UM, HI EVERYBODY.

THANK YOU FOR ALLOWING ME TO BE HERE TONIGHT.

I HAD PROMISED I'D COME BACK WITH MORE INFORMATION AND MORE DATA, SO MY TWO MONTH ANNIVERSARY WAS LAST WEEK, SO I'VE BEEN LEARNING A TON.

UM, I LOVE WHAT I'M DOING AND, UM, IT'S BEEN REALLY A PLEASURE SO FAR.

SO I'M GONNA GIVE YOU, I'M GONNA SHARE SOME DATA, BUT I HAD NOTHING TO DO WITH CREATING OR DEVELOPING ANY OF THIS DATA.

UM, BUT IT'S, UM, PRETTY IMPRESSIVE.

SO, FIRST OF ALL, I JUST WANNA THANK, UM, CITY COUNCIL FOR YOUR SUPPORT OF, UM, THE, UH, FOOD PANTRY.

WHILE WE WERE GOING THROUGH OUR CAPITAL CAMPAIGN, WE RECEIVED A NICE, UM, SUM OF ARPA FUNDS ONE TIME ARPA FUNDS THROUGH OUR CAPITAL CAMPAIGN.

AND THAT WAS HUGE.

SO I WANNA THANK YOU FOR THAT.

UM, WE ALSO ARE THE RECIPIENT OF, UM, THE, UH, DUBLIN IRISH FESTIVAL FOOD DRIVE.

AND SO THIS PAST YEAR, UM, IT WAS A LITTLE LIGHTER THAN OTHERS BECAUSE OF THE WEATHER, BUT WE STILL, WE STILL RECEIVED 18,000 POUNDS OF FOOD DONATIONS AND $13,000 OF CASH DONATIONS, WHICH IS, WHICH IS HUGE.

SO, UM, SO THANK YOU FOR THAT.

AND THEN, IT'S MY UNDERSTANDING THERE'S A FOOD DONATION BOX AT THE REC CENTER AS WELL.

SO THANK YOU FOR THAT.

AND JUST RECENTLY, UM, I MEAN, RIGHT NOW, BECAUSE OF THE HOLIDAYS, WE'RE GETTING A LOT OF FOLKS CALLING US AND ASKING IF THEY CAN DO FOOD DRIVES AND THAT KIND OF THING TO HELP US.

AND WE GOT, UM, ONE OF YOUR EXECUTIVE ASSISTANTS REACHED OUT TO US AND ASKED US HOW THEY COULD HELP WITH A FOOD DRIVE AS WELL.

SO IT'S REALLY BEEN KIND OF COOL TO SEE ALL OF THAT.

SO THANK YOU.

AND THEN, UM, FOR THOSE OF YOU WHO DON'T KNOW, UM, THE FOOD PANTRY'S BEEN IN BUSINESS FOR 48 YEARS.

WE WERE STARTED IN 1976, AND WAY BEFORE WE, WHEN WE WERE STILL A VILLAGE, UM, WE DID A ZIP CODE, UH, KIND OF DEEP DIVE, AND I'LL GO OVER THAT AS WELL.

BUT WE DO SERVE THE DUBLIN CITY SCHOOL DISTRICT, ALL THE ZIP CODES IN THE, IN THE SCHOOL DISTRICT AND WORK VERY CLOSELY WITH THE DISTRICT.

UM, OUR NUMBER ONE ZIP CODE IS 4 3 0 1 7 IN TERMS OF THE VOLUME OF FOLKS THAT WE'RE SERVING, WHICH I THOUGHT WAS INTERESTING.

AND THEN AGAIN, WE WERE STARTED IN 1976 IN THE, UM, IN THE DUBLIN COMMUNITY CHURCH.

AND WE OUTGREW THAT SPACE.

AND AS YOU KNOW, WE, UM, WE, UH, STARTED OPERATING OUT OF THE 6 6 0 8 DUBLIN CENTER DRIVE, UM, BUILDING IN OCTOBER OF 2023, WHICH HAS BEEN A COMPLETE GAME CHANGER, COMPLETE GAME CHANGER.

AND, AND WE COULDN'T HAVE DONE IT WITHOUT ALL OF YOU.

AND SO MANY OF THE FOLKS IN THE COMMUNITY WHO SUPPORTED THAT EFFORT, OUR, UM, THE VOLUME OF INDIVIDUALS AND FAMILIES THAT WERE SERVING HAS GROWN EXPONENTIALLY.

AND, UM, IT'S REALLY, YOU KNOW, MIND BLOWING.

BUT IF YOU THINK ABOUT IN 1976, THE FOLKS FROM THE CHURCH RECOGNIZED AND OTHER COMMUNITY MEMBERS RECOGNIZED THAT, THAT THERE WAS A NEED, UM, THAT THERE WAS A COMMUNITY NEED TO CREATE SOMETHING LIKE THIS, LIKE A FOOD PANTRY.

AND NOW, YOU KNOW, YOU'LL SEE HOW MANY PEOPLE ARE ACTUALLY USING THE FOOD PANTRY.

AND AGAIN, OUR POPULATION HAS GROWN.

AND SO THE NEEDS HAVE GROWN WITH, WITH, WITH THAT AS WELL.

AND THEN THESE ARE JUST SOME IN, SOME DATA FOR, FROM 2023.

SO WHEN WE OPENED UP THE, IN THE NEW SPACE, WHICH IF YOU HAVEN'T BEEN TO THE NEW SPACE AND HAVEN'T TOURED IT, GIVE ME A CALL.

