UM, WE WERE ACTUALLY PLANNING ON COMING THE NIGHT BEFORE.

I SAW THAT YOU ACTUALLY HAD SOME PEOPLE LAST WEEK ALSO COME, SO I JUST WANTED TO CHANGE IT UP A LITTLE BIT AND MAKE SURE THAT WE JUST REITERATE OUR CONCERN.

UM, FROM WHAT I SAW LAST WEEK, AND I THINK SOME RESEARCH IS ALREADY BEING LOOKED INTO IT, I TAKE IT, UM, BUT THAT IT'S SOUNDS LIKE IT'S OUT OF THE CITY'S HANDS AND IN THE STATES OR SOMETHING LIKE THAT.

AND, UH, I JUST WANNA MAKE SURE IT WAS REALLY CLEAR THAT WHEN I SAW THAT THERE'S ALREADY SOME STUFF GOING ON AND OUR CONCERNS ARE COMING TO LIFE, IF YOU WILL.

SO I, ALTHOUGH I AM FOND OF SOMEBODY DOING THEIR COMMUNITY SERVICE AND HELPING THESE GENTLEMEN OUT, I DO NOW FEAR THAT I HAVE TO TELL MY 22 YEAR OLD WHO'S STILL LIVING AT HOME.

PLEASE DON'T GO ON ASFORD ROAD WHEN YOU'RE JOGGING.

I DON'T THINK DUBLIN REPRESENTS THAT.

AND WHEN I GREW UP, THEY HAD HOMES IN MARYSVILLE CALLED MARYHAVEN FOR PEOPLE THAT MIGHT HAVE TAKEN AN L S D TRIP OR SUCH A THING.

BUT TO KNOW OUR RIVER FOREST HAS ALLOWED, THIS IS THE CITY OF DUBLIN NEEDS TO PROTECT US FOR THE FUTURE BECAUSE LIKE THE GENTLEMAN SAID LAST WEEK, THIS IS NOT GONNA BE A ONE-OFF, ONE-OFF, OFF.

IT'S GONNA HAPPEN AGAIN.

I READ SOMETHING WHERE IT SAYS, YOU CAN ALLOW THIS IF IT'S EIGHT LOTS AWAY ON EITHER SIDE OF THE HOUSE.

SO GOD FORBID, LIKE THE OTHER WOMAN SAID LAST WEEK, ANOTHER HOUSE COMES UP FOR SALE AND THEY PROBABLY ATTEND THE SAME MEETINGS AT THE, AS THIS MICHAEL CLANCY THAT'S RUNNING IT WILL GET OUT ABOUT THIS AND THEY WILL SEE OUR NEIGHBORHOOD AS AN ISOLATED MATURE TREE NEIGHBORHOOD.

AND THAT'S PROBABLY WHY THEY CHOSE THIS RATHER THAN AN AREA NEAR A SCHOOL.

I'M SURE THEY WOULDN'T WANT THAT.

BUT IF WE ALLOW, IF CHURCHES, UM, LAW OFFICES TO PRACTICE IN RESIDENTIAL AREAS, IT DOES NOT MAKE SENSE TO ME WHATSOEVER TO HAVE RECOVERING PHASE ONE ATTICS THAT COULD PUT TOP VERY EASILY SNEAK OUT OF THEIR HOUSES.

AND AGAIN, WE HAVE A HUGE NEW GARAGE.

KBA FEEDS IS AN ANIMAL NUTRITION BUSINESS HEADQUARTERED IN UPPER SANDUSKY, OHIO.

THE COMPANY WAS FOUNDED IN 1963 AND HAS BECOME A REGIONAL LEADER WITHIN THE ANIMAL NUTRITION INDUSTRY.

COMBA FEEDS UTILIZES CUTTING EDGE TECH, CUTTING EDGE TECHNOLOGY AND PROPRIETARY PROCESSES TO DELIVER SAFE, INNOVATIVE PRODUCTS WITH STRINGENT INGREDIENT TESTING, COMPUTER AUTOMATED SYSTEMS, PATENTED TECHNOLOGIES, DEDICATED MANUFACTURING FACILITIES, AND IN-HOUSE NUTRITION SPECIALISTS.

