WHEREAS VETERAN DAY IS A DAY SET ASIDE TO REMEMBER THE SACRIFICES OF ALL UNITED STATES SOLDIERS WHO HAVE SERVED DOMESTICALLY AND THROUGHOUT THE WORLD OVER DECADES OF CONFLICTS.

WHEREAS THIS YEAR, ON NOVEMBER 10TH, THE CITY OF DUBLIN WILL HONOR THOSE WHO SERVICE AND DEDICATION TO OUR COUNTRY HAVE PRESERVED OUR FREEDOM.

AND WHEREAS IT IS A TRADITION DATING BACK TO NOVEMBER 11TH, 1919 WHEN PRESIDENT WOODROW WILSON PROCLAIMED THE FIRST CELEBRATION OF ARMES DAY IN RECOGNITION OF THOSE HEROES WHO SERVED OUR COUNTRY DURING WORLD WAR I.

AND WHEREAS IN 1954, CONGRESS APPROVED RENAMING THE DATE OF VETERANS DAY TO EXPAND THE SIGNIFICANCE OF THE COMMEMORATION AND TO HONOR AMERICAN VETERANS OF ALL THE WARS WHO FOUGHT SO VALIANTLY ON THE SEAS, IN THE AIR, AND ON FOREIGN SHORES.

AND WHEREAS AMERICANS VETERANS HAVE SELFLESSLY FOUGHT FOR OUR COUNTRY, DEFENDED THE INNOCENT, PROTECTED THE DEMA DEMOCRATIC IDEALS THAT WE HOLD SO DEAR AND PLACED THE SECURITY OF OUR NATION BEFORE THEIR OWN SAFETY, ALL WHILE FACING THE TRAUMA AND SEVERE HARDSHIPS OF WAR.

AND WHEREAS ON VETERANS DAY AND EVERY DAY, IT IS IMPORTANT THAT WE PAY TRIBUTE TO THE BRAVE MEN AND WOMEN WHO ENSURE OUR SAFETY AND REFLECT THE BEST OF OUR COUNTRY.

AND WHEREAS THE CITY OF DUBLIN AND WESLEY G DAVID'S AMERICAN LEGION POST 800 INVITE VETERANS, THEIR FAMILIES, AND ALL DUBLIN CITIZENS TO A PUBLIC CEREMONY AT THE GROUNDS OF REMEMBRANCE AND DUBLIN VETERANS PARK ON FRIDAY, NOVEMBER 10TH AT 11:00 AM FOR A TIME OF RECOGNITION, REMEMBRANCE, AND REFLECTION.

NOW, THEREFORE, I JANE FOX, MAYOR OF THE CITY OF DUBLIN ON BEHALF OF ALL OF DUBLIN CITY COUNCIL, DO HEREBY PROCLAIM THE WEEK OF NOVEMBER 5TH THROUGH THE 11TH AS VETERANS WEEK IN THE CITY OF DUBLIN AND URGING ALL OF OUR CITIZENS TO RECOGNIZE AND REMEMBER THE SACRIFICES MADE BY VETERANS AND ENCOURAGE ALL TO DISPLAY THE US FLAG AS A SHOW OF SUPPORT FOR OUR MILITARY MEMBERS.

UM, WESTLAND HIGH SCHOOL HAS A JUNIOR AIR FORCE ROTC PROGRAM, AND THEIR CADETS ARE COMING UP, UH, TO PRESENT, PRESENT THE COLORS, THEY HAVE A COLOR GUARD, AND ALSO TO DO A CEREMONY CALLED THE 13 FOS, WHICH IS MOST IMPRESSIVE, AND I THINK EVERYBODY WILL ENJOY IT, PARTICULARLY OUR NORMAL AUDIENCE OVER THERE, THE THOUSAND KIDS THAT WE GET FROM SALES MIDDLE SCHOOL.

I HAVE BEEN A RESIDENT OF DUBLIN, UM, SINCE PAST 10 YEARS.

UM, THANK YOU DUBLIN CITY COUNCIL TO DECLARE OCTOBER AS, UH, HINDU HERITAGE MONTH AND PROVIDING THE PROCLAMATION.

I IMMIGRATED TO THE US IN YEAR 2006, AND I CAN CALL MYSELF A PROUD DUBLIN RESIDENT BECAUSE OF ITS PLURALISTIC, VIBRANT AND WELCOMING CULTURE.

HINDUISM OR HINDU WITH HARM IS THE THIRD LARGEST RELIGION AND IS GENERALLY CONSIDERED AS THE OLDEST RELIGION OF THE WORLD.

IT HAS OVER A BILLION FOLLOWERS WORLDWIDE, WITH OVER 6 MILLION IN THE UNITED STATES, AROUND 2% OF ITS POPULATION.

APART FROM THAT, THERE ARE SEVERAL MILLION AMERICANS WHO HAVE ADAPTED ONE OR MORE HINDU PRACTICES IN THEIR LIVES.

FOR EXAMPLE, YOGA, MEDITATION, AND AYURVED, WHICH IS A HOLISTIC INTEGRATED APPROACH TO MEDICINE.

HINDUS MIGRATED TO THE US FROM 1960 ONWARDS.

THEY HAVE IMMIGRATED MOSTLY FROM INDIA, BUT ALSO FROM NEPAL, BANGLADESH, SSRI LANKA, UK, AFRICAN NATIONS, MALAYSIA, TRINIDAD, AND TOBAGO.

IN ADDITION, THOUSANDS OF HINDUS WERE FORCED TO SEEK REFUGE DUE TO PERSECUTION FROM PAKISTAN, BANGLADESH OF AFGHANISTAN AND BHUTAN.

HINDUS ARE INDEBTED TO THE US FOR THAT.

JUST LIKE THE US.

INDIA TOO HAS BEEN THE LAND OF REFUGE FOR THE PERSECUTED PEOPLE, ZOROASTRIANS, JEWS, BUDDHISTS, AND ALSO MUSLIMS. THEY WERE TOO INVITED AND ALLOWED TO PRACTICE THEIR FAITH IN THEIR NEW HOMELAND IN THE US BEFORE THE IMMIGRATION ACT OF 1965, IT WAS A DIFFERENT STORY.

THE 1911 US IMMIGRATION COMMISSION IDENTIFIED SOUTH ASIANS AS THE LEAST DESIRABLE RACE OF IMMIGRANTS THUS FAR ADMITTED TO THE UNITED STATES.

THEY WERE HARASSED, PROHIBITED FROM OWNING OR LEASING LAND LIKE OTHER ASIAN IMMIGRANTS AND DRIVEN OUT OF TOWNS AND CITIES.

AND IN 1923, THE US SUPREME COURT RULED THAT SOUTH ASIANS WERE INELIGIBLE FOR NATURALIZED US CITIZENSHIP.

