UH, MY NAME IS WILLIAM MAYNARD.

I'M HERE WITH, UH, OUR VICE CHAIR OF THE CHIEF'S ADVISORY COMMITTEE, DR.

KIMBERLY HOLLY .

UM, IT'S OUR PLEASURE TO BE HERE TONIGHT TO, UH, PRESENT ON BEHALF OF OUR OTHER COLLEAGUES ON THE CHIEF'S ADVISORY COMMITTEE, OUR COMMUNITY PARTNERS, AS WE WOULD LIKE TO SAY ON THESE, UM, TO FULFILL OUR RESPONSIBILITY, UH, TO UPDATE YOU AS TO THE PROGRESS AND DIRECTION OF THE COMMITTEE'S WORK AND DISCUSSIONS AND HOPES AIMED AND FOCUSED INTENTIONALLY ON BUILDING BRIDGES, RELATIONSHIPS, AND CONNECTIVITY, IF YOU WILL, BETWEEN THE, THE POLICE DEPARTMENT AND THE VARIED DIVERSE CONSTITUENT GROUPS WE HAVE IN OUR COMMUNITY FOR WHOM IT IS SWORN TO SERVE AND PROTECT.

QUICKLY, WANNA SAY THANK YOU TO THE CHIEF AND ALL THOSE WHO HAD AN OPPORTUNITY TO HELP IN THE MEMO THAT HAS BEEN PRESENTED, UH, FOR YOU TO CONSIDER AS WE GO THROUGH OUR REMARKS.

THE MEMO SUBMITTED REFERENCES TO THE CITY'S DEI FRAMEWORK, WHICH CAME OUT, BELIEVE IT OR NOT, IN JULY OF 2001, ALMOST THREE YEARS AGO NOW.

AND IN IT, IT REF, UH, REFERENCES TO PRIORITY AREA FOR PUBLIC SAFETY, WHICH HAS FOUR TOPIC GROUPS.

THEY ARE PROMOTING PUBLIC SAFETY AND A SENSE OF SECURITY, CULTIVATING COMMUNITY ENGAGEMENT AND PUBLIC TRUST, ENSURING TRANSPARENCY AND ACCOUNTABILITY AND DIVERSIFYING POLICE PERSONNEL.

THE DUBLIN POLICE DEPARTMENT, AND IN PARTICULAR, ITS LEADERSHIP TEAM, WHICH INCLUDES NOT ONLY THE CHIEF AND THE DEPUTY CHIEFS, BUT ALSO OTHER SUPERVISORS AND OFFICERS UNDER THEIR COMMAND HAVE CONTINUED TO PRESENT MONTHLY TO THE CAC MEMBERS ABOUT RELEVANT COMMUNITY POLICING ISSUES THAT WILL FALL UNDER ONE OR MORE OF THESE TOPIC GROUPS.

I'M GOING TO PRESENT BRIEFLY TONIGHT FROM THE BULLET POINTS HIGHLIGHTED IN TOPIC GROUPS, ONE, PROMOTING PUBLIC SAFETY AND A SENSE OF SECURITY, AND TWO, CULTIVATING COMMUNITY ENGAGEMENT AND PUBLIC TRUST.

AND THEREAFTER, VICE CHAIR HOLLY WILL PRESENT ON TOPIC GROUPS THREE AND FOUR.

WE LOOK AT THE MEMO UNDER PROMOTING PUBLIC SAFETY AND A SENSE OF SECURITY.

IT READS

THAT THE POLICE DEPARTMENT'S LEADERSHIP TEAM HAS PURPOSELY REVIEWED POLICY AND PROCEDURES WITH THE CAC THAT RELATE TO THE BROADER SENSE OF SAFETY AND SECURITY FOR DUBLIN RESIDENTS.

IT READS, THIS HAS BEEN SHOWCASED BY THE AGENCY'S GOAL OF FOLLOWING BEST PRACTICES WITHIN LAW ENFORCEMENT PROFESSION.

