KOTTER? YES. MS. DAMER? YES. MS. COOPER? YES. THANK YOU. YOU'VE PASSED. OKAY. ALL OKAY ON THE COMMUNICATIONS WILL BE A LITTLE BIT LONGER, I THINK THAT'S RIGHT. SO WE HAVE A COUPLE OF GUESTS WITH US TONIGHT. UM, BRIAN GABLE IS GONNA GIVE US A LITTLE UPDATE ON THE SOUTH HIGH STREET, UH, UTILITY BURIAL PROJECT. WE HEARD ABOUT THAT A LITTLE WHILE AGO. AND THEN SEAN KY IS HERE TO TALK ABOUT SOME HISTORIC DISTRICT BENCH REPLACEMENTS. SO, UM, BRIAN, WE'RE READY FOR YOU. I THINK. GOOD EVENING BOARD MEMBERS JUMP THIS UP ON THE SCREEN HERE. THERE WE GO. ALL RIGHT. SO, UM, SARAH ASKED ME A LITTLE WHILE AGO TO, UH, GIVE YOU KIND OF AN OVERVIEW ON, UH, THE PHASE TWO BURIAL PROJECT, WHICH IS, UH, RELATIVELY SIMILAR TO THE PHASE ONE BURIAL PROJECT. YOU PROBABLY RECOGNIZE A FEW OF MY SLIDES THIS EVENING. UM, AND THEN I ALSO REQUESTED IF I COULD, UH, GIVE A BRIEF UPDATE AS TO THE CURRENT CONSTRUCTION, UH, IN THE AREA AND KIND OF WHERE WE'RE AT. SO, UM, HAVE SOME RECENT PHOTOS TO SHARE WITH YOU THERE AS WELL. SO GO AHEAD AND JUMP INTO IT. SO HERE ARE OUR TOPICS. WE'LL BRIEFLY COVER, UM, GOING OVER THE UTILITY BURIAL PROJECT ITSELF. UH, THE OVERVIEW, BOTH PHASE ONE AND PHASE TWO. UM, WITH OBVIOUSLY A FOCUS ON PHASE TWO, WE'LL REVIEW THE EASEMENTS THAT WE'RE GOING TO BE ASKING, UM, RESIDENTS AND BUSINESSES IN THE AREA. UM, GO OVER THE GROUND MOUNTAIN FACILITIES, WHICH YOU GUYS HAVE SEEN ALREADY, UH, FOR THE MOST PART. SO THAT'D BE BRIEF. AND THEN WE'LL TALK PROJECT TIMELINE. AND LIKE I SAID, WE'LL DO A BRIEF CONSTRUCTION UPDATE. SO THE AREA FOR THE PHASE TWO PROJECT, UH, IS BOUNDED TO THE NORTH BY EAST BRIDGE STREET, UH, TO THE SOUTH BY SHORT STREET TO THE WEST BY SOUTH HIGH STREET, AND TO THE EAST BY SOUTH RIVERVIEW STREET. UM, THIS GRAPHIC, WHICH NORTH IS TO THE LEFT OF THE SCREEN, UH, DOES A BEST JOB OF KIND OF SHOWING YOU WHERE PHASE ONE IS AND WHERE PHASE TWO, PHASE TWO IS OBVIOUSLY KIND OF IN THAT RED HATCHED AREA. UM, IT, IT DOES NOT INCLUDE SOUTH RIVER VIEW, UM, BUT IT IS BOUNDED BE BETWEEN THOSE. SO, UM, IT DOES IMPACT THE HOMES IN THAT AREA, UH, THAT DO A BUT RIVER SOUTH RIVERVIEW STREET. UM, BUT WE WILL BE, UM, PRIMARILY LEAVING SOUTH RIVERVIEW STREET ALONE. AND THEN FOR REFERENCE, THIS IS THE AREA AND THE ZONING WE'RE LOOKING AT. SO WE HAVE A LOT OF HISTORIC DISTRICT, HISTORIC CORE, HISTORIC SOUTH, AND HISTORIC RESIDENTIAL. SO, UM, JUST TO BE TRICKY, I FLIPPED THE NORTH ARROW, SO NOW WE'RE ON THE RIGHT. UM, YEAH, SO BRIDGE STREET IS TO THE RIGHT OF THE SCREEN. UM, IT'S JUST SLIGHTLY CUT OFF ON THE SCREEN UP THERE, BUT, UM, IT IS ON THERE. SO WHAT WE DO AT, AT THE SOUTH END. SO I'LL START ON THE LEFT SIDE, UM, WHICH, LET'S SEE HERE. CAN YOU SEE THE MOUSE? SORT OF, UM, THIS IS OUR TIE IN POINT WITH PHASE ONE. SO A LOT OF PHASE ONE IS GONNA END AT THIS LOCATION. UM, MOST OF PHASE ONE IS ALREADY CONSTRUCTED TO THIS POINT, AND, UM, WE'RE JUST KIND OF REESTABLISHING THOSE AREAS. SO THE MAIN LINE, UM, UNDERGROUND CONDUITS WILL START AT THIS LOCATION. SO WE'RE GONNA HAVE TO EXCAVATE INTO SHORT STREET, MAKE OUR WAY DOWN SHORT STREET TO GET OVER TO, UM, WHAT I CALL BLACKSMITH LANE. UM, THIS IS ACTUALLY THE BACK LOT AREA WHERE THERE IS NO BLACKSMITH LANE. AND OUR INTENT RIGHT NOW, I'M, I'M WAITING ON SOME GEOTECHNICAL BORINGS, BUT OUR INTENT RIGHT NOW IS TO PERFORM, UH, BORING THROUGH BEDROCK IN THIS AREA BETWEEN SHORT STREET AND PINEY HILL, WHICH IS IN THE MIDDLE HERE, WHERE YOU SEE THIS KIND OF JOG. UM, SO WHAT WE'RE GONNA DO IS WE'LL HAVE A, A BOARD PIT HERE AT THE SOUTH SIDE OF SOUTH STREET, OR SORRY, SHORT STREET. WE'LL BORDER THE NORTH, [00:10:01] UM, PARTWAY. AND THEN FROM PINEY HILL, WE'RE ACTUALLY GONNA BOARD AT THE SOUTH. THAT'S WHY THIS LITTLE JOGS IN HERE. THIS IS KIND OF THE LOCATION THAT WE'RE LOOKING AT MEETING, UH, THOSE TWO, UH, JOINING THOSE TWO LINES, THIS WAS OUR BEST BET TO NOT DISTURB THE AREA, NOT IMPACT TREES, NOT IMPACT, UH, ALL THE MATURE, UM, VEGETATION IN THE AREA, AS WELL AS SOME OF THE, UH, HISTORICAL WALLS THAT ARE IN THE AREA AS WELL. UM, SO THERE'S ONE RIGHT HERE BETWEEN THE SECOND AND THIRD HOME, UH, FROM SHORT STREET. SO THIS'LL BE THE, THE LEAST INTRUSIVE, UH, I THINK APPROACH. UM, SO WHAT WE'RE TRYING TO DO IS VERIFY THE GEOTECHNICAL BORINGS, AND AS LONG AS BEDROCK IS WHERE WE THINK IT IS, UM, WE SHOULD BE IN PRETTY GOOD SHAPE TO, UH, GO AHEAD AND PERFORM THAT. SO, UM, WITH THAT, THERE'LL BE A LITTLE BIT OF EXCAVATION IN THE REAR YARDS HERE, UM, TO MAKE THIS CONNECTION. UM, ONE OR TWO SMALLER TREES WILL BE IMPACTED, BUT, UH, WE WILL OBVIOUSLY PLAN TO REPLANT THOSE. SO THEN FROM THERE, UM, WE MAKE A CONNECTION HERE TO PINEY HILL. UM, THERE IS SOME LARGER EQUIPMENT THERE THAT I'LL SHOW TO YOU GUYS. UM, IT'S NOT MASSIVE EQUIPMENT AND WE HAVE NOTHING THE SIZE OF WHAT WE DID IN PHASE ONE. UM, SO NONE OF AEPS PRIMARY SWITCH GEAR ENCLOSURES, WHICH THOSE ARE SIX BY SIX FEET. UM, WE HAVE NONE OF THOSE ON THIS SIDE OF THE PROJECT. THEY'RE MUCH SMALLER, RIGHT? ALL THE SQUARES ARE GONNA BE ABOVE GROUND JUNCTION BOXES. RIGHT? SO THE, YEAH, I, I HAVE ANOTHER SLIDE THAT'LL SHOW YOU WHERE ALL THOSE ARE. YEP, YEP. UM, SO THEN MOVING ON FROM PINEY HILL, UH, WE TAKE BLACKSMITH LANE AND WE'RE GONNA OPEN EXCAVATE BLACKSMITH LANE AND WORK OUR WAY, UH, TO THE NORTH WHERE THE LINE WILL END HERE COMING UP. UH, SPRING HILL, AEP RECOGNIZED THEY NEEDED A CONNECTION. UM, UNFORTUNATELY WELL AFTER PHASE ONE WAS FAR ENOUGH ALONG. SO WE'VE, UM, MADE WORK WITH THEM. SO WE, WE PLAN TO OPEN EXCAVATE SPRING HILL UP TO HIGH STREET. AND THEN FROM THERE, WE'RE GONNA TRY TO ROCK BORE FROM HIGH UNDERNEATH HIGH STREET AND THE REST OF THE WAY OVER HERE SO WE DON'T HAVE TO DISTURB ANYBODY, BOTH UNDER HIGH STREET AND ON THE WEST SIDE OF HIGH STREET AGAIN. SO, UH, THAT'S OUR, OUR BEST BET TO AVOID HAVING ANY KIND OF REAL MAJOR, UM, CONSTRUCTION IN THAT AREA TWICE. SO THAT'S GENERALLY THE LAYOUT. UM, AND THAT'S KIND OF WHERE EVERYBODY IS, IS LOCATED. AND THEN, UM, PART OF THE JOB WILL INVOLVE SOME OF THE UTILITIES MAKING ADJUSTMENTS TO THEIR CURRENT SERVICES. VERY FEW OF THE HOMES ALONG SOUTH RIVERVIEW STREET ARE ACTUALLY FED FROM, UM, THE BLACKSMITH SIDE OR THE, THE REAR. UM, MOST OF THEM ARE FED FROM SOUTH RIVERVIEW. A COUPLE OF COMMUNICATIONS COMPANIES DO FEED HOMES FROM THE REAR, BUT THEY HAVE THE OPPORTUNITY TO FEED FROM