BUT FIRST IT WAS BROUGHT TO MY ATTENTION RECENTLY THAT, UH, SOME DUBLIN CITY COUNCIL CANDIDATES HAVE BEEN ACCEPTING POLITICAL PARTY ENDORSEMENTS FOR THE NOVEMBER 4TH ELECTION.

TOMORROW, UH, MANY FEEL THAT THESE PARTY ENDORSEMENTS OF INDIVIDUAL CANDIDATES ARE INAPPROPRIATE AND THEY HARM THE INTEGRITY OF OUR LOCAL NONPARTISAN CITY ELECTIONS.

UH, SOMETIMES CANDIDATES SEEKING THESE ENDORSEMENTS, UH, HAVE TO PAY TO BE CONSIDERED AND SIGN A PLEDGE OF LOYALTY TO THE PARTY IF THEY'RE ELECTED.

UM, BASICALLY TELLING US THAT THEY'RE PANDERING TO THE PARTY AND NOT THE INDIVIDUALS.

LOCAL PAR POLITICS ARE ABOUT SERVICE NOT SIDES.

PRINCIPAL CANDIDATES DON'T PANDER.

THEY DON'T PAY TO PLAY.

WE WANT, WE DON'T WANT DIVISIVE PARTISAN POLITICS THAT PLAGUE OUR COUNTRY ON A NATIONAL LEVEL TO INFILTRATE OUR LOCAL COMMUNITIES.

DOUBLE IN CITY COUNCIL MEMBERS SERVE IN A NON-PARTISAN CAPACITY SO THAT THEY'RE ABLE TO LISTEN AND TO MAKE DECISIONS BASED ON THEIR CONSTITUENTS BEST NEEDS.

UM, SOME DID TAKE AN ENDORSEMENT, SOME DIDN'T.

MEGAN OCA, UH, O CALLAHAN, AND, UH, WITH SEVERAL DATES THAT OUR TEAMS COULD MEET.

UH, THEY WANT TO BE PREPARED FOR THAT DISCUSSION.

SO THEY WANTED TO KNOW IN ADVANCE WHEN, UH, ABOUT THE, UH, BALANCE TRADE TEAM ASKED TO SEE THE CODE LANGUAGE IN ADVANCE OF THAT MEETING.

AT THE LAST CITY COUNCIL MEETING ON OCTOBER 20TH, 2025, I SPOKE TO THE LACK OF TRANSPARENCY AND ACCOUNTABILITY RELATED TO THE ENVISION DUBLIN FISCAL IMPACT ANALYSIS AND THE NEED TO UNDERSTAND THE CALCULATIONS, CONDITIONS, AND ASSUMPTIONS THAT WENT INTO THE SUMMARY.

AFTER THE MEETING, STAFF FOLLOWED UP WITH ME AND I WAS ABLE TO CLARIFY AGAIN WHAT I WAS LOOKING FOR.

I WAS TOLD BY STAFF THAT THEY UNDERSTOOD WHAT I WAS LOOKING FOR, AND THAT I WOULD GET A RESPONSE WITHOUT HAVING TO SUBMIT ANOTHER PUBLIC RECORDS REQUEST.

UNFORTUNATELY, AS EXPECTED, I HAVE HEARD NOTHING AFTER TWO WEEKS.

THIS IS IN ADDITION TO THE ORIGINAL REQUEST ON JULY 31ST, 2025.

UH, WE DID PROVIDE FOLLOWUP INFORMATION, UM, AFTER THE MEETING ON OCTOBER 20TH, UH, PROVIDED ADDITIONAL, UH, CONTEXT ON, UH, DECRIMINALIZING THE, UH, PARKING STUDY, UH, THE COST OF SAFETY MODEL FOR POLICE.

UH, WE ALSO HAVE ONE MINOR TECHNICAL CHANGE RELATED TO THE COUNTY, UH, HEALTH CONTRACT.

AND NOW THAT WE HAVE THE FINAL CONTRACT, THAT'S ACTUALLY ON TONIGHT'S AGENDA RESOLUTION 54 25, WE WANTED TO ADJUST THE BUDGET TO MATCH THE NOW, UH, KNOWN CONTRACT AMOUNT.

SO THAT'S IN THERE AS WELL.

AND WE ALSO HAD SOME ADDITIONAL INFORMATION ON OUR APPROACH TO ESTIMATING REVENUE FOR THE BUDGET.

UM, IF THERE ARE ADDITIONAL QUESTIONS FROM COUNCIL, I CAN ENTERTAIN THOSE NOW OR HAVE THE APPROPRIATE STAFF MEMBER COME ANSWER QUESTIONS.

UM, AS WE START OUR CONVERSATION TONIGHT, I ALWAYS WANNA START WITH CONTEXT FOR OUR POLICE DEPARTMENT GOALS FOR 2025.

