[SPECIAL PRESENTATION]

OKAY.

WE WILL BEGIN THIS EVENING WITH A PRE SPECIAL PRESENTATION FROM THE DUBLIN'S ARTS COUNCIL FOR AN UPDATE, AND WE LOOK FORWARD TO HEARING FROM DAVID GUILLON.

WELCOME.

WE GOT IT.

SO, GOOD EVENING, MAYOR AROSE GROOMS, UH, VICE MAYOR LUDO, AND MEMBERS OF COUNCIL.

UM, THANK YOU FOR ALLOWING ME JUST A FEW MOMENTS THIS EVENING TO PROVIDE A BRIEF UPDATE ON DUBLIN ARTS COUNCIL.

SO, 2023 WAS AN EXCELLENT YEAR FOR DUBLIN ARTS COUNCIL.

LEVERAGING THE GENEROUS SUPPORT PROVIDED BY THE CITY OF DUBLIN.

WE WERE ABLE TO SECURE A SIGNIFICANT GRANT FROM A PRIVATE FOUNDATION AND SUBSTANTIAL SUPPORT FROM OHIO'S DEPARTMENT OF DEVELOPMENT.

IN ADDITION TO OUR ANNUAL FUNDING FROM FOUNDATIONS, CORPORATIONS, AND THE OHIO ARTS COUNCIL, ALL OF THE SUPPORT HELPED US SECURE ARTISTS PROGRAMMING AND CONTINUE OUR ONGOING INITIATIVES THAT HELP US FULFILL OUR MISSION, WHICH IS TO ENGAGE THE COMMUNITY, CULTIVATE CREATIVITY, AND FOSTER LIFELONG LEARNING THROUGH THE ARTS.

2024 MARKS THE 40TH ANNIVERSARY OF DUBLIN ARTS COUNCIL.

WITH YOUR ONGOING SUPPORT OF HOTEL MOTEL TAX, DUBLIN ARTS COUNCIL CONTINUES TO THRIVE.

I'LL SEE IF I CAN GET THIS TO WORK.

THERE WE GO.

IN 2023, WE BEGAN EMERGING A K THROUGH 12 STUDENT EXHIBITION.

WE INTRODUCED DUBLIN TO FRACTALS PATTERNS IN NATURE, WHICH COMBINE ART, NATURE, AND SCIENCE.

TWO CENTRAL OHIO ARTISTS WERE FEATURED IN THE EXHIBITIONS, NICHOLAS HILL, THE PANDEMIC PORTRAITS, AND DUBLIN RESIDENT EL C SANCHEZ.

IN BEHIND THE SURFACE, WE ENDED WITH AN EXPLORATION OF INDIAN TEXTILES MADE BY A COLLECTIVE OF ARTISTS OUT OF WEST BENGAL, INDIA IN CHOPPA, THE STORY OF COTTON.

AND WE ENGAGED THE COMMUNITY THROUGH OPEN HOUSES, WORKSHOPS, ARTIST TALKS, FIELD TRIPS, ARTIST RESIDENCIES, AND GROUP TOURS.

THIS, THIS MONTH WE BEGIN OUR STUDENT ART EXHIBITION, WHICH FEATURES 140 WORKS OF ART FROM 100 STUDENTS K THROUGH 12, FROM ALL 23 DUBLIN SCHOOLS.

THROUGH THE REST OF THE YEAR, VISITORS WILL EXPLORE LANDSCAPE AND MEMORY WITH THREE DUBLIN ARTISTS, TRAVEL THE AMAZON RAINFOREST THROUGH SCULPTURE AND PHOTOGRAPHY, AND EXPLORE BEAUTY, NATURE, AND THE COSMOS THROUGH QUILT AND TEXTILE ART.

A FEW SURPRISES IN THE GALLERY ARE IN STORE.

TO CELEBRATE OUR 40TH ANNIVERSARY, WE'LL END THE YEAR WITH THE TRAVELING EXHIBITION ACCESSIBLE EXPRESSIONS, OHIO, IN PARTNERSHIP WITH ARTS, POSSIBLE OHIO, AN ORGANIZATION WHICH FEATURES WORKS WITH ARTISTS WITH DISABILITIES.

WE'LL BE HOSTING THIS TRAVELING EXHIBITION FOR THE FINAL LEG OF ITS STATEWIDE RUN IN 2023.

AS YOU ALL REMEMBER ON THAT HOT DAY, WE WELCOMED BOAT IN THE FIELD BY ELON ABA, AND THERE'S A SHORT VIDEO THAT WE PREPARED.

I, I FELT STRONGLY ABOUT WORKING WITH THE POND.

I LOOKED FOR SOMETHING THAT WILL BE ON THE WAY TO THE POND OR AWAY FROM THE POND, AND APPEAR FOR A BRIEF MOMENT LIKE A MIRAGE OR LIKE AN ANNOUNCEMENT, UH, AND THEN DISAPPEAR AGAIN.

THE

[00:05:01]

PIECE IS NEXT TO A PAVED TRAIL, BUT IS NOT SEEN UNTIL YOU ALMOST ARRIVE AT IT, UH, BECAUSE THE TRAIL TURN AND TWIST IN A WOODED AREA.

AND THEN IT COMES TO AN OPENING, WHICH IS THE FIELD.

IT'S, IT'S BEAUTIFUL, IT HAVE BOTH, UH, FOREST AND OPENNESS, BUT IT'S NOT A DESTINATION.

AND SO I WANTED TO CREATE A MOMENTARY DESTINATION THERE.

I HAD, UH, A PHOTO OF KO ON MY STUDIO WALL AND A PHOTO OF BILL MOOSE NEXT TO HIM.

BOTH OF THEM WERE VERY MUCH HUMANITARIANS.

FINALLY, WHAT STARTED EMERGING IS I JUST STARTED NOTICING.

I'M LIKE, OH, THEY BOTH HAVE FEATHERS.

UM, IT WAS SORT OF A EUREKA MOMENT.

SO I SORT OF JUST DELVED INTO THE SYMBOLISM OF THE FEATHER ITSELF AND HOW UNIVERSAL THAT IS.

I LIKE THE FACT THAT IT'LL PROBABLY TRIGGER VERY UNIVERSAL FEELINGS TO WHERE THERE'S A, YOU KNOW, A LIGHTNESS TO A FEATHER.

THERE'S A FREEDOM, I GUESS, IN FLIGHT.

I THINK IT ACTIVATES POSITIVE FEELINGS WITHIN US AS HUMAN BEINGS.

WE WORKED WITH CRAWFORD HOEING ON TWO ARTWORKS IN BRIDGE PARK, A HAND CUT, HAND PAINTED MOSAIC CONSISTING OF 3,444 CERAMIC TILES TITLED IN THE NEIGHBORHOOD BY LOCAL ARTIST ERIC RAUSCH AND JENNY KIKO, AS WELL AS A LANDSCAPE PHOTOGRAPH BY NATIVE AMERICAN PHOTOGRAPHER RICK BRAVEHEART THAT ADORNS THE ENTIRE FACADE OF A BRIDGE PARK PARKING GARAGE.

OUR RIVER BOX COLLECTION IS AN EXAMPLE OF SMALL SCALE PUBLIC ART THAT HAS BIG IMPACT.

WE NOW HAVE 20 RIVER BOXES IN 11 DIFFERENT PARKS, AND WE HAVE A NEW RIVER BOX COMMISSION TO BE UNVEILED THIS YEAR IN COLLABORATION WITH ARTISTS ANDREW LUNDBERG.

LAST OCTOBER, DUBLIN ARTS COUNCIL ISSUED A NATIONAL RFQ FOR DUBLIN'S NEXT LARGE SCALE PUBLIC ART COMMISSION TO BE INSTALLED IN THE NORTHEAST CORNER OF MUIRFIELD DRIVE AND WHITTINGHAM DRIVE.

IN MUIRFIELD VILLAGE.

DUBLIN ARTS COUNCIL RECEIVED 121 SUBMISSIONS FROM ARTISTS REPRESENTING 32 STATES.

SEVEN OF THE ARTISTS WERE FROM OHIO.

SINCE NOVEMBER, THE EIGHT MEMBER ARTIST ELECTION COMMITTEE HAS BEEN CAREFULLY REVIEWING ALL 121 SUBMISSIONS.

THE COMMITTEE WILL CONVENE TOMORROW EVENING TO COMPARE NOTES, DELIBERATE AND CHOOSE FINALISTS FOR THE COMMISSION.

FINALISTS WILL THEN ATTEND A SEND A SITE VISIT IN MARCH.

THE ARTIST FINALISTS WILL RETURN TO THEIR STUDIOS AND DEVELOP A CONCEPT AND PROPOSAL FOR THE PROJECT.

THESE PROPOSALS WILL BE PRESENTED TO THE SELECTION COMMITTEE AND THE ENTIRE COMMUNITY AT LARGE.

IN APRIL, A WINNER WILL BE SELECTED BY THE COMMITTEE IN RECOMMENDED TO DUBLIN CITY COUNCIL IN MAY.

STAY TUNED FOR MORE DETAILS ABOUT HOW YOU CAN ENGAGE WITH THIS PUBLIC ART PROCESS.

I ENCOURAGE THE COMMUNITY TO ENTER INTO DIALOGUE DRIVEN BY REQUESTS FROM VISITORS WHO LAUNCH.

WE LAUNCHED VISIT DUBLIN ART, A CULTURAL TOURISM INITIATIVE IN COLLABORATION WITH VISIT DUBLIN, OHIO TO RAISE AWARENESS OF DUBLIN'S SELF-GUIDED ARTS EXPERIENCES.

RACK CARDS THAT YOU SEE ON THE SLIDE ARE HIGHLIGHTED, UH, ARE PROGRAMMINGS FOR DESIGNS PRINTED AND PLACED IN LOCAL HOTELS AND IN THE DUBLIN VISITOR CENTER.

WE INVITED INFLUENCERS TO VISIT DUBLIN AND SHARE THEIR EXPERIENCES ON THEIR SOCIAL MEDIA ACCOUNTS.

INFLUENCERS HAD A COMBINED TOTAL OF OVER 42,000 FOLLOWERS.

THE INFLUENCERS ALSO HELPED DOUBLE OUR INSTAGRAM GROWTH WITH 5.6 MILLION IMPRESSIONS IN 2023 SUNDAYS AT TOYOTA 2023 BROUGHT MORE THAN 5,600 PEOPLE TO SCIOTO PARK.

WE CELEBRATED OUTSTANDING TALENT FOUND RIGHT HERE IN CENTRAL OHIO.

WE HAD TERRIFIC WEATHER AND ENTHUSIASTIC AUDIENCES.

A, B, C SIX, WCBE, AND CDC MEDIA GROUP SERVED AS OUR MEDIA SPONSORS.

THE CITY'S ONGOING COMMITMENT TO THE CONCERT SERIES HELPED US TO LEVERAGE SUPPORT FROM GENEROUS LOCAL CORPORATE SPONSORS SUCH AS AKAH, U-S-A-I-G-S, ENERGY, THE KEENAN AGENCY AND CRAWFORD HOING TO NAME A FEW.

THE 2024 SUNDAYS AT TOYOTA CONCERTS ARE PLANNED FOR SEPTEMBER AND OCTOBER, AND THERE'S MORE INFORMATION TO COME.

IN CONCLUSION, WE ARE EVER MINDFUL OF OUR VISION, WHICH IS A COMMUNITY OF THOSE WHO LIVE, WORK, VISIT, PLAY, AND LEARN IN DUBLIN IN WHICH THE ARTS ARE

[00:10:01]

EMBRACED AND NURTURED.

AND THROUGH THE ARTS LIVES ARE ENRICHED, DIVERSITY IS CELEBRATED, AND THE ECONOMY IS ENHANCED.

WE LOOK FORWARD TO CONTINUING THE DISCUSSION ABOUT THE IMPLEMENTATION OF THE PUBLIC ART REVIEW COMMITTEE AS PART OF OUR EFFORT TO REALIZE THE ELEMENTS OF THE PUBLIC ART MASTER PLAN.

AGAIN, THANK YOU ALL FOR YOUR SUPPORT.

I'LL ENTERTAIN ANY QUESTIONS.

HEY DOC, I GOT A QUESTION.

UM, WE HAVE TWO NEW RIVER BOXES DOWN IN BY CRAWFORD HOING, AND SOMEONE TOLD ME THAT IF YOU CONCLUDE THE OTHER ONES, OF COURSE YOU GIVE, GET A VERY NICE, UM, PIECE OF ART.

YES.

BUT NOW WE'RE ALSO GIVING OUT A COIN.

IS THAT RIGHT TOO? YES.

A ROUND COIN.

YES.

IT'S A TAG.

AND THAT'S JUST FOR THE ACCOMPLISHMENT OF FINDING THOSE TWO, OR IS THAT ON TOP OF YOU CONCLUDE THE ENTIRE THING AND THEN IF YOU DO THE NEXT TWO, YOU GET THE COIN OR THAT'S FOR THOSE TWO? THAT'S PARDON? THAT'S FOR THOSE TWO.

THE COIN IS FOR THOSE TWO.

OKAY.

YEAH.

YEAH.

SO THERE'S ONE ON THE EAST AND THE WEST SIDE.

OKAY, COOL.

THANK YOU.

YEAH, SURE.

GOOD.

ANY OTHER COMMENTS FOR DIRECTOR? WELL, DAVID, THANK YOU SO MUCH.

THANK YOU FOR WHAT THE ARTS COUNCIL DOES AND HOW THANK YOU.

UM, THEY PROMOTE THE ARTS IN OUR CITY AND THAT THEY REALLY, UM, I APPRECIATE HOW YOU, ALL OF YOUR BOARD HAS ATTEMPTED TO MEET PEOPLE'S NEEDS AND ALLOW THEM TO EXPRESS THEMSELVES THROUGH ARTISTIC CREATION THROUGHOUT THE COMMUNITY.

SO APPRECIATE ALL THAT YOU DO.

THANK YOU.

THANK YOU VERY MUCH.

THANK YOU.

OKAY, THIS WILL BRING US TO A TIME FOR CITIZEN COMMENTS.

AND THIS IS A TIME FOR ANYONE WHO WOULD LIKE TO SPEAK TO AN ITEM THAT IS NOT ON THIS EVENING AGENDA.

SO IS THERE ANYONE EITHER PRESENT IN PERSON OR DIGITALLY THAT WOULD LIKE TO MAKE COMMENT RELATIVE TO THIS EVENING'S MEETING? HEARING NONE.

