MONA IS AN INTERNATIONALLY CELEBRATED VISUAL ARTIST KNOWN FOR HIS POWERFUL USE OF URBAN SPACES TO TELL STORIES OF IDENTITY, COMMUNITY AND CULTURAL HERITAGE.
HIS WORK SEAMLESSLY BLENDS STREET ART, MURALISM AND TRADITIONAL CHILEAN ICONOGRAPHY, CREATING COLORFUL, LARGE SCALE MURALS THAT GIVE A PUBLIC VOICE TO MARGINALIZED COMMUNITIES.

DUBLIN SISTER CITY MA'S WORK IN CERAMICS IS WIDELY RECOGNIZED FOR ITS DEEP CONNECTION TO TRADITIONAL JAPANESE TECHNIQUES, WHILE ALSO PUSHING THE BOUNDARIES OF MEDIUM WITH CONTEMPORARY SENSIBILITIES.
HIS WORK IS AN EXPLORATION OF BOTH FORM AND FUNCTION, BLENDING ARTISTRY WITH THE CONCEPT OF DAILY UTILITY.
MA'S RESIDENCY WILL INCLUDE A GALLERY WALKTHROUGH ALONG WITH A DEMONSTRATION OF HIS PROCESS, PROVIDING UNIQUE OPPORTUNITY FOR THE GENERAL PUBLIC TO WITNESS THE MASTERY OF HIS CRAFTS.

SO I, I, UM, I, I FUNDAMENTALLY THINK THAT THE PARKLAND ACQUISITION FUND HAS BEEN WHAT HAS SET THIS COMMUNITY APART.
IT USED TO BE THE ENTIRETY OF 1.75 MILS OF, UM, OF THIS COLLECTION.

THE PROGRAM PROVIDES MAINTENANCE, REHABILITATION, AND REPAIR OF STORM STRUCTURES ASSOCIATED WITH THE PUBLIC STORM SEWER SYSTEM, WHICH INCLUDES CURB GUTTER INLETS, CATCH BASINS AND MANHOLES THROUGHOUT THE CITY.
THE PROGRAM INCLUDES LABOR AND MATERIALS FOR THE REPAIR OF 28 DEFICIENT STORM STRUCTURES IDENTIFIED DURING ROUTINE INSPECTIONS.

AND BASED ON THE RATING OF WHAT THE STRUCTURE INSPECTIONS CAME BACK AT, THAT HELPED INFORM US AND TO PRIORITIZE WHICH STORM STRUCTURES NEEDED TO BE REPAIRED.
AND REALLY WHAT THIS PROGRAM IS ADDRESSING IS KIND OF THE MORE CRITICAL ISSUES DEFICIENT STRUCTURES WITH THIS KIND OF THIS SEPARATE, UH, PROJECT WITHIN THIS PROGRAM.

SO, UM, THE GOAL OF A ONE STOP SHOP OR NO WRONG DOOR EXPERIENCE AT ALL, CITY BUILDINGS FOR RESIDENTS SEEKING CITY SERVICES, SAME SERVICES AT ALL BUILDINGS WITH THE, REALLY THE FOCUS ON BEING IN PERSON AND ON THE PHONE SERVICES.
SO SOME OF THE OUTCOMES THAT WE WANTED TO, UM, HAVE OUT OF THIS PROJECT WAS TO HAVE, AGAIN, SOME OF THE SAME SERVICES.

SOME PROCESS IMPROVEMENTS HAVE ALREADY BEEN IMPLEMENTED, WHICH WE'LL EXPLAIN.
UM, WE ALSO, UM, GAVE THIS PRESENTATION TO THE JOINT ADVISORY COMMITTEE, UH, LAST WEEK.
AND THEN, UH, WE HAVE FUTURE CONSIDERATIONS THAT WE PLAN TO IMPLEMENT.
SO TO BEGIN AT THE BEGINNING, UM, BEFORE REALIZING WE HAD RESIDENTS GOING TO WRONG BUILDINGS FOR DIFFERENT REASONS, IN ORDER TO MEASURE THAT, WE GOT TOGETHER ALL PERSONNEL FROM EVERY FRONT DESK FUNCTION AROUND THE CITY.
AND WE UTILIZED SIX SIG, SIX SIGMA BLACK BELT STAFF TO FACILITATE THIS PROCESS, TO PARSE OUT ALL OF THE DUTIES AND REASONS OF PEOPLE VISITING WHEN THEN WE ENHANCED THAT BY ACTUALLY SITTING AT EVERY FRONT DESK DURING THE DAY TO MEASURE AND CREATE SPREADSHEETS FOR ALL OF THOSE REASONS AND DISCOVERED THERE WAS QUITE A BIT OF, OF OVERLAP.

