UM, I BELIEVE WE HAVE AN ARBOR DAY PROCLAMATION, SO I'D LIKE TO BRING FORWARD JEFF MEYERS AND JAY ANDERSON TO ACCEPT THE PROCLAMATION.

WE HAVE A TREE CITY USA OFFICIAL PROCLAMATION THAT STATES, WHEREAS IN 1872, THE NEBRASKA BOARD OF AGRICULTURE ESTABLISHED A SPECIAL DAY TO SET ASIDE FOR THE PLANTING OF TREES.

AND WHEREAS THIS HOLIDAY CALLED ARBOR DAY WAS FIRST OBSERVED WITH THE PLANTING OF MORE THAN A MILLION TREES IN NEBRASKA.

AND WHEREAS ARBOR DAY IS NOW OBSERVED THROUGHOUT THE NATION AND THE WORLD, AND WHEREAS TREES CAN BE A SOLUTION TO COMBATING CLIMATE CHANGE BY REDUCING THE EROSION OF OUR PRECIOUS TOPSOIL BY WIND AND WATER, CUTTING, HEATING AND COOLING COSTS, MODERATING THE TEMPERATURE, CLEANING THE AIR, PRODUCING LIFE, GIVING OXYGEN, AND PROVIDING HABITAT FOR WILDLIFE.

AND WHERE TREE, WHEREAS TREES ARE A RENEWABLE RESOURCE GIVING US PAPER WOOD FOR OUR HOMES, FUEL FOR OUR FIRES, AND COUNTLESS OTHER WOOD PRODUCTS.

AND WHEREAS TREES IN OUR CITY INCREASE PROPERTY VALUES, ENHANCE THE ECONOMIC VI VITALITY OF BUSINESS AREAS AND BEAUTIFY OUR COMMUNITY, AND WHEREAS TREES, WHEREVER THEY ARE PLANTED, OR A SOURCE OF JOY AND SPIRITUAL RENEWAL.

NOW THEREFORE, I, CHRIS AROSE GROOM'S MAYOR OF THE CITY OF DUBLIN, OHIO DO HEREBY PROCLAIM SATURDAY, APRIL 27TH, 2024 AS ARBOR DAY IN THE CITY OF DUBLIN, OHIO.

AND I URGE ALL OUR CITIZENS TO CELEBRATE ARBOR DAY AND SUPPORT EFFORTS TO PROTECT OUR TREES AND WOODLANDS.

FURTHER, I URGE ALL CITIZENS TO PLANT TREES TO GLADEN THE HEART AND PROMOTE THE WELLBEING OF THIS IN ALL FUTURE GENERATIONS.

SO I WOULD LIKE TO PRESENT THIS, UM, PROCLAMATION TO YOU, BUT I ALSO WANTED TO MAKE AN ANNOUNCEMENT THAT THE ARBOR DAY FOUNDATION AND THE FOOD AND AGRICULTURAL ORGANIZATION OF THE UNITED NATIONS HAS OFFICIALLY RECOGNIZED DUBLIN AS A TREE CITY OF THE WORLD.

DUBLIN JOINS 200 CITIES FROM 22 COUNTRIES AS PART OF A WORLD CLASS NETWORK OF CITIES WHO COMMITMENT, WHOSE COMMITMENT TO A STRONG URBAN CANOPY MAKES A HEALTHIER PLACE TO LIVE FOR OUR RESIDENTS.

WE ARE GRATEFUL TO PASS COUNCILS FOR THEIR LEADERSHIP AND FORESIGHT IN RECOGNIZING THE MANY BENEFITS OF A ROBUST URBAN FORESTY FORESTRY PROGRAM.

ON BEHALF OF COUNCIL, I WOULD LIKE TO CONGRATULATE STAFF ON THIS RECOGNITION AND HOPE YOU ARE AS PROUD AS WE ARE FOR THE EFFORTS AND SUPPORT TO PROTECT OUR TREES AND WOODLANDS IN BRINGING THIS DESIGNATION TO THE CITY OF DUBLIN.

UM, THE PGA TOUR IS EVOLVING, AS YOU ALL KNOW, AND, UH, IN THE CENTER OF THAT EVOLUTION IS A REALLY STRONG MEMORIAL TOURNAMENT.

AND, UM, WE WILL USE THE WEEK OF JUNE 3RD IN THE CELEBRATION OF THE 49TH PLANE TO FOCUS ON A NUMBER OF DIFFERENT ASPECTS THAT WE HAVE BUILT OVER TIME AND ALSO, UH, CREATING NEW OPPORTUNITIES.

SO THE FIRST AND FOREMOST MILITARY APPRECIATION NOT ONLY WILL BE, UH, ON WEDNESDAY AS IT ALWAYS IS, BUT WE ARE ADOPTING A NEW RELATIONSHIP WITH A, AN ORGANIZATION CALLED FOLDS OF HONOR AND CREATING A FOLDS OF HONOR FRIDAY PLATFORM TO, UM, CELEBRATE AMERICA AND ALL WHO SERVED.

