEY COMPONENTS OF THAT THAT WE FOUND.
ONE OF THE KEY FEEDBACK, UM, PIECES OF FEEDBACK WE RECEIVED WAS TO DISCUSS THE PRIORITIES FOR POTENTIAL MAJOR PROJECTS AND SEVERAL OTHER KEY, UH, FEEDBACK ITEMS. UM, THOSE ITEMS ARE IN YOUR PACKET, BUT I'LL GO THROUGH THEM VERY BRIEFLY HERE AND OFFER UP SOME DISCUSSION IF NEEDED.
UH, ONE OF THE FEEDBACK WAS THE PROPOSED PARKS AND RECREATION MASTER PLAN IDENTIFIED TOO MANY ITEMS IN CHAPTER SIX IS HIGH PRIORITIES.
THE NUMBER OF HIGH PRIORITY ITEMS SHOULD BE REDUCED AND ITEMS SHOULD BE IDENTIFIED EITHER BY TIMEFRAME OR IMPLEMENTATION OR INDIVIDUALLY NUMBERED BASED ON THE PRIORITY.

WE TOOK THE, EACH OF THE, UM, UH, THE PRO THE POTENTIAL PROJECTS AND CATEGORIZE THEM AS EITHER IN PROGRESS FROM A SHORT TERM PERIOD OF ONE TO THREE YEARS, A MEDIUM, UM, TERM TO FOUR TO SEVEN YEARS, AND A LONG, UH, SEVEN PLUS YEAR TERM.
AND THIS DISTRIBUTE DISTRIBUTES THE, THESE PROJECTS AT A BETTER TEMPO OF, UM, AND EASIER TO IMPLEMENT.
AND ALSO, UM, ITEM, UH, ITEMIZES, THE ONES THAT WERE BROUGHT UP, UM, AS THE, THE PRIORITIES WITHIN THE PLAN.

AND FINALLY, THE FIRST COMMUNITY ENGAGEMENT MEETING FOR THE D C R C REFRESH MASTER PLAN WILL TAKE PLACE ON TUESDAY, OCTOBER 24TH AT 6:00 PM IN THE DEVELOPMENT BUILDING, LARGE MEETING ROOM, CITY STAFF AND M SS A DESIGN WILL BE PRESENTING INFORMATION THAT OUTLINES CURRENT CONDITIONS OF THE BUILDING AND RELATED PROGRAMMING, AS WELL AS PROVIDING SOME BENCHMARKING DATA FOR THE PUBLIC TO RESPOND TO WITH THEIR FEEDBACK.
THIS WILL BE THE FIRST OF THREE COMMUNITY ENGAGEMENT MEETINGS THAT WILL TAKE PLACE DURING THE LIFE OF THE PROJECT.
AND THE PROJECT IS ANTICIPATED TO BE COMPLETE BY THE END OF FEBRUARY, 2024.
AND THAT IS ALL I HAVE FOR THIS EVENING.

COUNCIL COMMITTEE REPORT THIS EVENING FROM OUR ADMINISTRATIVE COMMITTEE, VICE MAYOR ISSA.SO THE ADMINISTRATIVE COMMITTEE MET ON A 3RD OF OCTOBER, AND WE COVERED THREE, UM, TOPICS.
UM, THE FIRST, AND THERE'S A DOCUMENT FOR YOUR REVIEW IN BOARD PAC, UH, WAS IT DISCUSSING COUNSEL TRAVEL.
UM, AS YOU WOULD RECALL, THE ADMIN COMMITTEE ASKED STAFF TO PLEASE PREPARE A DOCUMENT REGARD RE UH, REGARDING COUNCIL STATED THOUGHTS ON, UM, COUNCIL TRAVEL AS THE AMOUNT OF TRAVEL HAS INCREASED SIGNIFICANTLY OVER THE LAST COUPLE OF YEARS.
UM, THE COMMITTEE ASKED FOR, UM, ONE, UH, A DOCUMENT AND TWO, AN INCREASE, IF YOU RECALL, TO THE 2024 TRAVEL BUDGET.
UM, THAT WILL BE COMING YOUR WAY FOR DISCUSSION AS A PART OF THE OPERATING COMMITTEE.
SO THE DOCUMENT THAT'S INCLUDED, UM, WILL COME BACK NEXT MEETING FOR REVIEW AND, UM, DISCUSSION AND POSSIBLE ACCEPTANCE.
