AND THE CONCEPT BEHIND THAT IS WE WANT TO REALLY, UM, DRIVE MOST OF THE TRAFFIC AND THE VOLUME AND ACTIVITY AWAY FROM THE NEIGHBOR TO THE, THE IMMEDIATE EAST OF THE 6,001 PROPERTY. AND SO WHAT WE'RE LOOKING TO DO IS, IS BRING TRAFFIC IN THROUGH OUR MAIN ENTRANCE AT THE CHURCH, UH, INTO THE PARKING LOT. WE WOULD, UH, HAVE THIS NEW EXTENDED ROAD ACROSS THE BACK BEHIND OUR COMMUNITY GARDENS AND ENTER INTO THE MEMORIAL SPACE WHERE YOU SEE AT THE PROPERTY LINE AT 60 41, UH, THAT ROAD DIVE SOUTH LETS US WORK AROUND TO THE BACKSIDE, CAN COME BACK OUT AND EXIT THE SAME WAY. UM, OBVIOUSLY THE ROAD DOES CUT ACROSS THE, UH, SITE AND CAN GO UP TO THE, UH, 6,001 GATE, GATE AREA. AND, UM, UH, FOR THE MOST PART, UH, THAT WILL BE A LIMITED ACCESS AREA TYPES, UM, ENTRANCE. NOW, UM, IT PROBABLY WOULD BE MORE LIKELY USED FOR EXIT. UM, BUT MOST OF THE ACTIVITY WOULD BE DRIVEN FROM THE RINGS ROAD IN THE CHURCH PARKING LOT NEW ROAD TO THE WEST OF 60 41. SO THAT IS ONE CHANGE WE WANTED TO MAKE, UH, CLEAR THAT, UH, WE HAVE HEARD LOUD AND CLEAR, BUT THAT, AND WE'VE, WE'VE MADE THAT ADJUSTMENT. UH, LET'S SEE HERE. WHERE ARE WE? THAT'S WHERE YOU'RE LIKELY, THOSE PASTURE AREAS ARE GONNA BE, UH, MAINTAIN THAT WAY. AND YOU'RE GONNA SEE FLUSH GROUND MARKERS SIMILAR TO WHAT YOU SEE IN A COUPLE OF THE PICTURES UP HERE. AND, UH, THREE IS KIND OF A WIDE OPEN SPACE BEHIND THE CURRENT HOUSE AND GARAGE. THIS IS LIKELY TO WHERE WE'LL HAVE SOME OF OUR TRADITIONAL TYPES OF BURIALS. UM, AND AGAIN, WE WANT TO BE CAREFUL AND, AND HOWL AND WHERE WE PLACE THOSE AND SIZES OF STONES AND ALL THAT. BUT HERE'S WHERE WE MOST LIKELY WILL HAVE SOME OF THAT. AND ONE OF THE REASONS FOR THAT IS THAT IT IS FURTHEST WEST ON OUR, OUR TWO PARCELS, UH, FURTHER AWAY FROM, UM, THE FOLKS WHO LIVE TO THE EAST OF US AND FURTHER BEHIND A LOT OF TREES AND OTHER STRUCTURES. SO NOT REALLY VISIBLE TO THE RINGS ROAD FOLKS. AND, UH, OUR NEIGHBOR TO THE EAST, THE ONLY PLACE THAT'S REALLY GONNA BE VISIBLE IS, UH, OVER AT THE CHURCH, WHICH IS A CHURCH PROPERTY, OBVIOUSLY. SO NOT TOO CONCERNED ABOUT THAT. ZONE FOUR IS REALLY THE, UH, THE FLOODPLAINS AND ZONES, UH, DEALING WITH ALL THE DIFFERENT, UM, UNIQUE KINDS OF LITTLE SPACES WE HAVE GOING ON AROUND THAT CREEK. AND IT'S REALLY, THERE'S SOME COOL AREAS THERE. WE INTEND TO UTILIZE THAT FOR A NUMBER OF DIFFERENT TYPES OF, UM, BURIAL