AND WHEREAS PRIDE MONTH IS A WAY TO EMBRACE LIVING AUTHENTIC LIVES, RECOGNIZE THE WORK DONE IN THE PAST TO MOVE FORWARD, TO MOVE TOWARD EQUALITY AND REFLECT ON THE WORK YET TO BE DONE.

AND WHEREAS DUBLIN IS A COMMUNITY THAT VALUES DIVERSITY, EQUITY, AND INCLUSION FOR ALL, AND HAS A HISTORY OF SUPPORTING THE LBT LGBTQ PLUS COMMUNITY.

AND WHEREAS THE HUMAN RIGHTS CAMPAIGN HAS AWARDED DUBLIN A 100% SCORE TWO YEARS IN A ROW, THANK YOU, UH, ON THE MUNICIPALITY INDEX SCORE.

AND WHEREAS THE CITY IS COMMITTED TO PROTECTING THE SAFETY AND PHYSICAL AND MENTAL WELLBEING OF OUR LGBTQ PLUS CITIZENS.

AND WHEREAS DUBLIN IS PROUD OF THE ONGOING EFFORTS WITH OUR LGBTQ PLUS LIAISON PROGRAM THAT HELPS CONNECT RESIDENTS WITH CITY EMPLOYEES IN THE LGBTQ PLUS COMMUNITY TO FIND APPROPRIATE RESOURCES AND COUNCIL.

AND WHEREAS THANKS TO RAINBOW DUBLIN CITIZENS NOW HAVE AN ORGANIZATION DEDICATED TO CREATING COMMUNITY, PROVIDING SUPPORT, AND SHARING LGBTQ PLUS RESOURCES.

I'M, UH, THE MANAGER OF THE DISTRIBUTION ENGINEERING SECTION, UH, FOR THE DIVISION OF WATER AT THE CITY OF COLUMBUS.

UM, WE'RE HERE TONIGHT TO TALK ABOUT OUR PROJECT, UM, YOU PROBABLY ALREADY KNOW, BUT WE HAVE PURCHASED PROPERTY UP AT HOME ROAD IN DUBLIN ROAD IN DELAWARE COUNTY, AND THAT WILL BE OUR SITE FOR OUR FOURTH PLANT, AND IT'S GONNA HAVE A FANCY NAME CALLED THE HOME ROAD PLANT.

SO, UM, BUT MY JOB IS TO GET THE WATER FROM THAT PLANT INTO OUR DISTRIBUTION SYSTEM.

AND, UH, WE'VE HIRED MATT CASEY WITH MS AND HIS TEAM OF, UH, PROBABLY ABOUT 16 OTHER CONSULTING FIRMS TO, UH, EVALUATE SEVERAL DIFFERENT, UH, ALIGNMENT OPTIONS.

AND, UH, WE'VE WORKED WITH MEGAN AND HER STAFF, PAUL HAMMERSMITH.

UH, THEY'VE BEEN PROVIDING US VALUABLE INFORMATION TO HELP

US MAKE SOME HUGE DECISIONS.

UH, THIS ISN'T A SMALL PROJECT.

UM, IN FACT, IT'S THE LARGEST PROJECT THAT DISTRIBUTION ENGINEERING HAS EVER DONE AT THE CITY.

SO IT'S A, A LARGE PROJECT THAT'S GONNA PROVIDE WATER TO CENTRAL OHIO FOR MANY, MANY YEARS.

AND, UH, IT'S GONNA PROVIDE CLEAN, SAFE DRINKING WATER, UH, WHICH WILL ALLOW NOT ONLY COLUMBUS, BUT DUBLIN AND ALL THE SURROUNDING COMMUNITIES TO GROW.

AND, UH, THAT'S OUR OBJECTIVE.

UH, YOU KNOW, BEING, UH, MORSEY, UH, MEMBERS, UH, YOU KNOW HOW MUCH WE'RE GROWING, YOU KNOW HOW MUCH YOUR CITY'S GROWING.

AND, UH, WITH THAT GROWTH, UH, WE NEED TO PROVIDE GOOD CLEAN DRINKING WATER.

SO, AN OVERVIEW.

WHY DO WE NEED A NEW WATER PLANT AND THE TRANSMISSION MAINS? HOW DO THESE PROJECTS FIT INTO THE SYSTEM? CITY OF COLUMBUS SYSTEM, GOALS FOR THE TRANSMISSION MAIN EVALUATION PROCESS, UH, OUR CORRIDOR RECOMMENDATIONS, UH, THE SCHEDULE, AND THEN THE NEXT STEPS.

THAT'S WHAT I WANT TO DISCUSS TONIGHT.

SO WHY ARE WE BUILDING A WATER PLANT? LIKE TIM SAID, WE GOT A LOT OF GROWTH IN CENTRAL OHIO, UM, AND WE NEED TO SERVE 'EM WITH CLEAN WATER.

UH, THIS WHOLE PROJECT, THE PLANT AND THE TRANSMISSION MAIN GOES ALL THE WAY BACK TO THE LATE 19 98, 19 99 WHEN THERE WERE SOME REPORTS DONE.

AND THEN EVERY 10 YEARS OR SO, THE MASTER PLANS WOULD BE UPDATED WITH THIS INFORMATION.

UH, AND WITH THE GROWTH OF THE AREA, IT GOT ACCELERATED TO WHERE WE ARE TODAY.

UH, THE THREE EXISTING PLANTS THAT COLUMBUS HAS, HAVE AN AVERAGE OF 145 MILLION GALLONS A DAY.

SO HOW DO THESE PROJECTS FIT INTO THE SYSTEM? JUST TO KIND OF GIVE YOU A SCALE, UM, WHAT YOU'RE SEEING ON THE SCREEN IS THE CITY OF COLUMBUS, THE BOUNDARY FOR THEIR DISTRIBUTION SYSTEM.

UM, THE LOWER RIGHT BUBBLED SQUARE IS WHERE HAP CREME PLANT IS.

AND THEN THE NEW PLANT, THE HOME ROAD WATER PLANT IS THE TOP SQUARE.

AND THEN WE'RE CONNECTING FROM THAT SQUARE DOWN TO THE YELLOW DOT, UH, IN THE MIDDLE OF THE SCREEN.

KIND OF GIVES YOU AN IDEA HOW BIG THIS PROJECT IS.

SO THE GOALS OF THIS TRANSMISSION MAIN IS TO SELECT, UH, MOST TECHNICAL, FEASIBLE, RELIABLE, RESILIENT, CONSTRUCTABLE ROUTE.

UH, WE WANT TO COLLABORATE WITH STAKEHOLDERS.

WE KNOW THERE'S A LOT OF STAKEHOLDERS IN THE AREA.

UH, WE WANT TO BE TRANSPARENT WITH THE PUBLIC, DEMONSTRATE HOW WE SELECTED THE RECOMMENDED CORRIDORS, COMMUNICATE WHAT WE'RE DOING.

THIS IS PART OF IT.

AND MINIMIZE DISRUPTIONS TO THE EXTENT POSSIBLE WITH CONSTRUCTIONS.

YOU'RE GONNA HAVE DISRUPTIONS, BUT WE WANT TO TRY TO MINIMIZE THAT.

SO OUR PROJECT SCOPE, UM, THERE'S A MAP THAT THERE'S SPAGHETTI LOOKS LIKE A MAP OF SPAGHETTI IF YOU ASK ME.

UH, WE LOOKED AT 14 DIFFERENT ALIGNMENTS, BUT THE PLANT IS UP TOWARDS THE TOP.

AND THAT CONNECTION POINT IS DOWN TOWARDS THE BOTTOM.

AND THE, UH, TASK GIVEN TO US BY CITY OF COLUMBUS WAS WE HAVE TO HAVE ONE MAIN FROM THE PLANT TO THE CONNECTION POINT.

BY THE END OF 2028, UH, THE WATER PLANT WILL BE PARTIALLY ONLINE BY THEN.

AND SO WE NEED TO EVALUATE 14 DIFFERENT CORRIDORS.

THERE'S SEVEN NORTH AND SOUTH CORRIDORS.

THERE'S FOUR EAST AND WEST CORRIDORS, AND THERE'S THREE RIVER CROSSINGS.

SO I WANNA TELL YOU HOW WE CAME TO OUR RECOMMENDATION.

SO OUR EVALUATION PROCESS, WE FLEW THE WHOLE AREA, UM, HAD AERIAL MAPPING.

WE CALLED IN EVERY ONE OF THOSE ALIGNMENTS.

WE CALLED IN, OOPS, YOU KNOW, BEFORE YOU DIG, CALLED, OOPS.

EVEN THOUGH WE WEREN'T DIGGING, THEY'LL SEND US PLANS.

UH, WE PUT THOSE PLANS TOGETHER WITH THE AERIAL MAPPING, PREPARE PRELIMINARY BASE MAPPING.

UH, WE PREPARED EVALUATION GUIDELINES.

WE PUT IN AN ALIGNMENT SO THAT WE COULD COMPARE THOSE CORRIDORS.

WE HAD OVER A HUNDRED MILES OF ALIGNMENT.

WE VISITED THE SITES.

WE DID A PAIRWISE COMPARISON.

WE DID RISK ANALYSIS AND COST ESTIMATES TO COME UP WITH OUR RECOMMENDED ALIGNMENTS.

UM, LIKE I SAID, A HUNDRED MILES, THIS IS JUST ONE ALIGNMENT.

UH, EACH ONE OF THOSE BOXES WITH THE NUMBERS REPRESENTS A SHEET.

SO IT'S LIKE A 0.4 BY 36 SHEET, UH, DRAWING.

IT'S GOT 800 FEET ON IT.

UH, AND WE DID THAT FOR EVERY ALIGNMENT.

UM, ZOOMING IN ON ONE OF THOSE ALIGNMENTS, UH, YOU CAN SEE THE AERIAL, YOU CAN SEE THE RIGHT OF WAY.

THE PROPERTY LINES, THE LANDOWNERS, THE STREET NAMES, UTILITIES.

WE CALLED OUT TRENCHLESS START STOPS, UM, WHERE THE UTILITY CONFLICTS WERE.

