IT IS AN HONOR TO BE HERE THIS EVENING TO PRESENT THE 2026 SERVE OHIO AWARD TO AN EXTRAORDINARY GROUP OF YOUTH VOLUNTEERS WHO ARE PART OF THE TEAM BUDDY PROGRAM FOR MORE THAN 20 YEARS, SERVE OHIO HAS PARTNERED WITH COMMUNITIES ACROSS OUR STATE TO BUILD STRONG, SUSTAINABLE CULTURES OF SERVICE.
WE LEAD AMERICORPS PROGRAMS AND THE NATIONAL DAYS OF SERVICE, BRINGING LEADERS TOGETHER TO EXPAND VOLUNTEER OPPORTUNITIES AND CELEBRATE THOSE WHO LIFTS UP OUR COMMUNITIES THROUGH THEIR TIME AND TALENT LIKE THE YOUTH YOU SEE IN FRONT OF YOU TONIGHT.
AT OUR CORE, WE BELIEVE SERVICE STRENGTHENS OHIO AND THE CITY, ONE PERSON, ONE ACT IN ONE COMMUNITY AT A TIME EVERY DAY.
VOLUNTEERS IMPROVE LIVES IN WAYS BOTH BIG AND SMALL.
THEY REACH BEYOND THEMSELVES TO HELP A NEIGHBOR SOLVE A PROBLEM OR CREATE HOPE.
THEIR EFFORTS SHAPE WHO WE ARE AS A STATE AND A CITY.
WE GIVE, WE LEARN, WE SERVE, AND WE GROW THE SERVE.
OHIO AWARDS, HONOR INDIVIDUALS AND ORGANIZATIONS WHO SERVICE MAKES A POWERFUL DIFFERENCE IN THEIR COMMUNITIES.
EACH AWARD INCLUDES A THOUSAND DOLLARS CONTRIBUTION TO SUPPORT THE ORGANIZATION WHERE THE RECIPIENTS SERVE.
THIS YEAR, WHEN SEEKING AN OUTSTANDING YOUTH VOLUNTEER GROUP, WE WERE INSPIRED BY THE REMARKABLE IMPACT OF THE TEEN BUDDY PROGRAM.
THE TEEN BUDDY PROGRAM IN DUBLIN, OHIO WAS CREATED DURING THE PANDEMIC TO REDUCE ISOLATION AMONG OLDER ADULTS, AND HAS SINCE GROWN INTO A LEADING INTERGENERATIONAL INITIATIVE, PAIRING TEENS WITH SENIORS FOR REGULAR CONVERSATIONS, VISITS, AND SHARED ACTIVITIES, WHAT A UNIQUE E EXPERIENCE AND PERSPECTIVE THE PROGRAM CAN HAVE ON THE YOUTH OF OUR FUTURE WHO ARE FUTURE LEADERS AND REALLY LEARNING ABOUT INDIVIDUALS IN THEIR COMMUNITY WHO THEY WOULD'VE NEVER HAD THAT OPPORTUNITY TO CONNECT WITH OR LEARN FROM BEFORE.
MORE THAN 200 PEOPLE HAVE PARTICIPATED SINCE 2020, FORMING OVER A HUNDRED LASTING FRIENDSHIPS.
IN 2025 ALONE, 34 TEENS AND OLDER ADULTS LOGGED 620 SERVICE HOURS CONTRIBUTING TO A TOTAL OF 3,720 HOURS SINCE

THE PROGRAM BEGAN.VOLUNTEERS RECEIVE CAREFUL SCREENING AND TRAINING INC INCLUDING SUPPORT FROM LOCAL MENTAL HEALTH AGENCIES TO ENSURE SAFE, MEANINGFUL ENGAGEMENT WITH OLDER ADULTS.
THE PROGRAM REDUCES LONELINESS, BUILDS CONFIDENCE AND EMPATHY IN TEENS, AND FOSTERS MENTORSHIP AS SENIORS SHARE LIFE EXPERIENCES, THEIR OWN PERSONAL HISTORY AND THEIR WISDOM.
TODAY, THE TEEN BUDDY PROGRAM STANDS AS ONE OF DUBLIN'S STRONGEST COMMUNITY CONNECTIONS ENRICHING THE LIVES OF BOTH GENERATIONS.

