AND WHEREAS A SOUND NATURAL ENVIRONMENT IS THE FOUNDATION OF A HEALTHY SOCIETY AND A ROBUST ECONOMY.

AND WHEREAS THE CITY OF DUBLIN ASPIRES TO BE THE MOST SUSTAINABLE GLOBAL CITY OF CHOICE BY MODELING SUSTAINABLE LEADERSHIP, DESIGNING SUSTAINABLE COMMUNITIES, SUPPORTING THE NATURAL ENVIRONMENT, AND ACHIEVING ZERO WASTE.

AND WHEREAS THE CITY SEEKS TO CONSERVE RESOURCES, REDUCE GREENHOUSE GAS EMISSIONS, WASTE, LITTER AND POLLUTION, AND PROTECT THE PUBLIC HEALTH AND WELFARE OF WILDLIFE, VEGETATION, STREAMS, AND RIVERS, ALL OF WHICH ENHANCE THE QUALITY OF LIFE FOR THE COMMUNITY.

AND WHEREAS THIS YEAR IN CONJUNCTION WITH EARTH DAY ACTIVITIES, THE CITY OF DUBLIN IS TAKING ACTION TO HELP SAVE MONARCH BUTTERFLIES, WHICH ARE CRITICAL TO MOVING POLLEN, POLLEN FROM ONE PLANT TO ANOTHER, FERTILIZING FLOWERS AND MAKING IT POSSIBLE FOR PLANTS TO PRODUCE FOOD NEEDED TO FEED PEOPLE AND WILDLIFE.

WHEREAS THE CITY OF DUBLIN HAS PLAYED A LEADERSHIP ROLE IN EFFORTS TO ENGAGE WITH COMMUNITY GARDEN GROUPS TO PROMOTE THE EXCHANGE AND PLANTING OF NATIVE PLANTS AND TO EDUCATE ABOUT INVASIVE SP PLANT SPECIES AND BY BEING HOME TO A COMMUNITY WILDLIFE HABITAT.

AND WHEREAS DURING THE MONTH OF APRIL, THE CITY OF DUBLIN OFFERED A VARIETY OF OPPORTUNITIES TO CELEBRATE EARTH MONTH, WHICH KICKED OFF WITH SUSTAINABLE SATURDAY, THIS PAST APRIL 11TH AND CONCLUDED WITH EARTH DAY IN ARBOR DAY CELEBRATIONS THIS COMING APRIL 24TH WITH VOLUNTEERS TAKING PART IN A COMMUNITY CELEBRATION AT AMBER LEE COMMUNITY PARK.

THE PROJECT SCOPE ALSO INCLUDES ASPHALT PAVEMENT, INSTALLATION ON STREET PARKING, BRICK SIDEWALKS AND CROSSWALKS, GRANITE CURBS, A DA COMPLIANT CURB RAMPS, STORM SEWER IMPROVEMENTS, STREET LIGHTING AND LANDSCAPING ENHANCEMENTS.

THIS PROJECT DOES FULFILL THE PUBLIC IMPROVEMENT OBLIGATIONS IDENTIFIED IN THE CITIES AS THE CITY'S RESPONSIBILITY UNDER THE RIVERVIEW VILLAGE DEVELOPMENT AGREEMENT.

THE CONSTRUCTION PHASE OF THIS PROJECT IS FUNDED THROUGH THE 2026 THROUGH 2030 CAPITAL IMPROVEMENTS PROGRAM IN THE AMOUNT OF $9.7 MILLION.

THE ENGINEER'S ESTIMATE FOR THE PROJECT IS $8.6 MILLION.

ON MARCH 25TH, 2026, THREE BIDS WERE RECEIVED AND PUBLICLY OPENED BY STAFF.

COMPLETE GENERAL CONSTRUCTION SUBMITTED THE LOWEST AND BEST BID OF $9,802,387 AND 56 CENTS, WHICH IS APPROXIMATELY 14% HIGHER THAN THE ENGINEER'S ESTIMATE.

AN INTERNAL REVIEW OF THE BID ITEMS INDICATES THAT THE INCREASE IS LIKELY ATTRIBUTABLE TO SEVERAL FACTORS, INCLUDING THE SITE'S PROXIMITY TO BEDROCK, THE RELATIVELY CONSTRAINED PROJECT AREA AND WORKSPACE, THE USE OF HIGH QUALITY AESTHETIC MATERIALS AND FINISHES AND ONGOING UNCERTAINTY AND FUEL COSTS.

GIVEN THE CLOSE ALIGNMENT AMONG THE BIDS RECEIVED WITH A COST DIFFERENCE OF LESS THAN 2% BETWEEN THE TWO LOWEST BIDS.