WE IDENTIFIED ENVIRONMENTAL AREAS AND TRIED TO PUT OUR ALIGNMENT SO THAT WE COULD COMPARE CORRIDORS.

WE DID THAT FOR EVERY ONE OF THE ALIGNMENTS.

A PAIRWISE COMPARISON.

WE SAT DOWN WITH CITY OF COLUMBUS AND SAID, WHAT ARE YOUR DESIGN CRITERIA? WHAT ARE YOUR IMPORTANT DESIGN CRITERIA? THOSE WERE THE EASEMENTS.

TRAFFIC IMPACTS, ENVIRONMENTAL IMPACTS, BUSINESS IMPACTS, AND ACCESSIBILITY.

SO THE PAIRWISE COMPARISON ESSENTIALLY COMPARES IT AGAINST EACH OTHER.

WE HAVE A PRIORITY SCALE.

UH, YOU HAVE A, YOU, YOU, YOU RANK ALL OF THOSE FOR EVERY ONE OF THE ALIGNMENTS.

UM, YOU HAVE A GEOMETRIC MEAN A NORMALIZED WEIGHT, AND YOU RANK EACH ONE OF THE ALIGNMENTS.

IT KIND OF TAKES THE BIAS OUT OF ALL OF YOUR COMPARISON.

WE DID A RISK ANALYSIS, AND JUST HIGH LEVEL, WE IDENTIFIED OVER 50 DIFFERENT RISKS.

WHAT'S THE LIKELIHOOD OF A RISK HAPPENING? WHAT'S THE CONSEQUENCE? UH, WE GOT A SCALE WITH THE COST AND TIME ASSOCIATED WITH IT.

AND THIS SLIDE HERE JUST SHOWS YOU A RISK REGISTER.

IT'S JUST ONE RISK.

UM, BUT WE SCORE EVERY RISK.

AND THEN WE LOOKED AT EVERY SINGLE ALIGNMENT AND SCORED SCORED IT BASED ON RISK COST ESTIMATES.

THIS IS JUST A GLIMPSE OF A COST ESTIMATE DID FOR EVERY SINGLE ALIGNMENT, SHOWING THE PIPES, THE VALVES, TRENCH UNDER PAVEMENT, TRENCH OUTSIDE A PAVEMENT, UM, SHOWING YOU EVERY SINGLE ALIGNMENT AT THIS LEVEL OF DETAIL ON THE COST ESTIMATES.

SO ALIGNMENT, A, UH, THAT'S HIGHLIGHTED.

EVERYTHING ELSE IS KIND OF, UM, SHADED, BUT IT WASN'T SELECTED.

SOME OF THE MAIN REASONS THAT ALIGNMENT A, WHICH IS GOING RIGHT DOWN THROUGH SHAWNEE HILLS, RIGHT DOWN THROUGH HISTORIC DUBLIN, WHY IT WASN'T SELECTED.

IT'S A NARROW CORRIDOR.

THERE'S NUMEROUS UTILITIES IN HISTORIC DUBLIN.

THERE'S ENVIRONMENTAL CONCERNS ALONG THAT ROUTE WITH POTENTIAL THREATENED SPECIES ALONG THE RIVER.

THERE'S, UH, KARST FEATURES WHICH PROVIDE GOOD HABITAT FOR THREATENED AND ENDANGERED SPECIES, WHICH IF YOU ENCOUNTER IT, THEN YOU GOT PERMITTING AND IT JUST EXTENDS THE PROCESS, THE WHOLE PROJECT AND THE DEADLINE.

UM, ARCHEOLOGICAL AND CULT CULTURAL CONCERNS WITH CEMETERIES, STONE WALLS, THERE'S SIGNIFICANT ROAD CLOSURES.

THERE WAS GONNA BE 87 EASEMENTS.

IT WAS THE HIGHEST RANKED, UH, RISK ALIGNMENT.

SO IT WAS THE RISKIEST ALIGNMENT, AND IT WAS ALSO THE HIGHEST RANKED PAIRWISE ALIGNMENT, MEANING BAD.

HOWEVER, IT WAS THE CHEAPEST ALIGNMENT BY $50 MILLION, BUT IT WASN'T, IT WASN'T RECOMMENDED ALIGNMENT.

B, SOME OF THE MAIN REASONS FOR ALIGNMENT B.

AND THAT'S SHOWN IN GREEN.

IT COMES DOWN THROUGH SHAWNEE HILLS AND THEN CROSSES THE RIVER.

UM, AGAIN, SAME ENVIRONMENTAL CONCERNS, SIGNIFICANT ROAD CLOSURES.

THE RIVER CROSSING WAS A VERY RISKY, UM, ENDEAVOR TRYING TO GET ACROSS JUST BECAUSE OF THE TOPOGRAPHY, UM, AND DEEP ACCESS ACCESS SHAFTS AND CLOSE TO THE DAM.

IT WAS THE SECOND HIGHEST RISKIEST ALIGNMENT, AND IT WAS $40 MILLION MORE THAN WHAT WE'RE ARE RECOMMENDING.

SO THAT WAS EASY TO THROW THAT OUT.

ALIGNMENT.

C UH, THE MAIN REASON THIS ONE WASN'T SELECTED WAS EPA PRESSURE REQUIREMENTS.

UH, THE ELEVATIONS ARE SUCH THAT WE CAN'T MEET THE 20 PSI PRESSURE, UM, THAT THE EPA REQUIRES TO MAINTAIN IN ALL MAINS, UH, WITHOUT SOME SIGNIFICANT IMPROVEMENTS THAT THE CITY ELECTED NOT TO DO.

SO THE EAST WEST ALIGNMENTS, WE EVALUATED FOUR.

WE DIDN'T KNOW IF WE WERE GONNA BE GOING ALL THE WAY OVER TO HIGHLAND CROIX OR WHERE WE WERE GOING.

SO THAT WAS THE EXTENT THE, THE FAR WEST SIDE.

UH, WE EVALUATED ALL FOUR, BUT WHEN YOU RECOMMEND THE ALIGNMENT, G UM, THE EAST WEST CORRIDOR THAT STANDS OUT IS THE EMERALD PARKWAY TO CONNECT TO THE I TWO 70 SOUTH ALIGNMENT.

SO YOU PUT IT ALL TOGETHER AND OUR CORRIDOR RECOMMENDATIONS IS ALIGNMENT G AND THEN A PORTION OF ALIGNMENT F THAT GOES DOWN MUIRFIELD DRIVE AND POST ROAD.

THE NORTH SOUTH ALIGNMENTS ARE BOTH 48 INCHES IN DIAMETER.

AND THE COST FOR JUST THE NORTH SOUTH MAINS IS $438 MILLION.

SO OUR, THERE'S TWO MAPS HERE.

UH, A FIRST MAIN IS FIRST, FIRST PHASE KIND OF, AND THEN THE SECOND PHASE OR SECOND MAIN.

ADDITIONALLY, THIS ORDINANCE UPDATES THE DEFINITION OF SMOKING IN THE CITY'S CODIFIED ORDINANCE ORDINANCES TO INCLUDE VAPING SIMILAR TO WHAT'S CURRENTLY BEEN UPDATED IN THE STATE CODE.

UH, JUST BY WAY OF BACKGROUND, IF AT THE NOVEMBER, 2023 GENERAL ELECTION, THE OHIO VOTERS APPROVED STATE ISSUE TWO TO LEGALIZE THE RECREATIONAL USE OF MARIJUANA.

THIS IS IN ADDITION TO, AS YOU MAY RECALL, THE PREVIOUSLY APPROVED MEDICAL USE OF MARIJUANA PASSED BY THE OHIO GENERAL ASSEMBLY IN 2016.

ISSUE TWO TOOK EFFECT DECEMBER 7TH, 2023 AND ESTABLISHED A NEW CHAPTER IN THE OHIO REVISED CODE 37 80.

SPECIFICALLY UNDER CHAPTER 37 80, MARIJUANA MAY BE COMMERCIALLY SOLD AND CULTIVATED IF THE SELLING ENTITY ALREADY HAS A VALID LICENSE TO SELL THE MEDICAL MARIJUANA AS PREVIOUSLY APPROVED AT THE PREVIOUSLY APPROVED LOCATION.

UH, CURRENTLY THERE ARE NO VALID LICENSES WITHIN THE CITY BECAUSE THE CITY COUNCIL PASSED A SIMILAR ORDINANCE, UH, TO THIS ORDINANCE BEFORE YOU TONIGHT.

THE PRIOR ORDINANCE NUMBER WAS 35 17, AND IT PASSED COUNSEL IN JUNE OF 2017.

AGAIN, THIS WAS IN RESPONSE TO OHIO GENERAL ASSEMBLY, DIPPING ITS TOE IN THE WATER AND LEGALIZING MARIJUANA FOR MEDICAL PURPOSES BACK THEN.

UH, THE PRIOR ORDINANCE, UH, PROHIBITS MEDICAL MARIJUANA CULTIVATION, PROCESSING AND DISPENSARIES WITHIN THE CITY PURSUANT TO OUR HOME RULE POWER AND THE OHIO REVISED CODE RELATED TO THE MEDICAL SALE MARIJUANA AS A RESULT OF THIS PREVIOUS BAN.

AS PREVIOUSLY STATED, THERE ARE NO LICENSES THAT HAVE BEEN ISSUED WITHIN THE CITY TO DATE.

SO, FOR EXAMPLE, WE DO A LOT OF TRANSFERS FROM THE GENERAL FUND.

THE GENERAL FUND CAN ESSENTIALLY BE USED FOR ANY PUBLIC PURPOSE.

WE WILL TYPICALLY TRANSFER FUNDING FROM THE GENERAL FUND TO A TAX INCREMENT FINANCING FUND, WHICH IS GENERALLY SPEAKING A FUND THAT'S RESTRICTED TO A CAPITAL IMPROVEMENT FOR A SPECIFIC AREA.

THIS PROJECT, THE SHARED USE PATH, IS 4.23 MILES LONG WITH 10 JURISDICTIONAL CHANGES WITHIN THE PROJECT.

THE TOTAL ESTIMATED PROJECT COST ACROSS ALL JURISDICTIONS IS $14,841,209.

