AND IT SPECIFICALLY TALKS ABOUT SOUTH OF TUTTLE CROSSING BOULEVARD. IT TALKS ABOUT DEVELOPMENT SHOULD CONSIST OF SINGLE FAMILY RESIDENTIAL, PROVIDE SIGNIFICANT SETBACKS FROM THE RAILROAD AND TOTAL CROSSING BOULEVARD, AND UTILIZE RETENTION BASINS AND LANDSCAPE FEATURES TO OCCUPY THE SETBACK AREAS. UM, I THINK WHAT YOU SEE AS WE BRING THE PLAN FORWARD, THAT WE TOOK THAT TO HEART , UM, AND, UH, WE MATCH UP PRETTY WELL. THIS IS AN INTERESTING SLIDE. I THOUGHT IT WAS WORTHWHILE NOTING. UM, I THINK IT'S IMPORTANT TO LOOK AT WHAT IS OUT THERE TODAY, AND AS WE BRING THIS SITE IN, WHAT MAKES IT RELEVANT TODAY? WHAT MAKES IT MARKETABLE TODAY, AND WHAT MAKES IT FIT IN WITH FUTURE DEVELOPMENT IN THE FUTURE. SO IT'S GOT MALT, IT'S GOT A LOT OF THINGS THAT'S GOTTA HAPPEN TO IT. IT'S GOTTA BE READY TO SELL TODAY, READY TO BUILD TODAY, BE MARKETABLE, AND BE, UH, PROTECT THAT INVESTMENT IN THE FUTURE. UM, SO I THINK THAT'S A LITTLE BIT OF CONTEXT ABOUT WHAT'S THERE TODAY AND WHAT MAY BE THERE IN THE FUTURE. UM, OUR SITE PLAN, UM, YOU KNOW, I THOUGHT ABOUT HOW TO, HOW TO EXPLAIN THIS. SO I WANNA GO BACK TO THE, THE DESCRIPTION THAT WAS IN THE ENVISION DUBLIN PLAN. IT SHOULD CONSIST OF SINGLE FAMILY HOMES CHECK. UM, WE'RE PROPOSING 113 DETACHED SINGLE FAMILY HOMES ON 52 FOOT WIDE LOTS. UH, THOSE VARY IN DEPTH. UM, THEY'RE ORGANIZED ON A, ON A TRADITIONAL MODIFIED GRID, UH, THAT PICKS UP ON THE, THE, THE FRAMEWORK THAT'S ESTABLISHED INTO THE NEIGHBORHOOD TO THE SOUTH IN, IN COLUMBUS. UM, NUMBER TWO, SIGNIFICANT SETBACKS FROM THE RAILROAD AND TUTTLE CROSSING BOULEVARD CHECK. UM, OUR SETBACK FROM THE RAILROAD VARIES FROM 150 FEET UP TO 350 FEET. NOW, IN WHAT'S HAPPENING IN THESE SETBACKS IS DIFFERENT. UH, THE WAY WE'RE GONNA TREAT THAT ALONG THE RAILROAD IS DIFFERENT THAN THE WAY WE WOULD TREAT THAT ALONG TUTTLE CROSSING BOULEVARD. AND THE WAY THAT WE TREAT IT ALONG TUTTLE CROSSING BOULEVARD VARIES, VARIES FROM THE ENTRANCE OFF OF COS GRAY. IT VARIES AS YOUR TREATMENT AROUND THE, THE, UH, THE LANDMARK OAK TREE THAT IS THERE IN THAT CENTRAL PARK. AND THEN IT ALSO VARIES AS YOU GO FURTHER EAST OF THE, THE EASTERN MOST, UH, ACCESS POINT IN ANTICIPATION OF THAT, UH, FLYOVER OF THE, UH, THE RAILROAD. SO THAT WILL ALSO RECEIVE DIFFERENT TYPES OF TREATMENT. UM, OUR SITE, OUR SITE HAS 14 ACRES OF OPEN SPACE. THAT'S ABOUT 30% ON THE GROSS. UH, IT'S ABOUT 34% ON THE NET. WHEREVER YOU LIVE ON THIS STREET, IF YOU GET OUT AND YOU WALK, YOU'RE GONNA ENCOUNTER OPEN SPACE. AND I THINK THE FURTHEST POINT AWAY FROM ANY OPEN SPACE IS SIX HOUSES. UM, WE'VE KEPT OUR BLOCK SHORT. THEY'RE IN ABOUT A 300 FOOT RANGE THAT'S VERY WALKABLE. WE'RE PROPOSING SIDEWALKS ON BOTH SIDES OF THE STREET, ALL CONNECTING TOWARDS THAT, THOSE PERIMETER