STAFF BELIEVES THAT THE SUBMITTED PRICING REFLECTS THE CURRENT MARKET CONDITIONS AND THE TRUE CONSTRUCTION COST.

BASED ON THESE FACTORS, IT IS NOT ANTICIPATED THAT REBIDDING THE PROJECT WOULD YIELD SIGNIFICANTLY LOWER PRICING AND THE, AND WOULD DEFINITELY IMPACT THE PROJECT'S TIMELINE CONSIDERABLY.

ADDITIONALLY, THERE IS A RISK THAT SOME OR ALL OF THE CURRENT BIDDERS MAY ELECT NOT TO PARTICIPATE IN A REBID OF THE PROJECT, WHICH COULD FURTHER REDUCE COMPETITION AND POTENTIALLY RESULT IN HIGHER COSTS, GIVEN THAT THE LOWEST AND BED BID EXCEEDS THE ENGINEER'S ESTIMATE.

UM, WE HAVE AN ACRONYM FOR THIS,

SO IF YOU SEE THAT ANYWHERE, UM, THAT IS JUST US SAVING SOME BREATH.

UM, BUT THIS IS, THIS PROJECT HAS BEEN AROUND FOR A LITTLE OVER A YEAR NOW, AND WE STARTED THIS FOLLOWING COUNCIL'S 2025 GOAL TO ACCELERATE ECONOMIC DEVELOPMENT IN THE WEST INNOVATION DISTRICT.

UM, SO AS WE STARTED THIS, WE, UH, CONTRACTED WITH PLANNING NEXT, UH, WHO WAS WORKING WITH EMH AND T TO COMPLETE THIS WORK AND REALLY TAKE A LOOK AT ALL THE WORK THAT WE'VE ACCUMULATED OVER THE PAST, UH, 10 TO 15 YEARS AND PUT THAT INTO ONE DOCUMENT ABOUT HOW DO WE WANT TO, OR HOW DO WE EXPECT TO, FOR INFRASTRUCTURE TO BE, UM, IMPLEMENTED OUT HERE AND WHAT'S IT GONNA TAKE TO GET THERE.

UM, THE LAST TIME, THIS WAS BEFORE COUNCIL WAS IN NOVEMBER FOR THE COUNCIL RETREAT WHERE WE SHARED A BIG UPDATE AT THAT TIME.

UM, BUT THAT ALSO SHOWED 2026 COUNCIL GOAL, UM, REALIGNMENT WITH LAST YEAR TO CATALYZE ECONOMIC DEVELOPMENT IN THE WEST INNOVATION DISTRICT.

AND A KEY PART OF THAT WAS TO ADOPT THIS, THIS STRATEGY.

UM, SO WE'VE, UH, BEEN WORKING REALLY HARD.

WE'RE REALLY EXCITED TO SHARE A LOT OF THE WORK THAT WE'VE DONE TO THIS POINT.

UM, THE TEAM AS STATED, UH, CONTAINS JAMIE GREEN, UH, MIKE BREM, AND AMANDA BRANDON, AS WELL AS ANDREW SOUDERS.

SO I'M GONNA INTRODUCE JAMIE.

SO JUST TO REVIEW, THE PURPOSE HERE IS TO PROVIDE AN OVERVIEW OF THE, UH, WITTIS, UH, THAT IS THE TWO SYLLABLE VERSION OF THE 11 SYLLABLE FULL NAME, UH, AN OVERVIEW OF THE WORK, PRESENT THE DELIVERABLES AND THE KEY FINDINGS, REVIEW THE INFRASTRUCTURE READINESS AND DEVELOPMENT SEQUENCING THAT HAS COME OUT OF THIS WORK, AND THEN OUTLINE WHAT WE THINK THE IMPLEMENTATION STEPS ARE GOING FORWARD, UH, FROM THE WORK.

SO JUST AS A LITTLE BIT OF FRAMING, I THINK SOME OF YOU, UH, ARE PROBABLY FAMILIAR THIS RECALL THIS, BUT WE'VE GOT A COUPLE THINGS HERE ABOUT WHAT WE THINK THIS PROJECT IS AND WHAT IT IS NOT.

AND WHAT IT IS, FIRST OF ALL, IS ABOUT TRYING TO REALIZE THE VISION THAT YOU'VE SET FORTH THROUGH THE ENVISION DUBLIN PLAN, UH, AND SO MANY OF YOUR OTHER POLICY WORK, BUT TO HELP GUIDE DEVELOPMENT, UH, AND SUPPORT YOUR GOALS IN THE PROCESS.

