I PROMISE NOT TO BE TOO LONG, BUT I'M GOING TO ASK FOR YOUR PATIENCE AND A LITTLE GRACE WHILE I ATTEMPT TO OFFER SOME HISTORICAL CONTEXT TO THE FORMATION OF THE CHIEF'S ADVISORY COMMITTEE AND THE APPROACH THE ADVISORY COMMITTEE HAS TAKEN IN ATTEMPTING TO DO THE WORK THAT HELPS BUILD BRIDGES OF COMMUNICATION AND TRUST BETWEEN DUBLIN'S POLICE DEPARTMENT AND THE DIVERSE, DIVERSE CONSTITUENT GROUPS WITHIN THE CITY. IT IS SWORN TO SERVE AND PROTECT. WHEN I'M DONE OR AFTER YOU CUT ME OFF, I'D LIKE TO GIVE VICE CHAIR HOLLY, THE OPPORTUNITY TO SHARE HER THOUGHTS, PERSPECTIVE, REFLECTIONS, AND HOPES FOR THE CACS MOVING FORWARD. I GOTTA FIND, OKAY. UH, THE MEMO ITSELF SAYS THAT THE PURPOSE OF THE CHIEF'S ADVISORY COMMITTEE IS TO PROVIDE AN OPPORTUNITY FOR PROACTIVE COMMUNITY ENGAGEMENT AND CRITICAL DIALOGUE CONCERNING THE CITY OF DUBLIN'S PROTECTION SERVICE, AND PUBLIC SAFETY NEEDS. THIS MEMO THAT YOU HAVE, WE SUBMIT, SATISFIES THE REQUIREMENTS OF THE CHIEF'S ADVISORY COMMITTEE TO UPDATE CITY COUNCIL PERIODICALLY TO THE PROGRESS AND DIRECTION OF THE COMMITTEE'S DISCUSSIONS. AS FAR AS BACKGROUND IS CONCERNED, THE MEMOS [00:05:01] STATES THAT ON OCTOBER 10TH, 2020, DUBLIN CITY COUNCIL UNANIMOUSLY APPROVED RESOLUTION, RESOLUTION RESOLUTION, EXCUSE ME, 41 20, WHICH IDENTIFIED APPOINTEES TO THE COMMUNITY TASK FORCE AND THE CHIEF'S ADVISORY COMMITTEE. I WANTED TO TAKE A MINUTE TO ASK THOSE WHO ARE INTERESTED IN THE HISTORY OF THE CHIEFS ADVISORY COMMITTEE AND THE TASK FORCE THAT MORPHED INTO THE COMMUNITY INCLU COMMUNITY INCLUSION ADVISORY COMMITTEE KAYAK TO REVIEW, UH, RESOLUTION 37 20, WHICH WAS PASSED IN, UH, JUNE OF 2020 AND RESOLUTION 30 17, WHICH, UH, TALKED ABOUT THE STEPS THAT, UM, THE CITY COUNCIL WAS WILLING TO TAKE TO COMBAT, UM, RACISM AND, UH, UH, MINDSET OF INTOLERANCE AND, AND INEQUITY. AND I JUST, UH, WANTED TO, UH, GIVE A SHOUT OUT TO, UM, THE LEADERSHIP THAT WAS IN PLACE AT THAT TIME, INCLUDING, UM, COUNCIL MEMBER AMBROSE KRUMS, WHO WAS MAYOR AT THE TIME, AND, UH, VICE MAYOR DEROSA, WHO ALSO WAS SERVING IN LEADERSHIP AT THAT TIME. UM, AS A CONSEQUENCE OF THE, UH, CREATION OF THE CHIEF'S ADVISORY COMMITTEE AND THE WORK OF THE TASK FORCE, UH, THERE WAS A, UH, A DOCUMENT THAT WAS COMPLETED, UH, THAT WAS THE, UH, FRAMEWORK, UH, FOR THE, FOR THE CITY. IT WAS, UH, IMPLEMENTED IN, UH, JULY OF 