THIS PROPOSED CIP WAS PREPARED WITH COUNCIL'S STRATEGIC FRAMEWORK AND PLANS AND COUNCIL'S GOALS AS A FOCUS TO ASSURE, ASSURE ENSURE ALIGNMENT ACROSS THE ORGANIZATION.
THE PLAN CONTINUES TO PRIORITIZE MAINTENANCE OF OUR EXISTING INFRASTRUCTURE EACH YEAR.
STAFF REEVALUATES PROJECTS PROGRAMMED IN THE CIP AS PART OF THE CREATION OF THE NEXT YEAR'S CIP.
AND IT'S NOT UNCOMMON FOR PROJECTS TO CHANGE IN TERMS OF A PREVIOUSLY PROGRAM PROJECT YEAR FOR SEVERAL REASONS, INCLUDING NEW PROJECT PRIORITIES, THE TIMING OF DEVELOPMENT, ALIGNMENT WITH CORRESPONDING PROJECTS, STATUS OF NECESSARY LAND ACQUISITIONS AND UTILITY RELOCATIONS, ET CETERA.
THE ESTIMATED COST FOR PLAN PROJECTS IS ALSO REVIEWED EACH YEAR TO TAKE INTO ACCOUNT NEW INFORMATION SUCH AS INFLATION OR BROADER ECONOMIC CONSIDERATIONS FROM A HIGH LEVEL PERSPECTIVE.
THIS YEAR, THE PREVIOUS YEAR, CIP WAS UPDATED TO REFLECT AND THESE ARE JUST A FEW EXAMPLES.
THE ALIGNMENT OF PROJECT TIMING WITH THE NEW COLUMBUS FOURTH WATER, UM, PLANT TRANSMISSION MAIN PROJECT.
THE ALIGNMENT OF PROJECT TIMING WITH THE NEW CUS CAPITAL IMPROVEMENTS PROGRAM.
THE ALIGNMENT OF PROJECTS WITH THE IMPLEMENTATION OF SEVERAL STRATEGIC PLANS THAT WERE RECENTLY COMPLETED IN THE PAST YEAR OR TWO, INCLUDING THE PARKS AND REC MASTER PLAN, ECONOMIC DEVELOPMENT STRATEGY AND ENVISION DUBLIN.
THE CIP REFLECTS GRANTS THAT HAVE BEEN RECEIVED IN THE PAST YEAR AS WELL.
AND WE ALSO CONTINUE TO SHOW OUR COMMITMENT TO PROJECTS FOR WHICH WE ARE SEEKING ADDITIONAL GRANT FUNDING IN FUTURE YEARS.
AND THOSE ARE TO BE VIEWED AS PLACEHOLDERS AND THOSE ARE PENDING, UM, ADDITIONAL DESIGN AS WELL AS THE AWARD OF GRANT FUNDING.
AND THERE ARE ALSO SEVERAL NEW PROJECTS THAT HAVE BEEN BROUGHT FORWARD INTO THE FIVE YEAR HORIZON TIMEFRAME TO ROUND OUT THAT PLAN.
SO BEFORE WE PROCEED, I WOULD LIKE TO THANK ALL THE STAFF FOR ALL THEIR WORK, REVIEWING THE ENTIRE CIP AND ALL THE PROJECTS WITHIN THE CIP.

IT'LL BE AT THE MEETING AFTER THAT.
THAT'LL ALLOW US TIME TO, DEPENDING ON THE NATURE AND A NUMBER OF QUESTIONS, SCHEDULE A WORK SESSION, ANSWER EMAILS, MAKE AMENDMENTS BEFORE THE FINAL READING AND ADOPTION ON OCTOBER 21ST.
OBVIOUSLY, THAT DEADLINE IS TENTATIVE AS WE CAN PASS IT ANYTIME IN NOVEMBER AND STILL BE IN TIME FOR THE BEGINNING OF NEXT FISCAL YEAR.
IN TERMS OF THE PROJECTS, THE TO THE TOTAL IS JUST OVER $325.5 MILLION.
YOU CAN SEE THAT THE LARGEST COMPONENT IS STREETS AND PARKING.
WHAT IS UNUSUAL IS THE SIGNIFICANT,

