IN SUCH CASES, CITY COUNCIL RECEIVES A RECOMMENDATION FROM THE COMMISSION.

IN OTHER CASES, THE COMMISSION HAS THE FINAL DECISION MAKING RESPONSIBILITY, THE RULES AND REGULATIONS OF THE PLANNING AND ZONING COMMISSION.

UH, THIS IS A CASE REVIEW, REVIEW AND REQUEST FOR REVIEW AND RECOMMENDATION TO CITY COUNCIL OF APPROVAL OF THE COMMUNITY PLAN, A VITAL POLICY DOCUMENT THAT GUIDES DEVELOPMENT, GROWTH AND INFRASTRUCTURE EXPANSION BASED ON THE CITY'S STRATEGIC OBJECTIVES AND THE COMMUNITY SHARED VISION FOR THE FUTURE OF DUBLIN.

THE PLAN WILL PROVIDE POLICY DIRECTION FOR THE NEXT TWO DECADES, INCLUDING THE LAND USE AND DEVELOPMENT, HOUSING AND NEIGHBORHOODS, COMMUNITY, FACILITIES AND SERVICES, UTILITY AND INFRASTRUCTURE, NATURAL RESOURCES AND ENVIRONMENT, FISCAL HEALTH, TRANSPORTATION AND MOBILITY, SPECIAL AREA PLANS AND IMPLEMENTATION STRATEGIES.

NOW, UH, I BELIEVE WE CAN ALL UNDERSTAND WHY THIS IS OUR AGENDA ITEM FOR THIS EVENING.

SO AT THIS TIME, UH, MS. ROUSH, I WILL TURN THE TIME OVER TO YOU.

SO, AS YOU MENTIONED, THIS IS, UM, OUR ENVISION DUBLIN COMMUNITY PLAN.

UM, IT'S BEEN AN 18 MONTH PROCESS, UM, TO GET HERE, LED BY OUR STEERING COMMITTEE, AND WE'LL TALK THROUGH THAT A LITTLE BIT HERE IN A SECOND.

UM, BUT YEAH, HOPING TONIGHT TO GET YOUR FEEDBACK.

UM, AND YOUR, IF YOU'RE COMFORTABLE, UM, MAKING A RECOMMENDATION TO CITY COUNCIL IS OUR GOAL, UM, FOR THE EVENING.

BUT DEFINITELY WANNA HEAR FROM YOU ALL.

SO IT'S A LOT OF CONTENT, A LOT OF TEXT, A LOT OF RECOMMENDATIONS, A LOT OF GRAPHICS, A LOT OF MAPS, A LOT OF INFOGRAPHICS.

A LOT OF PHOTOGRAPHS, A LOT OF VISUALIZATIONS.

UH, SO THE PURPOSE OF THIS EVENING'S, UH, PUBLIC HEARING AT THIS POINT, UH, IS NOT TO PRESENT THE ENTIRE THING IN DETAIL.

'CAUSE WE'D BE HERE TILL NEXT THURSDAY.

UM, BUT TO PROVIDE AN INTRODUCTORY OVERVIEW OF THE ENTIRE DOCUMENT, UH, UH, THE PLANNING AND ZONING COMMISSION HAS BEEN INVOLVED ALONG THE WAY WITH PRESENTATIONS AND DISCUSSIONS, UH, UH, GARNERING YOUR INPUT ALONG THE WAY SO THAT STAFF AND THE CONSULTANT TEAM, UH, COULD INCORPORATE YOUR FEEDBACK AS IT WAS DEVELOPED.

UH, SO THAT THE DRAFT GOT HERE THIS EVENING, YOU SHOULD SEE YOUR FINGERPRINTS ON IT.

AND, AND, AND WE WERE ABLE TO INCORPORATE YOUR FEEDBACK ALONG THE WAY.

SO, UH, MY, UH, INITIAL, UH, FORAY INTO THIS, THIS EVENING IS A 20 MINUTE PRESENTATION OR SO TO SORT OF GET IT ON THE RECORD TO PROVIDE AN OVERVIEW AND AN ORIENTATION, UH, TO THE PLANNING AND ZONING COMMISSION AND EVERYBODY IN THE AUDIENCE.