I WOULD ADD THAT IT MEANS BEING FORWARD THINKING AND PROMOTING BEST LAW ENFORCEMENT PRACTICES TO SIGNIFY THE WORK THAT HAS BEEN DONE.

THE FIRST BULLET POINT REFERENCES TO A DECEMBER, 2023, UH, EVENT WHERE CAC MEMBERS ATTENDED THE ONE YEAR ANNIVERSARY EVENT FOR SAFE SPACE.

AND HERE I JUST WANT TO COMMENT ON THE FACT THAT THE SAFE SPACE CONCEPT WAS SOMETHING THAT, THAT YEAR BEFOREHAND WAS SOMETHING THAT WAS BROUGHT TO THE CAC FLESHED OUT IN DISCUSSIONS WITH, UM, RECOMMENDATIONS MADE TO HELP BRING THE CONCEPT TO LIFE.

AND, UM, THERE ARE A LOT OF PEOPLE WITHIN THE DEPARTMENT, UM, WHO, WHO DESERVE A LOT OF CREDIT FOR, UM, EXTENDING THE PROGRAM FROM CONCEPTION TO FRUITION WITH, UH, PARTICIPATION NOT ONLY BY THE CITY STAFF, BUT BY, UM, LOCAL BUSINESSES AND WHAT YOU GUYS CALL STAKEHOLDERS IN THE COMMUNITY.

SO, UM, THAT'S ONE GREAT THING I THINK HAS, HAS COME ABOUT.

THE SECOND BULLET TALKS ABOUT SPECIAL EVENT SAFETY PLANNING, NOTABLY THE DEPARTMENT'S INVOLVEMENT AT THE MEMORIAL TOURNAMENT PRESENTED BY WORKDAY.

NOW, UH, ONE OF THE THINGS I THINK YOU SHOULD APPRECIATE IS, UM, THAT THE CHIEF TURNS THAT OVER TO THE DEPUTY DEPUTY CHIEFS TO GIVE THE PRESENTATION ON.

AND, UM, WE GOT A BOOKLET FULL OF INFORMATION ON THE PLANNING AND STRATEGIES THAT GO INTO PLACE, UH, TO MAKE THAT EVENT NOT ONLY, UM, A PLEASURE FOR PERSONS TO ATTEND, BUT IT BEING A SAFE ENVIRONMENT FOR EVERYBODY THAT'S THERE.

AND THE OTHER THING I THINK THAT WAS IMPORTANT TO, TO NOTE ABOUT THAT, THAT PRESENTATION WAS THE NUMBER OF DIFFERENT, UH, LAW ENFORCEMENT ENTITIES WITHIN THE AREA WHO ARE INVOLVED AND COME TO DUBLIN TO HELP MAKE THAT EVENT SAFE.

AND THE FACT THAT, UM, IT'S AN EVENT THAT THEY ENJOY COMING TO AS WELL.

UM, AND I THINK THAT IT'S IMPORTANT JUST FOR THE RECORD, THAT IT WAS EXPLAINED TO US THAT BECAUSE OF THE PLANNING WORK DONE FOR SAFETY PURPOSES FOR THAT EVENT, IT MAKES IT EASIER FOR THE OTHER EVENTS THAT DUBLIN HAS OVER THE COURSE OF THE SUMMER, INCLUDING THE 4TH OF JULY EVENT THAT'S COMING UP IN A FEW DAYS.

AND OF COURSE, UM, YES, THE IRISH FESTIVAL, UM, THE THIRD BULLET SPEAKS TO, UM, IT SAYS DUBLIN CITY SCHOOL SAFETY PLANNING AND SCHOOL RESOURCE OFFICER PROGRAM.

UH, WE HAD, UH, A VERY RECENT, UM, PRESENTATION ON THAT SUBJECT MATTER, WHICH I THINK IS IMPORTANT TO THE ENTIRE COMMUNITY BECAUSE EVERYONE'S NOT ONLY CONCERNED ABOUT THE QUALITY OF THE EDUCATION THAT THEIR KIDS GET, BUT ALSO THAT THEY ARE IN SAFE ENVIRONMENTS.