IF THIS PROJECT WERE TO BE CONSTRUCTED SOLELY WITH DUBLIN FUNDS, DUBLIN'S PORTION OF THE PROJECT TOTAL WOULD BE $1,929,360.

DETAILED DESIGN IS NOT AN ELIGIBLE EXPENSE THROUGH ATTRIBUTABLE FUNDING, AND AS A RESULT IS LOCALLY FUNDED, THE MORS E ATTRIBUTABLE FUNDING AWARD IS $10,351,449, COVERING 80% OF THE TOTAL $12,939,311 OF ESTIMATED RIGHT AWAY AND CONSTRUCTION COSTS.

THE LOCAL MATCH OF 20% IS FOR RIGHT AWAY AND CONSTRUCTION ACTIVITIES.

LOCAL AGENCIES WILL CONTRIBUTE FUNDS TO COMPLETE THE DETAILED DESIGN AND THE REMAINING 20% LOCAL MATCH REQUIRED.

BASED ON THE LENGTH OF THE PROJECT WITHIN EACH JURISDICTION, DUBLIN'S TOTAL CONTRIBUTION IS ESTIMATED TO BE APPROXIMATELY $583,669, WHICH IS 30% OF WHAT WOULD BE DUBLIN'S TOTAL PROJECT COST.

AND, UM, A LOT OF 'EM HAVE REPORTED A LOT OF GREAT, UM, EXPERIENCES.

REALLY, UM, RIGHT NOW OUR NUMBER ONE CUP BUYER IS THE, UH, NORTH MARKET.

AND SO THEY'RE REALLY HAVING QUITE A SUCCESS WITH WHAT THEY'VE BEEN DOING OUT OF THE TWO BARS, THE MARKET BAR AND THE, AND THE WINE BAR THERE.

AND, UM, SO WE HAD A REQUEST FROM THE DOWNTOWN DUBLIN STRATEGIC ALLIANCE MEMBERS, BOTH HDBA AND CRAWFORD HOING AND THEIR ESTABLISHMENTS TO LOOK AT OUR HOURS THAT WE'VE BEEN RUNNING.

OUR DORA, WE ARE THE ONLY ONE, IF YOU LOOK AT THIS FIRST CHART IN CENTRAL OHIO THAT IS DOING MORE THAN TWO DIFFERENT TIMEFRAMES.

UM, SO ABOUT HALF THE PEOPLE ARE DOING A CONSISTENT DAILY, UM, TIMEFRAME.

AND THEN SOME OTHER PEOPLE ARE DOING SOME DIFFERENT THINGS ON WEEKDAYS VERSUS WEEKENDS.

UH, ONE OF THE THINGS THAT WE HAVE LEARNED IS WE REALLY HAVEN'T HAD ANY ISSUES WITH OUR DORA.

I THINK THE BIGGEST THING IS THE CONFUSION OF WHEN IS THE DORA AND EVEN SOMEBODY ASKED ME AND I HAVE TO GO LOOK AT, UM, THE WEBSITE 'CAUSE I FORGET WHICH DAY IT IS AND THOSE KIND OF THINGS.

SO VISIT DUBLIN SPECIFICALLY TALKED ABOUT HOW MARKETING IT WOULD BE A LOT EASIER IF THEY HAD ONE CONSISTENT TIMEFRAME.

SO WE'VE HAD A LOT OF GREAT OPPORTUNITY TO SORT OF SOCIALIZE THE PLAN, MAKE SURE WE'RE ACCOUNTING, UM, FOR EVERYONE'S COMMENTS, UM, AS WE'VE MOVED THROUGH THIS PROCESS, UM, TO THIS FINAL ADOPTION OF THE PLAN, WHICH IS REALLY EXCITING AFTER, UM, A YEAR AND A HALF OF HARD WORK ON EVERYONE'S PART.

SO THE CITY, UM, THEN IN 2014 PURCHASED ADDITIONAL PROPERTY, UM, TO THE WEST TOWARDS RIVERSIDE DRIVE.

SO AS WITH ANY AREA PLAN, THIS IS REALLY SHOWING CONCEPTUALLY HOW SOMETHING COULD REDEVELOP.

UM, AND THIS IS RELATED TO THE EXISTING SCHOOL SITE THAT, SO THE SCHOOL WOULD HAVE TO COME FORWARD AND WANT TO PROPOSE DEVELOPMENT, AND WE ARE SHOWING HOW THIS COULD, UM, HOW THIS COULD OCCUR.

SO A LOT OF THE DISCUSSION, UM, PREVIOUSLY AS PART WHEN THE BRIDGE STREET DISTRICT WAS ORIGINALLY DEVELOPED WAS SHOWING ROCK CREST CROSSING THE INDIAN RUN, AND WE HAD A LOT OF DISCUSSION AND PUBLIC COMMENT ABOUT THAT.

AND WE SUBSEQUENTLY THEN MO REMOVED THE CROSSING OVER THE INDIAN RUN, UM, TO HELP MITIGATE THOSE CONCERNS AND MAKE SURE THAT WE ARE PRESERVING THAT CORRIDOR.

UM, WE ARE THOUGH STILL SHOWING INTERNAL CONNECTION FROM ROCKCREST THEN DOWN TO CONNECT TWO MONTEREY DRIVE, UM, WHICH IS A REALLY KEY INTERNAL CONNECTION AND HELPS TO, UM, WARRANT THE LIGHT THAT IS AT ROCK CREST PARKWAY.

SO WE DEFINITELY WANNA KEEP THAT, KEEP THAT INTERNAL MOVEMENT, UM, THERE.

AND AGAIN, WE'RE SHOWING CONCEPTUALLY WHERE THIS COULD, UM, COULD LAY OUT, BUT DEFINITELY NOT CROSSING THE INDIAN RUN.

SO, UM, THE PLAN AS IT'S RECOMMENDED FOR THIS PARTICULAR AREA IS HIGHLIGHTING, UM, MUCH MORE SO THAN WE HAVE IN THE PAST, THE PRESERVATION OF THAT INDIAN RUN CORRIDOR.

UM, AND YOU CAN SEE THE LITTLE SORT OF GREEN CIRCLES, UM, ALL ON THIS PLAN, BUT REALLY THE ONES THAT ARE ADJACENT TO THE INDIAN RUN ARE MAKING SURE THAT WE'RE PRESERVING THAT SETBACK, THAT WE'RE IDENTIFYING THE OPPORTUNITY FOR THIS FUTURE SIGNATURE TRAIL OPPORTUNITY.

UM, SO THAT'S ANOTHER KEY COMPONENT.

WE SEE SOMETHING HAPPENING HERE, WE JUST DON'T KNOW THE ANSWER TO THAT YET, RIGHT? SO WE'RE STUDYING THAT SEPARATELY, WORKING WITH THE CONSULTANT TEAM, UM, TO HELP US IDENTIFY THAT.

MY CONCERN HERE WAS THAT THERE'S A LOT OF DENSITY OF RESIDENTIAL DEVELOPMENT WITHIN THIS AREA.

AND I LOOK BACK ON, UH, 2017 WORK SESSION THAT PREVIOUS COUNCILS DID.

AND I THINK, CHRISTINA, YOU WERE ON IT, AND JOHN, YOU WERE THERE, AND CHRIS, YOU WERE TALKING ABOUT IT TOO.

THERE WAS SOME CONVERSATION ABOUT THE EXTENSION OF ROCK CREST AND THE PRESERVATION OF THE INDIAN RUN EDGE.

AND I'M JUST WONDERING, UM, I UNDERSTAND, AND JENNY EXPLAINED THIS VERY WELL, THAT THIS IS CONCEPTUAL, THAT IT DOES NOT NECESSARILY MEAN THAT THE ROAD WILL BE RIGHT HERE, BUT, BUT I DO WONDER IF WE SHOULDN'T, UM, THINK ABOUT THE, THE VISUAL HERE THAT GIVES THE IMPRESSION THAT THIS IS VERY DENSE AND THAT THE ROAD IS VERY CLOSE TO THE INDIAN RUN RAVINE, UM, OCLC AT SOME POINT, YOU KNOW, WHETHER IT'LL DEVELOP OR NOT, AND WHO KNOWS IF THIS WILL EVER DEVELOP, BUT AS IT WAS MENTIONED BEFORE, UM, WHEN YOU HAVE AN AREA AS SMALL AS THIS, MUCH LIKE RIVERSIDE CROSSING PARK, WHERE WE TRY TO PUT AN AWFUL LOT OF DEVELOPMENT IN ONE AREA, UM, MAYBE THE VISUAL IS PRETTY INTENSE, UH, INTENSE WITH, UM, INFILL INTENSE WITH ROADWAYS AGAINST THE INDIAN RUN RAVINE.

UM, WE HAVE A LOT OF UNKNOWNS HERE, SO I KNOW THIS IS VERY EARLY AND ALL OF THIS COULD CHANGE.

THE SIGNATURE TRAIL HASN'T BEEN DECIDED WHERE IT GOES, HOW MUCH SPACE IT NEEDS.

IT'S VERY DIFFICULT TO LOOK AT THIS AND SAY, IS THAT A HUNDRED FOOT AWAY FROM THE EDGE OF THE RAVINE? IS IT 200 FOOT AWAY? UM, IT RECOMMENDS GREEN SPACES.

AND AS KATHY AND I HAD TALKED EARLIER, KATHY, UM, AND I TALKED, YOU CAN'T REALLY PUT IN A GREEN SPACE IN HERE, BUT ONE OF THE RECOMMENDATIONS, AND IT'S, IT'S WRITTEN IN, IN THE, UH, RECOMMENDATIONS HERE, THAT IT'S NICE TO THINK THAT THE 1919 BUILDING MIGHT, MIGHT HAVE SOME PROGRAMMING SPACES AROUND IT.

UM, I GUESS I'M ONLY BRINGING THIS TO THE ATTENTION OF MAKING SURE THAT WE DON'T LEAVE AN IMPRESSION WITH FUTURE PLANNING AND ZONING AND COUNCILS, THAT THIS KIND OF INTENSITY IS WHAT WE'RE LOOKING FOR AND WHAT WE, I HOPE WHAT WE'RE REALLY LOOKING FOR IS A WONDERFUL OPPORTUNITY TO ENJOY, UM, THE INDIAN RUN RAVINE IN, IN PEACE AND QUIET.

