PURSUANT TO ARTICLE EIGHT OF THE REVISED CHARTER, UH, THE CITY MANAGER IS RESPONSIBLE FOR PREPARING AND SUBMITTING TO COUNCIL A FIVE YEAR CIPI AM PLEASED TO PRESENT THE PROPOSED 2025 TO 2029 CAPITAL BUDGET FOR COUNCIL'S CONSIDERATION.

THIS PROPOSED CIP WAS PREPARED WITH COUNCIL'S STRATEGIC FRAMEWORK AND PLANS AND COUNCIL'S GOALS AS A FOCUS TO ASSURE, ASSURE ENSURE ALIGNMENT ACROSS THE ORGANIZATION.

THE PLAN CONTINUES TO PRIORITIZE MAINTENANCE OF OUR EXISTING INFRASTRUCTURE EACH YEAR.

STAFF REEVALUATES PROJECTS PROGRAMMED IN THE CIP AS PART OF THE CREATION OF THE NEXT YEAR'S CIP.

AND IT'S NOT UNCOMMON FOR PROJECTS TO CHANGE IN TERMS OF A PREVIOUSLY PROGRAM PROJECT YEAR FOR SEVERAL REASONS, INCLUDING NEW PROJECT PRIORITIES, THE TIMING OF DEVELOPMENT, ALIGNMENT WITH CORRESPONDING PROJECTS, STATUS OF NECESSARY LAND ACQUISITIONS AND UTILITY RELOCATIONS, ET CETERA.

THE ESTIMATED COST FOR PLAN PROJECTS IS ALSO REVIEWED EACH YEAR TO TAKE INTO ACCOUNT NEW INFORMATION SUCH AS INFLATION OR BROADER ECONOMIC CONSIDERATIONS FROM A HIGH LEVEL PERSPECTIVE.

THIS YEAR, THE PREVIOUS YEAR, CIP WAS UPDATED TO REFLECT AND THESE ARE JUST A FEW EXAMPLES.

THE ALIGNMENT OF PROJECT TIMING WITH THE NEW COLUMBUS FOURTH WATER, UM, PLANT TRANSMISSION MAIN PROJECT.

THE ALIGNMENT OF PROJECT TIMING WITH THE NEW CUS CAPITAL IMPROVEMENTS PROGRAM.

THE ALIGNMENT OF PROJECTS WITH THE IMPLEMENTATION OF SEVERAL STRATEGIC PLANS THAT WERE RECENTLY COMPLETED IN THE PAST YEAR OR TWO, INCLUDING THE PARKS AND REC MASTER PLAN, ECONOMIC DEVELOPMENT STRATEGY AND ENVISION DUBLIN.

THE CIP REFLECTS GRANTS THAT HAVE BEEN RECEIVED IN THE PAST YEAR AS WELL.

AND WE ALSO CONTINUE TO SHOW OUR COMMITMENT TO PROJECTS FOR WHICH WE ARE SEEKING ADDITIONAL GRANT FUNDING IN FUTURE YEARS.

AND THOSE ARE TO BE VIEWED AS PLACEHOLDERS AND THOSE ARE PENDING, UM, ADDITIONAL DESIGN AS WELL AS THE AWARD OF GRANT FUNDING.

AND THERE ARE ALSO SEVERAL NEW PROJECTS THAT HAVE BEEN BROUGHT FORWARD INTO THE FIVE YEAR HORIZON TIMEFRAME TO ROUND OUT THAT PLAN.

SO BEFORE WE PROCEED, I WOULD LIKE TO THANK ALL THE STAFF FOR ALL THEIR WORK, REVIEWING THE ENTIRE CIP AND ALL THE PROJECTS WITHIN THE CIP.

IT IS A HEAVY LIFT EACH YEAR.

THIS IS THE CULMINATION OF MANY, MANY MONTHS OF WORK AND ALL OF YOUR EFFORTS ARE APPRECIATED.