THIS

[CONSENT AGENDA]

WILL BRING US TO THE CONSENT AGENDA.

IS THERE A REQUEST TO REMOVE ANY ITEM FROM THE CONSENT AGENDA? OUR CONSENT AGENDA CONSISTS OF OUR JANUARY 8TH MEETING, MINUTES AND FOUR LIQUOR PERMITS.

HEARING NONE, I'LL MAKE A MOTION TO APPROVE THE CONSENT AGENDA.

IS THERE A SECOND? SECOND.

THANK YOU.

JENNY, WOULD YOU PLEASE CALL THE ROLE MS. CRAM? YES.

MAYOR AROSE GROOMS? YES.

MS. FOX? YES.

VICE MAYOR LUDO? YES.

MS. DIOSA? YES.

MR. KEELER? YES.

MR. REINER? YES.

[OTHER BUSINESS]

OKAY.

IN OTHER BUSINESS WE HAVE, UM, UM, THE DE DESIGNATION OF THE CLERK OF COUNSEL TO COMPLETE THE REQUIRED PUBLIC RECORDS TRAINING ON BEHALF OF THE ELECTED OFFICIALS.

SO AT THIS TIME, I'LL MAKE A MOTION TO DESIGNATE THE CLERK OF COUNSEL TO COMPLETE THE REQUIRED PUBLIC RECORDS TRAINING ON BEHALF OF COUNCIL MEMBERS.

IS THERE A SECOND? SECOND.

THANK YOU.

JENNY, WOULD YOU PLEASE CALL THE ROLE MR. KEELER? YES.

MR. REINER? YES.

MR. ROSA? YES.

MAYOR AROSE GROOMS? YES.

MS. FOX? YES.

VICE MAYOR LUDO? YES.

MS. CRAM? YES.

OKAY.

THIS BRINGS US TO OUR ENVISION DUBLIN UPDATE AND OUR STAFF REPORT, WHICH WILL BE BROUGHT TO US BY OUR DIRECTOR OF PLANNING.

JENNY RASCH.

WELCOME.

WELCOME.

GOOD EVENING, EVERYONE.

UM, LIKE YOU SAID, I AM HERE TO SHARE A BRIEF UPDATE AND ALLOW OUR CONSULTANT TEAM TO COME UP AND SHARE SOME UPDATES, UM, THAT AS WE'VE BEEN WORKING THROUGH OUR ENVISION DUBLIN COMMUNITY PLAN DATE.

UM, SO TONIGHT I JUST WANTED TO GIVE A QUICK OVERVIEW OF WHERE WE ARE IN THE PROCESS, AND THEN I WILL, UM, KICK IT OVER TO JOHN HAE FROM HAE LEVINE TO GIVE AN UPDATE ABOUT, UM, THE STEERING COMMITTEE WORK THAT WAS CONDUCTED IN NOVEMBER.

AND THEN, UM, HE WILL THEN SHARE THAT HIS TIME WITH, UM, PERRY MORGAN WITH, UH, KIMLEY HORNE, WHO WILL THEN TALK ABOUT THE TRANSPORTATION AND MOBILITY PLANNING CONVERSATION THAT WE HAD AT THE DECEMBER MEETING.

UM, AND THEN I'LL TALK ABOUT WHAT'S COMING UP AFTER THAT, UM, IN JANUARY AND AS WE MOVE THROUGH THE FIRST HALF OF THIS YEAR AND COME TO THE CONCLUSION OF THIS PROJECT.

UM, SO AS WE'VE TALKED BEFORE, OBVIOUSLY THE COMMUNITY PLAN IS LOOKING AT THE CITY FROM A COMPREHENSIVE STANDPOINT, UM, WHICH AGAIN, ENCOMPASSES ALL THINGS FROM THE CHARACTER OF OUR COMMUNITY THROUGH UTILITIES, DEMOGRAPHICS, FISCAL ANALYSIS, UH, LAND USE, TRANSPORTATION, MOBILITY.

SO OUR, OUR GOAL THROUGHOUT THIS ENTIRE PROCESS HAS BEEN TO LOOK AT EACH OF THESE ELEMENTS, UM, AND THE FOCUS OF THE STEERING COMMITTEE IS LOOKING AT EACH OF THESE PIECES AND HOW THEY ALL FIT TOGETHER TO MAKE THIS LARGER COMMUNITY PLAN, UM, THAT WE'LL BE BRINGING BEFORE YOU HERE BEFORE, UM, THE SECOND HALF OF THIS YEAR.

UM, THAT COORDINATION COMES WITH A LOT OF WORK AND INCORPORATION OF DETAILS FROM OTHER PREVIOUS PLANS AND POLICIES, SOME THAT ARE CURRENTLY UNDERWAY, SOME THAT HAVE BEEN ADOPTED.

UM, AS I'VE MENTIONED PREVIOUSLY, OBVIOUSLY WE'RE GONNA LOOK AT THE, UM, HOUSING STUDY AND THE RECOMMENDATIONS FROM THAT, AS WELL AS THE PARKS AND REC MASTER PLAN AND THE ECONOMIC DEVELOPMENT STRATEGIC PLAN, ALL OF THOSE OF WHICH HAVE BEEN ADOPTED.

UM, WE'RE THEN LOOKING AT HOW TO INCORPORATE THE, UM, RESULTS OF THE SUSTAINABILITY FRAMEWORK PLAN WHEN THAT IS COMPLETE, AS WELL AS OUR WORK THROUGH THE METRO CENTER IMPLEMENTATION PLAN.

UM, AND THEN OUR ADDITIONAL STUDYING RELATED TO THE WEST DUBLIN PASSENGER RAIL STUDY.

SO ALL THOSE PIECES, THOSE BIG PLANNING PIECES AND STUDIES ARE REALLY CRITICAL TO THE PLAN AND HOW WE INCORPORATE THAT, PARTICULARLY

[00:15:01]

IN OUR SPECIAL AREA PLANS, UM, BECAUSE THOSE PROVIDE THAT EXTRA LEVEL OF DETAIL AND WHERE APPLICABLE, WE REALLY WANNA MAKE SURE THAT WE'RE HIGHLIGHTING THAT.

UM, AS PART OF IT, UM, THROUGHOUT THE COMMUNITY PLAN AND VISION DUBLIN UPDATE, WE OBVIOUSLY HAVE A NUMBER OF CONSULTANTS.

UM, HOUSEHOLD LEVINE IS LEADING THE LAND USE PLAN, UM, PORTION OF THAT.

BUT AS I MENTIONED, WE'RE WORKING WITH KIMLEY HORN AND TOOL DESIGN ON THE MOBILITY PLAN AND THOROUGHFARE PLAN, WHICH IS CURRENTLY UNDERWAY.

UM, AS WELL AS OUR UTILITY MODELING, WHICH IS BEING HANDLED BY MS CONSULTANTS AND EMH AND T.

AND THEN WE HAVE FISCAL MODELING WITH TI ADVICE.

SO ALL OF THOSE HAVE BEEN KICKED OFF AND ARE UNDERWAY, AND WE'RE SEEING VARIOUS LEVELS OF ANALYSIS AND DATA, UM, THAT WE'LL BE CONTINUING TO USE AS WE COME TO OUR PREFERRED LAND USE PLAN.

UM, AND THEN ALL OF THE OTHER IMPORTANT PIECES THAT GO ALONG WITH THAT.

SO IN TERMS OF OUR TIMELINE, UM, I CAN'T BELIEVE WE STARTED THIS OVER A YEAR AGO.

TIME HAS, UH, FLOWN BY AS WE'VE WORKED THROUGH THIS PROCESS.

UM, WE ARE REALLY IN THIS SORT OF MIDDLE END SECTION HERE.

SO LAND USE SCENARIO AND SPECIAL AREA PLAN UPDATE.

WE HAVE BEEN IN THAT PHASE FOR QUITE A WHILE, BUT THAT'S WHERE THE REAL MEAT AND POTATOES HAPPEN HERE.

UM, AND ALL THESE PIECES REALLY START TO COME TOGETHER.

SO, UM, WE'RE SORT OF COMING TO THE END OF THAT, WHICH WILL THEN LEAD TO, UM, OUR PRELIMINARY AND FINAL, UH, EXCUSE ME, PRELIMINARY FRAMEWORK PLANNING WITH LATE FUTURE LAND USE AND, UH, THOROUGHFARE PLAN, NETWORK MOBILITY PLAN.

UM, AND THEN THAT'LL LEAD INTO OUR DRAFT DOCUMENTS.

SO WE'RE REALLY EXCITED, UM, TO BE MOVING ALONG HERE.

UM, SO WITH THAT, I'M GONNA TURN IT OVER TO JOHN WHO'S GONNA, UM, TALK THROUGH WHAT WE TALKED ABOUT AT THE NOVEMBER STEERING COMMITTEE.

AND THEN AS I MENTIONED, THEN WE'LL KICK IT TO KIMLEY HORN AND WE'RE HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE.

THANKS, JENNY.

GREAT.

GOOD EVENING EVERYBODY.

UH, MAYOR, VICE MAYOR AND CITY COUNCIL.

IT'S NICE TO BE BACK AGAIN.

UH, TO REITERATE WHAT JENNY SAID, UH, WE'RE IN THE MEAT AND POTATOES PART OF THE PROCESS, UH, AND THERE ARE A LOT OF ORBITING PIECES THAT ARE BEGINNING TO ALIGN.

SO IT'S KIND OF AN, A PIVOTAL PART IN THE PROCESS.

UH, AND AN EXCITING PART AND A CRUCIAL PART AS THE LAND USE AND PLANNING COMPONENT BEGINS TO MERGE WITH THE OTHER VITAL MODELING COMPONENTS THAT WILL INFORM THAT.

AND THAT IS THE FISCAL, UH, THE TRANSPORTATION AND UTILITY AND INFRASTRUCTURE.

UM, IT'S ALL IMPORTANT SO THAT THE CITY OF DUBLIN CAN CONTINUE TO MAKE DATA INFORMED DECISIONS, UH, AND NOT ANECDOTAL.

SO ALL OF THIS MODELING AND ALL OF THIS RESEARCH AND ANALYSIS, UH, IS CRUCIAL.

UH, AS WE DO THIS, WHAT I'M GONNA DO IS JUST SORT OF BRIEFLY GO OVER, UM, WHERE WE ARE, UH, FROM THIS, UH, WHAT WE WENT OVER LAST MONTH WITH THE STEERING COMMITTEE AND SORT OF, UH, WHAT WE'RE DOING RIGHT NOW.

SO LAST MONTH WITH THE STEERING COMMITTEE, AND WE'VE BEEN WORKING WITH STAFF AND THE OTHER CONSULTANTS ON A LAND USE MODEL SO WE CAN MAKE INFORMED LAND USE DECISIONS.

UM, AND WE CREATED A BUSINESS AS USUAL, OR A BAU LAND USE MODEL.

UH, AND THIS IS A SCENARIO THAT WAS CREATED USING ADOPTED PLANS THAT THE CITY ALREADY HAS IN PLACE, UH, INCLUDING ALL THE SPECIAL AREA PLANS THAT IT HAS CREATED AND PUT EFFORT INTO OVER THE YEARS.

OR THERE WAS AN AREA THAT WASN'T COVERED BY A SPECIAL AREA PLAN.

WE LOOK AT THE EXISTING ADOPTED COMPREHENSIVE PLAN, BUT WE STITCHED ALL THESE TOGETHER TO CREATE A LAND USE PLAN BASED OFF OF, WE CALL IT, UH, BUSINESS AS USUAL, BUT IT'S YOUR ADOPTED PLANS RIGHT NOW.

UH, WE THEN CONDUCTED A SCENARIO PLANNING WORKSHOP ON NOVEMBER 14TH WITH A STEERING COMMITTEE TO REVIEW, TO DISCUSS TO SORT OF ROLL UP OUR SLEEVES AND TALK ABOUT THAT LAND USE BUSINESS AS USUAL MODEL, WHICH WAS BUILT ON EXISTING ADOPTED PLANS IN THE CITY.

UH, THE NEXT STEP IS TO CREATE A DRAFT LAND USE PLAN.

UM, WE HAVE A WORKING ONE, UH, IN PROGRESS RIGHT NOW.

WE'RE GONNA BE WORKING TOMORROW WITH THE STEERING COMMITTEE AND STAFF TO CONTINUE TO FINALIZE, UH, AND REFINE THAT DRAFT LAND USE PLAN AND THEN PULL THAT TOGETHER INTO A FINAL LAND USE PLAN.

SO WHAT WE'VE DONE SO FAR IS THE BUSINESS AS USUAL MODEL, UH, AND THE SCENARIO PLANNING WORKSHOP THAT WE DID LAST MONTH WITH THE STEERING COMMITTEE AND STAFF.

WHAT'S GOING TO BE NEXT, AND WE'RE GONNA CONTINUE THIS WORK NOW TOMORROW WITH THE STEERING COMMITTEE, IS TO REFINE THIS DRAFT LAND USE PLAN AND DISCUSS THESE COMPONENTS WITH THEM.

UH, SCENARIO PLANNING.

IN A NUTSHELL, WHAT IT DOES IS IT HELPS DOCUMENT IMPACTS OF CURRENT LAND USE TRENDS AND EVALUATE ALTERNATIVE WHAT IF SCENARIOS.

SO OUR BASELINE IS THAT BUSINESS AS USUAL, THE PLANS THE CITY ALREADY HAS ADOPTED FOR THE CITY AS A WHOLE AND ALL THESE, UH, SPECIAL AREAS.

AND THEN WITH THAT AS A BASELINE, WE CAN RUN THINGS, UH, AGAINST, UH, POPULATION, HOUSEHOLD, THINGS LIKE THAT, ECONOMICS.

AND THEN IF WE MAKE ANY CHANGES TO CONSIDER AND EVALUATE FOR THESE LAND USE AREAS, WE CAN COMPARE THAT AND MODEL THAT AGAINST OUR BASELINE, UH, ADOPTED PLANS.

SO A BUSINESS AS USUAL SCENARIO MODELS, LAND USE AND DEVELOPMENT RESULTING FROM CURRENTLY ADOPTED POLICY ADOPTED SPECIAL AREA

[00:20:01]

PLANS WERE ASSEMBLED INTO A SINGLE LAND USE PLAN FOR THE ENTIRE CITY IN AREAS THAT WERE NOT PART OF A SPECIAL AREA PLAN.