UH, DOLLARS ON SANITARY SEWER AND WE'LL SEE A RELATED, UH, CORRELATION WITH THE SANITARY SEWER PROJECTS AND UNFUNDED PROJECTS.WHEN WE LOOK AT FUNDING SOURCES, YOU CAN SEE THE GREEN IS THE PLANNED DEBT.
THE ORANGE IS THE CAPITAL IMPROVEMENT FUNDING.
THOSE ARE RELATIVELY STABLE THROUGHOUT THE FIVE YEAR PERIOD.
WHAT CHANGES IS THE TIMING OF PROJECTS THAT WE HAVE AS UNFUNDED AND THE GRANT FUNDED PROJECTS.
SO THE UNFUNDED PROJECTS OR THAT GRAY AREA, THOSE FALL INTO BASICALLY TWO CATEGORIES.
ONE IS THE SEWER PROJECTS, THE SEWER RELIEF PROJECTS THAT ARE UNFUNDED, PENDING A FUTURE COUNCIL DISCUSSION AROUND THE ENTERPRISE FUNDS AND HOW TO FUND THOSE PROJECTS.
THAT WAS PART OF THE, UH, 10% FOR FIVE YEARS CONVERSATION THAT WE HAD AT THE WORK SESSION AND A DECISION'S BEEN MADE TO FUND THE FIRST YEAR OF THOSE EXTENSIONS AND THEN HAVE A DISCUSSION IN TIME FOR THE NEXT YEAR, CIP SO THAT WE CAN FIGURE OUT AN APPROPRIATE PATH FORWARD FOR FUNDING.
THE UNFUNDED PORTIONS ALSO INCLUDE SOME ALIGNMENT OF SOME, UH, RELIEF SEWERS THAT MATCH UP TO THE COLUMBUS, UH, WATER MAIN PROJECT.
SO THOSE ARE LISTED AS UNFUNDED PENDING DISCUSSIONS WITH COLUMBUS.
ONCE WE ENGAGE IN THOSE CONVERSATIONS AND HAVE A BETTER IDEA OF HOW THAT MIGHT WORK, THAT COULD BECOME PART OF THE CONVERSATIONS WE HAVE WITH OUR OTHER SEWER PROJECTS.
IT JUST DEPENDS ON HOW THE TIMING WORKS OUT, UM, BETWEEN THOSE.
BUT THAT WON'T BE KNOWN IN IN TIME TO PASS THIS CIP.
SO WE'RE DEMONSTRATING OUR SUPPORT FOR THOSE PROJECTS, BUT NOT NECESSARILY OUTLINING HOW WE INTEND TO FUND THEM AT THIS TIME.
IN TERMS OF MAINTENANCE, THE CITY CONTINUES TO PRIORITIZE MAINTENANCE.
THERE'S $107 MILLION FOR MAINTENANCE IN THIS BUDGET, AGAIN, FOCUSED LARGELY ON STREETS AND PARKING AND NEW INFRASTRUCTURE.
THERE'S $218 MILLION IN NEW INFRASTRUCTURE.
AGAIN, THERE'S A SIGNIFICANT NUMBER OF SANITARY SEWER PROJECTS.
THAT'S PROBABLY THE ONLY ANOMALY IN THIS BUDGET AS COMPARED TO PRIOR CIPS FOR A, A DETAILED DESCRIPTION OF ALL THE INDIVIDUAL PROJECTS THAT'S CONTAINED IN THE, IN THE PACKET WITH THE BREAKDOWN OF THE PROJECTS AND THE PROJECT YEARS.
AND I'M HAPPY TO PROVIDE ANY ADDITIONAL INFORMATION.