I'D ALSO LIKE TO THANK COUNCIL FOR ALL OF YOUR TIME, THE PAST FEW MONTHS, REVIEWING THE PROJECTS AND HAVING THOSE CONVERSATIONS WITH US, UM, THROUGH THE WORK SESSION DISCUSSIONS.

UH, THE STAFF HAVE BEEN WORKING ON THE CIP PROGRAM SINCE APRIL OR MAY OF THIS YEAR.

WE'RE NOW AT THE FIRST HEARING ON SEPTEMBER 16TH.

THE SECOND HEARING OF THIS ORDINANCE WILL NOT BE AT OUR NEXT COUNCIL MEETING.

IT'LL BE AT THE MEETING AFTER THAT.

THAT'LL ALLOW US TIME TO, DEPENDING ON THE NATURE AND A NUMBER OF QUESTIONS, SCHEDULE A WORK SESSION, ANSWER EMAILS, MAKE AMENDMENTS BEFORE THE FINAL READING AND ADOPTION ON OCTOBER 21ST.

OBVIOUSLY, THAT DEADLINE IS TENTATIVE AS WE CAN PASS IT ANYTIME IN NOVEMBER AND STILL BE IN TIME FOR THE BEGINNING OF NEXT FISCAL YEAR.

IN TERMS OF THE PROJECTS, THE TO THE TOTAL IS JUST OVER $325.5 MILLION.

YOU CAN SEE THAT THE LARGEST COMPONENT IS STREETS AND PARKING.

THAT'S NOT UNUSUAL.

WHAT IS UNUSUAL IS THE SIGNIFICANT,

UH, DOLLARS ON SANITARY SEWER AND WE'LL SEE A RELATED, UH, CORRELATION WITH THE SANITARY SEWER PROJECTS AND UNFUNDED PROJECTS.

WHEN WE LOOK AT FUNDING SOURCES, YOU CAN SEE THE GREEN IS THE PLANNED DEBT.

THE ORANGE IS THE CAPITAL IMPROVEMENT FUNDING.

THOSE ARE RELATIVELY STABLE THROUGHOUT THE FIVE YEAR PERIOD.

WHAT CHANGES IS THE TIMING OF PROJECTS THAT WE HAVE AS UNFUNDED AND THE GRANT FUNDED PROJECTS.

SO THE UNFUNDED PROJECTS OR THAT GRAY AREA, THOSE FALL INTO BASICALLY TWO CATEGORIES.

ONE IS THE SEWER PROJECTS, THE SEWER RELIEF PROJECTS THAT ARE UNFUNDED, PENDING A FUTURE COUNCIL DISCUSSION AROUND THE ENTERPRISE FUNDS AND HOW TO FUND THOSE PROJECTS.

THAT WAS PART OF THE, UH, 10% FOR FIVE YEARS CONVERSATION THAT WE HAD AT THE WORK SESSION AND A DECISION'S BEEN MADE TO FUND THE FIRST YEAR OF THOSE EXTENSIONS AND THEN HAVE A DISCUSSION IN TIME FOR THE NEXT YEAR, CIP SO THAT WE CAN FIGURE OUT AN APPROPRIATE PATH FORWARD FOR FUNDING.

THE UNFUNDED PORTIONS ALSO INCLUDE SOME ALIGNMENT OF SOME, UH, RELIEF SEWERS THAT MATCH UP TO THE COLUMBUS, UH, WATER MAIN PROJECT.

SO THOSE ARE LISTED AS UNFUNDED PENDING DISCUSSIONS WITH COLUMBUS.

ONCE WE ENGAGE IN THOSE CONVERSATIONS AND HAVE A BETTER IDEA OF HOW THAT MIGHT WORK, THAT COULD BECOME PART OF THE CONVERSATIONS WE HAVE WITH OUR OTHER SEWER PROJECTS.

IT JUST DEPENDS ON HOW THE TIMING WORKS OUT, UM, BETWEEN THOSE.

BUT THAT WON'T BE KNOWN IN IN TIME TO PASS THIS CIP.

