SPECIAL PRESENTATION THIS EVENING, AND THAT IS THE HOSPITALITY INDUSTRY UPDATE, GOING TO BE DELIVERED BY MR. SCOTT.

UM, IF I MAY ALSO INTRODUCE OUR BOARD PRESIDENT, DAVE SIE IN THE BACK THERE, WHO, WHO'S JOINED US.

UM, LEMME GET THIS THING GOING.

I THINK KENDALL'S HELPED ME WITH THIS.

AS WE GET GOING, I WANTED TO KIND OF GIVE YOU KIND OF AN UPDATE ON WHAT HAPPENED IN 2004.

THANKS KENDALL.

AND, UH, AND THEN GO INTO SOME OF THE THINGS QUICKLY ON WHAT WE HAVE PLANNED FOR THIS YEAR.

HERE'S THE KIND OF THE DATA THAT WE USE.

BED TAX REVENUE, AS YOU PROBABLY HAVE HEARD, A SUBSTANTIAL INCREASE LAST YEAR, UP 9%.

UH, OUR OCCUPANCY RATE, AND THAT'S THE NUMBER OF ROOMS THAT, UH, WERE OCCUPIED IN DUBLINS HOTELS, 67%, WHICH WAS UP SUBSTANTIALLY 8%.

UM, THE AVERAGE DAILY RATE, WHICH IS WHAT, UH, THE AVERAGE CONSUMER PAYS FOR A HOTEL ROOM WAS $126 UP, 2.5%.

SO IT WAS A VERY GOOD YEAR FROM THE HOTEL FRONT.

RESTAURANT OBVIOUSLY DID VERY WELL, EVEN WITH KIND OF THE INCREASED DEMANDS ON THEM WITH, UH, WITH THE FOOD SALES AND EVERYTHING ELSE THAT THEY HAVE, UM, TO DEAL WITH IN SALESFORCE.

I'M ALWAYS A LITTLE HESITANT TO THROW UP THESE METRICS 'CAUSE THESE THE ONLY ONES WE HAVE.

AND IT REALLY DOESN'T TELL THE BIG STORY OF OUR INDUSTRY.

JUST KIND OF A, THE HOTEL METRICS SPECIFICALLY.

UM, A RESTAURANT'S A GOOD EXAMPLE.

LAST WEEK, WE ALL ENJOYED RESTAURANT WEEK HERE IN DUBLIN.

UM, ENJOYED THE IMMENSE OPPORTUNITIES AND THINGS WE HAVE HERE IN THE CITY.

AND, YOU KNOW, I'VE SAID MANY TIMES IF IT WASN'T FOR OUR VISITORS, WE AS RESIDENTS WOULD NEVER BE ABLE TO ENJOY ALL THE, THE RESTAURANTS WE HAVE.

THERE JUST ISN'T ENOUGH DEMAND FROM A LOCAL DUBLIN RESIDENT PERSPECTIVE.

SO, UM, ON FRIDAY, SATURDAY NIGHTS, THEY'RE OBVIOUSLY VERY BILLED, UM, FULL, BUT, YOU KNOW, THERE'S MONDAY THROUGH THURSDAY IS WHEN OF THE GREATEST TIMES OF EVENING.

THAT'S WHERE OUR VISITORS FILL, UH, FILL THOSE TIMES OF NEED.

SO, UM, AND AGAIN, THE, THE OVERALL, UM, OUR VISITORS, THEY, IT'S REALLY TRICKLE DOWN ECONOMICS.

I MEAN, OUR VISITORS COME, THEY STAY AT OUR HOTELS, BUT THEY SPEND MOST OF THEIR MONEY ON, ON RESTAURANTS, EVENTS, SHOPPING, ET CETERA.

UH, HELP GENERATE JOBS AND AWARENESS OF OUR COMMUNITY, UH, ACROSS THE GLOBE.

HERE'S JUST A COUPLE OF OUR INTERNAL METRICS.

UH, I'M NOT GONNA GO TOO DEEP INTO THESE, BUT, UM, AGAIN, HUGE WEBSITE, UH, VISITS WE DO ARE EARNED MEDIA IMPRESSIONS ACROSS THE WORLD.

2.7 BILLION, UH, REGIONAL CAMPAIGN, ET CETERA.

UM, ONE THING WE DID LAST YEAR TOO, YOU MAY, YOU MAY RECALL THE OTHER DUBLIN CAMPAIGN WHERE WE CAMPED THE IDEA TO OFFER FREE PINTS TO THOSE IN DUBLIN ISLAND, TO COME OVER TO DUBLIN, OHIO.

UH, THAT WAS TREMENDOUSLY SUCCESSFUL.

UH, WE HAVE OVER 130 MILLION MEDIAN IMPRESSIONS.

IT REALLY RAISED AWARENESS OF DUBLIN ON A GLOBAL SCALE SCALE.

WE ARE IN THE NEW YORK POST TO IRISH TIMES, SEVERAL WIRE SERVICES, AND JUST LAST WEEK WE HEARD THAT WE RECEIVED AN AWARD FROM AN ADRIAN WARD FROM HS, MAI.

AND THAT'S REALLY KIND OF OUR OSCARS, I GUESS YOU COULD SAY, AWARDS.

UM, AND WE'RE COMPETING NOT JUST LOCALLY OR RE OR STATEWIDE.

WE'RE COMPETING AGAINST HILTON AND MARRIOTTS AND DISNEY'S.

AND WE'LL BE GOING, ACTUALLY, LINDSAY'S GONNA ATTEND WITH US IN A COUPLE WEEKS.

WE'RE GOING TO NEW YORK, UM, TO ACCEPT THAT AWARD ON BEHALF OF THE CITY AND, UH, AND VISIT DUBLIN AS WELL.

UH, SOME OF THE OTHER THINGS WE'VE DONE, UM, IN YOUR PACKET THERE, YOU HAVE SOME OF OUR TRAIL INFORMATION.

UH, THE DUBLIN PARKS PASS, UH, YOU CAN SEE THERE IN THAT PICTURE, WE HAD OUR 10000TH, UH, FERRY DOOR, UH, PARTICIPANT.

UH, WE CONTINUE TO DO THE ART IN PUBLIC PLACES TRAIL, AND THE CELTIC COCKTAIL TRAIL, ACTUALLY THE CELTIC COCKTAIL TRAIL, UM, SOLD ALMOST 3000 COCKTAILS LAST YEAR JUST THROUGH OUR, OUR APP ALONE, UM, THROUGH THE PAST.

