SO THIS IS, UH, THE ATCH PROJECT, THE NORTHERN HISTORIC DUBLIN AREA IMPROVEMENTS, THE $1.12 MILLION BUDGET, COORDINATED THE DESIGN OF THOSE IMPROVEMENTS FOR THE PROJECT ITSELF, BUT DID NOT INCORPORATE HOW THE PARK AND THAT AREA WOULD INTERACT WITH EACH OTHER.
AND THERE ARE A NUMBER OF DESIGN IMPROVEMENTS ON THE WEST SIDE OF THE PARK THAT ARE ONGOING.
SO THIS INCREASES TO ALLOW THE PARK AND THIS PROJECT TO BE BETTER COORDINATED AND I'M HAPPY TO GET MORE INFORMATION ON EXACTLY WHAT THAT MEANS FOR THE SECOND HEARING.
I WAS JUST CONFUSED 'CAUSE IT CAME RIGHT AFTER TALKING ABOUT THE BRIGHT ROAD CORRIDOR AND SO THAT'S WHY I WAS CONFUSED.
SO THE BRIGHT ROAD CORRIDOR WAS JUST REFERENCING THE FUNDING CHANGE IN THE FIRST QUARTER SUPPLEMENTAL.

LOOKING AT THE DATA THAT WE HAVE FROM THE PILOT, YOU CAN SEE THAT, UM, IN THE GRAY BAR IS 2024 YEAR TO DATE, THE ORANGE IS 2023 AND THE BLUE IS 20 20 20 IS UH, 2022, EXCUSE ME.
AND WHAT WE SEE OVER THE YEARS IS THAT DEMAND FOR RIDING MICRO MOBILITY DEVICES CONTINUES TO GROW IN DUBLIN EVEN DURING THE COLD WEATHER MONTHS.
BIRD SCOOTERS SKIPPED HIBERNATION DURING THE 2023 TO 2024 WINTER SEASON DUE TO HIGH RIDERSHIP COMPARED TO PREVIOUS YEARS WHEN OPERATIONS TYPICALLY PAUSED FROM LATE NOVEMBER AND RESUMED AT THE END OF MARCH.
SO YOU CAN SEE WE HAD A LOT OF, WE HAD THE MOST MILES TRAVELED IN 2022.
WHEN YOU LOOK AT THE FOLLOWING YEAR IN 2023, WHILE THE TOTAL MILES DID DECREASE, WE SEE MORE RIDES ACTUALLY OCCURRED.
AND WHAT THE DATA IS SHOWING US THAT THE SCOOTERS ARE FILLING THE GAP BETWEEN ONE TO TWO MILE, UH, TRIPS THAT ARE HAPPENING THROUGHOUT THE CITY.
UM, SO THAT'S INTERESTING TO SEE HOW THE DATA IS TELLING US HOW THE USE IS HAPPENING WITH SOME OF THE RIDERS.
IN TERMS OF 2023, SINCE WE DID NOT GO INTO HIBERNATION, WE HAVE SOMEWHAT OF A HEADSTART IN TERMS OF THE RIDERSHIP.
SO TO DATE, IN THE FIRST FOUR MONTHS, WE SAW 905 UNIQUE RIDERS TAKE 1,532 RIDES FOR A TOTAL OF 3,121 MILES, UH, IN THE FIRST FOUR MONTHS.
THE IMAGE ON THE RIGHT SHOWS THE EXTENT OF THE RIDES THAT HAPPEN WITHIN THE DUBLIN COMMUNITY.
WE SEE RIDES ARE OCCURRING IN THE BUSINESS BUSINESS DISTRICTS AS WELL AS NEIGHBORHOODS.
MICRO MOBILITY OPTIONS ARE CRUCIAL TO THE PROSPERITY OF AFGHAN DEVELOPMENT OPPORTUNITIES IN THE COMMUNITY.
AS NOTED, NOTED IN THE 2023 ECONOMIC DEVELOPMENT STRATEGIC PLAN.
IN SHORT, PROVIDING CONNECTIONS THROUGH MICRO MOBILITY ARE IMPORTANT TO PROVIDE ACCESS TO JOBS AND HOUSING, ALLOWING ALL RESIDENTS AND WORKFORCE, REGARDLESS OF ECONOMIC STATUS TO BE MOVED CLOSER TO A VARIETY OF DESTINATIONS.
AS WE'RE LOOKING AT BEST PRACTICES MOVING FORWARD FOR THE PROGRAM, A NATIONWIDE BEST PRACTICE IS TO INCORPORATE AN ANNUAL MICRO MOBILITY OPERATOR PERMIT FOR OPERATORS WISHING TO PLACE THEIR DEVICES IN THE PUBLIC RIGHT OF WAY.