THE FRONT, SO THEY'RE GOING TO, UH, MAKE SOME OF THOSE ADJUSTMENTS AS WELL. ALRIGHT, SO WE'LL JUMP INTO THE EASEMENTS AND I, I PROMISE YOU, WE WILL, UH, SHOW YOU THE STRUCTURES HERE IN JUST A MOMENT. SO, UM, I HAVE TWO SLIDES ON EASEMENTS. SO AGAIN, UH, NORTH IS TO THE RIGHT ON THE SCREEN AND WE START AT SHORT STREET. THERE'S ACTUALLY SOME EXISTING EASEMENTS ON THESE FIRST FIVE PROPERTIES TO THE SOUTH. UM, SOME LARGER EXISTING EASEMENTS, UH, THAT WE HAVE SOME RIGHTS TO. AND THEN NORTH OF THERE, WE ACTUALLY HAVE A LOT OF SANITARY EASEMENTS THAT EXIST ALREADY, BUT WE ARE GOING TO NEED TO ACQUIRE NEW EASEMENTS TO GIVE US RIGHTS TO THOSE AREAS. SO THIS IS SOME OF THE LARGER EASEMENTS THAT WE'VE HAD TO ACQUIRE. UM, I I THINK WE'LL BE IN PRETTY GOOD SHAPE FOR THOSE. AND WE'VE LEARNED A LOT OF LESSONS FROM PHASE ONE. SO, UM, AND ACTUALLY WE'VE BEEN IN CONVERSATION WITH A LOT OF THESE OWNERS ALREADY TOO. SO IT'S BEEN, UM, VERY GOOD IN THAT FRONT. WE DID, SPEAKING OF THE OWNERS, WE DID HAVE A PUBLIC MEETING IN AUGUST. UM, YOU KNOW, WHICH IS ONE REASON WE WANTED TO KIND OF FOLLOW THAT PUBLIC MEETING AND, AND, YOU KNOW, COME AND PRESENT HERE. SO THIS IS THE EASEMENTS NORTH OF PINEY HILL. UM, THEY'RE MUCH SMALLER BECAUSE WE'RE IN THE RIGHT OF WAY. UM, BUT YOU CAN SEE THE KIND OF GREEN HIGHLIGHTED AREAS. THE ONE THING THAT'S CHANGED HERE, AND I DIDN'T HAVE A A NEW UPDATE, IS THERE'S NO EASEMENT, UH, IN THIS LOCATION THAT YOU SEE IS KIND OF LONGER ONE. UM, THAT'S ONE THAT WE REWORKED SO THAT THE COMMUNICATION COMPANIES WILL BE FEEDING THAT HOME FROM, UH, THE FRONT, UH, ALONG SOUTH RIVERVIEW INSTEAD OF FROM BLACKSMITH. SO, AND THEY WERE ALL, UM, FINE WITH DOING THAT. SO THAT'LL AVOID SOME ADDITIONAL EASEMENTS AND, YOU KNOW, UNSIGHTLY BOXES THAT WE DON'T NEED TO, UH, HAVE, HAVE EXTRA OUT THERE AND WORK AROUND. SO THAT'LL WORK OUT NICELY, I THINK. AND YOU NOTICE TOO, WE, WE STOP AT BLACK ON BLACKSMITH JUST SOUTH OF BRIDGE STREET. WE, WE DON'T HAVE ANY NEED TO GO FURTHER TO THE NORTH. UM, AEP IS GONNA REWORK A LITTLE BIT OF THEIR AERIAL LINE JUST NORTH OF BRIDGE STREET BECAUSE THE FIRST [00:15:01] BUSINESS TO THE NORTH OF BRIDGE STREET ON BLACKSMITH IS ACTUALLY FED FROM THE SOUTH SIDE OF BRIDGE STREET CURRENTLY. UM, BUT THEY'RE GONNA REWORK SOME OF THEIR AERIAL CABLE THAT ISN'T GOING TO, UM, DETRIMENTALLY AFFECT THE AREA. SO, UM, OUR BURIAL WAS ABLE TO STOP AND NOT HAVE TO CROSS BRIDGE STREET, UH, WHICH WAS PRETTY CONVENIENT FOR US. SO HERE WE GO AT THE GROUND MOUNTED FACILITIES. SO ALL OF THE RED CIRCLES ARE LOCATIONS THAT WE'RE LOOKING AT HAVING SOME FACILITIES. AGAIN, I JUST WAS UNABLE TO UPDATE MY EXHIBIT, BUT THIS ONE LOCATION HERE IS NOT, UM, GONNA BE THERE. THE REST OF THESE ARE STILL TRUE. UM, AND THESE ALL SERVE, YOU KNOW, THEY, THE MAIN GOAL IS TO BE ABLE TO SERVE EVERYONE ON THE EAST SIDE OF SOUTH HIGH STREET. AND THEN, UM, WE ARE, WE HAVE THE ABILITY TO SERVE SEVERAL OF THE HOMES AND IN FACT, WE HAVE THE ABILITY TO SERVE ALL OF THE HOMES ALONG SOUTH RIVERVIEW BETWEEN S SHORT AND PINEY HILL. UM, HOWEVER, WE ARE NOT PERFORMING, UH, BURIAL WORK FOR THOSE HOMES. IT IS JUST, IT'S AN OPTIONAL THING. IF THEY CHOOSE AT A LATER DATE TO PERFORM A BURIAL AND DO THAT, UM, THAT IS SOMETHING CERTAINLY WITHIN THEIR RIGHTS, UM, TO COORDINATE AND PERFORM WITH AEP, THE HOMES NORTH OF PINEY HILL. UM, WE ARE NOT SETTING UP THIS PROJECT TO BE ABLE TO SERVE THOSE FROM SOUTH OR TO SERVE THE ONES ALONG SOUTH RIVERVIEW FROM BLACKSMITH. SO IT'LL PRIMARILY BE FOR THE COMMERCIAL, UH, BUILDINGS BETWEEN PINEY HILL AND BRIDGE STREET. AND THAT'S WHY YOU SEE THE MAJORITY OF THOSE, UH, EASEMENTS ARE ON THE WEST SIDE OF BLACKSMITH LANE. THE ONE OUTLIER HERE IS, UH, UP NEAR SPRING HILL. THERE ARE TWO BUILDINGS THAT ARE ACTUALLY SERVED FROM THE REAR BY ALL ENTITIES. UM, AND IT'S BEST TO STILL SERVE THEM FROM THE REAR BECAUSE THERE'S SOME VERY LARGE, VERY MATURE TREES ON BOTH OF THOSE PROPERTIES THAT WE'RE TRYING TO AVOID. UM, AND IT WORKS IN ALSO WITH OUR BURIAL AS SOME OF THE BURIAL WORK WILL COME DOWN, UH, SPRING HILL ABOUT HALFWAY. SO, UM, IT MAKES THE MOST SENSE TO GO AHEAD AND TAKE CARE OF THOSE WHILE WE'RE HERE, ESPECIALLY SINCE THEY'RE THE ONLY TWO THAT GET ELECTRIC FROM THE REAR OF THEIR, UM, LOTS. SO SOME OF YOU KIND OF KNOW THE EXISTING AREA AND WHAT IT LOOKS AND FEELS. UM, YOU KNOW, SO YOU CAN SEE HERE THE FIRST PHOTO IS KIND OF, UM, LOOKING TO THE NORTH TOWARDS BRIDGE STREET ALONG BLACKSMITH LANE. YOU KNOW, YOU GET, UH, A LOT OF THE GRAVEL LOTS, A LOT OF, UM, YOU KNOW, GRASSY AREAS THAT ALSO HAVE A LOT OF GRAVEL IN THEM, UM, JUST GENERALLY UNKEMPT. AND THEN, UM, ON THE EAST SIDE OF THAT PHOTO, YOU CAN ALSO SEE SOME, ONE OF THE CONTENDERS THAT WE HAVE TO WATCH FOR ON, UH, FOR THE PROPERTIES THAT ABUT SOUTH RIVERVIEW. YOU KNOW, IN THIS LOCATION WE ACTUALLY HAVE A, A LARGER, UH, RETAINING WALL IN THE AREA. SO, UM, SOME FEATURES DO PROHIBIT US FROM BEING ABLE TO REALLY SERVE THEM FROM BLACKSMITH. AND THAT'S PART OF THE REASON WHY, UM, THEIR SERVICES WILL ACTUALLY BE FED FROM RIVERVIEW, UH, FOR THE TIME BEING. AND, UM, WE'LL CONTINUE WHENEVER RIVERVIEW ENDS UP GETTING OTHER WORK GOING ON THERE. AND THEN THE SECOND PHOTO IS KIND OF LOOKING SOUTH FROM PINEY HILL. UM, JUST SOME OF THE LANDSCAPING FEATURES, YOU KNOW, THESE ARE THINGS THAT WE HOPE TO BE AVOIDING. AGAIN, YOU CAN SEE HOW WOODED THE AREA IS ONCE YOU CROSS, UH, SOME OF THESE LOTS. IT'S, IT'S PRETTY HEAVILY WOODED WITH A LOT OF MATURE TREES THAT WE DON'T WANT TO IMPACT. SO, EQUIPMENT SIZES, LIKE I SAID, WE HAVE A LOT OF SMALLER ITEMS NOW. UM, MOST TRANSFORMERS ARE THREE BY THREE BY TWO. UM, THOSE ARE JUST YOUR STANDARD RESIDENTIAL TRANSFORMERS. OUR LARGEST EQUIPMENT IS A FOUR BY FOUR, 300 AMP TRANSFORMER. UM, AND THEN WE HAVE A COUPLE FOUR FEET WIDE, UM, PRIMARY ENCLOSURES, WHICH ARE RELATIVELY EASIER TO HIDE STILL. AND THESE ARE JUST KIND OF SOME EXAMPLES. THESE ARE NOT OUR CURRENT PROJECT. THESE ARE JUST EXAMPLES OF KIND OF WHAT YOU SEE WHEN YOU HAVE, UH, SOME OF THESE. SO THESE ARE ONES THAT COME IN WITH SUBDIVISIONS AND SOME GET PLACED NICER THAN OTHERS. SO YOU CAN KIND OF SEE, UM, SOME EXAMPLES OF SOME OF THE MUCH OLDER, UH, INFRASTRUCTURE THAT GETS IN PLACE. UM, SO THIS IS A LOT OF LINE WORK. UM, BUT THESE ARE KIND OF EXAMPLES OF THE TRANSFORMER SIZES WITH SOME OF