WE'VE BEEN WORKING ON THIS TRANSITION FOR PROBABLY ABOUT SEVEN YEARS.

SARAH'S BEEN WITH US ABOUT 14 YEARS.

UM, AND, UM, WE'VE BEEN WORKING ON A SUCCESSION PLAN FOR A NUMBER OF YEARS.

UM, OUR BOARD DID CONDUCT BOTH AN INTERNAL AND EXTERNAL SEARCH.

THEY WANTED TO MAKE SURE THAT WE HAD THE RIGHT PERSON IN PLACE AND ENDED UP, UM, OFFERING SARAH THE POSITION.

SHE HAS BEEN IN THE POSITION FOR ABOUT A MONTH AND A HALF.

SO THIS, WE'RE A LITTLE LATE ON THIS INTRODUCTION, BUT, UM, I JUST WANTED TO MAKE SURE YOU MET SARAH.

SHE'S A TALENTED PROFESSIONAL.

SHE'S AMAZING, SHE'S REALLY COMMITTED TO THE FIELD AND I'M REALLY PLEASED THAT, UM, SHE WAS NAMED THE CEO AND WE'LL BE CONTINUING TO WORK TOGETHER FOR A LONG TIME.

DEAR COUNCIL MEMBERS, I WRITE TO VOICE MY STRONG OPPOSITION TO MOST ANY PROPOSED DEVELOPMENT ON THE WEST SIDE IN FRONT OF THE BRIDGE PARK WEST CONDOS.

WHEN WE BOUGHT OUR CONDO IN BRIDGE PARK WEST, THE DUBLIN MASTER PLAN ONLY CONTEMPLATED NATURAL TRAILS, ET CETERA, WITH ANY COMMERCIAL ACTIVITIES DESIGNATED TO THE EAST SIDE, I WOULD NOT HAVE PURCHASED IF YOU WERE GOING TO DESTROY

THE NATURAL BEAUTY AND PEACEFUL NATURE IN FRONT OF OUR HOMES.

I AM FURTHER AMAZED.

IN ADDITION TO ALL THE OTHER FEEDBACK, I KNOW YOU HAVE HEARD AS TO WHY YOU AND THE PARKS DEPARTMENT WOULD WANT TO BUILD CLIMBING WALLS, HIGH ROPES COURSES, KAYAK LAUNCHES, PARKING LOTS, ROADS, RESTROOMS, ET CETERA, RIGHT IN FRONT OF THE EQUIVALENT OF 50 HOMES WHEN YOU COULD GO A QUARTER MILE IN EITHER DIRECTION AND NOT DISRUPT ANY RESIDENCES OR MAYBE ONE WHILE OFFERING THE SAME AMENITIES.

I ALSO KNOW YOU HAVE RECEIVED FEEDBACK VIA THE RECENT EASEL AND STICKER PROCESS WITH MATT ERMAN THAT 90% OF THOSE VOTING WITH THE STICKERS DON'T WANT IT EITHER.

I WILL PROVIDE AS MUCH OF AN ANSWER AS I CAN AND I'LL HAVE RON WHITTINGTON FOLLOW UP BECAUSE HE'S REALLY THE EXPERT IN THIS.

BUT WE DO POOL OUR INSURANCE AS A MEMBER OF CORMA AND WE ARE PARTICIPATING IN THAT.

MEMBERS OF COUNCIL RESOLUTION 48 DASH 24 IS REQUESTING AUTHORIZATION TO ENTER INTO CONTRACTS FOR ADDITIONAL SECONDARY AND BACKUP MAGISTRATES FOR DUBLIN MAYOR'S COURT.

IN 2010, THE CITY FIRST CONDUCTED A COMPETITIVE REQUEST FOR PROPOSALS OR RFP PROCESS TO SELECT A PRIMARY AND SECONDARY BACKUP MAGISTRATE FOR DUBLIN MAYOR'S COURT.

OUR CURRENT MAGISTRATES WERE LAST APPOINTED IN 2014, AND THIS YEAR THE CITY WILL AGAIN CONDUCT A COMPETITIVE RFP PROCESS TO SELECT PRIMARY AND SECONDARY MA BACKUP MAGISTRATES.

AND IN THE INTERIM, WE NEED TO APPOINT ADDITIONAL SECONDARY MAGISTRATES TO ENSURE COVERAGE OF THE COURT STAFF RECOMMENDS THE APPOINTMENTS OF HONORABLE RETIRED JUDGE SCOTT VANDER CARR AND JOSHUA E. HALL.

