SO OHIO HEALTH IS PROUD TO BE ONE OF THE LARGEST EMPLOYEES IN THE COMMUNITY OF THE CITY OF DUBLIN.

WITH OVER THE 3,400 JOBS BUILDING ON OUR PRE PRESENCE AND OTHER INVESTMENTS MADE OVER THE PAST YEARS, WE'RE EXPANDING TO AN ADDITIONAL 180,000 SQUARE FEET OF NEW SQUARE FOOTAGE IN ADDITION TO, UM, REALLY RENOVATING 50,000 OTHER, UM, SQUARE, UM, FOOTAGE THAT'S ALREADY IN PLACE TO IMPROVE DUBLIN AND ALSO ENHANCE AND EXPAND.

UH, THE TWO, UH, FOCUS AREAS FOR THIS PROJECT, UH, THE MAIN TASKS INCLUDE REPAIRING TO THE DAMAGED CONCRETE STAIRS AND THE EXTENSION OF THOSE STAIRS DOWN TO THE RIVER'S EDGE FOR EASIER ACCESS AND SAFER, SAFER ACCESS.

IN 2010, THE CITY FIRST CONDUCTED A COMPETITIVE REQUEST FOR PROPOSALS PROCESS TO SELECT A PRIMARY AND SECONDARY BACKUP MAGISTRATE FOR DUBLIN MAYOR'S COURT.

TWO OF THE CURRENT MAGISTRATES WERE APPOINTED IN 2014 AND TWO ADDITIONAL MAGISTRATES WERE APPOINTED EARLIER THIS YEAR PURSUANT TO RESOLUTION 48 DASH 24.

RECENTLY THE CITY COMPLETED A COMPETITIVE RFP PROCESS TO SELECT MAGISTRATES FOR THE DUBLIN MAYOR'S COURT.

BASED ON THIS PROCESS AS THE COURTED, AS THE COURT ADMINISTRATOR, I RECOMMEND THE FOLLOWING APPOINTMENTS, HONORABLE RETIRED JUDGE SCOTT VANDER CARR AND JOSHUA E. HALL TO BE RETAINED TO SERVE UNDER THEIR CURRENT CONTRACTS, SEAN MAXFIELD AND THE HONORABLE RETIRED JUDGE CHARLES SCHNEIDER TO BE APPOINTED AS MAGISTRATES FOR THE DUBLIN MAYOR'S COURT.

ALL FOUR INDIVIDUALS MEET THE STATE REQUIREMENTS AND ALL ARE QUALIFIED TO SERVE AS MAGISTRATE.

UH, TO ADVANCE THIS GOAL, THE CITY ENGAGED A TEAM OF CONSULTANTS LED BY SUZAKI TO DESIGN A FRAMEWORK AND IMPLEMENTATION PLAN.

THIS PROJECT KICKED OFF IN NOVEMBER OF LAST YEAR.

STAKEHOLDER AND COMMUNITY ENGAGEMENT WAS AN IMPORTANT PART AND USED AT EVERY STEP OF THE PROCESS.

AND COUNCIL WAS PROVIDING GUIDANCE AT KEY MILESTONES.

THE RESULTING METRO CENTER REVITALIZATION PLAN, WHICH MARTIN ZORAN WITH SUZAKI PRESENTED TO COUNCIL AT THE NOVEMBER 18TH MEETING IS COMPOSED OF FIVE SECTIONS.

THE CONTEXT, VISION FRAMEWORK, GUIDELINES, IMPLEMENTATION, AND A TECHNICAL APPENDIX.

THE PLAN PROVIDES A SNAPSHOT OF METRO CENTER TODAY, WHICH IS A PRODUCT OF ITS ERA CHARACTERIZED BY SINGLE USE BUILDINGS, LIMITED AMENITIES FOR OFFICE WORKERS, LIMITED MOBILITY OPTIONS, AND ABUNDANCE OF SURFACE PARKING.