THE AREAS THAT WE HAVE. AND I'M, I APOLOGIZE, THERE'S NOT TOO MUCH OF A SCALE HERE, BUT, UH, ON THE LEFT YOU CAN SEE KIND OF A TRANSFORMER, AND THEN THAT'S ONE OF THOSE THREE BY THREE TRANSFORMERS. AND THEN, UH, SOME OF THE BOXES THAT WE'RE LOOKING AT INSTALLING ON THE RIGHT IS WHAT WE HAVE, UH, WITHIN THE RIGHT OF WAY ALONG PINEY HILL. UM, THAT'S ONE OF THE LARGER TRANSFORMERS THAT WE HAVE. IT'S, IT'S A FOUR BY FOUR SIZE WITH A CONCRETE PAD UNDERNEATH IT AND BOLLARDS AROUND [00:20:01] IT. AND THEN, UH, SOME OF THE COMMUNICATIONS COMPANIES HAVE A COUPLE LARGER PULL BOXES AT THAT LOCATION TOO. SO THE NICE PART WITH KEEPING THOSE IN THE RIGHT OF WAY IS IT DOES GIVE US A, A REALLY NICE WAY TO BE ABLE TO PUT IN SOME LANDSCAPING AND ACTUALLY MAINTAIN IT AND KIND OF KEEP THOSE FAIRLY WELL HIDDEN. UM, SO THIS LANDSCAPE PLAN, YOU'VE ACTUALLY SEEN A COUPLE OF THESE, UH, BEFORE. SO THIS IS THE RENDERING. UM, THIS IS ACTUALLY BEHIND WHAT WOULD BE DUBLIN VILLAGE TAVERN. UM, I KEPT THIS IN FOR REFERENCE SO WE CAN KIND OF KEEP IN MIND WHAT WE'RE LOOKING FOR. UH, ONCE EVERYTHING KIND OF GROWS AND MATURES AND ESTABLISHES, UM, THIS IS ANOTHER VIEW OF THAT SAME, UH, RENDERING. AND I DID, UM, SNAG A FEW PHOTOS OF SOME OF THE, UH, RECENT LOCATIONS THAT WERE COMPLETED. SO THESE ARE KIND OF WHAT SOME OF THESE LOOK LIKE. UM, WE USE SOME OF THE SWITCHGRASS, YOU KNOW, TO TRY AND HIDE SOME OF THE AREAS THAT WE, UM, CAN'T, WE CAN'T PUT SOMETHING LARGER IN THAT CREATES LIKE A STICK THAT, UM, WOULDN'T BE TRAVERSABLE FOR SOME OF THE UTILITY COMPANIES. SO WE USE THAT SWITCHGRASS WHERE PEOPLE MIGHT BE TRAVERSING. AND THEN, UM, WE PUT SOME OF THE OTHER GREENERY THAT WILL, ONCE IT MATURES IN A YEAR OR TWO, WE'LL BE, UM, ABLE TO KIND OF HIDE SOME OF THE INFRASTRUCTURE THAT'S THERE. AND THEN THEY HAVE TOP SOIL. AND THEN THE, THE THING THAT'S MISSING FROM THIS PICTURE IS STILL SOME OF THE SEEDING AND MULCHING IN THE AREA. SO THEN PROJECT TIMELINE, OBVIOUSLY PHASE ONE'S CURRENTLY IN CONSTRUCTION, PHASE TWO. UM, AND THIS IS, THIS IS A BIT OF AN AGGRESSIVE SCHEDULE, I WILL ADMIT. UM, YOU KNOW, WE'RE PROBABLY TRENDING, IF I HAVE TO TAKE PHASE ONE AS A LEARNING EXPERIENCE, I WOULD SAY THAT, YOU KNOW, WE'RE, WE'RE, WE'RE LOOKING PRETTY GOOD IN TERMS OF THE CONSTRUCTION TIMEFRAME STARTING, BUT, UM, SOME OF THE CONSTRUCTION WORK WILL PROBABLY CONTINUE PAST DECEMBER 24. UM, YOU KNOW, WE'RE GETTING STARTED ON THE EASEMENT ACQUISITIONS, YOU KNOW, NOW, UM, I JUST GOT THOSE RECENTLY AND WE'RE WORKING ON GETTING A NEGOTIATOR AND MOVING FORWARD WITH THOSE. SO ONCE WE GET THOSE, THAT'S REALLY GONNA GIVE US THE ABILITY TO ACTUALLY CONSTRUCT THE PROJECT. SO, UM, AND THE ULTIMATE GOAL HERE IS TO BE ABLE TO REMOVE THE POLES ON SOUTH HIGH STREET. SO THAT'S THE, THAT'S THE GOAL WITH THE COMPLETION OF PHASE TWO IS TO BE ABLE TO PERFORM THAT. SO, UM, WE'RE REALLY PUSHING TO TRY AND GET THAT IN EARLY 25, UM, HOPEFULLY SOONER IF AT ALL POSSIBLE. WE DO HAVE A PROJECT WEBSITE, IT DOES COMBINE BOTH PHASES, SO, UM, I WANTED TO KEEP THAT HERE FOR YOU SO YOU CAN SEE IT. AND UM, AGAIN, WE SHARED THIS WITH BOTH THE HISTO HISTORIC DUBLIN BUSINESS ASSOCIATION AND AS WELL WITH THE RESIDENTS. AND WE SENT OUT OUR FULL FLYERS AND NOTICE AND MEETING. SO THAT, UH, PRETTY MUCH CONCLUDES THE PRESENTATION FOR PHASE TWO. UM, WE CAN PAUSE IF YOU WANT, OR, UH, I CAN JUMP INTO SOME OF THE PROJECT UPDATES FOR THE CURRENT PROJECTS. ANY QUE ANY QUESTIONS ON THE INITIAL PART PRESENTATION? NO. AND WELL, THE ONLY QUESTION I YOU ARE, UM, YOU KNOW, PREPARED FOR THOSE HISTORIC WALLS, I KNOW THAT WE'VE GOT THOSE ONES RUN ON SOUTH RIVERVIEW THAT I THINK RUNS PRETTY WELL ALL THE WAY UP TO SOUTH HIGH, BUT IT SOUNDS LIKE YOU'RE GONNA BORE UNDERNEATH ALL THOSE WALLS, SO NO CONCERNS THERE. YEAH, NO, NO CONCERNS THERE. AND I ACTUALLY PURPOSELY, UM, MADE SURE THAT WE PUT EQUIPMENT, UH, AWAY FROM THOSE WALLS. OKAY. THAT WAY WE JUST, WE DON'T HAVE TO HAVE EQUIPMENT AND, UH, WORKERS NEAR THEM TO GET INTO THAT AREA. SO, UM, BUT NO, YEAH, OUR, OUR GOAL IS TO AVOID IMPACT TO THOSE CULTURAL WALLS, UH, IF AT ALL POSSIBLE. AND RIGHT NOW, UM, THAT'S THE ONLY ONE THAT IS WITHIN A LOCATION THAT WE HAVE TO BE CONCERNED ABOUT, SO. OKAY. YEP. THANKS. THE HOUSE IS ON A SOUTH RIVERVIEW, I'M ASSUMING THEY'RE STILL GONNA BE FED OVERHEAD. CORRECT. IS THERE A TIMELINE FOR WHEN THOSE MIGHT BE SERVED BY UNDERGROUND? YEAH, UM, NOT RIGHT NOW. THERE'S NO PROJECT IN THE CIP UH, PLANNED TO BURY THE UTILITIES ALONG SOUTH RIVER VIEW. UM, THAT WOULD BE SOMETHING THAT WOULD NEED TO GO THROUGH THE CIP PROCESS AND, YOU KNOW, RECEIVE COUNCIL APPROVAL IN ORDER TO, TO GO THROUGH. OKAY. I THINK THE COMMUNITY WOULD BENEFIT FROM IT. OKAY. . ALRIGHT, I UNDERSTAND. ALRIGHT. DO YOU WANNA CONTINUE? MM-HMM, ? SURE. SO, UH, CURRENT PROJECTS IN DOWNTOWN, UH, I DON'T KNOW IF ANY OF YOU HAVE BEEN, UH, PER THE AREA MUCH RECENTLY, BUT, UM, A LOT OF CHANGE IN THE LAST COUPLE OF WEEKS AND MORE CHANGE COMING IN THE NEXT WEEK OR TWO. UM, SO AGAIN, CURRENTLY YOU CAN SEE SOME OF THE FINISHED AREAS, UM, AND APOLOGIZE. THE, THE CONES THERE REALLY, UH, MESS UP MY PHOTO. BUT, UM, YOU KNOW, THESE ARE A COUPLE OF THE LOCATIONS WHERE WE HAVE, UM, FINISHED THE INSTALLATION OF THE UNDERGROUND ITEMS, EVERYTHING [00:25:01] ALL THE CONDUITS ARE IN AND WE WERE ABLE TO REESTABLISH THE AREA WITH TOPSOIL AND ACTUALLY PUT PLANTINGS AND SUCH IN THERE. UM, THEY'RE GONNA PUT SOME MULCH IN THE AREA WITH THESE SO THAT WAY, YOU KNOW, WE DON'T HAVE TOO MUCH FOR, UM, WEEDS AND OTHERWISE GROWING UP. AND THEN, UM, YOU CAN SEE WHERE THEY'VE KIND OF CUT IN OR OUTSIDE OF THAT WILL BE KIND OF GRASS AND LANDSCAPING. UM, AND YOU CAN SEE A LITTLE BIT BETTER ON THE PHOTO IN THE BOTTOM RIGHT WHERE, YOU KNOW, THE GRASS KIND OF COMES UP TO IT AND THE REST IS KIND OF A, A MULCH BED. AND THEN YOU, WHAT WE'RE WORKING ON RIGHT NOW, SO YOU CAN SEE, UM, WE'VE GONE THROUGH AND MILLED MOST OF THE AREAS DOWN SO THAT WE CAN PERFORM OUR RESURFACING THAT'S SCHEDULED ACTUALLY FOR TOMORROW. UM, SO WE'LL GET, UH, MILL LANE, JOHN WRIGHT, WATERFORD, UM, AND THEN SEVERAL OF THE SIDE ALLIES AS WELL, UH, PAVED TOMORROW. AND THAT'S REALLY GONNA HELP, YOU KNOW, MAKE THE PROJECT FEEL THAT MUCH CLOSER TO COMPLETION. WE ONLY HAVE A COUPLE PEDESTAL LOCATIONS TO FINISH OFF AND ACTUALLY YOU CAN SEE ANOTHER LOCATION IN