THANK YOU. SO YEAR 2023 HAS BEEN A VERY BUSY YEAR FOR ALL OF US, AND THERE ARE A FEW THINGS THAT WE DEFINITELY WANNA HIGHLIGHT IN OUR, UH, SUMMARY OF YOUR REPRESENTATION HERE TODAY. WE WELCOME OUR NEW MEMBER, CATAL, UH, KAWI KATO, WHO HAS BEEN A WELCOME ADDITION TO THE COMMITTEE. AFTER A VERY HELPFUL AND IN INFORMATIVE TRAINING SESSION WITH THE LEGISLATIVE SERVICES IN JUNE OF THIS YEAR, WE IMPLEMENTED RULES OF ORDER, MORE STRUCTURE AND REGULAR PRACTICES IN OUR PUBLIC MEETINGS TO ORDER THE, UH, TO ORDER TO OPERATE FULLY AS A FUNCTIONAL AND FORMAL COMMITTEE. WE HAVE SPENT THE MAJORITY OF OUR TIME DOING IN-DEPTH REVIEWS OF THE CITY STAFF AND SEVERAL COMMITTEE PARTNERS ON THE STRATEGIC INITIATIVES IN THE KAYAK FRAMEWORK. THIS HAS BEEN ENLIGHTENING, EDUCATIONAL AND COLLABORATIVE. THE COMMITTEE HAS ALSO A, UH, ADVISED CITY STAFF ON NUMEROUS, UH, DEI INITIATIVES, SUCH AS LANGUAGE TRANSLATION, THE MLK CIVIC SERVICES SERIES, AND THE CITIZEN CITIZENSHIP CEREMONY. THESE ARE ALL EXAMPLES OF HOW THE CITY IS A GLOBAL CITY OF CHOICE, WELCOMING VALUES, AND ENGAGED. AS ALWAYS, THINKING OF IN, UH, IN, UH, INNOVATIVE WAYS TO ENSURE PEOPLE, UH, TO FEEL AT HOME AND SAVE AT ALL TIMES, A GREAT TRADITION OF THE CITY THAT CONTINUES ON FOR DECADES, UH, PREVIOUSLY AND HOPEFULLY CENTURIES AHEAD. WE ALSO CELEBRATE WITH YOU ON THE PERFECT SCORE OF THE MUNICIPAL EQUALITY INDEX. THIS IS THE, THIS IS NOT ONLY A RE REMARKABLE TO HAVE ACHIEVED A HUNDRED PERCENT PERFECT SCORE. IT IS ALSO VITAL TO BEING AN EMPLOYER OF CHOICE AS WELL. WE APPLAUD THE CITY'S EFFORTS ON THIS INDEX SCORE AND SHARE IN THE CONGRATULATIONS, HOPING THAT THIS KIND OF ENERGY ONLY ENHANCES THE WORKFORCE, UH, IN THE CITY. WE HAVE ALSO SPENT A LOT OF TIME IN 2023 CELEBRATING THE, AND AMPLIFYING THE CITY'S ACTIVE SOCIAL MEDIA AND DUBLIN LINK BRIDGE LIGHTNINGS AS EXPRESSIONS OF MANY CULTURES AND BELIEFS IN DUBLIN, THE RICH MOSAIC OF PEOPLE WHO CALL DUBLIN HOME AND IS EXTRAORDINARY. AND WE ARE ALL TOO PROUD TO SHARE THIS. IN FACT, JUST A FEW EXAMPLES OF RESPONSE ON SOCIAL MEDIA, THAT THAT INCLUDES A FOLLOWING OF THE MAJOR EVENTS THAT HAPPENED IN THE CALENDAR YEAR OF 2023, OVER 4 45 [00:05:01] POSITIVE INTERACTIVES, UH, INTERACTIONS, UH, ON JUST THE DUBLIN LINK. DIWALI LIGHTING POSTWAR, UH, RECORDED THIS YEAR, SEVERAL POST CELEBRATING HOLIDAYS SUCH AS LUNAR NEW YEAR, RHA ABUNDANT FOR THE HINDU OF, UH, CULTURE AND RELIGION. AND HANUKKAH RECEIVED