AND THE PRESENTATION BY THE, UM, UM, SROS WAS LED BY LIEUTENANT STOLL, WHO'S OVER THAT PROGRAM NOW.

AND HE HAD TWO SCHOOL RESOURCE OFFICERS COME IN TO SPEAK TO US, INCLUDING, UM, OFFICER COCHRAN AND OFFICER PATRICK.

UH, AND THE GOOD THING IN THE PRESENTATION, OTHER THAN THE FACT THAT THERE WERE PARENTS WHO WERE SITTING ON THE COMMITTEE LISTENING TO ALL OF THIS, WAS HOW THOROUGH THE PLANNING IS, UH, TO TRY AND, AND MAKE SURE THAT IF THERE IS AN INCIDENT WHEN LAW ENFORCEMENT FROM OTHER JURISDICTIONS MAY COME IN TO ASSIST.

UM, WE

HAVE A LOT OF RESOURCES IN PLACE THAT WILL ALLOW THEM TO KNOW WHAT'S GOING ON IN NOT ONLY THE BUILDINGS, BUT THE PARTICULAR AREAS WHERE TROUBLE MAY BE.

AND, UH, WE RAISED CONCERN ON BEHALF OF THE COMMUNITY, SPECIFICALLY ABOUT THE KIDS WHO ARE IN OUR SCHOOL DISTRICT WHO HAVE CHALLENGES OR SPECIAL NEEDS, AND WE ASKED THE POLICE DEPARTMENT TO CONTINUE CONVERSATIONS WITH, UH, THE SCHOOL DISTRICT TO MAKE SURE THAT PLANNING IS DONE, UH, TO TRY AND MAKE SURE NOT ONLY THAT THOSE, UH, KIDS WITH SPECIAL CHALLENGES ARE PROTECTED AND ABLE TO BE EVACUATED IN THE EVENT OF AN EMERGENCY, BUT ALSO THAT THAT KIND OF INFORMATION IS SHARED WITH OUTSIDE LAW ENFORCEMENT AGENCIES SO THAT THEY KNOW THE PRIORITY THOSE YOUNG KIDS HAVE IN OUR COMMUNITY.

THE, UH, SECOND BULLET POINT SPEAKS TO CULTIVATING COMMUNITY ENGAGEMENT AND PUBLIC TRUST.

UH, THE INTERESTING THING I WANT TO EMPHASIZE HERE IS THAT THE MEMO SAYS THAT CAC MEMBERS RECOGNIZE POLICE AS RESOURCE CONNECTORS, NOT JUST LAW ENFORCEMENT.

THIS ALSO INCLUDES DISCUSSIONS ABOUT DISABILITIES TO INCREASE AWARENESS FOR DUBLIN POLICE STAFF AND ENHANCING COMMUNITY SERVICES.

AND THE, I, I DON'T WANNA BE TOO LONG, BUT THE SECOND BULLET DOWN HERE IS PRETTY IMPORTANT IN, IN MY OPINION, ON THIS ISSUE.

IT SAYS, LEADERSHIP SHARED ABOUT THE REUNIFY DUBLIN PILOT PROGRAM THAT SEEKS TO GIVE POLICE OFFICERS A START IN THE REUNIFICATION OF VULNERABLE COMMUNITY MEMBERS, SUCH AS THOSE WHO ARE SEPARATED FROM FAMILY MEMBERS OR CAREGIVERS BASED ON DISABILITY BEHAVIORS OR MEMORY CHALLENGES.

UH, I DON'T KNOW ABOUT YOU ALL, BUT I HAVE OLDER FAMILY MEMBERS AND MENTAL MEMORY CHALLENGES ARE SOMETHING THAT, UH, IS A REAL CONCERN.

AND I'M JUST APPRECIATIVE THAT, UH, THE DEPARTMENT IS BEING WHAT I CALL FORWARD THINKING ABOUT HOW WE BE BETTER SERVE THOSE MEMBERS OF OUR COMMUNITY.

