IT'S A DAY WE RECOGNIZE AS PATRIOT DAY AND OUR NATIONAL DAY OF REMEMBRANCE.

ON BEHALF OF COUNCIL, I WANNA HONOR AND COMMEMORATE THE SACRIFICES MADE THAT DAY BY REMEMBERING THE HEROES AND THE SELFLESS COURAGE AND BRAVERY OF ALL THE FIRST RESPONDERS, THE FIREFIGHTERS, THE POLICE, THE RESCUE WORKERS, AND EVERYONE THAT GAVE THEIR LIVES AND COUNTLESS ACTS OF SERVICE ON THAT DAY AND THE DAYS THAT FOLLOWED.

TODAY, WE REMEMBER THE LIVES LOST, AND WE GIVE THANKS FOR THOSE WHO COURAGEOUSLY SERVED AND SAVED OTHERS.

MAY WE COME TOGETHER TO REMEMBER ALL THE FAMILIES THAT LOST THEIR LOVED ONES.

AND ON THIS PATRIOTS DAY, MAY WE ALSO HONOR THE PROCLAMATION THAT IT'S A NATIONAL DAY OF SERVICE AND REMEMBRANCE IN HONOR OF THOSE WE LOST AND FOLLOW THE WORDS OF PRESIDENT OBAMA, THAT EVEN THE SMALLEST ACT OF SERVICE, THE SIMPLEST ACT OF KINDNESS, IS A WAY TO HONOR THOSE WE LOST, AND A WAY TO RENEW THE SPIRIT OF UNITY THAT FOLLOWED NINE 11.

UM, HERE'S A QUICK UPDATE ON WHERE WE'RE IN OCCUPANCY RATES TO DATE.

NOW, I GUESS I, YOU KNOW, I SHOW THIS CHART A LOT, UM, BUT I WANT TO MAYBE GIVE YOU A LITTLE PERSPECTIVE ON, ON WHAT IT ACTUALLY MEANS.

SO, IF YOU SEE THAT FAR RIGHT, WE'RE AT 57% OCCUPANCY HALFWAY THROUGH THE YEAR.

RIGHT NOW, THE CITY OF DUBLIN, WE HAVE 18 HOTELS.

WE HAVE ABOUT 2,400 HOTEL ROOMS IN THE CITY OF DUBLIN.

SO IF YOU MULTIPLY THAT, MULTIPLY THAT BY 365 DAYS, THAT'S ROUGHLY 875,000 HOTEL ROOMS THAT WE HAVE TO SELL DURING THE YEAR.

SO IF YOU LOOK AT 57%, YOU KNOW, THAT'S ABOUT 500,000 OR SO, WE'RE THERE AND ABOUT 375,000 ARE, ARE UNUSED.

SO WHEN I GIVE NUMBERS, LIKE, YOU KNOW, EACH PERCENTAGE POINT EQUALS THIS, THIS, AND THIS, IT'S A REAL NUMBER.

'CAUSE WE KNOW EXACTLY WHAT THESE HOTELS ARE CHARGING FOR THE ROOMS AND, AND WHAT THE RESTAURANTS ARE AS WELL.

SO, FOR EXAMPLE, EACH PERCENTAGE POINT THAT GOES UP AND DOWN IS ABOUT $2.5 MILLION PER, PER ALL THE HOTELS ON AN ANNUAL BASIS.

AND IT'S ABOUT $6 MILLION A YEAR FOR THE ENTIRE CITY OF DEL AND ECONOMIC IMPACT.

SO THAT'S JUST ONE PERCENTAGE POINT.

SO YOU, I'LL LET YOU DO THE MATH FROM SKIDDING, 68% TO 57%.

IT'S A SUBSTANTIAL ECONOMIC IMPACT, UH, FOR THE CITY OF DUBLIN.

UM, OVERALL, YOU CAN KIND OF SEE THE HOTEL RATES.