HELLO, COUNCIL MEMBERS, I WOULD LIKE TO HAVE YOUR CONSIDERATION IF IT HAS NOT BEEN ALREADY BROUGHT UP FOR THE RENOVATION OF THE UNDERPASS NEXT TO THE BRIDGE PARK ROUNDABOUT.
DURING RUSH HOURS, CARS THAT ARE GOING FROM NORTH TO SOUTH OF RIVERSIDE DRIVE WOULD ALMOST ALWAYS CIRCUMVENT THE ROUNDABOUT BY GOING IN THE UNDERPASS.
THIS MEANT THE CARS COMING FROM THE SOUTH SIDE OF THE ROUNDABOUT WILL NOT HAVE SPACE DUE TO THE CARS COMING FROM EAST BRIDGE STREET.
THIS RESULTS IN A MAJOR TRAFFIC JAM, WHICH RESULTS IN PEOPLE TRYING TO TAKE RISKS BY TRYING TO SQUEEZE THROUGH THE SMALL GAPS BETWEEN CARS WITHIN THE ROUNDABOUT.
THIS COULD POTENTIALLY CAUSE AN ACCIDENT TO OCCUR IF THE UNDERPASS WERE TO BE REMOVED.
IT COULD BE RENOVATED TO MAKE RIVERSIDE CROSSING PARK PLAZA HAVE MORE BIGGER WALKING PATHS.

AND WE'LL STICK WITH BRIAN FOR THE STAFF REPORT.
MEMBERS OF COUNCIL, THE AVERY ROAD SHARED USE PATH PROJECT WILL CONSTRUCT A SHARED USE PATH ALONG THE WEST SIDE OF AVERY ROAD, CONNECTING THE EXISTING SHARED USE PATHS AND IMPROVING THE OVERALL SHARED USE PATH NETWORK CONNECTIVITY, FILLING IN ONE OF THE LAST SHARED USE PATH GAPS ALONG AVERY ROAD.
THIS PROJECT WILL PROVIDE A VITAL PEDESTRIAN SAFETY CONNECTIVITY AND INCLUDES AN A DA COMPLIANT CROSSING AND CORPORATE CENTER DRIVE.
THE RESOLUTION BEFORE YOU THIS EVENING WILL ALLOW THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH A EP TO RELOCATE THEIR IMPACTED ELECTRIC FACILITIES PRIOR TO THE PROJECT CONSTRUCTION.
HELPING TO ENSURE THE SHARED USE PATH IS CONSTRUCTED IN 2026.
STAFF HAS COORDINATED THE REQUIRED WORK FOR THIS PROJECT WITH A EP OHIO AIMING TO MINIMIZE THE POTENTIAL RELOCATIONS.
A LETTER OF AGREEMENT HAS BEEN DRAFTED TO ADDRESS THE REQUIRED WORK, DEFINE THE COST FOR THE RELOCATION, AND ESTABLISH THE REIMBURSEMENT OF THIS WORK BY THE CITY.
UPON COMPLETION OF THE WORK, A EP SHALL PRESENT ALL INVOICES TO THE CITY TO SUPPORT THE ACTUAL COST OF THE WORK.
THE TOTAL ESTIMATED COST OF THE WORK IN THE AGREEMENT IS $20,983 AND 13 CENTS.

UH, WE LOOKED TO STRENGTHEN SOME OF THE SUSTAINABILITY AND RESILIENCE CRITERIA LISTED AT THE END OF THE DOCUMENT.
UH, WE UPDATED, UH, A LOT OF THE, NOT A LOT, BUT SOME OF THE CHARACTER AREA INTENT AND CHARACTER AREA NAMES TO BETTER REFLECT THE CURRENT AND PLANNED USES FOR EACH OF THOSE AREAS.