AND I SEE THE REUNIFICATION DUBLIN PILOT PROGRAM SIMILAR TO THE SAFE SPACE PROGRAM IN THE SENSE THAT WE'RE MOVING FROM CONCEPTION TO REALITY FOR THE PROGRAM.

AND I KNOW THAT BECAUSE OF THE RESOURCES AND THE MINDFULNESS, NOT ONLY OF COUNCIL, BUT OF OTHER COMMUNITY PARTNERS, THAT THIS IS ANOTHER TYPE OF PROGRAM THAT DUBLIN POLICE DEPARTMENT WILL INITIATE THAT WILL BE A MODEL THAT OTHER LAW ENFORCEMENT, UH, AGENCIES WILL LIKE TO HAVE OR WOULD LIKE TO CREATE IN THEIR COMMUNITIES.

SO I THINK THAT WE'RE FORWARD THINKING IN THAT REGARD.

AND FINALLY, JUST FOR MY PART, UM, THE BULLET THAT TALKS ABOUT, UH, DR.

BURRS SHARING THE TRAINING THAT SHE, UH, CONDUCTED WITH THE POLICE DEPARTMENT OFFICERS ON DIVERSITY OF PERSPECTIVES AND COMPASSION, UM, WAS SPECIAL.

AND I THINK THAT YOU GUYS NEED TO HEAR THAT.

HER COMMENT TO US WAS THAT ON THESE ISSUES, THE DEPARTMENT, THE DUBLIN POLICE DEPARTMENT GETS IT, THAT , SHE ENJOYS COMING TO WORK WITH OUR POLICE ORGANIZATION, AND WE DIDN'T SOLICIT THIS RESPONSE FROM HER, BUT SHE SAID THAT IT'S A PLEASURE TO WORK WITH NOT ONLY THE LEADERSHIP TEAM, BUT THE ENTIRE ORGANIZATION.

SO ON ON MY PART OF THIS PRESENTATION, I JUST, UM, WANT YOU TO KNOW THAT WE CONTINUE TO TRY AND PUSH FORWARD ON THE ASPIRATIONAL GOALS AND INDICATORS OF SUCCESS THAT WERE SPELLED OUT IN THE ORIGINAL FRAMEWORK.

UM, A LOT OF THINGS ARE BROUGHT, UH, TO OUR ATTENTION, UM, THAT THE POLICE DEPARTMENT, UM, FACES AS, UM, AND SOME OF THEIR, UM, THEIR GOALS AND, AND THEIR PROGRAMS. AND, UM, I DO APPRECIATE THE CONVERSATIONAL TRANSPARENCY WE HAVE.

UM, UM, ON THE COMMITTEE, UM, WE WERE ABLE TO, UH, JUST GOING BULLET BY BULLET.

UM, SO THE, UH, FIRST BULLET TALKS ABOUT REVIEWING THE DUBLIN POLICE ANNUAL, UM, ANALYSIS REPORTS, INCLUDING THE 2023 RES, UM, RESPONSE TO RESISTANCE AND THE SUBJECT CONTROL REVIEW, UM, THE ANNUAL MOTOR VEHICLE PURSUIT ANALYSIS AND THE ANNUAL NON-BIASED BASED POLICING ADMINISTRATIVE REVIEW.

SO WE WERE PLEASED TO, UM, SEE THE ACTUAL DATA AND THE THINGS THAT GUIDE THE PROFESSIONALISM AND THE STERNLY REPUTATION OF, UM, DUBLIN'S OFFICERS.

UM, ALSO IN, UM, SEEING THE DEPARTMENT ORGANIZATION AND THE 2024 GOALS, UM, WE WERE ABLE TO AGAIN, SPEAK ABOUT THAT WITH, UM, CONVERSATIONALLY, UM, ABOUT THE GOALS THEY HAD, AND WE WERE PLEASED TO BE PART OF, UH, THAT PROCESS AS WELL.

UM, WE WERE ABLE TO, THIS WAS A VERY TOUCHING ONE FOR ME.