AGAIN, OCCUPANCY RATES.

WE CAN DO SOMETHING ABOUT HOTEL RATES, WHAT THEY'RE CHARGING.

WE, WE OBVIOUSLY CANNOT.

IT'S, YOU KNOW, A FREE MARKET.

BUT WE ARE AT AN ALL TIME HIGH, $120 THAT CONTINUES TO RISE.

UM, LAST YEAR WAS A HIGH, AND THIS YEAR, UM, AGAIN, IT'S BEATING THAT, UM, AS WELL.

SO IF YOU HAVE OCCUPANCY THAT IS UP SUBSTANTIALLY OVER THE LAST YEAR, YOU HAVE ALL TIME RECORD HIGH AND HOTEL RATES, UM, YOU'RE GONNA SEE GOOD BID TAX.

AND I THINK THAT RIGHT NOW THE BID TAX IS ABOUT 15% OR SO ABOVE WHERE WE WERE LAST YEAR.

UM, THE GOOD NEWS, IT'S ONLY 3% BELOW WHERE WE WERE, UH, PRE COVID IN 2019.

SO IT CONTINUES TO CHUG UP.

UM, NEXT WEEK IS, UH, VISIT DUBLIN WEEK.

IT'S THE FIRST TIME WE'VE DONE THIS.

IT'S AN OPPORTUNITY REALLY FOR US TO RECOGNIZE THE DUBLIN HOSPITALITY INDUSTRY AND VISIT DUBLIN AS WELL, LOCAL RESIDENTS.

OUR INDUSTRY WENT DARK PRETTY MUCH FOR THREE, FOUR OR FIVE MONTHS, AND WE LOST A LOT OF EMPLOYEES, AND THEY HAVEN'T JUST NOT COME BACK.

SO OUR RESTAURANTS, OUR HOTELS, THIS IS NATIONWIDE'S, NOT A DUBLIN PROBLEM, UM, ARE REALLY SUFFERING, TRY TO GET PEOPLE BACK INTO THE SWING OF, OF UNDERSTANDING WHAT OUR INDUSTRY DOES.

SO WE'VE CREATED A VERY UNIQUE, UH, PROGRAM WITH DUBLIN CITY SCHOOLS.

YOU MAY BE AWARE THAT THEY HAVE 11, UM, ACADEMIES RIGHT NOW AT, AT, UH, EMERALD CAMPUS.

UM, WE'RE WORKING WITH THE CITY.

WE'RE GONNA CREATE A DUBLIN TRAVEL AND TOURISM ACADEMY THAT'S GONNA BE STARTING IN 24 25.

UM, IT'S NOT A VISIT DUBLIN THING.

WE'VE GATHERED ALL THE TOP MINDS.

UM, WE'VE HAD YOUR, YOUR CITY OF FOLKS AT EVENTS, ADMINISTRATION TEAM, ECONOMIC DEVELOPMENT TEAM'S, PART OF IT, UM, CAMERON MITCHELL, UM, THE MEMORIAL TOURNAMENT, THE ZOO, SEVERAL OF OUR HOTELS AND RESTAURANTS AS WELL ARE HELPING US, THE CURRICULUM, PUTTING THAT TOGETHER.

SO, UM, THE SCHOOLS THINK THE FIRST CLASS WILL START SLOW, MAYBE 15 OR 20 HIGH SCHOOL STUDENTS NEXT YEAR.

UM, AND WE'LL GO FOR THERE.

SO, AGAIN, ACCORDING TO SCHOOLS AND O S U, UH, HOSPITALITY, UM, PROGRAM, THEY THINK THIS IS ONE OF THE FIRST TYPE PROGRAMS, HIGH SCHOOL PROGRAMS IN THE COUNTRY.

SO WE'RE EXCITED TO DO THAT AS WELL.