OPTIONS. UH, OFF TO THE LEFT, NUMBER FOUR IS THE WOODED AREA THAT RUNS ALONG THE PERIMETER THERE. AND, UH, NUMBER FIVE IS, UM, KIND OF THE BACK ZONE OF SONA PHASE ONE, IF YOU WILL. IT'S PRETTY MUCH WIDE OPEN, SUNNY, AND THAT'S GONNA BE MORE OF A MEADOW NATURAL AREA, AND WE'LL, WE'LL FIT WELL WITH OUR NATURAL TYPE BURIAL ARRANGEMENT AND OUR, UM, OUR TRADITIONAL SPACES. UH, ONE KEY THING THAT I WANNA POINT OUT, UH, IS, UH, ZONE SIX, THAT ONE RUNS, UH, THE ENTIRE DISTANCE ALONG OUR PROPERTY AND, UM, IS BETWEEN US AND OUR MOST IMMEDIATE NEIGHBOR TO THE EAST. AND WE CLEARLY HEAR THAT, HEARD THAT, THAT ONE OF THE THINGS THAT WAS A CONCERN WAS, YOU KNOW, POTENTIAL ACTIVITY AND TRAFFIC AND VOLUME OVER THERE. SO WE HAVE, UM, DEVELOPED THAT AS A BUFFER ZONE, UH, TO GIVE OUR NEIGHBOR AS MUCH POSSIBLE PHYSICAL AND VISUAL, UH, BUFFER AS AS POSSIBLE. AND THAT WOULD BE AN EVERGREEN TYPE OF SCREEN. THERE ARE SOME AREAS THAT ARE LARGER, WE COULD POSSIBLY DO SOME ADDITIONAL FILL WITH, UM, YOU KNOW, NATIVE SHRUBS TO GIVE SOME DIFFERENT, UH, UH, SEASONAL COLOR AND LOOK, AND, AND TOGETHER WE, UH, SHOULD BE ABLE TO, TO MAKE THAT PRETTY THICK THROUGH THERE AND PROVIDE THAT KIND OF, UM, VISUAL SCREEN AND, UM, UM, [00:15:01] THAT SEPARATION THAT, THAT THEY'RE LOOKING FOR. AND IT WILL REALLY SEPARATE BOTH SPACES WHEN YOU'RE IN OURS. YOU'LL REALIZE, HEY, THERE'S NO REASON TO GO OVER THERE. CAN'T GET THROUGH THERE. IT'S, IT'S SOLID AND VICE VERSA. THE FUTURE LAND USE RECOMMENDATION FOR THIS SITE IS SUBURBAN RURAL RESIDENTIAL, WHICH CONTEMPLATES SINGLE FAMILY DEVELOPMENT. THE PROPOSED USES MORE CLOSELY ALIGN WITH THE CIVIC AND PUBLIC ASSEMBLY, FUTURE LAND USE, WHICH ALLOWS FOR PUBLIC AND PRIVATE CEMETERIES AS WELL AS RELIGIOUS USES. THE CHURCH IS PROPOSING TO PUT A HOUSE IN THE BACK OF THE CEMETERY WHERE IT WOULD BE MUCH MORE APPROPRIATE TO LOCATE IT UP ON RINGS ROAD AS A CEMETERY BUFFER. A LESS DESIRABLE ALTERNATIVE WOULD BE A FULLY OPAQUE EVERGREEN SCREEN PLACED BETWEEN THE ROADWAY AND THE CEMETERY. ANOTHER IMPORTANT CONSIDERATION WOULD BE TO ACCESS THE CEMETERY, THE EXISTING CHURCH PARKING AREA AND DRIVEWAY TO ELIMINATE VISUAL TRAFFIC AND PARKING IMPACTS ON THE NEIGHBORHOOD OF THE PROPOSED REZONING. IDEALLY, NO VEHICULAR CONNECTION WOULD EXIST BETWEEN RINGS AND THE CEMETERY AND ACCESS WOULD BE ONLY PROVIDED VIA THE EXISTING CHURCH DRIVE