2021. AND AS PART OF THE PRIORITY, UH, AREAS, UH, THE TASK FORCE WAS, UH, IDENTIFIED EIGHT AREAS. AND THE FOURTH AREA, WHICH IS PUBLIC SAFETY, WAS ONE WHICH THEY ALLOWED FOR THE CHIEF'S ADVISORY COMMITTEE TO WORK ON AND COME UP WITH THE ASPIRATIONAL GOALS AND, UH, SUCCESS IDENTIFIERS. AND I WANTED TO, UM, TAKE A MOMENT JUST TO, UH, REMEMBER THE 10 MEMBERS WHO WERE PART OF THAT INITIAL, UM, CHIEF'S ADVISORY COMMITTEE, AND, UH, THANK THEM FOR, UH, THEIR SERVICE AND TO ANNOUNCE FOR THE RECORD THAT WE CONTINUE TO TRY AND DO THE WORK THAT WE DISCUSSED AND SET OUT TO DO WHEN WE CAME UP WITH, UM, THE ASPIRATIONAL GOALS AND, UH, SUCCESS IDENTIFIERS IN PUBLIC, UH, SAFETY PRIORITY, UH, AREA FOR, UH, THOSE PERSONS ARE MYSELF, AJMI HOUCK, DR. SIRI, G****M, UH, CAM JUSTICE, WHO AT THE TIME, UH, WELL, WHO IS A DUBLIN HIGH SCHOOL GRADUATE, AND AT THE TIME WAS AN O S U STUDENT. GODA SAYING TO US IN OUR MEETINGS THAT WE HAVE TO NOT ONLY IDENTIFY WHAT OUR GOALS ARE, BUT BE ABLE TO DOCUMENT, UM, THE MEASURABLES THE THINGS THAT WE'VE ACCOMPLISHED ALONG THE WAY. AND SO IN OUR PRESENTATION TONIGHT, UM, WE HAVE INFORMATION ABOUT THE THINGS THAT THE CITY OF, UH, THE POLICE DEPARTMENT HAS BEEN INVOLVED IN IN THE COURSE OF THE LAST YEAR. AND WE'VE HAD TWO, WELL, NOW WE ARE, ARE ON OUR THIRD ITERATION OF THE CHIEF'S ADVISORY COMMITTEE. UM, THE SECOND ITERATION, UM, INCLUDES ALL OF THE MEMBERS WHO ARE CURRENTLY ON, UM, THE CHIEF'S ADVISORY COMMITTEE EXCEPT FOR, UH, ISSA SOCI, UH, AND STELLA VEVA, WHO TRANSITIONED OFF. AND NOW WE HAVE ALEX ORION, ORION AND KIMBERLY HOLLY. SO, UH, WE STARTED OFF A YEAR, UM, HAVING, UH, A MEETING AND A PRESENTATION FOR KAYAK. AND INTERESTINGLY ENOUGH, UM, IRAN MALIK IS CHAIR OF, OF THAT ADVISORY COMMITTEE. AND SO IT WAS EASY TO TALK TO HIM OR, AND, AND THE GROUP, UH, ABOUT THE THINGS THAT WE WERE TRYING TO MOVE FORWARD IN IN THE COURSE OF THIS YEAR. UM, AS WE LOOK TO THE FUTURE, IT'S MY HOPE THAT WE WILL CONTINUE TO HAVE, UH, ANNUAL MEETINGS WHERE WE HAVE DISCUSSION AND PRESENTATION AND DIALOGUE WITH, UH, KAYAK AS THEY LIKE TO BE REFERRED TO, UM, ON HOW WE'RE DOING IN OUR PROGRESS, UH, ON PUBLIC SAFETY. WE ALSO, UH, HAD THE OPPORTUNITY TO MEET WITH, UH, OTHER ADVISORY GROUPS. UM, I BELIEVE THAT WAS APRIL. UM, VICE MAYOR DEROSA WAS GOOD ENOUGH TO HOST US, AND WE TALKED ABOUT, UM, COMING INTO