UM, THE THIRD BULLET POINT, UM, WE ARE, WE TALK ABOUT LOCAL TRI, UM, CRIME TRENDS AND POLICE ACTIVITIES.

SO ON MARCH 25TH, 2024, THERE WAS, UM, AN APARTMENT SHOOTING ON LONG SHORE, UM, AT THE LONG SHORE STREET APARTMENT.

AND, UM, WE HAD A MEETING, UM, LATER, I BELIEVE IT WAS THAT SAME WEEK.

AND, UM, WE WERE JOINED BY OFFICER AMBER MCCLOSKEY, AND WE WERE, WE ACTUALLY GOT TO SEE THE, UM, BODY CAM FOOTAGE AND, UM, OF THE INCIDENT THAT HAPPENED THAT DAY.

UM, I THINK SHE WAS ALSO ACCOMPANIED BY HER MOM AND AUNT, UM, AND SHE, SHE WAS THERE TO DEBRIEF, UM, THE INCIDENT.

BUT WE, AS, UM, A COMMITTEE, WE WERE SO HUMBLED AND SO PROUD AND SO HONORED, UM, UM, WITH THE, THE WORK THAT THE OFFICERS IN THE DUBLIN POLICE DEPARTMENT DOES FOR THIS CITY EVERY DAY, UM, THEIR TRAINING SHOWS IS IT, UM, IS A TEST, UM, IS A TESTAMENT OF THEIR, UM, PROFESSIONALISM.

AND IT WAS DEMONSTRATED IN THAT VIDEO.

IT WAS A VERY EMOTIONAL VIDEO, BUT WE WERE VERY, UM, PLEASED TO, UM, BE ABLE TO, UH, SEE WHAT THEY DO ON A REGULAR BASIS.

UM, WE ALSO HAD, UM, THE OPPORTUNITY TO, UH, BE PART OF THE ACCREDITATION, UM, TO SEE THE PART, THE ACCREDITATION PILOT PROGRAM.

AND SO THAT WAS A, UM, A REALLY, UM, PRODUCTIVE CONVERSATION AS WELL.

UM, SOMETHING NEW THAT HAPPENED, UM, THE INTRODUCTION OF THE PUBLIC SAFETY SERVICES LIAISON AND THE PARTNERSHIP THAT THE DUBLIN POLICE DEPARTMENT HAS WITH SENTARA.

UM, WE WERE JOINED AT ONE MEETING WITH, UM, SHANNON BLACK DOTSON, UM, AND SHE SPECIALIZES IN, UM, UH, BEHAVIORAL AND, UM, BEHAVIORAL HEALTH AND SOCIAL SERVICES.

SO BEING ABLE TO SEE HER, UM, UNDERSTAND MORE OF HER ROLE WITH, UM, AS A LIAISON BETWEEN THE POLICE DEPARTMENT, WITH THE POLICE DEPARTMENT, UM, THAT WAS REALLY, UM, INFORMATIVE, UM, WITH WHAT SHE, UM, WHAT SHE SHARED.

ALSO, WE'RE STILL IN THE PROCESS WHEN, UM, GOING DOWN TO THE FOURTH GOAL, DIVERSIFYING POLICE PERSONNEL, UM, ADVISORY COMMITTEE MEMBERS HAVE PARTICIPATED IN THE OFFICE OF RECRUITMENT AND, UH, HIRING PROCESS.

SO, UM, JUDGE MAYNARD, MYSELF, UM, YALING YIN GOEL, UM, GO GOOV, GOEL.

UM, WE'VE ALL BEEN PART OF, UM, SOME OF THESE INTERVIEW PROCESSES AND IT'S BEEN A PRIVILEGE AND HONOR TO BE PART OF THE PROCESS, UM, THE INTERVIEWING PROCESS AND TO BE ABLE TO, UM, WITNESS, UM, THE INTENTIONALITY DUBLIN HAS AND BEING COMMITTED TO, UM, TO, UH, BEST PRACTICES FOR HIRING, BEST PRACTICES FOR, UM, GETTING BEST CANDIDATES AS WELL.