I WOULD LOVE TO WALK YOU THROUGH.

I'M GETTING REALLY GOOD AT GIVING TOURS OF THE PANTRY, UM, AND I'M ENJOYING THAT

'CAUSE IT'S GREAT TO LISTEN TO QUESTIONS AND IT'S TEACHING ME AS WELL.

IT'S A GOOD LEARNING OPPORTUNITY FOR ME AS WELL.

BUT I MEAN, WE HAVE INCREASED OUR HOURS OF, UH, OPERATION BY 46%.

YOU CAN SEE THE, THE INCREASE IN FOOD DONATIONS, UM, VOLUNTEER HOURS.

I WON'T GO THROUGH ALL OF THIS 'CAUSE I KNOW YOU HAVE OTHER PRESENTATIONS TONIGHT, BUT I MEAN, EVERYTHING HAS GROWN EXPON EXPONENTIALLY OVER THE, OVER THE PAST YEAR.

AND THEN I'M GONNA SHARE SOME DATA JUST FROM 2000 AND UH, 24 AS WELL, JUST SO THAT YOU'RE AWARE.

NOT EVERYBODY IS AWARE OF THIS.

'CAUSE FOLKS THINK THAT MAYBE PEOPLE OVERUSE FOOD PANTRIES, THEY DON'T.

SO THE AVERAGE NUMBER OF TIMES THAT A FAMILY USES THE DUBLIN FOOD PANTRY PER YEAR IS FIVE TIMES.

AND SO FOLKS ARE COMING TO US WHEN THEY NEED IT, NOT OVERUSING THE FOOD PANTRY.

THEY COULD COME 24 TIMES A YEAR.

AND SO WE HAVE PEOPLE COMING TO US BECAUSE THEY ARE IN NEED.

AND A LOT OF TIMES PEOPLE ARE VERY EMBARRASSED BECAUSE THEY'VE NEVER USED A FOOD PANTRY BEFORE, BUT DEFINITELY THEY'RE USING IT VERY APPROPRIATELY AND SPARINGLY AND, UM, USING IT WHEN THEY NEED IT.

SO I WANTED TO SHARE THAT AS WELL.

AND THEN OUR DATA IN THE DUBLIN CITY SCHOOL DISTRICT ALIGNS VERY CLOSELY WITH THE NATIONAL, UM, DATA IN TERMS OF ONE IN FIVE CHILDREN FACING FOOD IN INSECURITY IN THE COUNTRY.

SO 20% OF STUDENTS IN THE DUBLIN CITY SCHOOL DISTRICT ACTUALLY ARE FREE AND REDUCED PRICE LUNCH PROGRAM.

AND SO WE WORK REALLY CLOSELY WITH THE DUBLIN CITY SCHOOLS TO MAKE SURE THAT WE'RE MARRYING, YOU KNOW, OUR SERVICES WITH WHAT THEY'RE PROVIDING IN THE SCHOOL DISTRICT.

AND, UM, I JUST GOT A CALL FROM THE PRINCIPAL OF HOPEWELL ELEMENTARY, AND I THOUGHT THIS WAS COOL.

SHE WANTS TO COME WITH ABOUT 15 OR 20 STUDENTS, ELEMENTARY SCHOOL STUDENTS TO TOUR THE PANTRY.

AND I GUESS I WOULD GIVE THEM THE TOUR AND THEN THEY'RE GONNA HAVE A GROUP OF STUDENTS, THEY'RE GONNA FILM THEM DOING THE TOUR THEMSELVES AND THEN SHOW THAT TO THE REST OF THE STUDENT BODY TO TEACH THE KIDS AND THE FAMILY MEMBERS HOW TO USE THE PANTRY.

SO I THOUGHT THAT WAS PRETTY COOL, AND MY GRANDSON GOES TO THAT SCHOOL, SO I THOUGHT IT WAS EVEN COOLER BECAUSE OF THAT.

UM, AND SO A LOT OF WHAT I'M DOING, AND ONE OF THE REASONS I REALLY GOT EXCITED ABOUT THIS JOB IS I LOVE COMMUNITY PARTNERSHIPS FOR THOSE OF YOU WHO KNOW ME.

AND SO, UM, WE ARE GOING TO BE BRINGING IN MORE SERVICES INTO THE PANTRY IN THE NEXT YEAR AND HOPEFULLY THE NEXT COUPLE MONTHS.

ONE OF THE THINGS THAT WE ARE LOOKING AT IS, IS INCLUDING EMPLOYMENT SERVICES.

'CAUSE WE WANNA MAKE SURE THAT THE FOLKS COMING TO US, UM, SEEK, ARE SEEKING EMPLOYMENT, UM, SO THAT THEY AREN'T, ARE LESS DEPENDENT ON, UM, GOVERNMENT ASSISTANCE OR THE, THE PANTRY.

WE ALSO HAVE A GREAT PARTNERSHIP WITH THE HILLIARD FOOD PANTRY.

UM, THEY ARE ACTUALLY HAVE S THEY ACTUALLY BLESS YOU.

THEY ACTUALLY HAVE, UM, STAFF AT THE DUBLIN FOOD PANTRY HELPING SIGN, UM, OUR RESIDENTS UP FOR, UM, FOR BENEFITS.

SO THAT'S A GREAT PARTNERSHIP.

AND THEN WE'RE ALSO HOPING TO HAVE, UM, SENTARA, IF YOU REMEMBER, I I AM A PARTNERSHIP WITH THEM, UM, HAVE THEM COME IN WITH SOME CASE MANAGEMENT.