AND BECAUSE THOSE ZONING CHANGES HAVE NOT BEEN FORMALLY ADOPTED, I BELIEVE ADOPTING AN IMPLEMENTATION STRATEGY BASED ON THOSE ASSUMPTIONS PUTS THE CART BEFORE THE HORSE.
AND FOR THOSE REASONS, I BELIEVE THE FORMAL ZONING ACTION NEEDED BEFORE THIS STUDY IS READY FOR ADOPTION SHOULD TOOK PLACE.

UH, THIS PRESENTATION WILL FOCUS ON A PHASED APPROACH TO REIN TO THE REINVESTMENT IN THE DCRC, INCLUDING COMPLETED PHASE ONE IMPROVEMENTS, PROPOSED PHASE TWO APPRO IMPROVEMENTS, ENHANCEMENTS, AND FOR THIS YEAR.
UM, UM, THOSE IMPROVEMENTS FOR THIS YEAR AND A PRELIMINARY SCOPE FOR PHASE THREE.
THE PROPOSED PHASE TWO AND THREE IMPROVEMENTS ARE DESIGNED TO MINIMIZE OPERATIONAL IMPACTS WHILE ALSO CONSIDERING ONGOING MASTER PLANNING EFFORTS FOR THE PREMIER ATHLETIC AND, UH, RECREATION

UM, IT'S MOSTLY FITNESS, IT'S MULTI-USE SPACE, IT'S AQUATICS AS WELL AS THE PERFORMING ARTS WITH THE THEATER.
UM, THIS EXERCISE THAT WE'VE BEEN GOING THROUGH FOR SOME TIME IS TO EXTEND THAT AND IMPROVEMENT AND IMPROVE IT AND START LOOKING FOR WHERE THE SHORTFALLS ARE, UM, AND START TO IMPROVE ON THOSE.
SO THIS IS NOT THE FIRST TIME WE'VE BEEN IN FRONT OF YOU AND HAVE DISCUSSED THIS.
UH, BACK IN 2023, WE STARTED THIS PROCESS WITH A COMMUNITY ENGAGEMENT EFFORT.
UM, THAT EFFORT REALLY WAS TO FOCUS ON ENGAGING WITH THE COMMUNITY AND UNDERSTANDING WHERE THE COMMUNITY STOOD ON THE EXISTING FACILITY.
WE ALSO ENGAGED WITH YOU, UM, AND MANY OF YOU, UM, WERE ON, UM, WERE ON COUNCIL AT THAT POINT IN TIME AND WE TALKED TO YOU ABOUT THE FACILITY AND WHAT THE LONG-TERM VISION FOR THE FACILITY IS.
THAT OCCURRED THROUGH 2023 TILL ABOUT THIS TIME IN, WELL, ACTUALLY YEAH, ABOUT THIS TIME IN 2024 WHEN WE MADE THE PRESENTATION, MARIA AND I WERE JOKING THAT THE AGENDA TONIGHT WAS VERY SIMILAR TO THAT WITH ALL THE ALCOHOL SALES APPROVALS.
SO IT'S LIKE DEJAVU A LITTLE BIT.