GREENWAYS, UM, THAT WILL ULTIMATELY HAVE, UH, REGIONAL SHARE USE PATH ACCESS. UM, A COUPLE OUTSIDE OF THE, UH, THE PERIMETER SETBACKS IN THE PERIMETER GREEN SPACES. WE'RE REALLY TRYING TO FOCUS AND CREATE A COUPLE SMALLER, MORE INTIMATE NEIGHBORHOOD SIDE SCALED PARKS. UM, YOU CAN SEE ONE AT H UH, ON THE WEST. AND IN THESE, I THINK THERE'S, THESE CAN BE PROGRAMMED FOR MULTIPLE THINGS. I THINK. I THINK ONE OF THE, ONE OF THE CONCEPTS HERE IS THAT, UM, WE UTILIZE SOME OF THE, UH, THE WAY WE DISTRIBUTE THE MAIL IN THE, UH, COMMUTING MAILBOXES IS TO SPREAD THOSE OUT THROUGHOUT THE SITE AND NOT JUST CREATE MAILBOXES, BUT CREATE SOME TYPE OF GATHERING FACILITY OUT OF THOSE AND USE THOSE AS KIND OF ARCHITECTURAL FEATURES AND ELEMENTS THROUGHOUT THE LANDSCAPE. UM, WE ALS WE'RE ALSO PROVIDING, UH, SOME GREENWAY CUT THROUGHS THROUGH THE NEIGHBORHOOD. UM, COUPLE THINGS THAT I THINK ARE INTERESTING AND, AND WORTH NOTING IS ALONG COS GRAY ROAD AND ALONG OUR ENTRANCE OFF OF COS GRAY, WE HAVE BACKS THERE. AND WE KIND OF SEE THAT AS MORE OF A, UH, YOUR, YOUR TYPICAL [00:15:01] RURAL GREENWAY, UM, THAT YOU WOULD SEE LARGER SETBACK, LANDSCAPING. UM, SO WE THINK THAT THAT PERIMETER TREATMENT CHANGES IN, IN, IN HOW WE'RE USING IT AS FROM A GREENWAY TO MORE OF A PARK ELEMENT. UM, SOMETHING TO BE PROGRAMMED AS A NEIGHBORHOOD PARK. AS WE GO FURTHER EAST ALONG TUTTLE, UH, PAST OUR SECOND EASTERNMOST ENTRY, UH, YOU'LL SEE THAT WE'VE, WE'VE LOCATED SIDES OF HOUSES ON THAT. AND THAT IS IN, IN ANTICIPATION OF THE FUTURE FLYOVER AND RAMP THAT IS GONNA BE REQUIRED TO GET OVER THE RAILROAD TRACKS. WE THINK IT MAKES MORE SENSE TO PROVIDE STREET SCAPES THAT ARE INTERNAL TO US, THAT HAVE A CONSISTENT FRONT PORCH ELEMENT AND LET THOSE SIDES KIND OF MITIGATE THE IMPACT OF THE FLYOVER. UM, AS OPPOSED TO CREATING A CONDITION WHERE WE HAVE MIGHT HAVE A FRONT PORCH. AND THEN RIGHT NEXT TO THAT WE HAVE A CONDITION WHERE WE HAVE A BACK OF A HOUSE UP TO OUR SIDE. WE LIKE THAT APPROACH. AND I THINK THE WAY WE TREAT THAT, THAT PERIMETER GREEN SPACE THERE, AGAIN, AS A GREENWAY, UM, IT'S NOT A, IT'S NOT A DESTINATION. IT'S SOMETHING YOU PASS THROUGH THAT MIGHT HAVE SOME DESTINATIONS IN IT ALONG THE RAILROAD. WE THINK THAT'S A SIGNIFICANT OPPORTUNITY FOR OUR STORM WATER MANAGEMENT. OUR STORM WATER MANAGEMENT WILL BE HANDLED BY BOTH WET AND VEGETATED SWES, UH, PLANTED AREAS. WE THINK WE NEED THAT. WE THINK WE CAN USE IT AS A THEME IN THE COMMUNITY, UH, AND CREATE SOME INTEREST IN THAT PERIMETER LANDSCAPE. AND ULTIMATELY WHAT WE'RE CREATING THERE IS KIND OF THAT GREEN EDGE ALONG TUTTLE CROSSING BOULEVARD, UM, AND WHERE IT'S APPROPRIATE, WE'RE ADDING THAT ARCHITECTURAL BACKDROP, UM, TO KIND OF GIVE THAT DEFINING LINE TO THE CITY OF DUBLIN. AS WE