AND THE INFILL HERE IS VERY, UM, APPROPRIATE FOR THE HISTORIC DISTRICT AND NOT SO DENSE AND SO URBAN THAT IT CREATES, UM, SUCH INTENSITY THAT WE LOSE SOME OF THE AMBIANCE IN THE TRANSITIONAL AREA BETWEEN THE HISTORIC DISTRICT AND FARTHER TO THE WEST.

SO, UM, I'M NOT ASKING ANYBODY TO MAKE ANY CHANGES, I'M JUST BRINGING THIS UP AS CONCERNS AND THOUGHTS AS WE GO FORWARD FOR IMPLEMENTATION FOR PLANNING AND ZONING.

UM, AND THEN ON THE OTHER PIECE, I UNDERSTAND THAT THERE IS A NEED FOR COMMERCIAL PROPERTY, UM, ALONG THAT EDGE.

UM, I HAVE A CONCERN ABOUT A SHARED DRIVEWAY THAT, UM, IS SHARED WITH THE PARK, BUT I THINK WHEN IT COMES DOWN THE LINE AS I GIVE THIS A LOT MORE THOUGHT, I WOULD PREFER TO SEE IT ALL AS PARKLAND.

BUT I UNDERSTAND THAT IT IS CLOSE TO BRIDGE PARK.

IT'S PROBABLY A VERY VALUABLE PIECE OF PROPERTY.

AND, UM, ON SECOND CONSIDERATION, EVEN THOUGH THAT WOULD BE MY PREFERENCE, I THINK PLANNING AND ZONING WOULD UNDERSTAND THE SENSITIVITY OF THE INDIAN RUN FALLS HERE.

I HAVEN'T ACTUALLY WALKED BACK THERE TO KNOW WHAT IT LOOKS LIKE, BUT I WOULD SUGGEST THAT IF IT EVER DOES COME TO, UM, A POINT THAT IT NEEDS TO BE DEVELOPED, I THINK THE PLANNING AND ZONING COMMISSION SHOULD WALK BACK THERE AND SEE WHAT IT IS THAT WE'RE TRYING TO PROTECT.

BECAUSE IF YOU DON'T KNOW WHAT IT LOOKS LIKE AND YOU ONLY LOOK AT IT ON PAPER, YOU MIGHT MISS A GREAT OPPORTUNITY TO ACTUALLY UTILIZE THIS AREA.

AND IF ANYBODY KNOWS THIS AREA BETTER THAN I DO, I I'D LIKE TO HEAR WHAT YOUR THOUGHTS ARE ON IT.

I PLAYED IN THIS RAVINE ALMOST EVERY DAY AS A KID.

AND, UH, YOU KNOW, WHEN WE TALKED ABOUT THIS AT LENGTH, UM, IT WAS IDENTIFIED THAT THE RAVINE WAS NOT ON THIS PARCEL THAT THE CITY OWNS.

IT'S ACTUALLY ON THE PARCEL TO THE NORTH.

SO I, THAT IS WHY THESE NO DISTURB, NO BUILD ZONES OF 75 FEET EXISTS IN THIS PLAN BECAUSE YOU'RE GOING TO BE PROBABLY IN EXCESS OF A HUNDRED FEET, 150 FEET MAYBE, OF THE RAVINE ITSELF, WHICH GIVES FAIRLY GOOD PROTECTION, PARTICULARLY IN THAT ITS SLOPES THERE, IT SLOPES NORTH TO SOUTH.

SO IT WILL BE UPSTREAM, IF YOU WILL, UM, FROM THE DEVELOPMENT THAT WOULD HAPPEN ON THIS PARCEL.

SO I, YOU KNOW, THOSE WERE A LOT OF CONVERSATIONS THAT THAT HAPPENED,

AND I THINK THIS IS PROBABLY THE RIGHT PLACE TO LAND.

YOU'VE WALKED IT, YOU'VE WALKED IT, BUT THERE'S A CAVE THERE THAT I THINK AT ONE TIME THEY FOUND A RATTLESNAKE SKIN THAT WAS SIX FOOT LONG.

I THINK YOUR DAD MAY HAVE HAD SOMETHING TO DO WITH THAT.

AND THEY WERE, UH, UH, AMERICAN, UM, INDIAN, UM, THAT WERE SOMEHOW SACRIFICED AND PUT DOWN THERE INTO THAT HOLE.

SO IT'S A REALLY HISTORICALLY INTERESTING PLACE.

SO UNFORTUNATELY IT DIDN'T GET PURCHASED WITH THAT PURCHASE.

UM, SO LET'S HOPE IT'S SOMEHOW PRESERVED BECAUSE WE'LL BE WALKING UP THAT SOMEDAY, BECAUSE IF YOU GO ALL THE WAY DOWN THROUGH THE INDIAN RUN FALLS AND YOU CROSS THE CREEK AND COME UP THE OTHER SIDE, IT MAKES FOR A REALLY INTERESTING HIKE AND IT TAKES YOU OVER TO THE FERRIS RIGHT PARK.

AND WE CAN LOOK AT THE BRIGHT ROAD OR, 'CAUSE IT'S THE EMERALD CORRIDOR, THERE'S AN AREA PLAN FOR THAT.

SO I CAN VERIFY THAT THERE'S, I'M ASSUMING THERE'S A NOTE ABOUT THAT ON THERE.

SO I'LL, I'LL DOUBLE CHECK THAT.

'CAUSE THAT WOULD BE AN EASY ADD TO THAT, TO HELP MAKE SURE THAT THAT POINT CONTINUES TO BE MADE.

AND IF I CALL RECALL CORRECTLY, THE MASTER PLAN FOR FARES, RIGHT? PARK DOES INCLUDE THAT RAVINE.

UM, AND YOU KNOW, WE SEE HOW WELL WE'VE ACTIVATED THE OTHER SIDE OF THE, THE RIVER, AND NOT THAT WE WANNA MAKE THAT AREA, YOU KNOW, SUPER ACTIVE.

WE WE'RE TRYING TO KEEP IT SORT OF PASSIVE, BUT THERE'S CERTAINLY, UH, GREEN SPACE THERE THAT COULD BE USED FOR CEREMONIES OR OTHER THINGS.

AND SO, YOU KNOW, I THINK TO ANSWER MY OWN QUESTION, UM, MOVING THE, THE STREET SOUTH AND PUTTING DEVELOPMENT BETWEEN THE ROADWAY AND THE, THE RAVINE WOULD ACTUALLY ELIMINATE THE, THE ABILITY FOR THE CITY TO ACTIVATE THAT SPACE.

SO I THINK IF YOU WERE TO DO ANYTHING, YOU WOULD JUST MOVE THE STREET A LITTLE BIT FURTHER, BUT THAT'S FOR ANOTHER DISCUSSION.

I THINK IF WE CAN MOVE THE ROADWAY BACK, YOU STILL HAVE OPPORTUNITY IN FILL AND MAYBE IT'S NOT QUITE AS DENSE AS WHAT'S PICTURED HERE.

KAREN IS WITH OUR CONSULTANT ILLUMINATION, WHO WE HAVE BEEN WORKING WITH ON THIS ASSESSMENT.

SO SHE'S HERE TONIGHT, UH, AS WELL TO ANSWER ANY POTENTIAL QUESTIONS THAT YOU MIGHT HAVE.

SO TONIGHT I JUST WANTED TO PROVIDE AN UPDATE ON THE PROJECT, UM, KIND OF WHERE WE'VE BEEN, WHERE WE'RE HEADED, WHAT WE'VE FOUND, AND JUST GIVE YOU AN OVERALL, UM, UPDATE AS TO WHERE WE ARE.

SO UP TO THIS POINT, WE HAVE CONDUCTED, UM, LOTS AND LOTS OF RESEARCH OVER THE LAST YEAR OR SO, AND THAT HAS INCLUDED STAKEHOLDER INTERVIEWS IN THE COMMUNITY.

WE'VE DONE SIX FOCUS GROUPS, FOUR WITH ADULTS, ONE WITH MIDDLE SCHOOL TEENS, ONE WITH HIGH SCHOOL TEENS.

WE HAVE DONE A REPRESENTATIVE SURVEY OF ADULTS WHERE WE GATHERED 512 RESPONSES.

WE'VE ALSO HAD A COMMUNITY POLL THAT WAS OPEN TO ANYBODY TO PROVIDE FEEDBACK.

AND WE GATHERED 295 RESPONSES FROM THAT COMMUNITY POLL.

SO TONIGHT I'M GOING TO PROVIDE AN EXECUTIVE SUMMARY OF WHAT WE HAVE FOUND IN TERMS OF, UM, SOME OF THE, THE TOPICS THAT HAVE RISEN TO THE TOP.

WE ALSO HAVE A FULL DRAFT REPORT AT THIS POINT, UM, WHICH IS OVER A HUNDRED PAGES LONG, WHICH CONSISTS OF A LOT OF THE DATA POINTS THAT, UM, IS AVAILABLE TO LOOK AT AS WELL.

SO WHAT IS DUBLIN DOING? WELL, WE ARE DOING VERY WELL FROM A PHYSICAL HEALTH STANDPOINT.

SO WHEN YOU LOOK AT OUR OBESITY RATE, UM, WE'RE COMPARING SOME OF THESE STATISTICS TO THE HEALTHY PEOPLE, 20, 30 NUMBERS.

UM, AND IN ADDITION TO THE STATE OF OHIO NUMBERS.

SO YOU'LL SEE THAT DUBLIN IS RIGHT AROUND 16% IN TERMS OF OUR OBESITY RATE.

AND THE AVERAGE, UH, RATE IN OHIO RIGHT NOW STANDS AT 38%.

SO WE'RE DOING REALLY WELL FROM THAT STANDPOINT.

WE'RE ALSO DOING

EXTREMELY WELL FROM A CHRONIC ILLNESS STANDPOINT.