AND OUR STAFF REPORT WILL AGAIN BE BROUGHT FORWARD BY MEGAN O' CALLAHAN.
MEMBERS OF COUNCIL RESOLUTION 49 DASH 24 PROPOSES AN AGREEMENT WITH FROST BROWN TODD FOR LAW DIRECTOR SERVICES TO PROVIDE GENERAL AND SPECIAL SERVICES FOR TWO YEARS CONTINUING THROUGH 2026.
OUR CURRENT AGREEMENT GOES THROUGH THE END OF OCTOBER OF THIS YEAR.
PURSUANT TO COUNSEL'S DIRECTION, STAFF DID CONDUCT A COMPETITIVE SELECTION PROCESS FOR LAW DIRECTOR SERVICES EARLIER THIS YEAR.
WE ISSUED AN RFP, UM, AND THAT WAS ADVERTISED FOR ROUTINE AND THAT MEANS THAT IT'S INCLUDED IN THE RETAINER AS WELL AS SPECIAL LEGAL SERVICES CONSISTENT WITH THE STRUCTURE OF OUR LAW DIRECTOR SERVICES CONTRACT.
THE CITY RECEIVED TWO PROPOSALS IN RESPONSE TO THAT R-F-R-F-P AND FRO FROST BOUND.
TODD DID SUBMIT A PROPOSAL FOR ALL OF THE COMPREHENSIVE LEGAL SERVICES IN ACCORDANCE WITH THE REQUESTED SCOPE.
THE OTHER PROPOSAL THAT WE RECEIVED WAS ONLY FOR, UM, SPECIAL LEGAL SERVICES, UM, PORTION OF THE REQUESTED SCOPE OF SERVICES.
THE FROST BROWN TODD TEAM HAS A LONG RECORD OF SERVICE FOR THE CITY AND HAS A WEALTH OF HISTORICAL AND INSTITUTIONAL KNOWLEDGE DUE TO DECADES OF WORKING WITH THE CITY.
FBT HAS ONE OF THE PREMIER PUBLIC SECTOR LAW LEGAL TEAMS IN OUR 10 STATE REGION AND PROVIDE SERVICES TO SOME OF THE LARGEST PUBLIC ENTITIES IN ITS FOOTPRINT.
THEY HAVE OVER 500 LAWYERS IN THE FIRM AND THEY HAVE THE RESOURCES AND THE CAPACITY TO PERFORM ALL GENERAL COUNSEL AND SPECIAL, UM, SELECT SPECIAL COUNSEL WORK FOR THE CITY.
PHIL HARTMAN WILL CONTINUE TO OVERSEE ALL ASPECTS OF THE FBT TEAM ASSISTING THE CITY ON A DAY-TO-DAY BASIS.
AND HE HAS WORKED WITH THE CITY OF DUBLIN ON MATTERS FOR NEARLY 25 YEARS.
THE FIRM HAS ASKED PHIL TO SERVE AS THE CHAIR OF THE FBT GOVERNMENT SERVICE PRACTICE GROUP BEGINNING JANUARY 1ST, 2025.
OVER 40 FBT ATTORNEYS AND PARALEGALS HAVE WORKED ON DUBLIN MATTERS DURING THE LAST SEVERAL YEARS.
UM, AS FAR AS THE CONTRACT TERMS AND FEES GO, THE MONTHLY FLAT FEE RATE FOR ROUTINE SERVICES IS $69,000 360.
ROUTINE SERVICES ARE SPECIFIED IN THE PROPOSED AGREEMENT.
THEY ARE LISTED AND THEY INCLUDE ATTENDING

WE'RE CHANGING THAT THIS YEAR TO 1.75 MILS TO THE CAPITAL IMPROVEMENTS FUND.
THIS WAS OUTLINED IN THE FUNDING PLAN FOR THE SPORTS OHIO COMPLEX.
WE'LL BE MAINTAINING THAT ALLOCATION FOR THE NEXT THREE YEARS AND THEN REVERTING TO THE PARKLAND ALLOCATION IN YEARS FOUR AND FIVE OF THIS CIP.

IN ORDER TO FINANCE THE, THE MANUSCRIPT DEBT, WHICH IS FARMLAND, WE WOULDN'T BE ABLE TO USE PARKLAND FUND, BUT WE WOULD BE ABLE TO USE 4 0 1.
SO THAT WAS THE IDEA BEHIND PROGRAMMING IT.
THAT WAY WE DON'T NECESSARILY HAVE TO HAVE THAT RESTRICTION.
UM, OR WE COULD LIVE WITH THE PARKLAND RESTRICTION THE FIRST YEAR AND THE SECOND YEAR WE'RE USING PARKLAND TO PAY FOR PARKLAND.
SO THE ACTIONS WOULDN'T CHANGE.
ALTHOUGH I WOULD ALSO SAY IT'S HIGHLY LIKELY THAT IN THE THIRD YEAR WE'RE PROBABLY ABLE TO ADJUST THIS BACK ANYWAY BECAUSE WE'LL HAVE REVENUE GROWTH THAT EXCEEDS BUDGET, TWO YEARS OF EXPENDITURE.
SO THE FIRST YEAR OF THE CIPI THINK IT'S IMPORTANT THAT IT NOT BE PARKLAND FOR THAT FLEXIBILITY, BUT I THINK IN FUTURE YEARS WE CAN ADJUST IT.

UM, THEY ARE $250,000 IN THE WHOLE FOR TRANSLATION SERVICES.
AND SO FORMER GOVERNOR TAFT SAID THAT HE WOULD WORK WITH HIS NETWORK, THAT, THAT HAS PHILANTHROPY AND DOES THINGS LIKE THAT, THAT HE WOULD WORK TO FIND SOMEBODY TO WRITE THE GRANTS AND WRITE THE GRANTS.
HOPEFULLY THEY COULD START, YOU KNOW, BACK FILLING SOME OF THAT $250,000.
UM, I GUESS HAITIAN CREA IS A VERY SPECIFIC DIALECT AND IS DIFFICULT TO FIND THOSE PEOPLE, SO IT IS A BIT MORE EXPENSIVE THAN SOME OF THE LANGUAGES THAT ARE MORE WIDELY USED.
UM, SO EVERYONE WAS TRYING TO, TO SEE, YOU KNOW, THIS IS WHERE I CAN HELP.
THIS IS THE CORNER OF THE CARPET THAT I CAN PICK UP.