UM, THIS YEAR WE'VE ALSO LAUNCHED, UM, A, A NEW PASS THAT OFFERS AN OPPORTUNITY TO PROMOTE YOUR 64 PLUS PARKS.

UM, IT'S A UNIQUE PASS WHERE YOU CAN SIGN UP FOR THE PASS, YOU CAN FILTER THROUGH YOUR PHONE AND GET ALL THE DIFFERENT AMENITIES THROUGH ALL THE DIFFERENT PARKS AND SUCH AS WELL.

UM, I THINK THE GREAT THING I LOVE ABOUT THIS PROGRAM, THE PHONE IS IT'S SO TRACKABLE.

UM, YOU KNOW, SO IN THE LAST THREE OR FOUR MONTHS, WE'VE HAD OVER A THOUSAND PEOPLE ACTUALLY DOWNLOAD OR USE THE PHONE AND WE'VE HAD 5,000 VISITS TO DUBLIN PARKS JUST THROUGH THAT.

SO YOU CAN TELL HOW IMMENSE THAT THE YEAR PARKS, UM, ARE BEING USED.

ONE THING WE DID THIS SUMMER THAT WAS VERY FUN, AS WE WORKED WITH OHIO HEALTH, AND YOU GUYS HAVE A LITTLE WATER BOTTLE THERE, WE ASKED ANYONE WHO VISITED 15 OR MORE PARKS THIS SUMMER COME IN AND GET A FREE WATER BOTTLE.

WE'RE MUCH ALMOST OUT OF THOSE THINGS.

SO THEY'VE GONE RAPID.

UM, IT'S A GREAT PROMOTION TO GET, UM, OUR RESIDENTS FROM, AS MOST PARKS AS RESIDENTS, HAVE VISITORS AS WELL, TO GO TO THE, UH, DIFFERENT PARKS.

UM, WE CONTINUE TO WORK HARD TO PROMOTE THE ARTS.

UM, YOU KNOW, I'VE ALWAYS SAID IT'S ONE OF OUR GREATEST ASSETS WE HAVE, UM, IN OUR COMMUNITY.

UH, WE WORK TO GET A BUNCH OF BLOGGERS HERE IN TOWN THIS SUMMER, UM, TO WRITE ABOUT THE ARTS AS WELL AND GO BACK AND WRITE ABOUT IT AND, AND SHOW THEIR AUDIENCES.

WE'VE ALSO PARTNERED WITH TOURISM OHIO, WHICH IS THE STATE TRAVEL AND TOURISM OFFICE, TO CREATE A UNIQUE VIDEO, UM, ON DUBLIN ARTS AND IN PARTICULAR, ART IN PUBLIC PLACES.

THAT'S WHERE THE 40 MILE PER HOUR ZONE WILL PICK RIGHT BACK UP.

SO THERE WILL BE NO SMALL SEGMENTS OF A DIFFERENT SPEED LIMIT.

SO WHEN I WAS INFORMED THAT WE WERE WORKING WITH ENG, UH, WITH UNION COUNTY ON THIS PROJECT, IN MY MIND THE LAST TIME WE WORKED WITH UNION COUNTY WAS THE ROUNDABOUT WITH UH, COS COSS GRAY AND 1 61 IN THAT PROJECT, UNION COUNTY WAS THE CONTRACTING AGENT AND WE PROVIDED OUR PORTION TO THEM AND THEY CONTRACTED.

I DID NOT REALIZE THAT IN THIS PROJECT WE ARE SWITCHING ROLES.

WE ARE THE CONTRACTING AGENT AND UNION COUNTY IS PROVIDING THEIR CONTRIBUTION TO US.

SO WHEN I BUDGETED FOR THE 2023, UH, C I P I BUDGETED OUR CONTRIBUTION BECAUSE THAT WOULD BE OUR EXPENDITURE GOING TO UNION COUNTY.

THAT IS NOT SUFFICIENT FOR THIS PROJECT.