AND OR THE NORTH STREET ROUNDABOUT. THE PROPERTY OWNER ADJACENT TO THE CEMETERY 59 65 MUST BE PROTECTED AS THEY ARE THE MOST IMPACTED BY THE, THIS PROPOSED CHANGE OF VIEWS. UM, THE AESTHETIC STYLE AND ARCHITECTURE, AGAIN, BIG HOUSE CONCEPT IS, IS GREAT, UH, WANTS TO BE IN THAT MATERIAL PALETTE WE TOUCHED ON, RIGHT? THE BALANCE RATE, IRISH VILLAGE MATERIAL PATH THAT YOU'RE SHOWING ON ALL THE OTHER FIVE IMAGES HERE. UM, WE ALL AGREE ON THAT, BUT AGAIN, AND YOU KNOW, THE THIRD STORY UNDERMINES ALL THAT. UM, I WOULD, I WOULD ADVOCATE FOR SENSITIVITY THERE THINGS TO CAREFULLY CONSIDER WARNER TEMPLE FRONTAGE. AND I, I THINK A FEW PEOPLE HAVE ARTICULATED THIS. I I'M NOT NECESSARILY AVERSE TO IT, UM, REDUCING THE GREEN SPACE THERE, BUT I, I DO THINK IT HAS TO BE DONE VERY, VERY CAREFULLY CONSIDERED HOW THAT ACTIVATES IT. STILL HAVE TO HAVE SOME, SOME DISTANCE AND NOT BE IMMEDIATELY ADJACENT THE ROADWAY. UM, PEDESTRIAN AND WALKABILITY, WE KIND OF TOUCHED ON IT. THERE IS A LITTLE BIT OF A TWO HALVES ASPECT TO THE SITE, RIGHT? THE, THE SORT OF COMMERCIAL ASPECT AND THEN THE RESIDENTIAL ASPECT. AND RIGHT NOW IT'S, IT'S, AGAIN, IT'S EARLY. IT'S NOT REALLY DRAWN AS THOUGH IT WOULD, THERE'D BE A LOT OF EASE AND ACCESS. UM, OR ASSUMING THAT'LL SORT OF W WORK ITSELF OUT ON THE WASH. OF COURSE, THAT'LL BE SOMETHING WE, WE HAMMER AND STAFF HAMMERS, UH, AD NAUSEUM. AND THEN MR. WE TOUCHED ON IT. I ASKED ABOUT IT, THE FRONT DOORS. UM, IT, THE SITE IS SETTING UP REALLY NICELY RIGHT NOW RELATIVE TO THE RESIDENTIAL UNITS TO SPECIFICALLY HAVE THAT FRONT DOOR ACCESS AND THEN REAR LOADED ALMOST ALLEY ACCESS AS IT'S OFTEN OFTEN REFERRED. UM, THAT REQUIRES A LOT ON THOSE ROADWAYS ACROSS THE FRONT DOOR. IT REQUIRES, OF COURSE, UM, SOME ON STREET PARKING, RIGHT? IT DOESN'T WORK. THOSE DOORS DON'T GET USED. THEY JUST BECOME THE BACK DOOR IF, IF THAT ON-STREET PARKING ISN'T THERE. SO THAT'S JUST SOMETHING TO BE, UM, SENSITIVE TO AS IT CONTINUES TO DEVELOP. IT'S, IT'S POTENTIALLY VERY LOVELY IN THAT REGARD. IT'S, IT'S ALL LAID OUT AND ALMOST THERE FOR YOU TO, TO, TO GRAB HOLD OF. UM, AGAIN, THANK YOU. SUPPORTIVE. WE SHOULD GET ALL PARKING LOT ACROSS FROM IT. IT WOULD MAKE THE WHOLE FIELD DIFFERENT, UM, UH, IN THE INTERNAL PART OF THE, OF THE, UH, COMPLEX. OTHER THAN THAT, I THINK IT'S GREAT. I ASSUME THEY'RE GONNA BE IRISH BUILDINGS, BRICK