ALIGNMENT MORE WITH, UM, WHAT THE EXPECTATIONS WOULD BE OF COUNCIL AND BE IN ALIGNMENT WITH, UH, RULES, UH, AND ORDER, UH, THAT WAS CONSISTENT WITH WHAT WAS GOING ON WITH OTHER BOARDS AND COMMISSIONS. UM, WE'VE ALSO BEEN INVOLVED IN, UH, A GREAT DEAL OF, UM, COMMUNITY ENGAGEMENT AND PUBLIC TRUST. UM, ON THE DOCUMENT, IT, IT, UH, REFERS TO, UH, AN A PRESENTATION THAT WAS PROVIDED BY THE FBI'S BEHAVIORAL ANALYST, UM, GROUP, UM, THAT WAS FACILITATED BY DEPUTY CHIEF TABERNAC BRINGING IN, UM, AREA PARTNERS IN LAW ENFORCEMENT THAT SPOKE ON, OH, IS THAT MY TIME? OKAY. UH, THAT SPOKE ON, UM, RESOURCES THAT ARE AVAILABLE ON THE FEDERAL LEVEL, UH, IN ATTEMPTING TO ADDRESS, UM, HATE, UH, RELATED CRIMES. AND THAT ALLOWED OUR COMMUNITY PARTNERS TO ASK A NUMBER OF QUESTIONS, UM, THAT WERE PERTINENT TO THEIR CONCERNS, UM, BASED ON, UH, THE DIVERSE GROUPS THAT THEY REPRESENT. SO THAT'S ONE OF THE POSITIVE THINGS I THINK THAT, UH, WE'VE DONE THAT I, THAT SHOWS THAT WE'RE TRYING TO MOVE TOWARD, UM, MEASURABLES THAT WE CAN ARTICULATE TO YOU GUYS, UM, THAT SHOWS THE WORK THAT'S BEING DONE. UH, WE, WE'VE HAD, UM, PRESENTATIONS OFFERED BY THE DEPARTMENT, UH, AS IT RELATES TO OFFICER INVOLVED, UH, CRITICAL INCIDENT POLICY THAT WAS ALSO, UM, FACILITATED BY DEPUTY CHIEF TABERNAC AND, UM, LARGE EVENTS, UM, UH, POLICY AND PROTOCOL, WHICH [00:15:01] WAS, UM, FACILITATED BY DEPUTY CHIEF LATTANZI, UH, VERY, UM, ORGANIZED, UH, VERY GOOD PRESENTATIONS THAT KIND OF ALLOWED THE COMMUNITY PARTNERS TO ALSO SEE, UM, HOW WELL ORGANIZED, UM, THE DEPARTMENT IS IN TERMS OF PLANNING FOR, UM, ANYTHING THAT MIGHT HAPPEN LAW ENFORCEMENT RELATED IN, IN DUBLIN. UM, THERE WAS, ON THE DOCUMENT, IT TALKS ABOUT, UM, COMMUNITY EVENTS IN WHICH, UH, THE DEPARTMENT HAS, UH, PLAYED A ROLE AND THEY NOT ONLY INCLUDE, UH, SUCH THINGS AS, UM, BLACK HISTORY MONTH RECOGNITION, JUNETEENTH, BUT ALSO PAKISTANI INDEPENDENCE, AND INDIA INDEPENDENCE, AND A NUMBER OF OTHER OF, UH, UH, COMMUNITY. OH, AND THE, UM, RAINBOW DUBLIN PRIDE EVENT, UH, ALL OF WHICH SHOW THE DEPARTMENT'S INTENTIONALITY IN, UH, ATTEMPTING TO BE INVOLVED WITH THE ACTIVITIES OF ALL OF THE GROUPS AND SHOW NOT ONLY THEIR PRESENCE, BUT THEIR, THEIR SUPPORT. UM, ENSURING, UH, TRANSPARENCY AND ACCOUNTABILITY IS ANOTHER THING THAT'S LISTED HERE. UM, I WOULD SAY THAT, UH, IN, IN THE AREA