I NEEDED TO BUDGET UNION COUNTY'S PORTION COMING TO US AS WELL.

THAT'S A MAJORITY OF WHAT THIS REQUEST IS.

IT ALSO CAME IN SLIGHTLY OVER THE ENGINEER'S ESTIMATE.

TWO BIDS WERE OPEN FOR THE QANTAS RIVERWAY BOARD, OUR PARK BOARDWALK IMPROVEMENTS PROJECT.

THIS INCLUDES REPLACEMENT OF SOME OF THE EXISTING BOARDWALK DECKING, SOME OF THE STRUCTURES, UM, INSTALLATION OF NEW SECTIONS OF BOARDWALK TO BRIDGE AREAS OVERCOME BY GROUNDWATER AND OTHER DEBRIS WITH ALGAE.

UM, IT ALSO INCLUDES HANDRAILS AND GUARDRAILS TO BE ADDED TO CERTAIN SECTIONS TO ENSURE THAT THAT DOES IN FACT MEET CODE AND IT ALSO INCLUDES INVASIVE PLANT REMOVALS, UM, ALONG THE PATH.

UM, WE HAVE EXTENSIVE AMOUNT OF HONEYSUCKLE THERE DOWN IN A PARK.

UM, THIS PARK IS ACTUALLY OWNED BY THE CITY OF COLUMBUS AND IS MAINTAINED BY THE CITY OF DUBLIN PER A LEASE AGREEMENT THAT WAS EXECUTED BACK IN 1990.

STAFF HAS WORKED, UH, VERY CLOSELY WITH THE APPROPRIATE COLUMBUS STAFF TO SEEK THE APPROPRIATE REVIEWS AND APPROVALS FROM THEM PER THE AGREEMENT.

SO ALL OF THAT HAS BEEN CONDUCTED.

THE ENGINEER'S ESTIMATE FOR THE PROJECT WAS $400,000.

THE LOWEST BID RECEIVED WAS FROM SMOOT CONSTRUCTION COMPANY IN AMOUNT OF $384,450, WHICH IS 3.8% BELOW THE ENGINEER'S ESTIMATE.

STAFF HAS THOROUGHLY REVIEWED THE BID, UH, RECEIVED FROM SMOOT CONSTRUCTION AND FOUND IT TO BE THE LOWEST AND BEST BID.

UH, DUE TO SOME OF THE SPECIFIC DESIGN SPECIFICATIONS, A MONUMENT BOLUS, UH, INFORMATIONAL SIGNAGE AND A PLAQUE WILL ALSO BE PRODUCED UNDER DIFFERENT CONTRACTS.

BUT THIS, THIS PHASE OF THE PROJECT WILL BE WORKING TOGETHER SIMULTANEOUSLY.

THE LOCATION OF THE CEMETERY IS IDENTIFIED ON THIS MAP.

UH, SOME BRIEF, UH, BACKGROUND ON THE CEMETERY.

IT WAS ACTUALLY LOST SOMETIME IN THE EARLY 19 HUNDREDS AND WAS REDISCOVERED DURING AN ARCHEOLOGICAL SURVEY FOR THE SURROUNDING UNIVERSITY BOULEVARD PHASE TWO PROJECT.

IT WAS NAMED FOR THE EARLY AFRICAN AMERICAN SETTLERS WHO OWNED THE LAND.

ARCHEOLOGICAL EXCAVATIONS RESULTED IN THE IDENTIFICATION OF 22 GRAVE SHAFTS.

UH, THERE WERE NO ATTEMPTS TO EXHUME THE REMAINS AND BURIALS WERE LEFT IN PLACE.

UH, GENEALOGICAL RESEARCH WAS CONDUCTED RESULTING IN US LOCATING SOME OF THE FAMILY MEMBERS OF THE BROWN HARRIS FAMILY.