IT IS ALSO A REFINEMENT OF THE INFRASTRUCTURE NEEDS IN THIS AREA, WHICH TURNS OUT, YOU KNOW, FOR A RELATIVELY SMALL AREA OF 2,250 ACRES, A FAIRLY COMPLEX AREA TO ADDRESS THE INFRASTRUCTURE NEEDS.

IT IS ALSO, UH, INTENDED TO BE SOMETHING THAT HELPS COORDINATE THE, THE VARIOUS PROJECTS IT WILL TAKE TO ACTUALLY ENABLE THE KIND OF DEVELOPMENT THAT YOU WANT IN THIS AREA.

IT IS ALSO CLEAR TO ABOUT WHAT IT IS NOT.

IT IS NOT ABOUT CHANGING LAND USE OR ZONING.

OUR ASSUMPTION FROM THE VERY BEGINNING OF THIS WORK WAS THAT THIS WAS ABOUT TAKING THE VISION FOR LAND USE THAT YOU'VE ALREADY MEMORIALIZED IN YOUR, UH, COMPREHENSIVE PLAN AND TRY TO FIGURE OUT HOW TO BRING IT TO LIFE.

SO IT'S NOT ABOUT LAND USE, NOT CHANGING LAND USE OR CHANGING THE ZONING OUT THERE.

IT'S NOT ABOUT REDESIGNING THE SPECIAL AREA.

IT'S REALLY ABOUT HOW DO YOU ENABLE THE WORK THAT YOU'VE ALREADY PUT FORWARD IN A VERY INTEGRATED WAY.

AND THEN IT IS NOT ABOUT DETERMINING THE SPECIFICS OF PROJECTS.

IT'S NOT ABOUT ROADWAY SPECIFIC ALIGNMENTS, GENERAL ALIGNMENTS, YES, BUT NOT THE SPECIFIC ALIGNMENTS, NOT THE SPECIFIC SANITARY SEWER EXTENSIONS.

BUT THE GENERAL IDEA ABOUT THAT, UH, WHEN WE, THIS PROJECT WAS, YOU KNOW, NAMED THE INTEGRATED STRATEGY FOR A REASON, AND THAT'S BECAUSE THERE'S SO MUCH WORK THAT YOU'VE ALREADY DONE, PUBLIC POLICY, GOOD POLICY WORK THAT WE WANTED TO MAKE SURE WE WERE ADDRESSING.

AND SO, UM, AS ZACH ALLUDED TO, SOME OF THIS WORK STARTED WITH, WITH YOUR COMMUNITY, YOU KNOW, BACK IN THE LATE TWO THOUSANDS, UH, EARLY 2000, UH, TENS.

BUT WE WANTED TO DOCUMENT, AND IF YOU LOOK AT MAYBE THE BIG COLORED BANDS HERE ABOUT LOOKING AT YOUR GUIDING DOCUMENTS, LOOKING AT YOUR ECONOMIC DOCUMENTS, LOOKING AT YOUR HOUSING DOCUMENTS, TRANSPORTATION AREA PLANS, PARKS, UH, AND OTHER PLANS, THERE'S A, A SIGNIFICANT AMOUNT OF WORK THAT WE WANTED TO INTEGRATE AND TAKE STOCK OF.

YOU'LL NOTICE LIKE RIGHT BEFORE THE BANDS OF COLOR START TO

COLLAPSE, THAT THERE'S A NUMBER OF THESE THAT HAVE, UH, TRIANGLES TO THEM POINTING TO YOUR RIGHT.

SO ONE OF THE, UH, ONE OF THE TREATS OF THIS PROJECT WAS TRYING TO INTEGRATE ACTIVE POLICY WORK THAT WAS GOING ON.

YOU KNOW, WHETHER IT'S THE PASSENGER RAIL STUDY OR THE TREAT STREET TYPOLOGY OR THE SIGNATURE TRAIL.

SOME OF THOSE, IF YOU THINK ABOUT WHERE THEY WERE, YOU KNOW, OVER A YEAR AGO, THEY WERE LESS CLEAR THAN THEY ARE TODAY.

SO WE'VE WORKED OUR WAY THROUGH THIS MOVING DYNAMIC, IMPORTANT MOVING DYNAMIC HERE, AND THEN GOT TO THIS POINT WHERE WE SHOW THIS THAT'S SUPPOSED TO BE A BOW, NOT A KNOT THAT PULLS, THAT STOPS THINGS, BUT I GUESS EVEN BOWS HAVE KNOTS.

