IN 2024, THE CITY ENTERED AN AGREEMENT FOR THE CONSTRUCTION AND MAINTENANCE OF THIS PATH WITH WASHINGTON TOWNSHIP.

THE TOWNSHIP SUBMITTED AND RECEIVED A LINK US GRANT FUNDING, UH, IN 2026, ACQUISITION OF PROPERTY INTEREST FROM NINE PROPERTY OWNERS IN THE PROJECT AREA IS NECESSARY TO CONSTRUCT THE PROJECT.

THE ORDINANCE BEFORE COUNCIL THIS EVENING PROVIDES FOR ONE ACQUISITION OF PROPERTY IS DETAILED IN THE STAFF MEMO.

THE CITY HAS PARTICIPATED IN GOOD FAITH DISCUSSIONS WITH THE PROPERTY OWNERS AND HAVE ARRIVED AT MUTUALLY AGREEABLE TERMS. THIS COMPLETES THE ACQUISITIONS FOR THE PROJECT EXCEPT FOR ONE THAT IS PROCEEDING THROUGH THE APPROPRIATION PROCESS.

ALSO, CURRENTLY IN RIVERSIDE CROSSING PARK, THE ONLY ACTIVE AREAS ARE THE PAVED AREAS.

SO IF YOU CAN KIND OF SEE HERE, IT'S SORT OF WHERE THE ICE RINK IS NOW AND THEN DOWN BY THE FOUNTAIN.

BUT NOW THAT THE GRASS IS ACTIVE, SO FOR EXAMPLE, LAST YEAR WE CAME BACK AND ASKED FOR THE GRASS AREA TO BE ACTIVATED DURING THE SUMMER SERIES.

AND AT THAT TIME COUNCIL HAD REQUEST OR TALKED ABOUT WHAT DOES IT TAKE TO ACTIVATE THAT AREA.

AND WE STARTED LOOKING AT SOME OF THE OTHER DOORS AROUND CENTRAL OHIO.

FOR EXAMPLE, THE ONE THAT'S IN THE ARENA DISTRICT, THEIR DOOR IS ONLY ACTIVE WHEN THERE ARE SPECIFIC EVENTS.

SO IF THERE'S A CREW GAME OR A CLIPPERS GAME OR A BLUE JACKETS GAME.

SO THEY'RE ONLY ACTIVE DURING THOSE EVENT NIGHTS.

SO LOOKING AT SOMETHING LIKE THAT AND ALSO KNOWING WE WANTED TO SIMPLIFY THE PROCESS FOR SOME OF OUR EVENTS GOING THROUGH OUR SYSTEM THAT WE TALKED ABOUT IN THE COMMUNITY EVENTS ROADMAP, WE ARE REQUESTING THAT STAFF COULD ACTIVATE THAT GRASS AREA JUST BY GOING THROUGH THE COMMUNITY EVENT PERMIT, THE COMMUNITY EVENT PERMIT.

AND WE ALSO RECOMMEND APPROVAL OF DORA IN THE RIVERSIDE CROSSING PARK THROUGH THE COMMUNITY EVENT PERMITTING PROCESS.

SO HOW THIS FUNCTION AS A, A LARGER CORRIDOR.

SO I WANTED TO BRING AN UPDATE TO YOU TONIGHT AND THEN HIGHLIGHT SOME, UM, EVENTS THAT ARE COMING UP, UM, AND JUST SHARE AN UPDATE OF THIS PROJECT IN GENERAL.

SO IN TERMS OF THE, UM, PROJECT BACKGROUND, AS I MENTIONED, RIGHT, THE BRIDGE STREET DISTRICT, UM, OR EXCUSE ME, THE BRIDGE STREET CORRIDOR IS REALLY LOOKING AT THAT EAST WEST CORRIDOR THAT RUNS THROUGH THE CITY AND HOW THAT ROADWAY, AS YOU ALL KNOW, HAS EVOLVED OVER TIME, RIGHT? VERY, UM, PARTICULARLY THAT EAST SIDE, PARTICULARLY LOOKING AT, UM, THE DEVELOPMENT PATTERN, HOW, YOU KNOW, IT'S VERY TRANSPORTATION FORWARD IN TERMS OF VEHICLE, THAT SUBURBAN DESIGN MODEL.