UM, THROUGH THIS RESEARCH, UM, THOSE, UM, I RELATIVES HAVE BEEN IDENTIFIED AND ACTUALLY TOOK PART OF THE DESIGN FOR THIS, FOR THE CEMETERY ITSELF.

UM, ALSO INCLUDED IN THE CEMETERY'S DESIGN WAS THIS, UH, STATE HISTORIC PRESERVATION OFFICE, DUBLIN HISTORIC SOCIETY, AND CERTAINLY OUR STAFF.

DETAILS OF THE CEMETERY INCLUDE, UM, A PATH COMING FROM THE WEST, A BLACK ALUMINUM FENCE, STONE PILLARS AT THE CORNER, ENTRY, UH, STONE OBELISK IN THE CENTER SURROUNDED BY NATIVE PLANTINGS, BENCHES, INTERPRETIVE SIGNAGE, AND THREE OAK TREES.

THE ENGINEER'S ESTIMATE FOR THIS PROJECT, UM, IS $251,976, AND THE TOTAL BUDGET FOR THE PROJECT IS $400,000.

STAFF RECEIVED TWO BIDS WITH THE LOWEST BID RECEIVED FROM, UH, BRENT CONSTRUCTION COMPANY OR INCORPORATED, AND THE AMOUNT OF $247,000, $247,630 AND 19 CENTS, UH, WHICH IS 1.72% BELOW THE ESTIMATE.

THE PROJECT SATISFIES CONDITIONS SET FORTH IN THE DEPARTMENT OF THE ARMY, SECTION 4 0 4 PERMIT ASSOCIATED WITH THE UNIVERSITY BOULEVARD PHASE TWO PROJECT, AND WAS REVIEWED AND APPROVED BY THE CITY'S ARCHITECTURAL REVIEW BOARD IN APRIL OF THIS YEAR.

THE PROJECT RECEIVED A $450,000 GRANT AS PART OF THE 20 21, 20 22 STATE OF OHIO CAPITAL BUDGET.

THE GRANT IS ADMINISTERED BY THE OHIO FACILITIES CONSTRUCTION COMMISSION AND CITY STAFF HAS WORKED WITH, UM, THAT COMMISSION TO MAKE SURE THAT THE DESIGN PROCESS WAS, UM, SATISFYING ALL OF THE CONDITIONS WITH THAT GRANT AS WELL.

UH, ON THURSDAY, AUGUST, UH, 17TH, TWO BIDS WERE OPEN FOR THE RIVERSIDE CROSSING PARK, EAST RIVER ACCESS TRAIL PROJECT.

THIS PROJECT INCLUDES ALL MATERIALS AND LABELED NECESSARY TO INSTALL A LIMESTONE BOULDER STAIRWAY AND A DRAINAGE CHANNEL FROM THE SHARED JUICE PATH LEADING TO THE SIDE OF RIVER AT RIVERSIDE CROSSING PARK.

THE GENERAL LOCATION IS IDENTIFIED ON THE MAP IN RED, WHICH IS LOCATED ADJACENT TO THE OVERLOOK ALONG THE SHARED JUICE PATH IN THE PARK.

THE ENGINEER'S ESTIMATE AND BUDGET FOR THIS PROJECT IS $250,000.

STAFF RECEIVED TWO BIDS WITH THE LOWEST BID RECEIVED FROM FIVE SEASONS LANDSCAPING MANAGEMENT IN THE AMOUNT OF $207,791, WHICH IS 16.8% BELOW THE ENGINEER'S ESTIMATE.

THIS PROJECT IS INCLUDED IN, UH, THE ORIGINAL MASTER PLAN FOR THE PARK AND WAS INITIALLY FUNDED IN 2021 IN THE CAPITAL IMPROVEMENTS PLAN TO FOLLOW THE COMPLETION OF RIVERSIDE CROSSING PARK EAST PLAZAS AND LAWN AREAS.