AND THEN WE'RE ALSO LOOKING AT MAYBE BRINGING IN SOME PHYSICAL HEALTHCARE AS WELL.

SO WE'RE TRYING TO KIND OF REALLY, UM, NOT CREATE NECESSARILY A ONE-STOP SHOP, BUT, BUT SUPPORT THE FOLKS THAT ARE COMING TO US SO THAT THEY DON'T HAVE TO, UM, YOU KNOW, GET REFERRED ELSEWHERE.

SO I'D LOVE TO GIVE YOU AN UPDATE ON THAT WHEN THAT COMES TO FRUITION.

SO THESE ARE SOME NUMBERS FROM 2023, AND I THINK THEY'RE JUST REALLY STUNNING IN TERMS OF THE NUMBERS OF PEOPLE THAT HAVE BEEN SERVED.

SO UNIQUE INDIVIDUALS, 10, ALMOST 11,000 UNIQUE INDIVIDUALS LAST YEAR, THE NUMBER OF CHILDREN, UM, WAS OVER 4,000 CHILDREN UNDER THE AGE OF 17 WERE SERVED LAST YEAR.

AND AGAIN, THAT WAS WHEN WE MOVED INTO THE NEW PANTRY.

AND SO WE ARE REALLY, UM, YOU KNOW, SERVING A, A, A LOT LARGER VOLUME NUMBER OF FOLKS.

THE OTHER NUMBER THAT I THINK IS STUNNING IS THE NUMBER OF SENIORS THAT WE'RE SERVING.

AND, UM, ACCORDING TO THIS DATA, 47 OF THOSE SENIORS WERE FIRST TIME SHOPPERS.

SO I'M SURE THERE'S A LOT OF STORIES TO BE TOLD THERE.

UM, IN TERMS OF THE NEED, WE DID A DEEPER DIVE INTO THE 4 3 0 1 6 AND 4 3 0 1 7, UM, NUMBERS.

I REALLY WANTED TO GET A SENSE OF LIKE WHERE, WHAT THE VOLUME OF FOLKS COMING FROM THOSE ZIP CODES WERE WAS.

AND SO, UM, WE DID A DEEPER DIVE AND I WANTED TO SHARE THAT WITH YOU AS WELL.

SO OUR, I TOLD YOU OUR HIGHEST NUMBER, HIGHEST VOLUME OF CUSTOMERS IS FROM THE 3 4 3 0 1 7, AND THEN 4 3 8 0 1 6 IS SECOND, WHICH I THOUGHT WAS, WAS KIND OF INTERESTING.

BUT WE'RE SEEING A, A HUGE INCREASE IN THE NUMBER OF FOLKS THAT ARE USING THE PANTRY, UM, JUST IN THIS PAST YEAR.

AND THEN THIS IS DATA FROM, I'M SHARING A LOT OF DATA, BUT IT'S VERY, I THINK IT'S VERY IMPRESSIVE IN, IN, IN, UH, ILLUSTRATIVE OF KIND OF WHAT, UM, WHAT THE NEEDS ARE.

UM, THE GROWING NEED FOR 2024.

YOU KNOW, WE'RE, WE'VE SEEN A LOT MORE NEW FAMILIES SERVE.

SO THOSE ARE FOLKS THAT HAVE NEVER COME TO THE PANTRY BEFORE.

WE'RE SEEING A HUGE INCREASE IN THE NUMBER OF CHILDREN SERVED.

AND AGAIN, WE'RE TRYING TO GET THE WORD OUT AND LET FOLKS KNOW THAT IT'S A SAFE AND WELCOMING AND RESPECTFUL PLACE TO COME.

AND THAT'S ONE OF THE THINGS THAT, YOU KNOW, I WAS SO IMPRESSED WITH WHEN I FIRST WALKED INTO THAT PANTRY AND I SAW ALL THE VOLUNTEERS THAT MAKE THIS HAPPEN.

JUST SMILING, JOYFUL, WELCOMING, RESPECTFUL.

IT'S JUST SUCH A RESPECTFUL PLACE FOR PEOPLE WHO ARE COMING THAT, UM, MAYBE HAVE NEVER BEEN TO A FEW FOOD PANTRY BEFORE AND ARE A LITTLE CONCERNED ABOUT BEING IN THAT KIND OF SPACE.

UM, SO I JUST, I JUST LOVE THAT THE VIBE THERE.

AND THEN IF YOU SEE THE OLDER ADULTS, THE NUMBER OF OLDER ADULTS SERVE THIS YEAR, THUS FOR FAR I WAS REALLY, UM, INTRIGUED BY THE FACT THAT NEARLY 10% OF THOSE SENIORS WERE 85 PLUS.

SO AGAIN, THERE'S SOME STORIES THERE THAT WE NEED TO KIND OF DIG INTO TO FIND OUT WHAT'S GOING ON THERE.

AND THEN, UM, JUST WANTED TO TO TALK ABOUT JUST THE FACT THAT I THINK YOU ALL KNOW THAT WE'RE A VITAL SAFETY NET SERVICE IN THE COMMUNITY, AND I'M JUST, UM, IMPRESSED THAT WE'VE BEEN ABLE TO DO THIS FOR 48 YEARS THROUGH THICK AND THIN THROUGH COVID, EVERYTHING ELSE.

I MEAN, IT WAS INTERESTING, YOU KNOW, THAT I WAS AT SENTARA OR DUBLIN COUNSELING CENTER FOR SO LONG, YOU KNOW, THEY WERE, UM, STARTED IN, UM, 1978.