AND ONE THING I REALLY LIKE ABOUT THESE TRAILS THAT WE DO IS THEY'RE SO TRACKABLE.

I MEAN, EVERYONE THAT SIGNS UP FOR THAT, WE KNOW WHERE THEY'RE COMING FROM.

WE KNOW WHO THEY ARE.

AND THE INTERESTING PART ABOUT THIS IS ABOUT 40, 45% OF THE PEOPLE THAT DO THESE TRAILS ARE DUBLIN RESIDENTS.

SO OUR RESIDENTS ARE USING THESE TRAILS TO KIND OF LEARN ABOUT DUBLIN, ENJOY THE AMENITIES WE HAVE, LEARN FOR THE FIRST TIME PATRONIZE OUR DOWNTOWN DUBLIN ESTABLISHMENTS AND SPEND MONEY IN THE COMMUNITY.

SO IT'S NOT JUST ABOUT VISITORS, OBVIOUSLY, IT'S A LOT ABOUT DUBLIN RESIDENTS AS WELL.

UM, WE LAUNCHED WITH THE DUBLIN CITY SCHOOLS, THE DUBLIN TRAVEL AND TOURISM, UH, ACADEMY FOR THE FIRST TIME.

AND IT INCLUDES, UH, UP TO, I THINK IT'S 10 JUNIORS AND SENIORS, UH, DUBLIN SCHOOLS.

UM, THEY ARE, IT'S A REAL UNIQUE PROGRAM WHERE THEY'RE

NOT JUST IN THE SCHOOL, IN THE CLASSROOM THE WHOLE TIME.

THEY'RE ACTUALLY GOING ON, ON, ON THE ROAD AND GOING INTO HOTELS AND RESTAURANTS AND EVENTS.

UM, I KNOW THEY'VE STOPPED TO THE CITY AND THEY'RE GONNA MEET WITH LINDSAY'S TEAM, AND I BELIEVE THEY'RE MEETING WITH ALLISON'S TEAM AS WELL TO SEE ALL EVENTS WORK.

AND THEY'RE REALLY SEEING FIRSTHAND OF HOW OUR HOSPITALITY WORKS AND THE INS AND OUTS.

AND HOPEFULLY THEY'LL, UM, JUST DECIDE TO GO IN THEIR CAREER WITH THAT.

UH, WE HAD OVER 40,000 YOUTH ATHLETIC PARTICIPANTS COMING TO DOUBLE LAST YEAR IN VARIOUS SPORTS FROM SOCCER, LACROSSE, FIELD HOCKEY, WHATEVER IT MIGHT BE.

AND AGAIN, ACCREDITATION.

WE GOT RE-ACCREDITED, UM, WHICH IS, IT'S PRETTY SUBSTANTIAL.

THERE'S ALMOST 4,000 CDBS LIKE US WORLDWIDE, AND ONLY 6% ARE ACCREDITED.

SO WE'RE, WE'RE PROUD OF THAT.

UH, THE VISIT DUBLIN CHOICE AWARDS, AGAIN IN THE SECOND YEAR, YOU CAN KIND OF SEE THE AWARDS HERE.

UH, WE HAD A RECORD 50,000 VOTES WERE CAST, UM, FOR THESE 17 WINNERS.

UM, WE HAD OVER 120 DIFFERENT POTENTIAL, UM, UH, SUBMISSIONS THAT CAME IN FOR THESE VARIOUS CATEGORIES.

UM, THANK YOU MAYOR FOR COMING AND HELPING US, UH, UH, SUBMIT THOSE AWARDS AND PRESENT THOSE AWARDS.

UH, BACK IN NOVEMBER.

UH, LOOKING ON TO THIS YEAR, UM, WE ARE EXCITED TO LAUNCH OUR REGIONAL CAMPAIGN ONCE AGAIN.

UH, THAT'LL BE IN MAY THROUGH THE END OF AUGUST.

UH, IT'LL BE IN OUR KEY MARKETS IN CINCINNATI, CLEVELAND, AND, BUT WE'RE ALSO GONNA BE IN OUR FEEDER MARKETS IN PITTSBURGH, DETROIT, INDIANAPOLIS, LEXINGTON, CHARLESTON, HUNTINGTON, ET CETERA.

SO THAT'S A HUGE CAMPAIGN THAT REALLY HELPS RAISE THE PROFILE, UM, OF THE CITY OF DUBLIN.

ONE OF THE THINGS THAT WE DO TOO, UH, BEYOND JUST THE, THE REGIONAL CAMPAIGN.

IN THE SUMMER WE DO SOMETHING CALLED SHOULDER SEASON CAMPAIGNS.

AND THAT'S BASICALLY CAMPAIGNS IN THE WINTER AND THE FALL TO KIND OF SU SUPPLEMENT.

OUR SPRING SUMMER CAMPAIGN, ONE WE HAVE GOING ON RIGHT NOW, IT'S CALLED LOVE IN DUBLIN.

IT'S A COOL CAMPAIGN.

IT'S, UH, ON OUR WEBSITE ACTUALLY.

YOU CAN GO ON THE WEBSITE AND YOU CAN PUT IN WHAT YOUR IDEAL DATE WOULD, WHAT CHARACTERISTICS YOU WANNA SEE IN YOUR IDEAL DATE, AND THEN WE WILL GIVE THEM AN ITINERARY IN DUBLIN ON WHAT THEY MIGHT WANT TO DO.

WE ACTUALLY HAVE A ROMANTIC GETAWAY THAT WE'RE PROVIDING THEM AS WELL.

AND WE'VE HAD OVER 4,000 COUPLES, UM, SUBMIT FOR THAT JUST IN THE FIRST TWO WEEKS.

AND SOMETHING I FOUND OUT JUST THE LAST WEEK, APPARENTLY, AND MEGAN MIGHT KNOW MORE ABOUT THIS THAN I DO, BUT ON, ON THE LINK BRIDGE, THERE'S AN ACTUAL CERTAIN SPOT WHERE THERE'S A LOT OF PROPOSALS BEING MADE AND THERE'S A PERFECT SPOT WHERE YOU CAN ACTUALLY HAVE IT DONE AND PEOPLE FROM BOTH SIDES OF THE RIVER CAN HIDE AND THEN POP OUT AND ACTUALLY CELEBRATE THE THING.