TO ADDRESS TODAY'S CHALLENGES AND OPPORTUNITIES, THE PLAN IDENTIFIES KEY ELEMENTS TO FOSTERING METRO CENTER'S.

UM, ADDITIONALLY, DEVELOPMENT FRAME RECOMMENDATIONS WERE UPDATED TO FURTHER HIGHLIGHT THE IMPORTANCE OF THIS.

UM, SO THAT MEANS THAT THIS URBAN ARCHITECTURE CAN'T BE FLAT, GENERIC STREET WALLS WITH RIGHT ANGLES.

UM, THE WIDESPREAD OPINION FOR MOST OF OUR COMMUNITY HAS BEEN THAT THEY'RE LOOKING FOR A MORE ORGANIC AND A HUMAN-CENTRIC DESIGN IN THE ARCHITECTURE.

SO THAT APPROACH MEANS THAT THE BUILDING FORMS AND THE ARCHITECTURAL DESIGNS OF THIS MASTER PLAN DEMANDS THAT IT HARMONIZE WITH THE SURROUNDINGS.

WHEN THE ARCHITECTURAL DESIGN GUIDELINES ARE DEVELOPED DOWN THE ROAD, I HOPE THAT WE CAN INCORPORATE THE PRINCIPLES OF BIOPHILIC DESIGN.

BIOPHILIC DESIGN IS AN APPROACH IN URBAN DESIGN THAT CONNECTS PEOPLE WITH NATURE BY INTEGRATING NOT ONLY NATURAL ELEMENTS INTO THE ARCHITECTURE OF THE BUILDINGS, BUT IT ALSO APPLIES TO, UM, ORGANIC AND DYNAMIC SHAPES OF ARCHITECTURE.

SO THAT LIKE CUR LINEAL SHAPES THAT YOU MIGHT FIND, LIKE WE, EXCUSE ME, LIKE WE SEE IN THE AC MARRIOTT THAT HAS THAT CURVE.

THOSE KINDS OF CUR, LINEAL SHAPES, THOSE KIND OF ORGANIC SHAPES, THINGS THAT YOU SEE IN NATURE CAN BE INCORPORATED AT THE STREETSCAPE.

DUBLIN CAMPUS ADOPTED WITH ORDINANCES 55 16 AND 2212 AND IS CONSISTENT WITH AND VISION DUBLIN COMMUNITY PLAN.

THE PROJECT MOVES THE ROADWAY TO THE WEST, ALLOWING ROOM FOR THE DEVELOPMENT OF SUB AREA THREE, WHICH INCLUDES THE HOTEL CONFERENCE CENTER SITE, AND THE PROJECT ALSO INCLUDES A ROUNDABOUT AND EMPHASIZES THE PEDESTRIAN ENVIRONMENT AND CROSSINGS ALONG THE NEW ALIGNMENT CONSISTENT WITH THE OU FRAMEWORK PLAN.

DUBLIN CAMPUS, A SHARED USE PATH WILL CONNECT STATE ROUTE 1 61 TO THE OHIO UNIVERSITY ENTRANCE AT BOBCAT WAY AND THE REMAINING PEDESTRIAN FACILITIES AND LOTS AND BLOCKS TO THE EAST WILL BE BUILT UNDER FUTURE PROJECTS.

AND THESE ELEMENTS HAVE BEEN ACCOUNTED FOR THROUGH THE DESIGN PROCESS.

COORDINATION OF THIS PROJECT IS OCCURRING NOT ONLY WITH OHIO UNIVERS UNIVERSITY, BUT ALSO WITH THE TWO CONSTRUCTION PROJECTS IN THE AREA.

THE PROJECT SCOPE INCLUDES THE CONSTRUCTION OF 1,730 FEET OF AN EIGHT FOOT WIDE SHARED USE PATH ALONG THE SOUTH SIDE OF SHIRE RINGS ROAD, CONNECTING TO THE E TO THE EAST END TO AN EXISTING SHARED USE PATH AND ON THE WEST END TO A SHARED USE PATH CONSTRUCTED AS PART OF THE ARSHA FARMS RESIDENTIAL DEVELOPMENT.