OPERATING PERMIT CONCEPT STAFF PLANS TO INCLUDE THE, THE CONCEPT OF AN ANNUAL MICRO MOBILITY OPERATING FEE IN A FUTURE COMPREHENSIVE COST STUDY PERFORMED BY FINANCE.FURTHERMORE, STAFF IS COURTING WITH THE CITY OF COLUMBUS ON DEVELOPING A REGIONAL RFP FOR MICRO MOBILITY AS WELL AS BIKE, SHARED BIKE OR RENTABLE BIKE SERVICES AS A BIKE SHARE.
UM, AND WE WILL BE LOOKING TO INCORPORATE AN OPERATING PERMIT AS THE PART OF THE TERMS FOR A SUCCESSFUL OPERATOR WORKING WITH THE CITY OF COLUMBUS ON THAT.
AND DUBLIN STAFF WILL REMAIN INVOLVED THROUGH THE OPERATOR SELECTION PROCESS THAT COLUMBUS IS UH, UNDERTAKING.
SIMILARLY, STAFF IS ALSO ACCORDING WITH THE CITY OF COLUMBUS ON INCLUDING ENHANCED PARKING COMPLIANCE MEASURES IN THE RFP, RECOGNIZING THAT SOME CURRENT CHALLENGES WITH THE CURRENT OPERATOR EXIST.
AND WE HOPE THAT SOME OF THESE NEW PARKING COMPLIANCE, UH, MEASURES SUCH AS REQUIRING A LOCK TO CITY INFRASTRUCTURE COULD HELP FURTHER, UM, WITH FURTHER, UH, FURTHERING PARKING COMPLIANCE.
WHEN WE THINK ABOUT WHAT THIS COULD MEAN, IT WOULD BE APPROPRIATE TO PARK A SCOOTER ON CITY INFRASTRUCTURE, UM, SUCH AS BIKE RACKS.
UM, BUT WE WOULD NOT WANT PEOPLE TO PARK THESE OR LOCK THEM TO PRIVATE PROPERTY OR OTHER AREAS SUCH AS BUS SHELTERS OR SIGNPOSTS AND TREES OF THINGS OF THAT NATURE.
WE DID, UH, PUBLISH A POST PILOT SURVEY TO UNDERSTAND SOME OF THE OPINIONS AND FEEDBACK FROM THE COMMUNITY AS IT RELATES TO MICRO MOBILITY.
35 RESPONDENTS COMPLETED THE POST PILOT SURVEY AND THESE INCLUDED RESIDENTS AS WELL AS MEMBERS OF THE WORKFORCE AND VISITORS TO DUBLIN.
OF ALL THE RESPONDENTS, ALL BUT ONE HAS HAD EXPERIENCES WITH SCOOTERS IN DUBLIN, SOME OF THE HIGHLIGHTS OF THE FEEDBACK INCLUDE BETTER PARKING OR MORE PARKING LOCATIONS AND RIDE REQUIREMENTS.
SOME OF THE RESPONDENTS WOULD LIKE TO REMOVE SCOOTERS ALTOGETHER.
OTHERS SAID THAT SCOOTERS ARE BEST, UH, TO AVOID SIDEWALKS OR OTHER AREAS THAT COULD BE A HINDRANCE FOR PEDESTRIANS.
OTHER RESPONDENTS SAID THAT THEY WOULD LIKE MORE SCOOTER AVAILABILITY AS WELL AS MORE REBALANCING THROUGHOUT THE COMMUNITY.
AND THEN LONG, UH, THE LAST KIND OF BUCKET, IF YOU WILL, IS THERE RESPONDENTS THAT DO SUPPORT A VARIETY OF TRANSPORTATION OPTIONS, INCLUDING MICRO MOBILITY AS AS PART OF THE PILOT.
CONTINUING WITH THE SURVEY, WE ASKED ARE THERE OTHER MOBILITY OPTIONS THAT YOU WOULD LIKE TO SUPPORT IN DUBLIN? GENERAL SUPPORT WAS NOTED FOR VARIOUS MODES OF TRANSPORTATION RESPONDENTS IDENTIFIED WALKING AS WELL AS BIKING AND MORE TRANSIT OPTIONS, INCLUDING TRAINS AS THINGS THAT THEY WOULD SUPPORT IN THE FUTURE OR NOW.