SO WE'RE DOING SOMETHING WITH THE CITY, UM, ON VALENTINE'S DAY, MORE INFORMATION TO COME TO KIND OF CELEBRATE THAT SPECIFIC SPOT, UM, ON THE BRIDGE DURING THAT DAY AS WELL.

WE'LL BE LEADING WITH THAT, WITH THE CITY AS WELL.

UM, WE'RE WORKING HARD TO CREATE PACKAGES, UM, AND MARKETING CAMPAIGNS FOR THE IRISH FESTIVAL, ST.

PATRICK'S DAY, IRISH FE OR THE, UH, UH, MEMORIAL TOURNAMENT, ET CETERA AS WELL.

UM, WE'RE WORKING WITH ABBY THEATER, DOING WHAT WE CAN TO MARKET THAT AND PROMOTE THEIR, UH, GREAT AMENITIES AND THEIR UPCOMING, UM, PROGRAMMING THAT THEY HAVE COMING UP AS WELL.

AND THEN WE'RE EXCITED TO BE PART AN OFFICIAL CITY OF AMERICA TWO 50 CELEBRATION THAT WE'RE PART OF THE STEERING COMMITTEE AND THE CITY'S DONE THAT, UM, WE'RE COMING UP WITH EVENTS TO CELEBRATE AMERICA'S BIRTHDAY IN 2016.

THAT WILL BE A BIG PART OF, UM, FOR, FOR THAT AS WELL.

AND I THINK WE'RE PARTICULARLY EXCITED ABOUT THE, THE PREMIER ATHLETIC FACILITY THAT WE'VE BEEN TALKING ABOUT FOR A LONG TIME.

UM, YOU KNOW, WE'VE SAID THIS TO, TO CITY STAFF AND OUR BOARD THAT, YOU KNOW, THAT IS, UH, GONNA BE SOMETHING THAT, UM, LIVES WELL BEYOND FOR OUR RESIDENTS AND VISITORS FOR GENERATIONS DOWN THE ROAD.

SO IT'S SOMETHING THAT WE'RE EXCITED ABOUT AND SOMETHING THAT, UH, WE'RE WILLING TO HELP IN ANY WAY WE CAN DOWN THE ROAD.

SINCE 2006, WE HAVE BEEN FORTUNE TO RENT LINS DANIEL RICE ELEMENTARY SCHOOL AS OUR SEVENTH SCHOOL LOCATION.

OVER THE PAST 18 YEARS, WE HAVE HOST NUMEROUS EVENTS THERE, INCLUDING LUNA, NEW YEAR'S CELEBRATIONS, MOON FESTIVAL, AND A CHINESE CULTURE SUMMER CAMP.

THESE EVENTS ARE A CHERISHED TRADITION FOR OUR SCHOOL MEMBERS AND THE BROADER COMMUNITY.

WE ARE DEEPLY APPRECIATIVE OF THE WELCOMING ENVIRONMENT, EXCELLENT FACILITY AND SUPPORT PROVIDED BY DANIEL WRIGHT AND AND HIS STAFF.

CCA OFFERED MANDARIN CLASS FOR HERITAGE, FAMILY AND NON-HERITAGE FAMILY, AND ALSO THE ADULT, UH, CLASS.

HOWEVER, IN MAY, 2024, WE ARE INFORMED THAT THE SCHOOL DISTRICT'S COMMUNITY RENTAL PROGRAM WAS TERMINATED.

THE NEW RENTAL STRUCTURE COSTS OUR ANNUAL COST TO SEARCH DRAMATICALLY FROM 20,000 TO OVER A HUNDRED THOUSANDS BASED ON OUR CLASSROOM USAGE.

THIS UNPRECEDENTED INCREASE FORCED US TO RELOCATE IT TO A SMALLER VENUE WITH LESS THAN THREE MONTHS NOTICE.

LAST SUMMER SIGNIFICANTLY LIMITED OUR ABILITY TO SECURE A SUITABLE FACILITY LIKE DANIEL WRIGHT.

OF COURSE, UH, OH, NO, SORRY.

ON FEBRUARY 8TH, 2025, WE PLAN TO HOLD OUR ANNUAL LUNAR NEW YEAR'S CELEBRATION.

UNFORTUNATELY, OUR NEW LOCATION IS TOO SMALL TO HOST THIS IMPORTANT EVENT.

AS A RESULT, WE REQUEST TO RENT DANIEL WRIGHTS AND ELEMENTARY SCHOOL AGAIN FOR THIS SPECIAL OCCASION.

BASED ON THE CURRENT RENTAL STRUCTURES, WE PROJECTING THE COST OF THIS FOUR HOUR EVENT TO BE ABOUT $2,000, WHICH WE WILL PAY DESPITE THE FINANCIAL STRAIN AS WE HAVE NO OTHER VIABLE OPTIONS.

WE ARE WRITING TO SEEK YOUR ASSISTANCE WITH THE 2025 CHINESE CULTURE SUMMER CAMP.

WE, UH, JULY 21 TO 25.

THIS BELOVED WEEK LONG CAMP HAS BEEN A CORNERSTONE OF OUR COMMUNITY OF OUTREACH FOR 18 YEARS.

WE HOSTING THE FIVE DAY CAMP AT DANIEL WRIGHT TREE UNDER THE CURRENT RENTAL RATE WILL COST MORE THAN 13,000 FOR JUST FIVE DAYS.

A FIGURE FAR BEYOND OUR BUDGET.

LAST YEAR WE PAID ONLY 11 $1,125 IN 2020 5, 24.

WE'LL PERFORM THE BURIAL OF EXISTING OVERHEAD, PRIMARY ELECTRIC LINES AND TELECOMMUNICATION UTILITY LINES TO UNDERGROUND ALONG BLACKSMITH LANE, SOUTH HIGH STREET, AND INTERSECTING STREETS.

AT THE COMPLETION OF THE PROJECT, ALL OVERHEAD UTILITY LINES AND POLES IN THE PROJECT AREA WILL BE REMOVED BETWEEN WESTBRIDGE STREET AND SHORT STREET, INCLUDING THE POLES ALONG SOUTH HIGH STREET.

SINCE 2011, THE CITY OF DUBLIN AND DUBLIN COMMUNITY CHURCH HAVE ENTERED INTO PARKING LOT OR PARKING LEASE AGREEMENTS FOR EXCESS PARKING IN THE CHURCH'S PARKING LOT.