AND, UM, WE ARE VERY, UM, PLEASED THAT THEY'VE, UH, THAT THEY INCLUDED COMMUNITY PARTNERS IN THIS VERY IMPORTANT PROCESS AS WELL.

AS YOU CAN SEE IN YOUR PACKET, WE'RE REQUESTING THE AUTHORITY FOR THE CITY MANAGER MANAGER TO RENEW THE CONTRACT FOR THE SCHOOL RESOURCE OFFICER PROGRAM DURING THE UPCOMING 20 24 20 25 SCHOOL YEAR.

THIS WOULD BE THE 26TH YEAR FOR THE SRO PROGRAM AND A CONTINUATION OF A LONGSTANDING PARTNERSHIP BETWEEN THE DUBLIN CITY SCHOOLS, THE CITY OF DUBLIN, AND THE DUBLIN POLICE DEPARTMENT.

OUR COMMUNITY EDUCATION UNIT PROVIDES FULL-TIME SROS FOR EACH HIGH SCHOOL AND EACH MIDDLE SCHOOL WITH MIDDLE SCHOOL SROS.

MAINTAINING RESPONSIBILITY FOR ONE OR MORE ELEMENTARY SCHOOL SROS, FOCUS ON SAFETY AND CRIME PREVENTION, AS WELL AS COUNSELING AND EDUCATION FOR THE YOUTH IN OUR COMMUNITY.

THE SRO PROGRAM'S, PRIMARY FOCUS IS TO CREATE A SAFE AND POSITIVE LEARNING ENVIRONMENT FOR ALL DUBLIN CITY SCHOOL STUDENTS WITH THE FOLLOWING OVERARCHING GOALS, DEVELOPING AN ATMOSPHERE CONDUCIVE TO LEARNING, BRIDGING THE GAP BETWEEN POLICE OFFICERS AND JUVENILES, INCREASING POSITIVE ATTITUDES TOWARDS LAW ENFORCEMENT, ENCOURAGING MORE COOPERATION BETWEEN JUVENILES AND THE POLICE, AND FINALLY REDUCING JUVENILE CRIME.

ANOTHER HALLMARK OF DUBLIN'S SRO PROGRAM IS THAT IT'S BASED ON INPUT FROM THE SCHOOL ADMINISTRATION, FROM TEACHERS, FACULTY, AND STUDENTS.

IN LINE WITH THAT THOUGHT, DUBLIN POLICE RECEIVE REGULAR FEEDBACK FROM SCHOOL ADMINISTRATION TO ENSURE THAT THERE IS A COHESIVE PARTNERSHIP FOCUSED ON THE SAFETY AND WELLBEING OF BOTH STUDENTS AND STAFF.

THE 2024 THROUGH 2028 CAPITAL IMPROVEMENTS PROGRAM AND ORDINANCE OH THREE DASH 24 PROVIDED $1,150,000 FOR THE WATERLINE REPLACEMENT PHASE SEVEN PROJECT.

ADDITIONALLY, THIS PROJECT HAS BEEN AWARDED TWO SEPARATE GRANTS TOTALING $725,000 FROM THE OHIO BROADBAND UTILITIES AND INFRASTRUCTURE FOR LOCAL DEVELOPMENT SUCCESS OR BUILDS WATER AND WASTEWATER INFRASTRUCTURE GRANT PROGRAM.

ON JUNE 13TH, 2024, FIVE BIDS WERE RECEIVED AND PUBLICLY OPENED.

THE RULING COMPANY SUBMITTED THE LOWEST AND BEST BID OF $920,708 AND 19 CENTS, WHICH WAS 19.94% UNDER THE ENGINEER'S ESTIMATE OF $1,150,000.