SO WE'RE DEMONSTRATING OUR SUPPORT FOR THOSE PROJECTS, BUT NOT NECESSARILY OUTLINING HOW WE INTEND TO FUND THEM AT THIS TIME.

IN TERMS OF MAINTENANCE, THE CITY CONTINUES TO PRIORITIZE MAINTENANCE.

THERE'S $107 MILLION FOR MAINTENANCE IN THIS BUDGET, AGAIN, FOCUSED LARGELY ON STREETS AND PARKING AND NEW INFRASTRUCTURE.

THERE'S $218 MILLION IN NEW INFRASTRUCTURE.

AGAIN, THERE'S A SIGNIFICANT NUMBER OF SANITARY SEWER PROJECTS.

THAT'S PROBABLY THE ONLY ANOMALY IN THIS BUDGET AS COMPARED TO PRIOR CIPS FOR A, A DETAILED DESCRIPTION OF ALL THE INDIVIDUAL PROJECTS THAT'S CONTAINED IN THE, IN THE PACKET WITH THE BREAKDOWN OF THE PROJECTS AND THE PROJECT YEARS.

AND I'M HAPPY TO PROVIDE ANY ADDITIONAL INFORMATION.

THIS BRINGS US TO THE INTRODUCTION, PUBLIC HEARING VOTE RESOLUTIONS, UH, SECTION OF OUR AGENDA.

WE'LL BEGIN WITH RESOLUTION 49 DASH 24, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH FROST BROWN TODD, LLP FOR LAW DIRECTOR SERVICES.

MEMBERS OF COUNCIL RESOLUTION 49 DASH 24 PROPOSES AN AGREEMENT WITH FROST BROWN TODD FOR LAW DIRECTOR SERVICES TO PROVIDE GENERAL AND SPECIAL SERVICES FOR TWO YEARS CONTINUING THROUGH 2026.

OUR CURRENT AGREEMENT GOES THROUGH THE END OF OCTOBER OF THIS YEAR.

PURSUANT TO COUNSEL'S DIRECTION, STAFF DID CONDUCT A COMPETITIVE SELECTION PROCESS FOR LAW DIRECTOR SERVICES EARLIER THIS YEAR.

WE ISSUED AN RFP, UM, AND THAT WAS ADVERTISED FOR ROUTINE AND THAT MEANS THAT IT'S INCLUDED IN THE RETAINER AS WELL AS SPECIAL LEGAL SERVICES CONSISTENT WITH THE STRUCTURE OF OUR LAW DIRECTOR SERVICES CONTRACT.

THE CITY RECEIVED TWO PROPOSALS IN RESPONSE TO THAT R-F-R-F-P AND FRO FROST BOUND.

TODD DID SUBMIT A PROPOSAL FOR ALL OF THE COMPREHENSIVE LEGAL SERVICES IN ACCORDANCE WITH THE REQUESTED SCOPE.

THE OTHER PROPOSAL THAT WE RECEIVED WAS ONLY FOR, UM, SPECIAL LEGAL SERVICES, UM, PORTION OF THE REQUESTED SCOPE OF SERVICES.

THE FROST BROWN TODD TEAM HAS A LONG RECORD OF SERVICE FOR THE CITY AND HAS A WEALTH OF HISTORICAL AND INSTITUTIONAL KNOWLEDGE DUE TO DECADES OF WORKING WITH THE CITY.

FBT HAS ONE OF THE PREMIER PUBLIC SECTOR LAW LEGAL TEAMS IN OUR 10 STATE REGION AND PROVIDE SERVICES TO SOME OF THE LARGEST PUBLIC ENTITIES IN ITS FOOTPRINT.

THEY HAVE OVER 500 LAWYERS IN THE FIRM AND THEY HAVE THE RESOURCES AND THE CAPACITY TO PERFORM ALL GENERAL COUNSEL AND SPECIAL, UM, SELECT SPECIAL COUNSEL WORK FOR THE CITY.