OF, UH, STAFFING UPDATES OR, UM, DRESS CODE, WE'LL JUST PUT THOSE TWO TOGETHER FOR PURPOSES OF THE PRESENTATION. UM, WE'VE HAD A NUMBER OF, OF OFFICERS, SERGEANTS, UH, SROS, UH, COMMUNITY CPOS, UM, LIAISON OFFICERS WHO COME IN AND PARTICIPATED. AND THE ONE THAT, UH, RELATES TO DRESS CODE, UH, UH, WE HAD, UM, SERGEANT JORDAN IFF COME IN, SO SHE'S BEEN PROMOTED FROM LINE OFFICER TO SERGEANT AND . HER ISSUE FOR DISCUSSION WITH US HAD TO DO WITH, UM, THE TATTOO POLICY OF THE DEPARTMENT, UM, WHICH WAS AN INTERESTING, UH, SUBJECT MATTER TO, TO BRING UP. BUT AGAIN, IT SHOWS, UM, WHAT I THINK IS THE DEPARTMENT'S, UM, DESIRE TO BE FORWARD THINKING, UM, AND STAY, UM, WITHIN THE BOUNDS OF, OF PROFESSIONALISM, BUT ALSO, UM, ATTEMPT TO ENGAGE IN PRACTICES THAT ARE NOT ONLY GOOD FOR THE CITY, BUT THE BEST FOR THE PROFESSION. UH, THE FINAL THING I WANNA SPEAK ON IS, UM, THE TOPIC AREA OF DIVERSIFYING POLICE PERSONNEL. AND IN THE, UH, MEMO, IT TALKS ABOUT THE FACT THAT BOTH MYSELF AND YAN YAN LING YIN HAVE HAD THE OPPORTUNITY TO SIT IN, UH, ON THE FINAL INTERVIEWS FOR CANDIDATES, UH, FOR THE POLICE DEPARTMENT. AND I CAN SAY, UM, THAT THIS HAS BEEN PARTICULARLY, UH, REWARDING BECAUSE THAT'S AN ISSUE THAT, UM, I STARTED TALKING WITH, UH, I, I'LL CALL HIM CHIEF HINES, BUT, UM, CHIEF V LINBERG BACK IN, UH, 2015 OR 2016. AND, UH, JUST THE MATURATION OF THE DISCUSSIONS AND THE ABILITY TO BE INVOLVED IN DISCUSSIONS THROUGH THE CHIEF'S ADVISORY COMMITTEE PROVIDED US WITH AN OPPORTUNITY TO SIT IN ON, ON WHAT THAT PROCESS LOOKS LIKE AND ACTUALLY ASK QUESTIONS OF THE CANDIDATES. AND I CAN SHARE WITH YOU ALL THAT OF THOSE, UH, CANDIDATES WHO DID THEIR HOMEWORK, THEY ALL SPOKE ABOUT THE INTEREST THAT THEY HAD IN KNOWING THAT DUBLIN HAD A COMMUNITY ADVISORY COMMITTEE FOR ITS POLICE DEPARTMENT. THAT WAS SOMETHING THAT WAS INTRIGUING, SOMETHING THAT CAUSED THEM TO WANT [00:20:01] TO COME IN AND SEE WHAT DUBLIN WAS ALL ABOUT. SO, UM, I JUST, I JUST WANT TO CONCLUDE MY REMARKS BY, UM, THANKING EVERYONE WHO'S BEEN INVOLVED IN THIS PROCESS. AND, UM, JUST MOVING ON IN THE, UM, MOVING FORWARD, UM, TO THE FUTURE, I CAN CONTINUE TO, UM, LOOK FORWARD TO SEE HOW THE CHIEF'S ADVISORY COMMITTEE WORKS, ALONG WITH THE, UH, POLICE DEPARTMENT, WITH THE LEADERSHIP OF, UM, UH, CHIEF, UM, PIS AND, UM, TO BE COMMUNITY PARTNERS WITH, UM, THE COMMUNITY