BUT THE IDEA WAS TO PULL IT ALL TOGETHER AND THEN BE ABLE TO HELP YOU FEED IT BACK IN TO THE IMPLEMENTATION, UH, STRUCTURE THAT YOU ALREADY HAVE, WHETHER IT'S YOUR CAPITAL IMPROVEMENTS PLANNING, OR YOUR OPERATING BUDGET OR PRIVATE DEVELOPMENT DECISIONS THAT ARE NEEDED.

BUT ALL HOW THAT IS FLOWS IN SERVICE OF YOUR HIGHER OR DIVISION ABOUT THIS BEING A GLOBAL CITY OF CHOICE WHERE SUSTAINABILITY, RESILIENCY, AND CONNECTIVITY ARE FUNDAMENTAL.

SO THAT'S, YOU KNOW, THAT'S THE SIMPLEST PICTURE ABOUT WHAT WE, YOU KNOW, HAVE BEEN TRYING TO DO WITH THE INTEGRATION PART OF THE WORK.

THIS DIAGRAM SHOWS, YOU KNOW, IN A CASCADING DOWN, GETTING MORE SPECIFIC AS WE GO DOWN, UH, IN OUR WORK THAT YOU'LL HEAR REFERENCE TO THE, ALL OF THESE IN A MINUTE.

BUT THINKING ABOUT THIS IS THE INNOVATION DISTRICT, SO WHAT DOES THAT MEAN? AND THEN WE GOT MORE SPECIFIC ABOUT WHERE DOES, WHERE DOES INNOVATION TAKE PLACE IN A CHARACTER BASED WAY? AND THEN GOING FROM THERE TO INFRASTRUCTURE AREAS AND THEN LOOKING AT DEVELOPMENT AREAS, GETTING DOWN TO THE PARCEL LEVEL ABOUT WHAT IT MEANS TO ENABLE DEVELOPMENT IN THIS.

SO THIS IS SORT OF LIKE A SIMPLE VISUAL ABOUT HOW THAT ALL SORT OF RELATES, UH, BUT GETTING MORE SPECIFIC AS YOU GO DOWN.

SO JUST IN TERMS OF INNOVATION, IT'S BEEN A LONG DESIRE, UH, A POLICY ASPIRATION FOR THE CITY TO HAVE THIS AREA WHERE INNOVATIVE ACTIVITY HAPPENS.

EARLIER IN OUR PROCESS, WE TALKED ABOUT WHAT DOES THAT ACTUALLY MEAN? AND WE ACKNOWLEDGE THAT INNOVATION HAPPENS ON A CONTINUUM, YOU KNOW, FROM THE IDEA GENERATION TO ACTUALLY THE PRODUCTION.

AND SO WE BELIEVE THAT IN THIS AREA YOU HAVE SPACE AND YOU UNIQUELY HAVE SPACE FOR SOME OF THE LATER STAGE INNOVATION THAT YOU JUST DIDN'T HAVE IN THE COMMUNITY.

YOU ALSO MAY RECALL THAT FROM AN EARLIER PRESENTATION ABOUT HOW MUCH TALENT THE NORTHWEST PART OF THIS REGION HAS IN TERMS OF STEM EDUCATED, GRADUATE LEVEL, EDUCATED FOLKS IN THIS COMMUNITY.

THEY'RE HERE FOR A REASON AND WE OUGHT TO BE FACILITATING THAT.

SO THIS, UH, INNOVATION PIECE IS SORT OF THE MORE GENERAL PART THAT WE'RE TRYING TO DRIVE, UH, THE ECONOMY AND DRIVE OPPORTUNITIES TO.

IN TERMS OF CHARACTER AREA, WE, UH, HAVE DEVELOPED, AND I'LL SHOW YOU IN A MINUTE, THE MAP OF THESE THREE SORT OF NOTIONS ABOUT THE CHARACTER OF DEVELOPMENT THAT FACILITATES INNOVATION.

SO WE HAVE STRUCTURED SOME STRATEGIC NODES WHERE WE THINK EARLY STAGE INNOVATION HAPPENS.

UH, AND THOSE HAPPEN TO BE WHERE OU IS LOCATED RIGHT NOW.

AND ALSO IT CAN HAPPEN IN PLACES LIKE AROUND THE RAIL, THE, THE, UH, PASSENGER RAIL LOCATION WHERE THERE COULD BE CONCENTRATED NODES OF COLLABORATIVE WORK THAT LOOKS AT EARLY STAGE AND APPLIED R AND D AND ATTRACTS THOSE KIND OF FIRMS. WE'VE ALSO, IN OUR CHARACTER AREAS HAVE AN AREA THAT WE ARE TALKING ABOUT ENABLING HIGH QUALITY, FLEXIBLE GROWTH IN, IN THE GEOGRAPHY THAT WE HAVE.