SO YOU'LL SEE THAT WE ARE LOWER THAN THE STATE OF OHIO IN EACH AND EVERY CHRONIC ILLNESS THAT YOU SEE SHOWN FROM HIGH BLOOD CHOLESTEROL TO HIGH BLOOD PRESSURE TO DIABETES, ET CETERA.

SO FROM A CHRONIC DISEASE RATE, WE'RE DOING REALLY WELL.

AND TWO POTENTIAL EXPLANATIONS AS TO WHY WE ARE DOING WELL ARE AMPLE OPPORTUNITIES FOR RECREATION AND HIGH LEVELS OF HOUSEHOLD INCOME.

SO WE GATHERED NOT ONLY OUR DATA FROM OUR SURVEYS, BUT WE GATHERED A LOT OF ANECDOTAL ANECDOTAL COMMENTS FROM OUR FOCUS GROUPS AND STAKEHOLDER INTERVIEWS.

UM, AND YOU CAN SEE FROM HERE THAT WE HAD 96% OF RESPONDENTS SAY THAT THEY'VE BEEN PHYSICALLY ACTIVE IN THE LAST 30 DAYS.

SOME OF THE COMMENTS WERE TALKING ABOUT THE HIGH NUMBER OF PARKS THAT WE HAVE, THE INFRASTRUCTURE THAT WE HAVE, THE SHARED USE PASS, AND ALL OF THAT MAKES IT EASY TO BE ACTIVE IN DUBLIN.

ALSO ACCESS TO THE REC CENTER, OTHER GYMS IN THE COMMUNITY.

AND THAT JUST SPEAKS VOLUME AS TO WHAT WE OFFER.

WE ALSO, UH, IN TERMS OF A MEDIAN HOUSEHOLD INCOME, ARE WELL ABOVE THE AVERAGE IN THE STATE OF OHIO.

SO YOU'LL SEE THAT DUBLIN STANDS AT A AVERAGE MEDIUM HOUSEHOLD INCOME OF 143,000.

AND THE STATE OF OHIO IS AT 62,000.

SO RESEARCH DOES SHOW THAT THOSE WITH HIGHER SOCIOECONOMIC STATUS TEND TO HAVE BETTER PHYSICAL HEALTH OUTCOMES.

AND IT'S NOT TO SAY THAT WE DON'T HAVE ISSUES IN DUBLIN IN TERMS OF OUR INCOME LEVEL, INCOME LEVELS.

WE KNOW THAT WE HAVE, UM, OUR FAIR SHARE OF ISSUES, UM, IN RELATION TO THAT.

UH, BUT WE DO STAND WELL ABOVE THE OHIO AVERAGE.

SO WHAT CAN DUBLIN DO? BENDER, FROM A MENTAL HEALTH STANDPOINT, WE SEE THAT 48% OF ADULTS HAD AT LEAST ONE POOR MENTAL HEALTH DAY IN THE LAST 30 DAYS.

50% REPORTED BEING NERVOUS, ANXIOUS, OR ON EDGE, SEVERAL MORE THAN HALF OR NEARLY EVERY DAY IN THE PAST TWO WEEKS.

AND 39% REPORTED BEING UNABLE TO STOP OR CONTROL WORRYING SEVERAL MORE THAN HALF OR NEARLY EVERY DAY IN THE PAST TWO WEEKS.

SO WHILE DUBLIN'S PERCENTAGE OF POOR MENTAL HEALTH DAYS IS AT 11%, AND THAT IS LOWER THAN THE STATE OF OHIO PERCENTAGE AT 20, THAT'S STILL NEARLY ONE IN 10 PEOPLE WHO ARE REPORTING THAT THEY DO HAVE ISSUES WITH THEIR MENTAL HEALTH.

SUBSTANCE ABUSE MAY BE LINKED TO POOR MENTAL HEALTH.

SO YOU'LL SEE, UM, IN THIS GRAPH THAT OUR BINGE BINGE DRINKING PERCENTAGE IN DUBLIN IS HIGHER THAN THE STATE PERCENTAGE OF 20%.

DUBLIN STANDS AT 41%.

SO THAT IS WELL ABOVE THE STATE AND THE HEALTHY PEOPLE 20, 30 TARGET OF 25.4%.

SO WE FOUND THAT IT IS MORE COMMON IN DUBLIN THAN IN OHIO OVERALL.

AND WE DON'T MEET THE HEALTHY PEOPLE 2030 TARGETS.

SO POTENTIAL CAUSE OF POOR MENTAL HEALTH IS LACK OF BELONGING AND LONELINESS.

AND YOU'LL SEE ON THIS GRAPH OR SERIES OF GRAPHS THAT WE HAVE A FAIRLY LARGE NUMBER OF RESIDENTS WHO FEEL THAT THEY DO NOT BELONG IN DUBLIN.

SO YOU'LL SEE WE HAVE ABOUT 57% THAT FEEL LIKE THEY BELONG EXTREMELY WELL OR VERY WELL, BUT THEN WE HAVE ABOUT 43% THAT FEEL THAT THEY DON'T BELONG MODERATELY WELL, SLIGHTLY WELL OR NOT AT ALL.

AND THEN ON, ON EITHER SIDE OF THAT BAR CHART, YOU'LL SEE THE REASONS THAT PEOPLE FEEL THEY DO BELONG, BUT THEN YOU ALSO SEE SOME OF THE SAME REASONS THAT THEY FEEL THAT THEY DO NOT BELONG FROM A PERSONAL CONNECTION STANDPOINT TO A SENSE OF COMMUNITY, TO A LACK OF INCLUSIVENESS.

SO HERE ARE SOME COMMENTS THAT WE ALSO JUST WANTED TO HIGHLIGHT.

AND THESE WERE JUST, AGAIN, FROM STAKEHOLDER INTERVIEWS AND FOCUS GROUPS.

UM, YOU'LL SEE DUBLIN IS FOR FAMILIES WITH KIDS AND DOGS AND GOOD JOBS.

I'M SEMI-RETIRED, SINGLE, DIVORCED WITH NO KIDS.

I WAS THINKING A LOT ABOUT LONELINESS.

THAT IS SOMETHING I'VE STRUGGLED WITH A LOT IN DUBLIN GROWING UP HERE.

I DON'T KNOW IF IT'S COMMON EXPERIENCE, BUT I KNOW AT LEAST FOR MYSELF, THAT'S BEEN THE CASE.

AND YOU'LL SEE ON THE RIGHT, 75% OF DUBLIN ADULTS FEEL ONLY MODERATELY, SLIGHTLY, OR NOT AT ALL CONNECTED TO THEIR NEIGHBORS.

SO THREE OUT OF FOUR OF OUR RESIDENTS ARE REPORTING THAT THEY DON'T FEEL CONNECTED.

AND LONELINESS HAS BEEN DECLARED A NATIONAL PUBLIC HEALTH EPIDEMIC BY THE US SURGEON GENERAL.

SO THIS IS NOT SOMETHING THAT JUST DUBLIN IS SEEING IN OUR COMMUNITY.

IT IS HAPPENING IN COMMUNITIES ALL OVER THE COUNTRY.

ADULT AND YOUTH RESIDENTS ARE PARTICULARLY CONCERNED ABOUT YOUTH MENTAL HEALTH.

UM, THAT'S

PROBABLY NOT SURPRISING BASED ON THE PANDEMIC AND HOW THAT HAS CONTRIBUTED TO OUR YOUTH AND THE IMPACT THAT THAT HAS HAD ON THEIR MENTAL HEALTH AS WELL AS THE PRESSURE TO SUCCEED.

AND HIGH SOCIAL COMPARISONS IN DUBLIN.

SO YOU'LL SEE SOME COMMENTS FROM ADULTS AND YOUTHS, THE ADDED STRESS, THE HIGH EXPECTATIONS, THE CONSTANT COMPETITIVE NATURE, MEMBERS OF OUR COMMUNITY THINKING THAT THEY HAVE TO LIVE UP TO THEIR NEIGHBORS.

AND THEN FROM A YOUTH RESIDENT, SINCE EVERYONE IS AT SUCH A HIGH LEVEL, WE EXPECT OURSELVES TO BE GOOD AT EVERYTHING.

WE HAVE TO BE ATHLETES, WE HAVE TO BE A STUDENTS, WE HAVE TO TAKE AP CLASSES, AND THEN WE ALSO HAVE TO HAVE A LIFE OUTSIDE OF SCHOOL AND HAVE FRIENDS AND ALL THIS STUFF.

SO A LOT OF PRESSURE ON OUR YOUTH AND OUR COMMUNITY TO SUCCEED.

SO WE ASKED HOW CAN THE CITY OF DUBLIN IMPROVE RESIDENTS HEALTH? AND YOU'LL SEE SOME OF THE RESPONSES HERE, INFRASTRUCTURE, RECREATIONAL FACILITIES, SOCIALIZATION, ET CETERA.

WE KNOW WE HAVE GREAT INFRA INFRASTRUCTURE, BUT THERE'S ALWAYS TALKS FOR IMPROVEMENTS THERE.

YOU'LL SEE SOME COMMENTS ABOUT EXPANDING THE REC CENTER, WHICH AS YOU KNOW, WE ARE LOOKING INTO AT THIS TIME IN TERMS OF A REC CENTER REFRESH.

UM, PEOPLE ARE HAPPY WITH WHAT WE OFFER, BUT PEOPLE WANT MORE OF IT.

SO SOME OPPORTUNITIES ARE TO HELP RESIDENTS TO CONNECT.

AND SOME OF THE ACTIONS THAT THE CITY AND ITS PARTNERS COULD UNDERTAKE, YOU'LL SEE THOSE ON THE LEFT, IMPROVE PUBLIC TRANSPORTATION, EXPAND RECREATIONAL OPPORTUNITIES, IMPROVE HEALTHCARE ACCESS, FACILITATE BETTER CONNECTIONS BETWEEN HEALTH AND WELLNESS SERVICES AND PROVIDERS, INCREASE AWARENESS OF EVENTS, STRENGTHEN THE SENSE OF COMMUNITY, STRENGTHEN BONDS AMONG NEIGHBORS, AND ENCOURAGE AND SUPPORT DIVERSITY.