UM, THAT SAID, UH, WHEN WE GET TO THE QUESTIONS AND ANSWERS OR DISCUSSION SECTION, WE CAN, UH, SPEND HOWEVER MUCH TIME IN DETAIL LOOKING AT PARAGRAPHS, PAGES, INDIVIDUAL SENTENCES, WORDING, WHATEVER YOU WOULD LIKE.

BUT THE FIRST THING I WANNA DO IS SORT OF, UH, GET IT OUT THERE AND, AND PROVIDE, UH, A HIGHLIGHT OF WHAT THE DOCUMENT IS.

COMPREHENSIVE PLANNING PROCESS, OR ANY PLANNING PROCESS IS THREE THINGS.

DETERMINING WHERE YOU ARE TO START, WHERE IT IS YOU WANT TO GO, AND WHAT YOU HAVE TO DO TO GET THERE.

IT'S THOSE THREE COMPONENTS.

UH, ESSENTIALLY THAT CORE STRUCTURE HAS BEEN, UH, UNDERTAKEN OVER THE LAST 18 MONTHS BY LOOKING AT THESE DIFFERENT STEPS, PROJECT INITIATION AND ASSESSMENT OF EXISTING CONDITIONS, UH, VISIONING AND GOAL SETTING, UH, UH, ESTABLISHING AND LOOKING AND EXAMINING DIFFERENT LAND USES AND GROWTH SCENARIOS, UH, DEVELOPING SPECIAL AREA PLANS.

AND JENNY WILL GO THROUGH THAT WHEN I GET DONE.

GOING THROUGH THE OVERVIEW, UH, OUR PRELIMINARY FRAMEWORK PLANS, WHICH COVER TRANSPORTATION, UTILITIES, THE ENVIRONMENT, LAND USE ENERGY, SEVERAL DIFFERENT THINGS.

UH, AND THEN THE DRAFT AND FINAL PLAN DOCUMENT, WHICH IS WHERE WE ARE THIS EVENING.

UH, AGAIN, AS YOU CAN SEE UP THERE ON THE TIMELINE, IT'S, IT'S BEEN ABOUT AN 18 MONTH PROCESS, WHICH IS TYPICAL, UH, FOR COMMUNITY PLANS.

A COMMUNITY PLAN, AS STATED, IS A CRUCIAL DOCUMENT FOR THE CITY.

IT'S NOT REGULATORY, IT IS NOT ZONING.

IT DOESN'T DICTATE WHAT YOU CAN DO WITH YOUR PROPERTY, BUT IT IS A FOUNDATION FOR DECISION MAKING.

IT IS A POLICY DOCUMENT.

UH, IT GIVES YOU THE FOOTING BY WHICH THE CITY CAN GO ABOUT AND EVALUATE DEVELOPMENT PROPOSALS, UH, UM, UH, LENDS CREDENCE TO APPROVAL OR DENIAL RECOMMENDATIONS, UH, IS A FOUNDATION WITH WHICH TO GO ABOUT.

LOOKING AT YOUR REGULATIONS, YOUR PROCESSES, TO SEE IF THEY NEED TO BE RECALIBRATED, UH, TO BETTER FIT YOUR VISION.

UH, IT IS A MEANS BY WHICH YOU HAVE THE FOOTING TO GO AFTER DIFFERENT GRANT OR FUNDING AT THE LOCAL, STATE, FEDERAL LEVELS, DEPENDING ON THE INITIATIVE YOU'RE TRYING TO PURSUE.

UH, IT ALLOWS YOU TO COORDINATE WITH REGIONAL, STATE, AND OTHER LOCAL JURISDICTIONS IN PLANNING AND CAPITAL IMPROVEMENT EFFORTS.

AND IT ALLOWS YOU TO BEGIN TO, UM, COORDINATE BETTER, UH, BUDGETING, CAPITAL IMPROVEMENT, AND OTHER EFFORTS AND INITIATIVES OF THE CITY.

IT DOES ALL OF THOSE.

UH, IT INCLUDED A VERY RIGOROUS PUBLIC ENGAGEMENT PROCESS, UH, WORKING VERY CLOSELY WITH THE STEERING COMMITTEE, UH, INCLUDING PUBLIC OFFICIALS.

UH, THE DRAFT REPRESENTS WHAT WE HEARD.