WE USED THE CURRENT COMMUNITY PLAN, UH, AS OUR GUIDE.

THE BUSINESS AS USUAL MODEL SCENARIO SUMMARIZES CHANGES IN THE NUMBER OF HOUSEHOLDS, POPULATION AND EMPLOYMENT IF DEVELOPMENT WERE TO OCCUR IN LINE WITH YOUR CURRENT ADOPTED PLANS.

THAT AS A BASELINE THEN ALLOWS US TO START TESTING AND CONSIDERING ALTERNATE SCENARIOS FOR LAND USE AND DEVELOPMENT AND HOW IT WOULD SHIFT HOUSEHOLD POPULATION AND EMPLOYMENT IF WE MADE CERTAIN CHANGES.

SO WHAT YOU SEE ON THE MAP RIGHT NOW IS YOUR PLANNING AREA.

UH, AND IT GOES BEYOND THE CITY ITSELF.

THE CITY ITSELF IS SORT OF THAT LIGHTER GREEN, UH, THE DARKER GREEN IS YOUR PLANNING AREA BOUNDARIES.

SO WE ARE LOOKING AT AREAS OF THE CITY THAT ARE FULLY ESTABLISHED AND LIKELY WON'T SEE MUCH CHANGE.

THINK OF YOUR ESTABLISHED, STABLE, ATTRACTIVE SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS, RIGHT? WE ARE LOOKING AREAS OF THE CITY THAT ARE ESTABLISHED, BUT LIKELY WE'LL SEE SIGNIFICANT CHANGE.

SOME OF YOUR FOCUS AREAS YOU'RE MORE INTENSE, MIXED USE AREAS, THEY'RE GOING TO SEE SIGNIFICANT CHANGE.

AND THEN WE HAVE AREAS THAT LARGELY EXIST OUTSIDE OF THE CITY TO THE WEST, UH, THAT HAVEN'T BEEN DEVELOPED YET.

SO ANYTHING OUT THERE WILL BE NEW.

SO WE'VE GOT AREAS THAT WILL CHANGE VERY LITTLE AREAS THAT ARE EXISTING DEVELOPED THAT WILL CHANGE OR INTENSIFY CONSIDERABLY.

AND THEN NEW ENTIRE AREAS OF GROWTH AND DEVELOPMENT.

SO THESE ARE SORT OF THE DIFFERENT LEVELS OF DEVELOPMENT IN OUR PLANNING AREA, BOTH WITHIN THE CITY AND THE LARGER PLANNING AREA.

SO TAKING YOUR EXISTING ADOPTED PLANS AND MERGING THEM TOGETHER INTO A COMPOSITE LAND USE PLAN.

YOU SEE THE LAND USE PLAN THAT YOU SEE UP THERE ON THE SCREEN RIGHT NOW.

SO THAT IS A LAND USE PLAN THAT REFLECTS ALL YOUR UP-TO-DATE, CURRENT PLANNING FROM ANY SOURCE THAT'S BEEN ADOPTED BY THE CITY.

AND, UM, OVER THE YEARS SINCE YOUR LAST COMPREHENSIVE PLAN, YOU'VE DONE A LOT OF DILIGENT, UH, AREA PLANNING AT SORT OF THAT SPECIAL AREA, THAT FOCUSED AREA LEVEL.

UH, AND THERE ARE SIX DIFFERENT FOCUSED AREAS THAT WE'RE GONNA BE LOOKING AT.

WE ALREADY HAVE.

AND WE'RE GONNA BE DOING MORE OF THAT, UH, WITH STAFF AND THEN NEXT MONTH WITH THE STEERING COMMITTEE.

SO THIS MONTH IS SORT OF TO REFINE LAND USE.

NEXT MONTH WE'LL BE LOOKING AT THESE FOCUS AREAS 'CAUSE THEY INFORM SO MUCH OF THE LAND USE.

UH, THE FOCUS AREAS ARE SPECIAL AREAS ARE THESE SIX, THE BRIDGE STREET DISTRICT, THE DUBLIN CORPORATE AREA, THE EMERALD CORRIDOR, WHICH IS A COMBINATION OF THREE PREVIOUS FOCUS AREAS.

THE HISTORIC DISTRICT, THE SOUTHWEST AREA, AND THE WEST INNOVATION DISTRICT.

SO THESE ARE THE SIX SPECIAL AREAS THAT WE'VE BEEN WORKING ON WITH STAFF AND THE OTHER CONSULTANTS, UH, AND THAT WE'LL BE WORKING ON, UH, REALLY ZEROING IN ON THIS NEXT MONTH WITH THE STEERING COMMITTEE.

AGAIN, THIS MONTH IS TO FOCUS ON LAND USE, BUT THESE SPECIAL AREAS IS WHERE A LOT OF THE CHANGE IS GOING TO TAKE PLACE, EITHER IN THE NEW GROWTH AREAS OR IN THOSE MORE INTENSELY DEVELOPED AREAS OF THE CITY.

SO I'M GONNA GO THROUGH REAL QUICKLY THESE SIX FOCUS AREAS, THESE SPECIAL AREAS.

SO YOU CAN SEE WHAT SOME OF THE CONSIDERATIONS ARE THAT WE'VE BEEN DISCUSSING.

AND WE'LL CONTINUE TO DISCUSS WITH THE STEERING COMMITTEE.

SO THE HISTORIC DISTRICT, THE GOALS FROM EXISTING, ADOPTED PAST PLANS, CREATE A NEW CENTRAL FOCAL POINT FOR THE DISTRICT GATEWAYS, ESTABLISH CLEAR ENTRY POINTS, ENHANCE THE STREETSCAPE, UH, LANDSCAPING AND DESIGN ELEMENTS, INCREASE PEDESTRIAN SAFETY, CREATE MORE OPPORTUNITIES FOR MIXED USE AND CIVIC ENGAGEMENT OR CIVIC DEVELOPMENT, AND ESTABLISH WELL-DEFINED PARKS, OPEN SPACES, GREENWAY LINKAGES.

YOU'LL NOTICE BEFORE I GET INTO THE OTHER SIX, A LOT OF THESE RECOMMENDATIONS AREN'T JUST LAND USE AND CREATE PEDESTRIAN SAFETY.

ALL RIGHT, THIS DOVETAILS AND BEGINS TO DOVETAIL INTO THAT MOBILITY.

THE THOROUGHFARES, THE TRANSPORTATION.

WE TALK ABOUT THING ABOUT STREET SCAPE AND DESIGN ELEMENTS THAT ISN'T JUST LAND USE, IT'S URBAN DESIGN AND COMMUNITY CHARACTER.

AND SO ALL THESE THINGS, IT'S NOT AS SIMPLE AS LAND USE, BUT WE HAVE TO TAKE ALL OF THESE COMMUNITY COMPONENTS IN PLACE WHEN WE LOOK AT ALL THE OTHER COMPONENTS.

UH, LAND USE, ECONOMIC DEVELOPMENT, TRANSPORTATION, SUSTAINABILITY, ALL THE OTHERS.

SOME OF THE DISCUSSION TOPICS WERE CONSIDERATIONS OF THE AREA SURROUNDING THE HISTORIC DISTRICT TO ENSURE SEAMLESS TRANSITION.

SO THIS WAS UNIQUE BECAUSE EVEN THOUGH THE THE DISTRICT IS HISTORIC DISTRICT, ONE OF THE CONCERNS WAS HOW DO WE TRANSITION TO THE AREAS THAT AREN'T JUST OUTSIDE OF IT? SO THAT'S PRETTY INTERESTING AND UNIQUE PARKING SOLUTIONS.

CONTEMPORARY PARKING SOLUTIONS THAT MIGHT'VE APPLIED TO NEW COMMERCIAL DEVELOPMENT AREN'T GONNA FIT NECESSARILY FOR THE HISTORIC AREA.

SO THIS IS SOME OF THE TOP DISCUSSIONS AND SOME COMMUNITY COMMITTEE FEEDBACK FROM, UH, PREVIOUS MEETINGS.

NEW DEVELOPMENT COMPLIMENT THE DISTRICT'S UNIQUE CHARACTER.

WE NEED TO FOCUS ON REVITALIZING USES ALONG MAJOR CORRIDORS OR ROADWAYS, ENCOURAGE MIXED USE DEVELOPMENTS AS REDEVELOPMENT OPPORTUNITIES ARE REALIZED.

AND PARKING REQUIREMENTS MODIFIED BASED ON THE UNIQUE CHARACTER OF THAT HISTORIC DISTRICT.

SO THE BRIDGE STREET DISTRICT GOALS FROM PAST PLANS, ENHANCE ECONOMIC VITALITY, INTEGRATE NEW CENTER INTO COMMUNITY LIFE, EXPAND THE MIX OF USES AND ARCHITECTURAL CHARACTER, CREATE PLACES THAT EMBODY DUBLIN'S COMMITMENT TO COMMUNITY.

CREATE WALKABLE DISTRICTS AND

[00:25:01]

PRESERVE AND UTILIZE ESTABLISHED RESIDENTIAL NEIGHBORHOODS.

AGAIN, NOT DIRECTLY LAND USE, BUT ALL IMPACT THE CHARACTER OF DEVELOPMENT THAT DEFINES A SENSE OF PLACE.

UM, DISCUSSION TOPICS THAT HAVE REFERRED TO THE BRIDGE STREET DISTRICT.

DIFFERENTIATION OF THE NEIGHBORHOOD DISTRICTS.

SO IT'S NOT JUST ALL ONE SORT OF NEIGHBORHOOD IN THIS LARGER AREA.

AND THEN WE CITE SEVERAL OF THEM OUT HERE.

AND THEN OPEN SPACE TYPES IN THE BRIDGE STREET DISTRICT.

WHETHER THESE SPACES HAVE ACHIEVED THE OBJECTIVES THAT THE CITY'S TRYING TO ACHIEVE WITH OPEN SPACE IN THESE AREAS.

COMMITTEE FEEDBACK SHIFTING FROM AUTO ORIENTED RETAIL USES TO MORE WALKABLE USES.

UH, I TWO 70 FOCUS ON, UH, PREMIER OFFICE USES AS OPPOSED TO RESIDENTIAL DISTRICTS SHOULD TRANSITION CLOSER TO THE HISTORIC DISTRICT AND OPEN SPACE REQUIREMENTS OUGHT TO BE REEVALUATED TO MAKE SURE THEY'RE BEING MANIFESTED, UH, THE WAY THE CITY ENVISIONED OPEN SPACES TO BE IN THIS DISTRICT.

THE DUBLIN CORPORATE AREA.

GOALS FROM PAST PLANS.

ENCOURAGE NEW INVESTMENT AND REINVESTMENT IN EXISTING BUILDINGS.

CREATE WALKABLE MIXED USE ENVIRONMENTS.

YOU'LL SEE THIS A LOT IN THESE MORE INTENSELY DEVELOPED AREAS.

THE IMPORTANCE OF PEDESTRIAN MOBILITY AND SAFETY AND SENSE OF PLACE IN CHARACTER.

USE OPEN SPACES AS FOCAL ELEMENTS FOR NEW DEVELOPMENT.

APPLY PLACEMAKING PRINCIPLES.

IDENTIFY UNDERSERVED MARKETS AND OPPORTUNITIES FOR NEW INVESTMENT AND RECOMMEND MECHANISMS TO REDUCE ADVERSE IMPACTS OF, UH, FRONTS ROAD, UH, AND DEVELOPMENTS ON THE RESIDENTIAL AREAS.

DISCUSSION TOPICS FOR THE CORPORATE AREA, WHETHER AREAS SOUTH OF METRO CENTERS SHOULD BE TARGETED FOR MIXED USE, INCLUDING RESIDENTIAL AND WHETHER THE METRO CENTER AREA SHOULD CONTINUE TO BE TARGETED OF OFFICE DEVELOPMENT OR IF EMPLOYMENT GENERATING USES OUGHT TO BE INTRODUCED TO THAT AREA.

SO IT'S A BIG MIXED USE AREA, BUT DO WE HAVE THE MIX OF USES APPROPRIATELY DISTRIBUTED, IF YOU WILL, WITHIN THAT AREA, SORT OF RECOGNIZING ADJACENCY AND COMPATIBILITY OF ADJACENT USES IN THOSE IMPACTS.

COMMITTEE FEEDBACK, ADAPTIVE REUSE OF EXISTING BUILDINGS SCALED DOWN USE ALONG THE FRANZ ROADWAY, UH, ROADWAY, UH, FOCUS ON EMPLOYMENT GENERATING DEVELOPMENT ALONG I TWO 70 AND ADDITIONAL MIXED USE DEVELOPMENT OPPORTUNITIES.

THE WESTERN INNOVATION DISTRICT, ONE OF THE, UH, THE DISTRICTS OR THE SPECIAL AREAS THAT WILL LIKELY CHANGE THE MOST IN YEARS TO COME OVER THE WAY IT IS RIGHT NOW BECAUSE OF THE NATURE OF THE FACT THAT THERE'S SOME PRETTY KEY USES THERE, BUT A LOT OF UNDEVELOPED AREAS THAT ARE GONNA BE INFLUENCED BY THE EXISTING USES.

SO ENCOURAGE AND INCENTIVIZE ALTERNATIVE SUSTAINABLE DESIGN.

AGAIN, NOT LAND USE SPECIFIC, BUT COULD APPLY ANYWHERE.

ESTABLISH AN UPDATE, A REGULATORY FRAMEWORK FOR DEVELOPMENT.

SO UPDATE YOUR ZONING REGS AND YOUR DEVELOPMENT REGS.

PROMOTE WELLNESS THROUGH PARTNERSHIPS AND EDUCATIONAL INSTITUTIONS.

ASSIST IN THE DEVELOPMENT COMMUNITY.

ESTABLISH KEY PROJECTS AND PROGRAMMING WITH THE TIFF DISTRICTS AND ENHANCE GROWTH INCENTIVES AND CONSIDER NEW TOOLS.

SO HOW CAN WE BETTER INCENTIVIZE AND GET AND SET THE TABLE FOR THE RIGHT KIND OF DEVELOPMENT IN THIS AREA? UH, TOPICS WHETHER THE, UH, WIT OR, UH, WESTERN INNOVATION DISTRICT SHOULD CONTINUE TO BE FOCUSED MOSTLY ON EMPLOYMENT OR SHOULD ADDITIONAL HOUSING OPPORTUNITIES BEGIN TO BE IDENTIFIED.