UM, I THOUGHT IT WAS WELL RECEIVED OVER THE LAST

UM, WE, WE LOOK FORWARD TO CONTINUING THAT, UH, ACTIVATION WITHIN THE BRIDGE PARK GARAGES.

CENOVUS FORMED IN 2009 WHEN ENCANTA CORPORATION SPLIT INTO TWO DISTINCT COMPANIES WITH CENOVUS BECOMING FOCUSED ON OIL SAND ASSETS.

CENOVUS CURRENTLY HAS A PRESENCE IN DUBLIN AND IS CONSIDERING LEASING SPACE IN DUBLIN AS A LOCATION FOR THEIR US HEADQUARTERS.

THE ECONOMIC DEVELOPMENT AGREEMENT PROPOSED TO CENOVUS IS A 15% PERFORMANCE INCENTIVE ON WITHHOLDINGS OVER FIVE YEARS, VALUED AT $442,000 FOR THE TERM OF THE AGREEMENT IN CONSIDERATION OF THE COMPANY'S INVESTMENT AND PLANNED WORKFORCE GROWTH IN DUBLIN, THE PROJECT WOULD RESULT IN THE RETENTION OF 105 EXISTING JOBS AND THE CREATION OF 120 JOBS BASED WITHIN THE CITY OF DUBLIN.

UH, SO FOR YOUR CONSIDERATION THIS EVENING AS A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTERCOM INTERGOVERNMENTAL AGREEMENT WITH THE FRANKLIN COUNTY ENGINEER'S OFFICE FOR THE IMAN ROAD 0.75 OVER SOUTH FORK INDIAN RUN BRIDGE REPLACEMENT PROJECT.

THE SCOPE OF THIS PROJECT INCLUDES A FULL REPLACEMENT AND WIDENING OF THE EXISTING DETERIORATED BRIDGE.

THE WIDENING IS BEING PERFORMED AS A RESULT, UM, OF DUBLIN'S LONG-TERM PLAN TO IMPROVE IRONMAN ROAD TO INCLUDE A LEFT TURN LANE AND PEDESTRIAN FIELD FACILITIES ON BOTH SIDES OF THE ROADWAY.

THE CURRENT ESTIMATED PROJECT COST OF THE IMPROVEMENT IS 1 MILLION, UH, 20, SORRY, $1,020,000 AND 82 CENTS.

IN MARCH OF 2024, THE FRANKLIN COUNTY ENGINEER'S OFFICE, UH, NOTIFIED DUBLIN THAT THE OHIO PUBLIC WORKS COMMISSION AWARDED THE IMPROVEMENT OF A GRANT OF $414,446 AND A LOAN OF $138,149.

AS A RESULT OF THIS AWARD, AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE FRANKLIN COUNTY ENGINEER AND THE CITY OF DUBLIN IS NECESSARY, THE FRANKLIN COUNTY ENGINEER'S OFFICE WILL REPAY THE $138,000, OR EXCUSE ME, $138,149 LOAN, RESULTING IN THEIR CONTRIBUTION OF THE IMPROVEMENT BEING $459,429.

THE OHIO PUBLIC WORKS COMMISSION GRANT OF $414,446 RESULTS IN THE DUBLIN CONTRIBUTION TO THE IMPROVEMENT BEING $212,794.

FUNDING FOR THE DUBLIN CONTRIBUTION WAS BUDGETED IN THE 2024 THROUGH 2028 CAPITAL IMPROVEMENTS PROGRAM IN THE AMOUNT OF 280,000 FROM THE IMAN ROAD CULVERT REPLACEMENT FRANKLIN COUNTY ENGINEERS OFFICE.

THE WORK FOR THIS IMPROVEMENT IS EXPECTED TO COMMENCE IN THE SUMMER OF 2025 WITH ALL THE WORK BEING COMPLETED BY THE FALL OF 2025.

MEMBERS OF COUNCIL BEFORE YOU THIS EVENING IS RESOLUTION 21 DASH 24 TO ACCEPT THE BIDS FOR THE 2024 STREET TREE PRINTING CONTRACT.

THIS CONTRACT IS EXECUTED ON A ONE YEAR TERM.

SCOPE OF THIS CONTRACT IS MORE AGGRESSIVE THAN WHAT YOU HAVE SEEN IN THE PAST.

IN AN EFFORT TO INCREASE OUR CITYWIDE PRINTING CYCLES FROM OUR CURRENT FIVE YEAR CYCLE DOWN TO A THREE YEAR PRUNING CYCLE, THIS CONTRACT INCLUDES STREET CHERRY PRUNING OF 5,472 TREES ON 148 RESIDENTIAL STREETS.

SEVERAL REVISIONS WERE MADE THIS YEAR TO THIS CONTRACT TO IMPROVE THE OVERALL SERVICE DELIVERY.