THIS PHOTO, UM, JUST TO THE TOP RIGHT OF ONE OF THE LOCATIONS THAT'S BEEN FINISHED OFF AND WHERE SOME OF THE LANDSCAPING'S BEEN INSTALLED. SO A LOT OF THESE LOOK REALLY NICE AND, AND A LOT OF THE HOMEOWNERS SEEM TO BE, UH, PRETTY HAPPY WITH WHAT'S BEEN INSTALLED IN THOSE AREAS. AND THEN AGAIN, THESE ARE JUST A COUPLE OTHER PHOTOS YOU CAN SEE IN THIS LOCATION. THE PEDESTALS AND THINGS HAVE NOT BEEN FINISHED OFF IN LANDSCAPED, SO IT'S JUST KIND OF PRE ALL OF THAT. ONCE THEY GET IT IN THERE, IT'LL LOOK MUCH BETTER. SO, UM, AND THEN THE PHOTO ON THE RIGHT'S, JOHN WRIGHT, YOU KNOW, WE DID GO THROUGH AND DIG THROUGH SOME OF THIS, UM, JUST TO BE ABLE TO BURY IT. WE HAVEN'T REMOVED THE OVERHEAD LINES YET, OBVIOUSLY WE'RE, YOU KNOW, THE UNDERGROUND HAS BEEN ENERGIZED AND AEP AND OUR ELECTRICIAN ARE WORKING, UH, CURRENTLY TO PERFORM ALL THE ELECTRICAL CONVERSIONS. AT THE CONCLUSION OF THAT, AEP WILL ACTUALLY DE-ENERGIZE THE OVERHEAD LINES AND CUT EVERYTHING DOWN. UM, THERE MAY BE A, A BRIEF TIME PERIOD WHERE THEY'VE TAKEN OFF THE ELECTRIC, UM, BUT THE POLES REMAIN UNTIL THE COMMUNICATIONS COMPANIES FINISH THEIR WORK OFF. UM, WE HAVEN'T, AEP HAD THE OPPORTUNITY TO KIND OF GET SOME OF THEIR STUFF ENERGIZED BEFORE AND SO WE'RE WORKING WITH THE COMMUNICATION COMPANIES NOW TO GET THEIR WORK SCHEDULED. SO, AND THEN, UM, ON FRANKLIN STREET EXTENSION, UH, WHICH WE ALSO PRESENTED TO, UH, THE BOARD HERE LAST YEAR, YOU CAN SEE QUITE A BIT OF THAT. SO FINISHED OFF, SO WE JUST OPENED FRANKLIN STREET ON TUESDAY. UM, IT'S IN ITS FINAL ALIGNMENT WITH FINAL SURFACE COURSE PAVING. UH, WE HAVE SOME PUNCH LIST ITEMS YET TO DO AND FINISHED OFF SOME OF THE SIDEWALKS, BUT MOST OF IT IS IN, UH, YOU KNOW, THIS. SO THIS IS LOOKING, UH, TO THE EAST ON THE NORTH SIDE OF FRANKLIN STREET TOWARDS J LU'S. YOU CAN SEE JUST HOW DIFFERENT THIS AREA LOOKS NOW. UM, AND IT HAS THE TRAFFIC SIGNAL IN IT. UM, I TOOK THIS, YOU KNOW, NEAR DAWN AND I REALLY, UH, ENJOYED THE, THE COLORS IN THE AREA. BUT, YOU KNOW, ONCE AGAIN I, I, I THINK EVERYTHING TURNED OUT REALLY, UH, NICE FOR THIS PROJECT AND, UM, WAS, IT WAS REALLY A, A GOOD ADJUSTMENT TO SOME OF THE TROUBLES THAT WE WERE HAD IN THIS AREA. SO YOU CAN SEE JUST LOOKING SOUTH TOWARDS THE SHADOW LANE. AND THEN THIS IS LOOKING NORTH, UM, SOME OF THE AREAS THAT, LIKE I SAID, WE GOTTA FINISH OFF FOR THESE PARKING BAYS AND THAT'S WHY THEY'RE BLOCKED OFF STILL. UM, LOOKING TO THE NORTH TOWARDS THE SCHOOL AND NORTH STREET. SO THE SCHOOL DRIVEWAY ACCESS SHIFTED IN THIS, UM, THAT'S ON THE LEFT HERE. YOU CAN SEE IT IN THE PHOTO JUST OFF TO THE SIDE. AND THEN AGAIN, YOU KNOW, THESE ALL MATCH SIMILAR ELEMENTS TO WHAT WE DID ON THE COLUMBUS METROPOLITAN LIBRARY PROJECTS. UM, SO YOU CAN SEE BRICK PAVER PARKING BAYS WITH GRANITE BANDS AND GRANITE, UH, CURB AND GUTTER. UH, ALSO THE TREES, UH, ONE THING THAT WAS ADDED TOWARDS THE END OF THE PROJECT WAS SOME POWER OUTLETS IN THOSE TREES. SO, UM, DURING HOLIDAYS AND SOME OTHER THINGS, WE CAN, UH, KIND OF PUT SOME LIGHTS ON THE TREES AND KIND OF, UH, FANCY THE AREA UP A BIT. AND THEN, UH, LAST SLIDE I HAD ON THIS WAS JUST KIND OF, UM, YOU KNOW, WHAT RESULTED ON THE JL PROPERTY, YOU KNOW, SO ONE THING WE HAD TO DO WAS CLOSE THEIR DRIVEWAY, UM, ONE OF THEIR DRIVES THAT LED OUT ONTO BRIDGE STREET. AND THIS IS KIND OF THE RESULTING, UH, AREA OF IT. AND I THINK BOTH JL AND THE CITY, UH, ARE ARE FAIRLY WELL PLEASED WITH, WITH HOW THAT AREA TURNED OUT. UM, AND JUST WHAT IT'S GONNA GROW INTO ONCE SOME OF THAT DEVELOPS AND MATURES. SO THAT'S MY PRESENTATION. THANK YOU. THANK YOU. YEP. SEAN, JUST ONE, JUST, I MEAN I KNOW THE POLLS ARE COMING DOWN ON, ON HIGH STREET. IS THERE A TIMELINE I KNOW YOU'RE DOING, IS THERE AN ESTIMATE WHEN THAT WILL HAPPEN? 'CAUSE CERTAINLY THAT, I MEAN THAT'S THE THING THAT EVERYBODY WILL SEE YEAH. AT THE CONCLUSION OF PHASE TWO. UM, SO CURRENTLY, AND TECHNICALLY RIGHT NOW UNTIL WE FINISH OUR CONVERSIONS, EVERYTHING ALONG SOUTH HIGH STREET, INCLUDING THE EAST SIDE AND WEST SIDE ARE FED FROM SOUTH HIGH. SO THE EAST SIDE IS GONNA BE TAKEN CARE OF WITH PHASE ONE. ALL THOSE LINES THAT COME FROM THE [00:30:01] POLES AND HEAD EAST WILL BE CUT DOWN, UH, BY ADP AND THE COMMUNICATIONS COMPANIES, UM, THE EAST SIDE REQUIRES PHASE TWO TO BE COMPLETED. RIGHT. SO AT THE CONCLUSION OF PHASE TWO IS WHEN THOSE POLES WOULD COME DOWN ON THE, ON THE, UH, ON THE WEST SIDE, ON THE EAST, THE SOUTH HIGH STREET POLES WILL REMAIN UNTIL THE CONCLUSION PHASE, UNTIL, UNTIL PHASE TWO IS COMPLETE. SO THE POWER'S COMING FROM THE NORTH. SO IT'S F FEEDING DOWN THOSE LINES. IT'S NOT COMING FROM THE CORRECT, YEAH, IT'S NOT GOING FROM THE SOUTH. YEAH. THE POLES ON SOUTH HIGH STREET FEED THE EAST SIDE OF SOUTH HIGH STREET AS WELL. MM-HMM, . OKAY. SO ALL THE LINES THAT CROSS OVER THE STREET, UM, YOU KNOW, WILL REMAIN EVEN AFTER PHASE ONE UNTIL WE CAN GET PHASE TWO DONE. OKAY. SO, SO THE POWER COME, THE POWER'S GONNA LOOP UNDER HIGH STREET AND COME DOWN FOR THE SOUTH FOR THE, FOR THE EAST SIDE THEN, SO IT'S GONNA COME ACROSS THEN. YEP, YEP. AND THAT PART WE'VE ALREADY DONE TO GET UNDERNEATH HIGH STREET. AND NOW IT'S JUST A MATTER OF UM, GETTING UP BLACKSMITH LANE TO FEED, UH, THE, THE REAR OF EVERYBODY THAT'S ON THE EAST SIDE OF HIGH STREET. SO ONCE THAT'S DONE, WE DO THOSE CONVERSIONS. WE'LL REMOVE THE POWER POLES ALONG SOUTH HIGH STREET AND THAT'LL GO FROM ESSENTIALLY SHORT STREET TO THE NORTH. OKAY. AND TO, SO, AND THERE'S PLENTY OF POWER THERE, RIGHT? I MEAN, JUST THINKING LONG TERM AS PEOPLE CONVERT FROM GAS TO ELECT, I MEAN, AS THE CONVERSION WILL GO, I MEAN THERE'S, IS THERE PLENTY OF POWER OUT THERE? AEP HAS PLENTY OF POWER AT THE, AT THE ORIGINAL TRANSFORMER. PLENTY. YEAH. AEP UM, THEY UPSIZED, UH, A FEW LOCATIONS JUST TO BE ABLE TO PRO, YOU KNOW, PLAN FOR FUTURE IMPROVEMENTS. AND IF SOME OF THE COMMERCIAL BUILDINGS REDEVELOP OR GROW IN SIZE, UM, THEY HAVE A THREE PHASE SECONDARY ALONG BOTH MILL LANE AND UM, WHAT WILL BE BLACKSMITH. UM, AND THEN THEIR PRIMARY ACTUALLY GOES DOWN FRANKLIN STREET. SO IT GOES DOWN WATERFORD UP FRANKLIN AND BACK OVER, UH, DOWN SALES ALLEY. OKAY. SO YOU HAVE MORE POWER OVER THERE IF YOU, IF YOU NEEDED IT FOR SOME WELL THOSE, YEAH, THOSE ARE, IT'S KIND OF CONFUSING, BUT THOSE ARE TECHNICALLY THEIR TRANSMISSION MM-HMM. LINES FOR THE DISTRIBUTION. SO