AND PRESENT MEASURABLE GOALS FOR HOW WE CAN SERVE THE COMMUNITY BETTER. UH, WHEN I SAW EARLIER IN THE YEAR THAT THE COUNCIL WAS INTERESTED IN ADDRESSING THE SOLAR PANEL ISSUE, I I THOUGHT IT WAS A GREAT MOVE BECAUSE THE COST OF SOLAR ENERGY HAVE FALLEN SO CONSIDERABLY, AND THE AVAILABILITY OF FEDERAL TAX CREDITS MAKE SUCH PROJECTS, UH, UH, MORE AFFORDABLE THAN THEY MIGHT BE. FOR MANY PEOPLE, THE COMING ELECTRIFICATION OF TRANSPORTATION COMBINED WITH RENEWABLE ENERGY CREDITS DIMINISHES, UH, THE LONGSTANDING OBJECTION TO ELECTRIC VEHICLES THAT THEY'RE POWERED BY ELECTRICITY, GENERATED BY COAL AND OR OTHER FOSSIL FUELS. THAT DOES APPEAR TO MAKE SOLAR MORE AVAILABLE THROUGHOUT THE CITY, BUT THE REAL IMPACT OF THIS ORDINANCE SEEMS DIFFERENT IN PRACTICE. AND THAT'S WHAT I WANNA TALK ABOUT. UM, WATCHING THE [00:25:01] RECENT BOARD OF ZONING APPEALS MEETING ON VIDEO FELT TO ME LIKE, LIKE I WAS WATCHING A HORROR SHOW. UM, THE CASE INVOLVED MR. JAKE TRU ROMANO'S APPLICATION TO PUT SOLAR PANELS ON HIS HOUSE AT 95 LONGVIEW DRIVE. HE WANTED TO PUT SOLAR PANELS ON THE BACK OF HIS HOUSE. UH, HIS REQUEST WAS TURNED DOWN BY THE STAFF, UH, AS NOT CONFORMING TO THE NEW SOLAR ORDINANCE. HE REQUESTED A VARIANCE FROM THE BOARD OF ZONING APPEALS TO PERMIT THE PANELS TO BE ARRANGED IN A NON RECTANGULAR SHAPE AND IN A COLOR, NOT SIMILAR TO THE EXISTING ROOF. IT WAS ABOUT AN HOUR, UH, WITH THE BOARD. UH, HE AND HIS WIFE WITHDREW THE REQUEST, AND IT WAS ULTRA CLEAR THAT IT WOULD BE REJECTED. I, I'VE COME HERE TONIGHT TO ASK FOR CLARIFICATION ON WHETHER THE RENEWABLE ENERGY EQUIPMENT ORDINANCE IS ADOPTED ON JUNE 12TH, IS DRAFTED CORRECTLY TO REFLECT YOUR INTENT. IT NOTES THAT THE PURPOSE IS TO PROMOTE SUSTAINABLE ENERGY PRACTICES AND STEWARDSHIP WHILE BALANCING AGAINST HIGH QUALITY DEVELOPMENT STANDARDS IN THE CITY. THE ORDINANCE SPECIFICALLY SAYS THAT PROMOTING RENEWABLE ENERGY IS AN INTENTIONAL OBJECTIVE OF THE CITY OF DUBLIN, AND THESE REGULATIONS PROMOTE THE INSTALLATION OF SOLAR ENERGY AMONG OTHER RENEWABLE ENERGY PROD PRACTICES IN THE MOST EFFECTIVE METHOD POSSIBLE. THE RULE FOR BUILDING ROOF MOUNTED EQUIPMENT, NOTES THAT SUCH EQUIPMENT SHALL BE PERMITTED TO BE LOCATED TO THE SIDE OR REAR OF THE PRINCIPLE OR ACCESSORY STRUCTURE. OKAY. UM, HOWEVER, THERE ARE A FEW REQUIREMENTS THAT DO NOT SEEM TO BE CONSISTENT