HOWEVER, SEVERAL COMPLEXITIES TO INTEGRATE THE DESIGN INTO THE RIVER BANK WITH THE EXISTING CONDITIONS AND TO ENSURE THAT PROJECT DID NOT EXCEED AND ALLOWABLE RIVER, UH, FLOW IMPACTS STAFF HAS THOROUGHLY REVIEWED THE FIVE SEASONS LANDSCAPE MANAGEMENT BID AND FOUND IT TO BE THE LOWEST AND BEST BID.

THEREFORE, STAFF RECOMMENDS APPROVAL OF RESOLUTION 63 23.

SO THERE'S PLENTY OF ROOM DOWN THERE TO BE ABLE TO LAUNCH A KAYAK FOR SURE.

UM, AS FAR AS A D A ACCESS, THE SLOPE OF THIS AREA IS JUST NON AMENABLE TO BE ABLE TO PUT IN

MATT, I COULDN'T REALLY TELL FROM THE DRAWINGS IS HOW CLOSE DOES THE LIMESTONE, UM, LIKE THE LOWER PLAZA IN THE STAIRS, HOW CLOSE DOES THAT GET TO THE RIVER? UM, I DON'T THINK IT GOES ALL THE WAY TO THE RIVER BECAUSE THE, IT DOES FLATTEN OUT AT THE BOTTOM OF THAT.

UM, I'LL JUST SAY THE, THE, THE AREA WHERE THIS STAIRCASE IS GOING IN, IT'S PROBABLY, MAYBE I'M GONNA ESTIMATE OFF THE TOP OF MY HEAD 25, 30 FEET FROM THE RIVER'S EDGE, BUT IT IS IN THE FLOODPLAIN.

IT IS.

UM, BUT, AND BASED ON THE, UM, MATERIALS THAT WE ARE PUTTING IN, UM, DON'T EXCEED THE REQUIREMENTS THAT REQUIRE ADDITIONAL PERMITS AND THINGS OF THAT SORT, SO THAT WE HAVE BEEN WORKING CLOSELY TO MAKE SURE THAT THE, THE DESIGN MEETS ALL OF THE RIVER FLOW, UM, IMPACT STUDIES AND SO FORTH.

I, I WOULD, I WOULD ONLY SAY, UH, TO, TO HAVE THIS MATERIAL BE DRY LAID IS, IS PROBABLY NOT GOING TO BE SUSTAINABLE.

I THINK IT'S GOING TO BECOME SOMETHING THAT WE'RE PARTICULARLY THESE LIMESTONE STAIRS, THEY, THEY MOVE, UH, A LOT AND I DON'T KNOW THAT WE WANT TO DRY LAY THIS MATERIAL.

I I DON'T THINK IT WILL HOLD UP TO THE WATER FLOW THAT COMES DOWN THE RIVER.

UM, YOU KNOW, YOU SEE GIANT TREES COMING DOWN THAT RIVER WHEN IT'S FLOODING AND YOU, YOU HAD A, YOU KNOW, YOU GET A 12 INCH TREE RUNNING INTO A, A LIMESTONE STAIR THAT'S JUST ON A COMPACTED AGGREGATE BASE.

IT'S NOT GOING TO BE THERE FOR VERY LONG.

SO I DON'T KNOW IF WE CAN GET, IF THIS IS WHAT IS RECOMMENDED, I DON'T KNOW IF WE CAN GET SOME KIND OF WARRANTY OR GUARANTEE ON, UM, THESE STAYING PUT.

BUT, YOU KNOW, I, I THINK WE PROBABLY SHOULD PUT THEM IN CONCRETE AND NOT JUST ON A, A COMPACTED AGGREGATE.

'CAUSE THEY'RE GOING TO WASH DOWN THE RIVER WITH EVERY OTHER ROCK THAT WASHES DOWN THE RIVER.

I DO KNOW THAT THAT WAS BROUGHT UP IN DESIGN AND CONVERSATION BECAUSE OF THAT CONCERN.