AND STONE AND, AND, AND, UH, UH, I THINK THAT'LL BE GREAT. SO I HAVE NOT MUCH TO ADD TO MY COLLEAGUES. NOT ONE BUILDING THAT IS RETAIL WITH A BUILDING THAT IS RESIDENTIAL NEXT DOOR. I LIKE THE INTEGRATION. I THINK YOU DID THAT WELL. UM, I ALSO LOVE THE LARGE HOME CONCEPT. UH, I WAS RECENTLY IN NASHVILLE AND THEY HAVE A, A COMPLEX THAT I STOPPED AND TOOK PICTURES OF BECAUSE IT WAS SO WELL DONE. I, IN READING THE COMMUNITY PLAN, THE VISION OF THIS IS TO MAINTAIN THAT VIEW CORRIDOR. AND I DO THINK THAT THIS PARTICULAR PARCEL IS OVER PROGRAMMED. UH, WE, WE ESSENTIALLY FLIP A SWITCH AND GO FROM PARK TO FULLY BUILT, BUT THE IDEA WAS TO INTEGRATE. AND SO PART OF THAT INTEGRATION WAS WITH THOSE SETBACKS WITH A HUNDRED FOOT SETBACK ALONG AVERY. AND, AND THE DEVELOPMENT TEXT KIND OF LEFT OPEN FOR THE VIEW CORRIDOR UP WARNER TEMPLE. WHAT THAT DOES IS IT OFFERS AN OPEN VIEW CORRIDOR INTO THE BALLANT TREE COMMUNITY, INTO THE PARK SPACE AND STILL ALLOWS FOR THAT SETBACK AREA TO BE UTILIZED FOR PATIO SPACE FOR THOSE ACTIVATION AREAS. PARKING BEHIND IS BEAUTIFUL, BUT IF WE CAN USE SOME OF THAT A HUNDRED FOOT SETBACK AND INTEGRATE THOSE PATIO SPACES, THEN WHAT IT DOES IS IT MAINTAINS THE VIEW CORRIDOR. BUT YOU GET TO EXPERIENCE IT NOT JUST FROM AN AUTOMOBILE PERSPECTIVE, NOT JUST FROM A WALKER PERSPECTIVE, BUT FROM A PARTICIPANT PERSPECTIVE. IF WE SHRINK THAT SETBACK, THEN THE PATIO EXPERIENCE BECOMES LESS. YOU'RE RIGHT NEXT TO THE ROADWAY. YOU'RE 20 FEET OFF. IT'S JUST A TOTALLY DIFFERENT EXPERIENCE. SO I'D LIKE TO ENCOURAGE THOSE TO, TO CONTEMPLATE THAT WHEN THEY'RE LOOKING AT THOSE, THE PRIVATE DRIVES. I WANNA ENCOURAGE YOU, PRIVATE DRIVES HAVE NOT BEEN WONDERFUL IN THE COMMUNITY. OCCASIONALLY WHAT HAPPENS IS PRIVATE DRIVES AREN'T MAINTAINED. THEY'RE TURNED OVER TO THE CITY. CITY WON'T TAKE THEM UNLESS THEY'RE UP TO PUBLIC STANDARD. I'M NOT OPPOSED TO PRIVATE DRIVES, BUT IF THEY'RE PRIVATE DRIVES, THEY MUST BE BUILT TO CITY STANDARD. UH, AND THEN THE LAST THING THAT I WANNA TOUCH ON IS THE, THE OVERALL PROGRAMMING. UM, I ECHO MY FELLOW COMMISSIONERS. THE DEVELOPMENT TEXT IS PURPOSEFUL ONE TO TWO STORY, ONE TO TWO STORY. AND THAT'S WHAT'S REPEATED OVER AND OVER. SO IF WE COME BACK AND WE HAVE A TWO STORY ACROSS THE BOARD, I THINK WE'RE GONNA HAVE SOME CHALLENGES. IF WE HAVE A ONE TO TWO STORY WITH AN OCCASIONAL THREE