WITH THE STATED PHILOSOPHY. UM, BE INSTALLED IN A, TO MINIMIZE THE NUMBER OF CORNERS BE INSTALLED IN A RECTANGULAR SHAPE TO AVOID COMPLEX AND NON-SYMMETRICAL CONFIGURATIONS. AND THAT ROOF MODERN EQUIPMENT SHOULD BE A COLOR THAT IS SIMILAR TO THE ROOF COLOR. MY SPECIFIC COMMENTS ARE THAT THESE LAST THREE CRITERIA MIGHT BE SOMEWHAT MORE DEFENSIBLE IF THEY WERE APPLIED ONLY TO THE FRONT OF THE PROPERTY. UH, BUT IT'S HARD TO DISCERN THE GOVERNMENT'S INTEREST IN THESE ARBITRARY, UH, IN THESE ARBITRARY AESTHETIC CRITERIA IF THEY'RE APPLIED TO PORTIONS OF THE BUILDING THAT ARE NOT VISIBLE FROM THE STREET. I WONDER IF THERE'S A CHANCE THAT THERE MIGHT HAVE OCCURRED SOME KIND OF DRAFTING ERROR OR MISCOMMUNICATION THAT RESULTED IN THESE AESTHETIC CHOICES BEING APPLIED TO THE ENTIRE PROJECT, EVEN THOUGH THE ORDINANCE CLEARLY STATES THAT THE PANELS WOULD BE ENCOURAGED ON THE BACKS OF BUILDINGS. I'D ALSO POINT OUT THAT THE SOLAR PANELS, THAT SOLAR PANELS IN GENERAL, THEY'RE PRETTY MUCH BLACK. UM, AND IT'S POSSIBLE TO ADD SOME KIND OF PLASTIC SKIN OVER THEM. BUT HONESTLY, THESE PRODUCTS CAN LIMIT THE EFFICIENCY OF THE SUN GETTING INTO THE PANELS SOMEWHERE BETWEEN MAYBE ONE TO EIGHT OR 9%. UH, MANDATING THIS FOR ALL, BUT BLACK ROOFS DOESN'T SEEM PARTICULARLY COMPATIBLE WITH THE PURPOSE OF PROMOTING THE USE OF SOLAR IN THE MOST EFFECTIVE METHOD POSSIBLE. BLACK ROOFS, I HAVE TO SAY, ALSO ABSORB TREMENDOUS HEAT, AND IF ANYTHING, PROBABLY SHOULD BE DISCOURAGED FOR THEIR NEGATIVE CONTRIBUTION TO CLIMATE CHANGE. REGARDING THE NUMBER OF CORNERS OR ZIGZAG CONFIGURATIONS. MOST PITCHED ROOFS, WHICH ARE FEATURE OF MOST SINGLE FAMILY HOMES THROUGHOUT DUBLIN ARE GREAT FOR CAPTURING SOLAR ENERGY. BUT THE BACKS OF HOUSES OFTEN HAVE PROTRUDING PLUMBING, FIREPLACE, CHIMNEYS, UH, FENCE RADON STACKS OR OTHER EXHAUST APPARATUS, MAKING THEM LESS AMENABLE TO STRICT RECTANGULAR CONFIGURATIONS AS THE FRONT OF MANY HOUSES ACTUALLY MIGHT BE. UM, THIS IS BECAUSE THE MECHANICAL NECESSITIES ARE TYPICALLY VENTED OUT OF SIGHT IN THE BACK OF THE STRUCTURE AWAY FROM THE STREET. AND SO IMPOSING THE RECTANGULAR SHAPE AND CORNERS RULE ON THE BACK SEEMS TO SEVERELY LIMIT THE ELECTRIC PRODUCTION OF WHAT SOLAR EQUIPMENT CAN FIT OVER THERE. AS YOU SEE HERE, THE SEWER FUND DEBT EXPENDITURES INCREASED SIGNIFICANTLY OVER THIS FIVE YEAR PERIOD FROM 