THAT WAS AGAIN MENTIONED, UH, NUMEROUS TIMES.
UM, BUT THE LONG STORY SHORT IS THE MORE MOBILITY OPTIONS THE BETTER WAS, UM, ANOTHER OBSERVATION FROM THE RESPONDENTS OF THE SURVEY.
SO WHILE THERE HAVE BEEN OPERATIONAL IMPROVEMENTS NEEDED DURING THE COURSE OF THE MICRO REALTY PROGRAM, UM, PILOT PHASES BASED ON INCREASED RIDERSHIP THAT WE'VE SEEN IN THE DATA, AS WELL AS THE COVERAGE AREA THAT WE SAW FROM THE RIDERS WHO DID USE THE SCOOTERS OVER THE PAST YEAR OR TWO, UM, WE DO SEE THAT THEIR ENVIRONMENTAL BENEFITS AS WELL AS ASSOCIATE ECONOMIC DEVELOPMENT BENEFITS.
UM, AND SO STAFF DOES VIEW THE PILOT OVERALL AS A SUCCESS IN ORDER TO CONTINUE THE PROGRAM, AN EXTENSION TO ALLOW MICRO OR LOW SPEED MICRO REAL DEVICES SUCH AS BIRDIE SCOOTERS ON STREETS AND SIDEWALKS.
AND SURE PATH IS NECESSARY ONCE AGAIN.
SO DURING THIS TIME, DURING EXTENSION, STAFF WILL DRAFT MODIFICATIONS TO EXISTING CODE, TO PERMANENTLY PERMIT THE OPERATION OF LOW SPEED VEHICLES, UH, LOW SPEED MOBIL, UH, MICRO MOBILITY DEVICES IN DUBLIN.
SO THE RECOMMENDATION FROM STAFF IS GIVEN THE SUCCESS OF THE DEMONSTRATION PILOT, WE PROPOSE A FOLLOWING NEXT STEPS AND THAT WOULD INCLUDE ADOPTING RESOLUTION 29 24, AS WELL AS DIRECTING STAFF TOWARDS THE CODE MODIFICATIONS AND WITH A REFERENCE TO THE PUBLIC, A REFERRAL TO THE PUBLIC SERVICES COMMITTEE AS WELL AS OTHER, UH, POTENTIAL MODELS SUCH AS THE FEE AND LOCKING MECHANISMS. SO WE WOULD INVESTIGATE IF THIS IS SOMETHING THAT WOULD MAKE SENSE IN DUBLIN, AND IF SO, WHAT WOULD THAT FEE BE? SO, SO FAR THERE HAVEN'T BEEN ANY.
UM, AND THEN THE YEAR TO DATE RIDERSHIP IS, UH, ONLY 1,532 COMPARED WITH 7,554 THE YEAR BEFORE, BUT IT'S SEASONAL, RIGHT.
SO, YOU KNOW, IT'S NOT NECESSARILY, WE'RE, I DON'T KNOW WHEN THIS DATA IS THROUGH.
SO IS IT END OF APRIL? END OF MAY.
SO THIS YEAR IT'S, WE HAD RIDES IN JANUARY, FEBRUARY AND MARCH AND APRIL.
UM, AND THAT'S UNIQUE COMPARED TO YEARS PREVIOUSLY IN 2023 AND 2024.
SO THE REASON WHY WE SAID YEAR TO DATE IS TYPICALLY WE START TRACKING RIDERSHIP IN END OF MARCH OR APRIL, BUT THIS YEAR WAS A LITTLE BIT DIFFERENT GIVEN THE DEMAND FOR RIDERSHIP.
I GUESS WHAT I'M TRYING TO FIGURE OUT IS, IS RIDERSHIP UP OR DOWN THIS YEAR, OBVIOUSLY IN, UM, 2023, AS YOU SAID, THE NUMBER OF RIDES INCREASED EVEN THOUGH THE RIDES WERE SHORTER DISTANCES, THERE ARE MORE PEOPLE RUNNING SCOOTERS IN 2023 THAN IN 2022.
HOW DOES THAT LOOK FOR 2024? YEAH, WE ARE A LITTLE BIT AHEAD OF THE, UH, WE'RE A LITTLE BIT AHEAD OF THE GATE SINCE WE DIDN'T, NEVER WENT INTO HIBERNATION.
SO THIS WILL BE INTERESTING TO SEE AS WE LOOK AT COMPARING MONTH TO MONTH FOR THE REST OF THE YEAR.
UM, WHEN WE LOOKED AT 2023 NUMBERS, WE DID SEE THAT YEAR OVER YEAR DATA SHOWS THAT THERE ARE 31% MORE RIDES THIS YEAR THAN THERE WERE IN APRIL OF LAST YEAR WHEN THINGS WERE, WHEN THE SEASON WAS JUST STARTING.
SO THIS IS ENCOURAGING SO FAR FOR THIS YEAR.
UH, AS I'VE SAID TO YOU, JAM, I'D LIKE TO SEE MORE SCOOTERS OUTSIDE OF BRIDGE PARK.
SO WHEN I TRY TO FIND A SCOOTER, I'M, I'M BASICALLY FINDING THEM IN HISTORIC DUBLIN OR BRIDGE PARK, NOT REALLY IN THE OTHER AREAS.
EVEN THOUGH YOU CAN RIDE A SCOOTER UP TO MUIRFIELD, RIGHT.
YOU JUST CAN'T FIND A SCOOTER TO RENT FROM THERE.
AND MY MY POSITION IS IF YOU LIVE IN MUIRFIELD AND YOU WANNA GO DOWN TO BRIDGE PARK AND YOU DON'T WANT TO DEAL WITH TRAFFIC OR PARKING, YOU RENT THE SCOOTER BY YOUR HOUSE, YOU RIDE THE SCOOTER DOWN AND THEN YOU TAKE IT BACK.
SO I WOULD JUST ADVOCATE FOR MORE SCOOTERS IN MORE PLACES.
I HAVE A QUICK COMMENT ON THAT AND I I WON'T BELABOR IT TOO MUCH 'CAUSE I KNOW WE'RE GONNA, THE RECOMMENDATION IS TO SEND IT BACK TO PUBLIC SERVICES TO WORK OUT THE DETAILS, BUT, UM, YOU KNOW, TODAY WE HAVEN'T CHARGED, 'CAUSE WE'VE, WE HAVE ONE COMPANY, BIRD IS THE ONLY PERSON, RIGHT? 'CAUSE YEAH, YOU GO DOWN TO, UM, COLUMBUS AND THERE'S, YOU KNOW, FOUR, I THINK THREE OR FOUR DIFFERENT COMPANIES, THEY'RE ALL DIFFERENT COLORS AND THEY'RE JUST LOOK CLUTTERED AND THEY'RE EVERYWHERE.

SO IT REALLY DISTURBS ME TO SEE AN ENTIRE SURVEY OF PEOPLE SAYING, GET RID OF THE SCOOTERS.
AND I THINK MAYBE, UM, I AGREE WITH ANDY.
I THINK WE NEED TO GET, UM, A PILOT PROGRAM OF SCOOTERS INTO NEIGHBORHOODS TO SEE IF THEY REALLY WILL BE USED FOR THE WAY WE WANT THEM TO BE USED TO BE ABLE TO USE IT THROUGHOUT THE COMMUNITY.
BECAUSE I THINK WHAT WE'RE GONNA HAVE PROBLEMS WITH, AND WE'VE HAD PROBLEMS WITH, IS THAT THE HISTORIC DISTRICT IN BRIDGE PARK IS SUCH A POPULAR AND INTENSE AREA THAT IF WE PUT EVERYTHING THAT'S FUN DOWN THERE, UH, WHAT HAPPENS IS IT BECOMES TROUBLESOME AND BECOMES TOO DENSE AND TOO BURDENSOME.
WE DON'T HAVE DEMOGRAPHICS ON WHO'S RIDING THESE SCOOTERS.
IF THEY'RE JUST KIDS AND THEY'RE CAUSING ISSUES ON THE BRIDGE AND ON THE SIDEWALKS, THEN THAT'S NOT MEETING THE OBJECTIVE OF GETTING PEOPLE INTO A MICRO MOBILITY DEVICES.