WASHINGTON TOWNSHIP INITIALLY APPROACHED THE CITY OF DUBLIN ABOUT PURSUING THIS SHARED USE PATH PROJECT BASED ON POSITIVE FEEDBACK FROM A SURVEY OF TOWNSHIP RESIDENTS.

SINCE THIS PATH BENEFITS BOTH TOWNSHIP AND CITY RESIDENTS AND INTERGOVERNMENTAL AGREEMENT BETWEEN WASHINGTON TOWNSHIP AND THE CITY OF DUBLIN IS NECESSARY TO DETAIL THE COOPERATIVE RESPONSIBILITY AND FINANCIAL PARTICIPATION FOR EACH AGENCY IN ACCORDANCE WITH THE INTERGOVERNMENTAL AGREEMENT.

THE RE THIS RESULTS IN THE CITY FUNDING DESIGN COST OF NEARLY $90,000.

THE CITY AND TOWNSHIP SHARING EQUALLY IN THE ESTIMATED ACQUISITION COST AT NEARLY $150,000 EACH.

THE ESTIMATED CONSTRUCTION COST BEING APPROXIMATELY $80,500 FOR THE CITY AND APPROXIMATELY $188,000 FOR THE TOWNSHIP.

THE CITY SHARE IS ESTIMATED AT 390,900 $690 WHILE THE TOWNSHIP SHARE IS ESTIMATED TO BE $337,470.

ADDITIONALLY, THIS PROJECT IS INCLUDED IN THE LINKAS TRANSIT PLAN FUNDED IN 2026 AT $500,000.

SINCE THE LINK LINKAS BALLOT PROPOSAL WAS APPROVED BY VOTERS THIS PAST NOVEMBER, IT IS ANTICIPATED THE FUNDING THROUGH LINKAS WILL BE APPLIED TO THE CONSTRUCTION OF THE PROJECT IN 2026 AND THE CITY AND TOWNSHIP WILL BENEFIT PROPORTIONALLY FROM THIS FUNDING.

THE CITY'S ENGINEERING STAFF IS MANAGING ALL COMPONENTS OF THIS PROJECT.

FINALIZATION OF THE CONSTRUCTION PLANS AND NECESSARY ACQUISITIONS FOR THIS PROJECT ARE SCHEDULED TO BE COMPLETED IN 2025.

PRESENTLY CONSTRUCTION IS ANTICIPATED TO OCCUR IN 2026.

THANK YOU AND GOOD EVENING AGAIN, MEMBERS OF COUNCIL, UH, WHILE WE WILL, EXCUSE ME WHILE YOU'LL BE CONSIDERING THIS RESOLUTION AND THE NEXT THREE SEPARATELY, THIS PRESENTATION WILL COVER THE INFORMATION FOR ALL FOUR CONSISTING, UH, OF RESOLUTION 68 DASH 24 THROUGH 71 DASH 24.

THE SOUTH HIGH STREET UTILITY BURIAL PROJECT WILL PERFORM THE BURIAL OF EXISTING OVERHEAD, PRIMARY ELECTRIC LINES, EXCUSE ME, UNDERGROUND AND RELOCATE THE EXISTING OVERHEAD ELECTRIC AND TELECOMMUNICATION UTILITY LINES ALONG BLACKSMITH LANE, SOUTH HIGH STREET AND INTERSECTING STREETS TO UNDERGROUND AT THE COM, EXCUSE ME, AT THE COMPLETION OF THE PROJECT, ALL OVERHEAD UTILITY LINES AND POLES IN THE PROJECT AREA WILL BE REMOVED BETWEEN WESTBRIDGE STREET AND SHORT STREET, INCLUDING THE OVERHEAD UTILITY LINES AND POLES ALONG SOUTH HIGH STREET.