THE PANTRY WAS STARTED IN 1976.

SO THERE WAS DEFINITELY A RECOGNITION THAT THERE WAS A NEED TO SUPPORT OUR RESIDENTS EVEN BACK THEN.

AND YOU CAN SEE HOW BOTH OF THOSE SERVICES HAVE GROWN TO MEET THE GROWING NEEDS OF THE, THE ORGANIZATION.

SO I KIND OF TIED IT BACK TO THE RESILIENT, UM, YOU, YOU KNOW, YOUR, UM, YOUR VISIONARY GOALS OF RESILIENCY, UM, BACK TO, UM, WHAT WE DO EVERY DAY.

SO I HAVE REALLY ENJOYED MY TWO MONTHS SO FAR.

AND, UM, I'D LOVE TO COME BACK AND GIVE YOU SOME MORE UPDATES, BUT I JUST WANTED TO THANK YOU ALL FOR YOUR SUPPORT.

UM, AND IT, WE, THE GARDEN ACTUALLY PRODUCED 615 POUNDS OF, UM, OF FOOD AND PRODUCE FOR THE, FOR THE, UH, PANTRY.

AND THAT WAS IN ITS FIRST YEAR.

SO, AND I'VE LEARNED A LOT ABOUT MASTER GARDENERS.

I DID NOT KNOW HOW THAT, IT'S AN AMAZING GROUP OF PEOPLE.

SO THANK YOU FOR BRINGING THAT UP.

'CAUSE ONE OF THE THINGS WE DO WANNA DO IS GIVE AS MUCH PRODUCE OUT AS POSSIBLE.

WE WANT AS MUCH NUTRITIOUS FOOD GOING OUT INTO OUR CUSTOMERS AND THEIR FAMILY MEMBERS, AND ESPECIALLY THE CHILDREN'S, SO THEY CAN LEARN AND GROW.

IN FACT, HEATHER HEINZ, THE EXECUTIVE DI DIRECTOR OF ONE DUBLIN, AND I WENT AND MET WITH ALL THE SOCIAL WORKERS AND, UM, COUNSELORS AT, IN THE SCHOOL DISTRICT AT ALL THE GRADE LEVELS AND RIGHT WHEN SCHOOL STARTED SO THAT WE CAN TALK TO THEM ABOUT WHAT EACH ORGANIZATION DOES AND GET VERY CLEAR ABOUT WHAT WE CAN AND CANNOT DO.

AND DO, YOU KNOW, REFERRALS BACK AND FORTH.

SO WE WORK REALLY CLOSELY WITH THEM.

WELCOME.

WELL, GOOD EVENING MEMBERS OF COUNCIL.

IT IS MY PRIVILEGE TO STAND BEFORE YOU THIS EVENING TO INFORM YOU THAT THE CITY OF DUBLIN HAS RECENTLY BEEN RECOGNIZED AS A RUNNER FRIENDLY COMMUNITY FOR THE PERIOD OF 2024 THROUGH 2029 BY THE ROADRUNNERS CLUB OF AMERICA.

WE ARE ONE OF FIVE CITIES IN THE UNITED STATES TO BE NEWLY AWARDED AND ONLY THE THIRD CITY IN OHIO TO EARN THIS DESIGNATION.

THE OTHERS INCLUDE DAYTON AND TOLEDO.

IN ADDITION, WE ARE NOW THE ONLY SILVER LEVEL BIKE FRIENDLY AND RUNNER FRIENDLY COMMUNITY IN OHIO.

TO BE AWARDED THIS DESIGNATION, COMMUNITIES MUST MEET A SET OF STRINGENT CRITERIA, INCLUDING COMMUNITY INFRASTRUCTURE, COMMUNITY SUPPORT, GOVERNMENT SUPPORT, AND ADDITIONAL SUPPORT SUCH AS YOUTH PROGRAMS, RUNNING CLUBS, MARKED PATHWAYS, VOLUNTEERISM AND MORE.

TO EARN THIS AWARD, THE NOMINATION HAD TO BE SUBMITTED BY AN OFFICIAL ROADRUNNERS CLUB OF AMERICA MEMBER CLUB AND SPECIALTY STORE.

THAT MEMBER WAS OUR VERY OWN COLUMBUS RUNNING CLUB.

I TRAINED FOR MARATHONS.

I DIDN'T HAVE TO CROSS ANY STREETS.

SO THANK YOU FOR WHAT YOU DO TO PROVIDE A FANTASTIC RUNNING COMMUNITY, BOTH FOR CASUAL AND ENTERTAINING GROUP RUNS WITH FRIENDS, AND ALSO BEING A PLACE WHERE WE CAN PUT ON EVENTS.

UM, WE WORK WITH THE DUBLIN IRISH FESTIVAL, 5K FOR MANY YEARS, AND LOTS OF OTHER SMALLER FUNDRAISING EVENTS.

I WAS TELLING MOLLY BEFORE WE GOT HERE, THIS IS A FANTASTIC PLACE TO HOST A RACE, AND WE REALLY APPRECIATE WHAT YOU DO AND CONGRATULATE YOU ON BECOMING A RUNNER FRIENDLY COMMUNITY.

I AM A ADVOCATE.

AND AGAINST THIS TRACTOR DRIVING AND CROSSWALK LAWS, I HAVE BEEN ADVOCATING TO MAKE ALL STREETS AND IN OUR CITIES TO BE MORE SAFE, SAFER FOR OUR CHILDREN, OUR SENIOR CITIZENS, PASTOR, PEDESTRIANS, RUNNING RUNNERS, JOGGERS, AND ANYONE WHO IS TRAVELING TO THEIR DESTINATION IN SAFETY IN A SAFE MANNER.