THE PROJECT INCLUDES THE RESTORATION OF MECHANICAL, ELECTRICAL, PLUMBING EQUIPMENT TO INCLUDE THE WATER SUPPLY PIPES, DRAIN PIPES, BOTTOM CONCRETE OF THE BASIN TILES AT THE WATER LEVEL, LIGHTS, LIGHTING CONTROLLER AND FOUNTAIN NOZZLES.

THE OVERALL DESIGN OF THE FOUNTAIN WILL BE UNCHANGED.

UH, THE ESTIMATE, UH, THE ESTIMATE FOR THIS PROJECT IS $350,000.

THE PROJECT WAS FIRST BID IN APRIL AND STAFF RECEIVED ONLY ONE BID OF $370,600.

STAFF ENGAGED THE CONTRACTING COMMUNITY AGAIN TO REBID THE PROJECT AND RECEIVED AGAIN ONE BID FROM JANKO LLC FOR $364,860, WHICH IS 4% HIGHER THAN THE ESTIMATE.

CITY COUNCIL BUDGETS THE GREATER OF $225,000 OR SIX AND A HALF PERCENT OF THE PAST YEAR'S ACTUAL REVENUE.

FOR THE PAST SEVERAL YEARS, THE REQUESTED GRANT FUNDS HAS EXCEEDED THE AMOUNT BUDGETED FOR THIS.

THE FINANCE COMMITTEE WAS SUPPORTIVE OF ADDING ADDITIONAL REQUIREMENTS FOR ORGANIZATIONS RECEIVING GRANTS TO ENCOURAGE EVENTS TO SEEK ADDITIONAL FUNDING OPTIONS.

AND WERE NOT, NOT RELY SOLELY ON THE CITY'S SUPPORT EVENTS THAT HAVE BEEN FUNDED BY THE HOTEL MOTEL TAX GRANT FOR THREE OR MORE TOTAL YEARS WILL BE REQUIRED TO MATCH 25% OF GRANT FUNDS AWARDED.

THE COMMITTEE PRIORITIZES ENSURING THAT THE GRANT, UM, RECIPIENTS HAD EFFICIENT TIME TO RAISE OTHER FUNDS TO ACHIEVE THIS POLICY.

SO ALL EVENTS ARE STARTING NEW IN 2024.

TO BEST HELP THE COMMITTEE REVIEW THE FINANCIAL SUSTAINABILITY OF AN ORGANIZATION, WE ARE GOING TO REQUIRE THAT ALL APPLICANT, ALL APPLICANTS SUBMIT A NINE 90 FORM.

AND FINALLY, AS A BEST PRACTICE FOR GRANT ADMINISTRATION, IT IS STANDARD TO ENTER INTO AN AGREEMENT BETWEEN THE GRANTOR AND THE GRANTEE.

THE COMMITTEE WAS SUPPORTIVE OF THE CITY ENTERING INTO AN AGREEMENT WITH ALL SUCCESSFUL APPLICANTS THROUGH AN MOU.

THIS IS SIMILAR TO WHAT WAS DONE, UM, WITH THE ARPA FUNDING PROCESS, AND IT HELPS CREATE CLARITY OF EXPECTATIONS REGARDING WHAT SPECIFIC ITEMS WILL BE FUNDED BY THE GRANT AND GENERAL GRANT EXPECTATIONS BY A UNANIMOUS VOTE.

THE FINANCE COMMITTEE RECOMMENDS TO CITY COUNCIL THE ADOPTION OF THE HOTEL MOTEL TAX GRANT POLICY.

IN RESPONSE TO COUNCIL'S DIRECTION AT THE OCTOBER 9TH, 2023 MEETING, THE CITY ISSUED AN RFP ON FEBRUARY 20TH THIS YEAR TO OBTAIN A CONSULTANT TO CONDUCT PHASE TWO OF A FEASIBILITY STUDY FOR A POTENTIAL HOLIDAY MARKET STAFF PRESENTED THE EVALUATION RESULTS AND RECOMMENDED TOWN SQUARE SERVE AS THE CONSULTANT AT THE JUNE 17TH, 2024 COUNCIL MEETING.