IN ADDITION TO PROVIDING MORE PARKING OPTIONS FOR THE HISTORIC DISTRICT.

THE INTENTION OF THESE OF LE THESE LEASE AGREEMENTS HAS BEEN TO PROVIDE ADDITIONAL FLEXIBILITY FOR ECONOMIC DEVELOPMENT PURPOSES IN THE DISTRICT.

THE TERM OF THE CURRENT PARKING LOT LEASE AGREEMENT IS FROM NOVEMBER 1ST, 2023 THROUGH NOVEMBER 1ST, 2026.

THIS RESOLUTION AUTHORIZES THE CITY MANAGER TO EXECUTE A LEASE EXTENSION WITH THE CHURCH THROUGH NOVEMBER 1ST, 2029.

THE REASON FOR EXTENDING THIS LEASE WITH THE CHURCH IS TO ACCOMMODATE THE GROWTH OF A GROWING DUBLIN TECH COMPANY.

THE COMPANY HAS IDENTIFIED AN OFFICE SPACE AT 61 WEST BRIDGE STREET THAT FITS THEIR NEEDS AND EXECUTE A LEASE THROUGH FEBRUARY, 2029.

THE CITY PLANS TO SUBLEASE THE 29 SPACES TO THE BUILDING OWNER, GRABLE AND COMPANY FOR THE SAME TERM AS THE, AS THE OFFICE 10 TENANT LEASE MARCH 1ST, 2025 THROUGH FEBRUARY 28TH, 2029.

THESE SPACES ARE AVAILABLE TO THE COMPANY ON WEEKDAYS 7:30 AM TO 5:30 PM WITH THE EXCEPTION OF MAJOR HOLIDAYS, WHICH ARE NOTED IN THE SUBLEASE AGREEMENT.

THE LEASE RATE IS CONSISTENT WITH THE EXISTING AGREEMENT WITH DUBLIN COMMUNITY CHURCH AT $750 PER MONTH.

MEMBERS OF COUNCIL ON DECEMBER 20TH, 2024, 11 BIDS WERE RECEIVED AND PUBLICLY OPEN FOR THE DUBLIN COMMUNITY RECREATION CENTER, PHASE ONE RENOVATION PROJECT.

THIS PHASE FOCUSES, FOCUSES ON THE RENOVATION OF THE EXISTING TEEN LOUNGE AND SENIOR LOUNGE AREAS.

ONCE COMPLETED, THESE SPACES WILL BE REBRANDED AND WILL OFFER INCREASED SERVICES FOR MULTIPLE GENERATIONS, NEW PROGRAMMING OFFERINGS AND DROP IN ACTIVITIES.

IT IS IMPORTANT TO NOTE THAT THE RENOVATIONS TO THE TEEN LOUNGE DO INCLUDE ENCLOSING THE OUTDOOR PATIO, UM, AREA TO, UM, EXPAND THE INDOOR SPACE, WHICH SUBSTANTIATES MUCH OF THE COST FOR THIS PARTICULAR PHASE OF THE RENOVATIONS.

STAFF HAS THOROUGHLY REVIEWED THE BIDS FROM THE PROJECT AND HAS DETERMINED THAT SILI CONSTRUCTION'S BID OF $1,169,292 IS THE LOWEST AND BEST BID, WHICH IS APPRO APPROXIMATELY 38% BELOW THE PROJECT COST ESTIMATION.

ROBERTSON, UH, CONSTRUCTION'S BID WAS ACTUALLY $20,292 LESS THAN SILI CONSTRUCTION BID.

HOWEVER, AFTER THE EVALUATION OF BOTH BIDS STAFFED, DETERMINED SILIS CONSTRUCTION BID IS THE LOWEST AND BEST BID.

A CRITICAL FACTOR IN EVALUATING, UH, OR IN THAT EVALUATION WAS THE PROPOSED PROJECT SCHEDULE.

EACH BID, EACH BIDDER WAS OBLIGATED TO PROVIDE THAT SCHEDULE, UM, AND IS A KEY TO THE, UH, PROJECT AS A PRIORITY ELEMENT OF THE PROJECT TO LIMIT THE DISRUPTION AND SERVICES PROVIDED.

UH, FOR DUBLIN RESIDENTS AT THE DCRC IL'S BID WAS DETERMINED THE LOWEST AND THE BEST BECAUSE OF ITS PROPOSED SCHEDULE SHOWING THE TIMELINE THAT WAS ABOUT SIX WEEKS SHORTER THAN THE PROPOSED SCHEDULE FROM ROBERTSON'S CONSTRUCTION.

THIS WILL, THIS WILL REDUCE THE DISRUPTION TO THE PROGRAMMING O AND PUBLIC ACCESS STAFF HAS, UH, SUCCESSFULLY, UM, OR SILI HAS, UH, SUCCESSFULLY COMPLETED PREVIOUS PROJECTS FOR THE CITY AND DEMONSTRATED THE NECESSARY EXPERIENCE AND CAPABILITIES TO COMPLETE THIS PROJECT TO A HIGH STANDARD.

THEREFORE, DESPITE THE HIGHER BID PRICE, SILI PROPOSAL, SILIS DISPOSAL, UH, PROPOSAL IS DE DEEMED THE LOWEST AND BEST FOR THE OVERALL PROJECT REQUIREMENTS AND PRIORITIES.

WITH THAT STAFF, UH, RECOMMENDS APPROVAL OF RESOLUTION OH 6 25.

UH, WITH ME TONIGHT, AS LAST TIME IS, UH, MIKE BREM FROM EMH AND T AND JOHN WOODS FROM MKSK.

I'M GONNA GIVE A VERY QUICK, UH, BACKGROUND AND REMINDER OF WHERE WE'VE BEEN AND THEN LET THEM TALK ABOUT SOME OF THE DETAILS THAT WE ARE BRINGING TO YOU TONIGHT.

SO THIS IS THE, UH, UH, PROJECT IN THE NORTH RIVERVIEW, UH, AREA.

AND AS YOU WILL RECALL THAT THERE WAS A REQUEST FOR PROPOSALS THAT, UH, WAS RESPONDED TO BY ATCH, UH, A COUPLE OF YEARS AGO THAT ENVISIONED SOMETHING A LITTLE BIT OF, UM, UH, WITH, WITH SOME UNIQUE CHARACTER IN THIS, UH, GENERAL AREA.