AGAIN, THOSE GOALS BEING CRITICAL, INCIDENT PREPAREDNESS AND MAJOR CRIME, UH, PREPAREDNESS AND RESPONSE, UH, THEFT, OFFENSE REDUCTION THROUGHOUT THE CITY, OVERALL TRAFFIC SAFETY IMPROVEMENT, AND THEN EFFECTIVELY ADDRESSING ISSUES OF SIGNIFICANT COMMUNITY CONCERN.

UM, AS WE TAKE A LOOK AT OUR METRICS FOR THE YEAR FOR 2025, THESE NUMBERS ARE UP THROUGH THE BEGINNING OF OCTOBER.

SO THE FIRST, UM, THREE QUARTERS OF 2025.

AND AGAIN, JUST FOR THE PUBLIC WATCHING, THESE NUMBERS ARE THE SAME THAT WE ARE.

THIS INFORMATION'S THE SAME THAT WE PRESENT EACH MONTH IN THE CITY MANAGER UPDATE AND ACCESSIBLE TO THE PUBLIC AS PART OF OUR, UH, COMMITMENT TO TRANSPARENCY AND ACCOUNTABILITY, UH, FROM A CRITICAL INCIDENT PREPAREDNESS.

UH, IN OCTOBER WE HAD TWO, ONE EVENT RESPONSE AND THEN ONE PREPARATION EXERCISE, UH, THAT WE WANTED TO HIGHLIGHT.

UH, ON OCTOBER 1ST, POLICE AND WASHINGTON TOWNSHIP RESPONDED TO AN OVERTURNED SEMI, A GAS TANKER ON STATE ROUTE 1 61 AT IMAN ROAD.

FORTUNATELY, EVERYONE, UM, WALKED AWAY FROM THAT ACCIDENT WITH ONLY MINOR INJURY.

UM, BUT I WANT TO, UH, HIGHLIGHT THE USE OF OUR, UH, DRONE AS FIRST RESPONDER PROGRAM TO HELP GET AN AWARENESS OF THAT ACCIDENT AND AN OVERVIEW FOR THE FIRST RESPONDERS, UH, RESPONDING TO THAT ACCIDENT IN THE SCENE.

AND THEN ALSO AS WE MANAGE THROUGH, UM, THAT INCIDENT AND HAVING THAT, UH, VIEWPOINT TO BE ABLE TO NAVIGATE RESOURCES TO THE RIGHT PLACE AT THE RIGHT TIME.

UH, AND THEN SECOND, UH, IN ON OCTOBER 14TH, DURING OUR POLICE SUPERVISORY MEETING, WHICH OCCURS MONTHLY, WE ASKED THE WASHINGTON TOWNSHIP FIRE DEPARTMENT ADMINISTRATIVE TEAM, UH, TO JOIN US AND CONDUCT A TABLETOP EXERCISE, WHICH INCLUDED AN EVENT SAFETY PLANNING FOR FUTURE RIVERSIDE, UH, CROSSING PARK EVENTS.

AND SO IT WAS A DISCUSSION OF WHAT IT LOOKS LIKE TO MAKE SURE THAT THAT AREA IS SAFE AND THAT WE ARE PREPARED TO RESPOND SHOULD THERE BE SOMETHING THAT OCCURRED IN THAT LOCATION ON CRIME TRENDS AND TRAFFIC SAFETY TRENDS FOR THE YEAR, YEAR TO DATE FOR 2025, AGAIN, THIS BEING THE BEGINNING OF OCTOBER, UM, POSITIVELY WE'VE SEEN THE DECREASE IN OVERALL THEFT DEFENSES IN THE COMMUNITY REPORTED TO US, DECREASE IN THEFT FROM VEHICLES, AND A DECREASE IN BREAKING AND ENTERING OFFENSES.

UH, SO FAR THIS YEAR, UM, TRENDS THAT WE'VE BEEN TRACKING THROUGHOUT THE YEAR, UM, WE SAW, WE'VE SEEN AN INCREASE IN MOTOR VEHICLE THEFTS AND ATTEMPTED THEFTS ACROSS THE COMMUNITY, UH, COMPARATIVE TO THIS POINT LAST YEAR, UH, IN, IN THE COMMUNITY, UH, AN INCREASE IN BURGLARY OFFENSES AND AN INCREASE IN CRASH REPORTS.

SO THOSE TRENDS WE'VE BEEN KEEPING AN EYE ON THROUGHOUT THE YEAR, UM, AND WE'LL TALK A LITTLE MORE ABOUT EACH OF THOSE TRENDS AND, UH, CONTEXT ON WHAT THOSE NUMBERS LOOK LIKE, UH, IN 2025 AND WHAT OUR ACTIVITIES HAVE LOOKED LIKE IN RESPONSE, UH, AS OUR COMMITMENT TO TRAFFIC.