AND THEN ALSO WE'RE REALLY MINDFUL THAT THERE'S OTHER REGIONAL GROWTH OPPORTUNITIES TO ATTRACT INNOVATIVE WORK THAT REINFORCES THE CORE MISSION OF, UH, THE WID IN THIS AREA.

SO GRAPHICALLY, OOPS, I WENT, I WENT AHEAD HERE.

YOU HAVE A LOT OF OF INNOVATION ACTIVITY HAPPENING ALREADY IN THIS, IN THE CITY, BUT THIS MIGHT BE A UNIQUE PLACE TO PUT THAT PART OF THE CONTINUUM IN PLACE WITH THE LARGER AREA THAT WE IDENTIFY AS THE BUSINESS PARK, WHERE YOU HAVE FLEX INNOVATION SPACE THAT ACTUALLY CAN HAVE LATER STAGE INNOVATION, UH, ACTIVITY HAPPENING THERE.

SO IN TERMS OF LIKE, WE WENT FROM INNOVATION TO CHARACTER AREAS TO NOW WE'RE IN A DIFFERENT TYPE OF AREA THAT IS THE INFRASTRUCTURE OPPORTUNITY AREAS.

AND I'M GONNA ASK, UH, MIKE FROM E, M, H AND T TO TALK A LITTLE BIT ABOUT THIS, BUT THIS IS ABOUT TAKING EVERYTHING WE'VE EARNED SO FAR

AND SO OPPORTUNITY AREA ONE, UH, SHOWN IN GREEN ON THE GRAPHIC WATER AND SEWER IS THERE TODAY.

IT'S ACCESSIBLE.

UM, MOVING TO OPPORTUNITY AREA TWO, UM, THAT REQUIRES EXTENSION OF WATER MAINS AND SANITARY SEWERS, BUT IT'S WITHIN THE CITY OF COLUMBUS PLANNING AREA.

SO DUBLIN IS LARGELY IN CONTROL OF, UH, THE TIMING OF THOSE EXTENSIONS.

AND THEN AS YOU MOVE INTO OPPORTUNITY AREAS, THREE, FOUR, AND FIVE START TO GET OUTSIDE OF THE COLUMBUS PLANNING AREA AND, UM, EITHER OUTSIDE THE COLUMBUS PLANNING AREA OR STARTING TO OVERLAP WITH UTILITY SERVICE AREAS FOR OTHER UTILITIES.

SO AN ADDED LEVEL OF COORDINATION REQUIRED THERE.

THE OTHER WAY WE GROUPED, UH, AREAS WITHIN THE WID WAS BY DEVELOPMENT AREA.

AND SO, UH, WE TRIED TO GROUP, UM, AREAS BASED UPON SIMILAR LAND USE AND OR LIKELIHOOD OF CONCURRENT DEVELOPMENT.

AND SO WE, WE BROKE IT INTO, UH, I THINK 10 AREAS, A THROUGH J AND FOR EACH DEVELOPMENT AREA.

UM, WITHIN THE STUDY WE HAVE SUMMARIZED THE CATALYTIC INFRASTRUCTURE, UH, NEEDED TO SUPPORT DEVELOPMENT IN EACH ONE OF THOSE AREAS.

UM, AGAIN, MAINLY WATER, SEWER AND TRANSPORTATION.

WE HAVE, UH, PROVIDED BUDGETARY CONSTRUCTION COSTS FOR THOSE IMPROVEMENTS TO ASSIST WITH CAPITAL PLANNING.

UH, IF AND WHEN THIS PROPOSAL COMES TO YOUR ATTENTION AND ENTERS INTO A JUDICIAL PROCEDURE, I REALLY HOPE YOUR MIND IS OPEN TO IT.

WE'VE HAD TRUCKING ACCIDENTS HERE POST ROAD LAST YEAR WE HAD A FLIPPED OVER SEMI, AND THEN WHEN WE OPENED UP THE NEW, UH, EXIT TO 33 AND TWO 70 IN 2017, IF YOU REMEMBER, A TRUCK EXPLODED BECAUSE IT WAS GOING TOO FAST.

AS A COORDINATED CAMPUS IS ORGANIZED INTO FOUR SECTIONS AND IDENTIFIES EXISTING ASSETS CHALLENGES WHILE FRAMING FUTURE OPPORTUNITIES.

ITS RECOMMENDATIONS CONSIST OF A VISION STATEMENT, GUIDING PRINCIPLES, PROGRAM CONSIDERATIONS, AND A DESIGN FRAMEWORK WITH KEY CONSIDERATIONS.