THEY'RE NOT LIKE THE GIANT TRANSMISSION LINES THAT YOU SEE OUT THERE, BUT THEY ARE, THEY DON'T HAVE ANY CONNECTIONS IN 'EM, THEY JUST GO FROM POINT TO POINT. UM, AND THEY HAVE A, A BACKUP LINE THAT THEY INSTALLED WITH THAT AS WELL. SO, UM, ONCE PHASE TWO IS DONE, THOSE SERVICES WILL ALL HAVE A LOOP. SO IF THEY HAD TO TAKE A SECTION OUT, THEN PEOPLE AT THE END, THE OTHER SIDE OF THAT WOULDN'T LOSE POWER 'CAUSE THEY'LL BE ABLE TO ROUTE POWER DIFFERENTLY. SO. OKAY. GOOD. AND JUST WHAT'S THE BUDGET FOR BOTH OF PHASES? UM, DEPENDS ON THE TIME, UH, . SO, UM, I I WANNA SAY THAT OUR CIP IDENTIFIED PHASE TWO IN THE RANGE OF $4 MILLION. UM, AND PHASE ONE UM, IS WAS PROBABLY AROUND 5 MILLION. OKAY. YOU KNOW, WHEN ALL THINGS SAID AND DONE, SOME OF THAT WAS JUST, UM, A ABOUT THE TIME WE STARTED INTO CONSTRUCTION WAS JUST BEFORE THAT WAS INTEL COMING ALONG AND WE'VE SEEN A SIGNIFICANT INCREASE IN, UH, ELECTRICAL RELATED, UH, MATERIALS. YOU CAN'T, YOU CAN'T FIND SWITCH GEAR. I GET IT. RIGHT. YEAH. AND, AND TO A POINT AEP WAS UM, WAS HAVING A LOT OF SHORTAGES ON THEIR MATERIALS AS WELL. SO, UM, WE WERE PRETTY LUCKY TO GET PHASE ONE, YOU KNOW, WHEN WE DID TO GET IT IN. UM, JUST NOT NECESSARILY ON THE COST SIDE, BUT AP WAS ABLE TO SECURE ALL THE MATERIALS FOR IT. UM, AND I WAS THANKFUL FOR THAT. , THEY'VE HAD SOME TROUBLES ON OTHER PROJECTS WITH MATERIALS, SO. ALRIGHT, BRIAN, THANK YOU. THANKS FOR KEEPING US UP TO DATE. GOOD JOB. OKAY. AND NEXT IS SEAN KY WITH SOME BENCH OPTIONS TO SHOW YOU. NO GOOD EVENING BOARD MEMBERS. UM, LET'S SEE, HOW DO WE GET IT UP THERE? IT'S JUST WAITING. THERE WE GO. . SO, UH, I WANNA, I'LL TALK TO YOU ABOUT, UH, SOME BENCH REPLACEMENTS WE'RE LOOKING AT DOING IN THE FUTURE, BUT IN THE CIP THIS YEAR WE HAVE MONEY TO PURCHASE THOSE BENCHES AND WE WANTED TO GET YOUR THOUGHTS AND OPINIONS ON THE BENCHES THAT WE'RE LOOKING AT, BUT I'LL GIVE YOU A LITTLE HISTORY HERE, UM, AHEAD OF THAT AS TO WHAT WE HAVE DOWN THERE CURRENTLY. SO THE FIRST PICTURE HERE ON THE LEFT, UH, IS THE WOOD BENCHES THAT'S DOWN ON SOUTH HIGH STREET. UM, AND THEN I GOT A PICTURE UP ON THE NORTH SIDE, UM, WHERE WE'VE GOT ACTUALLY TWO DIFFERENT METAL BENCHES AND THERE'S A WOODEN BENCH ACROSS THE STREET FROM THAT. SO THE HOPE IS THAT WE KINDA UNIFY THIS AND WE HAVE THE SAME BENCH EVERYWHERE AND WE'RE HOPING THAT IT'S A LITTLE LESS MAINTENANCE INTENSIVE WITH A METAL BENCH. UH, KIND OF FOLLOWING WHAT WE'VE GOT. UM, [00:35:01] SO THE, THE TWO THAT STAFF HAVE KIND OF PICKED OUT IN, AS WE'VE PASSED IT AROUND OR THE TWO YOU SEE HERE, UM, OBVIOUSLY METAL BENCHES ARE LAST LONGER, THEY GET A BETTER FINISH. UH, WE'RE HOPING THAT THEY'RE TIMELESS IN THEIR, THEIR ASPECT AND HOW THEY'RE BUILT, UM, AND THEIR ARCHITECTURAL STYLE. BUT WANTED TO DEFINITELY GET YOUR OPINIONS ON THAT. UM, AND THEN OF COURSE BLACK AND COLOR TO MATCH THE OTHER FURNISHINGS WE HAVE DOWN THERE. UH, AND IN THE FUTURE WE'LL PROBABLY TALK ABOUT TRASH CANS AS WELL 'CAUSE A LOT OF THOSE ARE STARTING TO, UH, DEGRADE AT THE BOTTOMS. UM, SO THEIR, THEIR LIFE IS COMING TO, UH, THE END AS WELL. UH, LEMME SWITCH HERE TO THE NEXT. SO THESE ARE THE TWO BENCHES. UM, BOTH I THINK HAVE THAT A HISTORIC KIND OF FEEL TO OF THEM. UM, ONE OF THE MAIN THINGS WE WANTED TO MAKE SURE WE HAD WAS THAT THE ARMS WERE HIGH ENOUGH THAT, UH, OLDER FOLKS, WHEN THEY'RE USING THEM, THEY HAVE THAT SUPPORT TO GET UP. UM, BECAUSE SOME OF THE BENCHES I'VE SEEN THAT ARE, ARE MORE HISTORIC, HAVE LOWER, UH, ARM RESTS, UH, THAT POSE A PROBLEM. SO THAT WAS ONE OF THE REASONS WHY WE PICKED THEM. UH, WE ALSO PICKED OF COURSE THE, THE LONGER ELONGATED, UH, HORIZONTAL UM, BANDING INSTEAD OF THE VERTICAL BANDING. UM, MANY PEOPLE THINK THAT UH, THESE ARE A LITTLE BIT MORE COMFORTABLE THAN THE THE VERTICAL BANDS. SO I GUESS THOUGHTS , IF YOU WANNA LEAVE THESE UP OR I GO TO THE NEXT STEPS, QUESTIONS OR WHATEVER. DO THESE TWO COMPANIES MAKE STREET FURNITURE THAT COMPLIMENTS THESE? SO DO THEY MAKE, YOU SAID YOU WERE GONNA REPLACE THE TRASH RECEPTACLES AT SOME POINT? THEY DO. BOTH OF THESE ARE ACTUALLY THE SAME COMPANY. THESE ARE BOTH LANDSCAPE FORMS. SO IF YOU'RE FAMILIAR WITH THEM, THEY'VE GOT A WHOLE RANGE OF, UH, TRASH CANS. IN FACT, I BELIEVE, I COULD BE WRONG, I THINK THE ONES WE HAVE OUT THERE NOW ARE VICTOR STANLEY. BUT FROM A STANDPOINT OF, UH, HOW THEY WOULD INTEGRATE WITH THESE, I THINK THEY WOULD INTEGRATE FINE. IN FACT, WE'VE GOT VICTOR STANLEY ON THE WEST PLAZA CURRENTLY, UM, THAT HAVE THE DOMES OVER THE TOP AND THERE ARE A VERTICAL BAND OF METAL THAT, THAT WOULD BLEND IN WITH THESE PERFECTLY FINE. UM, IS THERE GONNA BE ANY INPUT FROM LIKE THE HISTORIC BUSINESSES OR IN THAT AREA LIKE THERE, 'CAUSE SOME OF THESE ARE GONNA BE IN FRONT OF THEIR BUSINESSES AND UM, YOU KNOW, SOME THOUGHT THERE IT'S PROBABLY SOMETHING WE COULD TAKE TO THEM. WE HADN'T, UH, BEEN ASKED TO DO THAT YET, BUT I'M SURE THAT THAT COULD BE, UH, ACCOMPLISHED. YEAH, I THINK ESPECIALLY IF IT'S GONNA BE WITHIN, OUTSIDE OF THEIR BUSINESSES AND STUFF LIKE THAT. 'CAUSE UM, I THINK IT WOULD BE A WELCOME THING FROM THEM TO GET SOME INPUT ON THAT. SO THANKS. THE, ANY OTHER PIECE OF THIS TOO IS, UM, THERE'S OBVIOUSLY, THERE'S A LOT OF BENCHES DOWN THERE THAT NEED TO BE REPLACED BECAUSE THEY'RE STARTING TO DEGRADE. UH, AND WE HAVE TO GO THROUGH THE PROCESS OF FIGURING OUT, YOU KNOW, WHETHER SOME OF THOSE ARE RIGHT AWAY, WHETHER THEY'RE NOT. AND SOME OF THOSE MAY COME BACK TO YOU FOR APPROVAL, UH, BASED ON THAT. UM, BUT WE HAVE TO, FIRST WE WANTED TO GET, AT LEAST START THE PROCESS OF GETTING THE BENCHES AND THEN WE GO THROUGH THAT PROCESS. YEAH. IS THERE A COST DIFFERENTIAL BETWEEN THESE TWO? NOT REALLY . THEY'RE, THEY'RE BOTH PROBABLY, I MEAN I, I HAVEN'T GOT PRICING YET, BUT TYPICALLY THESE ARE 15 TO 1800 A PIECE. AND WHAT'S THE LIFESPAN FOR THEM? I THINK, UH, I DON'T REMEMBER WHAT WARRANTIES ARE, BUT I MEAN WE'VE SEEN THE METAL ONES LAST 20 PLUS YEARS. DO YOU PAINT THEM PERIODICALLY? SOMETIMES IF NEED BE, THEY'RE, MOST OF THESE ARE POWDER COATED, SO PAINTING 'EM IS, IT GETS A LITTLE TRICKY BUT IT, IT, IT PATCHES IT. I, UM, NOTICED THAT THE PLANKS WERE A LITTLE BIT WIDER ON THE ONE MODEL WITH THE, UM, CURVED LEGS. YEP. THE, THE INTERESTING THING THERE WAS SOME OF THE MORE HISTORIC BENCHES AND, AND I, I THINK THAT'S A LITTLE BIT MORE CONTEMPORARY, BUT