AFTER THE WORLD WAR II, THE US ALLIANCE WITH INDIA BROUGHT NEW CHANGES.

HOWEVER, INDIA'S QUOTA ALLOWED ONLY A HUNDRED PEOPLE PER YEAR.

SOUTH ASIANS WERE STILL EFFECTIVELY RESTRICTED FROM COMING TO THE US.

AND IN 1960, THERE WERE ONLY 12,000 INDIAN IMMIGRANTS IN THE COUNTRY.

THEN THE LANDMARK 1965 IMMIGRATION ACT HAPPENED.

THIS ACT EXPLICITLY ABOLISHED THE DISCRIMINATORY NATIONAL ORIGIN COTAS THAT HAD REGULATED IMMIGRATION.

IT ALSO PROHIBITED DISCRIMINATION ON THE BASIS OF RACE, SEX, NATIONALITY, AND PLACE OF BIRTH.

THIS LAW AND OTHER NEW US IMMIGRANT IMMIGRATION LAWS OPENED THE DOORS MORE WIDELY TO SKILLED AND EDUCATED IMMIGRANTS FROM INDIA.

HINDUS HAVE COME A LONG WAY FROM THE RACIST NOTION OF LEAST DESIRABLE RACE OF 1911 US IMMIGRATION COMMISSION TO ONE OF THE HIGHEST EARNING PER CAPITA AND ONE OF THE HIGHEST EDUCATION.

HINDU IMMIGRANTS HAVE EXCELLED IN EVERY FIELD, SCIENCE, TECHNOLOGY, ENGINEERING, BUSINESS MEDICINE, SPACE EXPLORATION, ET CETERA, ET CETERA.

THEY HAVE STARTED BUSINESSES, CREATED JOBS, JOINED ARMED FORCES TO DEFEND OUR NATION.

HINDUS TODAY ARE ONE OF THE HIGHEST EARNING AND HIGHLY EDUCATED RELIGIOUS MINORITIES IN OUR NATION.

NOW, THE SECOND AND THE THIRD GENERATION, HINDUS ARE CARRYING FORWARD THE CULTURAL TRADITION OF THEIR PARENTS AND GRANDPARENTS OF HARD WORK TO MAKE THE NATION STRONGER.

HERE IS A LIST OF FIRST GENERATION IMMIGRANTS WHO ARE NOW CEOS OF SOME BIGGEST CORPORATIONS OF THE US TO NAME A FEW ALPHABET PARENT COMPANY OF GOOGLE, MICROSOFT, TWITTER, FEDEX, VMWARE, BARCLAYS CHANEL, ADOBE IBM MICRON TECHNOLOGY, WAYFAIR, AND MANY MORE.

DESPITE THE ENORMOUS CONTRIBUTION BY THE HINDUS IN AMERICA, HINDU AMERICANS FACE STEREOTYPES AND MISCONCEPTIONS ABOUT THEIR HERITAGE AND HAVE BEEN TARGETED OF PREJUDICE, DISCRIMINATION, HATE, SPEECH, AND BIAS MOTIVATED CRIMES.

WE HOPE THAT THE DUBLIN CITY COUNCIL CONDEMNS AND COMBAT THIS HATE TARGETING OF HINDUS AND STAND BY THE HINDU AMERICAN COMMUNITY AGAINST THE HATRED.

HINDU AMERICANS ARE LAW ABIDING AND PEACEFUL IN NATURE.

THEIR OUTLOOK HAS ALWAYS BEEN PLURALISTIC AND HAVE BEEN RESPECTFUL OF OTHER FAITHS.

THROUGH THEIR FESTIVALS OF DIWALI, RAKSHA, BANDHAN, GURU VANANA, AND INTERNATIONAL DAY OF YOGA, AND THROUGH OR SERVICE ACTIVITIES, THEY HAVE INTEGRATED AND HELPED WEAVE THE FABRIC OF COMMUNITY TO HELP OUR NEIGHBORS HAVE A BETTER UNDERSTANDING OF HINDU

AMERICAN HISTORY AND CULTURE.

THROUGHOUT 2023, HINDU ORGANIZATIONS HAVE BEEN ORGANIZING 24 POSTER EXHIBITIONS AT VARIOUS LOCATIONS IN OHIO AND ALSO OTHER STATES.

THESE ARE CALLED THE DARNA EXHIBITION, A GLIMPSE INTO HINDU CIVILIZATION.

LAST YEAR, 50 CITIES IN 20 STATES DECLARED THE MONTH OF OCTOBER AS THE HINDU HERITAGE MONTH.

I'M PLEASED TO PRESENT TO YOU TONIGHT THE PROPOSED 2024 OPERATING BUDGET.

UH, AS WE GO THROUGH TONIGHT'S PRESENTATION, WE'LL TALK A LITTLE BIT ABOUT WHERE WE'RE AT IN 23, AND THEN WE'LL LOOK AT THE PROPOSED 2024 OPERATING BUDGET.

IN TERMS OF OPERATING BUDGETS IN 2023, WE'RE PERFORMING VERY WELL IN TERMS OF OPERATING REVENUES.

WE'RE AHEAD OF BUDGET PRETTY MUCH ACROSS ALL CATEGORIES.

WE'RE AT, UH, $85.8 MILLION A BUDGET TOTAL OF $92.6 MILLION.

IN TERMS OF EXPENDITURES, WE ARE SEEING EXPENDITURES TREND WHERE WE EXPECTED WE'RE CLOSING IN ON 75% UTILIZATION AT THE END OF LAST MONTH, WHICH IS ABOUT 75% OF THE WAY THROUGH THE YEAR.

SO WE'RE ON TARGET FOR OUR 90% UTILIZATION.

IN TERMS OF A BALANCED BUDGET, UH, OUR ORIGINAL BUDGET, AS YOU KNOW, WAS A NEGATIVE SIX, UH, $7.6 MILLION AS OF EARLIER LAST WEEK, WE WERE AHEAD, UH, BY A LITTLE OVER $10.7 MILLION.

SO WE'RE IN A VERY GOOD POSITION.

BUDGETARILY, UM, SIMILAR TO PRIOR YEARS IN TERMS OF RECURRING REVENUES, ALL MAJOR REVENUE SOURCES ARE INCREASING, AND WE HAD SOME NON-RECURRING REVENUES FROM THE SALE OF THE NORTH RIVERVIEW PROPERTIES.

IN TERMS OF EXPENDITURES, RECURRING EXPENDITURES, BUDGET UTILIZATION IS ON TRACK TO BE HIGHER THAN THE 90% UTILIZATION TARGET, AND WE'VE HAD NO SIGNIFICANT NON-RECURRING EXPENDITURES.