AND 71% OF ADULTS SAID THEY WOULD BE VERY OR EXTREMELY LIKELY TO VISIT A WEBPAGE WITH INFO ABOUT ALL OF THE COMMUNITY EVENTS THROUGHOUT THE CITY.

AND AGAIN, HERE ARE SOME FURTHER COMMENTS THAT WE HEARD.

THE CONNECTOR'S A GREAT START.

WE'D LIKE TO SEE THAT EXPANDED SO EVERYBODY HAS THE OPPORTUNITY TO CATCH SOMETHING AND GET TO THE OTHER SIDE OF TOWN.

I KNOW WE'VE GOT SOME PLANS TO IMPROVE, OR AT LEAST IDEAS TO IMPROVE THE REC CENTER, EXPAND THE CAPABILITIES THERE.

WE HAVE A LOT OF RESIDENTS THAT USE THE FACILITY, BUT IT'S STARTING TO LOOK OUTDATED.

SO FROM ALL OF THE DATA THAT WE OBTAINED AND ALL OF THE COMMENTS AND FEEDBACK THAT WE HEARD, WE MET WITH OUR ADVISORY COMMITTEE THROUGHOUT THE PROCESS.

UM, AND THAT ADVISORY COMMITTEE IS MADE UP OF SEVERAL COMMUNITY PARTNERS, THE HEALTH SYSTEMS, NONPROFIT ORGANIZATIONS, SOC, SOCIAL SERVICE AGENCIES, ET CETERA.

SO AT OUR THIRD MEETING IN FEBRUARY, OUR GOAL WAS TO IDENTIFY WHAT ARE THE PRIORITY HEALTH NEEDS FROM EVERYTHING THAT WE HAVE SEEN AND HEARD FROM ALL OF THE DATA THAT WE'VE GATHERED.

SO WE WENT THROUGH A PROCESS TO IDENTIFY THE PRIORITY HEALTH NEEDS.

WE SPLIT INTO GROUPS.

WE FOCUSED ON DIFFERENT SECTIONS OF THE COMMUNITY HEALTH NEEDS ASSESSMENT REPORT.

EACH GROUP IDENTIFIED SIX PRIORITY HEALTH NEEDS.

AND THEN WE WENT THROUGH THREE ROUNDS OF VOTING TO FUNNEL THAT DOWN INTO WHAT THE TOP PRIORITY HEALTH NEEDS THAT WE WANT TO AIM FOR ADDRESSING R.

AND FROM THAT PROCESS, WE CAME UP WITH FOUR PRIORITY HEALTH NEEDS.

THE FIRST ONE IS IN RELATION TO HEALTHCARE NAVIGATION.

SO UNDERSTANDING WHAT RESOURCES ARE AVAILABLE IN THE COMMUNITY, HOW TO ACCESS THOSE RESOURCES, UNDERSTANDING INSURANCE NAVIGATION, ET CETERA.

SECONDLY WAS TRANSPORTATION.

SO THAT'S IN RELATION TO FOOD ACCESS AND HEALTH ACCESS, AFFORDABLE TRANSPORTATION, PUBLIC TRANSPORTATION, UNDERSTANDING TECHNOLOGY, ET CETERA.

THIRD WAS YOUTH BEHAVIORAL HEALTH AND SUBSTANCE ABUSE, INCLUDING PRESSURE ON YOUTH TO EXCEL.

AND THE FOURTH PRIORITY WAS STRENGTHENING THE SENSE OF COMMUNITY.

SO HOW DO WE HELP PEOPLE FEEL LIKE THEY BELONG IN THE COMMUNITY? HOW DO WE HELP NEIGHBORS FEEL LIKE THEY CONNECT? HOW DO WE GET PEOPLE INVOLVED IN VARIOUS EVENTS, WORK WITH HOAS, SERVE PEOPLE FROM ALL, UM, AREAS IN OUR COMMUNITY? SO THOSE WERE THE FOUR PRIORITY HEALTH NEEDS THAT WERE DETERMINED TO THIS POINT.

WHERE WE ARE IN THE PROJECT IS FOR ALL OF THOSE FOUR PRIORITY HEALTH NEEDS.

WE HAVE FORMED WHAT WE CALL WORKING GROUPS.

SO WE HAVE FOUR WORKING GROUPS.

EACH WORKING GROUP HAS A GOAL OR AN AIM TO ADDRESS THE PRIORITY HEALTH NEED.

AND SO WE JUST FINISHED OUR FIRST ROUND OF MEETINGS WITH EACH GROUP.

AND WHAT WE'RE TRYING TO DO THROUGH THOSE MEETINGS IS TO NARROW DOWN WHAT STRATEGIES WE CAN EMPLOY TO ADDRESS THE PRIORITY HEALTH NEEDS.

SO WE PROPOSE TO HAVE AT LEAST TWO MORE MEETINGS WITH EACH WORKING GROUP.

AND AT THE END OF THOSE MEETINGS, WE WILL BE COMING UP WITH

I SAW A NUN GO INTO, UH, WHOLE FOODS AND I WENT UP AND I BOUGHT HER GROCERIES THE OTHER DAY AND I SAID, WELL, WHY DID YOU READ EVERY LABEL IN THIS PLACE? AND SHE SAID, WELL, SHE SAID, THERE'S SIX NUNS THAT CAME FROM POLAND AND WE ALL GET SICK ON YOUR FOOD.

YOU HAVE TOO MUCH PRESERVATIVES IN IT.

TOO MANY, UH, DIFFERENT ASPECTS TO IT THAT MADE US ILL.

SO WE HAVE TO BE VERY CAREFUL WHAT WE EAT.

THAT'S SOMETHING WE PROBABLY CAN'T CONTROL.

UH, BUT IT, IT IS AN INTERESTING PART OF THE BLUE ZONE IDEA OF GOOD HEALTH FOR YOUR PEOPLE.

THE OTHER THING I THINK IS INTERESTING IS A SENSE OF COMMUNITY.

PEOPLE FEEL ISOLATED, OBVIOUSLY FROM YOUR REPORT.

AND I NOTICED THAT A LOT OF THE CHURCHES NOW ARE DOING THINGS TO WHERE PEOPLE CAN GET TOGETHER.

I KNOW ST.

BRIDGET HAS A THING CALLED THAT MAN IS YOU AND ALL THE MEN MEET TOGETHER AT SIX 30 IN THE MORNING, AND THERE'S A SENSE OF COMMUNITY WITH THE MEN.

THEY ALL HANG OUT TOGETHER AND HAVE A SOCIAL INTERACTION THAT'S REALLY IMPORTANT.

AND YOU KNOW, I COULD SEE WHERE IF YOU HAVE A HOUSE HERE, YOU'RE BY YOURSELF.

A FRIEND OF MINE MOVED TO NEW ALBANY AND HE SAID IT WAS THE WORST PLACE IN THE WORLD HE EVER LIVED IN BECAUSE HE, HE SAID TO MEET ANOTHER HUMAN BEING, HE HAD TO JOIN THE COUNTRY CLUB AND SPEND AN ASTRONOMICAL AMOUNT OF MONEY.

THE NEIGHBORS NEVER TALKED TO EACH OTHER.

SO THOSE ARE REALLY INTERESTING BARRIERS TO TRY TO OVERCOME FOR OUR COMMUNITY, BUT VERY IMPORTANT ON HOW WE GET PEOPLE OUT TO MEET OTHER PEOPLE AND, AND SOCIALIZE.

BUT, UH, YOU KNOW, IT'S JUST A SHAME THAT FOLKS FEEL LIKE THEY'RE ON AN ISLAND IN SUCH A GREAT COMMUNITY.

SO IF YOU DON'T HAVE THOSE THINGS, IT'S ACTUALLY REALLY DIFFICULT TO BECOME INVOLVED IN THINGS.

UM, YOU KNOW, I'LL, I'LL TELL YOU FROM A YOUTH BEHAVIORAL SERVICES PERSPECTIVE, AND I JUST KNOW THIS FIRSTHAND, THE WAITING LIST FOR CHILDREN'S IS NOT THREE MONTHS.

IT'S NOT SIX MONTHS.

IT'S A YEAR FOR YOUR CHILD TO GO IN AND SEE SOMEBODY IN PERSON.

I THINK THAT'S OUTRAGEOUS.

I THINK IT'S OUTRAGEOUS.

UM, I THINK, YOU KNOW, WE, WE HAVE A PROGRAM THAT SEVERAL OF US, YOU KNOW, SOUGHT TO FRUITION WITH FOREVER DUBLIN.

AND THAT'S ESSENTIALLY SORT OF A NAVIGATION SERVICE TO HELP EITHER OLDER ADULTS OR THOSE WHO ARE CARING FOR OLDER ADULTS DO SOME OF THAT NAVIGATION.

THAT MAY BE A GOOD PLACE FOR US TO START WORKING ON SOME OF THESE THINGS, UM, SO THAT WE GET THAT WORD OUT THERE.

'CAUSE WE DON'T HAVE TO JUST DO IT FOR OUR OLDER, UM, MORE EXPERIENCED RESIDENTS IN IN THEIR CAREGIVERS.

WE CAN DO IT FOR, FOR YOUNGER FOLKS AS WELL.

UM, SO I THINK WE POSSIBLY ALREADY HAVE A PLATFORM TO START SOME OF THAT WORK ON.

UM, BUT IT IS VERY DIFFICULT TO OBTAIN SOME OF THESE SERVICES.

UM, AND YOU'RE RIGHT, ANDY, THERE'S ONLY SO MUCH A LOCAL GOVERNMENT CAN DO.

UM, BUT I DID, I THINK IT BEHOOVES US TO DO THE BEST THAT WE CAN DO, UM, AND, AND TO HELP OUR YOUTH ALSO FEEL VERY CONNECTED.

UM, IT CAN BE VERY CHALLENGING FOR YOUTH TO FEEL CONNECTED WHEN THEY'RE FEELING SO MUCH PRESSURE TO BE AS GOOD AS, YOU KNOW, BOBBY AND SUSIE AND JACK AND ALL THESE OTHER KIDS.

IT'S, IT'S HARD.

I MEAN, I STILL HAVE KIDS IN SCHOOL.

I GET IT.