CONTRACT LANGUAGE WAS STRENGTHENED TO INCLUDE THE, INCLUDE THE REQUIREMENT OF A CERTIFIED ARBORIST ON SITE DURING ALL PRUNING OPERATIONS AND LANGUAGE WAS ADDED TO FURTHER EMPHASIZE THE IMPORTANCE OF FINDING FINAL AESTHETIC STRUCTURAL APPEARANCE.

UH, IN ADDITION TO THIS, A STREET TREE PRUNING LANDING PAGE WAS CREATED ON THE CITY'S WEBSITE AS A RESOURCE, UH, FOR THE RESIDENTS ON THE PRUNING PROGRAM, ALONG WITH AN INTERACTIVE MAP THAT IDENTIFIES STREET TREES SCHEDULED TO BE PRUNING THIS YEAR.

BASED ON BIDS RECEIVED AND SUBMITTED, JOSEPH TREE SERVICE WAS THE LOWEST AND BEST BIDDER ON ZONES 1, 2, 3, AND FOUR AND THE TOTAL AMOUNT OF $328,320, WHICH IS WITHIN THE OVERALL BUDGET OF FUNDS OF THE CITY'S CURRENT OPERATING BUDGET.

STAFF HAS THOROUGHLY REVIEWED THE BID AND JOSEPH TREE SERVICE HAS HISTORICALLY PROVIDED SATISFACTORY SERVICES FOR THE CITY.

SO THEY'RE REALLY TRYING TO FOCUS ON MUNICIPALITY WORK.

UM, AND THEY'VE, THEY'VE ASSURED US AND COMMITTED TO US THAT THEY'RE, THEY'RE READY TO TAKE ON THIS ROLE.

THEY'RE JUST OUTSIDE OF DUBLIN.

UH, THE FOUND DEVELOPMENT PLAN DID IDENTIFY AND, AND FINALIZE THOSE SITE DESIGN DETAILS.

UH, SO THIS FINAL PLOT IS TO ESTABLISH PROPERTY LINES ESTABLISH EASEMENTS, OPEN SPACE, DEDICATION, AND PUBLIC RIGHTS OF WAY.

SO THIS SITE IS 11.37 ACRES IN SITE, UH, IN SIZE, LOCATED AT THE INTERSECTION OF SHIRE RINKS AND COS GRAY ROAD, AND IS ZONED AS A PLAN UNIT DEVELOPMENT DISTRICT.

THIS FINAL PLAT WILL ESTABLISH 30 SINGLE FAMILY LOTS, THREE NEW PUBLIC STREETS, 2.39 ACRES OF OPEN SPACE BETWEEN THREE SEPARATE RESERVES.

UH, THIS EXCEEDS THE REQUIREMENT OF 1.13 ACRES.

UH, AND THEN THE LOTS, ALL THREE LOTS WILL VARY IN SIZE BETWEEN 0.16 ACRES IN SIZE TO 0.51, UH, WITH EACH HAVING A PLATTED 20 FOOT FRONT BUILDING LINE AND A MINIMUM WIDTH OF 64 FEET AS MEASURED FROM THE FRONT BUILDING LINE.

UH, THIS PROPOSED PANEL PLOT IS CONSISTENT WITH THE APPROVED PRELIMINARY PLAT PLAN.

PLANNING, ZONING COMMISSION DID RECOMMEND APPROVAL WITH TWO CONDITIONS AND BOTH HAVE BEEN SATISFIED.

MEMBERS OF CITY COUNCIL WANTED TO START BY, UH, JUST OUTLINING WHERE WE ARE IN THE PROCESS AND THEN GET INTO THE DETAILS OF THE PROJECT ITSELF.

UH, THIS IS, UH, TOWARDS THE BEGINNING OF A MULTI-STEP APPROVAL PROCESS.

THE, UH, PROJECT BEFORE YOU WAS PRESENTED AT AN INFORMAL MEETING OF THE, UH, ARCHITECTURAL REVIEW BOARD LAST YEAR, AND THEN A CONCEPT PLAN REVIEW HAPPENED, UH, BEFORE THAT BOARD, UH, EARLIER THIS YEAR IN, IN MARCH OF 2024.

THE REASON THIS IS BEFORE YOU IS BECAUSE THE, UH, PROJECT INVOLVES A DEVELOPMENT AGREEMENT WITH THE CITY.

SO THE ARCHITECTURAL REVIEW BOARD DECISION WAS ACTUALLY A RECOMMENDATION TO THIS BOARD AND APPROVAL OF THE CONCEPT PLAN IS THE PURVIEW OF CITY COUNCIL.

UH, IF APPROVED TONIGHT, IT GOES THROUGH A COUPLE OTHER STEPS, INCLUDING REZONING, WHICH WILL EVENTUALLY COME BACK TO YOU AS WELL.