SO THERE WERE, UH, SOME ELEMENTS TO THE, UH, STREETSCAPE AND SOME POTENTIAL FOR ON STREET PARKING IF THAT WAS FEASIBLE.

UH, AS THAT CONTINUED TO EVOLVE, UH, SOME OF THE PARCELS THAT WERE ORIGINALLY PART OF THE, UH, PROJECT ON THE SOUTH SIDE OF WING HILL ON NORTH RIVERVIEW WERE, UH, SEPARATED AND SOLD OFF, UH, THROUGH AUCTION.

UH, BUT THE GENERAL OVERALL PLAN REMAINED THE SAME.

AND IT WAS ALSO INTENDED TO INTEGRATE WITH SURROUNDING DEVELOPMENT SOME OF THE INFRASTRUCTURE NEEDS, UM, THAT THE CITY HAD IN THAT AREA, AS WELL AS THE PARK IMPROVEMENT PLAN.

AS IT PROGRESSED TO THE CONCEPT PLAN, THE, UH, FOCUS AT THE TIME WAS ON THE PRIVATE COMPONENT OF THE DEVELOPMENT.

SO THE, UH, UH, PLAN THAT YOU SEE ON THE SCREEN WAS, UH, UH, SIMPLIFIED TO SIMPLY INCLUDE THE CO HATCH PROJECT.

AND IT STILL WAS TRYING TO ACCOMMODATE SOME ON STREET PARKING ON NORTH BLACKSMITH LANE.

AS

THE, UH, STUDY OF THE AREA CONTINUED TO EVOLVE, UH, DUE TO THE WITS OF SOME OF THOSE STREETS AND THE NEED TO ACCOMMODATE, UH, EMERGENCY VEHICLE ACCESS, UH, SOME OF THAT PARKING PROVED TO BE NOT FEASIBLE, ESPECIALLY ON BLACKSMITH LANE.

SO THE FOCUS SHIFTED BACK TO PROVIDING SOME ON STREET PARKING FOR, ESPECIALLY FOR A DA ACCESS AND DELIVERIES AND EMERGENCY VEHICLES ON NORTH RIVERVIEW STREET, WHILE MAINTAINING, UH, SOME OF THE EXISTING PARKING, UH, THAT'S ON, UH, NORTH STREET, ON THE SOUTH SIDE OF NORTH STREET AND FURTHER SOUTH ON NORTH RIVERVIEW.

SO THE PLAN THAT YOU SEE ON, ON THE SCREEN WAS, UM, PRESENTED TO THE ARCHITECTURAL REVIEW BOARD AS PART OF THE PRELIMINARY DEVELOPMENT PLAN REVIEW.

AND THE STREETSCAPE ITSELF WAS VERY CONCEPTUAL AT THE TIME.

IT WAS JUST, UH, SHOWN FOR DISCUSSION PURPOSES THAT EVOLVED, UM, SLIGHTLY.

AND, AND AS PART OF THE PRESENTATION, UM, ATCH PRESENTED SOME OF THEIR, UH, VISION FOR, UH, OCCASIONAL ART SHOWS AND MARKETS IN THAT AREA THAT, AGAIN, FOCUS ON PEDESTRIAN ACTIVITY AND, UH, SIMILAR USES IN THERE.

AND THAT PROGRESSED TO THE FINAL DEVELOPMENT PLAN THAT WAS APPROVED BY THE ARCHITECTURE REVIEW BOARD BACK IN NOVEMBER.

AGAIN, THE, UH, STREETS SCAPE THAT WAS SHOWN WAS CONCEPTUAL IN NATURE.

WE CAME TO YOU BACK IN NOVEMBER WITH A FEW CONCEPTS THAT, UH, INCLUDED, UH, QUITE A BIT OF BRICK IN THE STREETS.

UM, THE FEEDBACK WE HEARD FROM YOU WAS THAT WE NEEDED TO, UH, BE MORE CONSISTENT WITH THE, UH, STANDARD THAT HAS BEEN MOST RECENTLY USED IN THE HISTORIC DISTRICT AND FOCUSING ON, UM, INTEGRATING THE ELEMENTS SIMILAR TO THE FRANKLIN STREET EXTENSION.

SO, UH, WHAT WE ARE PRESENTING TO YOU TONIGHT IS, UH, OUR, UH, ATTEMPT AT RESPONDING TO YOUR FEEDBACK.

AND WE'D LIKE TO, UH, UH, GET FE UH, FURTHER FEEDBACK ON THAT AND ALSO SOME INPUT ON A COUPLE OF PARKING OPTIONS.

SO WITH THAT, I'M GONNA TURN IT OVER TO MIKE AND JOHN AND WE'LL THANK YOU BASSAM.

UH, JOHN AND I ARE PLEASED TO BE WITH YOU AGAIN, UH, TO PROVIDE AN UPDATE ON THE STREETS AND SIDEWALKS THAT ARE BEING PLANNED IN COORDINATION WITH THE ATCH PROJECT.

UM, IN NOVEMBER, WE PRESENTED A BASELINE OPTION THAT HAD ASPHALT STREETS AND BRICK SIDEWALKS AND BRICK CROSSWALKS.

UH, SO WE'RE HERE TONIGHT TO PRESENT AN UPDATED VERSION OF THAT BASELINE.

UM, ALL OF THE EXHIBITS WE'RE GOING TO SHOW YOU TONIGHT ARE ORIENTED WITH NORTH TO THE RIGHT SIDE.

SO THE INTERSECTION OF BRIDGE STREET AND HIGH STREET IS IN THE UPPER LEFT.

UH, JUST TO RECAP THE VARIOUS IMPROVEMENTS THAT ARE PART OF THIS PROJECT, NORTH STREET AND LOWER NORTH RIVERVIEW STREET THAT GOES DOWN UNDER THE BRIDGE AND ALONG BUILDING Z, UM, AS WE DISCUSSED IN NOVEMBER, WE'RE PROPOSING TO REALIGN THOSE TO ENCOURAGE MORE OF AN EAST TO NORTH AND SOUTH TO WEST CIRCULATION.

OF COURSE, WE'RE NOT ENCOURAGING MORE CARS TO GO DOWN TO THIS AREA.