I ALSO HAVE AN AGING MOM WHO DOESN'T WANT TO GO TO THE GARDEN CLUB, WHO DOESN'T WANT TO GO TO CERTAIN THINGS AND IS FAIRLY SELF ISOLATING.

UM, YOU KNOW, SO THERE'S SOME TRICKINESS AND SOME NUANCE TO IT TOO.

IT'S NOT JUST ABOUT HAVING SOMETHING THAT YOU OFFER, IT'S ABOUT FIGURING OUT HOW YOU REACH IN AND CONNECT TO SOME OF THOSE FOLKS WHO ARE STRUGGLING, WANTING TO DO THE INITIATIVE AND CONNECT FOR THEMSELVES AS WELL.

UM, THERE'S JUST A LOT KIND OF FROM BEGINNING TO END IN TERMS OF MAKING SURE THAT PEOPLE HAVE THEIR BASIC NEEDS MET AND THEN HAVE ACCESS TO HEALTHCARE.

UM, SO IT'S REALLY ACROSS THE BOARD FROM, UM, BEING ABLE TO GET THERE AND THAT, YOU KNOW, TIES INTO THE TRANSPORTATION PIECE, BUT THEN ALSO HAVING THE KNOWLEDGE TO KNOW WHERE TO LOOK, UM, KNOWING WHAT SERVICES ARE AVAILABLE OR WHAT SORT OF CARE IS AVAILABLE, AND THEN ACTUALLY MAKING IT HAPPEN.

SO, UM, MAKING AN APPOINTMENT, GOING TO THE APPOINTMENT, GETTING THE TREATMENT OR CARE THAT'S ACTUALLY NECESSARY.

MAYBE THOSE ARE THINGS THAT WE HAVEN'T DONE YET, I'M NOT SURE.

AND THEN FOR THOSE, THIS GENERATIONAL GAP, BECAUSE WE HAVE SO MANY SENIOR CITIZENS THAT MAYBE DON'T FEEL CONNECTED, OR YOUTH THAT DON'T KNOW HOW TO ACCESS A WAY TO GET AROUND TOWN, MAYBE THERE'S A WAY THAT WE CAN CREATE, UM, MORE AWARENESS THROUGH A, A, A ONE STOP PLACE THAT HELPS THEM BE ABLE TO DO THE THINGS THAT THEY WANNA DO.

THIS IS A HUGE LIFT IN SO MANY WAYS, BUT, UM, I THINK THAT UTILIZING OUR PARTNERS TO SIT DOWN AND THINK ABOUT HOW THEIR RESOURCES CAN COMBINE WITH OUR RESOURCES AND BECOME A LARGE RESOURCE FOR EVERYBODY IS SOMETHING I'D WOULD REALLY LOVE TO PURSUE.

UM, SO THOSE ARE MY THOUGHTS.

AND THAT HAS BEEN THE GOAL GOING INTO THIS, IS THAT THE CITY IS NOT GOING TO BE ABLE TO DO ALL OF THIS WORK ON OUR OWN.

SO WE ARE GOING TO RELY ON THOSE PARTNERS THAT WE'VE ALREADY UTILIZED AS PART OF THE ADVISORY COMMITTEE THAT ARE SERVING ON THE WORKING GROUPS.

AND THAT'S THE GOAL, IS TO BE ABLE TO, TO UTILIZE EVERYBODY THAT WE HAVE HERE IN DUBLIN TO HELP ADDRESS THESE NEEDS.

I, I WOULD AGREE THERE SEEMED TO BE SOME THAT WE HAVE MORE CONTROL OVER THAN OTHERS.

CERTAINLY, UH, STRENGTHENING OUR SENSE OF COMMUNITY, SOMETHING THAT, UM, THAT WE NEED TO OWN AND, UH, DO AS MUCH AS WE CAN WITH AND TRANSPORTATION.

SO, UM, I, I GUESS MY QUESTION IS, IS, UM, YOU KNOW, THERE'S BEEN SO MUCH WORK HAPPENING AND I I THINK YOU PUT UP THE, UM, REFERENCE POINTS FOR THE STATE OF OHIO AND I, I WONDER HOW OLD THEIR SURVEYS WERE.

YOU KNOW, WE WERE AT 13% AND THE STATE WAS AT 20%, OR, OR WHATEVER THAT MIGHT BE, BECAUSE I, I THINK MOST EVERYBODY IS IN A SIMILAR BOAT, UM, WITH MENTAL HEALTH ISSUES AND THE STRUGGLING, UH, DIFFERENT LEVELS OF ADDICTION AND SO ON AND SO FORTH.

AND I, I'M WONDERING IF WE'RE SPENDING MUCH TIME LOOKING FOR WHAT PEOPLE ARE DOING THAT ARE HAVING SOME LEVELS OF SUCCESS AND TRYING TO, UM, GLEAN THE BEST IDEAS OUT THERE OF WHAT'S WORKING, WHAT'S HELPING, WHAT'S MOVING THE NEEDLE.

UM, AND CERTAINLY WE WANT TO TRY AND EXPERIMENT WITH THINGS OURSELVES, BUT IT WOULD BE BENEFICIAL TO UNDERSTAND WHAT WAS BEING, UM, EFFECTIVE OUT THERE IN TRYING TO IMPLEMENT OR MAKE THEM OUR OWN.

SECTION TWO OF THE PROJECT AREA EXTENDS ALONG THE EASTERN SIDE OF RIVERSIDE DRIVE

FROM ARROWHEAD ROAD TO THE NORTHERN CITY CORPORATION LIMITS.

THE INTENT FOR THE PRELIMINARY ENGINEERING, AND IT'S JUST IN THE PRELIMINARY ENGINEERING PHASE, IS TO REFINE POTENTIAL ALIGNMENTS FOR THAT SECTION AND BETTER DEFINE THE ANTICIPATED COST OF BUILDING THAT POTENTIAL, UM, OR PROPOSED SHARED USE PATH.

THE PATH WOULD CONNECT TO OTHER PLANNED, SHARED USE PATHS ON THE EAST SIDE OF RIVERSIDE DRIVE.

AND THE PUBLIC MEETING IS INTENDED TO DISCUSS THE OVERALL PROJECT SCOPE, POTENTIAL ALIGNMENT OPTIONS, AND COLLECT PUBLIC FEEDBACK.

IN ADDITION TO THE POLICY MODIFICATIONS, REDTREE INVESTMENT GROUP PROVIDED AN INVESTMENT REVIEW OF THE CITY'S PORTFOLIOS MANAGED BY METER AND MANNING AND NAPIER, INCLUDING COMPARISONS TO TWO BENCHMARKS, ONE OF WHICH CONSISTS OF OTHER MUNICIPAL, UH, CLIENTS THAT REDTREE WORKS WITH.

SO IT WAS VERY INTERESTING TO SEE THE PERFORMANCE OF HOW OTHER, UH, PORTFOLIOS, UM, IN OTHER COMMUNITIES ARE PERFORMING.

UM, AND THE COMMITTEE DISCUSSED THE BED TRA THE BED TAX GRANT POLICY.

THE COMMITTEE PROVIDED FEEDBACK AND STAFF WILL BE BRINGING A MODIFIED POLICY THAT INCORPORATES THAT FEEDBACK TO THE COMMITTEE FOR REVIEW IN JUNE.

THIS IS THE SECOND TIME THEY WILL HAVE SEEN IT.

THEY HAD AN ORIENTATION AND THEY WILL PROVIDE A, AGAIN, SOME, SOME, UM, FEEDBACK AND THEN A RECOMMENDATION TO THIS GROUP.

UM, IT'S, IT'S BEEN NICE BECAUSE, UM, THE GROUP, THEY DO A LOT OF ZONING, THEY DO A LOT OF DEVELOPMENT.

THEY'RE GETTING AN OPPORTUNITY TO WORK ON SOME PLANNING AND SOME FUTURES.

UM, UH, AS PART OF THAT, MEMBERS OF THE PLANNING AND ZONING, UM, AMY AND JANE AND MYSELF HAD AN OPPORTUNITY TO PARTICIPATE IN THE, A REVIEW OF THE DEVELOPMENT PLAN, PROCESS PLANNING AND ZONING WAS PART OF THAT.

I THINK YOU'RE GOING TO SEE SOME RECOMMENDATIONS THAT WILL, UH, WILL, WILL HAVE SOME IMPACT ON THE DEVELOPMENT PROCESS COME FORWARD FROM THAT.

IT WAS AN ACT, IT WAS AN EXCELLENT DISCUSSION.

UM, SO I THINK YOU'LL, YOU'LL SEE SOME OF THAT COME BEFORE THAT COMMITTEE AND THEN IT'LL COME BACK FOR THIS GROUP AS WELL.

AND AS YOU KNOW, UM, AS OF LAST MEETING, WE HAVE SOME NEW MEMBERS OF THE PLANNING AND ZONING.

MARCH HAUSEN INVITED THE CITY TO PARTICIPATE IN A SCHOOL-SPONSORED FOCUS GROUP ON MAY 14TH TO DISCUSS THE TOPIC OF THE FOCUS ON THE FUTURE EXPLORING HIGH SCHOOL CAPACITY SOLUTIONS.

AND THAT GROUP DISCUSSION WAS ATTENDED BY, UM, COUNCIL MEMBER KEELER, MYSELF AND MEMBERS OF STAFF, WHICH INCLUDED MEGAN, OC CALLAHAN, JEREMIAH GRACIA, MATT STIFFLER, JENNY ROSS, AND JEANNIE WILLIS.

AND JAMIE GREEN SERVED AS THE FACILITATOR FOR THAT.

UH, THE FOCUS OF THE DISCUSSION WAS ON THE FINANCIAL CHALLENGES THAT ARE FACED BY THE DUBLIN CITY SCHOOLS DUE TO THE INCREASING ENROLLMENT AND THE NEED FOR EXPANDED HIGH SCHOOL FACILITIES.

AND THE SCHOOL DISTRICT ANTICIPATES ACCOMMODATING, O ACCOMMODATING OVER 20,000 PLUS STUDENTS BY 2033 WITH AN ANNUAL GROWTH RATE OF 300 STUDENTS.