AGAIN, WE'LL TALK A LITTLE BIT, UH, IT FURTHER ON THE TRAFFIC SLIDE ABOUT THE NUMBER OF TRAFFIC STOPS WE MADE THIS YEAR IN OUR COMMITMENT, AGAIN, TO BEING IN THE RIGHT PLACES AT THE RIGHT TIMES TO MAKE SURE WE'RE IMPROVING TRAFFIC SAFETY IN THE COMMUNITY.

UM, SO I KNOW AS WE HAD SOME DISCUSSION, UH, DURING BUDGET, THERE WAS A DESIRE TO SEE WHAT THIS LOOKS LIKE BEYOND JUST THE NUMBERS, BUT WHAT IT LOOKS LIKE COMPARATIVE TO THE AREAS OF THE COMMUNITY IMPACTED BY SOME OF THESE INDIVIDUAL METRICS THAT WE TRACK.

AND FROM A BURGLARY AND BREAKING AND ENTERING OFFENSE REPORTING, UH, THAT'S THE, THE MAP IS INDICATIVE OF THOSE COMBINED NUMBERS.

EVEN THE BURGLARY TREND THAT WE ARE TRACKING, IT'S A TOTAL OF, UH, 18 REPORTS FOR THE CALENDAR YEAR, UH, UP TO OCTOBER 1ST.

UM, AS ADDITIONAL INFORMATION ON THIS SLIDE, UH, AS WE TALK ABOUT BURGLARIES, WE HAD ONLY ONE, UH, FENCE REPORTED, UH, IN OCTOBER AND ONE OFFENSE REPORTED IN SEPTEMBER.

SO, AS WE ARE MOVING INTO THE HOLIDAY SEASON, WE'LL TALK A LITTLE BIT ABOUT PREVENTATIVE MEASURES SO WE CAN CONTINUE THAT TREND OF SEEING, UH, LOW ACTIVITIES IN THAT CATEGORY FROM A THEFT FROM VEHICLE, UH, AS WE, UH, CONSIDER WHERE THOSE, UH, EVENTS ARE LIKELY TO OCCUR HISTORICALLY, THOSE ARE SOME OF THE PLACES THAT WE PAY ATTENTION TO, ARE THOSE OPEN SURFACE LOTS WHERE VEHICLES ARE LEFT UNATTENDED FOR A PERIOD OF TIME.

THAT'S WHY IT'S SO IMPORTANT FOR US TO EMPHASIZE FROM A PREVENTATIVE MEASURE TO REMOVE EVERYTHING FROM THE VEHICLE.

UM, SO IT LESSENS THE LIKELIHOOD THAT WE WOULD HAVE OFFENSES OCCUR IN THAT AREA AS YOU SEE THE HIGHLIGHTS, UH, ON THAT MAP OF AREAS THAT WE WOULD BE PAYING ATTENTION TO FROM THE REPORTS WE'VE RECEIVED THIS YEAR.

UM, REALLY AS YOU, UH, SEE EAST, IT'S THE DUBLIN CENTER DRIVE, VILLAGE PARKWAY, UM, HARD ROAD AREA THAT, UH, KEEPS OUR ATTENTION, MAKE SURE THAT WE ARE IN THE RIGHT PLACES WITH OUR OFFICERS AND MAKE SURE THAT WE ARE, UM, AGAIN, UH, SPREADING THAT MESSAGE OF PREVENTION AS FAR AS WE POSSIBLY CAN.

THE OTHER AREAS IMPACTED ARE SIMILAR IN NATURE AND HOW THEY'RE SET UP.

UM, SIMILAR, UH, AREAS TO PAY ATTENTION TO IN THE HOTEL LOTS.

UM, OVER THE COURSE OF THE YEAR, A AGAIN, ABOUT A THIRD OF THE VEHICLES WE'VE SEEN EITHER ATTEMPTED OR TAKEN ARE WITH THE KEYS ARE WITH THE VEHICLE WHEN WE RECEIVE THOSE REPORTS OR WERE LEFT WITH THE VEHICLE ON THOSE REPORTS.

SO AGAIN, A REMINDER JUST TO REMOVE THE KEYS FROM THE VEHICLE AND TAKE THEM WITH YOU, UH, LESSONS OF LIKELIHOOD THAT THEY MIGHT BE TARGETED AS, UH, A, AN OPPORTUNITY FOR THEFT.

UM, WE'VE SEEN IN THE SECOND HALF OF THE YEAR THAT SH THAT TREND SHIFT, UH, FROM RESIDENTIAL, UH, REPORTS TO MORE COMMERCIAL AREAS IN THE BACK HALF OF THE YEAR.