IN TERMS OF 2023 INCOME TAX.

INCOME TAX THIS YEAR IS AHEAD OF WHERE IT WAS LAST YEAR.

LAST YEAR WE ENDED THE YEAR AT 104.8 MILLION.

THIS YEAR WE WERE ON, WE WERE PROJECTED, UH, TO END THE YEAR AT OVER $108 MILLION.

UM, SO WE ARE INCREASING THE INCOME

TAX REVISED BUDGET, UH, TONIGHT TO $104 MILLION IN LIGHT OF THAT INFORMATION.

AND WE ARE PROPOSING THAT NEXT YEAR'S INCOME TAX BE BUDGETED AT $106 MILLION IN ORDER TO BE MORE REFLECTIVE OF WHERE WE WOULD EXPECT ACTUAL REVENUES TO BE.

IN TERMS OF THE OPERATING BUDGET SCHEDULE, WE HELD THE FIRST WORK SESSION ON JUNE 20TH.

THE FIRST READING IS TONIGHT.

WE WILL HAVE A WORK SESSION WHERE WE GO INTO SIGNIFICANTLY MORE DETAIL ON A DIVISION BY DIVISION LEVEL ON NOVEMBER 6TH.

IF WE NEED ADDITIONAL WORK SESSIONS, WE CAN SCHEDULE THEM BETWEEN THE SIXTH AND THE 27TH.

THE HOPE IS TO PASS THIS AT NOVEMBER 27TH.

IF WE'RE NOT ABLE TO PASS IT AT THAT COUNCIL MEETING, IT WILL HAVE TO BE BY EMERGENCY BECAUSE WE'LL BE WITHIN THE 30 DAYS OF JANUARY.

FIRST.

IN TERMS OF THE OVERVIEW, WE HAVE SEVERAL OPERATING FUNDS THAT CONTINUE, UH, IN 2024.

THE ONE FUND THAT IS NO LONGER AN OPERATING FUND IS THE, UH, WIRELESS 9 1 1 FUND.

WE'VE MADE THAT A CAPITAL ONLY FUND SO THAT WE CAN CONTINUE TO UPGRADE N REC.

WE WEREN'T USING THAT, UH, ON AN ANNUAL BASIS ANYWAY, SO THAT WAS SOMETHING THAT WAS DONE TWO YEARS AGO.

SO THAT FUND IS NOT REFLECTED AS AN OPERATING FUND.

YOU CAN SEE THAT THE CARES AND COVID FUNDS ARE NO LONGER OPERATING FUNDS AS THEY HAVE NO REVENUES OR NO EXPENDITURES.

IN TERMS OF OPERATING REVENUE, WE HAD A LARGE INCREASE IN REVENUES TO 104 POINT, UH, $8 MILLION, WHICH REPRESENTS AN 11.4% INCREASE.

MOST OF THAT INCREASE WAS IN OUR MAJOR REVENUE SOURCES, AS WE'LL SEE HERE ON THESE NEXT FEW SLIDES.

IN TERMS OF BUDGETED REVENUE AND ACTUAL REVENUE, THE DARK GREEN LINE IS BUDGETED REVENUE.

THE BLUE LINE IS ACTUAL REVENUE, AND THAT KIND OF DOTTED BLUE LINE IS OUR PROJECTED REVENUE FOR 2023.

SO YOU CAN SEE WE'VE HAD A SIGNIFICANT INCREASE, FRANKLY, IN REVENUES FROM 2023 TO 2024.

BUT YOU CAN SEE OUR ACTUAL REVENUE HAS BEEN SIGNIFICANTLY HIGHER AS WELL.

SO WE'RE REALLY CATCHING UP TO A GREAT REALITY, A PERHAPS A LITTLE BIT OF AN UNEXPECTED REALITY, AND PERHAPS WE OVERESTIMATED THE POTENTIAL IMPACT OF REMOTE WORK A BIT, AND NOW WE'RE MAKING THAT CONNECT, UH, CORRECTION.

IN TERMS OF THE OPERATING BUDGET, WE HAVE AN INCREASE OF $10.6 MILLION.

9 MILLION OF THAT IS IN THE GENERAL FUND.

THAT IS IN THE INCREASE IN INCOME TAXES WHEN YOU COMPARE 23 TO 24, THE ORIGINAL BUDGET.

WE ALSO HAD A LARGE INCREASE IN HOTEL MOTEL TAX.

WE'LL TALK ABOUT THAT A LITTLE BIT LATER IN THE BUDGET.

WE ARE MOVING SOME COMPONENTS OF HOW WE, UH, ADMINISTER THAT TAX IN THIS BUDGET.

AND THEN ALSO WE'RE HAVING A ALMOST 20% INCREASE IN RECREATION FUNDS.

IN TERMS OF INCOME TAX.

YOU CAN SEE OUR ORIGINAL BUDGET AND OUR REVISED BUDGET IN 23 GRAFTED ON THAT RED LINE COMPARED TO THE GREEN, UH, PROJECTED LINE AND ACTUAL LINE ABOVE IT.

SO 1 0 6 IS STILL A CONSERVATIVE NUMBER.

IT'S NOT AS CONSERVATIVE AS MAYBE WE WOULD'VE BEEN HISTORICALLY, BUT IF YOU GO BACK AND LOOK AT 2018 WHERE WE BUDGETED 86 MILLION AND WE SAW 88 MILLION, IT IS IN LINE WITH THOSE PAST PROJECTIONS IN TERMS OF RECREATION AND POOL.

SO THIS IS AN INTERESTING GRAPH.

THE GREEN IS YEAR TO DATE.

THE BLUE IS REMAINING IN THOSE YEARS, AND IT'S THE LAST THREE MONTHS OF THE YEAR.

UH, THE DARK BLUE, AND THEN THE LIGHT BLUE IS THE BUDGET FOR NEXT YEAR.

SO YOU CAN SEE IF YOU TAKE THE GREEN 23 COLUMN AND ADD THE BLUE FROM LAST YEAR, WE'D BE AT 4.8 MILLION IN REVENUE, WHICH WOULD BE OUR EXPECTATION FOR 22.

SO DROPPING THAT DOWN AND BUDGETING 4.5 MILLION FOR NEXT YEAR IS STILL CONSERVATIVE, EVEN THOUGH IT SEEMS LIKE A PRETTY LARGE INCREASE BECAUSE THE ACTUALS JUST DEMONSTRATE THAT OUR RECREATION PROGRAM HAS RECOVERED NICELY.

SIMILARLY, THERE'S A LARGE INCREASE IN HOTEL MOTEL TAX THAT AMOUNT, THE 360,000 IN THE BLACK BOX IS ACTUALLY 10% OF THE PROJECTED REVENUE OF 3.6 MILLION.