UM, WE'RE JUST TRYING TO BETTER, LARGELY JUST BETTER MANAGE THE, THE VEHICLES THAT, UM, DO NEED TO CIRCULATE IN THAT AREA.

NORTH STREET AND LOWER NORTH REARVIEW STREET WILL BOTH HAVE IN THIS PROPOSAL, ASPHALT PAVEMENT, BRICK WALK, BRICK CROSSWALK, AND THE CURBS WILL BE STRAIGHT GRANITE CONSISTENT WITH WHAT'S IN FRONT OF BUILDING Z.

AND, UH, THE REST OF THE HISTORIC DISTRICT AROUND THE LIBRARY.

STREET PARKING TODAY IS ALLOWED ON THE SOUTH SIDE OF NORTH, NORTH STREET, UH, BETWEEN HIGH STREET AND BLACKSMITH.

AND THIS PROPOSAL WOULD PRESERVE THAT ABILITY TO PARK THERE.

UPPER NORTH RIVERVIEW STREET.

UH, THE BOTTOM PART OF THE SCREEN, UH, IS ALSO VERY SIMILAR TO THE BASELINE THAT WE PRESENTED IN NOVEMBER, WOULD HAVE ASPHALT PAVEMENT.

IT'S, IT WILL BE 20 TO 21 FEET WIDE.

IN THIS CASE, THE CURBS ARE PROPOSED TO BE MOUNTABLE GRANITE CURBS, AGAIN, CONSISTENT WITH THAT BASELINE OPTION THAT WE SHOWED YOU IN NOVEMBER SIDEWALK ON THE EAST SIDE OF NORTH RIVERVIEW STREET.

UM, IT WOULD BE PROPOSED TO BE BRICK

SOUTH OF WING HILL ALLEY.

AGAIN, THERE'S PARKING IS NOT RESTRICTED THERE TODAY.

AND AS PART OF THIS PROPOSAL, THAT ABILITY TO PARK ON THE EAST SIDE OF NORTH RIVERVIEW STREET, SOUTH OF WING HILL WOULD REMAIN TO BE PERMITTED.

ALSO, AS WE DISCUSSED IN NOVEMBER, BETWEEN WING HILL AND NORTH STREET, UM, THERE IS A NEED TO RESTRICT PARKING TO, UH, ALLOW EMS, PARTICULARLY FIRE TRUCKS TO CIRCULATE THE BLOCK.

SOMETHING THAT WE COORDINATED PRETTY CLOSELY WITH WASHINGTON TOWNSHIP.

SO THERE IS A NEED IN THAT CASE TO RESTRICT PARKING.

THE INSET DETAIL IN THE LOWER RIGHT OF THIS GRAPHIC IS NEW, UM, AND SHOWS THAT, UH, AREA THAT'S ABOUT A HUNDRED FEET LONG, UM, IN FRONT OF THE NEW BUILD WHERE WE COULD PERMIT PARKING OR OTHER OBSTRUCTIONS IN COORDINATION WITH KATCH AND THEIR, UM, ARCHITECTURE AND ENGINEERING TEAMS. WE ARE CURRENTLY PROPOSING THAT THAT SPACE BE OCCUPIED BY TWO, UH, PARKING SPACES THAT ARE RESERVED FOR HANDICAPPED USE.

AND THE REMAINING LENGTH OF THAT A HUNDRED FEET WOULD BE, UM, DESIGNATED AS AN ACTIVE LOADING ZONE.

SO I KNOW, UH, ALSO IN NOVEMBER WE DISCUSSED THE CHALLENGE WITH THE GRADES AND, UM, THE DESIRE TO PROVIDE SOME REALLY A DA ACCESSIBLE SPACES.

AND, UH, IN FRONT OF THE NEW BUILD, THIS IS REALLY THE, THE BEST SPOT, UH, THAT GETS YOU CLOSE TO YOUR DESTINATION.

IF YOU ARE, UM, WANTING TO GO TO ONE OF THE KATCH BUILDINGS, IT'S, IT'S CLOSE PROXIMITY, AND THE GRADES ARE VERY CONDUCIVE TO WHEELCHAIR ACCESS.

THE BIGGEST CHANGE TO THE BASELINE IS TO THE SECTIONS THAT ARE PROPOSED FOR NORTH BLACKSMITH LANE AND FOR WING HILL.

AND THOSE ARE SECTIONS A AND C ON THE RIGHT HAND SIDE.

UH, BOTH OF THESE STREETS ARE CURRENTLY ABOUT NINE FEET WIDE OF ASPHALT, UH, IN THE EXISTING CONDITION.

BLACKSMITH LANE HAS A MOUNTABLE CURB ON THE WEST SIDE AND JUST, UH, GRASS, AN UN UNCURBED CONDITION ON THE, UH, EAST SIDE.

AND WING HILL, UH, IS UNCURBED ON BOTH SIDES WITH GRASS.

SO AT THAT WIDTH, IF TWO VEHICLES ARE APPROACHING EACH OTHER, ONE OF THEM NEEDS TO, UM, CREEP INTO THE GRASS SO THAT THEY CAN PASS EACH OTHER.

AND THE SAME THING KIND OF APPLIES IF A PEDESTRIAN IS TRYING TO USE THE ROADWAY.

UM, IN NOVEMBER WE PRESENTED AN OPTION WHERE WE WOULD, UH, CREATE ON BLACKSMITH LANE AND WING HILL A A SHARED STREET TYPE OF AN ALLEY AT AN 18 FOOT TOTAL WIDTH.

AND THAT 18 FEET WAS INCLUSIVE OF FLUSH BAND.

SO THAT ENTIRE 18 FEET WAS, UM, AVAILABLE FOR VEHICULAR USE.

AND WE HAD SOME IDEAS ON HOW TO CARVE THAT SPACE UP FOR PEDESTRIAN USE USING PAVERS.

UM, WITH THIS, UH, NEW PROPOSAL, WE'VE COME UP WITH ANOTHER WAY TO PROVIDE A LITTLE BIT MORE ROOM, UH, BUT TO KEEP THOSE PAVERS RESERVED FOR A PREDOMINANTLY SIDEWALK CONDITION.

SO AS YOU CAN SEE ON SECTION A AND SECTION C, UH, WHAT WE'RE PROPOSING IS ON THE LEFT SIDE OF THIS SECTION, WHICH WOULD BE THE WEST SIDE OF BLACKSMITH AND THE SOUTH SIDE OF WING HILL, UM, THAT WOULD JUST BE A MOUNTABLE CURB WITH TURF BEHIND IT.