TO BID THE PROJECT, THE CITY NEEDS TO FINALIZE DESIGN, EXECUTE THE NECESSARY UTILITY AGREEMENTS AND COMPLETE ACQUISITIONS FOR THE PROJECT.

PROJECT CONSTRUCTION PLANS ARE PRESENTLY BEING FINALIZED AND PREPARED FOR BIDDING.

THE FOUR RESOLUTIONS BEFORE YOU THIS EVENING ARE TO EXECUTE UTILITY AGREEMENTS WITH EACH OF THE IMPACTED AERIAL UTILITY COMPANIES.

ACQUISITIONS ARE NEARLY COMPLETED WITH THE FINAL TWO ACQUISITIONS ANTICIPATED TO BE BEFORE COUNCIL IN JANUARY.

AT PRESENT, THE PROJECT IS PLANNED TO START CONSTRUCTION THIS COMING SPRING 2025 AS IN, IN ANTICIPATED TO BE COMPLETED AT THE END OF 2025.

CULMINATING THE REMOVAL OF THE OVERHEAD AERIAL UTILITY LINES AND POLES ALONG SOUTH HIGH STREET OVER THE WINTER OF 2025 AND 2026.

STAFF HAS STAFF HAS COORDINATED THE REQUIRED RELOCATIONS FOR THIS PROJECT WITH A EP OHIO AT T BREEZE LINE AND CHARTER.

THIS PROJECT WILL REQUIRE EACH OF THE FOUR UTILITY COMPANIES TO RELOCATE AND SUBSEQUENTLY REMOVE THEIR OVERHEAD FACILITIES INTO THE CONSTRUCTED UNDERGROUND CONDUITS.

A LETTER OF AGREEMENT HAS BEEN DRAFTED WITH EACH OF THE FOUR COMPANIES TO ADDRESS THE REQUIRED WORK TO DEFINE THE COST FOR EACH UTILITY TO RELOCATE AS PART OF THIS BEAUTIFICATION PROJECT AND TO ESTABLISH THE REIMBURSEMENT OF THIS WORK BY THE CITY.

AS PART OF EACH LETTER OF AGREEMENT, THE CITY WILL INSTALL SEPARATE CONDUITS IN A JOINT TRENCH FOR EACH UTILITY COMPANY AS WELL AS INSTALLING PEDESTALS, HANDHOLDS, AND OTHER REQUIRED EQUIPMENT BOTH AT GRADE AND BELOW GROUND.

FOR THE COMMUNICATIONS COMPANIES, A EP WILL INSTALL THEIR STRUCTURES DURING THEIR RELOCATION WORK.

THE PROJECT IN WORK INCLUDES INSTALLING SERVICES TO SERVE THE RESIDENTIAL AND COMMERCIAL PROPERTIES WHOSE SERVICES ARE IMPACTED BY THE OVERHEAD REMOVAL.

AFTER THE CITY COMPLETES THE UNDERGROUND WORK, EACH UTILITY COMPANY WILL PERFORM THEIR RELOCATION BY INSTALLING UNDERGROUND LINES AND REMOVING OVERHEAD LINES.

ONCE ALL SERVICES HAVE BEEN TRANSFERRED, OOPS, SORRY.

THE CITY WILL REIMBURSE THE UTILITY COMPANIES FOR THE REQUIRED BEAUTIFICATION PROJECT RELOCATIONS.

A EP OHIO AT AND T BREEZE LINE AND CHARTER HAVE ALL PROVIDED ESTIMATED COSTS FOR THEIR REQUIRED WORK.

UPON COMPLETION OF THE WORK, THE UTILITY COMPANIES SHALL PRESENT ALL INVOICES TO THE CITY TO SUPPORT THE ACTUAL COST OF THEIR WORK.

THE TOTAL OF THESE ESTIMATED COSTS FOR ALL UTILITY COMPANIES COMBINED IS $460,000 OR $460,325 AND 18 CENTS.