BOTH INDIVIDUALS MEET THE STATE REQUIREMENTS TO SERVE AS MAGISTRATES AND THEY'RE BOTH QUALIFIED TO SERVE AS MAGISTRATES.

THEIR EXPERIENCE AND QUALIFICATIONS ARE OUTLINED IN THE MEMO THAT WAS PROVIDED IN YOUR PACKET ALONG WITH THE AGREEMENTS.

UM, AS DISCUSSED AT THE AUGUST 12TH CITY COUNCIL MEETING, THE CITY WILL BE HOSTING A PUBLIC MEETING FOR THE EMERALD CONNECTOR PROJECT ON SEPTEMBER 12TH.

THE ALTERNATIVES THAT WERE CONSIDERED IN THE AESTHETICS CONCEPTS WILL BE SHARED IN PUBLIC INPUT, WILL BE GATHERED TO ADVANCE THAT PROJECT FOR FEDERAL FUNDING.

CONSIDERATION IN THIS PUBLIC MEETING IS IN ADVANCE OF, UM, RECEIVING OR IN FURTHERANCE OF RECEIVING THE FEDERAL FUNDS IN THE FUTURE.

THE MEETING WILL TAKE PLACE AT COUNCIL CHAMBER FROM FIVE TO SEVEN IN AN OPEN HOUSE FORMAT, AND THE COMMENT PERIOD WILL REMAIN OPEN FOR 30 DAYS.

THERE WILL ALSO BE, OF COURSE, A DJ, A FOAM CANNON AND FREE KONA ICE FOR ATTENDEES.

THIS EVENT SERVES AS AN OFFICIAL KICKOFF TO OUR FIBER TO EVERY HOME INITIATIVE WITH THE FIRST CUSTOMERS HAVING THE OPPORTUNITY TO CONNECT TO THE NEW MULTI-GIG FIBER NETWORK AFTER SEPTEMBER 13TH.

SO WE'RE REALLY EXCITED ABOUT THAT.

ADDITIONALLY, WE CONTINUE TO PARTNER WITH ULTA FIBER UTILITY COMPANIES AND CONTRACTORS TO EVOLVE AND IMPROVE OUR COMMUNICATIONS.

REGARDING THE ONGOING FIBER INSTALLATION, WE'VE ADDED A LETTER FROM THE CITY, ADDITIONAL YARD SIGNS, AND WE'VE UPDATED TIMELINES TO OUR COMMUNICATIONS PLAN TO KEEP RESIDENTS INFORMED AS WE MOVE INTO THE MUIRFIELD NEIGHBORHOOD.

NEXT, A FULL UPDATE ON THE FIBER TO EVERY HOME PROJECT WILL BE PRESENTED TO COUNCIL AT YOUR NET NEXT MEETING ON SEPTEMBER 16TH.

SO YOU'LL GET A COMPLETE UPDATE UM, ON ALL OF OUR EFFORTS THERE.

DUBLIN PARTICIPATED IN A GRANT APPLICATION WITH MOR PS E AND MANY OTHERS IN THE REGION FOR EV CHARGING INFRASTRUCTURE.

AND THAT EFFORT WAS AWARDED $15 MILLION IN FEDERAL FUNDS TO INSTALL 406 EV PORTS ACROSS 62 SITES IN CENTRAL OHIO.

THREE OF THE 62 SITES WERE SPONSORED BY THE CITY OF DUBLIN AND INCLUDED IN THE APPLICATION, AND THAT WILL PROVIDE 12 ADDITIONAL CHARGERS AT DUBLIN OWNED LOCATIONS.

AND THERE'S AN ADDITIONAL SIX CHARGERS THAT WERE SPONSORED BY OHIO HEALTH AND INCLUDED IN THE APPLICATION.

SO THOSE WILL ALSO BE LOCATED IN DUBLIN.

AS A RESULT, 18 NEW CHARGERS ARE INCLUDED IN THE GRANT OPPORTUNITY IN DUBLIN.

MORSE'S WAITING TO HEAR THE NEXT STEPS ON THAT PROCESS FROM THE FEDERAL HIGHWAY ADMINISTRATION TO ADVANCE THE INSTALLATION OF CHARGERS.

AND IT WAS MENTIONED, UM, BY MORSEY RECENTLY THAT THIS IS THEIR LARGEST GRANT AWARD EVER.

SO THAT'S EXCITING.