AND THEN ON THE EAST, UH, EAST SIDE OF BLACKSMITH AND NORTH SIDE OF WING HILL, UH, WE WOULD HAVE, UH, AGAIN, A MOUNTABLE GRANITE CURB AND A FIVE FOOT BRICK WALK.

UH, SO IF, AGAIN, NOT A LOT OF TRAFFIC ON THESE STREETS, DON'T WANT A LOT OF TRAFFIC ON THESE STREETS.

BUT IF, UH, TWO CARS DO NEED TO PASS, JUST LIKE IN THE EXISTING CONDITION, ONE WOULD NEED TO CREEP, UH, EITHER TO THE, THE DRIVEWAY SIDE OR, UM, TO RUN UP OVER THE GRANITE CURB, UH, GRANITE MOUNTABLE CURB ONTO THE SIDEWALK, WHICH WOULD BE DESIGNED AND CONSTRUCTED IN SUCH A WAY TO HANDLE THAT VEHI UH, VEHICULAR TRAFFIC, BUT TO DISCOURAGE IT.

UM, SO THIS IS,

UH, CERTAINLY A WAY TO, UH, PROVIDE A QUITE A BIT OF FRICTION ON THE STREET AND, UM, TO ENCOURAGE VERY SLOW SPEEDS.

SO WE'LL GET INTO, UH, A LITTLE MORE DETAIL ON, UH, WHAT THIS WOULD LOOK LIKE IN THREE DIMENSIONS, AND THEN ALSO RECAP, UH, SOME OF THE FIXTURES AND OTHER DESIGN FEATURES THAT'LL GO ALONG WITH THIS PROPOSAL.

UM, I'M GONNA EXPLAIN A LITTLE BIT MORE THE DESIGN AND DETAILS OF THE PROPOSAL.

UM, SO WHAT YOU'RE LOOKING AT HERE IS WE'VE TAKEN A LITTLE BIT MORE URBAN APPROACH TO THIS INTERSECTION WITH, UH, LESS RELIANCE ON BRICK.

UM, COMPARED TO THE PROPOSAL THAT WE BROUGHT BACK IN NOVEMBER, UM, IT, WHAT WE'VE DONE HERE TO REMIND YOU PREVIOUSLY WE HAD THE TREE LAWN COMING UP FROM THE LEFT IN THIS VIEW IN THE FOREGROUND, UH, APPROACHING THE SIDEWALKS, WE'VE REPLACED THAT WITH BRICK PAVEMENT OUT TO THE CURB AND SOME MORE VERTICAL ELEMENTS, PLANTERS AND BOLLARDS TO ACT AND, UH, TO ACT AS A VISUAL QUEUE THAT YOU'RE ENTERING THIS PEDESTRIAN AREA.

COUPLED THAT WITH A WIDER CROSSWALK TO, UM, VISUALLY CUE, UM, THAT THIS PEDESTRIAN AREA AS WELL.

WE'VE KIND OF MAXED THAT OUT IN WHAT WE CAN DO IN TERMS OF, UM, WORKING WITH THE GRADES.

AND THEN WE'RE ALSO WORKING WITH THE KATCH TEAM TO POTENTIALLY WIDEN THE STAIR IN THE, UM, THE PLAZA ACROSS THE STREET TO, TO WORK WITH BOTH OF THE CROSSWALK ON NORTH STREET AS WELL AS CROSSING NORTH RIVERVIEW TO MAKE THAT A LITTLE BIT MORE, UH, GRACEFUL.

UM, IN THE TOP RIGHT HAND VIEW, YOU CAN SEE THAT, UM, AS MIKE MENTIONED, WE'VE NARROWED THE ASPHALT PAVEMENT THERE AND ADDED THE SIDEWALK, UM, THE RAISED SIDEWALK ON THE MOUNTABLE CURB AND THE MOUNTABLE CURB KIND OF SURROUNDING THAT CENTER PART OF THE BLOCK.

SO WE'VE COME WITH ANOTHER, UM, AN OPTIONAL, UM, PROPOSAL HERE TO ADD A COBBLESTONE BAND, UM, INTO THAT CENTER BLOCK AREA AROUND THE THREE ATCH, UH, PROPERTIES, UM, THAT WOULD ENCIRCLE THAT BLOCK WITHIN THE, UM, LAWN ON THE BACKSIDE OF THE MOUNTABLE CURB AND EITHER THE LAWN OR PLANTING AREA OR INTEGRATED INTO THE SIDEWALK.

AND THEN IT WOULD STOP AT THE HISTORIC, UH, STONE WALL TO KINDA LET THAT, UH, HISTORIC WALL KINDA STAND ON ITS OWN AND HIGHLIGHT IT.

UH, THIS DOES A COUPLE OF THINGS.

IT ADDS A, A SUBTLE, UNIQUE, UH, DETAIL TO THIS AREA OF THE VILLAGE.

AND, UM, IT, WE ALSO HAVE A LOT OF TURNING MOVEMENTS THAT, THAT MIKE HAS BEEN WORKING HARD TO ACCOMMODATE WITH, UH, EMERGENCY VEHICLES AND EVERY, ANY OTHER VEHICLE THAT'S MAKING A LOT OF TURNING MOVEMENTS AROUND THAT BLOCK.

SO IT GIVES YOU A LITTLE BIT MORE SPACE TO KIND OF RIDE UP ON THERE AND NOT TEAR UP LAWN A LITTLE MORE DURABILITY INTO THAT SIDEWALK CROSS SECTION FOR THAT MOVEMENT.

IT ALSO ADDS A LITTLE BIT OF TECH VISUAL AND, UH, TEXTURE THAT YOU CAN FEEL IN A CAR, KIND OF KNOW THAT YOU'RE KIND OF IN THAT PEDESTRIAN AREA.

THESE VIGNETTES GIVE YOU AN IDEA OF WHAT THAT MIGHT, UH, LOOK LIKE, UH, IS DEPICTED IN PLANTING AREAS OR WITHIN THE SIDEWALK.

UM, I'LL NOTE THAT WE AREN'T EXPANDING THE SIDEWALK TO ADD THIS IN.

WE'RE JUST REMOVING SOME BRICK AND PLACING THAT INTO THE SIDEWALK.

SO IT'S NOT MUCH OF A, AN UPTICK IN COST.