UH, AND AS A HIGHLIGHT FOR WHERE WE'RE AT IN THE, UH, LAST FEW MONTHS, WE'VE HAD ONLY ONE REPORT IN OCTOBER OF AN ATTEMPT OR A THEFT OF A VEHICLE.

SO, AGAIN, HOPE TO EMPHASIZE THAT MESSAGE OF PREVENTION AND CONTINUE THAT TREND OF FEW INCIDENTS REPORTED TO US AS WE FINISH OUT THE YEAR ON THOSE SPECIFIC CRIME TRENDS.

UH, WE WANTED TO MAKE SURE THAT WE EMPHASIZE FOR THE PUBLIC FROM A BURGLARY PREVENTION AS WE ENTER THE HOLIDAY SEASON, UH, OVER THANKSGIVING AND INTO THE WINTER HOLIDAYS, UH, THAT MAKING SURE THAT YOUR SECURITY SYSTEMS AND YOUR CAMERA SYSTEMS, IF YOU HAVE THOSE ARE, AND EMPLOY THOSE AS PART OF YOUR SECURITY FOR YOUR RESIDENTS ARE ACTIVE, UH, THAT THEY WORK AND THAT YOU KNOW HOW TO ACCESS THEM IS AN IMPORTANT CONSIDERATION.

UH, THE SIMPLEST METHOD FOR MAKING SURE THAT, UH, WE DON'T END UP WITH SOMEONE IN OUR, UM, GARAGE IS TO JUST SHUT THE GARAGE DOOR.

AND WE CONTINUE TO MONITOR WHAT THE SUCCESS IS OF THOSE, UM, UH, RESOURCES THROUGHOUT THE COMMUNITY AND PARTICULARLY IN OUR NEIGHBORHOODS.

AND THEN, UH, IN GULF FOUR AND ISSUES OF COMMUNITY CONCERN, WE'VE HIGHLIGHTED IN THE PAST, POLICE TECHNOLOGY, UM, OUR DRONE IS FIRST RESPONDER PROGRAM.

UH, WE WENT BACK AND COLLECTED SOME INFORMATION, UH, WITH THE LAW ENFORCEMENT PLANNER TO ANALYZE WHAT THAT COULD LOOK LIKE IN ESTIMATING COST FOR FUTURE ENVIRONMENTS.

UH, AND THEN OUR LAW ENFORCEMENT PLANNER, UH, STARTED BY GATHERING INFORMATION ABOUT COMMUNITY INITIATED CALLS FOR SERVICE OVER OUR POLICE DISTRICTS.

UH, AND YOU CAN SEE OVER THE LAST THREE YEARS THAT THEY STAY RELATIVELY CONSISTENT IN THOSE POLICE DISTRICTS, BUT THERE'S, UH, AN OPPORTUNITY TO TAKE A LOOK AND, AND MAKE SURE WE'RE TRACKING THAT ACTIVITY OVER TIME.

UH, AND THEN FROM A HEAT MAPPING PERSPECTIVE, YOU CAN SEE WHAT IT LOOKS LIKE FOR THE CALLS THAT FOR SERVICE THAT COME FROM OUR COMMUNITY LAID OUT ACROSS THE COMMUNITY ON THIS MAP.

UM, IF THERE'S ANY CONCERN ABOUT THAT REALLY, UM, BRIGHT SPOT IN THE CENTER THAT IS THE JUSTICE CENTER.

SO ANYTHING THAT COMES THROUGH THE JUSTICE CENTER, UM, IS, IS MARKED THERE AS THAT CALL FOR SERVICE LOCATION.

SO THAT'S WHY YOU WOULD SEE THAT INTENSITY OF, UH, OF THAT POINT ON THE MAP.

UM, BUT AS FAR AS CALLS FOR SERVICE, UH, YOU CAN SEE THE LAW ENFORCEMENT PLANNER, UM, WENT THROUGH AND, AND GATHERED THE TOP FIVE CALLS FOR SERVICE, UH, THAT WE RECEIVE, UH, ANNUALLY, UH, AND THEN THE TOP FIVE CRIME OR DISORDER CALLS AND WHAT THAT LOOKS LIKE BY NUMBER, UH, UH, IN THE LEGEND OF THAT MAP AS WELL.

AND SO, TAKING ALL THAT INFORMATION, THE LAW ENFORCEMENT PLANNER AND I WENT BACK AFTER OUR CONVERSATIONS ABOUT BUDGET AT THE WORK SESSION AND DURING THE FIRST READING OF THE OPERA, THE PROPOSED 2026 OPERATING BUDGET.

UH, AND WE TOOK A LOOK AT THE COMMUNITY AND POLICE INITIATED CALLS FOR SERVICE.

SO THOSE CALLS THAT COME IN FROM COMMUNITY MEMBERS REQUESTING POLICE RESPONSE AND THOSE ACTIVITIES THAT OUR OFFICERS ARE ENGAGED IN REGULARLY THROUGHOUT THEIR DAY WORKING IN THE COMMUNITY.