UM, THE CITY OF DUBLIN SPONSORED LOCATIONS ARE AT THE DCRC, THE DUBLIN DALE DRIVE, PARK AND RIDE, AND DARI FIELDS.

I ALSO WANTED TO PROVIDE AN UPDATE ON THE RIVER FOREST STORM AND ROADWAY IMPROVEMENTS PROJECTS.

CONSTRUCTION BEGAN EARLIER THIS YEAR AND IS NEARING COMPLETION.

THE CONTRACTOR'S TRENDING TOWARDS AN EARLY COMPLETION OF A CONTRACT WORK BY THE END OF SEPTEMBER.

WE HAD INITIALLY INCLUDED IN THE CONTRACT A COMPLETION DATE OF OCTOBER, SO THEY'RE A LITTLE EARLY.

THE MAJORITY OF THE CONTRACTUAL WORK HAS BEEN COMPLETED, WHICH INCLUDES THE ROADWAY PAVING, THE STORM WATER DRAINAGE, REESTABLISHMENT ROADWAY, STORM CULVERT REPLACEMENT, AND REPLACEMENT OF A SECTION OF WATERWAY OR WATER MAIN.

SOME ITEMS REMAINING.

THEY STILL HAVE SOME GRADING AND SEEDING.

THEY STILL NEED TO ADJUST SOME ROADWAY, ROADWAY STRUCTURES TO GRADE AND THEY HAVE SOME PLANTINGS AND TREE INSTALLATION WORK.

WORK REMAINING.

THE FIRST PILOT LOCATION OF TACTICAL URBANISM WAS INSTALLED IN AUGUST AT AVERY AND CHIANA ROADS.

FEATURES AT THAT LOCATION INCLUDE WHITE EDGE LINES OUTLINING SOLID COLOR BLOCKS AND SLOTH ICONS AT THE ENTRY AND EXITS TO THE CROSSWALKS WITH THE SLOWDOWN DUBLIN ICON NEAR THE INTERSECTION.

ADDITIONALLY, SPEED WARNING CAMERAS ARE EXPECTED TO GO LIVE ON SEPTEMBER 16TH.

AND THESE SPEED SAFETY CAMERAS WILL USE LICENSE PLATE RECOGNITION OR LPR TO IDENTIFY AND SEND WARNING LETTERS TO EDUCATE DRIVERS ABOUT TRAVEL SPEEDS.

THE CAMERAS ARE CURRENTLY PLACED AT TARA HILL NEAR RAYMOND DRIVE MEMORIAL DRIVE NEAR KIRKWALL WALL STREET NEAR CARSON AND TULLY MOORE DRIVE NEAR NEW GRANGE.

SO AGAIN, UM, THOSE CAMERAS WILL GO INTO EFFECT ON SEPTEMBER 16TH AND LETTERS, WARNING LETTERS WILL START TO BE ISSUED FROM THOSE CAMERAS.

STAFF AND OUR LEGAL TEAM CONTINUE TO NEGOTIATE THE CONTRACT WITH THE ARTIST FOR THE MEREFIELD ART AND PUBLIC PLACES PROJECT.

A MEETING WAS HELD LAST WEEK WITH THE ARTIST TO WORK THROUGH THE FINAL TERMS DIRECTLY AND HOPEFULLY REACH AN AGREEMENT.

ONCE WE AGREE ON A CONTRACT, I WILL PRESENT A RESOLUTION TO COUNSEL, UM, REQUESTING AUTHORIZATION TO EXECUTE THAT AGREEMENT.

AND THE AGREEMENT WILL THEN BE EXECUTED AND THE AUTHOR OR THE ARTIST WILL BE AUTHORIZED TO PROCEED WITH THE WORK.

WE WILL CONTINUE TO WORK WITH THE MUIRFIELD ASSOCIATION, THE DUBLIN ARTS COUNCIL, AND THE ARTIST TO IMPLEMENT A COMMUNICATIONS PLAN.

AND THAT COMMUNICATIONS PLAN WILL THEN START TALKING ABOUT THE SCHEDULE FOR THE INSTALLATION OF THAT ARTWORK.

UM, WE'LL ALSO CONTINUE OUR WORK TO DELIVER THE PROJECT THAT EVERYTHING NEEDS TO BE CONSISTENT WITH THE OFCC STATE GRANT REQUIREMENTS.

SO WE'RE BEING CAREFUL TO COMPLY WITH ALL THOSE REQUIREMENTS.

STAFF CONTINUE TO ENGAGE IN REGULAR DIALOGUE WITH ODNR AND OTHER CENTRAL OHIO CITIES.