OVER 90% POSITIVE INTERACTIONS AS OF NOVEMBER. OVER 46% OF ALL THE INTERACTIONS THIS YEAR INVOLVING THE DEI IN DUBLIN HAVE BEEN VERY POSITIVE. AN EXTRAORDINARY NUMBER OF OVER 5,000 COMMENTS, LIKES, AND SHARES THAT WERE ALSO RECORDED. FINALLY, TO CONTINUE TO MAKE STOCK OF ALL DEI OFFERINGS WITHIN DUBLIN IN ORDER TO CONSIDER COMMUNITY CONVERSATION AND SPEAKERS IN THE FUTURE AS A COMMUNITY OF LIFELONG LEARNING, WE WANT TO THOROUGHLY ANALYZE AND GIVE, TALK TO THE MANY OFFERINGS THROUGHOUT THE COMMUNITY TO ENSURE WE ARE MEETING THE MARK OF OUR FRAMEWORK AND COMMUNITIES LEARNING AS NEEDS, AS NEEDS ARISES. AND, AND LET ME JUST SAY, LET ME EXPLAIN WHAT I MEAN IN THE DEFINITION BACKGROUND. AND THIS IS THE DEFINITION IN THE GUIDELINES. BACKGROUND BUILDINGS AND CULTURAL RESOURCES WITHIN THE HISTORIC DISTRICT ARE THOSE THAT DO NOT ADD TO THE HISTORIC ASSOCIATIONS, HISTORIC ARCHITECTURAL QUALITIES OR THE ARCHITECTURAL VALUE OF THE AREA AS EXPRESSED IN THE HISTORIC AND CULTURAL ASSESSMENT. UH, AND THEN IN THE CRITERIA WHICH YOU HAVE TO MEET JUST ONE, THE CRITERIA IS THE STRUCTURE RESOURCE CONTAINS NO FEATURES OR ARCHITECTURAL, HISTORIC OR ARCHEOLOGICAL SIGNIFICANCE TO THE CHARACTER OF THE AREA IN WHICH IT'S LOCATED. I BELIEVE THE DEFINITION MEETS THE CRITERIA. THERE IS NO CRITERIA. THE DEFINITION IS THE CRITERIA. SO I BELIEVE THAT FOR A RB, IF SOMEONE COMES FORWARD AND SAYS, I MEET THE CRITERIA, IT'S IN THE DEFINITION. THERE'S WHAT'S THE, WHAT IS THE ARGUMENT HERE? SO FOR ME, UM, I WOULD LIKE TO SEE, UH, ADDED VERBIAGE THAT WOULD SAY THAT WOULD GIVE A RBA CON SOME OTHER CRITERIA, SOME OTHER DEFINITIONS TO LEAN ON IN CASE THERE IS SOMETHING ABOUT THE PARTICULAR BACKGROUND BUILDING THAT IS WORTH SAVING. SO THAT'S, THAT'S MY, UM, I GUESS IN A NUTSHELL WHERE I HAVE AN ISSUE, I THINK THE OBJECTIVE IS THAT YOU SHOULD HAVE A CRITERIA THAT YOU HAVE TO PROVE. UM, SO A LOT OF YOU PROBABLY READ ARTICLES RECENTLY ABOUT THE WATER THAT THESE, UH, UM, DATA CENTERS TAKE TO COOL THE, THE, THE COMPUTERS OR WHATEVER. UM, BUT YOU DON'T HEAR MUCH ABOUT ELECTRICITY. WELL, OBVIOUSLY THEY USE A LOT OF ELECTRICITY ALSO. UM, SO ONE OF THE THINGS THAT UNION COUNTY IS, IS WORKING ON RIGHT NOW IS TWO SOLAR ARRAYS. UM, THERE THOSE CURRENTLY UNDER DEVELOPMENT OR CONSTRUCTION. UM, AND IT'S BEEN ESTIMATED THAT WITH INTEL AND OUR POPULATION GROWTH IN THE REGION, THAT WILL NEED TO DOUBLE OUR, UH, POWER CAPACITY IN THE NEXT [00:50:01] 10 YEARS. SO, YOU KNOW, THE CON CONCEPT OF SOLAR AND RESIDENTIAL, AND OF COURSE THE COMMERCIAL BUILDINGS AND, AND CITY BUILDINGS, UM, MIGHT, UH, GO A LONG WAY TOWARDS THAT. UM, ALSO IN UNION COUNTY, THEY'RE ALSO LIKE, WE ARE, UM, UNDERGOING WATERWAY MAINTENANCE ON MILL CREEK. UM, YOU'VE PROBABLY SEEN THE STUFF ALONG BRAND ROAD. UH, THEY'RE DOING THE SAME THING, UH, MILL CREEK, AND THAT KIND OF FLOWS DOWNHILL TOWARDS US, SO IT'S A GOOD THING THAT THEY'RE GETTING THAT TAKEN CARE OF. UM, THEY ALSO STRESS THE IMPORTANCE OF THE TOWNSHIP ROLES IN SUPPORTING INFRASTRUCTURE IMPROVEMENTS WITHIN THE COUNTY. BELIEVE IT OR NOT, THEIR BUDGET, THEIR ANNUAL BUDGET IS ONLY $12 MILLION. AND THE 42 INDUSTRIAL PARKWAY INTERCHANGE ALONE, OR INTERSECTION ALONE IS ESTIMATED TO BE 9 MILLION. AND THERE'S 20 TO 30 MILLION IN IMPROVEMENTS NEEDED ALONG INDUSTRIAL PARKWAY. SO IT'S A CLEAR MATH PROBLEM. UH, SO ANYTHING THAT, UH, THE, THE TOWNSHIPS CAN DO TO, UM, YOU KNOW, FORCE THESE DEVELOPERS TO CHIP IN AND FOOT SOME OF THE BILL, THE COUNTY CAN'T DO IT ON THEIR OWN. THANK YOU. THANKS, ANDY. UM, UH, COUNCILMAN GRS MORSEY, UH, YOU HAVE A REPORT ON MORSEY. UM, I'LL START WITH THE PLANNING AND ZONING COMMISSION. UH, THEY HAD A, A PRETTY SIGNIFICANT MEETING THIS PAST WEEK, AND I JUST WANNA THANK, UM, THE MEMBERS OF THE PUBLIC AND THE MEMBERS OF THE COMMISSION AND OUR STAFF FOR, UM, HANDLING A, A DIFFICULT THING TO TALK ABOUT IN A REALLY SOPHISTICATED WAY. AND, UM, THAT IS EXACTLY THE DEMOCRACY THAT WE TRY TO INSTILL IN THIS COMMUNITY, AND I JUST WANTED TO THANK ALL OF THEM FOR PARTICIPATING IN THAT. UM, CERTAINLY APPRECIATE IT, UM, AND LOOK FORWARD TO GREAT OUTCOMES. THAT'S HOW OUTCOMES GET BETTER IS WHEN PEOPLE COME TO THE TABLE WITH THOUGHTS AND IDEAS, UM, READY TO HEAR AND BE HEARD. AND, UM, THAT'S WHAT HAPPENED. AND I'M REALLY PROUD OF THAT GROUP. UM, FOR MY MORSE UPDATE, YOU PROBABLY HAVE HEARD ABOUT THE FRA GRANTS DID GET AWARDED, UM, IN THE PAST WEEK, AND THERE WERE FOUR CORRIDORS THAT WERE AWARDED IN THE STATE OF OHIO. TWO OF THEM ARE OF PARTICULAR INTEREST TO US MIDWEST CONNECT, WHICH IS THE CHICAGO TO PITTSBURGH LINE, AND THE THREE C AND D CORRIDOR, WHICH IS, UH, CINCINNATI UN, YOU KNOW, KIND OF SOUNDS LIKE MY MIDDLE SCHOOL REPORT CARD. BUT, UM, IT'LL BE CINCINNATI, COLUMBUS, DAYTON, UH, CLEVELAND. UM, SO THERE'S GOING TO BE A TREMENDOUS AMOUNT OF WORK. IT'S GOING TO BE A REALLY HEAVY