WHAT WE TOOK A LOOK AT THEN WAS WE CALCULATED THE COST RELATIVE TO THE OVERALL POLICE PERSONNEL BUDGET, UM, TO ESTIMATE ROUGHLY WHAT THAT COST WOULD BE FOR A DENSELY POPULATED MIXED USE AREA LIKE BRIDGE PARK.

AND SO WE, WE TOOK A LOOK AT THE CALLS FOR SERVICE THERE AGAINST THE POLICE PERSONNEL BUDGET OVERALL FOR 2025, AND ROUGHLY ESTIMATED THE COST TO BE ABOUT SIX TO 8% OF THE OVERALL PERSONNEL BUDGET.

NOW THAT, UM, REFLECTION REALLY IS INDICATIVE OF THAT VERY PARTICULAR AREA.

AND SO IT GIVES US A STARTING POINT TO CONSIDER WHAT THE COST OF SAFETY LOOKS LIKE IN A PARTICULAR AREA, BUT IT GIVES US MAYBE A TEMPLATE TO LOOK AT OTHER AREAS OF THE COMMUNITY AND POTENTIALLY FOR PROJECTED ENVIRONMENTS DEPENDING ON WHAT TYPE OF ACTIVITY GOES ON.

SO THE BUSINESSES, THE TRAFFIC, UM, PLANNED EVENTS AND ACTIVITIES WOULD ALL BE COMPONENTS OF THINGS WE WOULD WANT TO CONSIDER.

AND I APPRECIATE, AGAIN, THE VERY THOUGHTFUL QUESTIONS DURING THE BUDGET PROCESS SO THAT WE CAN AT LEAST HAVE A STARTING POINT FOR HOW WE MIGHT BE ABLE TO BE HELPFUL, UH, FROM A POLICING PERSPECTIVE IN PROJECTING OR ESTIMATING WHAT THAT COST MIGHT LOOK LIKE IN FUTURE ENVIRONMENTS IN DUBLIN.

UH, AND THEN THE LAST, UH, PIECE I WANTED TO OFFER.

SO, UH, ON OCTOBER 20TH THROUGH THE 23RD, WE HAD OUR ONSITE VISIT FOR OUR ACCREDITATION PROGRAMS FOR BOTH LAW ENFORCEMENT AND FOR N REC.

UM, THIS WILL BE OUR 11TH ASSESSMENT FOR ACCREDITATION FOR THE DUBLIN POLICE DEPARTMENT.

AND OUR THIRD ASSESSMENT, UH, FOR THE COMMUNICATION CENTER.

SO WE HAD TWO VISITING ASSESSORS, UH, FROM, UH, THE UNIVERSITY OF CHICAGO, AND FORGIVE ME, UH, UNIVERSITY OF CHICAGO POLICE DEPARTMENT AND THE BURLINGTON POLICE DEPARTMENT, UH, IN NORTH CAROLINA, WHICH, UH, IRONICALLY HAD A VERY SIMILAR DRONE AS FIRST RESPONDER PROGRAM.

UM, SO THERE WAS SOME GOOD CONVERSATION ABOUT THE TWO PROGRAMS THEY HAVE, UH, JUST ONE DRONE AS FIRST RESPONDER RESOURCE IN THEIR COMMUNITY.

BUT HE WAS REALLY, UH, THE ASSESSOR WAS REALLY EAGER TO HEAR AND SEE, UH, OURS AND, AND THE AMOUNT OF RESOURCES WE HAVE FOR OUR COMMUNITY.

UM, OUR LAW ENFORCEMENT, UH, OR I'M SORRY, UH, OUR, UM, PROFESSIONAL STANDARDS MANAGER, WHITNEY AKER.

THIS WAS HER FIRST, UH, OPPORTUNITY TO TAKE US THROUGH THAT ASSESSMENT.

SHE DID A WONDERFUL JOB AND WE HAD A VERY POSITIVE RESPONSE.

UM, WE HAVE, UH, BEEN WORKING WITH, UM, CODE ENFORCEMENT TO SEE IF THAT TECHNOLOGY IS MAYBE MORE APPLICABLE FOR BUSINESSES AND THE NOISE LEVELS THERE BECAUSE IT'S STATIC AND IT'S AN EASIER, SO WE WILL BE ABLE TO, I, I BELIEVE, LEVERAGE THAT RESOURCE, BUT NOT NECESSARILY FOR THE TRAFFIC ENFORCEMENT.

WE CONTINUE TO PURSUE AND EXAMINE OTHER TECHNOLOGIES THAT EXIST IN OTHER COMMUNITIES, UM, TO SEE WHAT THEIR APPLICATION MIGHT BE IN DUBLIN.