AND IT, UM, LOOKS AT DOCUMENTING THE DISCUSSIONS ABOUT TRAVEL AND TRAVEL PROTOCOLS AND PRACTICES.
SO THAT'S THERE FOR YOUR REVIEW FOR NEXT MEETING.
THE SECOND TOPIC THAT WE GOT WAS AN UPDATE ON THE, UM, COUNCIL TRAINING.
UM, STAFF REPORTED, IF YOU RECALL, WE RECEIVED REPORTS ON SORT OF OUR TRAINING STATUS.
UM, THERE'S REALLY BEEN NO CHANGE TO THAT.
SO WE STILL HAVE A SIGNIFICANT NUMBER OF OUR MEMBERS OF OUR BOARD AND COMMISSIONS THAT HAVE NOT COMPLETED THE, UH, REQUIRED TRAINING.
UM, THAT WAS DUE ACTUALLY LAST MARCH.
SO, UM, AS PART OF THE WORK STAFF HAS WORKED TOGETHER TO PROVIDE A SET OF ACTIVITIES RANGING FROM OFFICE HOURS FOR PEOPLE OF WHO MAY POTENTIALLY NEED HELP LOGGING ON TO HAVING SESSIONS AT THEIR BOARD AND COMMISSION MEETINGS, EITHER PRO OR AFTER, UH, BEFORE OR AFTER THOSE MEETINGS SO THAT THEY CAN TAKE ADVANTAGE OF THAT TRAINING.
AND THEN SIMPLIFYING SOME OF THE OFFERS.
SO THERE'S A LOT OF WORK UNDERWAY TO MAKE IT SIMPLE, BUT WE STILL HAVE A A WAYS TO GO AND THE ADMIN COMMITTEE, UM, IS WORKING HARD ON THAT AND WE'LL KEEP COUNCIL UPDATED.
AND THEN THE LAST TOPIC THAT WE GOT AN UPDATE ON, UM, WAS BOARD AND COMMISSION AND, UH, ATTENDANCE.
UM, I'M NOT GONNA READ THROUGH, UM, ALL THE, THE ITEMS YOU, YOU HAVE THAT IN YOUR DOCUMENT, BUT A SIMILAR TYPE OF THING THAT WE LOOKED AT THE REPORT AND THERE WERE, UM, SEVERAL SETS OF ACTIVITIES AS RELATED TO ATTENDANCE.
UM, ONE OF THOSE WILL BE A NOTE FROM COUNCIL, UM, AND OR THE ADMIN COMMITTEE REMINDING FOLKS AND JUST UPDATING FOLKS ON WHERE THEY ARE IN THEIR ATTENDANCE POLICIES.
THE OTHER IS TO MAKE SURE THE RULES OF ORDER ARE CONSISTENT AND UPDATED.
AND YOU'RE GONNA SEE SOME OF THOSE RULES OF ORDERS COME BACK TO THIS GROUP OVER THE NEXT, UM, THE NEXT COUPLE OF MEETINGS.

THE FIRST IS CEREMONIAL EVENTS, THE SECOND IS NON CEREMONIAL.
THE THIRD IS TRAINING AND CONFERENCES.
I, I BELIEVE A FOURTH, UM, CATEGORY IS APPROPRIATE FOR COMMITTEE MEETINGS.
SO I KNOW THAT SOME OF US SERVE ON NATIONAL COMMITTEES THAT HAVE, UH, ANNUAL MEETINGS, BE IT RELATIVE TO, UH, TECHNOLOGY OR RAIL OR SOME OTHER ASSOCIATED THINGS.
SO I THINK THAT, UM, COMMITTEE MEETINGS SHOULD, UM, BE IT IN ADDITION TO THE, THE CATEGORIES AS DEFINED IN THIS REPORT.
YEAH, WE'RE SEEING HEAD NODS ON THAT.
SO MAYBE WE CAN GET THAT UPDATED BEFORE IT COMES BACK FOR MORE DISCUSSION.