AND PRELIMINARY AND FINAL DEVELOPMENT PLANS, WHICH WOULD BE, UH, UNDER THE PURVIEW OF THE ARCHITECTURE REVIEW BOARD AT THAT POINT IN, IN TERMS OF A LITTLE BIT OF HISTORY, THE, UH, CITY ACQUIRED, UH, EIGHT PARCELS ALONG NORTH RIVERVIEW STREET IN 2021 WITH THE AIM OF, UH, TRYING TO SPUR IMPROVEMENTS IN THAT, UH, GENERAL AREA OF THE HISTORIC DISTRICT.

UH, REQUEST FOR PROPOSALS WAS ISSUED AND THE CITY HAD TWO RESPONSES.

ONE WAS FROM ATCH, WHICH WAS, UH, RECOMMENDED TO COUNCIL.

COUNCIL REVIEWED THE PLANS AND, UH, UM, UH, REVIEWED THEM FAVORABLY AT THE TIME.

AND SO THE PROJECT, UH, EVOLVED INTO AN INFORMAL REVIEW BY, UH, THE ARCHITECTURAL REVIEW BOARD, AS I MENTIONED, AND, UH, INCLUDED THE CONCEPT OF A VILLAGE THAT WOULD INCLUDE COWORKING, UM, SOME, UH, MAKER SPACE OUTDOOR, UH, PLAZAS, UH, ART FAIRS AND THOSE TYPES OF, UH, USES.

AND THE ARCHITECTURAL REVIEW BOARD LOOKED AT IT FAVORABLY.

UH, THERE WERE A COUPLE DIFFERENT CONCEPTS AT THE TIME IN TERMS OF THE AMOUNT OF DENSITY.

THE BOARD, UH, FAVORED THE LOWER DENSITY OPTION AND ALSO SUPPORTED REZONING TO HISTORIC CORE, WHICH WE'LL TALK ABOUT IN A MINUTE HERE.

UH, EVENTUALLY, UH, THE THREE SOUTHERN PARCELS WERE, UH, SOLD BY AUCTION TO OTHER OWNERS, AND THE, UM, DEVELOPMENT AGREEMENT WAS APPROVED BY CITY COUNCIL IN SEPTEMBER OF 2023.

AND SO THE INTENT TONIGHT IS TO REVIEW THIS AGAINST THE DEVELOPMENT AGREEMENT.

UH, SOME OF THE DETAILS THAT THE ARCHITECTURAL REVIEW

BOARD, UH, LOOKED AT AND, UM, GET AN ACTION BY CITY COUNCIL TONIGHT.

SO WITH THAT, UH, CLARIFICATION OF THE LOCATION OF THE PARCEL, IT ACTUALLY INCLUDES, UH, FIVE SEPARATE PARCELS, THREE ON THE WEST SIDE OF NORTH RIVER VIEW THAT ARE CURRENTLY ZONED HISTORIC RESIDENTIAL, AND TWO ON THE EAST SIDE ZONED HISTORIC PUBLIC.

UH, THE INTENT WOULD BE TO REZONE ALL OF THEM TO HISTORIC CORE, WHICH WOULD ACCOMMODATE THE MIXTURE OF USES THAT ARE BEING PROPOSED.

AND AGAIN, UH, THE INTENT IS FOR A ONE OF A KIND, UH, CORE WORKING AND ENTREPR ENTREPRENEURSHIP COMMUNITY THAT WOULD INCLUDE, UH, THE HEADQUARTERS OF ATCH AT THIS LOCATION.

UH, THE INTENT IS TO WORK TOGETHER WITH SOME OF THE, UH, EXISTING DEVELOPMENTS INCLUDING COHES, EXISTING BUILDING AND NORTH HIGH BREWING, AS WELL AS SOME OF THE PUBLIC IMPROVEMENTS THAT ARE TAKING PLACE WITHIN THAT SAME GENERAL AREA.

THE, UH, WANTED TO POINT OUT THAT ON THE EAST SIDE OF THE SITE, THE ONLY PORTION THAT WOULD BE REZONED AND CONVEYED TO ATCH WOULD BE WHATEVER IS NEEDED JUST TO ACCOMMODATE THE BUILDINGS.

EVERYTHING EAST OF THAT WOULD, UH, REMAIN UNDER THE CITY'S OWNERSHIP AND BE INCORPORATED INTO RIVERSIDE CROSSING PARK.

I MENTIONED SOME OF THE, UH, IMPROVEMENTS IN THE AREA.

THOSE WOULD INCLUDE, UH, NEW, UM, A NEW LOOK AT, UH, SEVERAL STREETS THERE.