COMBAT FEEDS IS CONSIDERING LEASING A FACILITY IN THE CITY OF DUBLIN.

THE ECONOMIC DEVELOPMENT AGREEMENT PROPOSED IS A 20% INCENTIVE ON WITHHOLDINGS OVER THREE YEARS VALUED AT $16,500.

UM, AS MATT SAID FOR THIS EVENING, EVENING'S DISCUSSION, CITY OF DUBLIN AND DUBLIN ARTS COUNCIL STAFF ARE ASKING COUNCIL TO APPROVE THE SELECTION OF THE PROPOSED SITE FOR THE NEXT SITE SPECIFIC PERMANENT PUBLIC ARTWORK TO BE ADDED TO OUR $3.8 MILLION AWARD-WINNING PERMANENT COLLECTION.

ONCE YOU HAVE APPROVED THE SITE, THE PROCESS OF REALIZING THE ARTWORK WILL TAKE PLACE OVER AN APPROXIMATE TWO YEAR PERIOD UNTIL THE ARTWORK IS INSTALLED.

WE HOPE TO LEAVE THIS EVENING WITH AUTHORIZATION TO PROCEED WITH A RECOMMENDED SITE SO THAT WE CAN BE BEGIN THE ARTIST SELECTION PROCESS.

IN SEPTEMBER OF 2022, COUNCIL APPROVED DUBLIN'S NEXT PUBLIC ART COMMISSION, WHICH IS TO BE FUNDED THROUGH AN OHIO FACILITIES CONSTRUCTION COMMISSION, OR O F C C GRANT AWARDED THROUGH THE STATE OF OHIO CAPITAL BUDGET AND THE CITY OF DUBLIN'S HOTEL MOTEL TAX.

THIS IS A UNIQUE COMMISSION FOR DUBLIN

AND AN UNPRECEDENTED OPPORTUNITY TO COLLABORATE WITH THE STATE.

IN ADDING TO OUR PERMANENT COLLECTION OF PUBLIC ART, THE GRANT REQUIRES THE ARTWORK CITED ALONG MEREFIELD DRIVE.

IN MAY OF 2023, THE CITY OF DUBLIN DUBLIN ARTS COUNCIL AND THE MEREFIELD ASSOCIATION SIGNED A ME MEMORANDUM OF UNDERSTANDING, ESTABLISHING THE TERMS AND CONDITIONS FOR MEETING THE REQUIREMENTS OF THE O F C C GRANT AND UPHOLDING THE PROCESS FOR DEVLIN'S ART AND PUBLIC PLACES COMMISSIONING PROCESS.

A COPY OF THE M O U HAS BEEN INCLUDED IN YOUR MEETING PACKET.

THE SITE SELECTION PROCESS ADHERES TO THE POLICIES OF THE PUBLIC ART MASTER PLAN, AND INCLUDES IDENTIFYING AND ASSESSING POTENTIAL SITES.

THE PROCESS ALSO INCLUDES GATHERING COMMUNITY FEEDBACK ON THE POTENTIAL SITES FROM ADJACENT PROPERTY OWNERS AND FROM THE COMMUNITY AT LARGE.

A TEAM OF SEVEN REPRESENTATIVES FROM DUBLIN ARTS COUNCIL, THE CITY OF DUBLIN, AND THE MEREFIELD ASSOCIATION, VISITED THREE POTENTIAL SITES FOR DUBLIN'S NEXT LARGE SCALE, COMMISSIONED ARTWORK IN LATE NOVEMBER OF 2022, AND ARE BRINGING YOU THE RESULTS OF THOSE SITE VISITS.

EACH SITE WAS REVIEWED AND MEASURED AGAINST A COMPREHENSIVE SET OF CRITERIA.

THE MINIMUM CRITERIA FOR AN ART AND PUBLIC PLACES PROJECT SITE IS THAT IT'S ACCESSIBLE TO ALL CONSIDERATE OF PUBLIC SAFETY, FEASIBLE AND SAFE FOR THE INSTALLATION OF ARTWORK.