TRANSITION TO COLUMBUS. UH, THIS SLIDE JUST BASICALLY WANNA TALK ABOUT OUR PRODUCT AND WHAT WE'RE BRINGING. UH, I TALKED ABOUT A UNIQUE PRODUCT. UH, DURING PREVIOUS DISCUSSIONS WHEN THE APPLICANT WAS HERE WITH A DIFFERENT CONCEPT THAT ENCOMPASSED A LARGER AREA, UH, THE COMMISSION SEEMED TO BE WILLING TO LOOK AT SOME LESSER SETBACK, UH, UH, POSSIBLY, UH, ESPECIALLY ALONG THE RAILROAD TRACKS IF THE OTHER ELEMENTS WERE TO MITIGATE, UH, ANY IMPACTS. AND SO WITH THIS ONE, THERE ARE SOME, UH, SMALLER SETBACKS, BUT GENERALLY THE, UH, SITE IS SURROUNDED BY COS THE CSX TRACKS AND THE, UH, FUTURE TALL CROSSING BOULEVARD. AS YOU, UH, LOOK AT IT MENTIONED THE LANDMARK TREE IS THE ONE SIGNIFICANT NATURAL FEATURE. SO WE ARE GLAD THAT THE APPLICANT IS USING THAT AS PART OF THE THEME FOR THE, UH, OPEN SPACE FOR THIS PROJECT. THE, UH, ACCESS O OTHER THAN COSWAY ROAD, UM, AGAIN MENTIONED EARLIER, IS THE THREE STOP STREETS FROM THE SOUTH, UH, WHICH, UM, WERE OBVIOUSLY DESIGNED TO REFLECT THAT ACCESS. AND IT'S, UH, OTHERWISE, UH, GENERALLY SIMILAR IN TERMS OF THE, UH, UH, INTENT OF THE NEW PLAN IN VISION DUBLIN PLAN. IN TERMS OF THE DENSITY TRANSITIONING FROM THE, UH, NEIGHBORHOODS IN COLUMBUS, WHICH ARE ABOUT UP TO SIX UNITS PER ACRE, UH, THIS ONE WOULD BE ABOUT 2.4 UNITS PER ACRE. THE, UH, OPEN SPACE FRAMEWORK, WHICH IS, UH, SOMETHING THAT'S, UH, CALLED FOR IN THE NEIGHBORHOOD DESIGN GUIDELINES, WHICH APPLY IN THIS CASE SINCE THERE IS REZONING TO PUD. UM, AGAIN, SO FOCUS ON THE, UH, LANDMARK TREE AND THEN THE CORRIDORS ALONG THE, UH, PERIMETER OF THE SITE. AND, UH, AS YOU THEN LOOK AT THE, UH, SPECIFIC DETAILS OF THE APPLICATION, YOU'LL SEE THAT THERE IS THAT OPEN SPACE, UH, CONNECTIVITY, UH, THEME THAT MR. ELLO TALKED ABOUT. AND WE APPRECIATE THAT, UH, WAY TO CONNECT THE DIFFERENT OPEN SPACES. WE THINK THAT THOSE COULD BE ENHANCED AGAIN WITH ONE TO THE EAST, ALONG WITH THE ONE WITHIN THAT CENTRAL [00:30:01] GREEN TOWARDS COS GRAY ROAD. THE, UH, STAFF REPORT INDICATED THAT, UH, THERE MAY BE A POSSIBILITY FOR SOME OF THESE UNITS TO FRONT ON, UH, TUNNEL CROSSING. I THINK MR. CHALA MAKES A COMPELLING ARGUMENT IN TERMS OF A FUTURE EXTENSION OF, UH, TUTTLE CROSSING, BECAUSE THAT WOULD ENTAIL A BRIDGE OVER THE RAILROAD TRACKS. UM, AND SO IT, IT WOULD BE WORTHWHILE TO LOOK AT THAT AS THE, UH, PROJECT PROGRESSES AND WHAT WOULD BE THE BEST ALIGNMENT. UM, AT THE SAME TIME, THE IMPACT OF, UH, THE GRADING THAT'S ASSOCIATED WITH THE BRIDGE ON WHERE SOME OF THE STORMWATER FACILITIES THAT ARE, UH, BEING SHOWN AT THIS TIME. AND SOME OF THE PEDESTRIAN, UM, ENHANCEMENTS WOULD NEED TO BE LOOKED AT AS SOME OF THE DETAILS START TO, UH, BE FINALIZED. UH, ALSO THE STAFF REPORT BASED ON THE, UH, NEIGHBORHOOD DESIGN GUIDELINES AND THE