THE COMMUNITY ENGAGEMENT PROCESS WAS VERY, I WANNA REMIND YOU, IT WAS A VERY IN DEPTH PROCESS.
UM, WE MET THREE TIMES WITH COMMUNITY MEMBERS.
UM, MEETING NUMBER ONE WAS REALLY, WE JUST WENT TO THE COMMUNITY AND ASKED THEM, WHAT DO YOU THINK ABOUT THIS? AND WE JUST LISTENED AND WE GATHERED ALL THAT DATA AS MUCH AS WE DID COULD.
AND THEN MEETING NUMBER TWO, WE REALLY DRILLED DOWN ON FOCUS GROUPS AND MET WITH SPECIFIC GROUPS, UM, AND TALKED ABOUT SOME INITIAL THOUGHTS THAT WE WERE HAVING, UM, THAT WE WERE THINKING ABOUT COMING OUT OF THAT.
AND THEN MEETING NUMBER THREE, WE CAME TO YOU AND WE PRESENTED THE OVERALL MASTER PLAN AND APPROACH.
NOW KEEP IN MIND THIS WAS THE HIGH LEVEL STUDY.
IT WAS TO DEFINE THE WORD USE TONIGHT QUITE A BIT OF, OF TIMES WITH THE STRATEGY FOR THE APPROACH TO MAKE SURE WE HAD A STRATEGY AS WE WENT IN.
WE, WE DID SOME RENDERINGS, WE DID SOME PROJECTED COST AND EVERYTHING ASSOCIATED WITH IT.
UM, THE QUESTIONS THAT WE ASKED WERE OF THE COMMUNITY THAT, THAT WERE REALLY QUITE CRITICAL, UM, TO THE OVERALL PROCESS WAS, YOU KNOW, WHAT IS YOUR GENERAL OVERALL IMPRESSION OF THE FACILITY ON WHAT ARE THE BEST FEATURES OF THE EXISTING COMMUNITY CENTERS? WHAT, UM, SPACES OR PROGRAMS NEED IMPROVEMENTS? WHAT SPACES OR PROGRAMS ARE MISSING AND WHAT WOULD MAKE THE DUBLIN COMMUNITY RECREATION CENTER MORE APPEALING? AND THEN WHAT WE HEARD IS WE HEARD, UH, MANY DIFFERENT THINGS HERE.
UM, BUT PRIMARILY WHAT WE HEARD WAS THE FACILITY IS OVERCROWDED.
WHEN THE FACILITY WAS BUILT, IT WAS, YOU KNOW, BACK IN THE NINETIES, DUBLIN'S A DIFFERENT PLACE TODAY IT'S MUCH MORE POPULATED, POPULATED, YOU CONTINUE TO ANNEX LAND, IT'S GROWING, UM, AND IT WILL CONTINUE TO GROW AS YOU ALL MOVE FORWARD.
UM, SOME OF THE OTHER THINGS WAS THE SHORTFALLS WITHIN THE AQUATICS WE HEARD, UM, THAT WAS, UM, YOU KNOW, VERY SIGNIFICANT TO THE POINT OF EVEN AT THAT TIME SOME PEOPLE WERE BRINGING UP THE IDEA OF A 50 METER POOL THAT WE, UM, HAVE SINCE SORT OF MOVED ON FROM TO SOME DEGREE.
UM, THE FACILITY OVERALL WAS DATED IN TERMS OF ITS FINISHES.
UM, IF YOU LOOK AT SOME OF YOUR NEIGHBORING COMMUNITIES, WESTERVILLE, UPPER ARLINGTON, HILLIARD, UM, KEEP IN MIND YOU WERE FIRST TO MARKET WHEN YOU BUILT THIS PLACE, AND NOW YOUR NEIGHBORS HAVE PROBABLY PASSED YOU A LITTLE BIT IN TERMS OF WHAT THEIR FACILITIES LOOK LIKE.
UM, NOT IN TERMS OF NECESSARILY THE PROGRAMMING.
OH, A LOT OF COMMENTS ABOUT A DEMONSTRATION KITCHEN THAT IS TRENDING RIGHT NOW.
UM, WITH A LOT OF THESE FACILITIES, UH, THERE WAS A, A NEED IDENTIFIED FOR MORE FUNCTIONAL FITNESS SPACE.

UM, THE SPACES SHOULD BE FLEXIBLE AND MULTI-USE.
UM, THE AREAS WERE DATED, WE HEARD A LOT OF THE SAME THINGS.
THE ABBEY THEATER EXPERIENCE, UH, WAS WEAK.

SO WE HEARD A LOT OF SPECIFIC DETAILS AS WE WENT.
THAT POINT IS WE GATHERED A LOT OF DATA THAT PROVIDED THE FOUNDATION FOR HOW WE ARE MOVING FORWARD WITH THE PROJECT.
SO PHASE ONE, COMING OUT OF THAT ORIGINAL MASTER PLAN STUDY, WE IDENTIFIED A COUPLE SPACES, THE SENIOR CENTER AND THE, IN THE TEEN, UM, TEEN LOUNGE, UM, THAT WE NOW REFER TO AS THE LOUNGE, WHERE IT'S THE OLD SENIOR CENTER AT THE HUB.
AND THEN THE, UM, AND THEN WE DID AN ADDITION CALLED THE, UH, WHAT RESPOND LOUNGE.
I HAVE A PROBLEM WITH THAT, BUT YEAH.
SO I WANNA REMIND YOU THAT AS PART OF THIS, WE DID DO AN ADDITION TO THE FACILITY WHERE WE CAPTURED THE EXISTING COURTYARD.