AT THAT MEETING, COUNCIL DIRECTED STAFF TO ENTER INTO CONTRACT NEGOTIATIONS FOR THE PROJECT AT A REDUCED COST WHILE MAINTAINING AN EFFECTIVE SCOPE AND FURTHERANCE OF COUNCIL'S DIRECTION.

STAFF REVISITED THE SCOPE OF WORK IDENTIFIED IN THE RFP TO DETERMINE IF THERE WAS ANY OPPORTUNITY TO ADJUST THE FEE PROPOSAL.

BY REDUCING THE SCOPE, STAFF WAS ABLE TO SUCCESSFULLY NEGOTIATE A REDUCED FEE OF $40,000 BY ADJUSTING THE SCOPE FOR THIS PROJECT.

THIS INCLUDES REMOVING THE DETAILED CASE STUDY AS COUNSEL ADVISED THAT THOSE WERE SUFFICIENTLY ACCOMPLISHED DURING THE PHASE ONE INTERNAL FEASIBILITY STUDY THAT STAFF CONDUCTED.

ADDITIONALLY, STAFF WILL ENSURE THAT THE COMMUNITY EVENTS ROADMAP STUDY, UH, INFORMS A SPONSORSHIP RECRUITMENT STA STRATEGY FOR A POTENTIAL HOLIDAY MARKET AS YARD AND CO WILL BE CONDUCTING A COMPREHENSIVE REVIEW OF THAT PART.

STAFF'S ESTIMATE FOR THE COST OF THIS PROJECT WAS 30,000 TO 50,000.

THE ADJUSTED SCOPE AND REVISED FEE PROPOSAL IS WITHIN THE ESTIMATED COST THAT WAS PROVIDED TO CITY COUNCIL AT THE OCTOBER 9TH MEETING.

I, SINCE THEN, I'VE ACTUALLY SPOKE TO SEVERAL PEOPLE FROM THE STATE HISTORIC PRESERVATION OFFICE AND EMH AND D WHO WERE BOTH, UM, VERY PLEASED WITH THE EVENTS.

SURPRISED AT HOW LARGE OF A SCALE THE EVENT WAS.

THEY WERE THINKING IT WAS JUST GONNA BE THIS TINY LITTLE THING.

AND THEY WERE VERY IMPRESSED WITH, UM, HOW WE DEDICATED THE CEMETERY.

IT WAS ALSO NICE TO SEE THERE WAS PROBABLY OVER 20 DESCENDANTS OF THE BROWN AND HARRIS FAMILIES THERE, UH, MULTIPLE GENERATIONS.

SO WONDERFUL EVENT.

AND FOR THOSE WHO COULD NOT MAKE IT, I WOULD RECOMMEND GOING OUT AND CHECKING OUT THE NEW CEMETERY.

IT WAS A REALLY NICE CEREMONY, BUT I THINK THE THING THAT REALLY, UM, TOUCHED ME, AND I THINK IT SPEAKS SO HIGHLY OF DUBLIN, IS THAT IN TALKING TO THE FAMILIES, THEY WERE SO EXCITED ABOUT THE CONNECTIONS THEY MADE WITH OTHER FAMILIES, THE STORIES THEY TOLD ABOUT THEIR ANCESTORS AND THE WAY THAT THEY FELT AS IF DUBLIN REALLY RESPECTED AND HONORED THEIR HISTORY.

AND IT, AND IT SPOKE TO ME AFTERWARDS THAT THIS, UM, PAST AND PRESENT COUNCIL MEMBERS AND LEADERSHIP HAVE ALWAYS LOOKED AT THE HISTORY OF DUBLIN AS SOMETHING SACRED AND VERY SPECIAL AND HAVE ALWAYS PROTECTED IT AND PROMOTED IT AND HONORED IT.

AND AFTER SEEING THE UM, SORT OF, UM, EMOTION THAT CAME OUT OF THAT CEMETERY, I REALIZED THAT THERE'S EMOTION LIKE THAT ALL OVER THE CITY ABOUT ALL KINDS OF SACRED PLACES HERE.