THE NORTHWEST 33 INNOVATION CORRIDOR COUNCIL OF GOVERNMENTS HELD ITS BIMONTHLY BOARD MEETING ON DECEMBER 4TH.

AND DURING THAT MEETING WE RECEIVED UPDATED UPDATES AND REPORTS FROM EXECUTIVE DIRECTOR OF THE BETA DISTRICT, DOUG MCCULLOUGH.

HE ALSO PRESENTED THE 2025 OPERATING BUDGET, UM, PROPOSAL THAT HE HAD PREPARED IN CONJUNCTION WITH THE FINANCE COMMITTEE OF THE COG.

THE COG BOARD APPROVED A THREE MONTH BUDGET TO MEET THE TIME CONSTRAINTS FOR HAVING AN APPROVED BUDGET BY THE END OF THE YEAR.

UM, AND THAT WILL ALLOW US TIME TO FURTHER REVIEW PRIORITIES, DISCUSS CONTRACTS, AND THEN FINALIZE A BUDGET FOR THE BALANCE OF THE YEAR.

AT OUR NEXT MEETING ON DECEMBER 5TH, WHICH WAS THE NEXT DAY, A GROUP OF COG COMMITTEE MEMBERS GATHERED ALONG WITH DOUG MCCULLOUGH, UM, FOR A STRATEGIC PLANNING SESSION.

IT'S BEEN A FEW YEARS SINCE THE COG HAD UPDATED OR ADOPTED A STRATEGIC PLAN, SO IT WAS TIME TO TAKE A FRESH LOOK AT THAT STRATEGIC PLAN.

THIS EFFORT SERVED TO REVIEW, UM, THAT PLAN AND THE GROUP ALSO PERFORMED A SWOT ANALYSIS.

SO THE NEXT COG BOARD MEETING IS SCHEDULED FOR JANUARY 8TH.

AND DURING THAT MEETING WE WILL CONTINUE THE DISCUSSIONS, UM, TO UPDATE THE STRATEGIC PLAN AND COMPLETE THAT WORK.

I ALSO PARTICIPATED IN THE BROADBAND ACCESS OHIO BOARD MEETING EARLIER TODAY.

WE RECEIVED A LEGISLATIVE UPDATE FROM RETELL AND WE AREN'T AWARE OF ANY DISCUSSIONS IN THE LEGISLATURE AT THIS POINT IN LAME DUCK THAT WOULD BE OF CONCERN TO THE INTERESTS OF THAT GROUP, WHICH IS GREAT NEWS.

WE ALSO WORKED ON OUR LEGISLATIVE POLICY AGENDA FOR 2025 AND WE'LL CONTINUE DEVELOPING THAT AGENDA AT OUR NEXT MEETING IN JANUARY.

AS PART OF THE WATERWAYS MAINTENANCE PROGRAM, WE HAVE CONTRACTED WITH FRANKLIN COUNTY SOIL AND WATER CONSERVATION DISTRICT TO PERFORM WATERWAYS INSPECTIONS WITHIN THE CITY OF DUBLIN LIMITS NOTIFICATION POSTCARDS WILL BE SENT TO IMPACTED PROPERTY OWNERS AT LEAST SEVEN CALENDAR DAYS PRIOR TO WATERWAYS EX INSPECTIONS TAKING PLACE.

THOSE INSPECTIONS ARE EXPECTED TO START BY THE END OF THE YEAR IN LATE DECEMBER, AND THEY WOULD OCCUR THROUGHOUT 2025 AND BE COMPLETE BY THE END OF 2025.

SO WE WILL CONTINUE OUR COMMUNICATIONS EFFORTS, UM, ABOUT THAT PROJECT.

AND THEN FINALLY, I'D LIKE TO RECOGNIZE CFO MATT STIFFLER.