AND AGAIN, FOR THIS PROJECT, THE STATE GRANT ALSO REQUIRES THE ARTWORK BE VISIBLE ON MEREFIELD DRIVE, UNDERSTANDING THAT SOME SITES MIGHT SATISFY SOME SELECTION CRITERION, BUT NOT ALL, AND THAT EQUAL GEOGRAPHIC DISTRIBUTION BETWEEN PERMANENT ARTWORKS IS DESIRABLE.

IDEAL LOCATIONS FOR ART AND PUBLIC PLACES.

PROJECTS SHOULD INCLUDE, BUT NOT BE LIMITED TO THE FOLLOWING.

HIGHLY VISIBLE, HIGHLY TRAFFICKED, AND EASILY ACCESSIBLE AREAS, LOCATIONS THAT ARE WALKABLE TO PROVIDE THE VIEWER WITH A 360 DEGREE ACCESS TO THE EVENTUAL ARTWORK AND EDUCATIONAL COMPONENTS OF THE COLLECTION.

LOCATIONS WITH HISTORIC SIGNIFICANCE TO DUBLIN AND OR RESIDENTS OF THE DUBLIN AREA.

LOCATIONS WHERE PUBLIC ART MIGHT NOT BE EXPECTED OR CAN BE DISCOVERED.

LOCATIONS SHOULD BE CITY-OWNED PROPERTY.

ALTHOUGH UNDER SPECIAL CIRCUMSTANCES, PRIVATE PROPERTY COULD BE CONSIDERED LOCATIONS THAT LEND THEMSELVES TO A SPECIFIC PROJECT AUDIENCE OR DESIRED FORM OF PUBLIC ART.

AND FINALLY, LOCATIONS THAT WHEN ACTIVATED BY ART, CREATE A STRONG SENSE OF PLACE BASED ON THE SELECTION CRITERIA.

THE REQUIREMENT OF THE STATE GRANT APPLICATION OF BEST PRACTICES IN THE SIGHTING OF PUBLIC ART, AND CONSIDERING GEOGRAPHIC DISTRIBUTION OF ARTWORK.

AND DAY-TO-DAY KNOWLEDGE OF DUBLIN'S PARK AND PUBLIC PLACES, CITY OF DUBLIN AND DUBLIN ARTS COUNCIL STAFF RECOMMEND APPROVAL OF THE SITE AT WHITTINGHAM AND MEREFIELD DRIVE FOR DUBLIN'S.

NEXT SITE, SPECIFIC LARGE SCALE PERMANENT ARTWORK.

A TOTAL OF THREE SITES WERE IDENTIFIED AND REVIEWED, AND THIS SITE MET THE CRITERIA AND BEST SATISFIES THE O F C C GRANT REQUIREMENTS.

IN FAIRNESS TO THE PROCESS, WE WILL PRESENT INFORMATION ABOUT EACH OF THE THREE SITES, THEN OPEN THE FLOOR FOR DISCUSSION AND QUESTIONS.

SITE ONE IS WHITTINGHAM AND MEREFIELD DRIVE.

THIS OPEN GREENFIELD HAS A 360 DEGREE ACCESS ALONG MEREFIELD DRIVE JUST NORTH OF WHITTINGHAM DRIVE.

THE STRENGTH OF THE LOCATION INCLUDES HIGH VISIBILITY ON MEREFIELD DRIVE WITH GREAT SIGHT LINES, BOTH NORTH AND SOUTHBOUND.

THE PROPOSED KNOLL SITE IS APPROXIMATELY 10 FEET HIGH, WHICH CONTRIBUTES TO ITS VISIBILITY.

NEW ARTWORK HAS THE POTENTIAL TO ENHANCE THE EXISTING LANDSCAPING AND CREATE HARMONY AND BALANCE AT THE SITE.

AND A CANOPY OF TREES OVER THE SHARED USE PATH CONTRIBUTES TO A SENSE OF DISCOVERY.