AND AS WE'VE TRANSITIONED OVER TIME, PARTICULARLY WITH THE BRIDGE STREET DISTRICT, UM, AND THE IMPLEMENTATION OF DEVELOPMENT WITH THAT PARTICULAR AREA.

AND THEN AS WE'RE MOVING WEST THROUGH THE HISTORIC DISTRICT AND THEN TOWARDS, UM, THE TWO 70 INTERCHANGE, REALLY LOOKING AT THAT OPPORTUNITY TO LOOK AT THIS AREA HOLISTICALLY AND HOW TO HELP, UM, SHARE THAT IMPLEMENTATION STRATEGY FOR ALIGNING WITH ENVISION DUBLIN AND THE STRATEGIES, UM, THAT WE WENT THROUGH AS PART OF THAT, THAT LARGE CONVERSATION AND PARADIGM SHIFT TO BE MORE PEDESTRIAN FRIENDLY AND PEDESTRIAN ORIENTED AND LOOKING AT ALL MODES OF TRANSPORTATION, UM, AS WELL AS THEN THE OPPORTUNITY AS WE TALKED ABOUT ON ANOTHER PROJECT, THE LINK FUTURE LINK US CONNECTION, AND THAT BUS RAPID TRANSIT THAT COULD POTENTIALLY HAPPEN ALONG THIS CORRIDOR.

SO WE REALLY LOOKED AT THIS OVERALL AND ARE LOOKING AT THIS PROJECT OVERALL IN SORT OF THAT TWO PHASED APPROACH, BUT TRYING TO UNDERSTAND AND IDENTIFY WHAT THIS COULD LOOK LIKE AND WHAT THAT PATTERN OF DEVELOPMENT FROM A STREETSCAPE, UM, COULD LOOK LIKE.

UM, SO AGAIN, THIS JUST SORT OF HIGHLIGHTS OUR TWO AREAS, UM, WITHIN THE CORRIDOR AND WHAT WE'RE LOOKING AT.

SO AGAIN, OUR MAJOR FOCUS AREAS WITHIN THIS ARE LOOKING AT HOW WE'RE MANAGING SPEED, BUT ALSO LOOKING AT HOW WE'RE PROVIDING THAT SAFE PEDESTRIAN MOVEMENT, LOOKING AT ALL THESE MOBILITY OPTIONS, HOW ARE WE MAKE MAKING SURE THAT WE'RE TRANSFORMING THIS CORRIDOR INTO SOMETHING THAT SERVES ALL ALL USERS.

UM, ANOTHER PORTION OF THIS IS, AS I MENTIONED, REDEVELOPMENT IS HAPPENING.

HOW ARE WE THINKING ABOUT THAT FROM A PLANNING STANDPOINT WHEN THE DEVELOPMENT COMMUNITY'S COMING FORWARD WITH PROJECTS? WHAT, WHAT'S THAT VISION THAT WE WANNA SET FOR THIS IN TERMS OF, UM, HOW THAT STREETS SCAPE LOOKS, WHERE, YOU KNOW, SIDEWALKS, UM, LANE WIDTHS, ALL THOSE KINDS OF THINGS.

AND HOW WOULD WE THEN ALSO LOOK AT INCORPORATING, UM, THE TRANSIT OPTIONS INCLUDING LINK US THAT I MENTIONED AND REALLY AGAIN, AS I SAID, SHIFTING THAT PARADIGM AND HOW ARE WE FOCUSING ON PEDESTRIAN SAFETY, RIGHT? WHAT, WHAT DO THOSE FACILITIES LOOK LIKE ALONG THIS WHOLE CORRIDOR AND HOW DO WE MAKE SURE THAT THIS VISION AND VISIONING FOR THAT REALLY HELPS SUPPORT THAT? SO JUST AS A QUICK OVERVIEW, UM, AND WE PROVIDED ALL THOSE DETAILS IN YOUR PACKET FOR REFERENCE, UM, AND FOR OUR NEW COUNCIL MEMBERS THAT, UM, DIDN'T HAVE THE BENEFIT OF THAT PRESENTATION.