NORTH RIVERVIEW STREET, NORTH BLACKSMITH LANE, NORTH STREET AND WING HILL LANE, UH, WITH THE INTENT OF IMPROVING THE STREETSCAPE, FACILITATING, UH, DIFFERENT MODES OF TRANSPORTATION, INCLUDING PEDESTRIANS AND BICYCLISTS, UH, LOOKING AT THE INFRASTRUCTURE, INCLUDING, UH, SOME SANITARY, UH, SEWER WORK THAT MAY BE NEEDED REGARDLESS OF WHETHER THIS PROJECT, UH, MOVES FORWARD OR NOT.

UH, AS WELL AS POTENTIAL, UH, ON STREET PARKING, UTILITY BURIALS, AND SEVERAL OTHER IMPROVEMENTS.

UH, ALSO I MENTIONED THE RIVERSIDE CROSSING PARK BEING RIGHT NEXT DOOR.

AND SO THE INTENT IS TO ALSO COORDINATE WITH THAT PROJECT, UH, TO FACILITATE PUBLIC ACCESS TO THAT PARK, AS WELL AS COORDINATION OF OPEN SPACES THAT, UH, ATCH WOULD BE PROVIDING AND THE, EXCUSE ME, THE PARK WOULD BE PROVIDING AT THE SAME TIME.

SO THE PROJECT ITSELF WOULD INVOLVE RENOVATIONS OF THREE EXISTING HOUSES ON THE WEST SIDE OF NORTH RIVERVIEW STREET THAT WOULD BE CONVERTED INTO SMALL OFFICES.

AND THEN THE RED HOUSE AS, UH, IT'S COMMONLY KNOWN AT 62 NORTH RIVERVIEW, UH, WOULD BE CONVERTED INTO A RESTAURANT AND A NEW BUILDING WOULD BE, UH, BUILT JUST TO THE SOUTH OF THAT ALONG THE SLOPE TOWARDS, UH, THE TOYOTA RIVER.

UH, THEY'RE ALL WITHIN PROXIMITY TO THE DUBLIN LINK BRIDGE.

SO THERE'S, UH, UH, QUITE A BIT OF ACTIVITY THAT, UM, WOULD HAPPEN AT THAT LOCATION.

AND THE BUILDING WOULD BE ABOUT 15,000 SQUARE FEET OR A LITTLE BIT MORE.

AND AGAIN, INCLUDE CO-WORKING AND EVENT SPACE, UH, AS WELL AS OUTDOOR PLAZA AND, UH, SOME OUTDOOR DECKS THAT WOULD HAVE VIEWS OF THE RIVER AND, UH, BRIDGE PARK AND, AND THE BRIDGE.

UH, THERE IS A FLOODPLAIN ALONG THE EAST SIDE OF THE BUILDING, SO THERE WOULD BE SOME MITIGATION MEASURES THAT WOULD BE, UH, LOOKED AT MORE CAREFULLY AS THIS GOES THROUGH THE, UH, MORE FORMAL STAGES AS WELL.

AS WE WERE TALKING ABOUT TREES EARLIER, WE WOULD BE LOOKING AT A TREE SURVEY AND, UH, THE PROTECTION OF AS MANY TREES AS POSSIBLE.

AGAIN, THE INTENT IS TO PRESERVE THE EXISTING HOUSES AND, UH, GENERALLY THEIR EXISTING FOOTPRINTS.

UH, THERE WOULD BE SOME PUBLIC OPEN SPACES, UM, NORTH OF THAT DEVELOPMENT.

AGAIN, THAT WOULD BE COORDINATED WITH THE, WITH THE CITY PARK PROJECT.

THE, UH, BUILDING ITSELF IS, UH, AS YOU CAN SEE, IT'S QUITE A BIT LARGER THAN SOME OF THE EXISTING STRUCTURES, BUT IT'S DESIGNED IN SUCH A WAY THAT THE MASSING REFLECTS THE CHARACTER OF THE, UH, EXISTING STRUCTURES WITH MULTIPLE GABLES.

AND, UH, WITH THE BUILDING LOPING, UH, AS IT SLOPES DOWN, IT GETS HIGHER.

MUCH LIKE THE, UH, STRUCTURE AT 62 NORTH RIVER VIEW.

THIS IS ANOTHER VIEW FROM, FROM THE STREET LEVEL, UH, THIS IS NORTH STREET.

LOOKING TOWARDS THE RED HOUSE, AND AGAIN, YOU CAN SEE HOW THE MASSING OF THE BUILDING HAS PROPOSED, UH, WOULD TIE INTO THE EXISTING DEVELOPMENT.

AND THEN WITH THE EXISTING HOUSES, UH, THE INTENT IS TO, UH, SIMPLY RENOVATE THOSE, UM, AND ADDING SOME WARMER COLORS AND, UH, UH, PERHAPS SOME IMPROVEMENTS FOR A DA ACCESS TOWARDS, UH, IN, INTO THOSE STRUCTURES.

UH, BUT OTHERWISE, THEY WOULD REMAIN IN THEIR, UH, GENERAL FORM.