UH, THIS WASN'T SPAWNED OUT OF ANECDOTAL CONVERSATIONS BETWEEN STAFF AND THE CONSULTANT TEAM, OR WHAT MIGHT HAVE WORKED IN SOME OTHER COMMUNITY THAT WE WORKED IN ACROSS THE COUNTRY.

UH, BUT THE FOUNDATION FOR STARTING AND DEVELOPING THE CONTENT FOR THIS PLAN WAS BASED OFF OF COMMUNITY FEEDBACK.

AND IT HAS BEEN FROM THE BEGINNING.

UH, AT THE END OF THE DAY, UH, THIS IS NOT A HOUSE LEVINE PLAN.

IT'S NOT A CITY STAFF PLAN.

IT'S NOT EVEN A, UH, PLANNING AND ZONING COMMISSION PLAN OR A CITY COUNCIL PLAN.

IT HAS TO BE A PLAN THAT REFLECTS THE INPUT FROM THE ENTIRE COMMUNITY.

UH, AND IT'S THROUGH THAT SORT OF APPROACH OF COMMUNITY STEWARDSHIP THAT'S GONNA GIVE THIS VIABLE LEGS OVER THE NEXT DECADE OR SO.

AND IF IT DOESN'T HAVE THAT TOUCH, UH, AND REFLECTION OF WHAT WE HEARD FROM THE COMMUNITY, UH, IT'S JUST NOT GONNA HAVE THE LEGS IT NEEDS.

UH, AND SO WE ARE VERY DILIGENT ABOUT MAKING SURE WE INCORPORATED WHAT WE HEARD.

UH, IT REPRESENTS THE CORE OF THE COMMUNITY, INCLUDING WHAT WE, HOW, WHERE WE LIVE, UH, HOW WE WORK, AND INTER HOW WE INTERACT WITH EACH OTHERS.

UH, AND THE PLANNING AND ZONING COMMISSION IS A VITAL USER OF THIS DOCUMENT.

UH, AGAIN, YOU MAY BE ONE OF THE MOST PROLIFIC USERS OF THIS

DOCUMENT.

UM, YOU STAFF AND CITY COUNCIL, UH, AS DEVELOPMENT CONSIDERATIONS ARE PUT FORTH, UM, THIS PLAN SHOULD HELP YOU MAKE INFORMED DECISIONS.

AND WE DON'T GET TO MAKE NOBODY IN THE US REALLY BROAD, SWEEPING, DRACONIAN SORTS OF, UM, UH, DEVELOPMENTS OR IMPROVEMENTS.

WE SORT OF GET A SHOT AT THINGS INCREMENTALLY OVER TIME AS DEVELOPMENTS ARE PROPOSED.

AND IT IS BEING CONSISTENT TO A VISION OVER TIME, AS APPLIED TO INCREMENTAL DECISIONS THAT A DECADE GOES BY, AND YOU REALLY MOVE THE NEEDLE.

IF YOU'RE NOT GUIDED BY A VISION AS INCREMENTAL STEPS COME ON BOARD, THE COLLECTIVE IMPACT OVER TIME ISN'T WHAT IT SHOULD BE.

AND, AND THE PLAN HELPS EVERYBODY STAY ON TRACK.

PRIVATE SECTOR, PUBLIC SECTOR, NOT-FOR-PROFIT SECTOR, STAFF, OFFICIALS, EVERYBODY.

SO IT'S VERY IMPORTANT IN THAT REGARD.

UH, UH, AGAIN, PUBLIC ENGAGEMENT.

WE DID A LOT OF IT.

STAFF DID A LOT OF IT, WHETHER IT WAS, UH, ONLINE ENGAGEMENT, ONLINE MAPPING, ONLINE SURVEYS, UH, LOCAL EVENTS, FESTIVALS, POINTS OF CONTACT AT EXISTING, UH, THINGS THAT WERE BEING DONE IN THE COMMUNITY, SORT OF THAT IMMERSIVE OR POINT OF CONTACT, ENGAGEMENT, OPEN HOUSES, WORKSHOPS.

UH, WE HELD, UH, I THINK NINE DIFFERENT STEERING COMMITTEE MEETINGS OVER THE LAST 18 MONTHS.

A LOT OF WORK UPDATE WORKING SESSIONS WITH CITY COUNCIL PLANNING COMMISSION, UM, UH, STEERING COMMITTEE, UH, SEVERAL DIFFERENT POINTS OF CONTACT FOR RESIDENTS, BUSINESS COMMUNITY, AND OTHER STAKEHOLDERS.