THE EAST BRIDGE STREET STUDY WAS, UM, PRESENTED TO COUNCIL IN JULY OF LAST YEAR.

AND AS PART OF THAT STUDY, WHICH WAS, UM, A PRETTY EXTENSIVE, UM, WITH CONSULTANT SUPPORT PROVIDED FIVE DESIGN ALTERNATIVES FOR COUNCIL TO CONSIDER, UM, IT REALLY LOOKED AT AGAIN, THE LANE WIDTHS, UM, PEDESTRIAN FACILITIES, BIKE PATHS, ALL THOSE PIECES.

AND AGAIN, HOW AND WHERE WOULD THAT FUTURE LINK US HAPPEN WHEN THAT COMES TO FRUITION.

UM, SO WE HAD SOME GOOD DISCUSSION ABOUT THAT.

THERE WAS A RECOMMENDED ALTERNATIVE THAT WE TALKED ABOUT.

UM, IN THE END COUNCIL HAD A LOT OF DISCUSSION AROUND, RIGHT, WE'RE LOOKING AT REDUCING THE NUMBER OF TRAVEL LANES.

WHAT DOES THAT LOOK LIKE? HOW ARE WE HANDLING ON STREET PARKING? WHAT'S THE ROLE OF THAT? HOW WOULD THAT FIT SEAMLESSLY? AND HOW DO WE MAKE THAT CHANGE OVER TIME? HOW ARE WE ACCOMMODATING THESE BICYCLE AND PEDESTRIAN FACILITIES? WHAT'S THE CHARACTER OF THIS ROADWAY? UM, WE ALSO TALKED ABOUT GENERAL SORT OF PROJECT TIMING, LIKE HOW THIS COULD HAPPEN, UH, PARTICULARLY AS DEVELOPMENT COMES ONLINE AND THEN LOOKING AT, YOU KNOW, WHAT OTHER COORDINATION SUPPORT CAN WE SEE AND, AND INTEGRATE AS PART OF A FUTURE, UM, DEVELOPMENT OR, YOU KNOW, PROJECTS COMING FORWARD ALONG THAT CORRIDOR.

SO TAKING THOSE COMMENTS IN UNDER CONSIDERATION AS WE LOOK AT THAT, AND THEN REALLY LOOKING AT THE WHOLE CORRIDOR FROM SAWMILL TO TWO 70, AND THEN HOW DOES THAT FIT WITHIN THE LARGER REGION, RIGHT? WE HAVE OUR PART THAT WE ARE FOCUSED ON, BUT THAT FITS INTO THIS BIGGER PICTURE.

UM, JEFF SPEC PARTICULARLY SPOKE AT THE SUSTAINABILITY MORSEY SUSTAINABILITY CONFERENCE IN 2024 IF ANYBODY ATTENDED THAT.

SO REALLY GREAT BACKGROUND IN TERMS OF WALKABILITY AND WHAT THAT FEELS LIKE, UM, AND HOW THOSE SORT OF HONESTLY, SIMPLE DESIGN SOLUTIONS CAN REALLY MAKE A HUGE DIFFERENCE.

SO HE'S BEEN A GREAT ADD TO OUR TEAM.

UM, AND WE KICKED THIS OFF, UM, IN NOVEMBER OF LAST YEAR, UM, IN OUR, IN OUR WORKING TOWARDS THESE GOALS AND OBJECTIVES, WHICH AGAIN, IS SIMILAR TO WHAT WE DID ON THE WEST SIDE, BUT HOW'S THAT PEDESTRIAN CONNECTIVITY HAPPENING? HOW ARE WE DEALING WITH THE FEASIBILITY OF ON STREET PARKING STREETSCAPE, VRT CROSSWALK SAFETY IN PARTICULAR? UM, AND THEN HOW DO THOSE FUTURE STREET CONNECTIONS THAT ARE OUTLINED IN THE BRIDGE STREET CODE, HOW DO WE MAKE SURE WE'RE CONTINUING TO IMPLEMENT THAT BECAUSE THE CREATION OF THAT GRID REALLY HELPS TO DISTRIBUTE TRAFFIC IN THAT AS A PIECE OF THE, THE BIGGER PUZZLE.