PHIL HARTMAN WILL CONTINUE TO OVERSEE ALL ASPECTS OF THE FBT TEAM ASSISTING THE CITY ON A DAY-TO-DAY BASIS.

AND HE HAS WORKED WITH THE CITY OF DUBLIN ON MATTERS FOR NEARLY 25 YEARS.

THE FIRM HAS ASKED PHIL TO SERVE AS THE CHAIR OF THE FBT GOVERNMENT SERVICE PRACTICE GROUP BEGINNING JANUARY 1ST, 2025.

OVER 40 FBT ATTORNEYS AND PARALEGALS HAVE WORKED ON DUBLIN MATTERS DURING THE LAST SEVERAL YEARS.

UM, AS FAR AS THE CONTRACT TERMS AND FEES GO, THE MONTHLY FLAT FEE RATE FOR ROUTINE SERVICES IS $69,000 360.

ROUTINE SERVICES ARE SPECIFIED IN THE PROPOSED AGREEMENT.

THEY ARE LISTED AND THEY INCLUDE ATTENDING

ALL DESIGNATED PUBLIC MEETINGS, ALL DESIGNATED STAFF MEETINGS, DRAFTING ORDINANCES, RESOLUTIONS, LEGAL MERAN, HANDLING, PLANNING AND ZONING.

LAND USE MATTERS INCLUDING ATTENDANCE AT ALL PCC, UM, MEETINGS, DRAFTING AND NEGOTIATING CONTRACTS.

AND THE LIST GOES ON.

AND AGAIN, THAT'S ALL LISTED OUT IN THE DRAFT AGREEMENT.

UM, NON-ROUTINE SERVICES INCLUDE LABOR AND EMPLOYMENT, EMINENT DOMAIN LITIGATION AND SPECIAL PROJECTS, AND THOSE ARE SEPARATELY BILLED OUTSIDE OF THE RETAINER.

THE MONTHLY FLAT FEE FOR MAYOR'S COURT AND MUNICIPAL COURT SERVICES IS $15,000 PER MONTH.

AND THIS PROPOSED AGREEMENT MAINTAINS THE SAME SCOPE AND THE SAME FEES AS THE CURRENT CONTRACT WITH NO INCREASES.

STAFF RECOMMENDS APPROVAL OF THE RESOLUTION AND I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

WE'RE CHANGING THAT THIS YEAR TO 1.75 MILS TO THE CAPITAL IMPROVEMENTS FUND.

THIS WAS OUTLINED IN THE FUNDING PLAN FOR THE SPORTS OHIO COMPLEX.

WE'LL BE MAINTAINING THAT ALLOCATION FOR THE NEXT THREE YEARS AND THEN REVERTING TO THE PARKLAND ALLOCATION IN YEARS FOUR AND FIVE OF THIS CIP.

IN ORDER TO FINANCE THE, THE MANUSCRIPT DEBT, WHICH IS FARMLAND, WE WOULDN'T BE ABLE TO USE PARKLAND FUND, BUT WE WOULD BE ABLE TO USE 4 0 1.

SO THAT WAS THE IDEA BEHIND PROGRAMMING IT.

THAT WAY WE DON'T NECESSARILY HAVE TO HAVE THAT RESTRICTION.

UM, OR WE COULD LIVE WITH THE PARKLAND RESTRICTION THE FIRST YEAR AND THE SECOND YEAR WE'RE USING PARKLAND TO PAY FOR PARKLAND.

SO THE ACTIONS WOULDN'T CHANGE.

ALTHOUGH I WOULD ALSO SAY IT'S HIGHLY LIKELY THAT IN THE THIRD YEAR WE'RE PROBABLY ABLE TO ADJUST THIS BACK ANYWAY BECAUSE WE'LL HAVE REVENUE GROWTH THAT EXCEEDS BUDGET, TWO YEARS OF EXPENDITURE.

SO THE FIRST YEAR OF THE CIPI THINK IT'S IMPORTANT THAT IT NOT BE PARKLAND FOR THAT FLEXIBILITY, BUT I THINK IN FUTURE YEARS WE CAN ADJUST IT.