AND THIS IS ONE OF THE THINGS THAT WE WE'RE WORKING THROUGH RIGHT NOW.

WHETHER ADDITIONAL COMMERCIAL DEVELOPMENT OPPORTUNITIES SHOULD BE IDENTIFIED OR GROUND FLOOR COMMERCIAL IN MIXED YOUTH WITH SOME RESIDENTIAL USES UP ABOVE.

COMMITTEE FEEDBACK.

CONTINUE FOCUSING ON EMPLOYMENT.

EXPAND THE LOCAL ROAD NETWORK, PROMOTE RESIDENTIAL DEVELOPMENT, UH, ALONG SOME AREAS OF THE CORRIDOR.

ESTABLISH GREENWAY CONNECTIONS THROUGHOUT THE DISTRICT AND IDENTIFY INTERSECTION, UH, AT SHEAR RING ROAD, UH, AND THE COSGRAVE ROAD AS A GATEWAY INTO THE DISTRICT.

THE EMERALD PERIMETER IS NOW CALLED THE EMERALD CORRIDOR.

AND THREE OF YOUR PREVIOUS, UH, AREA PLANTS HAVE BEEN FOLDED INTO THIS NOW, THIS NEW ONE THAT WE'RE CALLING THE EMERALD CORRIDOR.

SO, UH, THE EMERALD PERIMETER GOALS FROM THE PAST PLANS ENCOURAGE APPROPRIATE HIGH QUALITY OFFICE, ENHANCE CRITICAL GREENWAY LINKAGES, DEVELOP A EASY ACCESS, EFFICIENT INTERNAL CIRCULATION, IMPROVE PEDESTRIAN BICYCLE ACTIVITY.

UH, ENHANCE EXISTING RESIDENTIAL CHARACTER ON THE ROAD.

SO YOU'RE GONNA HEAR FROM PERRY AND KIMLEY HORN IN A LITTLE BIT, BUT 80% OF THE RECOMMENDATIONS FROM YOUR PAST PLANS HAVE TO DO WITH MOBILITY, TRANSPORTATION, PEDESTRIAN ENHANCEMENT CIRCULATION.

SO YOU CAN SEE HOW LANDUS AND DEVELOPMENT DOVETAILS SO CLOSELY WITH THE GOALS.

THE PRIMARY GOALS FOR THESE AREAS AREN'T ALWAYS LAND USE AND DEVELOPMENT, BUT ALL THE ANCILLARY THINGS THAT MAKE IT A REAL PLACE.

UH, GOALS FROM PAST PLANS FOR THE, UH, UH, EMERALD PERIMETER, AGAIN, PROTECT AND BUFFER EXISTING RESIDENTIAL NEIGHBORHOODS.

ENCOURAGE GREATER OPEN SPACE AND PEDESTRIAN CONNECTIVITY.

PRESERVE IMPORTANT ARCHEOLOGICAL, UH, NATURAL FEATURES AND ESTABLISH WELL-DEFINED HIGH QUALITY GATEWAY.

UH, THE BRIGHT ROAD, UH, FOCUS AREA, IMPROVE TRAFFIC, CIRCULATION AND ACCESS.

PRESERVE IMPORTANT ARCHEOLOGICAL NATURAL FEATURES.

ESTABLISH HIGH

[00:30:01]

QUALITY VISIBLE GATEWAYS.

USE CAPITAL IMPROVEMENTS AS A CATALYST FOR DEVELOPMENT.

THIS IS AN IMPORTANT ONE IN AREAS YET TO BE DEVELOPED AND MAINTAIN EXPECTATIONS FOR APPROPRIATE HIGH QUALITY DEVELOPMENT.

DISCUSSION TOPICS FOR THIS SECTION WERE HOW THIS AREA CAN ATTRACT MORE OFFICE USERS.

AMID AN EVOLVING AND CHANGING OFFICE MARKET AND HOW TO BUILD FORM ON LARGER BUSINESSES ALONG THEIR PARKWAY SHOULD EVOLVE.

WHETHER THEY SHOULD EVOLVE A AROUND PARKING LOTS.

OFFICE MARKET IS CHANGING, UH, WITH A A LOT IN GENERAL, UH, BUT POST COVID CHANGING EVEN MORE RAPIDLY.

UH, THE EXTENT TO WHICH THE COMMUNITY SHOULD BALANCE TRADITIONAL OFFICE USES IN THIS AREA VERSUS TECHNOLOGY RESEARCH USES, THINGS LIKE THAT.

THIS IS THE TREND COMMITTEE FEEDBACK, MAINTAIN HIGH QUALITY EMPLOYMENT GENERATING USES, PROMOTE OPPORTUNITIES, VARIETY OF OTHER USERS INCLUDING BASE TECH USES, TECH-BASED USES, AND THEN PERIMETER STREETSCAPING ALONG I TWO 70, THE SOUTHWEST AREA.

THIS IS ANOTHER AREA THAT, UH, WILL CHANGE A LOT, UH, AS TIME GOES ON, LARGELY BECAUSE THERE'S NOT A LOT OF DEVELOPMENT OUT THERE RIGHT NOW.

SO THERE'S AN OPPORTUNITY TO DEFINE THE CHARACTER OF THIS AREA AS THE, UH, CITY GROWS OVER THE NEXT COUPLE OF DECADES.

UH, GOALS FROM YOUR EXISTING SOUTHWEST AREA PLAN.

ESTABLISH MIXED USE DEVELOPMENT THAT SERVES PEDESTRIAN CONNECTIVITY.

ESTABLISH CLEAR VISUAL IDENTITY, UH, FOR AMLIN, PRESERVE IMPORTANT NATURAL FEATURES AND CREATE REGIONAL GREENWAYS.

FACILITATE TOTAL CROSSING EXTENSION WHILE MAINTAINING EXISTING CHARACTER AND PROVIDE REGIONAL TRANSPORTATION AND PEDESTRIAN CONNECTIVITY.

AGAIN, THESE THEMES OF SENSE OF PLACE, GREENING IT UP AND PROVIDING BETTER, UH, CONNECTIVITY AND MOBILITY, UH, FOR PEDESTRIANS ALL THE WAY UP TO VEHICLES.

UH, DISCUSSION TOPICS.

HOW DEVELOPMENT IN THIS AREA SHOULD BALANCE A CONSERVATION DESIGN APPROACH WITH A STATE RESIDENTIAL STYLE DEVELOPMENT.

SO CONSERVATION DESIGN, REALLY IDENTIFYING THOSE VALUABLE ENVIRONMENTAL ASSETS AND FEATURES AND INCORPORATING THOSE INTO THE DEVELOPMENT OF ANY SITE.

UH, WHETHER FUTURE RESIDENTIAL USES IN THIS AREA SHOULD BALANCE SINGLE FAMILY, SINGLE FAMILY ATTACHED OR MIXED USE AS OPPOSED TO ALL SINGLE FAMILY.

AND HOW THE BUILT CHARACTER OF THIS AREA SHOULD COMPLIMENT OR CONTRAST FROM NEARBY OR ADJACENT RESIDENTIAL AREAS.

COMMITTEE FEEDBACK, MIXED USE CENTER AROUND AMLIN.

GREATER VARIETY OF HOUSING SHOULD BE LOCATED IN THIS DISTRICT.

AND HIGHER DENSITY RESIDENTIAL ALONG TU CROSSING AND AVERY ROAD.

SO THAT WAS A QUICK HIGHLIGHT THROUGH HOW ALL OF THESE AREAS CAME TOGETHER TO CREATE OUR STARTING BASELINE LAND USE PLAN FROM THAT BASELINE PLAN SCENARIO WHERE WE CAN BEGIN TO MODEL THE IMPACT ON HOUSEHOLDS, POPULATION AND EMPLOYMENT.

AND THEN IF WE MAKE CHANGES TO THESE AREAS, FOCUSING IN ON THESE SPECIAL AREAS THAT YOU'VE ALREADY CREATED.

AND WE LOOK AT THINGS LIKE NOT JUST SINGLE FAMILY, BUT MIXED RESIDENTIAL OR THE INTENSIFICATION OF MIXED USE USE USES IN AN AREA THAT USED TO BE TRADITIONAL OFFICE.

SO THESE ARE AREAS THAT ARE ALREADY DEVELOPED.

MANY OF THEM, SOME ARE UNDEVELOPED, BUT AS DEVELOPMENT OR LAND USE IS CONSIDERED, THOSE NUMBERS OF POPULATION, HOUSEHOLD EMPLOYMENT WILL ALL SHIFT BASED OFF OF THOSE RECOMMENDATIONS.

AND IN KEEPING WITH THIS, AND OBVIOUSLY THIS WILL ALSO SIGNIFICANTLY IMPACT AND BE IMPACTED BY THE TRANSPORTATION NETWORK, HOW PEOPLE DRIVE TRANSIT, WALK OR BIKE AROUND.

SO IT'S, IT'S A TWO-WAY STREET, NO PUN INTENDED, PERRY, SETTING YOU UP.

UH, BUT LAND USE AND TRANSPORTATION REALLY HAS TO WORK THAT WAY.

SO, UM, WE'RE AT A PIVOTAL TIME IN THE PROCESS.

ALL THESE THINGS ARE BEGINNING TO COALESCE.

UH, WE DID A LOT OF WORK, UH, LAST, UM, MONTH WITH THE STEERING COMMITTEE AND STAFF, UH, TO BEGIN TO LOOK AT THESE FOCUS AREAS AND LAND USE.

WE'RE GONNA REALLY FIND, REFINE, UH, LAND USE THIS MONTH.

NEXT MONTH WE'RE GONNA DIVE INTO THE STEERING COMMITTEE WITH THE FOCUS AREAS.

UH, AND THE OUTCOME OF THIS IS ALL OF THIS LAND USE TO TRANSPORTATION, THE FOCUS AREA, DETAIL PLANNING, THE CITYWIDE PLANNING, THE GROWTH AREA, IS ALL GONNA BEGIN TO COALESCE IN THOSE FOUNDATIONAL SORT OF NUCLEUS CHAPTERS OF THE COMPREHENSIVE PLAN, WHICH IS LAND USE, DEVELOPMENT AND TRANSPORTATION.

SO WITH THAT, UH, PERRY FROM KIMLEY HORN IS GONNA COME UP.

AND, UH, WHILE YOU WITH SOME TRANSPORTATION INFORMATION, I THINK WE'LL PAUSE HERE FOR JUST A MOMENT.

YEAH, YEAH.

IF THAT'S OKAY.

I THINK THAT THERE ARE MEMBERS THAT WOULD LIKE TO, UH, ASK SOME QUESTIONS BEFORE, BEFORE WE MOVE FORWARD.

ABSOLUTELY.

I'M SORRY.

YOU BET.

NO, THANK YOU.

UM, THANK YOU.

UH, I JUST HAVE A QUESTION.

UM, THE STEERING COMMITTEE, I'M KIND OF CURIOUS, HOW DO YOU INCORPORATE SOME OF THE SPECIAL, UH, STUDIES WE'VE DONE WHEN IT COMES TO HOUSING, UH, THE PARKS AND REC PROGRAMS? BECAUSE YOU'RE COMING UP WITH A LOT OF GREAT IDEAS TO IMPROVE ON PAST PLANS, BUT FOR INSTANCE, WE KNOW THAT WE NEED SENIOR HOUSING AND YOU'RE TALKING ABOUT CONSERVATION DESIGN AND THE SOUTHWEST AREA, MAYBE THAT'S RESIDENTIAL.

HOW ARE YOU BRINGING THAT INFORMATION INTO THE STEERING COMMITTEE, UTILIZING THOSE THINGS THAT ARE NECESSARY AND NEEDED OR HAVE BEEN BROUGHT FORWARD IN PAST CONVERSATIONS BY MEMBERS OF THE COMMUNITY THAT WE REALLY NEED TO MAKE SURE WE

[00:35:01]

INCORPORATE IN? I'M CURIOUS HOW YOU BRING THAT FORWARD.

YEAH, EX EXCELLENT QUESTION.

AND, AND I KNOW I I, I TALKED PRETTY QUICKLY, SO, UM, THAT'S AN EXCELLENT QUESTION.

SO THE CONTEXT OF THIS BASELINE BUSINESS AS USUAL MODEL IS SORT OF A, YOU SORT OF SNAP A CHALK LINE, LIKE THAT'S A STARTING POINT.

LIKE WE LOOK AT THE EXISTING ADOPTED PLANTS AND SAY, IF, IF WE DON'T DO ANYTHING NOW, WE JUST CONTINUE ON POLICY DIRECTION, THIS IS WHERE WE'RE HEADED, AND WE CAN PROJECT POPULATION EMPLOYMENT AND HOUSEHOLD WITH THAT STRATEGY.

BUT WE ALSO KNOW THE APPROACH TO HOUSING ACROSS THE COUNTRY HAS CHANGED, RIGHT? HOUSING NEEDS HAVE CHANGED, HOUSING MARKETS HAVE CHANGED.

THE OFFICE EN ENVIRONMENT HAS RAPIDLY CHANGED.

WE'RE WORKING WITH TINLEY, KIMLEY-HORN, WE'RE WORKING WITH TISHLER B WE'RE WORKING WITH, UH, TOOL, WE'RE WORKING WITH YOUR OWN DEPARTMENTS TO WORK ON THINGS LIKE INFRASTRUCTURE.

AND SO WE KNOW WHERE THE NEEDS ARE IN TERMS OF THESE, UH, COMPONENTS.

WE UNDERSTAND WORKING WITH TISHLER B AND THE FISCAL SIDE, AND WE'RE GONNA BE WORKING WITH THE STEERING COMMITTEE.

TISCHLER BICE WILL BE HERE TOMORROW TO TALK ABOUT SOME OF THIS.

WHAT SOME OF THE FISCAL REALITIES ARE AROUND LAND USE DECISIONS IN ANNEXATION OR INTENSIFICATION OF DEVELOPMENT FROM A REVENUE AND COST SIDE TO THE CITY.

SO THE CITY ISN'T MAKING A DECISION THAT SEEMS GOOD NOW AND IT'S GONNA PUT THEM IN A FINANCIAL, NOT GREAT POSITIONING IN THE FUTURE.

WE NEED TO DO VICE VERSA.

SO IF YOU REMEMBER BACK TO THE BEGINNING OF PROCESS, WE DID AN EXHAUSTED EXISTING CONDITIONS ANALYSIS.