UM, MAYBE A SEATED SCOOTER, LIKE A COUPLE OF PEOPLE RECOMMENDED THAT MAYBE SOMEONE WHO WOULD BE AFRAID TO RIDE A SCOOTER BUT WOULDN'T THINK TWICE ABOUT RIDING A SCOOTER.
THAT LOOKS LIKE SOMETHING YOU GOT AT KROGER'S
UM, I, YOU KNOW, I THINK EX EXPAND THE MICRO MOBILITY OPTIONS INSTEAD OF EXPANDING THE SCOOTERS.
'CAUSE THE SCOOTERS ARE CAUSING A LOT OF PROBLEMS. UM, AND I THINK, UM, IT'S JUST IMPORTANT THAT WE REALLY GO BACK TO WHAT THE OBJECTIVE IS.
NOT JUST THINK ABOUT SCOOTERS, BUT I LIKE THE IDEA OF YOUR RECOMMENDATIONS ABOUT MAKING SURE THEY PARK IN THE RIGHT PLACES AND ALL THAT.

THE PREVIOUS PLAN THAT I JUST MENTIONED SERVED THE CITY WELL IN ITS FIRST, UH, AS THE FIRST DOCUMENT TO OUTLINE SUSTAINABILITY GOALS.
UH, BUT GIVEN THE IMPORTANCE OF SUSTAINABILITY IN ACHIEVING COUNCIL'S VISION, STAFF DID ADMINISTER AN RFP.
UH, ABOUT TWO YEARS AGO, SELECTED TO MOVE FORWARD WITH ASKER ROBINSON TO HELP DRAFT A WORLD-CLASS SUSTAINABILITY PLAN THAT WOULD LEVERAGE THEIR INDUSTRY EXPERTISE.
KER ROBINSON HAS DEVELOPED AWARD-WINNING SUSTAINABILITY PLANS