AND ESPECIALLY KNOWING IF THAT'S THE PREFERENCE OF COUNCIL, THEN WE'LL MOVE IN THE, IN THAT DIRECTION.

THIS, THIS FUNDING IS BEING USED TO ACQUIRE RECREATIONAL FACILITIES.

SO IT'S NOT OUTSIDE OF THE SPIRIT OF, UH, OF THE ALLOCATION FROM PRIOR COUNCILS.

BUT I DO UNDERSTAND THE, THE POINT I, I JUST, YOU KNOW, IF WE GO THREE YEARS NOT CONTRIBUTING THIS FUND IN THREE YEARS TIME, WE'RE GONNA GET USED TO SPENDING THAT MONEY ON SOMETHING ELSE AND YOU KNOW, THEN IT'S GOING TO BECOME MORE DIFFICULT THAT THEN WE'RE GONNA HAVE A BIG GIVE.

RIGHT? WHAT'S THE BIG GIVE IF WE START GOING, YOU KNOW, BACK TO THE POLICY THAT WE HAD AND I, I JUST THINK THAT IT'S IMPORTANT THAT, YOU KNOW, AS MUCH AS THIS COMMUNITY IS COMMITTED TO PARKLAND, UH, AND THE PARKLAND SPACES THAT WE ARE INTERESTED IN MOVING FORWARD ARE GETTING MORE AND MORE EXPENSIVE, RIGHT.

YOU'RE NOT, YOU'RE GETTING AWAY FROM THESE LARGE TRACKS THAT ARE AVAILABLE.

I JUST, I IT'S KIND OF SEED MONEY SO THAT IT MAKES PROJECTS, UM, BE SOMETHING THAT YOU CAN EX EXECUTE ON WHEN YOU ALREADY HAVE, WELL, WE ALREADY HAVE $3 MILLION IN THE PARKLAND ACQUISITION FUND.

WE ONLY NEED TO COME UP WITH $2 MILLION MORE.

THAT'S A DIFFERENT CONVERSATION THAN HAVING TO COME UP WITH $5 MILLION.

AND, AND WE DID, UM, THIS YEAR AND APPRECIATE IT SO MUCH, DO THAT IN THE SEWER SITUATION BECAUSE WE WOULD NOT BE ABLE TO MAKE THE BIG REQUIRE, YOU KNOW, MAINTENANCE UPDATES THAT WE'RE GOING TO, WE KNOW WE'RE, WE KNOW WE'RE COMING.

SO I I MEAN WE HAVE THE PRECEDENT FOR DOING THAT.

AND, AND I, I KNOW WE'VE TALKED ABOUT UPDATING THE REC CENTER IN TERMS OF, YOU KNOW, HAVING DOLLARS PROGRAMMED ON A REGULAR BASIS.

SO WE DON'T FIND OURSELVES KIND OF WHERE WE DO THAT, WE'RE GONNA HAVE TO FIND $20 MILLION SOMEWHERE TO DO SOMETHING COME UP FROM ZERO WE NEEDED TO DO.

I MEAN, IF THERE IS THE FLEXIBILITY, UM, EITHER WE REVISIT IT NEXT YEAR BECAUSE THIS YEAR IT IS BEING USED TO PURCHASE PARKLAND.

I'M HERE THIS EVENING, UH, FOLLOWED BY LINDSEY AND FOLLOWED BY DAVID TO GIVE YOU AN UPDATE ON THE FIBER EVERY HOME PROJECT THAT, AS WE KNOW IS IN RESPONSE TO COUNCIL'S NUMBER ONE GOAL OF BECOME THE MOST CONNECT CONNECTED COMMUNITY IN THE US.

SO FIRST I WOULD LIKE TO GIVE YOU A HIGH LEVEL OVERVIEW OF WHERE WE ARE, KIND OF FROM THE CONTRACT SIDE OF THINGS, AND THEN LINDSAY WILL DISCUSS COMMUNICATIONS AND DAVID CONSTRUCTION.