WE'RE MOVING THAT FROM 8 0 4 TO FUND 2 32.

8 0 4 IS WHERE WE ADMINISTERED THE, UH, VISIT DUBLIN OHIO'S STATUTORY AMOUNT, WHICH IS 25%.

WE'VE BEEN BUDGETING THAT AT 35% IN THAT FUND, AND IT'S MORE PROPER FROM AN ACCOUNTING PERSPECTIVE TO BUDGET THEIR REQUIRED ORC 25% TO THAT 8 0 4, AND THEN COUNCIL'S DISCRETIONARY 10% FROM THE HOTEL MOTEL.

SO WE'RE MAKING THAT CHANGE IN THIS BUDGET, WHICH IS THAT AMOUNT IN THE BLACK BOX.

IF YOU COMPARE THE 2023 GREEN BAR TO THE 2022 DARK BLUE BAR OF SIX 10, YOU'D SEE THAT WE, WE HAVE A PROJECTION THIS YEAR OF 2.3 MILLION.

SO 2.4 MILLION IS A CONTINUAL INCREASE OF HOTEL MOTEL TAX RECOVERY, BUT NOT A, NOT A LARGE INCREASE FROM WHERE WE EXPECT 2023 TO FINALLY END UP.

THESE

ARE THE SAME NUMBERS STATED FROM A FUND PERSPECTIVE INSTEAD OF A SOURCE PERSPECTIVE.

SO YOU CAN SEE THE LARGEST INCREASES ARE IN, OF COURSE, THE GENERAL FUND RECREATION AND HOTEL MOTEL, WHILE THE LARGEST DOLLAR BY PERCENTAGE, SOME OF THOSE SMALLER FUNDS ARE PRETTY SIGNIFICANT IN TERMS OF, UH, THIS OPERATING BUDGET.

WE BUILT IT WITH OUR STRATEGIC FRAMEWORK IN MIND, OUR STRATEGIC FRAMEWORK OF BEING CONNECTED, SUSTAINABLE, AND A RESILIENT GLOBAL CITY OF CHOICE.

I'M NOT GONNA READ EACH COMPONENT OF THIS.

I MIGHT PICK ONE ON EACH SLIDE, BUT WE BUILT A BUDGET THAT WE FULFILL, UH, FULFILLS EACH CATEGORY IN OUR STRATEGIC FRAMEWORK.

IN THIS, WE'RE LOOKING AT OUR EVENTS AND SPECIAL PROGRAMS, PROVIDING FUNDING FOR WATER REFILL STATIONS, TRASH RECYCLING CONTAINERS, AND SUSTAINABILITY SUPPLIES FOR CITYWIDE EVENTS.

IN TERMS OF RESILIENT, WE ARE HIRING TWO ADDITIONAL POLICE OFFICERS IN THIS BUDGET TO KEEP OUR CITY SAFE.

AND THEN IN TERMS OF LAND USE, WE'RE DOING SITE CAPACITY STUDIES, PROVIDING FUNDING FOR SURVEYS, SITE APPRAISALS AND SITE READINESS THAT WOULD BE FOR LAND USE AND LIKELY ECONOMIC DEVELOPMENT SUSTAINABILITY.

IN ADDITION TO, UH, FULFILLING THE COMPONENTS OF OUR STRATEGIC FRAMEWORK, WE'RE DOING THIS AT ONE OF THE LOWEST TAX RATES IN CENTRAL OHIO.

THE CITY OF DUBLIN'S 2% INCOME TAX CONTINUES TO BE AMONGST THE LOWEST.

MANY OF OUR PARTNER CITIES OR NEIGHBORING CITIES IN OHIO HAVE, UH, HIGHER TAX RATES OF 2.5%.

IN ADDITION, WE'RE CONTINUING TO BE TRANSPARENT IN OUR FINANCIAL REPORTING, WORKING WITH THE OTTER OF STATE AND THE GFOA TO PRODUCE REPORTS THAT PROVIDE TRANSPARENCY AND ACCOUNTABILITY TO OUR RESIDENTS, AS WELL AS EARNING THE HIGHEST RATINGS FROM THE RATING AGENCIES.

AND WE'RE COMPLYING WITH THE GENERAL FUND POLICY, AND WE PROJECT AT THE END OF THIS YEAR TO HAVE A 65% FUND BALANCE AT THE END OF NEXT YEAR TO HAVE A BASICALLY A 54% FUND BALANCE THAT INCLUDES JUST UNDER $8 MILLION THAT WE'RE TRANSFERRING FROM THE GENERAL FUND TO THE CONSTRUCTION FUND.

IF WE DID NOT HAVE THAT TRANSFER, WE WOULD SEE THE FUND BALANCE AT 67%.

IN TERMS OF EXPENDITURES, THIS OPERATING BUDGET SPENDS $104.7 MILLION, UH, OR 4.3 MILLION, UH, OR 4.3% MORE THAN THE LAST OPERATING BUDGET.

THE COMPONENTS OF, UH, THE OPERATING BUDGET INCREASES ARE SHOWN ON THE RIGHT HAND SIDE OF THIS SIDE.

IT IS A LITTLE BIT, UH, DECEIVING.

ABOUT $700,000 IN EXPENDITURES WERE MOVED FROM PERSONNEL SALARIES AND BENEFITS TO OPERATING EXPENSES.

WE MOVED WHERE TRAVEL AND TRAINING WAS BUDGETED BECAUSE THAT IS ONE OF THE MOST VOLATILE LINE ITEMS IN OUR ACCOUNTS, AND COUPLING IT WITH SALARIES AND BENEFITS JUST MADE MY ABILITY TO INFLICT, UH, TO, TO DO TRANSFERS TO THAT FUND DIFFICULT.

SO BY MOVING IT TO OPERATING EXPENSES, WE'RE ABLE TO HAVE MORE VARIABILITY TO, UH, CORRECT ANY OVERAGES OR UNDERAGES IN THAT ACCOUNT.

IN TERMS OF SALARIES, WE SEE A $1.3 MILLION INCREASE, OR 3.4%.

WE'RE INCREASING TWO EMPLOYEES TO 243 FULL-TIME EMPLOYEES.

THOSE ARE THE TWO NEW POLICE OFFICER POSITIONS AND THE CREATION OF A BUSINESS DISTRICT.

THE WAGE INCREASES BUDGETED IN THIS, UH, PROPOSED OPERATING BUDGET.

ARE THE UNION INCREASES PER CONTRACT AND AN AVERAGE 4% FOR NON-UNION.

AGAIN, THAT DOESN'T MEAN THAT NON-UNION EMPLOYEES WILL BE RECEIVING THAT FLAT PERCENTAGE.