I AM HERE TO RAISE AWARENESS FOR OUR CITIZENS AND OUR LEGISLATORS OF THE DANGER OF DESTRUCTIVE DRIVING.

DESTRUCTIVE DRIVING IS DANGEROUS AND CAN CAUSE CATASTROPHIC INJURY AND PARALYZATION AND DEATH.

ALL DRIVERS NEED TO SLOW DOWN AND WATCH WHAT THEY ARE DOING AND BE, BE HELD ACCOUNTABLE FOR THEIR ACTIONS WHEN DRIVING.

THOSE WHO DRIVE DISTRACTED AND CAUSE VIOLENTLY INJURIES TO OTHERS SHOULD BE PROSECUTED TO THE FULLEST DEGREE OF THE LAW.

THE LAW NEED TO BE CHANGED TO BENEFIT THE INJURED PERSON AND NOT THE MOTORIST.

I AM ADVOCATING FOR MORE HARSHER PENALTIES AND MORE RIGID ENFORCEMENT AGAINST DESTRUCTIVE DRIVING TO MAKE THE MOTORIST MORE RESPONSIBLE FOR THEIR ACTION BEHIND THE WHEEL BY DRIVING.

I I, I AM PROPOSING TO ASK YOU TO RAISE YOUR PENALTIES AT THE LOCAL LEVEL FROM $150 TO $750 AND THE SECOND DEGREE MISDEMEANOR AND $1,000 FIRST DEGREE MISDEMEANOR IN THE RESULT OF DEATH.

AND PARALYZATION TAKING CARE OF A PARALYZED PERSON IS HARD AND FOR, AND FOREVER AND TIME CONSUMING AND EXHAUSTING.

I KNOW WE DON'T NEED AN APOLOGY FROM A DIS, UH, DESTRUCTIVE DRIVER.

WE NEED ACCOUNTABILITY.

THIS IS A SERIOUS ISSUE.

PEOPLE ARE DYING ON OUR STREETS AS THE RESULT OF DESTRUCTIVE DRIVING.

THOSE WHO ARE GETTING, THOSE ARE DRIVERS ARE GIVEN, GETTING AWAY WITH MURDER AND CATASTROPHIC INJURIES.

AND THE VICTIM VICTIMS IS NOT GETTING NO, NO JUSTICE FOR THEIR, FOR THEIR ACTIONS.

WE NEED TO MAKE CHANGES TO OUR LAWS AND USE ALL TOOLS AVAILABLE TO PREVENT AND REDUCE THIS BAD BEHAVIOR AND HABIT AGAINST, UH, DESTRUCTIVE DRIVERS.

I REALLY WANT TO MAKE THIS A CRIMINAL CRIME.

THE CURRENT PENALTY IS NOTHING BUT A SLAP ON THE WRIST FOR DRIVERS WHO CAUSED BODILY INJURY, INJURY, UM, BODILY HARM TO A HUMAN BEING, THE MOTORS IS CHARGED ONLY $150 AND NO JUSTICE TO THEIR ACTIONS.

THIS IS NOT RIGHT AND NOT ACCEPTABLE.

I AM HERE TO ASK YOU TO SUPPORT AND RAISE YOUR PENALTIES TO STOP THIS DANGEROUS DRIVER, DA DANGEROUS DRIVER FROM COMMITTING CA CATASTROPHIC INJURIES, DEATH, PARALYZATION, AND THEY SHALL PAY A HIGHER PENALTY FOR THEIR ACTIONS BEHIND THE WHEEL.

AND IT'S GONNA COST A LOT FOR THEM.

ADVANCED PIPE TECHNOLOGIES INCORPORATED, SUBMITTED THE LOWEST AND BEST BID OF $151,844, WHICH WAS 15.6% UNDER THE ENGINEER'S ESTIMATE OF $180,000.

CONSTRUCTION IS EXPECTED TO BEGIN IN DECEMBER OF 2024 AND BE SUBSTANTIALLY COMPLETE BY THE END OF JANUARY, 2025.

BY WAY OF BACKGROUND, THIS CONVERSATION HAS BEEN GOING ON FOR ALMOST THREE YEARS, COMING UP ON THREE YEARS NOW.

IT STARTED IN FEBRUARY OF 2022 WHEN STAFF PRESENTED THE CITY'S WILDLIFE MANAGEMENT PROGRAM TO THE COMMUNITY SERVICES ADVISORY COMMITTEE.

WE'VE GONE THROUGH A COUPLE DIFFERENT CONVERSATIONS WITH CSAC SINCE THEN, INCLUDING A, UH, PRESENTATION ON A POPULATION ASSESSMENT CONDUCTED BY THE OHIO STATE UNIVERSITY.

UM, IT THAT INCLUDED A COMMUNITY SURVEY ON THE COMMUNITY SENTIMENT TOWARDS DEER MANAGEMENT.

STAFF THEN PROVIDED A SUMMARY OF LETHAL AND NON-LETHAL OPTIONS FOR DEER MANAGEMENT.

AND CSAC REQUESTED STAFF DRAFT AN OUTDOOR FEED ORDINANCE.

THAT OUTDOOR FEED ORDINANCE WAS HEARD BY CITY COUNCIL IN NOVEMBER AND ADOPTED BY COUNSEL NOVEMBER 27TH.