THOSE THAT ARE ATTACHED TO CAMERAS OR THOSE ARE, UM, PARTNERED WITH SOME OTHER RESOURCES TO HELP US FIND THE RIGHT RESOURCE FOR DUBLIN.

UM, BUT I KNOW THAT, UM, DEPUTY CHIEF, UH, LATTANZI WAS ON THE PHONE TODAY, UM, WITH FLOCK TO SEE WHAT TECHNOLOGY THEY MIGHT HAVE AS A, AS A COMPANY WE'VE UTILIZED ALREADY, UH, IN THE COMMUNITY.

AND, UH, DEPUTY CHIEF TABER HAS BEEN IN TOUCH WITH, UH, SOME PARTNERS IN, I'M TRYING TO REMEMBER WHICH STATE IT, UH, IT, IT IS, BUT IT'S OUT ON THE EAST COAST, RHODE ISLAND.

UH, AND THEY HAVE A, A SYSTEM THAT THEY'VE BUILT THEMSELVES.

SO IT'S NOT SOMETHING OUTTA THE BOX OR OFF THE SHELF.

WE WOULD HAVE TO LEARN FROM, UH, THAT TECHNOLOGY AND RESOURCE.

IT'S AKIN TO, UH, A SPEED TRAILER, BUT HAS, IS AUGMENTED WITH SOME TECHNOLOGY TO BE ABLE TO GATHER INFORMATION ON, ON VEHICLE NOISE.

UM, SO WE'RE STILL EXAMINING THOSE RESOURCES, UM, BUT WE ARE OPTIMISTIC THAT WE'LL FIND SOMETHING, UH, THAT WORKS FOR US.

WELL, HOPEFULLY THERE'S SOME GREAT ENTREPRENEUR OUT THERE THAT SEES AN OPPORTUNITY TO ENTER INTO A MARKET.

UM, 'CAUSE I THINK THAT'S STILL ABOUT THE NUMBER ONE COMPLAINT THAT, THAT I GET RELATIVE TO POLICING IN THE COMMUNITY IS THE LOUD VEHICLES.

UM, WITH RESPECT TO THE COST OF SAFETY MODEL ANALYSIS, I THINK IT'S REAL VALUABLE TO SEE WHAT THE COST OF POLICING IS.

UM, BUT AS KATHY MENTIONED EARLIER, WE ALSO NEED TO REALLY BE AWARE OF REVENUE.

AND SO THIS SIX TO 8% OF OVERALL POLICE PERSONNEL BUDGET ALLOCATED TO THE BRIDGE STREET DISTRICT, UM, THE QUESTION OR BRIDGE, BRIDGE PARK RATHER, UM, THE QUESTION IS, WHAT IS THEIR CONTRIBUTION TO CITY REVENUE? UM, YOU CAN'T ALWAYS EXPECT SORT OF THE, UH, QUID PRO QUO OR, UH, A RETURN OF WHATEVER YOU'RE SPENDING IN POLICING.

FOR EXAMPLE, IN A RESIDENTIAL AREA, WE'RE GETTING PROPERTY TAX, RIGHT? WHICH ISN'T ENOUGH TO REALLY PAY FOR THE GARBAGE PICKUP AND THE CHIPPER SERVICE.

IT CERTAINLY ISN'T PAYING FOR OUR OFFICERS TO POLICE THOSE AREAS.

WHEREAS THERE MAY BE OTHER AREAS IN THE CITY THAT HA HAVE HIGH CRIME BUT DON'T HAVE AN ECONOMIC IMPACT.

AND I'D BE VERY CURIOUS TO SEE REALLY DRILL DOWN ON THOSE AREAS.

UH, IF THERE ARE AREAS IN THE CITY, MAYBE IT'S OUT BY TUTTLE OR, OR SOME OTHER AREA, UM, WHERE THERE ARE A LOT OF POLICE REPORTS, BUT WE'RE NOT GETTING A LOT OF ECONOMIC IMPACT, I THINK WE NEED TO, YOU KNOW, PAY VERY CLOSE ATTENTION TO THAT.

THERE WAS ALSO A PUBLIC SAFETY UPDATE, INCLUDING A, A POLICE, UH, DRONE DEMONSTRATION IN THE EVENING WRAPPED UP WITH INTERACTIVE ENGAGEMENT STATIONS SO NEIGHBORS COULD CONNECT DIRECTLY WITH STAFF MEMBERS, CITY COUNCIL, AND ALSO OUR COMMUNITY PARTNERS.

SIMILARLY, UM, REGARDING THE ODOT LED 1 61 CORRIDOR STUDY COORDINATION'S ONGOING, WE HAVE VARIOUS STAFF PARTICIPATING IN MONTHLY MEETINGS WITH ODOT AND REPRESENTATIVES FROM ALL THE JURISDICTIONS ALONG THE 1 61 CORRIDOR.