HE'S NOT MAKING EYE CONTACT AS THIS WILL BE HIS LAST COUNCIL MEETING BEFORE HE EMBARKS ON A NEW OPPORTUNITY, A GREAT OPPORTUNITY FOR HIM AND HIS FAMILY AT COLUMBUS STATE COMMUNITY COLLEGE.

AND HE HAS THE HORSE THEME GOING ON THAT, UM, WE'RE GONNA MISS IN OUR STATE OF THE CITY PRESENTATIONS.

UM, BUT THAT'S BEEN A GREAT HONOR BY THE GOVERNMENT FINANCE FINANCIAL OFFICERS ASSOCIATION.

MATT CONDUCTED THE FIRST FIVE YEAR FORECAST FOR THE GENERAL FUND FOR THE CITY AND LED THE DEVELOPMENT OF THE FINANCING PLAN FOR THE LARGEST LAND ACQUISITION IN THE CITY'S HISTORY.

UM, THE PAST COUPLE YEARS, HIS CAREER ABSOLUTELY EXEMPLIFIES OUR CULTURE OF CAREER PROGRESSION AND INTERNAL PROMOTION.

HE STARTED AS A FINANCIAL ANALYST IN 2014, WAS PROMOTED TO DEPUTY DIRECTOR OF FINANCE AFTER FOUR YEARS AND THEN ONE YEAR LATER HE WAS APPOINTED THE INTERIM DIRECTOR OF FINANCE.

AND AS A FUN FACT, HE PRESENTED THE OPERATING BUDGET ON HIS VERY FIRST DAY IN THAT ROLE.

I CAN'T EVEN IMAGINE DOING THAT, BUT HE DID A GREAT JOB, AS HE ALWAYS DOES.

HE THEN WAS PROMOTED TO CFO, UM, JUST A SHORT TIME AFTER IN MAY OF 2020.

AND HE'S DONE AN AMAZING JOB SERVING IN THAT ROLE EVER SINCE.

MATT, AS I MENTIONED, HAS BEEN A PLEASURE TO WORK WITH.

UM, PROUD OF ALL THAT HE ACCOMPLISHED IN DUBLIN, INCLUDING BUILDING A VERY TALENTED FINANCE TEAM.

UM, WE HAVE LOTS OF DEPTH THERE AND HE'S BROUGHT ON SOME GREAT TALENT TO THAT GROUP.

WE'RE WORKING WITH THE DIRECTOR BOTH OF US COLLABORATIVELY, OR WORKING WITH DIRECTOR OF FINANCE OPERATIONS, JAMIE HOFFMAN, TO ENSURE A SEAMLESS TRANSITION.

UM, HIS LAST DAY WILL BE JANUARY 10TH, AND WE WISH HIM ALL THE BEST AT COLUMBUS STATE AND KNOW THAT HE WILL DO A MAGNIFICENT JOB FOR THEM AS HE HAS DONE FOR US.

AND WITH THIS BEING, I KNOW COUNCIL WILL HAVE SOME ADDITIONAL COMMENTS AT ROUND TABLE.

UM, BUT WITH THIS BEING THE FINAL COUNCIL MEETING OF THE YEAR, JUST WANTED TO TAKE A MOMENT TO RECOGNIZE AND CELEBRATE THAT WE DID HAVE AN EXCEPTIONAL YEAR FOR THE COMMUNITY.

WE HAD A WONDERFUL GATHERING LAST WEEK WITH OUR ENTIRE TEAM OF STAFF.

WE TOOK THE OPPORTUNITY TO CELEBRATE ALL OF THE GREAT WORK THAT WAS COMPLETED IN 25.

WE ENJOYED SPENDING SOME TIME TOGETHER AND WE HAD A STAFF TALENT SHOW AND ALL, WHICH WAS PRETTY SPECTACULAR.

UM, SO THAT WAS A LOT OF FUN.

ALSO, LIKE TO THANK THE COMMUNICATION AND HR TEAMS FOR ALL OF THEIR EFFORTS, PLANNING THAT CELEBRATORY EVENT FOR STAFF.