SO WE ENDEAVORED TO CAST A WIDE NET.

UH, WE TRIED VERY DILIGENTLY TO MAKE SURE ANYBODY WHO WANTED TO PARTICIPATE HAD THE OPPORTUNITY TO DO SO.

WE MADE SURE THAT WHEN WE HEARD PEOPLE, WE RECORDED WHAT PEOPLE SAID OR TOOK NOTE OF IT, UH, AND PROVIDED SUMMARIES OF DIFFERENT ENGAGEMENT EVENTS.

SO IF SOMEONE WAS ABLE TO BE AT AN EVENT AND PARTICIPATE, THEY COULD CHECK BACK THE NEXT WEEK AND SAY, I LOOKED AT THE SUMMARY.

THIS ACCURATELY CAPTURED WHAT WE TALKED ABOUT.

I WAS THERE.

UH, AND FOR PEOPLE WHO WERE NOT ABLE TO ATTEND, THEY COULD JUMP ON THE ONLINE PORTAL, LOOK AT IT AND SAY, I WAS NOT LAST WEEK'S MEETING, I WANT TO SEE WHAT WAS SAID.

AND THEY CAN LOOK AND SEE THAT SUMMARY.

SO WE REALLY ENDEAVORED TO BE, AGAIN, UH, RESPONSIVE TO AND REFLECTIVE OF THE VOICES THAT WE HEARD, AND TRY TO CREATE AS MANY OPPORTUNITIES AS POSSIBLE FOR PEOPLE TO PARTICIPATE.

IT WAS VERY IMPORTANT.

UH, STEERING COMMITTEE WAS CRUCIAL AND SUCH A, A REALLY GUIDING FORCE OR A SOUNDING BOARD THROUGHOUT THIS, UH, PROJECT.

UH, WE HAD MEMBERS, UH, A COUPLE OF, UH, ELECTED OFFICIALS.

WE HAD A COUPLE MEMBERS FROM THIS BODY, UH, THE PLANNING AND ZONING COMMISSION.

WE HAD REPRESENTATIVE FROM THE SCHOOL DISTRICTS.

WE HAD LOCAL BUSINESS LEADERS.

WE HAD RESIDENTS AT LARGE.

WE HAD PEOPLE FROM DIFFERENT ORGANIZATIONS AND PERSPECTIVES, DIFFERENT STAKEHOLDER GROUPS.

THE IDEA WAS YOU CAN'T GET AN ENTIRE CITY POPULATION IN A ROOM, UH, UH, NINE TIMES OVER THE COURSE OF A YEAR AND A HALF TO TALK ABOUT EVERYTHING, RIGHT? YOU WANNA GET AS MUCH PARTICIPATION AS POSSIBLE.

BUT THE STEERING COMMITTEE WITH THIS DIVERSE OF A PERSPECTIVE, UH, AND INSIGHT, UM, ALLOWED US TO HAVE A GREAT SOUNDING BOARD.

THIS IS WHERE WE ROLLED UP OUR SLEEVES.

WE TALKED ABOUT THINGS A MONTH LATER, WE TALKED ABOUT IT AGAIN, THIS IS WHERE WE THREW STUFF ON THE WALL.

WE CHEWED ON IT.

WE LOOKED AT THE NUMBERS.

WE RAN ANALYSIS.

WE SAID, IS THIS A GOOD IDEA? ARE WE ON TRACK? ARE WE NOT ON TRACK? UH, THE STEERING COMMITTEE MEMBERS WERE VERY ACTIVE, VERY ENGAGED AND PREPARED.

WHENEVER WE MET, THEY TOLD US WHAT THEY LIKED, WHAT THEY DIDN'T LIKE, WHAT THEY WANTED TO SEE MORE RESEARCH GIVEN TO.

AND OVER THE COURSE OF THIS CADENCE BACK AND FORTH WITH THIS GROUP, UH, BEING A TRUE WORKING GROUP, WE WERE ABLE TO HELP, UH, DEVELOP, UH, THE COMMUNITY PLAN DRAFT THAT YOU SEE BEFORE YOU THIS EVENING.