AS ONE APPROACHES THE SITE ON FOOT, VISITORS WALKING THE PATH COULD JUST HAPPEN UPON THE ARTWORK.

THE SITE IS ACCESSIBLE BY SEVERAL BIKE PATHS AS A DRIVE BY ON MEREFIELD DRIVE, OR AS A TOURNAMENT SPECTATOR ENTERING OR WALKING THE COURSE.

THE SITE IS LOCATED ADJACENT TO THE 12TH HOLE IN THE 13TH GATE FOR THE MEMORIAL TOURNAMENT, WHICH PROVIDES OPPORTUNITIES FOR BROADCAST VISIBILITY ON A GLOBAL STAGE.

THE NEXT SITE IS THE MEREFIELD DRIVE LAKE.

THE STRENGTH OF THE SITE IS THE HIGH VISIBILITY AT THE ENTRANCE TO THE MEREFIELD ASSOCIATION FROM MEREFIELD DRIVE AND THE GAZEBO ACCESSIBLE FROM MAYFIELD'S 29 MILE PAVED WALKING BICYCLE PATHS, A PUBLIC PARKING LOT IS AVAILABLE A FEW YARDS FROM THE SITE.

THE LAKE FEATURE LENDS ITSELF TO EDUCATIONAL OPPORTUNITIES, INCLUDING WATER CONSERVATION AND INFORMATION ABOUT NATIVE FLORA AND FAUNA.

WHILE VISIBILITY IS STRONG FROM THE STREET, THERE WAS A CONCERN THAT THE

POTENTIAL ARTWORK MAY COMPETE WITH THE EXISTING LANDSCAPING, SUCH AS THE TREES, SHRUBS, POND, AND GAZEBO AND DECKING.

THE COMMITTEE NOTED THAT THE POND ALREADY SERVES AS A DESTINATION TO TAKE PHOTOS OR COMMEMORATE SPECIAL OCA OCCASIONS, AND THAT ADDING ARTWORK MAY CREATE A DETRACTION OR COMPETITION WITH THE EXISTING NATURAL FEATURES OF THE SITE.

AND THERE WAS ALSO A CONCERN FOR MAINTENANCE AND SAFETY AS THE POND FREEZES IN THE WINTER MONTHS.

THE THIRD AND FINAL SITE IS MEREFIELD DRIVE MEDIAN.

THE MEREFIELD DRIVE MEDIAN SITE IS LOCATED AT THE ENTRANCE TO THE MEREFIELD ASSOCIATION CLUBHOUSE JUST NORTH OF TARTAN DRIVE.

THE STRENGTH OF THE SITE IS ITS HIGH VISIBILITY FROM THE ROAD FOR DRIVE-BY TRAFFIC.

CHALLENGES INCLUDE LIMITED ACCESSIBILITY TO VIEW THE ARTWORK CLOSELY AS THE SITE IS NOT SAFELY WALKABLE ON THE HIGHLY TRAFFICKED ROAD.

THE COMMITTEE ALSO FELT THAT THE SITE DOES NOT OFFER A STRONG SENSE OF PLACE.

EDUCATIONAL OPPORTUNITIES MIGHT BE DIFFICULT TO CULTIVATE WITH THE ARTWORK, AND ITS SIGNAGE WOULD NOT BE ACCESSIBLE TO ALL CITY STAFF.

NOTED THAT THERE MAY BE SOME ENGINEERING LIMITATIONS WITH THIS SITE.

AND THE SITE SELECTION COMMITTEE ALSO NOTED THAT THE COLLECTION ALREADY INCLUDES THE JACK NICHOLAS TRIBUTE SCULPTURE CITED IN A MEREFIELD MEDIAN, AND THAT THERE ARE LIMITATIONS WITH MEDIAS IN TERMS OF ACCESSIBILITY.

SO COMMUNITY FEEDBACK IS VITAL TO THE PUBLIC ART COMMISSIONING PROCESS.