THE LEGS ON THAT ONE ARE A LITTLE BIT MORE HISTORIC . SO IT WAS KIND OF A, AND WE'RE ALSO, IF YOU THINK ABOUT WHEN WE GET TO NORTH HIGH, WE'RE STARTING TO BRIDGE THAT GAP BETWEEN THE LIBRARY AND THE REST OF THE HISTORIC DISTRICT AND WE'RE TRYING TO GET SOMETHING THAT KIND OF MATCHES AS IT CROSSES THAT BARRIER. I LIKE THE ONES WITH THE CURVED LEGS AND THE CURVED ARMS AND THE WIDER PLANKS. OKAY. I I I DO TOO. LIKE THAT ONE. BUT I WONDERED IF YOU HAD ACTUALLY SAT IN THEM FOR THE STAFF. IS THERE A DIFFERENCE IN, IT LOOKED LIKE THE ONE ON THE LEFT WAS A LITTLE MORE STRAIGHT BACK WHILE THE ONE ON THE RIGHT WAS CURVED BACK. AND IS THAT MORE OR LESS COMFORTABLE AND AS I MOVE AWAY FROM THAT, I THINK IT'S MORE THE PICTURE TO BE HONEST. I THINK THEY'RE BOTH GOT PRETTY CURD BACK. UM, I CANNOT SAY THAT I'VE SAT IN BOTH OF THEM. I THINK I'VE SAT IN LEAST ONE OF THEM. UH, 'CAUSE WE DO [00:40:01] A LOT OF STUFF WITH, UH, LANDSCAPE FORMS AND I, I THINK I'VE SAT IN ONE OF THOSE IN ONE OF THE SHOWS. , I WILL PROBABLY SIT IN, SIT IN THEM, UH, AT THE AS SLA CONVENTION THIS WEEK. SO IT'D BE GOOD TO KNOW HOW AN ELDERLY PERSON WOULD FEEL ABOUT SITTING IN ONE OR THE OTHER. RIGHT. WELL YOU HAVE SOME HERE. SO , LIKE ME, NOT ME HERE. LIKE YOU'LL BRING IN SAMPLES. . YEAH, I THINK THE KEY POINT YOU BROUGHT UP, I'LL TAKE OUR TURN AND SIT . UM, THE OTHER GOOD THING, AND I FORGOT TO MENTION IS WE CAN ALSO GET A CENTER, UM, ARM REST. CAN YOU, CAN YOU TURN YOUR MIC ON BECAUSE IF THERE YOU GO. SORRY, I DIDN'T REALIZE IT HAD TURNED OFF. UM, I FORGOT TO MENTION THAT. UH, SOME OF THESE, I BELIEVE BOTH OF THESE CAN, THEY CAN GET A CENTER, UH, ARMREST AS WELL. THAT WOULD PROBABLY BE A GOOD IDEA. YEAH, YEAH. DO WE SEE A LOT OF PEOPLE SITTING ON THE BENCHES THAT ARE THERE? WE, I USE THE COLLECTIVE. WE, I BELIEVE SO. I MEAN, I'VE BEEN DOWN THERE, I THINK I'VE SEEN PEOPLE SITTING, SO, OKAY. I DID TWO DAYS AGO. YEAH, LAST WEEK. WELL, THERE WE GO, HUH? YEP. . I MEAN, I HAVE TO SIT. I DON'T, I DON'T KNOW, I I MAKES PERFECT SENSE. I'M I'M MORE PREFERENTIAL TO THE ONE THAT IS FULL IN THE BACK, BUT I'M THE ON THE LEFT, RIGHT. I I THE ONE AT THE BOTTOM WHEN YOU SIT ON IT, I DON'T THINK IT'LL BE VERY COMFORTABLE, BUT, UH, BUT I THINK IT'S GOOD. THAT'S WHY I WAS ASKING GET A FEW, FEW PEOPLE TO SIT ON THEM AND MAKE SURE THAT, UH, OLDER PEOPLE CAN GET IN AND OUT OF THEM. WHICH ONE ARE YOU ADVOCATING LEFT? I THE RE I, I LIKE THE DESIGN OF THE ARMS AND LEGS ON THE ONE ON THE RIGHT, BUT I THINK THE LEFT HAS ADVANTAGES WHEN YOU THINK ABOUT PURSES DROPPING THROUGH THAT OPEN. EXACTLY. YEP. AND YOU THINK ABOUT LAP DOGS, UM, YOU KNOW, SOMEBODY PUTS THEIR LITTLE DOG UP THERE, KID FALLS WHILE WALKING. YOUNG CHILD CLIMBS THROUGH THAT. SO IT, IT SEEMS LIKE IF THEY COULD MAKE THE ONE ON THE RIGHT, 'CAUSE I DO THINK IT LOOKS A LITTLE BIT MORE TRADITIONAL WITH THE WIDER SLATS TO APPROXIMATE WOOD. IF THEY COULD MAKE THAT, THAT THE BACK WAS UP, YOU KNOW, CAME DOWN A LITTLE BIT FURTHER, FILL THAT GAP THEN SOLVE MY FUNCTIONAL CONCERN. , I WISH THEY HAD THAT OPTION. . OKAY. ALRIGHT, WELL WELL COMFORT'S DEFINITELY NUMBER ONE. SO IF THE LEFT ONE IS MORE COMFORTABLE, I WOULD MAYBE SWITCH MY BOAT HERE. , I'M JUST SAYING BECAUSE IF YOU CAN GET IN AND OUT OF IT EASILY, ONE OF THE THINGS YOU MENTIONED IN THE PICTURE IS KIND OF DECEIVING ON THE ANGLE OF THE SEAT AND GARY MAKES AN EXCELLENT POINT ABOUT THE FACT THAT THE BACK DOESN'T GO ALL THE WAY DOWN. THE LITTLE KIDS CLIMBING AROUND THEIR LEGS GO THROUGH. OH MY GOSH. BUT THE OTHER ONE, BY HAVING IT COMPLETELY THE COM BACK COMPLETED THAT MAKES THOSE PROBLEMS GO AWAY. I JUST LIKE THE WIDER SLATS. I'M TRYING TO, I'M TRYING TO REMEMBER, UH, RIVERSIDE CROSSING PARK, UM, THE BENCHES THERE, THEY'RE MORE MODERN BENCH. I'M TRYING TO REMEMBER IF THOSE SLATS GO ALL THE WAY DOWN OR NOT. I THOUGHT THAT THEY STOPPED, BUT I COULD BE WRONG. WE ALSO HAVE 'EM IN FRONT OF THE OLD CITY HALL. DO DO YOU RECALL ? BECAUSE WE REPLACED THOSE WITH THAT SAME STYLE OF BENCH THAT WE HAVE IN RIVERSIDE. I CAN'T REMEMBER, I JUST, IF YOU HAD SAT IN ONE OF THOSE, I I WAS TRYING TO BRING IT AS A PIECE OF REFERENCE, BUT MAYBE NOT . I WAS JUST GONNA SAY, I THINK WE HAVE TO GO SIT ON EVERY BENCH IN DOWNTOWN AND IN CITY HALL . I TOO, LIKE THE ONE ON THE RIGHT, I THINK IT LOOKS MORE HISTORIC IS MAYBE NOT THE RIGHT WORD, BUT OLDER OF AN OLDER FASHION RATHER THAN THE LEFT AND, AND THE LEFT LOOKS, LOOKS MORE UTILITARIAN AND INDUSTRIAL. WHILE THE RIGHT LOOKS A LITTLE MORE DOWNTOWN ISH, WE DON'T HAVE GUIDELINES TO SITE REGARDING THIS. SO I THINK YOU CAN SEE THAT. NO, WE'RE NOT, I DON'T THINK WE FIND EITHER OF, EITHER OF THEM. OBJECT OBJECTIONABLE. SO, OKAY. WELL THAT, THAT'S, THAT'S GOOD TO TO KNOW AND THEN WE CAN KIND OF PROCEED WITH THAT AND LIKE I SAID, WE'LL, WE'LL WE'LL UH, REACH OUT TO THE FOLKS DOWNTOWN AND JUST I GUESS ASK THEM THE SAME QUESTION AND SEE WHERE WE GO. OKAY, THANKS. YEP. THANK YOU. OKAY. ALL RIGHT. JUST A COUPLE OTHER [COMMUNICATIONS] QUICK COMMUNICATIONS. WANTED TO LET YOU KNOW THAT WE HAD OUR SECOND WORKSHOP, I THINK THAT WAS ON THE 11TH OF OCTOBER AT ATCH. UM, MR. KOTTER CAME AND JOINED US FOR THAT [00:45:01] AND UM, THERE WASN'T A WHOLE LOT OF NEW INFORMATION THAT WAS SHARED. WE HAD A VERY SMALL GROUP, BUT THEY REMAINED PASSIONATE ABOUT, UM, WANTING TO STREAMLINE THE PROCESS A LITTLE BIT, WANTING TO, UM, GIVE STAFF SOME GREATER LATITUDE FOR SOME ADMINISTRATIVE APPROVALS. UM, THEY LIKE THE IDEA OF STAFF HOURS DOWN IN THE DISTRICT. SO WE ARE BUSY WORKING ON THAT EITHER WITH THE CHAMBER OR, YOU KNOW, IF THAT DOESN'T WORK OUT WE'LL, WE'LL FIND ANOTHER, UH, PARTNER IN THAT. BUT, UM, THAT WAS A GOOD MEETING. UM, OUR CODE AMENDMENTS, INCLUDING THE REQUESTED SITE STABILIZATION LANGUAGE THAT YOU ALL REQUESTED US TO LOOK AT IS GOING TO GO TO PLANNING AND ZONING COMMISSION ON THE 9TH OF NOVEMBER. SO IF YOU'RE AT ALL INTERESTED IN THAT, PLEASE FOLLOW ALONG OR ATTEND OR, UM, SO THAT'S WHAT I HAVE FOR THAT. ANY QUESTIONS ABOUT THAT, THAT TOPIC? OKAY. ALRIGHT. UM, IN YOUR PACKET WERE THE MEETING DATES FOR 2024, THESE ARE THE PROPOSED DATES TO TAKE A LOOK AT AND COMPARE WITH YOUR SCHEDULES. AND THEN ALSO IN TANDEM WITH THAT WAS A MEMO FROM, UH, CITY COUNCIL ABOUT, UH, ATTENDANCE EXPECTATIONS WHERE IN THIS BOARD'S CASE WE WOULD HAVE TWO EXCUSED ABSENCES. UM, AND