SO WE CONTINUE WITH OUR COORDINATION CALLS WITH ULTA FIBER.

WE JUST ACTUALLY HAD ONE OF THOSE TODAY, WHICH INVOLVES ALL THE CITY TEAMS AND ALL THE DIFFERENT ULTA FIBER TEAMS. IT, IT'S A VERY GOOD WAY TO KEEP THOSE COMMUNICATION LINES OPENING OR KEEP THOSE COMMUNICATIONS LINE OPEN FOR DISCUSSING VARIOUS MATTERS.

AND THEN TODAY I WANNA, I DID THE RIBBON CUTTING AND I WANNA WELCOME THE JUNIOR LIBRARY GUILD TO THE CITY, WHICH IF YOU DON'T KNOW, THEY'RE AN ORGANIZATION WHO NOW HAS A HEADQUARTERED, UM, WAREHOUSE HERE.

THEY PROVIDE ALL THE BOOKS TO SCHOOL LIBRARIES.

SO IT WAS A WONDERFUL, THEY GAVE US A TOUR.

I NEVER EVEN THOUGHT ABOUT IT.

THEY, THEY PUT THE CELLOPHANE COVERS ON, THEY PUT THE STICKERS, THE, THE OLD DEWEY DECIMAL STICKERS ON, SO YOU CAN PUT 'EM ON THE SHELF AND THEY PUT THE LIBRARY SPECI.

IT'S ALL DONE BY HAND, YOU KNOW, THEY PUT THE STICKERS ON FOR EACH SCHOOL IT GOES TO.

SO FASCINATING.

THEY SAID AT FULL BUILD OUT, THEY, YOU KNOW, WILL HAVE HUNDREDS OF PEOPLE WORKING THERE, SO GOOD.

UM, I RECEIVED A, A MAYOR GINTHER HAD REACHED OUT FRIDAY EVENING, UH, AND WAS TRYING TO PUT TOGETHER SOME ASSISTANCE FOR, UM, OUR FRIENDS IN SPRINGFIELD.

AS YOU KNOW, THE, UM, OHIO MAYORS ALLIANCE HAS ITS MEMBERSHIP.

COMMUNITIES IN SPRINGFIELD IS ONE OF THOSE COMMUNITIES.

AND IT IS A VERY SIMILAR, UM, COMMUNITY TO THE CITY OF DUBLIN IN THAT, UM, ITS SIZE, ITS POPULATION IS VERY, IS VERY SIMILAR.

SO, UM, SO I, I HAD, I HAD TOLD, UH, MAYOR GUNTHER THAT I WOULD BE HAPPY TO, TO GO AND MEET WITH MAYOR RU AND, UM, WITH THEIR CITY MANAGER THERE AS WELL.

UH, WADE C CABBAGE, THE MAYOR OF TOLEDO, STEVE PATTERSON, THE MAYOR OF ATHENS, UM, SHAKA SMICK FROM THE MAYOR OF AKRON CAME, UM, MAYOR MIMS FROM DAYTON AFTAB OVERALL, UH, MAYOR OF CINCINNATI, UH, ANDY GINTHER AND MYSELF, UH, WE, EVERYONE DROVE FROM THEIR RESPECTIVE AREAS TO MEET, UH, WITH, UH, WITH MERU THERE TODAY.

AND, UH, TO HEAR THEIR STORY AND TO HEAR THE THINGS THAT ARE GOING ON AND WHAT IS HAPPENING TO THEM IN THE NATIONAL MEDIA SPACE IS REALLY KIND OF HEARTBREAKING.

AND THEY WERE REALLY LOOKING FOR SOME HELP AND LOOKING FOR ASSISTANCE.

AND DIFFERENT COMMUNITIES CERTAINLY HAVE DIFFERENT STRENGTHS OF WHAT THEY CAN GIVE AND HOW THEY CAN PARTICIPATE.