SO WE LOOK AT INFRASTRUCTURE, TRANSPORTATION, COMMUNITY FACILITIES, MARKET DEMOGRAPHICS, GROWTH PROJECTIONS, ALL OF THAT.

SO WE HAVE ALL OF THAT DATA, UM, SO WE CAN SEE WHERE THE CITY IS DEFICIENT IN TERMS OF PROVIDING THE THINGS IT NEEDS AND THAT RESIDENTS WANT.

'CAUSE WE'RE NOT TRYING TO PROVIDE JUST FOR RESIDENTS TODAY.

WE'RE TRYING TO MAKE SURE THE CITY IS PROVIDING FOR DUBLIN RESIDENTS TOMORROW, RIGHT? UM, SO ALL THAT ANALYSIS HAS ALREADY BEEN DONE.

THE FIRST ROUND OF OUTREACH HAS ALL BEEN DONE.

TREMENDOUS OUTREACH AND ENGAGEMENT.

SO AS WE BEGIN TO MODEL AND LOOK AT SCENARIOS, WE HAVE TO BRING THOSE, THAT DATA THAT WE'VE ALREADY DONE TO BEAR.

SO PERRY CAN TALK ABOUT, WE'VE DONE A LOT OF, OR THEY'VE DONE A LOT OF TRANSPORTATION WITH TOOL MODELING, UH, AND EXPERTISE AND LOOKING AT THE EXISTING CONDITIONS IN TERMS OF INFRASTRUCTURE.

YOUR STAFF HAS LOOKED AT INFRASTRUCTURE AND UTILITIES, AND TISLER BIAS HAS LOOKED AT THE FINANCIAL SIDE OF THOSE DECISIONS.

SO THIS COMES INTO THAT DATA INFORMED, LIKE IF WE'RE GONNA MOVE THINGS AROUND, IT CAN'T JUST BE COLORS ON A MAP BECAUSE EVERY TIME YOU CHANGE A COLOR, YOU'RE CHANGING HOUSEHOLDS.

POPULATION PROJECTION NEEDED, PARKLAND, ACREAGE, TRANSPORTATION, UTILITY.

SO IT'S NOT A COLOR ON A MAP, YOU'RE CHANGING.

IT'S ALL THESE INFINITE NUMBER OF VARIABLES.

SO ALL THE RESEARCH THAT GOT US TO THIS POINT IS OUR FOUNDATION FOR UNDERSTANDING ALL THE VARIABLES.

NOW, IF WE MOVE A LEVER, WE LOOK AT HOW EVERYTHING CHANGES, AND WE HAVE TO PICK WHICH COMBINATION OF LEVERAGE CHOICES OR SCENARIOS WORKS THE BEST.

UM, SO THE LAST YEAR HAS BEEN UNDERSTANDING ALL OF THOSE VARIABLES, THOSE PIECES, AND LISTENING TO PEOPLE.

AND IT'S OUR JOB NOT WORKING WITH THE STEERING COMMITTEE AND STAFF TO SAY, OKAY, WE KNOW WHAT PEOPLE WANT.

WE KNOW WHAT THEY DON'T WANT.

WE KNOW THE REALITIES OF DIFFERENT MARKETS AND DIFFERENT OPPORTUNITIES AND DIFFERENT CONSTRAINTS.

HERE'S WHAT THE CITY HAS PLANNED RIGHT NOW.

HOW COULD WE MAKE THIS BETTER? AND WHAT WOULD THE IMPACT BE? AND SO WE'RE BEGINNING TO GO DOWN THAT ROAD.

SO OTHER QUESTIONS TO THIS POINT.

GREAT, WE'RE PROCEED.

THANK YOU.

THANK YOU VERY MUCH.

UH, GOOD EVENING MAYOR.

AND AM I ON, UH, VICE MAYOR AND, UH, MEMBERS OF COUNCIL, UH, PERRY MORGAN WITH, UH, KIMLEY HORN AND IT'S GREAT TO BE HERE WORKING WITH JOHN AND, AND THEIR TEAM AND AND YOUR STAFF.

UM, WE ARE AT, AS JOHN SAID, A VERY CRUCIAL POINT IN THIS.

THERE'S A LOT OF WORK GOING ON RIGHT NOW, AND I WANTED TO PROVIDE YOU AN UPDATE ON WHAT TOOK PLACE AT THE STEERING COMMITTEE MEETING IN DECEMBER REGARDING TRANSPORTATION, AND THEN WHAT WE'RE, WHAT WE'VE WORKED ON SINCE THEN AND WHAT WE'RE GONNA TALK ABOUT WITH THE STEERING COMMITTEE TOMORROW.

UM, BACK IN DECEMBER, WE TALKED ABOUT TRANSPORTATION PRIORITIES.

WE TALKED ABOUT MOBILITY MODES, UH, THE THOROUGHFARE PLAN AND PERFORMANCE MEASURES WITH THAT TEAM.

AND WE'RE GONNA SKIP THAT FOR A LITTLE BIT HERE IN THIS CONVERSATION AND TALK ABOUT WHAT WE'RE GONNA TALK ABOUT WITH THEM TOMORROW.

FIRST, UM, AND I'LL TELL YOU WHY WHEN WE GET THERE.

UM, TOMORROW'S STEER STEERING COMMITTEE MEETING WILL BE REALLY ABOUT US TAKING THE TRANSPORTATION NETWORK FROM A ROADWAY SYSTEM STANDPOINT AND REFINING THAT, WORKING WITH THE LAND USE INFORMATION THAT WE HAVE AND THE THINGS THAT WE KNOW, UH, HOW THAT DEVELOPMENT PATTERNS MIGHT BE, AND START TO WORK THROUGH WHAT THIS ROADWAY NETWORK MIGHT BE TO GET TO THIS POINT.

WITH THAT, UM, WE UPDATED THE TRAVEL DEMAND MODEL THAT THE CITY HAS, AND WE DID THAT, UH, IN SEVERAL COMPONENTS.

UM,

[00:40:01]

THE OOPS, THE FIRST OF THESE IS WORKING WITH MORSEY TO IDENTIFY REGIONAL THINGS THAT IMPACT TRAVEL HERE IN DUBLIN, UH, TRAFFIC GOING THROUGH, OR, UH, ORIGINATING FROM OUTSIDE AND STOPPING IN DUBLIN AS PART OF THEIR TRIP.

UM, WE ALSO UPDATED THE ROADWAY NETWORK INSIDE OF THAT MODEL, SO IT REPRESENTS WHAT IS OUT THERE TODAY, PLUS THOSE PROJECTS THAT ARE COMMITTED IN YOUR CIP, RIGHT? SO WE'VE GOT A NETWORK THAT WE CAN EVALUATE THAT WE CAN ALL UNDERSTAND AT THAT POINT.

UM, AND THEN THE OTHER THING WE DID WAS WORKING WITH, UH, THE COMMUNITY PLAN TEAM UPDATE THE SOCIOECONOMIC DATA IN THAT MODEL TO REPRESENT, UM, WHAT THE LAND USE SCENARIO IS.

UM, WE USE THE MODEL, UH, TO DERIVE FUTURE TRAFFIC VOLUMES.

IT MIXES THOSE COMPONENTS OF, UH, THE TRAVEL PATTERNS, THE LAND USE PATTERN, AND THE ROADWAY NETWORK TO DERIVE FUTURE TRAFFIC VOLUMES.

UM, AND, UH, ONCE WE HAVE THOSE FUTURE TRAFFIC VOLUMES AND WE HAVE THE ROADWAY NETWORK IN THERE, WE IDENTIFY WHAT WE CALL STRESSED LINKS, THOSE PARTS OF THE NETWORK THAT WHERE, UM, THE CAPACITY IS LESS THAN WHAT THE PROJECTED TRAFFIC VOLUME IS, RIGHT? THOSE ARE THE PLACES WHERE, UH, ISSUES MIGHT, UH, MIGHT PREVAIL.

UM, AND THEN ONCE WE'VE DONE THAT, UM, WORKING WITH, UH, THE COMMUNITY PLAN TEAM AND STAFF, UM, WE ACTUALLY ADD SOME THINGS TO THE NETWORK.

UH, THOSE THINGS THAT ARE PART OF KNOWN PLANS OR, UH, PROJECTS THAT, THINGS THAT WE'VE THOUGHT THOUGHT ABOUT IN THE PAST, UM, OR HOW THEY MIGHT GET TWEAKED HERE.

UM, AND IT GIVES US A BASIC FRAMEWORK, AND THAT'S SOMETHING THAT WE'RE GONNA TALK ABOUT WITH THE STEERING COMMITTEE AND TWEAK AGAIN TOMORROW.

I THINK, AS JOHN MENTIONED, THIS IS A LITTLE BIT OF AN ITERATIVE PROCESS.

IT GOES A LITTLE BIT BACK AND FORTH.

SO LET'S STEP BACK TO THAT DECEMBER MEETING.

AND THERE'S THREE SETS OF PRIORITIES ON, UH, ON THE SCREEN THERE.

UH, THE FIRST ONE IS WHAT TRADITIONAL PRIORITIES LOOK LIKE IN THE TRANSPORTATION THOROUGHFARE PLANNING PROCESS, WHERE AT THE TOP OF THE FOOD CHAIN IS PRIVATE AUTOS, AND THE BOTTOM ARE THOSE, UM, UH, CRITICAL USERS OF THE, UH, BICYCLISTS AND PEDESTRIANS.

AND SO WHEN WE WENT TO THE STEERING COMMITTEE IN DECEMBER, WE ACTUALLY RECOMMENDED A PLAN OR A SET OF PRIORITIES THAT FLIPPED THAT UPSIDE DOWN.

UM, AND THEN WE HAD A DISCUSSION WITH THE, THE COMMITTEE ABOUT THAT AND A LITTLE BIT OF AN EXERCISE.

AND THROUGH THAT PROCESS, THEY ACTUALLY ESTABLISHED THE, THE PRIORITIES THAT ARE ON THE RIGHT SIDE OF THE SCREEN THERE, WHERE IT'S BASICALLY WHAT WE PRESENT IT EXCEPT FOR IT SHOWS THAT THE COMMUNITY HAS A NEED FOR PRIVATE AUTO, THAT THAT'S A GREATER PRIORITY HERE THAN TRUCKS ARE, WAS WHAT WE CONCLUDED FROM THAT.

AND, UM, ONE OF THE OTHER EXERCISES THAT WE DID WITH THE COMMITTEE WAS TO GO THROUGH, UM, AN ACTIVE TRANSPORTATION NETWORK, UM, TO HELP BUILD A FRAMEWORK FOR WHAT PEDESTRIANS AND BICYCLISTS TRAVEL MIGHT BE, UM, IN THE COMMUNITY IN THE FUTURE.

UM, AND WE PUT THAT INTO A NETWORK, A TIERED NETWORK WHERE, UM, WE WOULD START THAT WITH WHAT WILL BE THE SIGNATURE TRAIL, WILL BE THE CENTRAL PORTION AND THE TOP TIER OF THAT NETWORK.

AND THEN THE, THAT'LL BE FOLLOWED BY COMMUTER CONNECTOR AND LOCAL ROUTES.

AND, UM, WE WOULD DO ALL OF THAT SO THAT WE COULD HAVE A FRAMEWORK FOR ACTIVE TRANSPORTATION THAT MIGHT HELP US TO IMPROVE THE MODE CHOICE FOR HOW PEOPLE TRAVEL IN AND AROUND DUBLIN.

ONE OF THE OTHER THINGS THAT WE DID WAS TALK ABOUT PERFORMANCE MEASURES.

UM, I, I WANNA STEP BACK FOR A SECOND BECAUSE PART OF THIS ACTIVE TRANSPORTATION NETWORK AND WHY WE TALKED ABOUT THAT IN DECEMBER WAS REMEMBER WE HAD THOSE PRIORITIES WHERE PEDESTRIANS AND BICYCLES WERE AT THE TOP.

SO WE ACTUALLY WENT THROUGH THE EXERCISE OF MAPPING OUT WHAT SOME OF THIS MIGHT BE WITH, UH, THE STEERING COMMITTEE.

AND, UM, SO WE, WE PUT THAT PEDESTRIAN AND BICYCLE NETWORK OUT THERE FIRST.

NOW WE'RE GONNA PUT THAT ON HOLD FOR A MONTH HERE.

UH, IT'S ACTUALLY BEING WORKED ON AND UPDATED FROM WHAT WAS PROVIDED WITH THE STEERING COMMITTEE, BUT THEN WE FOCUSED ON THE, THE ROADWAY SYSTEM AND AUTO TRAVEL OVER THE LAST MONTH.

AND THAT'S WHAT WE'RE GOING BACK TO THE STEERING COMMITTEE, IF THAT MAKES SENSE.

SO ONE OF THE OTHER THINGS THAT WE TALKED ABOUT WAS PERFORMANCE MEASURES.

UM, AND, UH,

[00:45:01]

I THINK WHEN I WAS HERE PREVIOUSLY, ONE OF THE THINGS THAT WE TALKED ABOUT WAS THAT HISTORICALLY WE'VE, YOU'VE LEVEL OF SERVICE AND LEVEL OF SERVICE, C OR D, UH, FOR AN AUTO TRAFFIC, UH, AS A WAY TO MEASURE, UH, AS A PERFORMANCE MEASURE, UH, FOR A TRANSPORTATION SYSTEM.

UM, THAT HISTORICALLY HAS GIVEN US LARGER ROADWAYS, UM, WHICH MAY NOT BE THAT, UH, WITH UTILIZED THROUGHOUT THE MAJORITY OF THE DAY WITH THE EXCEPTION OF THOSE PEAK PERIODS THAT OCCUR.

UM, AND IT MAY PRESENT DIFFICULTY FOR TRAVEL FOR THOSE VULNERABLE USERS FOR THE BI BICYCLISTS AND PEDESTRIANS.

UM, SO WE OFFERED A, A PERFORMANCE MEASURE DISCUSSION WITH THE STEERING COMMITTEE.

AND PART OF THAT WAS THAT, HEY, FOR MINOR ARTERIALS AND COLLECTOR STREETS, ONE OF THE THINGS WE WOULD DO WAS LET'S EVALUATE WHAT THE FACILITIES ARE LIKE FOR THOSE ACTIVE TRANSPORTATION MODES.

LET'S DO THAT FIRST.