THIS IS THE ONE AT 45 NORTH RIVERVIEW STREET WOULD BE MOSTLY PORCH IMPROVEMENTS AND 53 NORTH RIVER VIEW.

THIS IS ONE THAT WAS ORIGINALLY PLANNED TO BE DEMOLISHED AS PART OF THE INFORMAL REVIEW.

SO THE ARCHITECTURAL REVIEW BOARD WAS VERY HAPPY TO SEE WITH THIS, UH, CONCEPT THAT, UH, THE APPLICANT IS PROPOSING TO RENOVATE IT AND, AND MAINTAIN IT.

UH, THIS IS THE ONE THAT WOULD HAVE A FEW CHANGES ON THE NORTH SIDE THAT WOULD BE ADDING ANOTHER WINDOW AND SOME ROOF IMPROVEMENTS TO, UH, INCREASE THE CEILING HEIGHT AND PROVIDE BALANCE AND SOME IMPROVEMENT TO THE PORCH, UH, UPFRONT.

AND THEN THE RED HOUSE WOULD BE, AGAIN, RENOVATED IN, UH, MOSTLY ITS CURRENT FASHION CONVERTED INTO A RESTAURANT, AND A COUPLE OF PERGOLAS WOULD BE ADDED TO THE, UH, NORTH SIDE AND THE EAST SIDE.

UH, ALONG WITH THE DECK, UH, BEHIND THE NEW BUILDING THAT WOULD OVERLOOK THE, UH, RIVER A DA ACCESS TO THE RED HOUSE WOULD BE PROVIDED THROUGH THE NEW BUILDING.

SO THE PATHWAY IN BETWEEN WOULD, UH, PROVIDE THAT ACCESS.

AND, UM, WANTED TO ALSO SHOW YOU JUST IN TERMS OF THE CONTEXT AND HOW THAT FITS IN, IN TERMS OF THE SCALE.

NOW, UP BLACKSMITH LANE AGAIN, YOU CAN GET A FEEL FOR THE GABLES AND HOW THEY RELATE TO THE EXISTING BUILDINGS ON NORTH RIVERVIEW.

OF COURSE, THE BRIDGE IN THE BACKGROUND AND BRIDGE PARK, AND IT WASN'T RENDERED HERE, BUT THIS IS WHERE, UH, ONE OF THE OUTDOOR PLAZAS WOULD TAKE PLACE.

AND THEN THE RELATIONSHIP TO THE PUBLIC OPEN SPACES ALONG THE RIVER.

AND WE ARE NOT PROPOSING TO DESTROY THE BRIDGE HERE, IT'S JUST .

SO THE ARCHITECTURE REVIEW BOARD APPRECIATED THE, UM, CONCEPTS THAT WERE PRESENTED, UH, TO THEM, UM, INCLUDING SOME OF THE CHANGES FROM THE INFORMAL REVIEW, AND NAMELY MAINTAINING THE, UH, EXISTING HOUSES AND THEIR EXISTING FOOTPRINTS AND THE PRESERVATION OF 53 NORTH, UH, RIVERVIEW STREET.

UH, THEY ALSO FELT THAT THE DESIGN OF THE NEW BUILDING, UH, FIT IN WITHIN THE, UH, UH, GENERAL AREA.

WHILE IT'S BIGGER, IT, IT DOES ADD TO THE ENVIRONMENT THERE.

UH, THE BOARD WAS ALSO ASKED TO LOOK AT THREE ART BUILDINGS THERE THAT WERE, UH, BACKGROUND BUILDINGS THAT WERE ENCROACHING INTO THE PUBLIC RIGHT OF WAY AND IN PRE DETERIORATED SHAPE.

AND THE BOARD APPROVED DEMOLITION OF THOSE BUILDINGS.

UH, THAT DECISION RESTS WITH THE ARCHITECTURE REVIEW BOARD, SO THOSE BUILDINGS COULD BE DEMOLISHED AT ANY TIME AS LONG AS THERE'S A REST, A SITE RESTORATION PLAN ASSOCIATED WITH THEM.

AN EMERGENCY C-SECTION WAS PERFORMED ON THE DEAD WOMAN AND HER CHILD WAS DELIVERED.

THIS IS AT THE EL EMIRATI HOSPITAL IN RAFA.

THAT NEWS FROZE MY BLOOD, THAT THIS IS HAPPENING IN THIS, IN THIS WORLD, AND, AND WE HAVE THE POWER TO STOP IT AND WE'RE NOT DOING ANYTHING.

THE REASON WE COME HERE TIME AND TIME AGAIN IS BECAUSE YOUR VOICE MATTERS.

YOU HAVE THE POWER TO LET OUR LEADERS IN WASHINGTON KNOW THAT YOU DO NOT APPROVE OF THIS CARNAGE, JUST LIKE OTHER CITIES HAVE DONE.