UM, IT WAS SLIGHTLY AMENDED EARLIER THIS YEAR, AS YOU'LL RECALL TO REMOVE THE REFERENCE TO FERAL CATS, BUT IT HAS BEEN IN PLACE SINCE DECEMBER, 2023.

WE HAVE HAD 37, OR IN 2023, WE DID HAVE 37 DOCUMENTED INQUIRIES TO NATURE EDUCATION AND THROUGH THE GO DUBLIN APP REGARDING, UH, DEER.

THAT COULD BE ANYTHING FROM LANDSCAPE DAMAGE, UH, NEGATIVE DEER INTERACTIONS, DEER INTERACTING WITH DOGS, WITH PEOPLE, UM, AND THEN FAWNS BEDDING IN YARDS.

SO FAR THIS YEAR, WE'VE HAD 20 INTER UH, INQUIRIES ON THAT.

SINCE 2019, WE HAVE HAD 50 WILDLIFE COMPLAINTS REGARDING DEER.

AND AGAIN, THOSE CAN BE, UH, ANYTHING FROM THOSE LANDSCAPE DAMAGES OR JUST REPORTING OF DEER IN YARD.

UM, AND THROUGH SOCIAL MEDIA, UH, SENTIMENT ANALYSIS, WE HAVE FOUND THAT THERE HAVE BEEN 104 POSITIVE INTERACTIONS ON SOCIAL MEDIA POSTS AND 18 NEGATIVE, UH, INTERACTIONS.

OUR COMPLAINTS DO TEND TO BE SEASONAL, SO THEY PEAK DURING THE SUMMER MONTHS WHEN DEER ARE OUT.

IT'S ALSO WHEN THE SPRING IS WHEN PEOPLE WILL START TO NOTICE THE LANDSCAPE DAMAGE BEING DONE.

'CAUSE THINGS THAT SHOULD BE BLOOMING MIGHT NOT BE.

UM, THE NEGATIVE COMMENTS THAT WE'VE HEARD THROUGH SOCIAL MEDIA INCLUDE REFERENCES TO THE CITY NOT DOING ENOUGH TO MANAGE THE HERD.

AND SINCE WE HAVE PASSED THE OUTDOOR FEED ORDINANCE, WE HAVE ISSUED 12 EDUCATIONAL LETTERS.

SO THAT'S THE FIRST INTERACTION THAT WE HAVE WITH ANYBODY THAT IS REPORTED OF A VIOLATION.

OUR NATURE EDUCATION COORDINATOR WILL GO OUT AND

INVESTIGATE THE REPORT AND ISSUE AN EDUCATIONAL LETTER JUST TO MAKE SURE THE RESIDENT KNOWS ABOUT THIS ORDINANCE.

SINCE IT'S STILL RELATIVELY NEW.

FOLLOW UP LETTERS WILL BE SENT.

THERE HAVE BEEN THREE.

IF THE VIOLATION CONTINUES IN THE NATURE EDU EDUCATION COORDINATOR DEEMS THAT THERE NEEDS TO BE SOME ADDITIONAL ACTION, IT'S JUST A BIT STRONGER LANGUAGE TO SAY, HEY, YOU ARE IN VIOLATION OF OUR ORDINANCE AND THIS DOES NEED TO STOP.

FORTUNATELY, WE HAVEN'T HAD ANY REFERRED TO CODE ENFORCEMENT AT THIS POINT.

PEOPLE ARE TAKING THOSE LETTERS SERIOUSLY.

BUT IF, UH, IT WERE TO BE REFERRED TO CODE, CODE WOULD THEN FOLLOW UP WITH THEM AND START A CASE.

SO THE NATURE EDUCATION COORDINATOR DOCS DOCUMENTS ALL THE INFORMATION VIA CITY WORKS, AND THEN WE'RE ABLE TO HAVE THAT DOCUMENTATION TO PASS ON TO CODE ENFORCEMENT.

WE DO CONTINUE TO ENGAGE WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES IN THE REST OF THE CENTRAL OHIO REGION TO MONITOR DEER MANAGEMENT PRACTICES BEING IMPLEMENTED IN OTHER AREAS.

CITY STAFF ATTENDED WORTHINGTON'S TWO PUBLIC MEETINGS ON THE TOPIC AND HAS ATTENDED, UH, MEETINGS OF THE WORTHINGTON DEER TASK FORCE IN THE PAST.

A RECOMMENDATION ON FURTHER MANAGEMENT WILL BE MADE TO WORTHINGTON CITY COUNCIL BY THE END OF 2024.

THEY ADOPTED, THEY WERE ONE OF THE FIRST TO ADOPT AN OUTDOOR FEED ORDINANCE A FEW YEARS AGO.

SO NOW THEY'RE LOOKING AT ADDITIONAL, UM, MANAGEMENT TACTICS.

STAFF ALSO CONTINUES TO ENGAGE REGULARLY WITH OUR PARTNERS AT ODNR TO MONITOR PROGRAMS STATEWIDE.

THERE HAVE BEEN SUCCESSFUL LETHAL PROGRAMS IMPLEMENTED IN NORTHEAST OHIO.

AND ODNR RECENTLY SHARED THAT WHILE A REGIONAL APPROACH WOULD BE THE BEST APPROACH AND MOST IMPACTFUL ON THE POPULATION, THAT DOES NOT MEAN ISOLATED EFFORTS WOULD BE, UM, FUTILE.

SO THEY CAN STILL BE EFFECTIVE.