IT'S MORE JUST A SUBTLE DETAIL IN SECTIONS.

UM, THIS REALLY JUST HIGHLIGHTS THE INTEGRATION OF THAT COBBLESTONE BAND AND THESE TYPICAL SECTIONS, SECTION A, WHERE IT'S INTEGRATED INTO THE SIDEWALK AND NORTH RIVERVIEW STREET SECTION B, WHERE IT'S INTEGRATED INTO THE WEST SIDE OF NORTH RIVERVIEW, I'M SORRY, SECTION A WAS IN BLACKSMITH, UM, SECTION B IN NORTH RIVERVIEW STREET WHERE IT'S ON THE WEST SIDE OF THE STREET.

AND THEN IN SECTION C, UM, IN WING HILL WHERE IT'S INTEGRATED INTO THE SIDEWALK.

THIS VIEW IS EXACTLY THE SAME AS ALAS.

IT'S ALSO, UH, WORKS WELL WITH THE, UH, NEW CONSTRUCT, NEWLY CONSTRUCTED RESIDENTIAL PROPERTIES AND THOSE THAT ARE POTENTIALLY COMING ONLINE TO KEEP, UH, GLARE OUT OF THE WINDOWS.

'CAUSE THAT ARY LIGHT IS CENTERED OVER THE MIDDLE OF THE PAVEMENT AS OPPOSED TO THE OUTSIDE EDGES OF THE, OF THE ROADWAY.

AND AGAIN, THIS IS JUST LOOKING, IF WE WERE TO ADD PARKING SOMEWHERE IN THIS AREA, THIS IS PROBABLY THE MOST FEASIBLE PLACE TO DO IT.

UM, WE ALSO PREVE PRESENTED, UH, AND RECOMMENDED AT THAT TIME A MORE SCALED BACK VERSION, UH, THAT CREATES, UM, AN ADDITIONAL 12 SPACES.

SO IT WOULD LEAVE THE WEST SIDE IN FRONT OF BUILDING Z ALONE, ADD ADDITIONAL 12 SPACES ON THE EAST SIDE, UH, SPREAD THOSE SPACES OUT A LITTLE BIT, UM, WITH SOME ADDITIONAL BUMP OUTS TO PROVIDE SOME MORE PERMEABILITY OF VIEWS.

UM, IN TERMS OF A DA ACCESSIBLE SPACES DOWN HERE, UM, AND I SAY DOWN BECAUSE I'M ALWAYS THINKING ABOUT THE ELEVATIONS, BUT, UH, NOT A GREAT PLACE TO PARK IF YOU DO HAVE A WHEELCHAIR SITUATION.

UM, PROBABLY ONE OF THESE SPACES, UH, BY CODE WOULD NEED TO BE A DA ACCESSIBLE, UH, AND DESIGNATED FOR HANDICAP USE.

UM, THE SIDEWALK ON THE EAST SIDE TODAY WITHOUT THE PARKING DOESN'T REALLY GO ANYWHERE.

UM, SO IF WE WERE TO, UH, ELIMINATE THAT FROM THIS BASELINE, IT COULD CERTAINLY BE REVISITED AS PART OF THE PARK MASTER PLAN.

UM, WE ALSO SHOWED ONE OPTION FOR US TO MOVE FORWARD WAS IT WAS TO ACTUALLY PUT PARKING ON NORTH RIVERVIEW STREET.

AND THIS WAS IN THE PUBLIC DOMAIN IN SEPTEMBER OF 2022.

IT ALSO SHOWED THE KEY VITAL IMPORTANCE OF CONNECTING THE LINK BRIDGE TO THE PROJECT.

UM, IT ALSO SHOWED THE OTHER REQUIREMENTS THAT WE WERE ASKING TO MOVE FORWARD WITH THAT AS WELL, ALL PUBLICLY.

UM, IT WAS ALSO AGAIN, PRESENTED ON FEBRUARY OF 2023.

UM, THEN WE MET WITH THE CITY AND EVERY ONE OF THE DEPARTMENTS TO GO THROUGH UNBELIEVABLY DETAILED STUDIES, REVIEWS, PARKINGS, AND SHOWED EXTREME FLEXIBILITY WITH TRYING TO DO ALL THIS TO MAKE IT AS BEST AS HUMANLY POSSIBLE.

UM, DURING THAT TIME PERIOD, I THOUGHT THE CITY WENT ABOVE AND BEYOND.

THEY THOUGHT IT WAS OVER BUDGET.

SO THE PUBLIC PLAZA I OFFERED TO PAY FOR OUT OF MY FUNDS FOR PUBLIC USE OF WHICH YOU OWN THE PLAZA, I DO NOT.

THE KIOSK AND EVERYTHING ELSE WILL BE PROGRAMMED BY US, OPERATE US, AND PAID FOR US FOR PUBLIC USE BASED OFF OF BRICK STREETS, PARKING, UH, AND ALSO THE CONNECTION WITH REARVIEW CROSSING PARK.

12 AND 84, 12 AND 48 PEOPLE ROTATING EVERY ONE OR TWO HOURS MAKES OR BREAKS A RESTAURANT OR AN F AND B USE IS CRITICALLY IMPORTANT.

I ALSO AGREE THAT THEY'RE NOT GONNA GO EAT A $12 $15 LUNCH AND PAY $25 FOR PARKING.

UM, I, I GUESS, UM, UH, THE VISION OF THE UN ENVISION DUBLIN HAS BEEN, UH, POSITIVELY RECEIVED BECAUSE WE'RE SEEING SOME VERY NICE PROJECTS, UM, AND SOME EARLY PROJECTS COMING FORWARD IN THE VICINITY.

UM, THE PRETI PROJECT, UH, ON BLAZER HAS GONE BACK A FEW TIMES.

WE'RE SEEING THAT AT ADVANCE.

UM, AND THEN PROJECTS OUT IN THE WEST INNOVATION DISTRICT, I BRING BOTH OF THOSE UP FOR, FOR ONE PARTICULAR, UM, COMMENT.

AND THAT IS IN THE ENVISION DUBLIN, WE SPOKE, UM, UH, COLLECTIVELY VERY CLEARLY ABOUT OUR NEED AND A DESIRE TO HAVE MIXED USE, UM, CLARITY ON WHAT MIXED USE AND WHAT MIXES OF USE LOOK LIKE.