IT'LL VARY DEPENDING UPON YOUR PLACE IN THE SALARY BAND FROM TWO TO 6% OR ONE, UH, THREE TO 5% DEPENDING ON THE ALLOCATION METHODS SELECTED.

IN TERMS OF BENEFITS, WE ACTUALLY SEE A DECREASE HERE OF JUST UNDER 600,000 OR 3.2%.

THERE'S A COUPLE DIFFERENT REASONS THAT FOR THAT DECREASE, WE'LL EXPLORE.

ON THE NEXT SLIDE.

WE SAW A DECREASE IN THE COST OF SINGLE COVERAGE OF 3.1% AND THE DECREASE IN THE COST OF FAMILY COVERAGE BY 2%.

THIS FUND INCLUDES, UH, THE CONTRIBUTIONS, THE CITY CONTRIBUTIONS TO THE OHIO, UH, PUBLIC EMPLOYEES RETIREMENT SYSTEM, AS WELL AS HEALTHCARE.

IN TERMS OF HOW THIS AMOUNT IS CALCULATED, THERE ARE A COUPLE OTHER ITEMS THAT ARE IN THIS BENEFIT, UH, THAT MIGHT NOT BE AS OBVIOUS, INCLUDING EMPLOYEE TRAINING AND DEVELOPMENT, UNIFORMS AND CLOTHING, TUITION REIMBURSEMENT, AND TRAVEL AND TRAINING.

SO WE MOVED EMPLOYEE TRAINING AND TRAVEL AND TRAINING OUT OF THE BENEFITS COMPONENT AND INTO, UH, THE OPERATING EXPENSES.

SO THAT WAS ABOUT, UH, 568,000

THAT WAS MOVED IN TRAVEL AND TRAINING, AND 190,000 IN EMPLOYEE DEVELOPMENT.

IN TERMS OF THAT, THAT TAKES CARE OF SOME OF THE CATEGORIES, UH, DECREASE, BUT IT DOESN'T NECESSARILY EXPLAIN THE DECREASE IN HEALTHCARE COSTS THEMSELVES.

SO FOR THAT, YOU HAVE TO LOOK AT THE EMPLOYEE BENEFITS LINE, WHICH IS COMPRISED OF SEVERAL DIFFERENT COST CENTERS.

ONE OF THOSE IS MEDICAL CLAIMS, MEDICAL FEES, FEES, AND STOP LOSS PREMIUM.

SO THE MAIN COMPONENT DRIVING OUR HEALTHCARE DECREASE THIS YEAR WAS ACTUALLY A DECREASE IN MEDICAL CLAIMS OF ABOUT 5%, UH, SO THAT WE HAD SEVERAL HIGH COST INDIVIDUALS EXIT THE PLAN.

AND THAT BROUGHT OUR, UH, CONSULTANTS' ESTIMATE OF OUR HEALTHCARE EXPENDITURES NEXT YEAR DOWN.

AND THAT REALLY HAS LED TO THE SLIGHT DECREASE IN HEALTHCARE FUNDING THAT WE WOULD'VE HAVE OTHERWISE EXPECTED.

WE CONTINUE TO SEE DOUBLE DIGIT INCREASES IN STOP-LOSS, AND I WOULD NOT EXPECT THAT TO CHANGE ANYTIME SOON.

BUT YOU CAN SEE STOP-LOSS AS COMPARED TO MEDICAL CLAIMS, IS A MUCH SMALLER COST COMPONENT OF WHAT MAKES UP OUR BENEFIT CATEGORY.

IN TERMS OF OPERATING EXPENDITURES, WE HAD A 3.6 MILLION OR 8.6% INCREASE.

AGAIN, ABOUT SIX OR 700,000 OF THAT IS TRAVEL.

SO IT'S, IT'S SLIGHTLY LESS THAN THAT.

IN TERMS OF CONTRACTUAL SERVICES, WE HAD A 1.5 MILLION OR 7% INCREASE.

SOME OF THE LARGER LINES THAT MOVED WERE PARKS AND FORESTRY.

THAT'S FOR LARGE STREET TREE PRUNING FINANCE.

UH, WE MOVED 300,000 IN WORKERS' COMP FROM THE CITY MANAGER.

MISCELLANEOUS TO THE FINANCE, UH, MISCELLANEOUS TO BETTER ACCOUNT FOR THAT AND TRANSPORTATION AND MOBILITY HAD SEVERAL PROJECT BASED INCREASES.

ALL OF THOSE INCREASES WILL BE DISCUSSED IN MORE DETAIL AT THE, UH, NOVEMBER 6TH WORK SESSION.

IN TERMS OF SUPPLIES, WE SAW A LARGE INCREASE IN SUPPLIES, UH, MOSTLY IN INFORMATION TECHNOLOGY.

WE RECLASSIFIED FROM CONTRACTUAL SERVICES TO EQUIPMENT MAINTENANCE.

A LOT OF OUR EVERGREEN, UH, IT PROGRAM MANAGEMENT.

SO A LOT OF OUR SOFTWARE AS A SERVICE AND A LOT OF OUR YEARLY CONTRACTS ARE REALLY MAINTENANCE CONTRACTS.

THEY'RE NOT CONTRACTUAL SERVICES.

THIS, THIS IS STILL A DIFFICULT LINE TO PREDICT, UH, BUT WE'RE RUNNING AT ABOUT 1,000,004 BELOW CURRENT YEAR BUDGET AND OUTSIDE OF DECEMBER WHERE LARGE NET NET PROFIT FILINGS COULD OCCUR, WE WOULD EXPECT MOST OF THE INDIVIDUAL FILINGS TO ALREADY BE, UM, PAID AT THIS POINT IN THE, IN THE CA IN THE TAX CYCLE.

SO WE FEEL COMFORTABLE REDUCING THAT, UM, BY ABOUT $300,000.

IT'S STILL ABOUT A MILLION DOLLARS MORE THAN WE BUDGETED PRE C-O-V-I-D.

SO WE'RE STILL UP IN THAT CATEGORY.

WE JUST DON'T THINK THAT WE'RE GONNA BE UP AS MUCH AS MAYBE WE BUDGETED PREVIOUSLY.

ECONOMIC DEVELOPMENT FELL BY 500,000.

THAT IS REALLY A RESULT OF CONTINUING TO RIGHT SIZE.

THE AMOUNT WE BUDGET FOR IN INCENTIVES.

WE PREVIOUSLY BUDGETED FOR A HUNDRED PERCENT OF OUR INCENTIVES TO HIT LAST YEAR.

WE BUDGETED FOR ABOUT 80% TO HIT.

HISTORICALLY, ABOUT 50% OF THEM HIT.

AND WITH REMOTE WORK, WE'RE SEEING SLIGHTLY LESS THAN THAT, UH, IN THIS NEW ENVIRONMENT.