FOR BACKGROUND.

AS COUNCIL WILL RECALL, THE CITY PURCHASED SPORTS OHIO SHEPHERD'S EXCAVATING, AS WELL AS PART OF FARMS IN 2024.

THESE PROPERTIES WERE ACQUIRED IN PART TO SUPPORT ECONOMIC DEVELOPMENT, ENABLED TRANSPORTATION IMPROVEMENTS, AND EXPAND REC OPPORTUNITIES, WHICH ARE SUPPORTED BY OTHER CITY PLANS AND POLICIES.

FOLLOWING COUNCIL'S GOAL LAST YEAR TO ESTABLISH A PREMIER ATHLETIC COMPLEX, ITS SINCE BEEN UPDATED TO PARK STAFF ENGAGED OUR CONSULTANT FRIENDS AT SUZAKI TO HELP LEAD A VISIONING PROCESS, WHICH STARTED WITH STAKEHOLDER INTERVIEWS, INCLUDING THOSE WITH COUNCIL.

AN INNOVATIVE PLANNING PROCESS LED TO A, UH, LED TO COUNCIL'S RETREAT AT THE END OF LAST YEAR WHERE THREE CONCEPTS WERE SHARED AND DISCUSSED.

EACH ALTERNATIVE WAS CONSIDERED IN TERMS OF FEASIBILITY, PROGRAM CONSIDERATIONS, CIRCULATION USE OF EXISTING FACILITIES, AND CONSISTENCY WITH THE BROADER WITS PLANNING, CITY COUNCIL EXPRESSED PREFERENCE FOR THIS CENTRAL PARK CONCEPT WHILE HIGHLIGHTING REFINEMENTS THAT ARE NEEDED TO CONSIDER.

UM, THE SPORTS OHIO STEERING COMMITTEE, WHICH I WILL TOUCH ON SHORTLY, ALSO EXPRESSED SUPPORT FOR THE CENTRAL PARK CONCEPT.

UM, FOLLOWING THE THE RETREAT, THE TEAM REFINED THE UPDATED PREFERRED CONCEPT AND DRAFTED THE DESIGN FRAMEWORK, WHICH WAS SHARED WITH COUNCIL.

DURING THE FEBRUARY WORK SESSION, COUNCIL EXPRESSED SUPPORT FOR THE DIRECTION OF THE FRAMEWORK, WHILE PROVIDING CLEAR DIRECTION ON UPDATES AND CHANGES TO CONSIDER FOR FUTURE, FUTURE PHASES OF WORK.

DURING THE FEBRUARY WORK SESSION, COUNCIL ASKED FOR A LIST OF TOURNAMENTS, WHICH OCCUR AT DARI FIELDS.

UM, THE LARGEST ONE HELD IN APRIL IS THE NIKE CUP WITH ABOUT 18,500 ATTENDEES.

THIS HIGHLIGHTS THE USE OF THE PROPERTY, UM, FOR TOURNAMENTS ALREADY, AND THE BUSY SCHEDULE THAT IT ACCOMMODATES.

THE NEXT FEW SLIDES REALLY HIGH, THE HIGHLIGHT THE RECOMMENDATIONS OF THE VISION FRAMEWORK.

RECOMMENDATIONS FOCUS ON MAKING IT EASIER FOR FOLKS OF ALL AGES AND ABILITIES TO MOVE AROUND, UM, WITHIN EACH PROGRAM AREA, AS WELL AS DIFFERENT PARTS OF THE PARK AND CONNECTIONS TO THE BROADER DUBLIN COMMUNITY TO CONVEY THE LONG-TERM VISION OF THE CAMPUS.

WE WILL ENTER INTO NEGOTIATIONS FOR THE FOP OHIO LABOR COUNCIL, WHICH IS THE DISPATCHERS IN THE FALL AS THEIR CONTRACT EXPIRES ON 1231 OF THIS YEAR.

MOVING ON TO RECRUITMENT AND SELECTION, AS WE'VE

SHARED AT THE LAST SEVERAL HR BRIEFINGS, I WANNA UPDATE YOU ON THE MOST RECENT VACANCY AND TURNOVER DATA.

AS A REMINDER, THE DIFFERENCE BETWEEN THE TWO IS THAT A VACANCY REFERS TO A JOB THAT IS CURRENTLY UNOCCUPIED.

WHILE TURNOVER DESCRIBES THE RATE AT WHICH EMPLOYEES LEAVE THE CITY.