SO IN TERMS OF NEXT STEPS THAT WE WANTED TO HIGHLIGHT, UM, FOR YOU RELATED TO THIS IS THAT JEFF SPECK IS GONNA COME BACK, UM, AND DO A PRESENTATION ON THE WALKABILITY WALKABILITY CITIES.

WE DIVERTED A TOTAL OF 46.22 TONS OF MATERIAL AT THIS EVENT ALONE.

SO OUR RESIDENTS HAVE CERTAINLY GROWN TO APPRECIATE THIS OPPORTUNITY.

THIS ANNUAL EVENT HELPS, UM, ADVANCE OUR SUSTAINABILITY PLANS GOAL OF EXPANDING COMMUNITY RECYCLING BY IMPROVING ACCESSIBILITY TO OUR RESIDENTS AND ALSO TO THOSE THAT TRAVEL TO DUBLIN TO PARTICIPATE IN THE EVENT.

THESE FEDERAL FUNDS SUPPORT TRANSPORTATION SERVICES FOR OLDER ADULTS AND INDIVIDUALS WITH DISABILITIES, AND THAT HELPS TO ENSURE MOBILITY OPTIONS ARE AVAILABLE FOR RESIDENTS WHO MAY NOT BE ABLE TO DRIVE THE FUNDING, WILL DIRECTLY SUPPORT OPERATIONS OF THE DUBLIN CONNECTOR FOR, UM, OUR SENIORS AND RESIDENTS WITH DISABILITY SPECIFICALLY, WHICH PROVIDES ON-DEMAND TRANSPORTATION WITHIN THE COMMUNITY.

THE COMMITTEE RECEIVED A REVIEW OF THE CITY'S, UH, OF DUBLIN'S ENTERPRISE FUND POLICY FOR WATER AND SANITARY SEWER SERVICES, INCLUDING FUND STRUCTURE, RESERVES, CAPITAL PLANNING, AND DEBT CONSIDERATIONS.

STAFF ALSO INTRODUCED AN ENTERPRISE FUND APPROACH FOR A POTENTIAL EV CHARGER PROGRAM.

THE COMMITTEE WAS SUPPORTIVE OF ESTABLISHING A DEFINED FUND BALANCE, UH, OR WORKING, UH, CAPITAL TARGET.

SO STAFF WILL BE BRINGING THAT BACK TO US TO HAVE A DISCUSSION.

STAFF NOTED THAT THE NEW UTILITY RATE STUDY WOULD BEGIN IN SPRING OF 2026 WITH RECOMMENDATIONS EXPECTED EARLY THIS FALL.

THE COMMITTEE DISCUSSED MAINTAINING A REGULAR STUDY CADENCE AND CONSIDERING INTERIM ADJUSTMENTS TO HELP AVOID SIGNIFICANT RATE INCREASES RATHER THAN HAVING LARGE GAPS BETWEEN THOSE DISCUSSIONS.

THERE WAS ALSO SUPPORT FOR OPERATING THE EV CHARGER PROGRAM AS A SELF-SUSTAINING ENTERPRISE FUND WITH A MEASURED EXPANSION OF APPROXIMATELY ONE TO TWO CHARGERS PER YEAR TO HELP ALLOW FOR BUSINESSES TO CATCH UP AND PROVIDE CHARGING, UM, CAPABILITIES AS WELL.

UH, SO NEXT STEPS INCLUDE INITIATING THE RATE STUDY THIS SPRING AND BRINGING RECOMMENDATIONS TO FULL COUNCIL IN EARLY FALL, POTENTIALLY AS A MULTI-YEAR RATE PLAN.

AND AS PART OF THE 2027 BUDGET PROCESS, STAFF WILL DEVELOP A FUND BALANCE POLICY, CONTINUE REFINING CAPITAL PLANNING, UH, EVALUATE DEBT POLICY ALIGNMENT, AND ESTABLISH THE EV CHARGER FUND AND FEE STRUCTURE AS THE PROGRAM MOVES FORWARD.