I'D LIKE TO KNOW WHO IS FEELING SAFER WITH THIS WAR CONTINUING AND WHO IS FEELING UNSAFE WITH A CALL FOR A CEASEFIRE? WHICH ETHNICITY AND RELIGION IS FEELING SAFER AS CHILDREN ARE BEING SLAUGHTERED AND STARVED? ARE THE JEWS SAFER? ARE MUSLIMS SAFER? ARE HINDUS SAFER? ARE THE HOSTAGES THAT ARE BEING HELD SOMEWHERE IN, IN REZA, ARE THEY SAFER? IS ISRAEL SAFER? THE TRUTH IS, IS THAT NO ONE IS SAFE AS THIS WAR RAGES ON.

IT WAS OCTOBER 24TH, AND WE HAD HOPED THE CITY WOULD ISSUE A STATEMENT OF COMFORT AND PEACE 18 DAYS AFTER THE CONFLICT STARTED, OR NOW 199 DAYS IN STILL WAITING.

STILL HOPING YOU'LL PRODUCE A STATEMENT OF PEACE, A STATEMENT OF COMFORT THAT DIRECTLY ADDRESSES THE CONFLICT OCCURRING IN THE MIDDLE OF THE EAST AS THAT CONFLICT IMPACTS DUBLIN CITIZENS OF MANY DIFFERENT RELIGIONS.

UM, YOU'VE HEARD THIS NUMBERS AS OF APRIL 8TH OF 20 OF 2024, UH, OVER 35 4,000 PEOPLE KILLED, UH, PALESTINIANS, MAKING UP THE MAJORITY, 1400 ISRAELIS AT LEAST OVER 224 HUMANITARIAN AID WORKERS.

COUNTLESS NUMBERS IN THE HEALTHCARE WORKFORCE, AND IT'S ESTIMATED THAT 90% OF THE CASUALTIES IN GAZA HAVE BEEN CIVILIANS, WOMEN AND CHILDREN.

UM, THIS PAST WEEKEND I WAS INVITED TO A DINNER.

IT WAS A BEAUTIFUL WEEKEND TO GO OUT WITH FRIENDS AND AT THE TABLE WERE PEOPLE I DIDN'T KNOW.

PEOPLE OF MANY DIFFERENT FAITHS.

THE COUPLE I WAS SEATED NEXT TO HAPPENED TO BE A JEWISH COUPLE, UM, VERY INVOLVED IN THEIR FAITH COMMUNITY, AND WE HAD A REALLY CANDID CONVERSATION.

WE DIDN'T AGREE ON EVERYTHING, BUT THERE WAS DIALOGUE WHILE WE BROKE BREAD TOGETHER.

I WOULD LOVE TO SEE MORE OF THAT HAPPEN HERE.

UM, BUT UM, I WAS GOING THROUGH SOME FIGURES.

SO IT IS, UM, THE WORLD POPULATION REVIEW.

2024 STATES THAT IN OHIO THERE ARE APPROXIMATELY 1000, UH, SORRY, 121,000 MUSLIM POPULATION.

UM, AND THEY'RE CLOSE TO MORE THAN 10,000 PALESTINIAN AMERICANS.

AND I HEAR NOTHING.

THE BRIDGE HAS NOT GONE ANY COLOR.

UM, I WOULD REQUEST THE COUNCIL TO, UH, YOU KNOW, THE TAX MONEY THAT WE ALL PAY.

YOU PAY IT, THESE GUYS PAY IT, I PAY IT.

I DON'T PAY MY TAX TO KILL A MOTHER.

I DO NOT PAY MY TAX TO KILL A BABY.

WE DON'T, OUR HIGH SCHOOLS ARE AT A SHORTAGE OF SCIENTIFIC CALCULATORS.

IT'S 180 OR $200 WORTH OF A THING, BUT OUR TAX MONEY IS NOT GOING THERE.

AND I WANT TO MAKE IT VERY CLEAR THAT I'M APPRECIATIVE.

WE WILL BE ACCEPTING DOCUMENTS FOR DESTRUCTION, HOUSEHOLD HAZARDOUS WASTE, PRESCRIPTION DRUGS, TEXTILE, SMALL HOUSEHOLD ITEMS, E-WASTE, STYROFOAM, AND COMPOST.

AND AFTER BRINGING THEIR RECYCLES RECYCLABLES TO SUSTAINABLE SATURDAY, RESIDENTS CAN HEAD OVER TO THE DCRC TO PARTICIPATE IN THE CHAMBERS COMMUNITY SERVICE DAY, WHICH IS AN OPPORTUNITY TO TAKE PART IN OUTDOOR CLEANUPS.

IT'LL BE A FULL DAY OF GIVING BACK TO THE COMMUNITY AND ALSO HELPING PRESERVE OUR NATURAL ENVIRONMENT.

I WOULD, I WOULD MAKE TWO COMMENTS.