THE STUDY'S FOCUSING ON THE STRETCH OF 1 61 BETWEEN US 42 AND 33.

THIS AREA IS EXPECTED TO EXPERIENCE SIGNIFICANT DEVELOPMENT IN THE COMING YEARS.

AND CURRENT PROJECTIONS INDICATE THAT 1 61 IN ITS CURRENT STATE ALONE WILL NOT HAVE ENOUGH CAPACITY TO ACCOMMODATE THE FUTURE TRAFFIC VOLUMES THAT WILL BE GENERATED BY THE DEVELOPMENT ALONG THE CORRIDOR.

TO ADDRESS THESE CHALLENGES, ODOT S ENGAGED MOR MORSI TO DEVELOP A DRAFT SCOPE FOR A REGIONAL THOROUGHFARE PLAN.

THIS PLAN WILL LOOK AT WAYS TO IMPROVE THE OVERALL TRANSPORTATION NETWORK AND NOT JUST RELY ON THE MAIN CORRIDOR.

THE FOCUS OF MORSE'S WORK IS DEVELOPING A NETWORK OF NEW STREETS AND CONNECTIONS TO DISTRIBUTE TRAFFIC, IMPROVE ACCESS BETWEEN NEIGHBORHOODS AND COMMERCIAL AREAS, AND ALSO REDUCE CONGESTION ON 1 61.

REGIONAL COORDINATION IN THAT EFFORT WILL REMAIN CRITICAL.

SO WE WILL CONTINUE HAVING ROUTINE MEETINGS WITH ALL THE JURISDICTIONS.

IT'S IMPORTANT THAT WE WORK ACROSS THE CITY, COUNTY, TOWNSHIP BOUNDARIES, UM, SO THAT WE'RE ALL WORKING TOGETHER SO THAT NEW STREETS, UM, CONNECT AND DEVELOPMENTS ARE ALL CONNECTED, UM, EFFECTIVELY A LOT ACROSS THE CORRIDOR SO THAT WE'RE SUPPORTING MOBILITY THROUGHOUT THE REGION AS WELL AS LONG-TERM GROWTH.

UM, MORSE'S DRAFT, UH, SCOPE FOR THAT WORK IS EXPECTED TO BE PROVIDED TO THE TEAM IN NOVEMBER AND WILL CONTINUE TO ACTIVELY PARTICIPATE THROUGHOUT THAT STUDY TO PROVIDE INPUTS FROM THE CITY OF DUBLIN'S PERSPECTIVE WILL STAY INFORMED, UM, AND HELP PARTICIPATE IN THOSE DISCUSSIONS AND DECISIONS TO HELP SHAPE THE FUTURE OF THAT CORRIDOR.

AND THEN LASTLY, THE EVENING OF GRATITUDE WAS HELD ON OCTOBER 29TH AT THE EXCHANGE THAT WAS RECOGNITION OF ALL OF OUR BOARD AND COMMISSION MEMBERS AND THE LEADERS IN OUR VOLUNTEER COMMUNITY THROUGHOUT THE CITY OF DUBLIN.

UH, FROZEN JUNIOR, NOVEMBER 21ST, 22ND, UH, AGES SIX AND UP.

AND THEN WE'RE GONNA HAVE THE GREAT ONE, THE CHRISTMAS CAROL STARTING DECEMBER 12TH AND 13TH, 18TH, AND 20TH.

SO IF YOU'RE LOOKING FOR SOMETHING TO DO, WANT TO GET OUT, IT'S CLOSE.

AND I HOPE EVERYONE WILL EXERCISE THEIR CIVIC DUTY AND GO VOTE AND, UH, LET YOUR VOICE BE HEARD.

'CAUSE IN A LOCAL ELECTION, LITERALLY EVERY SINGLE VOTE COUNTS.

UM, ON THE 21ST, UH, I HAD THE OPPORTUNITY TO, UM, BE THE SPEAKER FOR THE NEW AMERICAN CEREMONY.

UH, JUDGE SGAS, FEDERAL JUDGE SGAS, WHO IS A DUBLIN RESIDENT, HAD INVITED ME TO ATTEND THAT.

AND IT WAS REALLY A WONDERFUL EXPERIENCE.

THEY HAD THE LARGEST, UH, INDUCTEE CLASS THAT THEY'VE EVER HAD.

THEY HAD 239.

SO, UM, WE HAD 239 NEW AMERICANS BE SWORN IN THAT DAY.

UH, AND CERTAINLY IT WAS A GREAT DAY.

UH, ALSO ON THAT DAY, THE COLUMBUS FOUNDATION HOSTED THE BIG TABLE EVENTS.

I ATTENDED THE BIG TABLE EVENT AT MORSEY.

UH, AND I KNOW YOU'LL ALL BE SURPRISED, BUT THE TOPIC WAS RAIL.

