AS OF NOVEMBER 8TH, IF YOU WANT TO CHALLENGE YOUR 2024 PROPERTY TAXES, YOU WILL BE ABLE TO.

SENATE BILL 271 IS CIRCUIT BREAKERS, WHICH WOULD BE TAX REDUCTIONS IF YOUR PROPERTY TAXES EXCEEDED 5% OF YOUR INCOME.
THE STINZIANO SOLUTION IS ESSENTIALLY JUST A PROPERTY TAX DEFERRAL PROGRAM.
AND THEN FOR YEARS WE HAVE SUPPORTED MODERNIZING THE HOMESTEAD EXEMPTION.
I BELIEVE RIGHT NOW IT'S 36,800 IS THE INCOME THRESHOLD, AND THEN 26,200 IS THE ACTUAL EXEMPTION.
THE INCOME THRESHOLD HAS BEEN INCREASING WITH INFLATION EVERY YEAR.
AND NOW THE EXEMPTION WILL ALSO BE.

I'M A VICTIM OF A FATAL DISTRACTED DRIVING CRASH IN 2000.
I'VE BEEN WORKING EVER SINCE TO GET A LAW TO EFFECTIVELY RESTRICT THIS DANGEROUS BEHAVIOR AND TO PROVIDE SUFFICIENT SUPPORT AND JUSTICE FOR THE VICTIMS. I WAS HERE IN 2011 WHEN YOUR PREDECESSORS REALIZED THE NEED TO AMEND YOUR FULL TIME AND ATTENTION LAW TO SPECIFICALLY ADDRESS TEXTING AND USING THE INTERNET.
IN 2012, THE STATE FINALLY PASSED THE TEXTING LAW, BUT ONLY AS A SECONDARY OFFENSE.
IT TOOK THEM 11 YEARS TO MAKE IT A PRIMARY OFFENSE, BUT THEN THEY WEAKENED IT WITH EVEN MORE PERMISSIVE EXCEPTIONS WITH CITY ATTORNEY SMITH'S GUIDANCE, YOU GOT IT RIGHT IN 2011.
PRIMARY OFFENSE, FEW EXCEPTIONS AND MORE THAN JUST A MINOR MISDEMEANOR.
I'M HERE AGAIN TO ASK YOU TO GET IT RIGHT.
AGAIN, I'M ASKING YOU TO AMEND YOUR PENALTIES SECTION SO DRIVERS WHO CAUSE GREAT HARM BY VIOLATING YOUR LAW OR THE STATE LAW WILL FACE PENALTIES PROPORTIONATE TO THE HARM THEY CAUSE THE GOVERNOR ODOT'S DISTRACTED DRIVING TASK FORCE.

SO FAR, GAHANNA AND GROVE CITY AND REYNOLDSBURG HAVE DONE THIS.
WESTERVILLE APPEARS TO BE READY TO DO THIS SOON.
WORTHINGTON IS LOOKING AT WHAT GAHANNA AND GROVE CITY HAVE DONE.

BOTH ORDINANCES MARK THE BEGINNING OF THE ANNEXATION PROCESS OF THE PROPERTIES THE CITY RECENTLY ACQUIRED OUTSIDE OF THE CITY'S CURRENT CORPORATE LIMITS, WHICH INCLUDE APPROXIMATELY 161.8 ACRES IN FRANKLIN COUNTY AND WASHINGTON TOWNSHIP, AND AN ADDITIONAL 79 ACRES LOCATED IN MADISON COUNTY AND DARBY TOWNSHIP. FOR THE REASONS THAT WILL BE EXPLAINED SHORTLY, THESE ANNEXATIONS WILL USE TWO DIFFERENT PROCESSES.
THE 161.8 ACRE PROCESS WILL FOLLOW THE PROCEDURE OUTLINED IN OHIO REVISED CODE, SECTION 709.16 FOR MUNICIPALLY OWNED PROPERTIES, AND THE 79 ACRE PROCESS WILL FOLLOW THE PROCEDURE OUTLINED IN OHIO REVISED CODE, SECTION 709.02, USED FOR MAJORITY OWNERS OF PROPERTY IN THE AREA TO BE ANNEXED FIRST.
THIS IS THE FIRST AND LAST ORDINANCE THAT WILL BE BEFORE YOU FOR THIS ANNEXATION.
SINCE THE 79 ACRES IS CURRENTLY LOCATED IN MADISON COUNTY AND DARBY TOWNSHIP.

AS WE HAVE DONE IN THE PAST WITH DELAWARE AND UNION COUNTIES, THIS PROCESS IS AUTHORIZED UNDER OHIO REVISED CODE, SECTION 55 03.07. AGAIN, THIS WILL OCCUR AFTER THE ANNEXATION, THE BOUNDARY ADJUSTMENT.

THE FESTIVAL RECEIVED TWO GOLD AWARDS FOR SOCIAL MEDIA, THREE SILVER AWARDS, INCLUDING ONE FOR BEST MERCHANDIZING PROGRAM AND FOR THE FESTIVAL'S EMERGENCY PREPAREDNESS PLAN, AND TWO BRONZE AWARDS FOR THE WEBSITE AND THE TV PROMOTION.
SO CONGRATULATIONS TO OUR ENTIRE COMMUNITY EVENTS TEAM.
IT IS A GREAT INTERNATIONAL RECOGNITION.
AND THEN THE CITY WAS HONORED WITH TWO AMERICAN PUBLIC WORKS ASSOCIATION AWARDS.
AT THE RECENT PUBLIC WORKS EXPO, THE CITY RECEIVED THE TECHNICAL INNOVATION AWARD FOR THE IMPLEMENTATION AND USAGE OF A NEW ROAD WEATHER INFORMATION SYSTEM USING VUE ROBOTICS WEATHER CAMERA STATIONS, AND OUR OPERATIONS ADMINISTRATOR GARY BROWNING RECEIVED THE EXCELLENCE IN EDUCATION AWARD, RECOGNIZING HIS WORK IN DELIVERING EDUCATIONAL OPPORTUNITIES FOR ALL LEVELS OF PUBLIC WORKS.

IF YOU RECALL, COUNCIL SETS A SCHEDULE FOR THAT TRAINING EVERY OTHER YEAR.
AND SO THAT MEANS WE NEED TO, AS A GROUP, DETERMINE WHAT THAT IS.
SO THE COMMITTEE'S PROVIDED SOME SUGGESTIONS BACK.
AND NOW WE'RE HAVING THESE ANNUAL TRAININGS THE COMMITTEE WAS SUPPORTIVE OF, INCLUDING ETHICS AND DEI TRAINING IN THAT ANNUAL TRAINING PROGRAM THAT STAFF CONDUCTS WITH THE APPOINTEES EACH YEAR AND ALIGNING THOSE TRAININGS WITH THE APPOINTMENT TERMS. BECAUSE WHAT WE WERE FINDING IS THAT THE TRAINING MAY BE THE END OF THE YEAR, BUT THE NEW FOLKS COME ON IN THE BEGINNING OF YEAR.
BUT WE TALKED THROUGH WHAT I WOULD CALL JUST SOME OF THE REALITIES OF DOING THAT.
SO THEY'RE GOING TO BRING THAT BACK.
AND THEY'LL SHARE THAT THAT WORK WITH COUNCIL WHEN IT'S COMPLETED.