THAT FOCUS ON ACTIONABLE METRICS TO GUIDE COMMUNITIES IN IMPLEMENTING THEIR SUSTAINABILITY GOALS.AND THAT WAS A KEY FACTOR IN OUR CHOOSING THEM FOR THIS PROJECT.
SO AS PART OF THE, UH, FIRST PHASE OF THIS PROJECT, ESKER ROBINSON REVIEWED SEVERAL LOCAL AND REGIONAL PLANS TO ESTABLISH ALIGNMENT WITH ONGOING EFFORTS.
THIS INCLUDED REVIEWING THE DUBLIN CORPORATE AREA PLAN, WEST INNOVATION DISTRICT SPECIAL AREA PLAN, THE DEI FRAMEWORK, MORSE'S REGIONAL SUSTAINABILITY AGENDA, AND OF COURSE THE PARKS AND RECREATION MASTER PLAN.
BUT OF COURSE, THERE'S ALSO BEEN SUBSTANTIAL WORK DONE TO ESTABLISH ALIGNMENT BETWEEN THE SUSTAINABILITY PLAN AND THE ENVISION DUBLIN COMMUNITY PLAN.
ASKER ROBINSON HAS MET WITH HOUSE OF LEVINE ON MULTIPLE OCCASIONS TO DISCUSS HOW TO TIE THE PLANS TOGETHER AND TO COMPLIMENT EACH OTHER.
IT ACTUALLY TURNED OUT TO BE PERFECT TIMING AS BOTH PLANS ENTERED THE FINAL STAGES AT JUST ABOUT THE SAME TIME.
SO WE WERE REALLY ABLE TO MATCH UP THE RECOMMENDATIONS AND ENSURE THAT THEY SPOKE TO EACH OTHER.
SO WHILE THE PROJECT OFFICIALLY KICKED OFF IN MAY, 2023, THIS HAS BEEN AN ONGOING DISCUSSION AT CSAC.
THE PROCESS STARTED BY GETTING C SACS INITIAL THOUGHTS IN 2022 AND THEN KICKED OFF OFFICIALLY LAST MAY.
SINCE THEN, THERE HAVE BEEN SEVERAL TOUCH POINTS WITH THE PUBLIC, INCLUDING SURVEYS, A COMMUNITY WORKSHOP, STAKEHOLDER INTERVIEWS, UM, AND MORE.
AND AT THIS POINT I'LL TURN IT OVER TO ISABELLE TO INTRODUCE HER TEAM AND DIVE DEEPER INTO THE PROCESS THAT WE TOOK TO DEVELOP THIS PLAN.
AND GOOD EVENING MEMBERS OF COUNCIL.
SO TOUCHING ON THE TIMELINE AND ENGAGEMENT, UM, WE STARTED OUR WORK IN MAY OF LAST YEAR, AND THIS TIMELINE ILLUSTRATES AN ITERATIVE AND INCLUSIVE ENGAGEMENT PROCESS.
IN THE EARLY MONTHS, OUR TEAM CAME FOR A SITE VISIT WHERE WE HELD AN INITIAL LISTENING AND VISIONING SESSION WITH THE ECO DUBLIN TEAM.
LATER IN THE SUMMER, WE DISTRIBUTED AN ONLINE COMMUNITY SURVEY THAT RESULTED IN 165 RESPONSES THAT SHED LIGHT ON PERSPECTIVES SURROUNDING TOPICS OF ENVIRONMENTAL SUSTAINABILITY.
MOVING INTO THE FALL, WE HOSTED A COMMUNITY WORKSHOP WHERE COMMUNITY MEMBERS LEARNED ABOUT THE PLAN AND EXPRESSED THEIR OPINIONS AND PRIORITIES FOR SUSTAINABILITY INITIATIVES.
IN DECEMBER, WE TARGETED OUR ENGAGEMENT TOWARDS FOCUS GROUP SESSIONS TO GATHER FEEDBACK ON THE VISION AND FRAMEWORK FOR THE RECOMMENDATIONS.
SO THIS INCLUDED SESSIONS WITH CITY COUNCIL, LOCAL AND REGIONAL ORGANIZATIONS, DUBLIN CITY SCHOOL STUDENTS AND BUSINESS PARTNERS, WHICH WERE ALSO PAIR PAIRED WITH A BUSINESS COMMUNITY SURVEY.
THE RECOMMENDATIONS WERE THEN OPERATIONALIZED INTO AN ACTION PLAN WHERE WE ENGAGED THE SENIOR LEADERSHIP TEAM IN BOTH AN INITIAL AND FINAL REVIEW PROCESS THAT RESULTED IN THE PLAN WE PRESENT TODAY.
ULTIMATELY, THIS PROCESS WAS ABOUT CREATING A PLAN THAT ALIGNS WITH THE COMMUNITY'S VISION AND PERCEPTIONS ABOUT SUSTAINABILITY, PAIRED WITH THE HARD DATA ON HOW THE COMMUNITY PRACTICES SUSTAINABILITY.
SO BEFORE WE JUMP INTO THE PLAN'S, GOALS AND RECOMMENDATIONS, WE'RE GONNA COVER THAT ALIGNMENT PROCESS IN TWO AREAS.
THE COMMUNITY SURVEY FEEDBACK AND THE GREENHOUSE GAS INVENTORY.
SO COMMUNITY SURVEY FEEDBACK, UM, RESULTED IN SIX KEY FINDINGS.
THE FIRST ONE HERE ON THE LEFT IS SUSTAINABILITY RELATED ISSUES.
UH, THE AREAS OF GREATEST CONCERN TO THE COMMUNITY TODAY ARE RELIABLE POWER, UTILITY COSTS, AND AIR POLLUTION.
TO THE RIGHT HERE, PERCEIVED BENEFITS IS THE SECOND KEY FINDING.
WHEN ASKED ABOUT BENEFITS OF SUSTAINABLE CITIES, RESPONDENTS INDICATED THAT NATURAL AREA CONSERVATION AND REDUCING WASTE WERE THE TOP TWO BENEFITS, UM, FOR THEIR HOUSEHOLDS.
THE THIRD FINDING WAS PERSONAL PRACTICES.
SO WE HEARD THAT NEARLY ALL RESPONDENTS WERE INTERESTED IN AND OR ALREADY TAKING MEASURES FOR RECYCLING, IMPROVING THEIR HOME ENERGY EFFICIENCY AND HAVING HIGH QUALITY LANDSCAPING THAT IMPROVES HABITAT QUALITY AND BIODIVERSITY.
THE FOURTH FINDING WAS SUSTAINABLE SERVICES AND OPTIONS.
SURVEY RESPONDENTS IDENTIFIED SUSTAINABILITY SERVICES AND OPTIONS AS HAVING SOME LEVEL OF IMPORTANCE IN DECIDING THEIR OVERALL QUALITY OF LIFE HOUSING AND WHERE THEY EAT.
THE FIFTH IS SUSTAINABILITY GOALS.
SO WE ASKED, UM, RESPONDENTS TO RANK GOALS ACCORDING TO THE LEVEL OF IMPORTANCE, RESPONDENTS IDENTIFIED RECYCLING AND DIVERSION AND SUSTAINABILITY IN THE BUILT ENVIRONMENT AS THE TOP PRIORITIES.
AND THE SIX AND FINAL IS SUSTAINABILITY RELATED PROGRAMS. SO PROGRAMS THAT RECEIVED THE HIGHEST LEVELS OF PARTICIPATION BY DUBLIN RESIDENTS INCLUDE THE CITY'S WASTE RELATED EVENTS, PROGRAMMING FROM NATURE-BASED ORGANIZATIONS AND ORGANIZATIONS AT WORK OR SCHOOL.
SO THESE FINDINGS HELP INFORM SOME OF THE COMMUNITY'S VISION AND PERCEPTIONS ABOUT SUSTAINABILITY.
AS I MENTIONED EARLIER, WE PAIRED THIS WITH HARD DATA ABOUT HOW THE COMMUNITY PRACTICES SUSTAINABILITY.