AND THEN SECONDLY, LET'S LOOK AT, UH, DEMAND TO CAPACITY, THE PEOPLE THAT WANT TO BE ON THE ROAD VERSUS THE ABILITY OF THE ROADWAY TO HANDLE ALL OF THAT ACROSS THE WHOLE SPECTRUM OF THE DAY RATHER THAN JUST ONE PEAK PERIOD OF THE DAY.

SO WE MIGHT SACRIFICE A LITTLE BIT OF CONGESTION FOR A SHORT PERIOD OF TIME FOR A BETTER ROADWAY SYSTEM ON A HOLISTIC VIEW.

UM, AND THE OTHER THING FOR THESE PARTICULAR TYPES OF ROADWAYS WAS THAT, UM, THE PREFERRED SOLUTION FOR, UM, AN INTERSECTION IMPROVEMENT WOULD BE A SINGLE LANE ROUNDABOUT.

SO THE OTHER THING THAT COMES OUT IS WE START TO TALK ABOUT MAJOR ARTERIALS, AND THESE ARE THOSE ROADWAYS THAT ARE PRIMARILY MET TO MOVE TRAFFIC.

TYPICALLY THEY'RE NEXT TO 33 OR TWO 70 IN OUR, UH, CITY.

UM, AND ONE OF THE THINGS WE DID WITH THIS WAS TALK ABOUT, HEY, THE MAXIMUM FOOTPRINT FOR THESE TYPES OF ROADWAYS WOULD BE A FOUR-LANE DIVIDED ROADWAY WITH TURN LANES AT INTERSECTIONS.

THIS IS A PRIORITY THAT WAS ACTUALLY SET BY THE PREVIOUS COUNCIL WITH, UH, WITH THE PREVIOUS PLAN.

UM, SO, UH, WE WANT TO CONTINUE WITH THAT BECAUSE THAT'S A DUBLIN FEEL AND IT'S FEELS COMFORTABLE.

ONE OF THE THINGS THAT, UM, ONE OF THE THINGS THAT GOES ALONG WITH THIS IS PROVIDING DUPLICITY IN THE ROADWAY NETWORK SO THAT THERE'S SOME PLACE IF IT GET GETS CONGESTED AT THIS POINT, WE PROVIDE OP ALTERNATIVES OR OPPORTUNITIES FOR TRAFFIC TO GO IN DIFFERENT PLACES, RIGHT? I THINK YOU CAN SEE THAT WITH THE BRIDGE STREET NETWORK, THAT THAT GRID NETWORK PROVIDES DIFFERENT OPPORTUNITIES, UH, FOR PEOPLE TO HAVE THEIR TRAVEL ON.

SO THAT'S SOMETHING ELSE TO KEEP IN MIND HERE.

SO WHAT'S NEXT? UM, AND I THINK JENNY'S GONNA COME AND TELL YOU HOW THIS ALL FITS TOGETHER AND WHAT'S GONNA HAPPEN OVER THE NEXT COUPLE OF MONTHS, BECAUSE IT'S GONNA BE BUSY, BELIEVE ME.

UM, TOMORROW WE'RE GONNA HAVE A DISCUSSION WITH THE STEERING COMMITTEE, UH, ABOUT THE MOBILITY AND THOROUGHFARE PLANS, UH, FROM A TRANSPORTATION STANDPOINT THAT FITS WELL WITH THAT DISCUSSION OF LAND USE IN THE SPECIAL AREAS.

UM, ONCE WE GET THAT, UM, PARTICULARLY WE'RE GOING TO TALK ABOUT THE ROADWAY NETWORK, UH, FROM THE TRANSPORTATION STANDPOINT, UM, ONCE WE GET THAT, AND WE ALREADY HAVE PART OF THIS, UM, MOBILITY NETWORK, UH, FOR ACTIVE TRANSPORTATION THAT WE HAD AT OUR DECEMBER MEETING, WE'RE GONNA BLEND THOSE TWO THINGS TOGETHER AND COME BACK WITH AN OVERALL TRANSPORTATION NETWORK THAT REPRESENTS MOBILITY AND THE THOROUGHFARE PLAN.

UM, AND THAT'LL HAPPEN IN FEBRUARY.

UM, AND THEN WE'RE GONNA REFINE THAT BETWEEN FEBRUARY AND PRESENT THAT REVISED, UH, THOROUGHFARE AND MOBILITY PLAN AT THE MARCH STEERING COMMITTEE.

I'M GONNA TURN IT BACK TO JENNY TO TELL US HOW THIS ALL FITS TOGETHER AND WHERE WE'RE HEADED.

UM, SO AS OUR CONSULTANT TEAM HAS MENTIONED, WE HAVE A STEERING COMMITTEE MEETING TOMORROW, UM, WHICH IS REALLY LOOKING AT THIS REFINED PRELIMINARY LAND USE PLAN AND HAVING THE DISCUSSION RELATED TO THAT, WHICH WILL HELP US THEN REFINE HOW WE'RE APPLYING THIS, UM, AND COME BACK WITH OUR SPECIAL AREA PLANS, UM, IN FEBRUARY.

UM, WE DO HAVE, UM, ON THE 30TH OF JANUARY A METRO CENTER IMPLEMENTATION PUBLIC MEETING, UM, THAT WILL BE HAPPENING.

AND AGAIN, THE RESULTS OF THAT AND THIS ONGOING PROJECT HELP AND INFORM, UM, THE LARGER COMMUNITY PLAN AND THAT SPECIAL AREA PLAN UPDATE AS WELL.

UM, YES.

AND THEN IN FEBRUARY WE'LL BE BACK WITH THE STEERING COMMITTEE, UM, TO LOOK AT THOSE REFINED SPECIAL AREA PLANS.

SO THEY'LL HAVE A CONSISTENT GRAPHIC LANGUAGE WITH SPECIFIC RECOMMENDATIONS.

SO WE'LL BE TAKING ALL THESE PIECES AND PARTS AND ALL THE TALKING AND PUTTING THAT

[00:50:01]

TO PAPER, UM, FOR THE STEERING COMMITTEE TO REACT TO.

AND THEN THAT WILL GET FOLDED INTO THE LARGER, UM, COMMUNITY PLAN.

WE WILL OBVIOUSLY ALSO THEN, UM, AS PERRY MENTIONED, TALK ABOUT THE TRANSPORTATION NETWORK, UM, AS WELL AS THE MOBILITY PLAN.

THE STEERING COMMITTEE'S NOT SEEN, UM, THAT YET.

SO WE WANT THEM TO HAVE THE OPPORTUNITY TO, UM, TALK THROUGH THAT.

AND THEN WE WILL HAVE SOME, UH, MORE DETAILED UTILITY AND INFRASTRUCTURE ANALYSIS AS WELL AS FISCAL ANALYSIS BASED ON THESE CONVERSATIONS.

SO REALLY THESE PIECES AND PARTS ARE REALLY COMING TOGETHER, UM, AND WE'RE EXCITED THAT WE'RE MAKING PROGRESS, UM, TO GET TO A DRAFT DOCUMENT.

UM, WHICH OUR GOAL THEN IS TO BE, UM, YOU KNOW, BEFORE COUNCIL AT THE END OF QUARTER TO, WITH THE PLAN TO BE, UM, TO BE ADOPTED.

SO THERE'S A LOT OF STEPS IN BETWEEN PUBLIC MEETINGS, ENGAGEMENT, UM, PLANNING, COMMISSION, ALL THOSE, ALL THOSE STEPS IN BETWEEN.

I'M HAPPY TO ANSWER ANY QUESTIONS ABOUT THAT, BUT, UM, THAT'S OUR UPDATE FOR TODAY.

SO THANK YOU.

THANK YOU JENNY.

UH, QUESTIONS, COMMENTS FROM COUNSEL.

THANKS, JENNY.

DOES THIS TAKE INTO CONSIDERATION, UM, CONTEMPLATING THE POTENTIAL PASSAGE OF LINK US? YES.

SO AS PART OF, UM, OUR TRANSPORTATION MOBILITY, UM, CONVERSATIONS AND IN THE PLAN, WE LOOK FORWARD AT WHAT ARE THESE LARGER INITIATIVES THAT ARE HAPPENING REGIONALLY, UM, AND HOW THOSE, UM, APPLY TO US SPECIFICALLY ON THAT 1 61 CORRIDOR.

WE ARE, UM, GOING THROUGH A VISIONING EXERCISE, WHICH WILL ALSO HELP INFORM THIS, UM, PARTICULARLY AS IT RELATES TO THE BRIDGE STREET DISTRICT AND WHAT DOES THAT STREET SECTION LOOK LIKE.

SO THERE'S A LOT OF DETAILS, UM, TO THAT AT, AT THE DUBLIN LEVEL, BUT THEN HOW DO WE LOOK AT THIS REGIONALLY? UM, SO WE'RE MAKING SURE ALL THAT'S ACCOUNTED FOR.

UH, THAT'S GREAT.

'CAUSE I KNOW THAT THEY'RE ALREADY, THEY'VE WORKED ON THAT NORTHWEST, UM, CORRIDOR DESIGN.

MM-HMM.

, I'M NOT SURE WHERE THEY ARE WITH IT.

UM, THE OTHER QUESTION THAT I HAVE IS, ARE YOU, UM, USING SOME OF THE VISION ZERO, UM, CONCEPTS AND, AND WHEN YOU'RE TALKING ABOUT MOBILITY AND TRAFFIC PLANNING AND, AND, AND THINGS LIKE ACCIDENTS AND, YOU KNOW, CATASTROPHIC ACCIDENTS, DEATHS, THINGS OF THAT NATURE.

ABSOLUTELY.

AS PART OF THAT LARGER TRANSPORTATION, MOBILITY PLANNING, ALL OF THAT GOES INTO THIS CONVERSATION.

HOW CAN WE MAKE OUR STREET SAFER? UM, PEDESTRIAN CONNECTIVITY, AGAIN, THAT GOES TO SORT OF CHANGING THE WAY THAT WE'VE BEEN LOOKING AT TRANSPORTATION AND MOBILITY AND, AND MAKING SURE THAT THAT'S SAFER FOR USERS THAT ARE MORE VULNERABLE.

YEAH.

OTHER QUESTIONS, COMMENTS? UM, I'M KIND OF CURIOUS, AS WE'VE, UM, DEVELOPED CERTAIN AREAS LIKE BRIDGE STREET, WE'VE HAD FEEDBACK ON IMPROVING CERTAIN THINGS.

UM, THAT'S MY FIRST QUESTION.

HOW ARE WE INCORPORATING SOME OF THOSE THINGS THAT WE'VE LEARNED INTO THE NEW COMMUNITY PLANT? AND THEN SECONDLY, BECAUSE WE HAVE THIS GREAT PARKS AND REC MASTER PLAN AND OUR COMMUNITY IS SO BIG ON, ON MAINTAINING HISTORICAL AND ARCHEOLOGICAL THINGS LIKE THE INDIAN MOUNDS POSSIBLY, UM, AND, UM, THE, THE INDIAN RUN CONVENE AND THE GREEN, THE NEW GREENWAY PROGRAM, UM, THOSE ARE ALL APPARENTLY IN THE CONVERSATION AND ALL BEING INCORPORATED INTO THIS AS WELL.

I MEAN, I'M LOOKING FOR ASSURANCES ON THAT.

ABSOLUTELY.

YEAH.

I'LL START WITH THAT FIRST AND THEN WE'LL GO BACK TO THE BRIDGE STREET ONE.

UM, SO YES, WE ACTUALLY MET TODAY AND LOOKED AT A VERY DETAILED OUTLINE OF WHAT IS ALL GONNA BE INCLUDED IN THE COMMUNITY PLANTS.

SO THERE'S A WHOLE SECTION ABOUT NATURAL RESOURCES AND ENVIRONMENT.

UM, THERE IS THEN OUR COMMUNITY FACILITIES, WHICH TALKS ABOUT PARKS AND RECREATION, CULTURAL RESOURCES, HISTORIC ARCHEOLOGICAL RESOURCES.

SO ALL THOSE COMPONENTS WILL BE INCLUDED WITHIN THE COMMUNITY PLAN.

UM, AND AS I MENTIONED, WE'RE LOOKING AT HOW PREVIOUS PLANS AND POLICIES AND RECOMMENDATIONS THAT WE'VE, UM, GONE THROUGH AS A CITY WITH OTHER DIVISIONS.

HOW DOES THAT GET INCORPORATED? OBVIOUSLY WE DON'T WANNA DUPLICATE THE WORK OF THAT, BUT THERE ARE SOME KEY TAKEAWAYS FROM THOSE PLANS THAT WE WANNA MAKE SURE GET INCORPORATED.

SO THAT'S WHERE WE ARE AT THIS POINT, IS FIGURING OUT AND WORKING WITH.

THAT'S OUR NEXT STEP ACTUALLY AS A, AS A CALL OUT FROM THIS MEETING TODAY, WAS TO GET WITH EACH OF THE DIRECTORS TALK THROUGH MAKING SURE THAT WE'RE AWARE OF THIS, BUT WHAT DO THEY REALLY WANNA MAKE SURE GETS ELEVATED AND INCLUDED IN THIS PLAN.

UM, SO THAT'S, SO THAT'S REALLY A GREAT, GREAT QUESTION.

UM, AND THEN THE SECOND ONE ABOUT, AGAIN, WITH ALL OF OUR AREA PLANS, WE HAVE HAD FEEDBACK BRIDGE STREET AS WELL, UM, AND THE HISTORIC DISTRICT, YOU KNOW, OVER THE MANY YEARS THAT WE'VE HAD THESE PLANS AND HOW DO WE INCORPORATE THAT? SO THAT'S BEEN PART OF THIS DISCUSSION AS WELL WITH THE STEERING COMMITTEE.

WHAT IS WORKING, WHAT DO THEY WANNA SEE? MODIFIED, TWEAKED.

SO THAT'S GONNA COME INTO PLAY WITH THESE SPECIAL AREA PLANS, COUNCIL'S DIRECTION, UM, PLANNING COMMISSION, YOU KNOW, AS PART OF THEIR REVIEW.

SO ALL OF THESE PIECES, I THINK JOHN ALLUDED TO, THAT WE'RE TAKING, WE'VE TAKEN STOCK OF ALL THESE COMMENTS AND THESE SPECIAL AREA PLANS AND OUR FUTURE LAND USE DESIGNATIONS AND CLASSIFICATIONS WILL HAVE THAT INFORMATION TO HELP FURTHER AND MAKE SURE THAT THE VISION THAT THE COMMUNITY WANTS TO SEE IS, IS INCORPORATED.