INTENT TO TRY TO CREATE A MIX OF RESIDENTIAL UNITS SUGGESTED THAT POTENTIALLY THERE COULD BE, UH, SOME TOWN HOME UNITS THERE ALONG THE TALL CROSSING BOULEVARD. AND SO THAT SOME OF THOSE, UH, BOXES IN ORANGE WERE ALSO HIGHLIGHTED AS POTENTIAL, UH, LOCATIONS. THE, UH, I THINK STAFF STILL FEELS THAT EVEN IF THE SIDES SIZE OF HOUSES FACED, UH, TOWARDS TOTAL CROSSING IN CERTAIN AREAS, THAT THERE MAY BE OTHER POSSIBILITIES TOWARDS THOSE GREENS WHERE THE FRONT SHOULD FACE THE, UH, PUBLIC REALM. IN TERMS OF THE, UH, BUILDINGS THEMSELVES, UH, THE, UH, STAFF IS ENCOURAGED BY THE LAYOUT OF THE, UH, BUILDINGS WITH THE GARAGES IN THE BACK, TECHNICALLY BASED ON THE NEIGHBORHOOD DESIGN GUIDELINES. UH, THE SETBACK OF THE GARAGE, UH, FROM THE FRONT EDGE OF THE PORCH IS SUPPOSED TO BE 20 FEET. THE APPLICANT IS PROPOSING 18. THE IDEA IS TO TRY TO GET THE CAR BEYOND THE FRONT EDGE OF THE BUILDING. UH, THIS MIGHT BE OKAY, UM, DEPENDING ON HOW THE, UH, UH, GARAGE, THE AREAS ABOVE THE GARAGE DOORS ARE DETAILED AND POTENTIALLY WITH SOME ADDITIONAL LANDSCAPING AND, UH, UH, SIMILAR TREATMENTS. BUT WE WOULD LIKE TO CONTINUE TO WORK ON THAT AS THE PROJECT PROGRESSES. THE, UH, OTHER PIE IS THE VIGNETTES THAT THEY PROVIDED. THE SITE, UH, SAMPLE SITE PLAN THAT YOU SEE HERE ON THE LEFT SIDE OF THE IMAGE, UH, WANTED TO CONFIRM THAT THAT IS REFLECTIVE OF THE BIGGEST HOUSE ON THE SMALLEST LOT TO GET A COMFORT LEVEL THAT THOSE, UH, ESPECIALLY BACKYARD AREAS WHEN PEOPLE WANT TO ADD PATIOS AND OTHER AMENITIES THAT THEY'RE GONNA COMFORTABLY FIT. AND SIMILARLY, UM, IF THERE ARE GONNA BE ANY EASEMENTS ACROSS THE BACKS OF SOME OF THOSE UNITS, THEN UH, THOSE NEED TO BE ALSO POTENTIALLY HIGHLIGHTED OR EXCLUDED FROM, UH, THE BUILDABLE AREA OF THE LOT. UH, WE DO THINK ALSO ON THE SOUTH EDGE OF THE DEVELOPMENT WHERE, UH, IT BUTS UP TO THE EXISTING NEIGHBORHOOD IN COLUMBUS. THERE'S A THREE LINE RIGHT NOW AND, UH, WE'D LIKE TO SEE THAT, UH, BE PUT IN A, A PRESERVATION EASEMENT OR A, OR A NOBEL ZONE AT THAT LOCATION. THE, UH, HOUSES, UH, THERE IS SOME VARIETY IN TERMS OF THE ROOF SHAPES AND, AND SOME OF THE MATERIALS. UH, WE BELIEVE THAT SOME ADDITIONAL VARIETY MAY BE EVEN FLIPPING THE ORIENTATION OF SOME OF THE HOUSES. UM, MAYBE ADDING SOME SIDE LOAD GARAGE OPTIONS, AS MR. ELLO MENTIONED, OR ADDING SOME DIFFERENT OR ADDITIONAL SIDING MATERIALS WOULD, WOULD HELP INCREASE THE VARIETY IN THERE. AND SIMILARLY THEN, WITH THE LOT SIZES, UH, THE SUBDIVISION REGULATIONS, UH, USUALLY REQUIRE A VARIETY OF LOT SIZES. SO WE WOULD, UH, BE LOOKING AT SOME, UH, ADDITIONAL DISCUSSIONS AS THE MOVE, UH, THE PROJECT MOVES FORWARD. UM, I MENTIONED THE GARAGE DOORS. UH, IS THE COMMISSION SATISFIED WITH THE OPEN SPACE LOCATIONS AND PRESERVATION OF NATURAL FEATURES? DOES