WE LOOKED AT BOTH GOVERNMENT OPERATIONS, SO THE EMISSIONS PRODUCED BY THE CITY OF DUBLIN'S, GOVERNMENT OPERATIONS, YOUR BUILDINGS, VEHICLES AND FACILITIES, AS WELL AS AN OVERALL ESTIMATE OF COMMUNITY UM, EMISSIONS.
SO I DO WANNA NOTE THAT THESE INCLUDE BOTH EMISSIONS PRODUCED IN THE LOCALITY.
SO WHETHER YOU'RE, UM, USING GASOLINE IN A VEHICLE OR NATURAL GAS FOR A, A BOILER OR FURNACE VERSUS SCOPE TWO EMISSIONS MORE INDIRECT.
IF YOU CONSUME GRID ELECTRICITY, YOU MIGHT BE USING IT HERE, BUT THE ENERGY IS PRODUCED OUTSIDE OF LOCALITY AND AS WELL AS SCOPE THREE, WHICH ARE THE INDIRECT EMISSIONS AS WELL.
SO, UM, COSTS THAT ARE INCURRED FURTHER DOWNSTREAM.
I'LL START WITH THE GOVERNMENT OPERATIONS INVENTORY.
AND THIS WAS INTENDED TO HAVE A ESTIMATE OF WHERE THE CITY OF DUBLIN CURRENTLY STANDS WITH ITS BUILDINGS AND FACILITY USAGE BEING THE TWO PRIMARY AREAS.
I WILL NOTE THAT THIS IS PRE THE CONTRACT FOR THE 100% RENEWABLE GRID ELECTRICITY, BUT IT DOES, UM, ALLOW US TO LOOK AT, YOU KNOW, WHICH BUILDINGS IN THE CITY ARE THE MAIN ENERGY USERS HERE.
AND UNDERSTANDING THAT THE CITY DOES PROVIDE A HIGH LEVEL OF SERVICES.
IT HAS QUITE A FEW BUILDINGS AND FACILITIES, IT DOES MANAGE.
UH, WE ESTIMATED THAT ABOUT A LITTLE OVER 3,600 METRIC TONS OF CARBON DIOXIDE EQUIVALENT, WHICH IS THE STANDARD UNIT FOR A GREENHOUSE GAS INVENTORY TO COMPARE ALL THE DIFFERENT EMISSIONS THAT COME OUT.
UM, WERE PRODUCED AS A RESULT OF BUILDINGS CONSUMING GRID ELECTRICITY AND NATURAL GAS, AGAIN, PRE RENEWABLE ELECTRICITY.
AND ABOUT A QUARTER OF THAT, UM, WAS USED FOR THE FLEET EMISSIONS, WHICH INCLUDES SERIES OF GASOLINE, COMPRESSED NATURAL GAS AND DIESEL VEHICLES.
SO I'LL NOTE THAT, UH, ELECTRIC VEHICLE EMISSIONS WERE, WOULD BE CAPTURED WITH THE GOVERNMENT BUILDINGS.
WE USED METER DATA THAT WAS FROM THE, PROVIDED BY THE CITY TO ESTIMATE THIS, BUT WANT TO ACKNOWLEDGE THAT THERE'S A MIX OF VEHICLE TYPES HERE AND NOT, NOT ALL VEHICLES ARE FEASIBLE AS EVS YET.
AND THERE'S QUITE A BIT OF VARIETY HERE IN TERMS OF THE VEHICLE SIZE AS WELL.
BUT WANNA PROVIDE THIS AS A BENCHMARK FOR SORT OF WHICH BUILDINGS HAVE THE BIGGEST, UH, RELATIVE FOOTPRINT HERE.
CERTAINLY AS WE LOOK AT THE COMMUNITY SCALE, THIS IS SORT AN OPPORTUNITY TO LOOK AT WHAT ARE THE BIGGEST AREAS WE HAVE TO, TO HELP MAKE A DIFFERENCE AND HELP REDUCE OUR GREENHOUSE GAS, UM, EMISSIONS AND CARBON FOOTPRINT HERE AS WE LOOKED AT A VARIETY OF, UM, CATEGORIES INCLUDING TRANSPORTATION, WHICH WAS MODELED USING, UM, VEHICLE MILES TRAVEL PROVIDED BY THE, UH,
UH, WE JUST FIND THAT TRANSPORTATION IS THE OVERALL BIGGEST CATEGORY OF GREENHOUSE GAS EMISSIONS IN THE CITY OF DUBLIN.
BUT WE DID NOTE THAT THE ENERGY CONSUMPTION AND COMMERCIAL AND NON-RESIDENTIAL ENERGY USERS WAS, WAS FAIRLY HIGH.
UH, WHILE THIS DOES INCLUDE SOME MULTIFAMILY HOUSING, UH, THERE'S SOME INTERESTING NOTES ON THIS ON THE NEXT SLIDE.
AND AS WE LOOK AT OTHER LOCALITIES AND PEERS, UM, YOU KNOW, WE, WE DID NOTICE THAT OVERALL MAYBE SOME AREAS FOR THE CITY OF DUB TO TO WORK WITH, ALTHOUGH, YOU KNOW, EACH LOCALITY IS DIFFERENT, EACH MIX OF ENERGY IS DIFFERENT.
UM, WITH TRANSPORTATION BEING ONE OF THE BIGGEST CATEGORIES, WE DID KNOW THAT VEHICLE TRAVEL WAS A BIT HIGHER HERE.
SO AGAIN, FINDING WAYS TO REDUCE VEHICLE MILES, TRAVEL PER CAPITA, UM, WITHIN THE CITY, REDUCE THE USAGE OF, YOU KNOW, SINGLE OCCUPANCY DEALS, PROVIDED WAYS TO REDUCE THE OVERALL CARBON FOOTPRINT HERE.
AND AS WE LOOKED AT THE NON-RESIDENTIAL ENERGY USAGE, IT WAS HIGHER THAN SOME OTHER COMMUNITIES WE LOOKED AT, INCLUDING THE CITY OF COLUMBUS AND THE CITY OF CARMEL, INDIANA.
AND ONE THING TO NOTE IS THAT WE UNDERSTAND DUBLIN DOES HAVE A SORT OF UNIQUE, UM, YOU KNOW, BUILDING INVENTORY AND BUILDING BASE, ESPECIALLY WITH THE LARGE CORPORATE OFFICE PRESENCE IN THE CITY.
SO LOOKING AT THOSE AS AN OPPORTUNITY HERE, Y'ALL DO HAVE AN OUTSIZED CAPACITY OF OFFICE SPACE PER PERSON HERE.
AND WE SUSPECT THAT MOST LIKELY DRIVEN BY, AGAIN, THESE LARGE OFFICE BUILDINGS THAT TAKE A LOT OF ENERGY TO LIGHT, HEAT AND COOL OVER TIME.
BUT, UM, ALL I WOULD SAY WITH THE GREENHOUSE GAS INVENTORY, THESE ARE HERE TO MORE SHAPE RELATIVE PRIORITIES.
THESE ARE NOT NECESSARILY ABSOLUTE COUNTS 'CAUSE THEY ARE FAIRLY MODELED, BUT PROVIDE SOME LAY ON WHERE THE CITY CAN PRIORITIZE EFFORTS MOVING FORWARD ASSET BACK TO THE REST OF OUR TEAM.
THE PLAN IDENTIFIES FOUR THEMES THAT ARE CRITICAL TO ADDRESS.
THE FIRST IS MODEL SUSTAINABLE LEADERSHIP.
AND THIS IS REALLY LEVERAGING DUBLIN'S SUCCESSFUL PARTNERSHIPS AND COLLABORATIONS TO LEAD THE WAY IN SUSTAINABILITY.