SO, AND WE WILL HAVE ONCE THIS DRAFT, UM, SPECIAL AREA PLANS AND LAND USE AND THE PLAN IN GENERAL, THERE WILL BE A PUB, ANOTHER PUBLIC MEETING, UM,

[00:55:01]

TO MAKE SURE THAT WE ARE HITTING THE MARK OF WHAT THOSE COMMENTS HAVE BEEN PREVIOUSLY.

I THINK THAT'S GREAT.

I, YOU KNOW, I, UM, SINCE WE DON'T HAVE AN OPPORTUNITY ALL OF US TO SIT IN ON THE STEERING COMMITTEES, UH, YOU KNOW, DISCUSSIONS AND THAT SORT OF THING, IT'S, UM, I THINK IT'S IMPORTANT FOR THE PUBLIC TO HEAR THAT YOU HAD A DISCUSSION THAT, YOU KNOW, THAT WE, WE TALKED ABOUT HOW IMPORTANT THE INDIAN RUN RAVINE IS, OR, OR WE TALKED ABOUT THE NEED FOR SENIOR HOUSING AND THIS IS HOW WE APPROACHED IT.

THOSE KINDS OF THINGS KIND OF ADDRESS THE QUESTIONS THAT COME UP FOR THE PUBLIC AND, AND MAYBE THEY CAN BE LISTED AS PART OF YOUR CONVERSATION.

YEAH, ABSOLUTELY.

YEAH, THAT EXISTING CONDITIONS REPORT THAT WE DID BACK IN AUGUST REALLY DID A GREAT DEEP DIVE OF HERE ARE THE REALLY IMPORTANT FACTORS THAT CURRENTLY EXIST IN THE CITY.

AND THE STEERING COMMITTEE HAD SOME REALLY GREAT DISCUSSIONS ABOUT, WELL, WE'D LIKE TO SEE THIS INCLUDED AND WE WANNA MAKE SURE THIS TOPIC GETS ADDRESSED BECAUSE WE'VE HEARD THIS FEEDBACK.

SO THAT'S WHAT WE'RE IN THE PROCESS OF SORT OF CROSS-CHECKING THAT TO MAKE SURE THAT WHATEVER WAS DISCUSSED AS, AS PART OF THEIR DISCUSSIONS ALONG THE WAY ARE GETTING INCORPORATED MOVING FORWARD.

OKAY.

THANKS JENNY.

YEAH, YOU'RE WELCOME.

HEY JENNY, ONE MORE QUICK QUESTION.

SURE.

THIS MIGHT SEEM A LITTLE BIT SILLY, BUT, UM, HAVE WE CONSIDERED, POTENTIALLY ONCE THIS IS DONE AND WE FINALIZE SOME THINGS, HAVING A LAYER ON THE GIS SO SOMEONE COULD GO AND LOOK THIS UP RELATIVE TO A MAP THAT THEY CAN SEE? 'CAUSE SOMETIMES THAT VISUAL IS REALLY, REALLY HELPFUL.

YEAH, ABSOLUTELY.

SO OUR CURRENT, UM, FUTURE LAND USE DESIGNATIONS ARE ON THERE.

WE DO HAVE OUR AREA PLANS ON THERE.

THEY'RE IN MORE OF A STATIC GRAPHIC FORMAT.

SO AS PART OF THIS, WE'VE BEEN DISCUSSING HOW WE CAN MAKE THAT MORE GRAPHICALLY APPEALING, UM, AND AVAILABLE.

I MEAN OBVIOUSLY THE COMMUNITY PLANS AVAILABLE ONLINE IN THOSE SPECIAL AREA PLANS, BUT IS THERE A WAY TO MAKE THIS MORE ROBUST IN TERMS OF HOW YOU ACCESS AND USE IT? YEAH.

BECAUSE THOSE STATIC PICTURES ARE JUST, THEY'RE NOT QUITE THE SAME AS WHEN YOU'RE TRYING TO MOVE AROUND ON THE MAP AND CLICK AROUND.

YEAH.

'CAUSE THAT'S HONESTLY REALLY FUN TO DO.

YEAH.

AND VERY ENGAGING.

ABSOLUTELY.

THANKS.

MM-HMM.

.

OKAY.

ANYTHING ELSE FOR STAFF OR THE CONSULTANTS? WELL, JENNY, THANK YOU VERY MUCH.

THANK YOU.

YOU'VE GOT YOUR HANDS FULL.

THANK SO YEAH, THANK YOU BE A RIVETING AND VISION DUBLIN MEETING TOMORROW.

YES, THAT'LL BE GOOD.

THANK YOU SO MUCH.

OKAY, THIS

[STAFF COMMENTS]

BRINGS US TO THE STAFF COMMENTS PORTION OF OUR AGENDA AND I WILL TURN IT OVER TO CITY MANAGER O CALLAHAN.

GOOD EVENING.

MEMBERS OF COUNCIL.

I'D LIKE TO BEGIN BY CONGRATULATING THE ABBEY THEATER, WHICH WAS NAMED THE RECIPIENT OF 8 20 23 BROADWAY WORLD COLUMBUS AWARDS, INCLUDING BEST CHOREOGRAPHY, BEST DANCE PRODUCTION, BEST ENSEMBLE, BEST NEW PLAYER, MUSICAL BEST SCENIC DESIGN, AND FAVORITE LOCAL THEATER THEATER SUPERVISOR, JOE BAHARA ALSO RECEIVED THE AWARD FOR BEST DIRECTION OF A MUSICAL FOR HIS WORK ON GREECE.

SO CONGRATULATIONS GOES OUT TO JOE AND THE ENTIRE RECREATION SERVICES TEAM FOR THEIR HARD WORK AND WELL-DESERVED RECOGNITION.

THE HOTEL FURNISHINGS AUCTION THAT WE WERE CONDUCTING AT THE FORMER CLOVE RELIEF HOTEL OR VIVO PROPERTY CONCLUDED LAST WEDNESDAY WITH NEARLY 900 ITEMS BEING AUCTIONED OFF WITH A GROSS REVENUE OF NEAR 20,000.

I WOULD LIKE TO THANK THE STAFF FOR THEIR CREATIVITY AND DEDICATION TO FINDING SOLUTIONS THAT ALIGN NICELY WITH OUR SUSTAINABILITY GOALS.

UM, WITHOUT THE AUCTION, MANY OF THOSE ITEMS WOULD'VE GONE TO THE LANDFILL, AND WE WERE ALSO FORTUNATE TO, UM, BE ABLE TO RECOUP SOME OF OUR ACQUISITION COSTS.

AS FAR AS NEXT STEPS FOR THE PROPERTY GOES, THE ASBESTOS ABATEMENT WORK IS UNDERWAY AND IT SHOULD BE COMPLETED BY THE END OF THE MONTH.

THE DEMOLITION WORK IS CURRENTLY OUT BID, AND WE ANTICIPATE PRESENTING A BID ACCEPTANCE, UM, RESOLUTION TO COUNCIL AT THE FEBRUARY 5TH COUNCIL MEETING.

WASHINGTON TOWNSHIP FIRE.

AND THE DUBLIN POLICE DEPARTMENT WILL HAVE THE UNIQUE OPPORTUNITY TO TRAIN AT THE PROPERTY ONCE THE ASBESTOS REMOVAL WORK IS COMPLETE AND BEFORE THE DEMOLITION CAN BEGIN.

AND DEMOLITION WILL OCCUR OVER THE NEXT COUPLE OF MONTHS ONCE WE HAVE THOSE BIDS IN AND WE HAVE COUNCIL APPROVAL.

SO WE'RE LOOKING FORWARD TO THAT WORK PROCEEDING.

I'D LIKE TO THANK ALL OF OUR STAFF WHO WORKED AROUND THE CLOCK LAST WEEK, UM, CLEARING OUR ROADS TO MAKE THEM SAFE FOR DRIVERS.

THE TEMPERATURES WERE FRIGID AND WE HAD HIGH WINDS, WHICH MADE FOR CHALLENGING CONDITIONS.

AND THE TEAM WORKED TOGETHER VERY WELL, AND THEIR WORK DEFINITELY DEMONSTRATED THEIR DEDICATION TO SERVICE.

SO THANKS TO EVERYBODY WHO PUT IN THOSE EXTRA HOURS.

AND FINALLY, NEXT WEEK, WE ARE HOSTING A PUBLIC MEETING REGARDING THE METRO CENTER REVITALIZATION WITH A PANEL DISCUSSION AND OPPORTUNITIES FOR PARTICIPANT INPUT.

THIS MEETING IS BEING PLANNED IN COOPERATION AND PARTNERSHIP WITH OUR CONSULTANTS, SASAKI, WHICH IS A DESIGN FIRM WITH GLOBAL EXPER EXPERTISE AND EXPERIENCE IN URBAN DESIGN, LANDSCAPE ARCHITECTURE, ECOLOGY, AND ENGINEERING.

AND THE PUBLIC IS INVITED AND ENCOURAGED TO ATTEND THE MEETING, WHICH WILL BE HELD AT THE EMBASSY SUITES FROM FOUR TO 6:00 PM ON TUESDAY, JANUARY 30TH.

SO WE LOOK FORWARD TO SEEING EVERYBODY THERE.

AND THAT CONCLUDES MY COMMENTS THIS EVENING.

THANK YOU VERY MUCH.

VERY GOOD, THANK

[01:00:01]

YOU.

OKAY, COUNCIL

[COUNCIL REPORTS]

REPORTS.

WE WILL BEGIN, UH, WITH COUNCIL MEMBER OSA DUBLIN BRIDGES US 33 ENVISION DUBLIN, AND THE PS PLANNING AND ZONING COMMISSION.

GREAT, THANK YOU.

I'M ONLY GONNA COMMENT ON, ON A COUPLE OF THOSE BECAUSE I THINK WE GOT A GOOD ENVISION DUBLIN UPDATE TONIGHT.

UM, DUBLIN BRIDGES, WE ACTUALLY HAD A, UH, STEERING COMMITTEE MEETING TODAY.

UM, AND AS ALWAYS, I MEAN, IF YOU WANNA, YOU WANNA FEEL GOOD, ATTEND ONE OF THOSE MEETINGS, IT'S JUST FANTASTIC.

ONE OF THE NICE THINGS ABOUT THE BEGINNING OF THE YEAR IS WE WERE ABLE TO SPEND SOME TIME LOOKING AT NUMBERS IN, UM, IMPACT.

UM, AND OVER THE LAST SIX YEARS, BELIEVE IT OR NOT, IT'S BEEN SIX YEARS SINCE THEY, UM, THEY RAISED THEIR HAND TO DO THIS WORK.

THEY'VE COLLECTIVELY, UM, UH, PROVIDED MORE THAN $800,000 IN SUPPORT TO SATISFY OVER A THOUSAND NEEDS.

SO THE IMPACT HAS BEEN TREMENDOUS.

THE OTHER THING IS, I THINK, UM, DUBLIN WAS THE THIRD COMMUNITY IN NEIGHBORHOOD BRIDGES, UM, IS THE LARGEST.

UM, AND THAT HAS CONTINUED TO GROW BASED A LOT ON THIS MODEL.

AND THEY'RE ABOUT TO DO THE 50TH ONE IN GRANDVILLE.

SO NOT ONLY HAVE THEY HAD AN ENORMOUS IMPACT ON THIS COMMUNITY, BUT ALSO THROUGHOUT, FRANKLY, THE COUNTRY.

AND SO, UM, IT'S JUST, IT'S AMAZING AND THEY CONTINUE TO DO OUTSTANDING WORK.

UM, THE ONLY OTHER COMMENT THAT I WOULD MIGHT MAKE ABOUT ON THE PLANNING AND ZONING COMMISSION, UM, I, I JUST WOULD SAY THE, THE PROJECTS AND THE LEVEL OF WORK THAT THAT GROUP HAS CONTINUES TO BE INCREDIBLY SIGNIFICANT.

SO AS WE WORK ON ALL OF THE ENVISION DUBLIN PLANS AND ALL OF THESE, WE'RE, WE'RE STARTING TO, TO REALLY SEE HOW THAT'S GOING TO, UM, DRIVE AND REALLY HELP THEIR WORK.

SO, UM, NOTHING SPECIFIC, BUT JUST THE AMOUNT OF, OF, OF LARGE PROJECT CONTINUES TO ROLL THROUGH THERE.

SO THAT'S MY REPORT FOR THIS EVENING.

THANK YOU.

VERY GOOD.

THANK YOU.

UH, IT'LL BRING US TO COUNCIL MEMBER FOX WITH THE BOARD OF EDUCATION IN 33 CORRIDOR.

WE, WE WILL MEET FOR THE BOARD OF EDUCATION ON MARCH 4TH.

AND, UM, WE HAVEN'T HAD THE US 33 QUARTER GROUP, BUT WE WILL ON FEBRUARY 6TH.

GREAT.

THANK YOU.

MR. KEELER, BOARD OF EDUCATION AND LOGAN UNION, CHAMPAIGN COUNTY REGIONAL PLANNING COMMISSION.

SO THE LOGAN UNION, CHAMPAIGN COUNTY REGIONAL PLANNING COMMISSION MET ON, UH, JANUARY 11TH.

ONE IMPORTANT CASE OF NOTE WAS AN APPROVAL TO AMEND ZONING ON A PARCEL BETWEEN ROUTE 33 AND HIGHLAND CROY BY COGHLAN INVESTMENTS, AKA COGGAN AUTO AUTO GROUP, UH, PROPOSAL FOR A CAR DEALERSHIP THERE.

UM, AND THAT WAS APPROVED, UH, 21 ACRES.

UH, IT APPEARS AT THE MOMENT IT WILL, UM, MORE OR LESS, UM, BE ADJACENT TO 33, BUT IT APPEARS THERE'LL BE A BUFFER BETWEEN THE DEALERSHIP AND HIGHLAND CROIX.

THANK YOU.

VERY GOOD.

THANK YOU.

UH, COUNCIL MEMBER RYAN REINER, THE ARTS COUNCIL AND THE VETERANS COMMITTEE.

YEAH.

JUST WANNA SAY, UH, THANK YOU DR.

DAVE GUION FOR YOUR COMPREHENSIVE REPORT TONIGHT.

I THINK HE'S REALLY COVERED EVERYTHING WE NEEDED TO KNOW.