UM, I'LL HAVE TO GO BACK AND, AND, AND FIND THE SPECIFIC INFORMATION THAT'S RELATED TO THAT.

PART OF THAT IS PROBABLY THAT DISTANCE FROM THE RIVER'S EDGE BECAUSE, UM, IT COULD BE OUT OF THE WAY OF THE FLOW OF, OF FLOODING WATERS.

UM, AND THEN WE TALKED ABOUT, UM, WAYS TO, YOU KNOW, DO REMINDERS IN SOME OF THOSE TYPES OF THINGS.

SO AGAIN, I THINK A GOOD OPPORTUNITY TO LOOK BACK AT WHAT WE'VE ACCOMPLISHED AND MAYBE SOME POTENTIAL CHANGES.

AND SO, UH, THAT WAS THE NATURE OF THAT CONVERSATION.

AND THEN, UM, GIVEN THAT WE ARE HEADED NOW INTO THE 2024 OPERATING BUDGET, THE COMMITTEE ALSO TALKED ABOUT COUNCIL TRAVEL AND COUNCIL TRAVEL BUDGETS RELATED TO THAT.

SO, UM, IN LIGHT OF COUNCIL'S DESIRE TO TRAVEL MORE THAN I THINK WE HAVE POTENTIALLY IN THE PAST, UM, THE COMMITTEE, UM, IS RECOMMENDED AND VOTED TO INCREASE THE AMOUNT OF TRAVEL BUDGET THAT WILL COME FORWARD IN THE OPERATING PLAN.

UM, SO WE DON'T NEED TO VOTE ON THAT TONIGHT.

WE WILL HAVE THAT DISCUSSION AS PART OF THE OVERALL OPERATING.

UM, BUT IT WAS THE DISCUSSION OF THE GROUP THAT, UM, YOU MAKE SURE THAT WE, WE KEEP UP WITH WHAT THE DESIRE IS AND WITH INFLATION, SO THAT YOU'LL SEE THAT, UM, COME FORWARD.

WE ALSO TALKED ABOUT, UM, PRACTICES AND, UM, PREFERENCES, IF YOU WILL, ABOUT TRAVEL AND ASK STAFF TO, UM, DO SOME WORK ON THAT AND BRING THAT BACK TO THE ADMIN COMMITTEE FOR SOME DISCUSSION.

AMY, WOULD YOU LIKE TO START? HAVE ANYTHING? AND SO, UH, YOU KNOW, IT'S THE 22 YEAR ANNIVERSARY OF SEPTEMBER 11TH, AND I WANTED TO SHARE, UH, A STORY WITH YOU, UM, EXTRA EXTRAORDINARY ACTS OF KINDNESS, I WOULD CALL IT.

SO, UM, THE MORNING OF SEPTEMBER 11TH, I THINK A LOT OF US WERE GLUED TO A TV, UM, WATCHING THE EVENTS UNFOLD IN HORROR.

AND, BUT AT THAT TIME, THERE WERE FLIGHTS INBOUND FROM FRANKFURT, JAPAN, YOU KNOW, ALL AROUND THE WORLD.

THOSE FOLKS DIDN'T KNOW WHAT WAS GOING ON, AND THEY WERE FORCED TO LAND AT THE CLOSEST AIRPORT.

UM, OUR GUEST ON FRIDAY AT ROTARY WAS, UH, A LADY SHIRLEY BROOKS JONES.

SHE WAS A O S U FACULTY MEMBER, BUT SHE WAS FLYING BACK FROM FRANKFURT THAT MORNING.

AND THE PILOT GOT ON AND SAID, THERE'S AN INDICATOR LIGHT THAT ISN'T WORKING.

WE HAVE TO LAND.