SO GIVEN THE CONTINUED DISCUSSION ABOUT THIS TOPIC REGIONALLY AND UNDERSTANDING THAT AN OUTDOOR FEED ORDINANCE IS THE BEST NECK FIRST STEP, UM, WE ARE RECOMMENDING RETURNING THE TOPIC OF DEER MANAGEMENT TO CSAC FOR FUTURE DISCUSSION.

THIS WILL ENABLE CSAC TO ENGAGE IN THE TOPIC AT A AS THE REGIONAL LANDSCAPE EVOLVES.

AND, UH, WE CAN BRING IN OD AND R TO PROVIDE MORE INFORMATION AND ANSWER MORE DETAILED QUESTIONS ON LETHAL AND NON-LETHAL OPTIONS.

BUT, UM, IT IS DEFINITELY SOMETHING THAT WE'RE TALKING ABOUT REGIONALLY.

YEAH, ABOUT SIX MONTHS AGO I HAD RAISED THIS AS A TOPIC AT ONE OF OUR MID-OHIO MANAGERS ASSOCIATIONS MEETINGS TO SEE WHAT OTHER, UM, COMMUNITIES IN THE REGION WERE HEARING OR EXPERIENCING.

AND I REALLY DIDN'T GET ANY FEEDBACK EXCEPT FOR WORTHINGTON.

AND THAT'S, THAT CONVERSATION IS WHAT PUT US IN CONTACT WITH WORTHINGTON.

AND WE'VE STAYED ENGAGED WITH WORTHINGTON ON THAT.

SO I HAD ANTICIPATED, AND I'VE HEARD SOME THINGS RECENTLY FROM POWELL, BUT NOT THAT THEY'RE HAVING SPECIFIC, UM, DIALOGUE ABOUT, UM, YOU KNOW, MANAGEMENT PRACTICES AT THIS POINT.

WOULD IT BE BENEFICIAL TO HOST THAT TYPE OF A DISCUSSION WITH OUR IMMEDIATE PARTNERS, OR IS THAT, I MEAN, SO THAT'S WHAT, THAT, THAT'S WHAT I HAD TEED UP FOR IN THAT DISCUSSION.

UM, OTHER THAN THAT, I BELIEVE, YOU KNOW, ONCE WE HAVE MORE DIALOGUE AND WE BRING IN, UM, ODNR FOR MORE DISCUSSIONS, THEN WE CAN REACH OUT TO THOSE ADJACENT COMMUNITIES AS WELL AND SEE IF THEY'D LIKE TO PARTICIPATE IN THOSE MEETINGS.

I THINK THAT'S A GREAT IDEA.

SO IT, IT'S AT LEAST EFFECTIVE IN GETTING PEOPLE TO STOP DOING THAT EXTRA FEEDING.

UM, SO I, I REALLY DO APPRECIATE THE EFFORTS OF, OF STAFF AND, AND SUPPORT FROM, YOU KNOW, MY FELLOW, FELLOW COUNCIL MEMBERS ON ENFORCING, UM, THAT PARTICULAR POLICY.

I JUST DON'T WANT PEOPLE TO THINK LIKE IT'S THIS WHOLE BIG THING WHERE YOU'RE GONNA GET IN ALL THIS TROUBLE, OR YOUR NEIGHBOR'S GONNA GET IN ALL THIS TROUBLE.

WE TALKED A LITTLE BIT ABOUT THIS, UH, LAST WEEK AT THE WORK SESSION.

UM, STAFF REVIEWED THE CITY'S SCHEDULE FEES AND SERVICE CHARGES, AND SHARED ANY RECOMMENDED CHANGES.

CONSENSUS WAS SUPPORT FOR THE RECOMMENDED CHANGES, AND THE ORDINANCE WILL BE BROUGHT TO COUNCIL ON NOVEMBER 4TH.

WE ALSO REVIEWED THE REQUEST FOR PROPOSAL FOR THE HEALTH AND WELLNESS PARTNER.

UH, THIS COVERS, UM, A LOT OF THE DIFFERENT PROJECTS OR, UM, STRATEGIC PLANS THAT WE'VE REVIEWED OVER THE LAST FEW YEARS, INCLUDING THE PARKS AND REC MASTER PLAN, THE REC CENTER REFRESH, UM, THE, UM, OTHER WELLNESS OFFERINGS.

AND A SUGGESTION WAS MADE TO INCLUDE ALL RENDERINGS AND PLANS FOR POTENTIAL PROJECTS AND CREATE MARKETING MATERIALS FOR THAT SO THAT THE FOLKS THAT ARE RESPONDING TO THE RFP CAN GET A FEEL FOR WHAT WE'RE, WHAT WE'RE LOOKING FOR.

UM, I WON'T, I'LL FEEL I FEEL LIKE A BROKEN RECORD.

WE CONTINUE TO SEE INCREDIBLE GROWTH OF ALL TYPES IN THE REGION, SO I WON'T SPEND A LOT OF TIME TALKING ABOUT THAT 'CAUSE NOTHING NECESSARILY NEW.

BUT I WOULD BRING TO YOUR ATTENTION THAT THE GROUP, AS YOU KNOW NOW EXPANDED, WE HAVE, UH, A, A WIDE REPRESENTATION INCLUDING SCHOOLS, AND THERE WAS DISCUSSION BY THE GROUP TO BEGIN WORK TO, UM, PUT TOGETHER SOME DEVELOPMENT PRINCIPLES THAT THAT GROUP, UM, WOULD BE SUPPORTIVE OF MEMBERS OF THAT GROUP, SUCH THINGS AS QUALITY, GOOD DESIGN, SUSTAINABILITY, ET CETERA.