THE COMMISSION SUPPORT THE CONCEPTUAL PRODUCT TYPE AND ITS ARCHITECTURAL DENSITY? AND SO THE, IN OUR, OUR THOUGHT PROCESS IS ESTABLISHING AROUND THAT GATEWAY, THIS THIS GREEN, TYPICAL RURAL GREEN SETBACK TO DUBLIN, LET YOU EXPERIENCE THAT GATEWAY AT THE ROUNDABOUT. AND I THINK THE WAY THAT YOU'VE, UM, ORGANIZED THE OPEN SPACE ALONG BOTH OF THOSE SETS UP THE DEVELOPMENT REALLY WELL TO CREATE A REALLY POSITIVE IMAGE OF THE DEVELOPMENT. AND AS I WAS INQUIRING BEFORE, UM, [01:15:01] THIS IDEA OF BACKING TO THESE MAJOR ROADWAYS TO ME IS NOT SOMETHING THAT WE WANT TO CONTINUE TO PROMOTE IN THE CITY. IF YOU, IF WE PULLED UP THE PLAN FROM COLUMBUS, YOU'LL SEE THAT THEY HAVE THAT, THAT LOOPING ROAD DOWN TO THE SOUTH AND ALL OF THOSE HOUSES FRONT ONTO THAT LOOP ROAD AND THEN ONTO COS GRAY. AND SO I WOULD REALLY LIKE TO SEE YOU CONSIDER, UM, THE, THE LOTS THAT ARE AROUND B RIGHT NOW OF BEING UNITS THAT FACE ONTO A EDGE ROAD. SO YOU BASICALLY CONNECT BC AROUND BACK TO A, SO ALL OF THOSE UNITS THEN WOULD FACE OUT ONTO THE OPEN SPACE, FACE OUT ONTO THE ROADWAYS, WHICH WOULD TO ME CREATE A VERY POSITIVE IMAGE ON, ON A VERY STRATEGIC INTERSECTION, UM, IN THE CITY, UH, MAYBE NOT NOW, BUT INTO THE FUTURE. AND I THINK THERE WAS ALSO A DISCUSSION, MR. ALEXANDER BROUGHT UP THE, THE UNITS THAT FACE, UM, THE OVERPASS, AGAIN, I, I DON'T THINK WE NEED TO THINK OF THE OVERPASS AS A NEGATIVE THING. THINK OF IT AS A POSITIVE THING. IT'S STILL GONNA BE A ROADWAY. PEOPLE ARE GONNA BE ON IT. THEY'RE GONNA BE LOOKING DOWN INTO DEVELOPMENT. SO I THINK THE UNITS THAT ARE ALONG THAT EDGE SHOULDN'T BE THE, THE SIDE OF THE UNITS. IT COULD BE THE FRONTS OF UNITS THAT ARE FACING THEM OR THIS, YOU TAKE THE SIDE OF THE UNIT AND MAKE IT LOOK LIKE IT'S A FRONT. SO AGAIN, THAT'S AN ARCHITECTURAL TRICK IF, YOU KNOW, THAT WOULD BE ANOTHER WAY TO DO IT. I'M ALSO OPEN TO THE IDEA OF DOING A DIFFERENT TYPE OF UNIT THERE, LIKE A TOWNHOUSE THAT MIGHT GIVE A DIFFERENT KIND OF LOOK AND FEEL. SO I THINK THOSE TWO EDGES TO ME ARE, ARE REALLY IMPORTANT. AND, UM, AND PROJECTING OUT TO THE COMMUNITY WITH, WITH HOUSES THAT FACE OUTWARD, TO ME, THAT'S, THAT'S A POSITIVE IMAGE. THE OTHER IS THIS IDEA OF THE CONNECTED GREEN SPACE, I THINK, UH, PLAYS EXTREMELY WELL INTO WHAT I WAS TALKING ABOUT BY EXTENDING ROAD C STRAIGHT ALL THE WAY OVER TO THE OPEN SPACE AND THEN TURNING IT NORTH THAT YOU COULD HAVE A GREENWAY AS PART OF THAT STREET, UM, OR AEG OR SEGMENTED LIKE WE SAW IN THE STAFF, UH, DIAGRAM SO THAT YOU HAVE THIS, AND I THINK YOU'VE HEARD THE OTHER COMMISSIONERS TALK ABOUT SUPPORTING THAT IDEA THIS EAST TO WEST GREENWAY. AND IT'S DIFFERENT THAN THE GREEN SPACE THAT'S OUT ON THE EDGE. THAT'S SOMETHING DIFFERENT. THIS IS THE COMMUNITIES CONNECTOR.