SO THE KEY TOPICS THAT WERE RAISED DURING THE DISCUSSION INCLUDED OHIO SCHOOL FUNDING FORMULA AND THE ROLE OF THE STATE IN FUNDING STUDENT EDUCATION, THE IMPACT OF SCHOOL PROPERTY TAX INCREASES ON RESIDENTS, AND THE DIFFICULTY IN PASSING SCHOOL LEVIES.

IT WAS ALSO MENTIONED THAT DUBLIN HAS A STRONG COMMITMENT TO BEING A SUPPORTIVE PARTNER TO THE SCHOOLS, ESPECIALLY IN RELATIONSHIP TO, UH, ECONOMIC DEVELOPMENT.

UNLIKE OTHER CITIES, DUBLIN DOES NOT OFFER TAX ABATEMENTS, WHICH PUTS THE CITY AS ADDED DISADVANTAGE IN ECONOMIC DEVELOPMENT.

WE BRING THESE, UM, THESE, UM, POINTS THAT I'M BRINGING UP ARE THE GENERAL THOUGHTS THAT WE WERE SHARING WITH THE CITY, WITH THE DUBLIN SCHOOLS.

UM, FROM THE CITY'S PERSPECTIVE, UM, UH, DUBLIN HISTORICALLY HAS UTILIZED NON-SCHOOL TIFFS AS AN ECONOMIC DEVELOPMENT POLICY THAT MAINTAINS SCHOOL TAX REVENUES.

AND ADDITIONALLY, THE CITY HAS PARTNERED WITH THE SCHOOLS IN THE PAST THROUGH

CREATIVE FINANCING AGREEMENTS BENEFITING BOTH PARTIES, AND ALSO HELPING TO SUSTAIN THE SCHOOL FUNDING, UH, WHILE CREATING FINANCIAL BENEFITS FOR THEIR FUTURE.

UM, THE CHALLENGES POSED BY RAPIDLY INCREASING RESIDENTIAL GROWTH OCCUR OCCURRING OUTSIDE OF DUBLIN'S JURISDICTION AND PLANNING INFLUENCE WERE, WERE ACKNOWLEDGED IN THIS DISCUSSION.

APPROXIMATELY 20% OF THE STUDENTS IN THE DUBLIN CITY SCHOOLS ARE LOCATED IN RAPIDLY GROWING UNION COUNTY.

AND THE DEVELOPMENT OF TAX ABATED PROPERTIES IN THE COLUMBUS AREA IS EXPECTED TO FURTHER INCREASE THE ENROLLMENT CHALLENGES.

UM, IT WAS NOTED THAT WHILE HISTORICALLY DUBLIN CITY RESIDENTS HAVE BEEN SUPPORTIVE OF SCHOOL LEVIES, RECENT SUPPORT HAS BEEN LOW, PARTICULARLY IN DISTRICTS OUTSIDE OF DUBLIN.

AND THE CITY'S PERSPECTIVE ON TRAFFIC AND INFRASTRUCTURE WAS ALSO DISCUSSED AS POTENTIAL CHALLENGES IN CONSIDERING OPTIONS FOR ADDITIONAL SCHOOLS.

AND LASTLY, THE MOST, UH, IMPORTANT, UH, UM, THOUGHT THAT WAS SHARED WAS THAT IT IS VERY IMPORTANT IN MAINTAINING AN EXCELLENT SCHOOL SYSTEM AND PROVIDING TOP QUALITY EDUCATION UH, AS IT'S A SIGNIFICANT AND VALUABLE FACTOR IN ATTRACTING NEW COMPANIES TO DUBLIN.

SO IN CONCLUSION, THE FOCUS GROUP PROVIDED AN OPPORTUNITY FOR COUNCIL MEMBERS AND STAFF TO SHARE A CONVERSATION CENTERED AROUND FINANCIAL PRESSURES, FUNDING AND PLANNING CHALLENGES, AND THE NEED FOR STRATEGIC PARTNERSHIPS TO ADDRESS THOSE ISSUES.

SO, UH, TALKED TO DR. JOHN MARSH HAUSEN AND HE SAID HE HAS NO PROBLEM WITH CREATING A JUNIOR ROTC PROGRAM IN OUR SCHOOLS SO THAT WE CAN BRING UP SOME, UM, YOUTH THAT MIGHT BE INTERESTED IN THIS PARTICULAR PROFESSION.

THERE WAS REPRESENTATIVES FROM A RB THERE AS WELL, AND THE DISCUSSION KIND OF COVERED BOTH PLANNING AND ZONING AND A RB AND ALSO IN LINE WITH THAT, WE DO, WE WILL BE HAVING A NEW MEMBER.

WE HAVE SOME MEMBER CHANGING ON A OR B, SO SOME NEW MEMBERS COMING IN TRAINING.

THE ONLY THING UPCOMING ON THE AGENDA NEXT WEEK, UH, WILL BE THE MINOR PROJECT REVIEWS FOR TWO OF THE HOUSES 17 AND 27 NORTH RIVERVIEW STREET.

AND, YOU KNOW, THEIR SERVICE EXTENDS TO JUST MORE THAN, THAN LAW ABIDING AND PROVIDING JUSTICE HERE IN DUBLIN.

YOU KNOW, THEY BUILD CONNECTIONS.

THEY FOSTER COMMUNITY, THEY HELP PEOPLE BY ENGAGING THEM AND TALKING TO THE RESIDENTS AND ORGANIZING COMMUNITY EVENTS AND OFFERING GUIDANCE AND ASSISTANCE.

I KNOW, UM, THEY'RE THE FIRST RESPONDER THAT I WOULD WANT TO BE AT MY SIDE IF THERE WERE AN EMERGENCY OR IF I NEEDED IMMEDIATE SUPPORT.

YOU KNOW, OUR DUBLIN POLICE CORPS VALUES OF PROFESSIONALISM, INTEGRITY, RESPECT, AND COMMITMENT SHOW EVERY DAY HERE IN THE CITY, THEY SERVE AS ROLE MODELS FOR OUR COMMUNITY.

AND SEEING THEM AT WORK INSPIRED US TO BELIEVE THAT THERE IS, UH, POSITIVE POWER IN SERVICE TO OTHERS.

THEY MAKE A LOT OF SACRIFICES.

THEY EXPERIENCE PHYSICAL AND EMOTIONAL CHALLENGES THAT WE NEVER SEE BECAUSE THEY SEE THE HARSH REALITIES OF CRIME AND TRAGEDY AND THEIR TIME, UM, AS DEDICATED TOWARDS US, AS THEY RUN TOWARDS THE DANGER, AS THE REST OF US RUN AWAY FROM IT.

AS I LISTEN FRIDAY TO THE STORIES OF THOSE WHO GIVE THEIR LIVES, I ASK THAT YOU TAKE A FEW MINUTES TO REFLECT ON THEIR DAILY DEDICATION AND STOP AN OFFICER AND THANK THEM FOR THEIR AND THEIR FAMILIES FOR THE WORK AND THE SERVICE THAT THEY GIVE US.

SO WE HAD, UM, I THINK THERE WAS 26 NEW GRADUATES OF THE LEADERSHIP DUBLIN ACADEMY.

AND CERTAINLY THEIR PROJECTS WERE VERY INTERESTING AND THEIR PRESENTATIONS WERE FASCINATING.

UH, AND WE LOOK FOR THOSE THINGS TO BE, TO COME TO FRUITION AND BE IMPLEMENTED IN OUR COMMUNITY.

UM, THE OHIO MAYOR'S ALLIANCE COALITION MEETING WAS HELD ON MAY THE 16TH.

UH, AND THAT WAS JUST AFTER THE SUPREME COURT RULING, UH, REGARDING THE CITY OF COLUMBUS, UH, VAPING LEGISLATION THAT WAS UPHELD.

AND I THINK THAT IS A TREMENDOUS VICTORY FOR LOCAL GOVERNMENTS IN TERMS OF HOME RULE AND THE HEALTH NEEDS ASSESSMENT THAT WE SAW, UM, THIS EVENING AS WELL.

SO, UH, THERE WAS A LOT OF CONVERSATION AROUND THAT IN EXPLAINING ABOUT WHAT THE NEXT STEPS WILL BE.

THERE LIKELY WILL BE AN APPEAL.

UM, BUT CERTAINLY THAT IS A STRONG RECORD THAT WAS BUILT AND WE'RE VERY THANKFUL THAT WE WERE ONE OF THE CONJOINED, UH, APPLICANTS WITH THE CITY OF COLUMBUS ON THAT.

UM, UH, ALSO ON THE 16TH WAS THE, UH, MORPH C TRANSPORTATION, UH, INNOVATION FORUM, AND THEY BROUGHT IN SOME FOLKS FROM THE US DEPARTMENT OF TRANSPORTATION TO TALK ABOUT UPCOMING INNOVATIONS, UH, IN THE WORLD OF TRANSPORTATION.

SO IF YOU HAVE MORE INTEREST IN HEARING ABOUT THAT, I AM CERTAINLY HAPPY TO SHARE.

AS WAS MENTIONED ON THE MORNING OF THE 17TH, MANY OF US HAD THE OPPORTUNITY TO PARTICIPATE IN THE DUBLIN AM ROTARY, WHERE THEY HONORED THEIR PAST PRESIDENTS AND TO HEAR ABOUT THE, UM, PROJECTS THAT THEY WORKED ON AND WHY THEY WERE PASSIONATE ABOUT BEING PAST PRESIDENTS.

AND THAT CERTAINLY WAS VERY INFORMATIVE.

AND LASTLY, BUT CERTAINLY NOT LEAST, THANKS TO ALL THE STAFF AND THE PARKS TEAM AND EVERYONE ELSE WHO HAD A HAND IN PUTTING TOGETHER THE PUMP TRACK.

UH, IT WAS A NICE DEDICATION TODAY AND, UH, CERTAINLY WAS, WAS VERY INTERESTING.

I HAD NOT SEEN A PUMP TRACK BEFORE YESTERDAY, SO, UH, FASCINATING.

AND IT'S CERTAINLY ANOTHER GOOD THING FOR OUR RESIDENTS TO ENJOY.