YOU KNOW, MY COMMENT IS THAT TRAVEL, BECAUSE WE'RE A GLOBAL CITY OF CHOICE TRAVEL HAS PROBABLY INCREASED BECAUSE WE'RE PROBABLY BRINGING FORWARD A LOT MORE ENERGY WHEN IT COMES TO REACHING OUT TO OTHER COUNTRIES, OTHER OPPORTUNITIES, THE INTELLIGENT COMMUNITY FORUM, UM, NATIONAL LEAGUE OF CITIES, UM, JACO, THE JAPANESE TRIP THAT WE JUST HAD.
AND I DO, UM, THINK THAT THERE'S SOME REALLY GREAT SUGGESTIONS IN HERE.
BUT, UH, THE ONE THING THAT I WOULD, UM, CON BE CONCERNED ABOUT IS TYING THE HANDS OF ANY COUNCIL MEMBERS, BECAUSE ONE OF THE THINGS THAT WAS I HAVE TO HIGHLIGHT HERE IS THAT THE, IT SAYS, UM, THAT THE TRAVEL, UH, AND EXPLORATORY TRIPS, THE LOCATIONS AND MEMBERS TRAVELING WILL BE DETERMINED BY COUNCIL AT THE COUNCIL RETREAT ANNUALLY.
AND THINGS DO COME UP OUTSIDE OF THE COUNCIL RETREAT THAT WE MAY WANNA CONSIDER AND THINK ABOUT.
AND THE POLICY MIGHT BIND OUR HANDS IF WE THINK THAT WE CAN'T DO THAT.
SO, YOU KNOW, I THINK TRAVEL IS ONE OF THOSE EXPERIENCES THAT REVEAL SO MUCH INFORMATION FOR CITIES TO CONSIDER.
AND ONE THING THAT I WOULD MENTION IN THE PUBLIC'S LISTENING IS THAT, UH, VERY SELDOM DO WE USE OUR ENTIRE TRAVEL BUDGET.
BUT WHEN THE TIME COMES THAT YOU FEEL THAT THERE'S A NEED TO GET OUT AND TO SEE THE WORLD AND TO SEE HOW OTHER CITIES ARE DOING IT, TO BRING IDEAS BACK TO THE CITY AND INCREASE OUR ECONOMIC DEVELOPMENT POTENTIAL, I THINK TRAVEL SHOULD BE ONE OF THE MAJOR CONSIDERATIONS AND NOT LIMITED SIMPLY BY A BUDGET OR A POLICY.
SO, YOU KNOW, YOU RAISE A GOOD POINT, MAYOR, BECAUSE YOU KNOW, DUBLIN HAS, UH, 22, UM, JAPANESE CORPORATIONS IN IT.
AND, UM, YOU KNOW, IN THIS LAST TRIP, WE PROBABLY WOULD'VE BETTER OFF TO HAVE TWO TEAMS OF TWO AND TWO GOING OUT TO MEET ALL THE DIFFERENT COMPANIES THAT ARE INVOLVED IN OUR CITY.
AND, UH, YOU KNOW, THAT WAS MENTIONED TO US BY COMPETING CITIES THAT WE HAD SO FEW PEOPLE ACTUALLY SHOW UP FOR THIS PROJECT.
AND, UH, SO IT IT'S IMPORTANT THAT, YOU KNOW, THAT WE MAINTAIN THAT TAX BASE, WHICH IS SO IMPORTANT FOR OUR COMMUNITY.
I GUESS THE QUESTION I WOULD ASK IS WHAT IS THE, WHAT IS THE PROPER FORM AS THESE THINGS POP UP? YOU KNOW, WE, WE TALK ABOUT READ THE RETREAT AT THE RETREAT, WE TALK ABOUT, UM, TRIPS THAT WE KNOW ABOUT, BUT THROUGHOUT THE YEAR, OTHER OPPORTUNITIES ARISE.
AND THIS MOST RECENT ONE WAS A, A PRETTY GLARING ONE, UM, THAT WE REALLY NEEDED TO HAVE SOME PEOPLE, PEOPLE AT.
SO WHAT IS THE FORM IN WHICH WE ARE ABLE TO DISCUSS THAT AND HOW IS THE DECISION MADE? I MEAN, I THINK THE, THE GENERAL FRAMEWORK IS, IS A GOOD ONE.
UM, THERE'S SET PROCEDURES OR STANDARDS, I THINK THAT'S GOOD.
BUT UM, TO YOUR POINT, THINGS DO COME UP AND WE NEED TO HAVE THE ABILITY TO PIVOT.