SO WE'RE CONTINUING TO TRY TO RIGHTSIZE HOW WE BUDGET THAT LINE.

AND THEN FINANCE HAD A $590,000 INCREASE.

360,000 OF THAT WAS FOR THE VISIT.

DUBLIN, OHIO PAYMENT, FISCAL ADMINISTRATION, UH, HANDLES THAT, UH, PAYMENT.

WE ALSO SAW AN INCREASE IN BED TAX, SO THAT'S AN INCREASE IN THE ARTS COUNCIL'S 25%, AND THAT'S INCLUDED IN THAT AMOUNT AS WELL.

IN TERMS OF CAPITAL EXPENDITURES, WE CONTINUE TO BE VERY STEADY IN THOSE WITH SOME INCREASES IN PARK OPERATIONS AND FORESTRY, AND AN OFFSETTING REDUCTION IN POOL.

THE RELATIONSHIP BETWEEN THE PROPOSED, UH, REVENUES AND EXPENDITURES IN THIS BUDGET IS FOR THE FIRST TIME EVER, WE HAVE A GREEN LINE ABOVE A BLUE LINE.

SO WE HAVE A POSITIVE VARIANCE IN THE OPERATING BUDGET.

YOU COULD SEE THERE HISTORICALLY, THOSE LINES HAVE BEEN MUCH CLOSER, UM, BUT NEVER WHERE THE GREEN WAS.

ON TOP OF THE, UH, ABOVE THE BLUE.

SINCE COVI, IT'S BEEN A LITTLE BIT ROCKY BUDGETING REVENUE, BUT WE THINK NOW THREE YEARS POST COVID, WE HAVE ENOUGH HISTORY WHERE WE CAN HAVE CONFIDENCE IN OUR INCOME TAX PROJECTIONS AND OUR BED TAX PROJECTIONS, ET CETERA.

SO THIS PRODUCED A POSITIVE BUDGET VARIANCE.

MEMBERS OF COUNCIL, THE COMMUNITY SERVICES ADVISORY COMMISSION HAS SPENT THE LAST YEAR REVIEWING WILDLIFE MANAGEMENT TACTICS WITH STAFF TO INFORM A RECOMMENDATION THIS EVENING.

SO REX PRYOR, CHAIR OF CSAC IS HERE, AND HE'LL BE PRESENTING ON THEIR RECOMMENDATION, AND I'LL TURN IT OVER TO REX.

THANK YOU, EMILY, FOR THE INTRODUCTION.

UM, TO PROVIDE SOME BACKGROUND, THIS WORK BEGAN IN FEBRUARY OF 2022 WHEN STAFF PRESENTED TO CSAC ON THE WILDLIFE MANAGEMENT PROGRAM.

ABOUT A YEAR LATER, STAFF PROVIDED AN UPDATE ON THIS TOPIC SPECIFIC TO DEER MANAGEMENT.

AT THIS MEETING, CSAC SUPPORTED A PARTNERSHIP WITH DUBLIN AND THE OHIO STATE UNIVERSITY TO CONDUCT A HERD POPULATION ASSESSMENT.

THIS PAST JUNE, STAFF PROVIDED AN UPDATE ON THE RESULT OF THAT STUDY.

WE LEARNED THAT DUBLIN HAS APPROXIMATELY 50 TO 85 DEER PER SQUARE MILE.

A HEALTHY POPULATION OF DEER IN AN URBAN ENVIRONMENT IS 20 TO 25 PER SQUARE MILE.

UH, ESTABLISHED IN THE COMMUNITY SURVEY RESULTS, THE PUBLIC SENTIMENT WAS SPLIT ON WHETHER THE POPULATION OF DEER IS INCREASING AND NEEDS TO BE MANAGED BASED ON THESE RESULTS.

STAFF PROVIDED AN UPDATE TO THE COMMISSION LAST MONTH REGARDING DEER MANAGEMENT TACTICS THAT OTHER CITIES ACROSS THE STATE AND COUNTRY HAVE IMPLEMENTED.

BASED ON THIS REPORT, CSAC SUPPORTED STAFF IN DRAFTING AN OUTDOOR FEED ORDINANCE.

WE REVIEWED THE LANGUAGE FOR THIS PROPOSED ORDINANCE AT OUR MOST RECENT MEETING AND ARE NOW RECOMMENDING THAT CITY COUNCIL DIRECT STAFF TO DRAFT AN OUTDOOR FEED ORDINANCE TO BE CONSIDERED AT THE NOVEMBER 13TH, 2023 CITY COUNCIL MEETING.

AS I MENTIONED, THE HERD POPULATION ASSESSMENT INCLUDED ROAD SIGHTINGS, CAMERA TRAP SURVEYS, AND ASSESSING THE VEGETATION FOR SIGNS OF DEER.

THESE ARE JUST A FEW BASIC WAYS THE SURVEYS ARE CONDUCTED.

THE RESULTS INDICATE THAT THERE IS A HIGH POPULATION OF DEER IN DUBLIN.

UM, THE OSU TEAM ALSO PARTNERED WITH CITY STAFF TO CONDUCT A CITYWIDE SURVEY TO GATHER THE PUBLIC'S INPUT ON THIS TOPIC.

297 RESIDENTS RESPONDED TO THE SURVEY, AND THE RESPONDENTS WERE SPLIT AS TO WHETHER THE DEER POPULATION NEEDS TO BE MANAGED.

UM, AFTER LEARNING THIS, CSAC UNANIMOUSLY SUPPORTED A NO FEED ORDINANCE.

AT OUR OCTOBER CSAC MEETING, STAFF PROPOSED STAFF PROPOSED CHANGING THE ORDINANCE TO AN OUTDOOR FEED ORDINANCE.

THE NO FEED ORDINANCE ADDRESS FEEDING DEER SPECIFICALLY.

WHILE THE OUTDOOR FEED ORDINANCE PROHIBITS FEEDING ANY WILD ANIMAL OR ANIMAL RUNNING AT LARGE, WE LEARNED THAT IN THE NEXT DECADE, THERE'S POTENTIAL FOR OBSERVANCES OF WILD TURKEYS, BOBCATS, AND BLACK BEARS.

AN OUTDOOR FEED ORDINANCE PREEMPTIVELY ADDRESSES THIS WITHOUT THE NEED TO ADOPT ANIMAL SPECIFIC NO FEED ORDINANCES.

AT THIS TIME, THE CITY'S CODE PROHIBITS FEEDING WATERFOWL ON PUBLIC PROPERTY AND FEEDING WILDLIFE IN PARKS.

IT DOES NOT ADDRESS FEEDING ANIMALS ON PRIVATE PROPERTY.

UM, THERE ARE MANY REASONS THAT FEEDING WILD ANIMALS IS AN ISSUE.