STORY, THAT'S WHAT DEVELOPMENT TEXT IS FOR. SHIFTING OF THAT, MAKING IT LOOK LIKE A BEAUTIFUL PROJECT, WE DO HAVE SOME FLEXIBILITY. IT'S NOT LOCKED IN STONE. EVERYTHING MUST BE EXACT. THAT'S WHY WE HAVE WAIVERS. THAT'S WHY WE HAVE DEVELOPMENT TAX PROCESSES BECAUSE THERE IS, UM, NOT A ONE SIZE FITS ALL. IF SO, WE, OUR BODY WOULDN'T EXIST. THERE WOULDN'T HAVE A NEED FOR A PLANNING AND ZONING COMMISSION IF IT WERE JUST CHECK THE BOXES AND YOU'RE DONE. UM, I APPRECIATE THE ENGAGEMENT WITH THE COMMUNITY. I UNDERSTAND THAT TALKING TO EVERY COMMUNITY MEMBER MULTIPLE TIMES IS WELL NOT FEASIBLE. THAT'S WHY WE HAVE THE PUBLIC PROCESS. WE GIVE OPPORTUNITY TO HAVE RESIDENTS, WHETHER THEY LIVE IN BALLANT TRADE, WHETHER THEY'RE ACROSS THE STREET OR WHETHER THEY'RE ACROSS THE CITY, THEY'RE AFFECTED BY COMMUNITIES. I LIVE, YOU KNOW, NOT TOO FAR AWAY FROM HERE, BUT I TURN THAT CORNER EVERY DAY WHEN I DRIVE TO WORK. AND SO IT WOULD BE WONDERFUL TO STOP WITH MY HUSBAND ON THE WAY HOME AT ANOTHER RESTAURANT. WE HAVE A, A NEIGHBORHOOD COMMERCIAL DISTRICT VERY CLOSE TO AT LEAST THREE OF THE COMMISSION MEMBERS THAT WE, WE UTILIZE QUITE FREQUENTLY. SO IF YOU DRIVE UP NEAR FIELD, YOU HAVE A COMMUNITY AREA THAT HAS A DRY CLEANER. IT HAS, UH, SOME PRIVATE SERVICES, YOU KNOW, YOUR, YOUR NAIL SALON, YOUR HAIR SALON, THAT SORT OF THING. BUT THERE ARE WHAT, FOUR, FIVE PLACES TO EAT IN THAT LITTLE AREA. AND IT'S ALWAYS BUSY. THERE'S AN IDF THAT DOESN'T HAVE GAS PUMPS, BUT THE KIDS RIDE THEIR BIKES TO GO GET ICE CREAM DURING THE SUMMERTIME AND DURING THE WINTERTIME. UH, BUT IT, IT'S A BEAUTIFUL INTEGRATED, CONTEMPLATED PLAN. THE ONLY THING THAT IT DIDN'T DO AS WELL AS THIS PLAN DOES IS THE PARKING IS VISIBLE. SO THERE'S LANDSCAPE BUFFERING, IT'S BEAUTIFUL, BUT THE PARKING IS IN FRONT OF THE BUILDINGS RATHER THAN THE PARKING BEING BEHIND THE BUILDING. AND YOU HEARD MR. WAY HIT ON THAT AS FAR AS URBAN DEVELOPMENT STANDARDS AND WHERE WE'VE, WE'VE GROWN AS, AS A COMMUNITY OVERALL. I'M NOT OPPOSED TO THAT. THE USE, I THINK THE USE IS PERFECT. THE MIXED USE CONTEMPLATION IS ESPECIALLY INTEGRATED. I LOVE THE LARGE HOUSE PROGRAM. THAT TYPE OF PRODUCT IS SOMETHING THAT I THINK WE'RE MISSING IN OUR COMMUNITY. UH, I DO THINK THAT WE ARE EARLY AND OBVIOUSLY WE HAVE TO GET A PLAN IN FRONT OF US IN ORDER TO START TALKING ABOUT IT. AND SO I THANK YOU FOR THAT.