UM, HAD SOME GREAT CONVERSATION AND, AND THAT PROJECT IS REALLY MOVING FORWARD, AND IT'S EXCITING TO SEE WHAT, UM, WHAT WHAT IS POSSIBLE AND, UH, HOPEFULLY WHAT IS LIKELY ON THE 23RD, UH, CITY MANAGER AND I HAD THE OPPORTUNITY TO HOST OUR CONGRESSMAN, MIKE CAREY.

AND, UM, HE HAD REACHED OUT TO ENGAGE IN OUR BUSINESS COMMUNITY.

SO WE HAD THE OPPORTUNITY TO SIT DOWN WITH HIM AT, AT MOUNT CARMEL TO HEAR, UM, ANY CONCERNS AND THOUGHTS THAT THEY HAD THAT WERE, WAS OF CONCERN TO THEM.

AND THEN WE FOLLOWED THAT MEETING WITH AN ADDITIONAL MEETING AT THE CHAMBER OF COMMERCE TO GET BUSINESS PEOPLE THERE SO THAT THEY HAD THE OPPORTUNITY TO SPEAK TO THEIR CONGRESSMEN IN THEIR DISTRICT.

UM, WHICH IS SOMETHING THAT, UH, IS A, IS A GREAT OPPORTUNITY FOR OUR LOCAL BUSINESSES.

UH, ON THE 27TH, WE HAD THE LEADERSHIP HOA MEETING THAT WAS WELL ATTENDED.

UM, THANK YOU TO STAFF FOR PUTTING THAT ON.

AND FOR, UM, ALL OF THE HOA, UH, YOU KNOW, WE, REPRESENTING ON CITY COUNCIL IS, IS SURELY A DIFFICULT TASK, BUT, UM, WHEN IT'S ON THE NEIGHBORHOOD LEVEL, IT'S REALLY PERSONAL.

SO I REALLY APPRECIATE THE WORK THAT OUR HOA MEMBERS DO IN BEING OUR CONDUIT TO, UM, TO OUR COMMUNITY.

ON THE 28TH, UH, COUNCIL MEMBER DEROSA AND I HAD THE OPPORTUNITY TO PARTICIPATE IN THE ULTA FIBER RIBBON CUTTING.

UH, AND THAT WAS A GREAT EVENT TO CELEBRATE, UM, THE OPENING OF THEIR NEW FACILITY.

UM, THE 29TH HAS ALREADY BEEN STATED, THE EVENING OF GRATITUDE, AND CERTAINLY IT WAS A WONDERFUL EVENING TO BE TOGETHER.

UH, THE CITY MANAGER AND I ATTENDED A MEETING WITH, UH, THE CODE OF DELEGATION ON 10, ON, ON THE 30TH.

UH, THE INTENT OF THAT MEETING WAS TO GO OVER THE LINK US INITIATIVE AND STAYING TRUE TO THE TIMELINES AND THE COMMITMENTS THAT THE, THAT THE, UM, THAT WE'RE PLACED ON THE BALLOT.

AND WE WANNA HOLD TRUE TO THOSE.

AND THEN ALSO TO TALK ABOUT, UM, TSI, THE TRANSFER TRANSIT SUPPORTED INFRASTRUCTURE PROJECTS, BRINGING OURS FORWARD, UM, AS WELL AS A FEW OTHER ITEMS THAT WE MIGHT BE ABLE TO ASSIST WITH IN CODA, INCLUDING, UM, SOME ADDITIONAL SERVICES HERE IN THE CITY OF DUBLIN.

UH, AND THEN ON THE 31ST HERE AT, UH, IN CITY HALL, I HAD THE OPPORTUNITY TO, UH, HOST THE DUBLIN REALTOR ASSOCIATION.

SO I THINK THERE WAS ABOUT 25, UH, REALTORS HERE TO TALK ABOUT UPCOMING PROJECTS IN THE COMMUNITY AND, UM, INFORM THEM SO THAT WHEN THEY MEET WITH FUTURE POTENTIAL RESIDENTS, THAT THEY CAN GIVE THEM ACCURATE INFORMATION ON EVERYTHING THAT IS HAPPENING HERE IN THE CITY OF DUBLIN.

UM, SO THAT IS MY UPDATE.

UM, AND AGAIN, I DO WANNA THANK EVERYONE FOR PUTTING THEIR NAME ON THE BALLOT.

IF YOU'VE NEVER PUT YOUR NAME ON THE BALLOT, YOU REALLY DON'T UNDERSTAND WHAT IT'S LIKE.

AND, UH, JUST FOR EVERYONE WHO WAS WILLING TO SUBJECT THEMSELF TO, UH, REALLY PUBLIC EVALUATION, UH, IT'S NOT AN EASY THING TO DO.