OTHER IMPROVEMENTS, UM, OVER THE YEARS STARTING IN 2022.
JUST WANT TO REMIND YOU THAT THERE'S BEEN MAINTENANCE SPECIFIC IMPROVEMENTS THAT HAVE NOT BEEN IGNORED.
THINGS LIKE REPLACING ROOFTOP UNITS, REPLACING NEW FILTER SYSTEMS, NEW AV COMPONENTS IN THE TALIS.
WE'RE GONNA SPEAK TO THAT IN A LITTLE BIT.
UM, MULTIPLE, JUST DIFFERENT TYPES OF, OF IMPROVEMENTS AND RENOVATIONS THAT YOU ALL PROBABLY DON'T SEE.
AND THEN THAT THE COMMUNITY REALLY DOESN'T SEE AND UNDERSTAND, BUT THEY HAVE, UH, YOU KNOW, INVESTED A SIGNIFICANT AMOUNT OF CAPITAL.

AND JUST TAKING CARE OF WHAT I WOULD CALL JUST BASIC MAINTENANCE INFRASTRUCTURE TYPE TYPE THINGS TO KEEP THE FACILITY OPERATIONAL.
AND THEN WHAT WE'RE HERE TO TALK TO YOU TONIGHT IS ABOUT PROPOSING WHAT PHASE TWO MIGHT BE.
UM, WHAT WE'RE CONSIDERING IS A RENOVATION TO THE TAIS, A RENOVATION TO THE RESTROOM THAT'S RIGHT OUTSIDE THE TAIS, OFF THAT MAIN HALLWAY.
AND THEN CONSIDERATIONS FOR EXPLORING RENOVATIONS TO THE MAIN AREA OF THE ABBEY THEATER.
UM, AS THAT'S GOING ON, YOU SEE THAT DASH LINE GOING AROUND THERE.
THE NEXT PHASE, AS YOU COME OUT OF A MASTER PLAN IS YOU START TO LOOK AT SCHEMATIC DESIGN.
SO YOU START TO REALLY REFINE WHAT THE APPROACH IS.
SO WE ARE STILL WORKING ON A SCHEMATIC DESIGN FOR THE ENTIRE FACILITY AS WE'RE ADVANCING P PARTS AND PIECES OUT AS A PHASE ONE AND PHASE TWO.
SO, UM, WE WILL BE COMING BACK TO COUNCIL AND EVENTUALLY PRESENTING THAT ENTIRE SCHEMATIC DESIGN PACKAGE.

UM, THE GOALS THAT WE'VE BEEN LOOKING AT, THE, THE DESIGN GOALS FOR THE PROJECT IS REALLY UPDATING ALL THE INTERIOR FINISHES, UM, AND ENHANCED LIGHTING SYSTEM APPROVED, IMPROVED ACOUSTICS.
UM, WE KNOW WE WANT THE MATERIALS TO BE TIMELESS, NEUTRAL, A TIMELESS, NEUTRAL MATERIAL PALETTE.
UM, AND PROBABLY EVEN MORE IMPORTANT IS, UH, DUR DURABLE AND EASY TO

SO REPLACING THE FIXTURES THAT ARE A LITTLE TIRED WITHIN THE SPACE WITH SOMETHING THAT IS A LITTLE BIT MORE FRESH WILL, UM, PROVIDE OPPORTUNITIES FOR HIGHER END RENTALS.
UM, AS WELL AS INTEGRATING COVE LIGHTING WITHIN THERE TO ALLOW FOR DIFFERENT LIGHTING CONTROLS.
SET THE MOOD NO MATTER IF YOU'RE HAVING A PRESENTATION, SOFTEN THE SPACE, UM, OR JUST BEING ABLE TO HAVE AN ENTIRE BRIGHT SPACE AS WELL.