WE HAD ODNR REPS COME IN A COUPLE WEEKS AGO TO TALK THROUGH WHAT WE'RE SEEING AND WE'VE ALSO REMAINED, UM, VERY CLOSE CONTACT WITH WORTHINGTON AS THEY HAVE A TASK FORCE.

LOOKING AT THE ISSUE IN WORTHINGTON, UM, STAFF MEMBERS ATTENDED TWO PUBLIC MEETINGS RECENTLY IN WORTHINGTON TO KEEP APPRAISED OF THE STATUS OF THEIR WORK AS THEY'RE ALSO COORDINATING WITH ODNR.

AND WE'RE LOOKING AT THINGS FROM A REGIONAL PERSPECTIVE.

UM, THIS IS DONE YEARLY AS WE APPROACH THE OPERATING BUDGET TIME.

AND SO COUNSEL WILL GET AN UPDATE, UH, ABBREVIATED UPDATE OF THAT DURING, UM, BUDGET DISCUSSIONS.

UM, THE COMMITTEE, UM, HAD CONSENSUS AND AGREEMENT WITH STAFF ON A COUPLE RECOMMENDATIONS.

THE FIRST OF THOSE IS TO CONTINUE OFFERING PREMIUM FREE BENEFITS, UM, AND SECOND TO CONTINUE TO EVALUATE COST SAVING OPPORTUNITIES.

SO, UM, CONGRATULATIONS TO THE TEAM.

A AS YOU'LL SEE DURING OPERATING, THEY'VE, THEY'VE DONE SOME REALLY GOOD WORK TO KEEP WHAT IS AN EVER RISING, UM, SET OF COSTS, UM, UNDER, UNDER I GUESS CONTROL.

UM, SO, UH, CONGRATULATIONS AND THANKS TO THEM AND YOU'LL GET AN UPDATE ON THAT.

AND THEN, UM, STAFF PROVIDED A REVIEW OF THE DETAILED BOARDS AND COMMISSIONS RECRUITMENT PROCESS AND PLANS FOR ONBOARDING.

DID ATTEND THIS MORNING THE MIDWEST US JAPAN ASSOCIATION CONFERENCE DOWN AT THE HILTON.

IT WAS QUITE INTERESTING, UM, ATTENDING THE PRESENTATIONS WERE GIVEN BY VARIOUS GOVERNORS OF NUMEROUS PREFECTURES OF JAPAN, WHICH, UM, SHOWED THE BEAUTY OF JAPAN, THE LANDSCAPE, THE WORK THAT THEY DO THERE, I THINK IN A WAY THAT MAYBE I'VE NEVER REALLY SEEN BEFORE.

UH, THE JAPANESE AMBASSADOR, AMBASSADOR YAMADA AND COUNCIL GENERAL SHINDO WERE BOTH THERE AS WELL AS THE GOVERNORS FROM MICHIGAN, INDIANA, WISCONSIN, AND GOVERNOR WINE FROM OHIO.

IT'S REALLY APPARENT TO ME THAT THE ONGOING RELATIONSHIPS THAT, UM, HAVE BEEN BUILT BETWEEN OUR JAPANESE BUSINESSES AND OUR GOVERNMENT AND THE PEOPLE THAT WE WORK WITH AS WELL, ARE NOT ONLY REALLY VALUABLE ECONOMICALLY, BUT CULTURALLY AND FRIENDSHIP WISE, IT'S REALLY BECOME, IT WAS ALMOST, UM, IT WAS LIKE AN OLD HOME WEEK.

I MEAN, EVEN ONE OF THE JAPANESE, UM, GOVERNORS SANG PURPLE RAIN TODAY.

AND IT, IT MADE YOU REALIZE THAT THE 40 YEARS OF BUILDING RELATIONSHIPS BETWEEN JAPAN AND THE UNITED STATES HAS COME TO BRING ABOUT A RELATIONSHIP THAT'S RESPECTFUL, THAT'S FRIENDLY, THAT HAS REALLY CREATED OPTIMISM ABOUT THE FUTURE OF WORK WITH THE JAPANESE HERE IN THE UNITED STATES, BUT ESPECIALLY IN CENTRAL OHIO.

SO I JUST WANNA SAY THANK YOU FOR THE OPPORTUNITY TO GO TO THAT AND ALSO TO THANK THE JAPANESE COMMUNITY HERE IN DUBLIN FOR THE RELATIONSHIPS THAT