ASIDE FROM INTERFERING WITH THEIR NORMAL EATING HABITS AND THE POTENTIAL FOR DISEASE SPREAD, FEEDING WILD ANIMALS CAN LEAD TO A HIGHER CONCENTRATION OF WILDLIFE AND RESIDENTIAL AREAS.

IT CAN ALSO CAUSE WILD ANIMALS TO BECOME TOO COMFORTABLE IN RESIDENTIAL AREAS, ESPECIALLY WITH EASY ACCESS TO FOOD.

THIS CAN DESENSITIZE THEM TO PEOPLE AND DOMESTIC PET PETS, WHICH CAN LEAD TO AGGRESSIVE ANIMAL ENCOUNTERS.

BASED ON THIS INFORMATION, CSAC IS RECOMMENDING THE LANGUAGE INCLUDED ON THE SLIDE BE INCLUDED IN AN OUTDOOR FEED ORDINANCE.

AN EXAMPLE OF ANIMALS RUNNING AT LARGE WOULD BE AN OUTDOOR CAT.

I WANNA POINT OUT THAT IN SECTION B, IT STATES THAT THE FEEDING OF SOMEONE'S OWN PET OR WILD BIRDS IS AN EXCEPTION AS LONG AS IT DOES NOT ATTRACT WILD ANIMALS OR ANIMALS RUNNING AT LARGE.

CSAC WAS SUPPORTIVE OF THIS LANGUAGE BECAUSE IT ENABLES RESIDENTS TO PROPERLY MAINTAIN THEIR BIRD FEEDERS.

WE CERTAINLY DON'T WANNA PROHIBIT THAT WELCOME ADDITION TO ANYONE'S BACKYARD BIRD FEEDERS THAT ARE TOO LOW TO THE GROUND OR ALTERED TO PROVIDE EASIER ACCESS, CAN UNINTENTIONALLY BE FEEDING WILD ANIMALS THAT IMPROPER CARE WOULD BE CONSIDERED A VIOLATION OF THE ORDINANCE.

MY FELLOW COMMISSIONERS ASKED ABOUT THE ENFORCEMENT OF THIS ORDINANCE.

STAFF SHARE THAT RESIDENTS ARE ALREADY ABLE TO REPORT CODE VIOLATIONS THROUGH THE GO DUBLIN APP.

THIS WILL PROMPT CODE ENFORCEMENT STAFF TO VISIT THE HOME AND HAVE A CONVERSATION WITH THE RESIDENT.

THE GOAL IS ALWAYS FOR THE VIOLATOR TO RESOLVE THE ISSUE ON THEIR OWN ONCE, ONCE THEY LEARN OF THE CODE VIOLATION.

PUBLIC EDUCATION IS ALSO CRUCIAL TO THE EFFECTIVENESS OF AN ORDINANCE LIKE THIS.

THE COMMUNICATIONS TEAM AT THE CITY RECENTLY RELEASED A GREAT VIDEO WITH A LOT OF HELPFUL INFORMATION ON MITIGATING DEER IN YOUR YARD, AS UNDERSTAND THAT THIS IS A TOPIC AT THE RECENT NEIGHBORHOOD LEADERSHIP MEETING, WHICH IS GREAT TO HEAR BECAUSE IT ENABLES THE GRASSROOTS SPREAD OF THIS INFORMATION.

THERE'S ALSO INFORMATION ON THE WEBSITE AND SOME HANDOUTS THAT CPI PUT

TOGETHER TO FURTHER SPREAD THE WORD AGAINST FEEDING WILD ANIMALS.

UH, WITH ALL THAT BEING SAID BY UNANIMOUS VOTE, THE CSAC RECOMMENDS THAT CITY COUNCIL AMEND THE CITY'S CODE OF ORDINANCES TO INCLUDE A PROHIBITION ON OUTDOOR FEEDING, UM, OF WILD ANIMALS OR ANIMALS RUNNING AT LARGE.

AS YOU ARE AWARE, THE CITY AUCTIONED THREE PROPERTIES ON NORTH RIVERVIEW STREET IN AUGUST.

ALL THREE PROPERTIES SUCCESSFULLY CLOSED LAST WEEK, TAKING INTO ACCOUNT THE CITY'S PURCHASE PRICE, TITLE FEES, AND COUNTY TAXES.

THE CITY'S NET PROFIT ON THE SALE OF THESE THREE PROPERTIES ALONE IS JUST OVER $194,000.

STAFF IS WORKING WITH THE NEW PROPERTY OWNERS TO MEET THE MAINTENANCE AND DEVELOPMENT PROCESS TIMEFRAME OUTLINED IN THE DISCLOSURE DOCUMENTS.

BOTH OWNERS HAVE ALREADY MET WITH PLANNING STAFF TO DISCUSS THE REQUIREMENTS, AND I WANT TO THANK KENDALL AND THE ENTIRE TEAM AND ACCOMPLISHING THIS FIRST OF ITS KIND AUCTION IN THE CITY.

IT'S BEEN A LEARNING PROCESS FOR ALL TEAM MEMBERS THAT WERE INVOLVED, AND IT'S ALSO PROVEN VERY SUCCESSFUL.

A REMINDER THAT THE FIRST COMMUNITY ENGAGEMENT MEETING FOR THE DCRC REFRESH MASTER PLAN WILL PLAY TAKE PLACE TOMORROW EVENING, OCTOBER 24TH AT 6:00 PM IN THE DEVELOPMENT BUILDING, LARGE MEETING CONFERENCE ROOM, CITY STAFF AND MSA DESIGN WILL BE PRESENTING INFORMATION THAT OUTLINES CURRENT CONDITIONS OF THE BUILDING AND RELATED PROGRAMMING, AS WELL AS PROVIDING BENCHMARKING DATA FOR THE PUBLIC TO RESPOND TO WITH THEIR FEEDBACK.

IT'S OUR UNDERSTANDING THE DEMOLITION WORK IS PLANNED TO BEGIN TOMORROW.

AND LASTLY, I WANTED TO PROVIDE AN UPDATE ON OUR PLANS TO COMPLETE THE FRANKLIN STREET WATERFORD DRIVE TO SELLS ALLEY, AND AREA IMPROVEMENTS.

AS COUNCIL'S AWARE, THE PROJECT WAS PUBLICLY ADVERTISED IN THE CONSTRUCTION BID IN JUNE.

WE RECEIVED A SINGLE BID AT THAT TIME, WHICH WAS 89% OVER THE BUDGET AND 65% OVER THE ENGINEER'S ESTIMATE.

THEREFORE, WE REJECTED THE BID AND EXPLORED OPTIONS TO COMPLETE THE WORK.