SO WE ARE, WE'RE PLEASED TO BE ABLE TO TRACK THAT ON A MONTHLY BASIS, BUT WHAT IT DOES NOT TELL US IS THE REASONS FOR THE PHONE CALLS, THE REASONS FOR THE VISITS, UM, AND HOW CALLS ARE ANSWERED.

THIS IS A NATIONAL ENDORSEMENT FROM ONE OF THE MOST RESPECTED ORGANIZATIONS IN GROUP AND TRAVEL GROUP TRAVEL AND TOURISM.
SO WE'RE EXTREMELY PROUD OF THAT RECOGNITION.
AND AS IF THAT ISN'T ENOUGH, THE CITY OF DUBLIN HAS ONCE AGAIN BEEN SELECTED BY A PANEL OF INTERNATIONAL JUDGES AS AN IFEA WORLD FESTIVAL AND EVENT CITY MEMBERS OF THE COMMUNITY EVENTS TEAM ACCEPTED THIS AWARD EARLIER TODAY AT THE IFEA CONFERENCE IN CALIFORNIA.
THIS AWARD CITY HONORS CITIES THAT DEMONSTRATE EXCEPTIONAL LEADERSHIP AND EVENT PLANNING, STRONG PUBLIC-PRIVATE PARTNERSHIPS AND VIBRANT CULTURAL PROGRAMMING.
IT ALSO REFLECTS OUR CITY'S ONGOING COMMITMENT TO PRODUCING WORLD CLASS EVENTS AND FOSTERING MEANINGFUL CONNECTIONS THAT ENRICH THE LIVES OF RESIDENTS AND VISITORS ALIKE.

THE FINANCE COMMITTEE MET ON SEPTEMBER 9TH AND DISCUSSED TWO TOPICS.
THE FIRST TOPIC WAS A CONTINUATION OF A DISCUSSION ABOUT THE HOTEL MOTEL TAX FUND.
MR. RUBINO PRESENTED AN OVERVIEW OF THE CITY'S HOTEL MOTEL TAX FUND, WHICH GENERATED NEARLY $4 MILLION IN 2024 OR 2.6% OF OPERATING REVENUE.
REVENUE IS ALLOCATED BETWEEN VISIT DUBLIN, OHIO DUB, THE DUBLIN ARTS COUNCIL COMMUNITY EVENTS, GRANTS AND DEVELOPMENT AGREEMENTS.
CERTAIN ALLOCATIONS ARE LEGALLY AND OR CONTRACTUALLY REQUIRED, WHILE OTHERS ARE DISCRETIONARY IN NATURE.
WHILE REVENUES HAVE HAVE GROWN, POST PANDEMIC PROJECTIONS SHOW THE FUND BALANCE COULD DECLINE SIGNIFICANTLY OVER THE NEXT FIVE YEARS WITHOUT CHANGES BEING MADE TO THE METHOD OF ALLOCATING REVENUE.
HISTORICAL AND BENCHMARKING INFORMATION ON THE HOTEL MO MOTEL.
TAX REVENUE AND REVENUE ALLOCATION PRACTICES FROM OTHER MUNICIPALITIES WERE INCLUDED IN THE PRESENTATION.
FOR CONTEXT COMMITTEE MEMBERS SUPPORTED ESTABLISHING A FUND BALANCE POLICY FOR THE HOTEL MOTEL TAX FUND ALLOCATIONS BASED ON PERCENTAGE THRESHOLDS RATHER THAN FLAT DOLLAR AMOUNTS, AND ENSURING ACCOUNTABILITY FROM RECIPIENTS BY UTILIZING AGREEMENTS.
STAFF WILL DEVELOP OPTIONS FOR ESTABLISHING A FUND BALANCE POLICY AND PRESENT THEM AT A FUTURE MEETING FOR THE COMMITTEE'S REVIEW AND CONSIDERATION.
THE SECOND TOPIC WAS THE ANNUAL COST OF SERVICES STUDY.
MR. IC PRESENTED THE ANNUAL REVIEW OF SERVICE FEES PROPOSING A 2.6% INFLATIONARY ADJUSTMENT TO DETERMINE FEES FOR 2025.
A COMPREHENSIVE COST OF SERVICES STUDY REVIEW IS CONDUCTED FOR THE 2025 COST STUDY.