THIS IS FOR CONSISTENCY BETWEEN ALL BOARDS AND COMMISSIONS AND COMMITTEES AND JUST MAKING IT CLEAR TO EVERYONE WHAT THE EXPECTATIONS ARE. SO WE DON'T NEED TO DO ANYTHING WITH THE MEETING DATES TONIGHT. WE'LL DO THAT, UM, EARLY NEXT YEAR, BUT START TO TAKE A LOOK AT THEM AND SEE IF THERE'S ANY, UH, CONFLICTS. AND IF THERE ARE, WE CAN ALWAYS TRY AND RESCHEDULE. IT'S, GETTING THIS ROOM CAN BE A LITTLE BIT DIFFICULT, BUT, UM, IF WE KNOW ABOUT SOMETHING AHEAD OF TIME, WE CAN CERTAINLY TRY AND DON'T YOU NEED AN ADEQUATE AMOUNT OF TIME BETWEEN MEETINGS TO PREPARE, PARTICULARLY WHEN WE'VE BEEN TRYING TO ACCOMMODATE APPLICANTS WHO WE TABLE AT ONE MEETING AND DON'T WANT 'EM TO WAIT TWO MONTHS. THAT'S RIGHT. YEAH. OKAY. YEP. SO, SO MOVING A SHUT, ADJUSTING THE DATES COULD BE CHALLENGING. IT HAS OTHER IMPLICATIONS. CERTAINLY ONE OF THE THINGS I NOTICED WHEN I, AND I MAYBE THIS IS WAS OR WAS NOT THE INTENT, BUT YOU MOVED THE DATE OF THE TOUR UP TO MAY, WHICH I THOUGHT WAS GOOD, ASSUMING IT CORRESPONDS WITH WHEN THE NEW APPOINTMENTS ARE TO THIS BOARD. SO IT'D BE, IT'S A WAY OF INTRODUCING NEW APPOINTEES TO WHAT'S BEEN DONE TO THE DISTRICT. YEAH. AND SO I THOUGHT THAT WAS V VERY THOUGHTFUL. MM-HMM. CHANGE. I THINK THAT WORKS OUT NICELY FOR EVERYBODY. YEAH. YEP. ALRIGHT. ANY, ANY THOUGHTS OR QUESTIONS ABOUT THAT TOPIC? THAT WEDNESDAY THE 29TH, IS THAT THE FIFTH WIN? EXCUSE ME? IS THAT THE FIFTH WEDNESDAY THAT MONTH? THE, THE 29TH? WHICH MONTH ARE WE TALKING ABOUT? MAY UM, YES, THAT'LL BE THE FIFTH WEDNESDAY. UH, AND IT'S ALSO THE WEDNESDAY AFTER MEMORIAL DAY. AND I THINK ISN'T THAT USUALLY THE MEREFIELD WEEK OR DID THEY MOVE IT THIS OKAY, THEY MOVED IT BACK. IT IT, YEAH. I JUST REMEMBER THAT THEY HAD MOVED SCHOOL OUT TO BE OUT BEFORE MEREFIELD STARTED AND MAYBE WE SHOULD BE MEETING ON THE FOURTH WEDNESDAY THE 22ND. WE CAN CERTAINLY LOOK AT THAT. THAT WOULD BE THE YEAH, THE 22ND. YEAH, IT'S JUST AN OBSERVATION BECAUSE IT'S NORMALLY, I THINK THAT THE FOURTH WEEKEND AND WE CAN TAKE A LOOK AT THAT OR FOURTH WEDNESDAY. I AM SORRY. YEAH, WE'LL TAKE A LOOK AT THAT [00:50:01] AND ADJUST IF WE NEED TO, BUT I ALREADY KNOW WE'LL NOT BE HERE ON MARCH 27TH. PARDON ME. I'LL BE, PARDON ME. COMING BACK FROM THE GALAPAGOS ON THE 27TH. SO SO WHEN WE COME BACK WE'LL HAVE TO LOOK AT SOME OF WHAT MARCH. WELL, BUT I THINK THE DATE IS SET AROUND THE SCHOOL YEAR IN DUBLIN. AND SO, UM, THE, THE, THE MARCH DATE MISSES THE TIME WHEN, UM, DUBLIN SCHOOLS ARE OUT. YEAH. THIS LAST YEAR. I THINK MARCH DUBLIN SCHOOLS ARE OUT THE THIRD WEEK THIS YEAR. SOMETIMES THEY'RE OUT THE FOURTH WEEK THIS YEAR. YEAH. I THINK THE YEAR MARCH DATE HAS TO BE SET AROUND THE SCHEDULE OF OUR APPLICANTS AND THE COMMUNITY THIS YEAR THEY UM, WE HAD AN EARLY MEETING IN MARCH BECAUSE RIGHT OF SPRING BREAK WAS THE LAST WEEK OF MARCH. IT'S A TRICK TO NAVIGATE ALL OF THESE CONSTRAINTS. . ALRIGHT, SO I WILL LOOK INTO THE MAY DATE. ANY OTHERS THAT LOOK FUNNY? I GUESS, I DON'T KNOW WHEN EASTER IS. SO THEY, SHE HAS IT ON THAT SHEET. SO IF YOU LOOK FURTHER DOWN IN THAT EMAIL, YOU'LL SEE THE EASTER OH, THANK YOU. EASTER DATE. YEAH. ALL THE KEY DATES. OKAY. YEAH, SO I THINK THAT'S THE ONLY, MY ONLY CONCERN IS THE MAY. OKAY, GREAT. AND THEN THE FINAL THING, UH, JUST TO REMIND EVERYBODY ABOUT, UH, THE ANNUAL REPORT IS STARTING TO COME TOGETHER AND THAT WILL BE DUE BEFORE YOU IN JANUARY. IF YOU WANNA UPDATE YOUR BIO OR OFFER ANY OTHER ITEMS THAT WOULD BE INCLUDED, UH, WE SHOULD HAVE THAT BY JANUARY 10TH, PLEASE. I THINK, I THINK EVERYBODY IS PRETTY MUCH UP TO DATE. UM, MR. ALEXANDER, YOU THOUGHT ABOUT MAYBE DOING IT WAS WRITTEN SIX OR SEVEN YEARS AGO? YEAH, IT'S, IT'S DEFINITELY UP DATE. YEAH. OKAY. ALL RIGHT. AND THAT'S, THAT'S ALL I HAD. I JUST WANTED TO MAKE EVERYBODY, EVERYONE AWARE OF, WE NOW HAVE, UM, A NEW SET OF RULES AND REGULATIONS FOR THE OPERATION OF OUR BOARD. AND THERE ARE A COUPLE THINGS THAT ARE DIFFERENT. UM, SARAH'S MENTIONED THE ATTENDANCE, WHICH IS, WHICH IS NEW. UM, WE TYPICALLY, UM, CHOSE CHAIRS AND VICE CHAIRS IN APRIL. SO THIS IS NOW MOVING THAT DATE BACK. SO IT CORRESPONDS TO WHEN NEW APPOINTEES ARE MADE, WHICH IS, WHICH IS LOGICAL, BUT IT'S JUST AN OPERATIONAL DIFFERENCE. UM, WE DID DISCUSS LAST MEETING WHEN THERE CRITICISM ABOUT THE WAY WE HANDLE OUR MEETINGS AND THE INTIMIDATING NATURE OF THIS ENVIRONMENT. UM, TRYING TO MODIFY THAT. NOW THIS STATES PRETTY EXPLICITLY HOW REGULAR MEETINGS SHOULD BE HELD AND THEY SHOULD BE HELD IN THE COUNCIL CHAMBERS OF THIS BUILDING. SO , YOU KNOW, BUT THEY DIDN'T SAY WE COULDN'T MOVE DOWN THERE. THEY DID NOT. SO THAT'S, THAT'S STILL AN OPTION. IF WE THINK THAT WOULD, THAT WOULD HELP. UM, SOME PEOPLE FEEL LESS INTIMIDATED. UM, BUT IT'S, IT IS PRETTY EXPLICIT THERE. I THINK THIS FACILITY OFFERS A COUPLE OF PLUSES. FOR ONE, THE OLD BUILDING, UH, DIDN'T REALLY HAVE AN ACCESSIBLE MEETING ROOM THAT WAS VERY BIG. THE OLD CHAMBER IS NOW, UM, A CONFERENCE ROOM AND IT'S BEING REMODELED. WE USED IT FOR VOTING THIS LAST TIME AND FOR THE SPECIAL AND THEY WERE DOING NEW WORK IN THERE AND THEY HAD TAKEN OUT THE BENCH. BUT I THINK HAVING THIS NICE BIG SPACE AND HAVING, UH, THE ABILITY, IF WE HAVE A BIG AGENDA TO HAVE A LOT OF PEOPLE IS HELPFUL. SO, UH, AND THE PLA FACT THAT THERE'S LOTS OF EASY ACCESS AS A, ADA COMPLIANT BUILDING AND PARKING, YOU KNOW, SO I'M GLAD WE'RE STILL GONNA MEET IN THE CHAMBER. BUT I DO TAKE TO HEART THE, UM, COMMENTS ABOUT, UH, HOW FOREBODING WE MIGHT BE OR MIGHT SEEM FROM UP HERE BEHIND THE BENCH AND, I DON'T KNOW, HAVE A MEET AND GREET BEFORE THE HEARING STARTS. I DON'T [00:55:01] KNOW. . HI. HOW DO YOU DO? SO IF WE DECIDE TO CHANGE OR RECONFIGURE SOMETHING DOWN BELOW, I DON'T THINK WE'RE PROHIBITED FROM DOING THAT. IT DOESN'T SOUND LIKE IT, IT DOESN'T SAY WE HAVE TO BE UP HERE. SO THERE, THERE YOU PROBABLY COULD READ SOME FLEXIBILITY AND AT THE END IT DOES SAY THAT THESE RULES CAN BE REVISED. UM, THERE'S, THERE'S SOME SUSPENSION OF THE RULES. THE BOARD BY AFFIRMATIVE VOTE OF A MAJORITY OF THE MEMBERS IN ATTENDANCE SHALL HAVE THE AUTHORITY TO SUSPEND OR MODIFY. I DON'T KNOW ABOUT THE ATTENDANCE TO MODIFY ITS RULES OR PROCEDURES OR GUIDELINES AT THE MEETING FOR GOOD CAUSE. SO THERE IS SOME FLEXIBILITY HERE. MM-HMM. I, I I HAVE A FEELING THAT THE INTENT OF THE REQUIREMENT TO BE HERE IS FOR THE TECHNOLOGY AND