SO THE GROUP REQUESTED THAT, UM, THE ADMINISTRATORS AND OUR CITY MANAGERS OF EACH OF THE PROSPECTIVE PARTICIPANT REGIONS IN THAT, UM, GET TOGETHER, BEGIN TO WORK ON DRAFTING SOME PRINCIPLES TO BRING BACK TO THAT GROUP.

SO WE'LL KEEP YOU POSTED AND ON THAT, BUT, UM, UH, THERE WAS GOOD SUPPORT FOR THAT.

SO, UM, MOVING FORWARD, UM, SECONDLY, FROM PLANNING AND ZONING, JUST A COUPLE THINGS.

I THINK BEFORE THE GROUP, UM, AS YOU WOULD EXPRESS LESS ON THE COMMERCIAL SIDE, WAY MORE ON THE HOUSING THEY'VE SEEN, UM, RECENTLY, UH, VERY SMALL THINGS LIKE PEN ZONES BUILD OUT TO THE WORK LIFE, AND THEN LARGER THINGS SUCH AS TOWNS ON TUTTLE.

SO CONTINUING TO SEE, UH, MORE AND MORE RESIDENTIAL AND MORE AND MORE MIXED USE AND CONTINUING TO HAVE DISCUSSIONS ABOUT WHAT MIXED USE LOOKS LIKE, WHAT A MIXING OF USE LOOKS LIKE.

UM, AS YOU KNOW, I, I'M ON THE, UH, LUC COMMITTEE, WHICH I'LL BE REPORTING ON IN A SECOND.

AND, UM, AS WE

HAVE SEEN, WHAT'S HAPPENING TO THE WEST OF US HAS A, A DRAMATIC IMPACT ON WHAT'S GOING ON WITH THE SCHOOL DISTRICT.

AND SO FOR THEM TO HAVE REPRESENTATION IN JEROME TOWNSHIP IS VERY IMPORTANT AS THEY WITNESS, UM, THE COMPREHENSIVE PLAN BEING DRAFTED.

IN ADDITION, WE DISCUSSED THE SLOWDOWN DUBLIN UPDATES AND THE INSTALLATION OF A RED LIGHT FOR CROSSING FOLKS AT SCOTTISH CORNERS.

UH, WE GAVE THEM AN UPDATE ON THE HANDLE WITH CARE PARTNERSHIP WHERE FIRST RESPONDER, FIRST RESPONDERS NOTIFY SCHOOL ADMINISTRATORS WHEN THERE'S AN INCIDENT, UH, THAT THIS IS FOR KIDS THAT HAVE BEEN THROUGH A TRAUMATIC INCIDENT AND THEY'RE BASICALLY COMMUNICATING WITH EACH OTHER.

UM, COLUMBUS STATE COMMUNITY COLLEGE HAS INDICATED SOME INTEREST IN A PARTNERSHIP WITH THE SCHOOL DISTRICT AT CARDINAL WEST CAMPUS.

WE'LL SEE WHERE THAT GOES.

UH, WE WERE GIVEN, UM, TIMELINE UPDATES ON REDISTRICTING.

AND, UM, AS MS. RINALDI MENTIONED IN HER UPDATE WITH THE FOOD PANTRY, THE SCHOOLS PLAY A CRITICAL ROLE IN ADDRESSING FOOD INSECURITY AMONGST ITS STUDENTS.

EVEN ON SNOW DAYS, UM, FOLKS SHOW UP TO THE KITCHEN, MAKE MEALS FOR THOSE KIDS, WHETHER THEY'RE IN SCHOOL OR NOT.

I THINK THAT'S PRETTY IMPRESSIVE.

UH, MOVING ON TO LOGAN UNION, CHAMPAIGN COUNTY.

UM, THE MEETING WAS ON OCTOBER 10TH.

UM, ONLY REAL NOTEWORTHY CASE WAS, UH, AN APPLICATION FOR 712 SINGLE FAMILY HOMES.

IT WAS TABLED, UM, BUT IT WOULD'VE REQUIRED EIGHT VARIANCES.

AND SO MAYBE THAT'S WHY IT WAS TABLED.

UH, AND FINALLY, THE SPORTS OHIO STEERING COMMITTEE, UH, BEAR WITH ME FOR A SECOND WHILE I, EXCUSE ME.

SO, UH, THAT WAS REALLY, UH, INTERESTING.

ON OCTOBER THE 18TH, UH, I HAD AN OHIO MAYORS ALLIANCE MEETING.

UM, THEY ASKED, UH, MYSELF AND THE MAYOR OF EUCLID, OHIO TO CHAIR THE LEGISLATIVE POLICY COMMITTEE FOR THE OHIO MAYORS ALLIANCE.

SO, UH, WE MET ON THE 18TH TO STRATEGIZE WHAT OUR POLICY, UM, OBJECTIVES WOULD BE AND HOW WE WOULD PURSUE, UM, UH, MOVING, UH, MOVING SOME, THE TRAJECTORY IN FAVOR OF OUR POLICY INITIATIVE.

SO ONCE THOSE ARE DEVELOPED, I'LL BE HAPPY TO SHARE THOSE OUT WITH YOU.

UH, ON THE 18TH, THE HISTORICAL SOCIETY HAD THEIR RECEPTION, AND I TELL YOU WHAT, THE FINGERPRINTS AND THE DNA OF DUBLIN WAS ALL THROUGHOUT THAT PLACE AND IT'S REALLY GOING TO BE INTERESTING FOR PEOPLE.

I'D LOVE TO HEAR THE FEEDBACK FROM THE 308.