OF 2.6% WAS APPLIED TO THE PER UNIT COST TO DETERMINE FEES FOR 2026 CONSISTENT WITH THE METHODOLOGY APPLIED IN PAST YEARS.MOST DEPARTMENTS FEES REMAINED UNCHANGED THIS YEAR, BUT NEW FEES WERE INTRODUCED FOR COURT SERVICES AND PARK RENTALS.
WITH INCREASES TO RECREATION AND POOL FEES, THE DORA PROGRAM WILL MOVE TO A STICKER BASED PROGRAM.
THE UPDATED COST OF DEVELOPMENT MEMO WAS PROVIDED TO THE COMMITTEE AND THE PROPOSED BUILDING STANDARDS FEES ALIGN WITH THE CITY'S MOST CITY'S COST RECOVERY GOAL AND DEVELOPMENT STANDARDS.
COMMITTEE MEMBERS EXPRESS SUPPORT FOR THE PROPOSALS PRE PRAISING THE CITY'S BALANCED APPROACH TO SUSTAINABILITY, SERVICE QUALITY AND TRANSPARENCY STAFF PLANS TO BRING FORWARD THE 2026 SCHEDULE OF FEE AND SERVICES CHARGES, ORDINANCE FOR FIRST READING AT THE OCTOBER 6TH CITY COUNCIL MEETING.
UH, NEXT WILL BE THE PUBLIC SERVICES COMMITTEE REPORT WITH COUNCIL MEMBER CRAM, THE PUBLIC SERVICE COMMITTEE MET ON SEPTEMBER 10TH.
THE TOPIC WAS MICRO MOBILITY DEVICES, BUT MORE SPECIFICALLY THE ELECTRIC POWERED VEHICLES THAT WE'RE SEEING ON OUR SHARED USE PATHS THESE DAYS.
AND PARTICULARLY THOSE, UM, WE DISCUSSED THE DIFFERENCE BETWEEN THOSE UNDER 20 MILES AN HOUR VERSUS THOSE OVER 20 MILES AN HOUR.
AND THE INCREASED FREQUENCY PRIMARILY OF WHAT YOU WOULD CONSIDER THOSE MINI MOTORCYCLE ELECTRIC MOTORCYCLES.
SO THE RESULT WE HAD, UM, A DISCUSSION ABOUT WHAT THE CURRENT CODE SAYS AND YOU KNOW, IN SHORT WHAT'S ALLOWED VERSUS NOT ALLOWED.
AND THE NEXT STEP GOING FORWARD IS WE'RE, WE'RE GONNA STAFF IS WORKING ON SOME CODE AMENDMENTS TO ADDRESS SOME OF THE SAFETY CONCERNS.
AND THEY'VE BEEN BENCHMARKING AND LOOKING AT WHAT OTHER, UM, NEIGHBORING CITIES ARE DOING.
THERE WAS ALSO THE COMMITTEE, WE EMPHASIZE THE IMPORTANCE OF BASICALLY SAFETY AND SIGNAGE AND GENERAL ETIQUETTE ON THE SHARED YOUTH PASS ON HOW TO SHARE THESE WITH THESE PRETTY FAST SPEED VEHICLES THAT ARE ON THERE.
UM, AND EDUCATION EFFORTS ARE GOING TO BEGIN HERE WITH STAFF TOO, SO THE PUBLIC IS AWARE OF WHAT IS AND IS NOT ALLOWED ON THESE PATHS.