SO WHAT WE FOUND IS WE POPPED A COUPLE ACCESS PANELS AND LOOKED ABOVE THE CEILING, AND IT WAS LIKE, OH, THERE'S THREE OR FOUR FEET UP THERE THAT WOULD GREATLY IMPROVE THE USE OF THIS LOBBY.
AND THEN THERE'S A LOT OF BUILT IN, UH, UM, COUNTERS AND HALF WALLS AND EVERYTHING.
MAYBE THAT'S SOMETHING TO CONSIDER.
THE OTHER THING IS, IS THE VESTIBULE ENTRANCE.
AND WE'RE STILL REALLY LOOKING AT THIS IS, THIS IS STILL IN THE VERY BEGINNING STAGES, BUT EXTENDING THAT ENTRANCE OUT TO THE FRONT, SO WHEN YOU COME AROUND AND YOU DRIVE THROUGH THAT DROP OFF AREA, UM, YOU KNOW, GETTING THE FRONT DOORS TO THE THEATER TO, TO FACE THAT A LITTLE BIT MORE, UM, AND, AND, AND PULLING THE VESTIBULE OUT SO WE CAN AT LEAST CAPTURE THAT SPACE ON THE INSIDE OF IT TOO, TO OPEN IT UP A LITTLE BIT.

UH, THE EXERCISE BROUGHT TOGETHER SENIOR LEADERS FROM ALL ACROSS THE CITY DEPARTMENTS ALONG WITH OUR PARTNERS AT WASHINGTON TOWNSHIP.
AND THIS IS, UM, INTENDED TO STRENGTHEN COLLABORATION.
IT HELPS WITH OUR DECISION MAKING DURING AN EMERGENCY.
SO WHAT WE DID WAS WE CONDUCTED A REVIEW OF OUR RESPONSE TO THE HEAVY SNOW AND THE WIND EVENTS.

STARTING IN MAY, THE CONSULTANT SURVEY CREWS WILL BEGIN CONDUCTING FIELD AND UTILITY SURVEYS IN THE AREAS THAT ARE IDENTIFIED ON THE MAP ON THE SCREEN.

SO THE TIME SPENT TOGETHER AS THIS WORKING GROUP WILL BE TIME WELL SPENT.

AGAIN, SHIFTING JOBS, POPULATION AND CONSTRUCTION DYNAMICS HIGHLIGHTED THE NEED FOR INCREASED COLLABORATE COLLABORATION ACROSS ALL OF THE GROUPS.
SO THE WORK TO DATE HAS FOCUSED ON WHAT WE KNOW AND THE WORK AHEAD WILL BE JOINT VISIONING AND COLLABORATION.

UM, POTENTIAL PROPERTY TAX CHANGES ARE CERTAINLY NOT CURRENTLY AT THE FOREFRONT OF OUR DISCUSSIONS BECAUSE OF OUR, OUR FUNDING STRUCTURE, BUT I BELIEVE THAT THIS IS AN APPROPRIATE TIME TO REMIND OUR RESIDENTS THAT THE FIRE AND EMERGENCY MEDICAL SERVICES PROVIDED TO DUBLIN FROM WASHINGTON TOWNSHIP ARE FUNDED ALMOST EXCLUSIVELY THROUGH PROPERTY TAX REVENUES.
I THINK IT'S ALSO WORTH NOTING THAT WASHINGTON TOWNSHIP HAS NOT SOUGHT A MILLAGE OR A FUNDING INCREASE IN 15 YEARS.
AND IN LIGHT OF WEEKEND REPORTS FROM OMA, FROM OML AND LOCAL NEWS OUTLETS THAT A CITIZEN LED EFFORT TO ABOLISH PROPERTY TAXES VIA A CONSTITUTIONAL AMENDMENT IN OHIO MAY REACH THE SIGNATURE THRESHOLD FOR PLACEMENT ON THE NOVEMBER BALLOT.
UM, I WANTED TO MENTION THAT WASHINGTON TOWNSHIP LEADERSHIP IS OBVIOUSLY THINKING ABOUT IMPACTS, AND THEY HAVE BEEN PROACTIVELY DISCUSSING, UM, HOW TO HANDLE SUCH A CHANGE.
AND IN A RECENT MEETING, THE TOWNSHIP ADMINISTRATOR, TRUSTEES AND FISCAL OFFICER BRIEFLY DISCUSS CONTINGENCIES RELATED TO POSSIBLE, RELATED TO THIS POSSIBLE CONSTITUTIONAL AMENDMENT.
AND I THINK AS RESPONSIBLE STEWARDS OF PUBLIC FUNDS, THEY'VE BEEN PREPARING FOR SUCH A DISRUPTION FOR YEARS.
THEY EXPRESSED CONFIDENCE IN THEIR ABILITY TO CONTINUE TO DELIVER HIGH QUALITY SERVICES TO DUBLIN RESIDENTS, UM, POSSIBLY FOR NEARLY A YEAR, NOT INDEFINITELY, SHOULD SUCH AN AMENDMENT ACTUALLY, UH, BE VOTED BY THE OHIO ELECTORATE.
SO MY TAKEAWAY IS THAT WASHINGTON TOWNSHIP IS APPROACHING THIS ISSUE THOUGHTFULLY, PROACTIVELY, AND THAT THEY CONTINUE TO DISPLAY SOLID FISCAL PRACTICES AND DEMONSTRATE A STRONG COMMITMENT TO SERVICE TO OUR COMMUNITY.