YET THIS YEAR, ENGINEERING STAFF HAVE DIVIDED THE WORK INTO TWO SEPARATE EFFORTS AT THIS POINT, THE FIRST BEING THE RESURFACING OF THE ALLEYS AND THE PORTION OF WATERFORD DRIVE THAT HAS BEEN IMPACTED BY THE UTILITY WORK.

AND THE SECOND BEING THE FRANKLIN STREET IMPROVEMENTS.

STAFF SOLICITED QUOTES FROM CONTRACTORS FOR RESURFACING THE ALLEYS AND WATERFORD DRIVE WITH STRAUSER PROVIDING THE LOWEST QUOTE AND COMMITTING TO COMPLETING THE RESURFACING.

THE SCOPE OF THE FRANKLIN STREET IMPROVEMENTS INCLUDES REPLACEMENT OF CURB AND GUTTER AND DRIVEWAY APRONS, BRICK SIDEWALKS, AND TREE LAWNS.

AND THAT WAS DETERMINED FOLLOWING A PUBLIC ENGAGEMENT PROCESS AND ULTIMATELY COUNCIL DIRECTION IN LIGHT OF THE BID THAT WE RECEIVED BEING SIGNIFICANTLY HIGHER THAN BUDGET AND ESTIMATE, I RECEIVED SOME QUES, I RECEIVED SOME QUESTIONS ABOUT THE BRICK SIDEWALK MATERIAL, AND IT APPEARS THAT THE INCREMENTAL COST OF THE BRICK SIDEWALKS AS COMPARED TO THE CONCRETE SIDEWALKS, COULD POTENTIALLY BE AROUND $200,000.

SO THEY WILL GET PEOPLE TO OUR CITY, AND THEN WE WILL FIGURE OUT THAT LAST MILE LOOP WITH SOME TYPE OF TRANSIT.

AND WE'RE ALSO LOOKING AT MAKING THOSE ACTUALLY HAVE A SHELTER AND A BENCH AND A BIKE RACK.

SO THEY'RE ACTUALLY USABLE AND ATTRACTIVE.

UM, DUNCAN WEBB, PRESIDENT WEBB MANAGEMENT, UM, PROVIDED REPORT REGARDING ADDITIONAL INFORMATION REQUESTED FOR THE PERFORMING ARTS CENTER FEASIBILITY STUDY BY THE COUNCIL AT ITS AUGUST 28TH MEETING.

UH, AND I KNOW YOU WORKED YOUR WAY THROUGH HIS 300 SOME PAGE REPORT, WHICH IS REALLY VERY COMPREHENSIVE.

UH, MR. WEBB ALSO PROVIDED CASE STUDIES OF OTHER COMMUNITIES THAT HAVE TRANSITIONED LEADERSHIP OF PERFORMANCE ARTS CENTER INITIATIVES TO PRIVATE OR NONPROFIT SECTORS, WHICH WAS VERY INTERESTING.

THAT MIGHT, WHEN YOU LOOKED AT IT, IT COULD POSSIBLY FIT INTO THE METRO CENTER COMPLEX.

ONE PARTICULAR, UH, EXAMPLE, HAD A HIGH RISE CONDOMINIUM ATTACHED TO PERFORMANCE CENTER, AND SOME OF THE MONEY FROM THE CONDOMINIUM WENT INTO THE PERFORMING ARTS CENTER.

IT WAS VERY CLEVER.

AND THAT WAS DONE VERY CLOSE.

THAT WAS IN DAYTON, OHIO.

SO IT'S SOMETHING WE COULD RUN DOWN AND ACTUALLY LOOK AT.

UH, THE COMMITTEE VOTED TO MAKE THE FOLLOWING RECOMMENDATIONS, UH, EXCEPT THE FEASIBILITY STUDY INCLUSIVE OF THE SUPPLEMENTAL INFORMATION PROVIDED BY MR. WEBB.

HAVE A DISCUSSION OF FULL COUNSEL REGARDING MOVING THE PROJECT FORWARD WITH A PRIVATE SECTOR PROJECT CHAMPION, AS WELL AS A POTENTIAL LOCATION FOR THE PERFORMING ARTS CENTER.

UM, AS WE HAVE REPORTED IN THE PAST, THE NUMBER OF FOLKS THAT ARE USING THE SERVICES, THE AMOUNT OF FINANCIAL SUPPORT FROM THIS COMMUNITY CONTINUES TO, TO GROW AND, UM, UH, AND MEET THE NEEDS.

I WOULD JUST MAKE A COUPLE COMMENTS.

UM, FOR THE DUBLIN BRIDGES, OBVIOUSLY THERE'S A NATIONAL OR REGIONAL, UM, UH, NEIGHBORHOOD BRIDGES, BUT THE DUBLIN BRIDGES, THE, ONE OF THE BIGGEST AREAS OF GIVING ARE REALLY THEIR CURSED PERSONAL CARE PANTRIES THAT HAPPEN AT THE DIFFERENT SCHOOLS.

UM, AND THIS PROVIDES, UM, STUDENTS THAT NEED IT, SUCH THINGS AS LIKE SNACKS OR HYGIENE PRODUCTS, SOAP, SHAMPOO, LEGGING SOCKS, ET CETERA, SO FORTH.

UM, THEY REPORTED THAT THE DISTRIBUTION OF THIS, UM, IN ALMOST EVERY CASE IS IN THE NURSE'S OFFICE.

SO IT PROVIDES AN INTERACTION WITH THE, THE STUDENT THAT MAY NEED IT AND FOR OTHER THINGS THEY MAY NEED AS WELL.

SO OVER THE COURSE OF SEVERAL YEARS, BOTH JILL AND SARAH HAVE WORKED VERY HARD TO MAKE SURE THAT NEEDS ARE BEING MET, BUT ALSO HOW THEY'RE MET AND HOW THEY'RE DISTRIBUTED.

SO IT WAS, IT WAS REALLY, REALLY GOOD.

I WILL JUST LEAVE YOU WITH, UM, ONE NUMBER AND THAT THE IMPACT OF 2023 TO DATE IS SERVING OVER 8,000 FAMILIES.

SO THAT WAS REALLY IMPRESSIVE.

AND THEN, UM, THERE WAS A CONVERSATION BY JAMIE GREEN, UM, OWNER, UM, LEADER OF PLANNING NEXT, UM, AND VERY TIMELY, SPENT A LOT OF TIME TALKING ABOUT HIS, UM, HIS WORK WITH INTEL.

UM, OUR OUTREACH AND ENGAGEMENT STAFF, CHRISTINE AIA, HAS DONE A BEAUTIFUL JOB OF HELPING, UM, GROW OUR CIVIC ENGAGEMENT, OUR CIVIC EDUCATION FOR OUR, FOR OUR STUDENTS.