AND DISCUSSED, UH, SEVERAL TOPICS.
THE SCHOOLS PROVIDED US AN UPDATE ON THE HIGH SCHOOL REDISTRICTING PROCESS, WHICH WILL HELP BALANCE THE ENROLLMENT ACROSS ALL THREE HIGH SCHOOLS.
AND THEN THE GROUP ALSO DISCUSSED THE ONGOING STATEWIDE CONVERSATION CONCERNING PROPERTY TAXES.
THE DISCUSSION HIGHLIGHTED CONCERNS ABOUT THE IMPACT OF RISING PROPERTY VALUATIONS ON HOMEOWNERS, AND THAT THAT BALANCE BETWEEN THE LOCAL REVENUE NEEDS AND THE TAXPAYER BURDEN AND ANY POTENTIAL LEGISLATIVE, UH, PROPOSALS AIMED AT PROVIDING RELIEF.
WE ALL TALKED ABOUT HOW IMPORTANT IT WAS TO MONITOR THOSE CONVERSATIONS CLOSELY, AS ANY STATEWIDE CHANGES COULD SIGNIFICANTLY AFFECT LOCAL FUNDING FOR SCHOOLS, CITY SERVICES, AND RESIDENTS ALIKE.

THE INITIATIVE HAS BEEN REBRANDED AS THE DUBLIN WELLNESS ALLIANCE, WHICH NOW REPRESENTS ALL PARTICIPATING ORGANIZATIONS AND PARTNERS.
WE INVITED THE SCHOOL BOARD TO DESIGNATE A REPRESENTATIVE, POSSIBLY A STUDENT TO SERVE ON THE ADVISORY COMMITTEE.
AND MOLLY STEINER IS SCHEDULED TO PRESENT AN OVERVIEW OF THE INITIATIVE AT THE OCTOBER 13TH SCHOOL BOARD MEETING.

IT IS AN ENORMOUS FACILITY, UM, AND HAD THE OPPORTUNITY TO CONGRATULATE THE LEADERSHIP OF CARDINAL HEALTH ON THAT.

UM, AND I THINK WE HAD, WE HAD A LOT OF SIDEBAR QUESTIONS AFTERWARDS, SO I KNOW THAT IT MUST HAVE BEEN A VALUABLE EVENT FOR THEM BECAUSE IT PURSUED A LOT OF THOUGHT.
UH, WE HAD THE OPPORTUNITY TO, UM, JOIN OUR PARTNERS AT MUIRFIELD VILLAGE, UM, AT THE MEMORIAL TOURNAMENT AND IN THEIR ADVOCACY TO HAVE ACCESS TO THE UNCLAIMED FUNDS, UH, POOL OF MONEY THAT IS BEING DOLED OUT TO SPORTS FACILITIES AROUND THE STATE.

AND I WANT TO TELL YOU THAT, UM, THEY REACH THEIR $10 MILLION GOAL TO BUILD A GIANT, UH, FACILITY.
IT'LL BE JUST NORTH OF US OVER HERE IN, UM, ALONG THE LAKE.
AND IT IS GONNA BE A BEAUTIFUL FACILITY WITH, WITH, UH, FIREPLACES AND A CABIN AND EVERYTHING.
AGAIN, FOR AN EXTENDED PROGRAM LIKE THIS FOR PEOPLE THAT ARE HANDICAPPED AND MORE VETERANS WHO HAVE BEEN DAMAGED.
AND NOTHING'S MORE EXCITING THAN WORKING WITH THESE PEOPLE BECAUSE WHEN THE PARENTS COME IN, THEY'RE UNLOADING THEIR CHILD WITH YOU AND YOU'RE IN CHARGE OF THEIR SAFETY.
AND THEN TO SEE THE JOY OF THE PERSON THAT'S BEEN DAMAGED AND, UH, GETS TO GO KAYAKING OR THE BICYCLES HAVE BEEN MODIFIED AND GET, GET TO TAKE THEM OUT.