THE ABILITY TO STREAM. SO AS LONG AS WE CAN KEEP THAT'S INTENT INTACT AND MOVE IT DOWN TO THE FLOOR, I BUT THIS WHOLE ABILITY TO STREAM AND HAVE, HAVE IT BE MORE OPEN, WELL WE HAVE THE SCREEN RIGHT HERE IN FRONT OF US EACH TO BE ABLE TO LOOK AT, I'M NOT SURE I COULD READ THE DETAILS UP ON THE BIG SCREEN FROM DOWN HERE. AND THE WAY THE CAMERAS ARE SET UP IN THE ROOM IS NOT FOCUSED ON THE CENTER OF THE ROOM SO MUCH. IT'S FOCUSED ON THE DEIS. SO, UM, AS, AS DEMONSTRATED BY THE FACT THAT THE CAMERA MOVES AS WHEN WE SPEAK, AND IT'S GONNA FOCUS ON ME IN A SECOND. IF I KEEP SPEAKING, I ASSUME THERE'S NO PERSON, THERE'S NO STAGE MANAGER CALLING THAT IT'S MECHANICAL. YOU KNOW, IT'S, IT'S TECHNOLOGY. SO IF WE WERE DOWN IN THE CENTER, IT WOULDN'T PICK UP ANY OF THAT. I HAVE TO ADMIT, I'M NOT SURE THE LOCATION IS, IT'S, I'M NOT, I'M, I'M NOT SURE THAT FOR ME IS THE, IS THE THING THAT MAKES IT DIFFERENT. RIGHT. IF WE'RE ALL AROUND IT, I, WE CAN TRY THOSE, BUT I AM NOT SURE THAT, I DON'T FEEL LIKE THAT'S THE THING THAT'S GOING TO, UH, CHANGE THE, THAT'S NOT GONNA MAKE US LESS INTIMIDATING. . YEAH. I DON'T THINK IT CHANGES THE MEAN NOW WE'RE SENDING BEHIND IT. WE'RE, WE'RE LIKE EIGHT, 10 FEET CLOSER AND TWO FEET LOWER. I'M NOT SURE THAT WE'LL DO IT, BUT WE, I MEAN IF THAT'S SOMETHING WE WANNA DO, WE CAN TRY IT. YEAH. ALRIGHT. THE, UM, YOU'VE BEEN REALLY FLEXIBLE AS A STAFF IN TERMS OF LETTING PEOPLE BRING THINGS REAL CLOSE TO THE MEETING DATE. THIS SPECIFIES 15 CALENDAR DAYS PRIOR TO THE MEETING DATE. IS THAT GOING TO HAMSTRINGING, WHICH YOU'VE BEEN TRYING TO DO TO BE A LITTLE BIT MORE FLEXIBLE? THAT'S THE SAME AMOUNT OF PUBLIC NOTICE TIME THAT'S REQUIRED RIGHT NOW. AND WHAT WE'VE BEEN DOING, HONESTLY IS KIND OF EATING INTO OUR REVIEW TIME. SO THAT'S WHERE THE, THE TIME DIFFERENCE COMES FROM. 'CAUSE THAT'S, YOU KNOW, SET STATUTORILY. SO, UM, WE'VE BEEN, WE'VE BEEN TAKING THE HIT ON THAT IS HOW THAT WORKS. AND SOMETIMES WE CAN ACCOMMODATE AND OTHER TIMES WE CAN'T. AND IT, YOU KNOW, IT IT'S, IT'S TOUGH HONESTLY. I MEAN WE DON'T, WE DON'T MIND DOING THAT FOR GOOD REASON, BUT IT, IT CAN BE VERY TOUGH. WELL THAT'S THAT'S FINE. I JUST, I JUST WANTED TO POINT THAT OUT BECAUSE IF WE HOLD OR IT IS NOT UP TO US, IT'S REALLY YOU. IF YOU HOLD HARD AND FAST TO THAT, THEN SOME OF THESE APPLICANTS WHO DON'T WANT US TO TABLE BUT HAVE TO COME UP WITH A NEW DESIGN ESSENTIALLY WITHIN A WEEK AND A HALF, GET IT TO YOU BEFORE OUR NEXT MEETING. IT'S A LITTLE, IT'S A LITTLE CHALLENGING, BUT RIGHT, RIGHT. THE THE, UH, DO THEY GET, I'M SORRY, DO THEY GET A LITTLE CHEAT SHEET THAT SAYS THESE ARE OUR DEADLINES? YOU HAVE TO, OTHERWISE YOU WON'T BE ABLE TO PRESENT YOUR ENTIRE CASE AT THAT MEETING AND YOU'LL HAVE TO DELAY A MONTH OR WE SHARE THAT WHEN WE HAVE PRE-SUBMIT MEETINGS, WE TALK ABOUT WHAT THE THEORETICAL DUE DATES ARE FOR EACH MEETING AND WE TRY VERY HARD TO STRIKE THE RIGHT BALANCE BETWEEN GETTING THEM TO A MEETING QUICKLY BUT NOT PROMISING A MEETING. THERE ARE STEPS THAT HAVE TO BE MET BEFORE YOU CAN REALLY BE SCHEDULED FOR A MEETING. UM, SO WE WALK A FINE LINE IF THAT MAKES SENSE. IT DOES. AND I WAS JUST THINKING THAT SINCE WE'VE BEEN TRYING TO ENCOURAGE THROUGH OUTREACH, ET CETERA, THAT PEOPLE COME TALK TO THE STAFF EARLY IN THE PROCESS, NOT AFTER THEY'VE SPENT HOURS AND BOKU MONEY ON AN ARCHITECT THAT MAY TOTALLY MISS THE MARK ON IT. SO THAT'S ANOTHER THING I GUESS IS JUST THE STAFF TO AVAIL ITSELF OF THE OPPORTUNITY [01:00:01] TO REMIND APPLICANTS. AND DON'T FORGET, OUR TIMELINES ARE YOU HAVE TO HAVE YOUR MATERIALS TO US X DAYS BEFORE OR ELSE WE HAVE TO BUMP YOU BACK ANOTHER MONTH. WE DO THAT. YEAH, WE DO THAT. BUT CERTAINLY IF DURING THE REVIEW PROCESS EITHER QUESTIONS AREN'T ANSWERED OR CHANGES AREN'T MADE OR SOMETHING ELSE IS GOING ON THAT SORT OF LEAVES THINGS OPEN-ENDED, THAT'S ANOTHER POTENTIAL WHERE THINGS COULD GET BUMPED IF THINGS AREN'T RESOLVED, IF WE DON'T HAVE THE INFORMATION THAT WE NEED. WELL, I TOTALLY UNDERSTAND. YEAH. YEAH. AND, AND THE ONLY OTHER POINT IS MAYBE ABOUT WAY THESE MEETINGS HAVE BEEN BEEN ADMINISTERED, UM, IS LIMITING TO SOME OF OUR PUBLIC COMMENT TO FIVE MINUTES. UM, SO YOU KNOW, IT'S MAY AND MAYBE I'M PARTIALLY TO BLAME, BUT YOU KNOW, WE ALL CAN CONTROL THIS TOO. UM, HAVING LIKE THE LAST MEETING WE HAD SORT OF AN ONGOING DIALOGUE WITH THAT ONE PERSON. UM, THEY WEREN'T AN APPLICANT. THEY WERE MAKING A COMMENT ABOUT THE WAY PROCESS, OUR PROCESS. SO I SUPPOSE THIS IS ONE THAT WE JUST JUDGE WHETHER OR NOT TO ENFORCE IT. I MEAN, THAT WOULD BE MY, THAT WOULD BE MY FEELING BECAUSE I THINK THAT LETTING PEOPLE SPEAK IS REALLY IMPORTANT TO WHAT WE DO. I AGREE. I WOULD BE VERY MUCH OPPOSED TO CUTTING SOMEBODY OFF JUST BECAUSE FIVE MINUTES TAKE BY, ESPECIALLY WITH A, DEPENDS ON HOW MANY PEOPLE ARE WANTING, WANTING TO SPEAK. RIGHT? IT'S, IT'S MORE OF, I THINK IT'S CASE BY, IF YOU HAVE 20 PEOPLE WANNA SPEAK, THEN YOU GOTTA FIND A WAY TO MANAGE THAT. RIGHT? IF THERE'S TWO AND THEY WANT MM-HMM. , I THINK THAT'S A DIFFERENT, AND I, I THINK GARY WOULD BE, BEING THE CHAIR, YOU WOULD GOVERN THAT TO MAKE THAT DECISION. I THINK IF WE HAD A FULL HOUSE AND A CONTROVERSIAL TOPIC, AND THERE'S A COUPLE EXAMPLES I COULD THINK OF, UM, AND, AND MAYBE WE'VE GOT LOTS AND LOTS OF FOLKS HERE. WHAT WE WOULD REALLY, I THINK WANT TO DO IS ANNOUNCE AT THE BEGINNING THAT HERE'S THE RULES THAT WILL APPLY TO EVERYBODY. AND THEN EVERYONE'S UNDER THAT SAME SET OF RULES AND EXPECTATIONS. YEAH, THAT'S, THAT'S A GOOD CALL OUT RIGHT THERE. THERE'S ANOTHER OPPORTUNITY THERE WHERE WE KNOW IT'S A, A BIG PROJECT, CONTROVERSIAL, ET CETERA, THAT, UH, THEY ALSO CAN PROVIDE WRITTEN COMMENTS IN ADVANCE SO THAT WE HAVE THE GIST OF THE COMMENTS IN ADVANCE RATHER THAN WAITING EVEN IF IT'S SUMMARY OR IF IT'S IN DETAIL AND THEY COME UP AND GIVE A SUMMARY. BECAUSE I THINK THAT BENEFITS EVERYONE. THAT'S RIGHT. THAT'S A REALLY GOOD POINT. AND IF WE GET IT IN ADVANCE ENOUGH TO PUT IT IN YOUR PACKETS, YOU GET THE ENTIRE THING RIGHT. AND YOU CAN READ IT VERBATIM AND THAT'S GOOD FOR EVERYBODY. SO YEAH. AND WE DO ENCOURAGE THAT. ALRIGHT, THAT, THAT'S ALL I HAD. DOES ANYBODY ELSE HAVE ANY, ANY COMMENTS AFTER LOOKING AT THIS? OKAY. ALRIGHT. IS THERE A MOTION TO ADJOURN? SO MOVED. ALRIGHT. WE'D ADJOURN. * This transcript was created by voice-to-text technology.