1.4 MILLION TO 2.5 MILLION. THAT IS A RESULT OF THE DEBT FUNDED PROJECTS. UH, MOSTLY THE THREE RELIEF SEWERS THAT ARE INCLUDED IN THIS FIVE YEAR C I P. AND ALSO FOR YOUR, FOR YOUR AWARENESS, THERE'S A FOURTH RELEASE SEWER JUST OUTSIDE THIS FIVE YEAR C I P THAT WILL CONTINUE TO INFLUENCE THESE RATES. RATES MOVING FORWARD. AS YOU CAN SEE AT THIS RATE LEVEL, THE ENDING FUND BALANCE OF THE SEWER FUND STAY STABLE OVER THIS FIVE YEAR PERIOD, WHICH IS REALLY IMPORTANT IN MAINTAINING, UM, A PURSUIT OF A, A FUND BALANCE POLICY WITH REGARD TO THIS FUND WHILE STILL COMPLETING THE PROJECTS THAT NEED DONE IN THIS FIVE YEAR C I P. IN TERMS OF THESE, UH, PROJECTS, THEY'RE DETAILED HERE. THERE'S ABOUT $10 MILLION IN RELIEF SEWER WORK, AND THAT DOES NOT INCLUDE ABOUT $4.6 MILLION IN SEWER LINING REPAIR AND MANHOLE REHABILITATION. IN TERMS OF THE WATER FUND, THERE'S SIGNIFICANTLY LESS DEBT EXPENDITURES PROGRAMMED IN THIS FIVE YEAR PERIOD, WHICH IS REFLECTED IN THE RATE INCREASE. HERE WE'RE PROPOSING A 1% INCREASE IN 2024. YOU CAN SEE THAT THE WATER FUNDED DEBT EXPENDITURES RANGE FROM 390,000 TO 464,000. UH, DURING THIS FIVE YEAR PERIOD, THE FUND BALANCE ACTUALLY INCREASES ABOUT HALF A MILLION DOLLARS. THAT'S IMPORTANT TO NOTE BECAUSE AS YOU'LL SEE THE ASSUMPTIONS THERE, COSTS ARE INCREASING AT ABOUT 3% WHILE REVENUES ARE ONLY INCREASING AT ABOUT 1%. RIGHT NOW, WE HAVE A FUND BALANCE AND INTEREST RATES ARE SUCH THAT WE'RE ABLE TO MAINTAIN THAT, BUT THAT IS NOT A SUSTAINABLE, UH, FUTURE MOVING FORWARD. SO THIS IS, UH, A FUNDING PLAN THAT WORKS FOR NOW WHILE WE'RE FOCUSING ON THE SEWER FUND, BUT WE WILL CONTINUE TO, TO MAKE ADJUSTMENTS EVERY C I P TO MAKE SURE THAT WE'RE BALANCING THE REVENUES AND THE EXPENDITURES OF THE FUND. IN TERMS OF THE IMPACT, THERE'S A VERY LIMITED REVENUE GENERATION BECAUSE OF [00:55:01] THE REVENUES OF THE FUND, VERY LIMITED CASH FUNDED C I P PROJECTS IN THE NEXT FIVE YEARS. SO, UM, 5% MAINTAINS A FLAT FUND BALANCE. WE CERTAINLY COULD PUT 6% THERE AND SEE AN INCREASE IN FUND BALANCE. WE CERTAINLY COULD SEE 6% THERE AND JUST AN ESCALATION IN COSTS FOR THE RELEASE SEWERS AS WE MOVE THROUGH THOSE PROJECTS. SO IT WAS REALLY JUST A MODELING CHOICE. BY CLOSING THIS, THIS LOOP WHERE THIS, FOR THIS BID ACCEPTANCE, IT ALLOWS THE CREATION OF TWO MORE OF THESE RINGS FOR THE ECONOMIC DEVELOPMENT.