THERE'S ALSO ROOM HERE FOR DUBLIN TO ESTABLISH ANOTHER AREA OF LEADERSHIP AND SUSTAINABILITY THAT CAN HELP SUPPORT ECONOMIC DEVELOPMENT EFFORTS AT THE CITY LEVEL WHILE ESTABLISHING DUBLIN AS A REGIONAL LEADER AND PRACTICAL CIRCULAR ECONOMICS.
A KEY FOCUS THAT WE'VE HAD SINCE THIS PROJECT KICKED OFF WAS ENSURING THAT THE RESULTS OF IT WOULD BE ACTIONABLE.
SO PART OF HOW WE ARRIVED AT THE TIMEFRAMES WAS BASED ON THE PRIORITIZATION OF THE STRATEGIES, WHICH INCLUDED THE IMPACT OF THEM HIGHER IMPORTANCE ITEMS WERE DESIGNATED IN THE SHORT TERM AS THEY WILL YIELD IMMEDIATE IMPACTS ON EMISSIONS, WHILE ALSO SETTING THE FOUNDATION FOR THE MEDIUM AND LONG TERM STRATEGIES.

WE'VE HAD SEVERAL RESIDENTS, UM, RAISE CONCERNS TO BOTH STAFF AND SPECIFICALLY I'VE HAD CONVERSATIONS WITH COUNCIL MEMBER CRAM IN THE VICINITY OF HARD ROAD REGARDING THE VOLUME OF DUMP TRAFFIC OR DUMP TRUCK TRAFFIC, AS WELL AS THE RESULT IN NOISE THAT'S BEING GENERATED.
A STUDY WAS PERFORMED IN 2011 STAFF'S PROPOSING TO RETAIN A CONSULTANT TO UPDATE THE STUDY SO THAT WE ARE ABLE TO COMPARE THE CURRENT CONDITIONS TO THOSE IN 2011, ASSESS, UM, THE SITUATION, AND THEN POTENTIALLY IDENTIFY OPTIONS AND NEXT STEPS.
IN ADDITION TO THE NOISE AND TRUCK ANALYSIS COMPARISON, THE STUDY WOULD ALSO TEST THE ACCURACY OF THE NEWLY ACQUIRED RAHMA NOISE METERS TO VALIDATE READINGS FROM THE HANDHELD DEVICE.
WE OBTAINED QUOTES FROM A FEW CONSULTANTS AND THE PROPOSED COST IS AROUND $45,000.
DUE TO THE TIMING OF THIS ISSUE ARISING, UM, THE PROJECT WAS NOT BUDGETED IN 2024.
WE WOULD UTILIZE GENERAL FUNDS FOR THIS, UM, TYPE OF EFFORT.
AND SHOULD COUNCIL DESIRE FOR THIS STUDY TO BE INITIATED AND OCCUR IN 2024.
WE DO HAVE A COUPLE OF OPTIONS.
UM, STAFF COULD ADD THE FUNDING TO THE Q2 SUPPLEMENTAL FOR THE SECOND READING.
WE COULD HOLD OFF AND WE COULD INCLUDE THE FUNDING IN THE Q3 SUPPLEMENTAL, OR WE COULD PROPOSE FUNDING AS PART OF THE 2025 OPERATING BUDGET, WHICH WOULD MEAN THE STUDY WOULD BE CONDUCTED NEXT YEAR.
MY RECOMMENDATION AT THIS POINT, BASED ON THE VOLUME OF COMMENTS THAT WE'VE BEEN RECEIVING, WOULD BE TO ADD THIS TO THE Q2 SUPPLEMENTAL FOR SECOND READING.
AND THAT WOULD BE, UNLESS THERE'S ANY OBJECTION FROM COUNCIL.

WE HAD ABOUT 55 RESIDENTS SHOW UP AND OVER HALF OF THEM WERE THERE SPECIFICALLY BECAUSE ONE OF OUR AGENDA ITEMS WAS THIS, THE TRUCK TRAFFIC AND THE SAFETY.
AND SO THERE IS, WHEN, WHEN SHE SAY A FEW RESIDENTS, IT'S A, IT'S A PRETTY LARGE CONTINGENCY OF RESIDENTS.
UM, AND, AND I WOULD STRONGLY RECOMMEND DOING THE SURVEY THIS YEAR.
'CAUSE IT'S STILL, EVEN ONCE WE DO THE SURVEYS, WE STILL HAVE TO FIND A SOLUTION AND TO PUSH IT ANOTHER 'CAUSE THE SUMMER'S THE WORST TIME.

AND I KNOW THAT THERE HAVE BEEN A NUMBER OF ACCIDENTS OVER THERE INVOLVED WITH THE DUMP TRUCKS.

SO IT'S NOT REALLY, IT'S NOT THE, THE CURRENT TRUCK TRAFFIC IS NOT BECAUSE OF LOCAL CONSTRUCTION.