THE ASSIGNED CURRICULUM INCLUDED MODULES ON CYBERSECURITY, THE TECHNOLOGY USE PROGRAM, WHICH IS A O 9.2, A REVIEW OF THE CITY'S DIVERSITY, EQUITY AND INCLUSION POLICY, WHICH IS A O2 0.76, DRUG-FREE WORKPLACE AND SUBSTANCE ABUSE TRAINING, SAFE DRIVING CUSTOMER SERVICE STANDARDS, AND BUILDING EMERGENCY EVACUATION PROCEDURES.

STAFF MEMBERS ACCESS THE MODULES THROUGH CORNERSTONE, THE CITY'S LEARNING MANAGEMENT SYSTEM.

ON DECEMBER 9TH, THE CITY'S SENIOR LEADERSHIP TEAM GATHERED FOR THE YEAR END RETREAT AND SERVICE PROJECT LEADERSHIP RECEIVED KEY UPDATES ON SEVERAL IMPORTANT INITIATIVES, INCLUDING THE DUBLIN WELLNESS ALLIANCE, THE CITIZEN SURVEY RESULTS, CUSTOMER SERVICE ENHANCEMENTS, THE 2026 BUDGET PROCESS, AND THE ORGANIZATIONAL UPDATE FROM THE CITY MANAGER, MEGAN O' CALLAHAN.

THE TEAM HELD A YEARLY REVIEW OF EACH DIVISION AND REVIEWED THE 2026 STRATEGIC OUTLOOK.

THE DAY CONCLUDED WITH A SERVICE PROJECT AT THE DUBLIN FOOD PANTRY, WHERE THE TEAM PACKED LUNCHES FOR STUDENTS OVER THE SCHOOL HOLIDAY BREAK.

CALLAHAN, AND THE HUMAN RESOURCES STAFF MEMBERS TO BUILD RELATIONSHIPS, EXPLORE THE SERVICES AND BENEFITS AVAILABLE TO THEM, AND EXPERIENCE WHAT IT MEANS TO BE PART OF A TEAM THAT IS DRIVEN BY EXCELLENCE, DEDICATED TO SERVICE AND BETTER TOGETHER.

UM, THIS IS A PROJECT THAT THEY'RE ADVANCING THAT'S GONNA CONTINUE OVER THE NEXT COUPLE OF YEARS ACROSS THE ENTIRE CENTRAL OHIO REGION.

AND THROUGH THIS PROJECT, THEY ARE UPGRADING WATER METERS, INCLUDING THOSE THROUGHOUT ALL OF DUBLIN TO MODERN ADVANCED METERING INFRASTRUCTURE.

THE NEW METERS WILL REPLACE AGING INFRASTRUCTURE AND METERS AND EQUIPMENT, AND THEY ARE DESIGNED TO BE MORE ACCURATE, THEY ARE MORE OPERATIONALLY EFFICIENT AND THEY PROVIDE INCREASED CUSTOMER SERVICE.

SO THEY, UM, THE NEW METERS ARE INSTALLED IN ROUGHLY THE SAME LOCATIONS AS THE EXISTING ONES AT, AT, UM, EXISTING

RESIDENTS AND ALONG WITH A SMALL READING DEVICE.

AND THERE IS NO COST TO OUR CUSTOMERS.

SO STARTING ON APRIL 14TH, CREW FROM MS. CONSULTANTS, THEY'RE PART OF THE CITY OF COLUMBUS DESIGN TEAM FOR THIS PROJECT, THEY WILL BEGIN CONDUCTING FIELD AND UTILITY SURVEYS WITHIN THE ROAD RIGHT AWAY.

SO THEY WON'T BE ON PRIVATE PROPERTY.

UM, AND THEY'LL BE FOCUSING ON WHAT COLUMBUS IS REFERRING TO AS THE PHASE TWO WORK OF THEIR FOURTH WATER PLANT TRANSMISSION MAINS PROJECT.

THE APPROXIMATE ALIGNMENTS ARE AS SHOWN ON THE GRAPHIC IN THE SCREEN.

BLUE IS IDENTIFIED AS PHASE ONE AND YELLOW FOR PHASE TWO.

THE FIELD SURVEY WILL BE PERFORMED ALONG NEARFIELD DRIVE FROM TARTAN DRIVE TO POST ROAD AND THEN ALSO ALONG POST ROAD FROM MUIRFIELD DRIVE TO COMMERCE PARKWAY AND RESIDENTS.

THEY WILL SEE, UH, WORKERS IN THE AREA WHILE THE SURVEYING IS ACTUALLY BEING PERFORMED.

UM, WE HAD 732 RESIDENTIAL CHIPPER REQUESTS, WHICH IS NEARLY THREE TIMES THE NORMAL AVERAGE FOR THE MONTH OF MARCH.