UM, YOU KNOW, SOME OF THE LARGER CITIES WERE LOOKING AT, COULD THEY HELP WITH POLICING? COULD THEY HELP, UM, FILL SOME VOIDS? UH, THEY'RE SHORT STAFFED 20 OFFICERS IN THE CITY OF SPRINGFIELD FROM WHERE THEY WOULD LIKE TO BE.

UM, SO, YOU KNOW, FILLING IN WHAT BLANKS, UM, OR WHAT VOIDS PEOPLE COULD.

AND, UH, SO I, I WANNA GET YOUR OPINION AND I WOULD LIKE YOUR FEEDBACK ON, UM, ONE OF THE THINGS THAT THEY'RE HAVING A DIFFICULT DIFFICULTY IN IS THEY HAVE ONE COMMUNICATIONS PERSON FOR, THAT LEADS THE ENTIRETY OF THE CITY.

UM, AND I HAD INDICATED TO THEM, YOU KNOW, WE'D BE HAPPY TO ASSEMBLE WHO WE USE, THE, THE PEOPLE THAT DO THAT FOR US, UM, HOW THAT WORKS AND, UM, WHAT THAT PROCESS LOOKS LIKE AND TURN THAT OVER TO THEM IF THAT'S SOMETHING THAT THEY WOULD LIKE TO PURSUE FOR THEIR COMMUNITY.

SO I REALLY WANTED TO GET YOUR INPUT ON IF YOU WERE OPEN TO OFFERING, UM, JUST TO THEM, TO THEM JUST WHAT IS IT THAT WE DO AND HOW DO WE DO IT TO COMMUNICATE WITH OUR 50,000 RESIDENTS, UM, AND GIVE THEM KIND OF A TOOLKIT TO THIS IS HOW WE COMMUNICATE IT MIGHT BE HELPFUL FOR YOU.

UM, SO I WOULD LIKE YOUR FEEDBACK ON THAT, IF THAT'S SOMETHING THAT WE WOULD LIKE TO, UM, ASK STAFF TO, TO PARTICIPATE IN.

AS I SAID, THAT THERE, YOU KNOW, THERE WERE, UM, LOTS OF DIFFERENT REQUESTS.

UH, FORMER GOVERNOR BOB TAFT WAS THERE AS WELL, AND UM, HE, THEY DON'T HAVE A GRANT WRITER, THEY DON'T HAVE ACCESS TO, TO GRANT WRITING.

UM, THEY ARE $250,000 IN THE WHOLE FOR TRANSLATION SERVICES.

AND SO FORMER GOVERNOR TAFT SAID THAT HE WOULD WORK WITH HIS NETWORK, THAT, THAT HAS PHILANTHROPY AND DOES THINGS LIKE THAT, THAT HE WOULD WORK TO FIND SOMEBODY TO WRITE THE GRANTS AND WRITE THE GRANTS.

HOPEFULLY THEY COULD START, YOU KNOW, BACK FILLING SOME OF THAT $250,000.

THEY'RE SHORT ON.

UM, I GUESS HAITIAN CREA IS A VERY SPECIFIC DIALECT AND IS DIFFICULT TO FIND THOSE PEOPLE, SO IT IS A BIT MORE EXPENSIVE THAN SOME OF THE LANGUAGES THAT ARE MORE WIDELY USED.

UM, SO EVERYONE WAS TRYING TO, TO SEE, YOU KNOW, THIS IS WHERE I CAN HELP.

THIS IS THE CORNER OF THE CARPET THAT I CAN PICK UP.

UM, I FELT LIKE MAYBE ONE OF THE CORNERS OF THE CARPET THAT WE COULD PICK UP TO TRY TO HELP THESE PEOPLE IS TO AT LEAST GIVE THEM, UM, SOME COMMUNICATION TOOLS THAT WE USE AND, AND PERHAPS THEY MIGHT BE INTERESTED IN DOING SO AS WELL, BUT, BUT CERTAINLY WOULD NEED EVERYONE'S PERMISSION IN ORDER TO OFFER THAT.

SO I WANTED TO GATHER YOUR THOUGHTS.