SO AGAIN, WE MET NINE TIMES, UM, AND HAD HOURS AND HOURS AND HOURS LONG DISCUSSION.

IT WOULDN'T BE UNCOMMON FOR THIS GROUP TO HAVE A THREE HOUR WORKING SESSION, AND THEN A MONTH LATER HAVE ANOTHER THREE HOUR WORKING SESSION TO REALLY DELVE DEEPLY INTO THE WEEDS ON EVERY ASPECT OF THIS PLAN.

SO, UH, HATS OFF TO THE STEERING COMMITTEE.

THEY DID A YEOMAN'S JOB ON THIS PROCESS.

UH, OVERALL COLLABORATION, UH, INCLUDED TRANSPORTATION, MOBILITY, UTILITY AND INFRASTRUCTURE PARKS, AND OPEN SPACE AND COMMUNITY FACILITIES, EVEN THOUGH THOUGHT OF AS A LAND USE OR A PLANNING DOCUMENT, UH, PLANNING DOVETAILS AND TENTACLES INTO EVERY ASPECT OF WHAT THE CITY DOES.

AND EVERY OTHER DEPARTMENT.

YOU'RE NOT LOOKING AT LAND USE AND DEVELOPMENT.

UH, WHEN YOU SEE LIKE EIGHT OR 10 TABLES FILLED WITH PEOPLE FROM ALL OVER THE COMMUNITY SCHOOL, UM, CITY COUNCIL BUSINESSES, CHAMBERS AND SO FORTH, THAT THAT'S, THAT'S VERY INCREDIBLE THERE TOO.

AND THEN, UH, RECENTLY I THOUGHT I'D MENTIONED THIS BECAUSE, YOU KNOW, IT'S ON EVERYBODY'S MIND AND SO FORTH, BUT, UM, RECENTLY THE COMMUNITY HEALTH, UM, UH, NEEDS ASSESSMENT REPORTED TO CITY COUNCIL.

AND ONE OF THE THINGS THAT WERE BROUGHT UP WAS THAT THREE OUT OF FOUR RESIDENTS REPORTED FEELING NOT CONNECTED WITHIN THEIR, UM, HOMES WHERE THEY LIVE IN THEIR NEIGHBORHOODS AND MAYBE THEY DON'T KNOW THEIR NEIGHBOR'S NAMES AND OR THEY DON'T, UM, THEY DON'T SEE THEM IN THE WINTER 'CAUSE THEY'RE GOING IN AND OUTTA THEIR GARAGES.

MAYBE THEY DON'T FEEL COMFORTABLE ASKING THEM FOR SUGAR.

BUT, UM, I REALLY THINK THAT THIS PLAN IS GOING TO BE SOMETHING THAT'S GOING TO BE BRINGING PEOPLE TOGETHER IN A LOT OF DIFFERENT WAYS.

IT'S LIKE HOW YOU PLACE THE HOUSING.

UM, AND ALSO JUST THE, UM, THE DIFFERENT VARIETY OF HOUSING THAT WE'RE GOING TO SEE, WHICH WE HAVEN'T SEEN BEFORE.

AND ALL THE ACTIVITIES IN GREEN SPACES.

PEOPLE THINKING AHEAD OF THAT.

UM, MOBILITY AGAIN IS GOING TO HELP A LOT WITH THAT.

AND TRANSPORTATION, JUST MOVING THE PEDESTRIANS UP AND THINK THINKING ABOUT CARS AND MOVING THEM A A BIT DOWN, BUT ALSO KNOWING THAT THAT'S NOT AN EASY TRANSITION.

AND YOU GOTTA THINK ABOUT THE SAFETY OF THAT TOO.

AND THAT IS IN HERE ABOUT THAT IS, IS HAVING BARRIERS BETWEEN OUR, UM, UH, BIKE RIDERS AND CARS.

AND UH, AND AGAIN, YOU KNOW, WHEN, WHEN WE WANNA MAKE ROUNDABOUTS SO IMPORTANT, WE NEED TO, UM, EDUCATE OUR, OUR COMMUNITY THAT LOOKING OUT FOR, FOR BIKERS AND WALKERS AT THE SAME, IT'S THE SAME PLACE THERE TOO.

SO AGAIN, I WAS IN INCREDIBLY, UM, TAKEN BACK BY ALL THE WORK THAT WAS DONE.