WE HAD STAFF WORKING 615 HOURS ON CHIPPING IN MARCH, REQUIRING 105 HOURS OF OVERTIME.

AND THAT WAS JUST TO KEEP UP WITH THE VOLUME OF REQUESTS.

SO I JUST WANT TO THANK OUR STAFF, UM, PUBLIC SERVICE STAFF, COMMUNICATION STAFF.

UM, JUST WANTED TO MENTION, I HAD THE OPPORTUNITY TO MEET WITH THE RIVER FOREST, HOA AND MANY THANKS TO, UH, ANTHONY SEVERIN FOR ACCOMPANYING ME TO THAT AND ALSO WITH THE BRISTOL COMMONS, HOA.

AND I JUST REALLY APPRECIATED, UH, THEIR RESIDENTS TIME AND I LOVED HEARING THEIR QUESTIONS AND THEIR CONCERNS, SO THANK YOU.

SO I TOO WOULD LIKE TO THANK THE HIKA FOR THEIR HOSPITALITY AND ICE CREAM LAST FRIDAY.

I MEAN, THAT'S A HUGE FEATHER IN, IN OUR CAP.

UM, SO SAW THEM SATURDAY NIGHT AND NOT TO BE LEFT OUT.

TURNS OUT THE, UH, DUBLIN TYCO WAS THE 2026, UM, RECIPIENT OF THE DUBLIN ARTS COUNCIL'S COMMUNITY ARTS PROGRAM.

UM, IT'S GREAT TO SEE THE IMPACT THAT THESE GRANTS CAN HAVE ON THE ARTS IN OUR COMMUNITY, NOT JUST THE VISUAL ARTS, BUT THE PERFORMING ARTS AS WELL.

MAYBE IN MY LIFE TIME WILL HAVE A STATE-OF-THE-ART COMMUNITY PERFORMING ARTS CENTER.

UH, I RECENTLY HAD THE PLEASURE OF HAVING COFFEE WITH A RESIDENT THAT HAD EXPRESSED INTEREST IN OUR BOARDS AND COMMISSIONS.

ONE TOPIC THAT CAME UP WAS TRANSPORTATION AND MOBILITY.

I SHARED THE VISION OF LINK US, AND HE WAS SKEPTICAL OF RIDERSHIP.

HE SAID, YOU KNOW, I LOOK AT THESE CODA BUSES, THERE'S USUALLY ONE OR TWO PEOPLE ON IT.

AND SO HE, THE, THE CONVERSATION MORPHED INTO A CONVERSATION ABOUT ROBO TAXIS.

HE HAD JUST GOTTEN BACK FROM VEGAS AND WAS TALKING ABOUT THESE WAYMO ROBO TAXIS.

AND IT OCCURRED TO ME, WE LIVE, WE'RE IN THE CITY OF DUBLIN, WE'RE IN THE BETA DISTRICT, WE'RE IN THE SMART CORRIDOR, AND YET IN

THESE TRANSPORTATION AND MOBILITY CONCEPTS WE'RE SEEING WITH LINK US, I DON'T REALLY SEE A WHOLE LOT WITH RESPECT TO DRIVERLESS CARS OR ROBO TAXIS.

I KNOW FIVE YEARS AGO WHEN WE WERE TALKING ABOUT ROBO TAXIS AND FLYING CARS, PEOPLE KIND OF ROLLED THEIR EYES, BUT THE FUTURE IS NOW, AND THIS STUFF IS HAPPENING.

SO I, I JUST THINK AS WE LOOK AT, UH, TRANSPORTATION AND MOBILITY FROM, SAY, SAWMILL ROAD ALL THE WAY OUT TO THE PARK, PARC, UM, WE THINK FORWARD, WE THINK AHEAD, UM, AND WHAT THE LANES MIGHT NEED TO LOOK LIKE TO ACCOMMODATE THAT, THAT KIND OF TRAFFIC.

UM, I'D LIKE TO GIVE A SHOUT OUT LASTLY TO THE FOLKS THAT VOLUNTEERED ON SATURDAY TO MAKE SUSTAINABLE SATURDAY.

SUCH A GREAT SUS SUCCESS.

UH, TRAFFIC WAS BACKED UP THROUGH AT LEAST ONE ROUNDABOUT, IF NOT TWO, IT WAS A, A MAJOR HIT.

UH, ON APRIL THE SEVENTH, WE HAD OUR GRAND MARSHALL SELECTION MEETING.

SO LOOK FORWARD IN THE COMING DAYS TO HEARING THE, UH, THE, UM, SELECTED GRAND MARSHALL FOR THE 4TH OF JULY PARADE.