SO THEY LANDED THE AIRPLANE, AND, UH, LEWIS NEAR LEWISPORT, UH, NEWFOUNDLAND THE GANDER AIRFIELD, UH, I THINK IT WAS AN OLD MILITARY AIRFIELD, UM, 10,000 TRAVELERS WERE BROUGHT TO THAT AIRPORT THAT MORNING.

AND THE, THE TOWN, THE NEAREST TOWN OF LEWISPORT, UM, GATHERED TOGETHER AND TOOK THESE PEOPLE IN.

UM, THEY USED SCHOOL BUSES TO PICK THESE FOLKS UP FROM THE AIRPORT AND BUS THEM TO THE VARIOUS TOWNS NEAR GANDER AIRFIELD.

AND, UM, YOU KNOW, HERE, THEY, THEY WERE ON THE AIRPLANE FOR 29 HOURS BEFORE THE BUSES CAME, BUT, UM, AS THEY WERE DRIVING INTO TOWN, THERE WERE AMERICAN FLAGS EVERYWHERE.

UM, SO IT, YOU KNOW, YOU, UH, IT'S STORIES LIKE THAT THAT GIVE YOU FAITH THAT, UM, HUMANKIND IS OUT THERE AND, UM, THERE ARE PEOPLE DOING THE RIGHT THINGS.

UH, THIS WE DID AS THE, AS THE CITY AND, UM, HAD A GREAT OPPORTUNITY TO WALK THE EXECUTIVE COMMITTEE, UM, THROUGH THE HISTORIC DISTRICT AND ACROSS THE BRIDGE.

AND, UM, UH, ACTUALLY, UH, KRISHA, WE WALKED THROUGH A LITTLE BIT OF KIWANIS PARK AND THINGS ON OUR WAY BACK.

SO THEY GOT TO SEE SOME OF WHAT WAS GOING ON IN, UM, IN THE CITY OF COLUMBUS AS WELL THAT WE WERE DOING.

UM, BUT THANKS PAUL FOR, UH, FOR A DIVINE APPOINTMENT OF MEETING US ON THE BRIDGE AND, UH, WALKING THROUGH SOME OF THE CONSTRUCTION ISSUES WITH THAT.

AND, UM, REALLY I WANTED TO SHARE THE OUTCOME OF THAT, UH, WHICH I THINK IS GOING TO BE SIGNIFICANT FOR US REGIONALLY.

SO, UM, WE WERE THROUGH THE, UM, THE ECONOMIC DEVELOPMENT AGENCY OF THE FEDERAL GOVERNMENT.

WE WERE AWARDED A, UM, A ECONOMIC DEVELOPMENT ADVANCEMENT ZONE, UM, FOR THE MORSEY 15 COUNTY REGION.

AND, UM, I JUST WANNA CONGRATULATE THEM ON THAT WORK OF GETTING THAT ACROSS THE FINISH LINE, BECAUSE THAT'S A VERY SIGNIFICANT MILESTONE FOR MANY OF THE APPLICATIONS FOR FEDERAL DOLLARS TO BE MATCHED.

UM, THE STATISTICS SAY THAT YOU'RE FOUR TIMES MORE LIKELY TO RECEIVE A GRANT IF YOU ARE IN AN ECONOMIC DEVELOPMENT ADVANCEMENT ZONE THAN IF YOU ARE NOT.

SO PARTICULARLY WITH THE LINK US AND PASSENGER RAIL, THAT WILL BE, UM, WILL BE VERY IMPORTANT TO GARNER MORE FEDERAL DOLLARS AND OPEN UP DOORS SO THAT WE HAVE ACCESS TO THOSE.

IT WOULD ALSO INCLUDE THINGS LIKE RAIL STATIONS AND SOME OF THE THINGS THAT WE'VE BEEN WORKING ON FOR A LONG TIME.

SO I JUST WANTED TO SHARE THAT INFORMATION, UM, AS YOU, UH, MAY SEE SOME OF THAT HERE IN THE NEAR FUTURE.