LIFT. IT'S GOING TO REQUIRE A LOT FROM, UM, US AND ALL OF THE, ALL OF THE PLACES ALONG THOSE CORRIDORS. UM, IT'S GOING TO BE A VERY LONG PROCESS, AND THE ELBOWS ARE GOING TO CONTINUE TO GET SHARPER BECAUSE WHOEVER GARNERS SPACE ALONG THAT RAIL IS GOING TO HAVE A WIND FOR THEIR COMMUNITY. UM, SO, UH, THE, UM, THE STUDY THAT IS, WILL BE CONDUCTED IS EXPECTED TO LAST BETWEEN 12 AND 18 MONTHS. UM, AT THAT POINT IN TIME, WE WILL SUBMIT THE RESULTS OF OUR STUDIES BACK TO THE FEDERAL GOVERNMENT, UM, AND THE FRA AND THEY WILL EVALUATE THOSE ROUTES. UH, THERE WILL BE NEGOTIATIONS WITH THE OWNERS OF THE ACTUAL RAIL LINES. THE GOOD THING FOR US IS THE RAIL LINES EAST OF COLUMBUS TO THE PENNSYLVANIA BORDER ARE ACTUALLY OWNED BY THE STATE. SO, UM, THAT IS CERTAINLY BODES WELL FOR, FOR THAT PORTION. UM, SO THERE'LL BE NEGOTIATIONS THAT HAPPEN, UH, TO SEE IF THIS CAN ALL HAPPEN IN THE SAME SPACE AT THE SAME TIME. AND, UM, THE FEDERAL GOVERNMENT WILL START APPLYING DOLLARS AT THAT POINT IN TIME. SO THE BIPARTISAN INFRASTRUCTURE LAW DID, UH, CARVE OUT $2.4 BILLION A YEAR FOR THE NEXT FOUR YEARS THAT WILL BE SPENT ON AMTRAK OR ON RAIL EXPANSION ACROSS THE COUNTRY. YOU'VE PROBABLY SEEN SOME OF THOSE DOLLARS HAVE BEEN AWARDED TO PLACES OUT WEST LAS VEGAS TO, UM, TO LA THEY, THERE WAS A 600 MILLION THAT'S GONNA BE HIGH SPEED RAIL. UH, THERE'S, THERE'S BEEN A NUMBER OF THEM, UM, THAT WERE A LITTLE BIT FURTHER ALONG, OR THEY WERE INCREASED SERVICES OR INCREASED SPEEDS. UM, SO THIS BEING NEW SERVICE, UH, WILL TAKE ON THE LONGER END OF THAT SPECTRUM. UM, BUT I AM VERY HOPEFUL AND, UM, YOU KNOW, WE, I FEEL LIKE WE AS A SOCIETY WILL NEED TO WALK BEFORE WE RUN AND TO, TO GARNER THESE RAIL CORRIDORS AND TO GARNER THIS SPACE. UH, AND THE SERVICE IS SIGNIFICANT SO THAT ONE DAY IT COULD BECOME HIGH SPEED RAIL AND, UH, YOU COULD TRAVEL THROUGHOUT THE UNITED STATES SIMILARLY TO, TO THE WAY THAT YOU DO THROUGH EUROPE. CERTAINLY, UM, YOU KNOW, EUROPE AND ASIA DIDN'T START WITH A BULLET TRAIN, SO WE'RE NOT STARTING WITH A BULLET TRAIN EITHER. UM, BUT WE HAVE TO START SOMEWHERE. SO, UM, I REALLY APPRECIATE THE SUPPORT THAT YOU GUYS HAVE GIVEN TO THIS, UM, TO THIS PROJECT THUS FAR. UM, BUT WE, YOU KNOW, WE JUST [00:55:01] GOT A SEAT TO HAVE THE OPPORTUNITY TO TALK, AND NOW THE CONVERSATION BEGINS OF WHAT DOES IT LOOK LIKE, HOW MUCH IS IT GONNA COST, WHO ARE GOING TO BE OUR PARTNERS AND ALL OF THOSE SORTS OF THINGS.