THANKS, DAVE.

GREAT.

UH, NOTHING ON THE VETERANS.

THANK YOU.

THANK YOU.

UH, COUNCIL MEMBER CRAM, WASHINGTON TOWNSHIP AND THE ARCHITECTURAL REVIEW BOARD, I HAVE NOTHING TO REPORT ON WASHINGTON TOWNSHIP.

UH, THERE'S A MEETING TOMORROW NIGHT, WHICH I'LL BE ATTENDING THE ARCHITECTURAL REVIEW BOARD THE, THIS WEEK ON WES.

THEY MEET WEDNESDAY AND IT IS, THEY WILL BE HEARING A CONCEPT PLAN FOR THE FIRST TWO PROPERTIES FROM NORTH RIVERVIEW.

SO AS YOU RECALL, WE AUCTIONED OFF THREE, UH, TWO OF THOSE THREE WILL, UH, BE BEFORE THE BOARD OR THE COMMISSION ON WEDNESDAY.

SO IT'S EXCITING TO SEE THAT MOVING FORWARD.

SO THANK YOU.

UM, AND I WILL REPORT OUT ON THE MID OHIO REGIONAL PLANNING COMMISSION AND, UM, ENVISION DUBLIN WAS CERTAINLY COVERED THIS EVENING.

SO, UH, FOR THE MID OHIO REGIONAL PLANNING COMMISSION, I WILL SAY, UH, THAT THEY ARE PLANNING A TRIP.

THEY'VE ENGAGED, UM, ONE COLUMBUS GROUP, UH, TO PARTICIPATE IN THE, UM, PRESS THE PUSH FOR RAIL, UM, AS IT, UH, AS IT WOULD GO ACROSS THE STATE.

SO THEY ARE PLANNING A TRIP, I BELIEVE IT'S FEBRUARY 21ST, 22ND, WITH A DELEGATION FROM, UM, THE ONE COLUMBUS FOLKS AND, UH, MORSE LEADERSHIP TO FLORIDA TO MEET WITH SOME BRIGHT LINE PEOPLE AND OTHER FOLKS THERE TO EXPLORE WHAT THE DIFFERENT OPPORTUNITIES MIGHT BE, UH, IN THE NEXT PHASES OF RAIL, UM, FOR CENTRAL OHIO.

UM, OKAY.

THIS WILL

[COUNCIL ROUNDTABLE]

BRING US TO COUNCIL ROUNDTABLE.

AND I'LL START HERE ON MY FAR RIGHT WITH MS. CRAM.

OKAY.

I WAS JUST GONNA SHARE AN UPDATE FROM THE DUBLIN HISTORICAL SOCIETY.

WE HAD A MEETING LAST MONTH WHERE WE KICKED OFF

[01:05:01]

THE MUSEUM EFFORTS THAT THE SOCIETY HAS BEEN INVESTIGATING.

THE, OVER THE LAST SIX MONTHS, THEY'VE BEEN FUNDRAISING AND HAVE FOUND ENOUGH MONEY THROUGH GRANTS AND FUNDRAISING TO BE ABLE TO OPEN A MUSEUM.

IT'S GOING TO BE ON 35 SOUTH HIGH STREET, AND THE LEASE HAS BEEN SIGNED, BUT THEY DON'T GAIN ACCESS TO IT UNTIL MID-MARCH.

AND THEN IT WILL TAKE SEVERAL MONTHS TO GET IT READY.

BUT THEY'VE ALREADY PLANNED A GRAND OPENING FOR OCTOBER 19TH.

SO OVER THE NEXT FEW MONTHS, WE ARE GONNA BE VERY BUSY AND WE'RE THANKFUL FOR, WE HAD A SLEW OF VOLUNTEERS COME OUT, LEADERSHIP DUBLIN.

THEY ARE HELPING LEAD THE INITIATIVES TO GET THE MUSEUM UP THERE RUNNING DIFFERENT SUBCOMMITTEES.

WE HAD OVER 25 VOLUNTEERS COME OUT TO THE MEETING LAST MONTH, AND WE DIVIDED THEM UP INTO COMMITTEES.

AND SO WITH THE HELP OF LEADERSHIP DUBLIN ORGANIZING THOSE COMMITTEES, WE'RE PRETTY MUCH TRYING TO GET ALL THE EFFORTS TOGETHER TO GET IT UP AND RUNNING.

SO YOU SHOULD, YOU MAY BE CONTACTED BY SOME PEOPLE.

UM, THERE'S A WHOLE BUNCH OF TASKS TO GET IT UP AND RUNNING, BUT EXCITING INITIATIVE.

GREAT.

THANK YOU, JANE.

I, I KNOW IT'S GONNA REALLY BE A BOOST TO SOUTH HIGH STREET TOO.

IT'LL BE GREAT FOR PEDESTRIANS TO VISIT AND SEE ALL THE ARCHIVES.

THERE'S SOME GREAT PHOTOS THAT THEY HAVE.

I KNOW IT'LL BE EXCITING.

UM, THE ONLY THING I HAVE TO SAY IS I, I ATTENDED THEM MARTIN LUTHER KING DAY, UH, THEY HAD AT THE REC CENTER, AND WE HAD SO MANY GREAT PEOPLE COME AND KIDS CAME AND A DIVERSE, UH, DEMOGRAPHIC OF PEOPLE CAME AND, UM, AND HEARD, UH, A LITTLE BIT ABOUT SENIORS AND ISOLATION.

AND THEY MADE, UM, PLACE MATS AND ALL KINDS OF WONDERFUL THINGS THAT THEY BROUGHT OVER TO SENIOR CENTERS.

AND I THINK IT WAS A GREAT DAY FOR EVERYBODY.

VERY UPLIFTING ON A VERY COLD DAY.

SO THANK EVERYBODY FOR COMING OUT.

GREAT.

THANK YOU, JOHN.

UH, NOTHING MAYOR, EXCEPT FOR I WANT TO THANK THE SNOW CREWS FOR THE EXCEPTIONAL JOB THEY DID.

THOSE BRAVE WARRIORS, I'LL TELL YOU.

FANTASTIC JOB.

THANK YOU, ANDY.

SO, SO MUCH OF THE WORK WE DO HERE TAKES YEARS TO SEE COME TO FRUITION, BUT IT WAS NICE TO SEE ALL THE, UM, THE STANDARDIZED COMMERCIAL REAL ESTATE SIGNS POPPING UP ALL OVER THE PLACE.

UM, GREAT SATISFACTION AND ACTUALLY SEEING SOMETHING THAT'S, THAT'S GETTING OUR, OUR ACCOMPLISHMENTS ARE GETTING DONE.

AND FOR THE FOLKS AT THE ABBEY THEATER, ALL THOSE ACCOLADES, AND NOW YOU'RE JUST SHOWING OFF .

GOOD.

KATHY, THANK YOU.

UM, YEAH, I, I I WOULD SAY, UM, IT WAS FUN TO GO PLAY WITH THE SNOW GO APP.

UM, AND I, I JUST FEEL LIKE WE NEED TO HAVE SOME SORT OF, UM, I DON'T KNOW WHAT THE RIGHT PHRASE IS, BUT PICK A PLOW AND, AND FOLLOW THE PLOW OR SOMETHING.

'CAUSE THE NAMES ARE GREAT FUN.

SO I, I SPENT TOO MUCH TIME LOOKING AT THIS.

NO, I JUST WILL PUT THAT OUT THERE.

UM, AND AS FOR THE ABBEY THEATER, I HAD A, UM, HUBBY AND I WENT TO THE PRODUCTION OF THE DRUMS OF WAR OVER THE WEEKEND.

IT'S OUTSTANDING.

IT'S JUST WAS, IT IS REALLY GREAT.

SO IF YOU, IF YOU'RE A WORLD WAR II BUFF AT ALL, UM, TAKE THE TIME AND GO SEE IT.

'CAUSE IT IS REALLY GREAT.

AND IT'S REALLY FUN TO SEE THE, THE, THE ACTORS, UM, IN ACTION.

SOME OF THESE I'VE SEEN IN OTHER PRODUCTIONS THAT THEY'VE DONE THERE.

AND IT'S JUST REALLY TREMENDOUS.

SO WELL DESERVED.

AND, UH, A PLUG FOR A FEW, IF YOU'RE INTERESTED IN WORLD WARI STUFF, GO SEE IT.

THANK YOU, CHRISTINA.

THANKS.

SO FOR THE RECORD, ANDY, THOSE SIGNS, THAT'S BEEN SOMETHING WE'VE BEEN WORKING ON SINCE CHRIS AND I WERE FIRST ELECTED TO COUNCIL , SO WE GOT IT DONE.

SO YOU CAN THANK ME THOUGH.

IT'S YOU.

IT'S YOU.

THANK YOU, ANDY.

YES.

AND THANK YOU TO THE SNOW GO TEAM.

I HAD LOTS OF PEOPLE CONTACT ME AND SAY WHAT A WONDERFUL JOB DUBLIN DOES IN THESE COLD WEATHER EVENTS AND MAYBE JUST MAYBE MADE FUN OF SOME OTHER MUNICIPALITIES IN THE AREA WHO DO NOT.

UM, ALSO THANK YOU TO STAFF AND TO A EP THIS IS GONNA SOUND SILLY, BUT WITH A CLICK OF A FEW BUTTONS.

WE GOT SOME BOY SCOUTS TO BE ABLE TO GO COLLECT SOME DEBRIS FROM, UM, A CONSTRUCTION AREA THAT WOULD OTHERWISE HAVE GONE TO THE LANDFILL.

SO THEY GOT A BUNCH OF FIREWOOD.

WE PREVENTED SOME STUFF FROM GETTING TO THE LANDFILL.

AND IT REMINDS ME THAT EVEN THOUGH WE ARE A CITY THAT HAS GROWN SO MUCH OVER THE LAST SEVERAL YEARS, IT'S STILL, YOU KNOW, THIS HOMETOWN FEEL WHERE YOU CAN PICK UP THE PHONE, SEND A TEXT, AND MAKE SOMETHING HAPPEN.

IT'S THOSE LITTLE THINGS THAT I REALLY HANG MY HAT ON.

UM, SO THANKS FOR YOUR HELP, MEGAN.

AND THANKS TO A EPI DON'T WANNA TAKE THEM OUTTA THE LOOP 'CAUSE THEY KIND OF LET IT HAPPEN.

SO APPRECIATE YOU.

GREAT, THANKS.

I DO WANNA MENTION, UH, AMY AND I, UH, ATTENDED, UH, AN EC UM, EQUITABLE TRANSIT-ORIENTED DESIGN ADVISORY MEETING THIS WEEK THAT WAS REALLY INFORMATIVE AND I KNOW JENNY ROUSE WAS THERE.

SO, UM, IT WILL, THAT WILL HELP US GAUGE MORE ABOUT, THERE

[01:10:01]

IS A, A BIG COMPONENT OF LINK US IN THERE.

SO IT'LL HELP US UNDERSTAND HOW THAT'S GOING TO BE SHAPED MOVING FORWARD AND, UH, UNDERSTAND WHAT SOME OF THOSE TIMELINES ARE GOING TO BE.

UM, I DO WANT TO LET YOU KNOW THAT ON THE EIGHTH OF OF THIS MONTH, I PARTICIPATED IN THE STATEWIDE PASSENGER RAIL ACTION TEAM.

IT'S A, IT'S 11 PEOPLE FROM ACROSS THE STATE, CLEVELAND, UM, TOLEDO, CINCINNATI, UM, SHARONVILLE, A BUNCH OF DIFFERENT COMMUNITIES, AND, UH, TRYING TO SEE HOW WE CAN MOST EFFECTIVELY WORK TOGETHER TO MOVE PAST, MOVE INTO THE SECOND PHASE OF WHAT PASSENGER RAIL MIGHT LOOK LIKE IN THE STATE OF OHIO.

AND THEN I ALSO WANTED TO MENTION, UM, AND COMING UP ON THE 24TH, UH, I WILL BE PARTICIPATING IN THE W-O-S-U-N-P-R UM, TALK SHOW IN THE MORNING, I WILL BE JOINING KIRI MCCARTHY FROM THE OHIO MAYORS ALLIANCE.

AND WE WILL BE DISCUSSING, UH, THE IMPORTANCE OF HOME RULE.

THE MAJOR CATEGORIES THAT WE'LL BE COVERING AT THAT TIME, UM, WILL BE LARGELY AROUND TOBACCO, GUNS, UH, PLASTIC BAGS, MUNICIPAL BROADBAND, AND FIBER AND SHORT-TERM RENTALS.

AND TOMORROW IS GOING TO BE A VERY INTERESTING DAY AT THE STATE HOUSE FOR A COMMUNITY LIKE US AND THE CHALLENGES TO HOME RULE, THEY, UM, ARE GOING TO CAUCUS ON TOBACCO LEGISLATION THAT COULD HAVE A VERY NEGATIVE IMPACT ON US AS A COMMUNITY.

UM, I BELIEVE THAT THE SENATE WILL PROBABLY, UM, VOTE ON GOVERNOR S VETO RELATIVE TO THE AGE LIMITATIONS ON TOBACCO.

AND AS WE KNOW IN THE CITY OF DUBLIN, IT IS LIMITED TO THE AGE OF 21 AND WITH, IF THIS LEGISLATION WERE TO PASS TOMORROW, THAT WOULD BE REDUCED TO THE AGE OF 18 FOR ANY FORM OF TOBACCO, UM, VAPING OR WHAT HAVE YOU.

SO, UM, WE, I HAVE BEEN IN, IN CONVERSATION WITH OUR, UH, STATE ELECTED OFFICIALS, UM, ALTHOUGH I'M NOT TERRIBLY HOPEFUL.

UM, BUT WE WILL CONTINUE TO PARTICIPATE IN THAT PLACE BECAUSE WE FEEL STRONGLY ABOUT, UM, NOT ONLY THE IMPORTANCE OF THE TOBACCO RULES THAT WE HAVE ON OUR BOOKS, BUT TO HOME RULE IN GENERAL IN THE STATE OF OHIO.

UM, AND THIS CERTAINLY IS THE BEGINNING OF THE DEGRADATION OF THOSE OPPORTUNITIES.

SO, UM, SOMETHING FOR US ALL TO BE, UH, LISTENING CAREFULLY TO, UH, WITH THAT IF THERE'S NOTHING FURTHER FOR THE GOOD OF ORDER, WE WILL STAND ADJOURNED.