AND RFP WAS PUBLISHED IN FEBRUARY.
THE CITY RECEIVED FIVE RESPONSES TO THE RFP AND I'VE BEEN PROVIDING UPDATES IN THE MONTHLY REPORT.
UM, A COMMITTEE COMPRISED OF REPRESENTATIVES FROM COMMUNITY EVENTS, PARKS AND RECREATION OFFICE OF THE CITY MANAGER, FINANCE, COMMUNICATIONS AND MARKETING VISIT DUBLIN, OHIO, AND THE DOWNTOWN STRATEGIC ALLIANCE REVIEWED THE RESPONSES AND SHORTLISTED THE PROPOSALS TO THREE.
THE THREE CONSULTANTS WERE INVITED TO PARTICIPATE IN AN INTERVIEW ON MAY 23RD.
ONE OF THE CONSULTANTS ENDED UP WITHDRAWING FROM THE PROCESS.
AND AFTER INTERVIEWING THE TWO REMAINING FIRMS, THE COMMITTEE

UNANIMOUSLY RECOMMENDS MOVING FORWARD WITH TOWN SQUARE FOR THIS PROJECT.TOWN SQUARE DEMONSTRATED STRONG EXPERIENCE, A KNOWLEDGE OF THE SPECIFICS OF A HOLIDAY MARKET AND A PASSION FOR IMPLEMENTING TRADITIONAL HOLIDAY MARKETS IN THE UNITED STATES.
THE PROPOSED COST, UM, AS PART OF THIS PROCESS FOR PHASE TWO OF THE STUDY IS $60,000.
AND DUE TO THE TIMING OF THE DIRECTION OF THE ISSUE TO ISSUE THE RFP, THIS PROJECT WAS NOT BUDGETED IN 2024.
WE WOULD UTILIZE HOTEL MOTEL FUNDS FOR THIS PROJECT AS WELL.
AND I'M PLANNING TO INCLUDE THIS AS AN AGENDA ITEM FOR YOUR JUNE 17TH COUNCIL MEETING TO PROVIDE A MORE COMPREHENSIVE UPDATE ON THE SELECTION PROCESS, THE CRITERIA, AS WELL AS THE RECOMMENDATION TO INTRODUCE THE FIRMS THAT PROPOSED, UM, AND PROVIDE MORE INFORMATION ON THE RECOMMENDATION.
SO DEPENDING ON THE OUTCOME OF THAT DISCUSSION, THE FUNDING WOULD NEED TO BE ADDRESSED IN THE Q3 SUPPLEMENTAL.
IF WE WERE TO MOVE FORWARD IN ADVANCEMENT OF COUNCIL'S GOAL TO DEVELOP DUBLIN'S DESTINATION OF CHOICE NEXT GENERATION COMMUNITY EVENTS VISION AND RFP WAS ALSO ISSUED IN MARCH FOR CONSULTING SERVICES TO DEVELOP A COMMUNITY EVENTS ROADMAP.
A COMMITTEE COMPRISED OF REPRESENTATIVES FROM CITY COUNCIL, COMMUNITY EVENTS, PARKS AND RECREATION OFFICE OF CITY MANAGER COMMUNICATIONS AND MARKETING VISIT DUBLIN, OHIO IN THE DOWNTOWN DUBLIN STRATEGIC ALLIANCE.
REVIEWED THE FOUR RESPONSES RECEIVED, THE TWO SHORTLISTED RESPONDENTS PARTICIPATED IN IN-PERSON INTERVIEWS ON MAY 30TH.
THE COMMITTEE UNANIMOUSLY RECOMMENDS MOVING FORWARD WITH YARD AND COMPANY.
THEY SHOWED A STRONG UNDERSTANDING OF PLACEMAKING WITH SEVERAL EXAMPLES THROUGHOUT THE COUNTRY OF PLANS THEY'VE DEVELOPED TO PROVIDE TO COMMUNITIES TO ACTIVATE A SPACE.
THEY DISPLAYED A PASSION FOR LEVERAGING EVENTS TO CREATE COMMUNITY AND DEMONSTRATED AND UNDERSTANDING OF THE PROJECT SCOPE.
AND I'D LIKE TO THANK COUNCIL MEMBER CRAM FOR SERVING ON THAT, UM, EVALUATION TEAM.
THE PROPOSED COST OF THE ROADMAP IS $50,000 DUE TO THE TIMING OF COUNCIL'S DIRECTION TO ISSUE THAT RFP THE PROJECT WAS NOT BUDGETED IN 2024.
UM, HOTEL MOTEL FUNDS WOULD AGAIN BE UTILIZED FOR THAT EFFORT.
AND ONCE AGAIN, SIMILAR TO THE HOLIDAY MARKET, I'M PROPOSING, UM, OR PLANNING TO INCLUDE THIS AS AN AGENDA ITEM FOR YOUR JUNE 17TH COUNCIL MEETING TO PROVIDE A MORE COMPREHENSIVE UPDATE ON THAT EVALUATION AND SELECTION PROCESS AS WELL AS THE RECOMMENDATION.

UM, POTENTIAL EVENTS INCLUDE A SATURDAY MOVIE IN THE PARK WITH A LATE AFTERNOON SHOWING FOLLOWED BY AN EARLY EVENING SHOWING IN JULY, WHICH IS PARKS AND RECREATION MONTH.
WE PLAN TO OFFER FREE EXERCISE CLASSES ON WEDNESDAY EVENINGS.
AND ANOTHER CONCEPT IS A BIG GAME NIGHT IN THE PLAZA ON THURSDAYS.
AND THAT CONCEPT COULD INVOLVE SUPER GAMES, BRINGING LARGE FORMAT GAMES SUCH AS CHECKERS, THE MATCH GAME, BATTLESHIP, AND THEN THOSE COULD ROTATE.