ONE IS, UM, THEY HAD A MEETING WHERE THEY HAD THE OPPORTUNITY TO HAVE AN IN-DEPTH PRESENTATION OF ENVISION DUBLIN OR THE, YOU KNOW, THE UPDATE OF THE, THE COMMUNITY PLAN IS A QUITE VOLUMINOUS DOCUMENT, UM, AS IT SHOULD BE AND AS IT NEEDS TO BE.

BUT WITH THAT COMES SOME TIME FOR, UH, REVIEW AND FOR REFLECTION.

AND IT WAS IMPORTANT THAT THE PLANNING AND ZONING HAD AN OPPORTUNITY TO JUST GET A SENSE OF IT BEFORE WE'RE ASKED TO GIVE CONCRETE, UM, UH, RECOMMENDATIONS AGAINST IT.

SO THAT OCCURRED.

UM, AND AS YOU'RE AWARE, THERE'LL BE A JOINT MEETING, UM, WITH COUNCIL ON THAT TO CONTINUE, UH, THAT CONVERSATION.

JOHN'S LUTHERAN CEMETERY GAVE THEIR PRESENTATION ON WHAT THEY PLAN TO DO THAT WAS PRESENTED BEFORE THE PLANNING AND ZONING COMMISSION ON THE 18TH.

SO IF YOU'RE INTERESTED IN WHAT THE PLAN IS, YOU CAN GO OUT AND WATCH THAT.

UH, I ALSO HAD, UM, SPOKE WITH THEM.

THEY HAD SHOWED INTEREST IN, UM, ACTUALLY DID ATTEND OUR HOMEOWNERS ASSOCIATION MEETING.

HAD A LITTLE TABLE OUT FRONT AND THEY WERE HAPPY TO PARTICIPATE.

AND THEY ALSO WELCOMED THE INCOMING NEW FISCAL OFFICER WHO WILL BE SCOTT MELODY.

SO THAT'S IT FOR WASHINGTON TOWNSHIP.

AND AS FOR A RB, THEY HAVE BEEN VERY BUSY.

UM, SINCE WE MET LAST, UM, I HAD GAVE YOU A HEADS UP THAT THEY WERE HEARING THE CONCEPT PLANS FOR 17 AND 27 NORTH RIVERVIEW.

SO IF YOU'RE INTERESTED, YOU CAN GO WATCH THOSE.

UH, THE OTHER APPLICATION WAS ATCH, WHICH WE JUST SAW TONIGHT.

UH, THEY HAD A SPECIAL MEETING ON THE 17TH OF APRIL WHERE THEY APPROVED THE ALTERNATIVE MATERIALS, BASICALLY HELPING TO STREAMLINE, UH, SO SOME OF THE HOMEOWNERS CAN JUST GET APPROVAL OF THEIR MATERIALS WITHOUT HAVING TO GO THROUGH THE FULL PROCESS.

SO THAT DOCUMENT, UH, IS MOVING FORWARD IN THE PROCESS.

AND THERE WAS ALSO SOME UPDATES TO THE CODE GUIDELINES THAT THEY'VE GOTTEN.

AND THIS WEEK, UH, ON WEDNESDAY, THEY ARE ARE SEEING THE THIRD, THE FINAL RIVERVIEW PROPERTY.

SO IT'S 40 EAST BRIDGE STREET, SO THE ONE CLOSEST TO 1 61.

YOU KNOW, IT'S BEEN QUITE SOME TIME SINCE WE WERE TOGETHER.

WE WERE LAST TOGETHER ON MARCH THE 25TH IN THIS FORMAT BECAUSE OUR MEETING ON THE EIGHTH WAS CANCELED DUE TO THE, UH, SOLAR ECLIPSE ACTIVITIES.

SO, UM, THAT MEETING WAS, UH, APRIL THE 11TH.

UM, I DO HAVE THE CONTENT OF THE AGENDA FOR THAT.

UM, THERE, THERE WAS NOT NECESSARILY ANYTHING SUBSTANTIVE THERE THAT IS SPECIFIC TO THE CITY OF DUBLIN.

UM, ON APRIL THE FOURTH, WE HAD THE GOOD FORTUNE OF HAVING THE, UM, UH, THE FEDERATION OF INDIAN AMERICANS HERE.

AND WE HAD THE CONS, GENERAL OF INDIA OUT OF NEW YORK, COME AND VISIT WITH US.

AND, UH, WE WERE VERY DELIGHTED TO HAVE HIM HERE ON, UH, APRIL THE NINTH.

UH, A RIBBON CUTTING WAS DONE FOR DOVE RECOVERY.

IT'S A NEW MENTAL HEALTH, UM, ADDICTION SERVICE HERE IN OUR CITY.

AND, UH, THEY REPORTED BACK THAT THEY WERE NEARLY AT CAPACITY ALREADY, JUST SIX WEEKS AFTER OPENING OF, UH, CLIENTS THAT THEY HAD THE OPPORTUNITY TO HELP.