IN REGARDS TO HEALTHCARE NAVIGATION, UH, THE COMMUNITY WELLNESS NAVIGATOR WILL LAUNCH IN MAY.
UM, THE PURPOSE OF THIS IS TO IMPROVE ACCESS SERVICES, PROVIDE OUTREACH, AND, UH, CONNECT RESIDENTS TO SERVICES, A MUCH, MUCH NEEDED, UM, RESOURCE IN REGARDS TO TRANSPORTATION.
WE DISCUSSED THE INCREASE IN THE DUBLIN CONNECTOR RIDERSHIP.
WE ALSO TALKED ABOUT THE POTENTIAL FOR THE, UH, QUOTA PLUS TO ENHANCE MOBILITY AND REGIONAL CONNECTIVITY.
UM, IN REGARDS TO THE YOUTH BEHAVIORAL HEALTH.
UM, A NEW TALK, LISTEN, LEARN CAMPAIGN IS BEING DEVELOPED IN PARTNERSHIP WITH LOCAL ORGANIZATIONS TO ADDRESS YOUTH MENTAL HEALTH ISSUES AND SUBSTANCE USE.
UM, AND THERE'S A PLANNED LAUNCH IN THE 2026 2027 SCHOOL YEAR.

IT'S, IT WILL HELP EVALUATE THE OUTCOMES OF EACH PROGRAM.

UM, CRAWFORD HOING SAID WE ONLY WANT TO LOOK AT OHIO BASED ARTISTS.
K ONE, UH, FIRST TIME OFFICIAL PROJECT IS ADMINISTERED BY DUBLIN'S PUBLIC ART BOARD IN A PUBLIC PRIVATE PARTNERSHIP WITH CRAWFORD HOANG CHING RESONATES DEEPLY WITH THE SITE AND PLANS TO CREATE A MEANINGFUL, INTIMATE INSTALLATION OPERATING AT MULTIPLE SCALES.

DA C'S STAFF APPLIED FOR AN OAC C GRANT TO FUND A NEW PUBLIC ART BASED RESIDENCY PROGRAM IN 2027.
PUBLIC ART IS AT THE HEART OF DA'S WORK, AND HOUSE GUEST WILL ACTIVATE DA'S GROUNDS AND GALLERIES BY MAKING THE RESEARCH, EXPERIMENTATION AND DECISION MAKING BEHIND PUBLIC ART, BOTH ACCESSIBLE AND ENGAGING.
AND THE NEXT EXHIBITION IN DUBLIN ART COUNCIL GALLERY IS IMPRESSIONS AND QUILT AND WATERCOLOR WILL DISPLAY THE WORKS OF A CENTRAL OHIO ARTIST, DIANA WHITMER FRANCO, WHO CREATES PIECES DEPICTING SCENES IN NATURE THROUGH TWO DISTINCT MEDIUMS.