SO, UM, A LETTER WAS SENT TO 418 RESIDENTS LOCATED NEAR THE THREE POTENTIAL SITES.

UM, THERE WAS A LINK PROVIDED ON DUBLIN NEWS NOW ON AUGUST 3RD, AND THAT WENT OUT TO OVER 14,000 SUBSCRIBERS.

A NOTICE ABOUT THE PROJECT WITH A LINK TO PROVIDE FEEDBACK WAS SENT TO ALL H O A LEADERS TO SHARE WITH THEIR MEMBERSHIP.

THE ME FIELD ASSOCIATION EMAILED ITS MEMBERSHIP WITH INFORMATION ABOUT THE PROJECT AND HOW TO PROVIDE FEEDBACK.

WE PLACED SANDWICH BOARDS WITH QR CODES AT EACH OF THE SITES WITH A LINK TO PROVIDE FEEDBACK INFORMATION ABOUT THE PROJECT AND HOW TO PROVIDE PE FEEDBACK WAS POST POSTED ON BOTH THE CITY'S AND DUBLIN ARTS COUNCIL'S WEBSITE.

UM, YEAH, I THINK WE DID A REALLY GOOD JOB GETTING, GETTING THE WORD OUT WITH THIS PROJECT IN PARTICULAR.

THE WHITTINGHAM AND MEREFIELD DRIVE SITE IS MOST DESIRABLE IN TERMS OF VISIBILITY, EDUCATIONAL OPPORTUNITY, DISCOVERY, AND HISTORIC SIGNIFICANCE.

IT IS HIGHLY ACCESSIBLE BOTH FROM THE NORTH AND SOUTHBOUND TRAFFIC, AND TO PEDESTRIANS WHO MAY ACCESS IT FROM THE MULTI-USE PATH.

THE COMMITTEE FEELS STRONGLY THAT AN ARTWORK INSTALLATION AT THIS SITE WOULD CREATE A STRONG SENSE OF PLACE FOR THE COMMUNITY, MEREFIELD RESIDENTS AND VISITORS ALIKE.

THIS WAS ALSO THE PREFERRED SITE OF THE COMMUNITY.

THE MEREFIELD ASSOCIATION HAS AGREED TO GIFT THE LAND AND EASEMENT OF THE SITE TO THE CITY OF DUBLIN, ADDRESSING THE MATCHING FUND COMPONENT OF THE STATE OF OHIO GRANT REQUIREMENT, AND TO ALLOW THE CITY TO RECEIVE TITLE TO THE ARTWORK UPON ITS COMPLETION.

WE HOPE YOU WILL APPROVE THE WHITTINGHAM AND MEREFIELD DRIVE SITE THIS EVENING, SO THAT WE MAY, MAY BEGIN THE ARTIST SELECTION PROCESS FOR DUBLIN'S NEXT SITE SPECIFIC PUBLIC ART COMMISSION.

ONCE THE SITE HAS BEEN APPROVED BY CITY COUNCIL, A CALL FOR ARTISTS FOR THE $175,000, ALL INCLUSIVE COMMISSION WILL BE DISTRIBUTED NATIONALLY.

THE C I P ALSO CONTAINS A LITTLE BIT OF A DIFFERENT, UH, PROCESS ON OUR GENERAL FUND REVENUES.

UH, WE HAVE PROGRAMMED THE UTILIZATION OF GENERAL FUND REVENUES IN THE C I P BEFORE, PARTICULARLY FOR ECONOMIC DEVELOPMENT PROJECTS.

WE'RE CONTINUING THAT IN THIS C I P.

THE DIFFERENCE IS WE'RE ACTUALLY DOING IT FOR AN OUT YEAR.

WE'VE DONE IT IN THE EXECUTION YEAR BEFORE, BUT WE HAVEN'T BEEN AS, UM, AGGRESSIVE IS NOT THE WHITE WORD AS ASSERTIVE IN PLANNING TO USE THOSE FUNDS FOR ECONOMIC DEVELOPMENT IN FUTURE YEARS.

SO IF YOU LOOK AT THIS GRAPH, YOU WILL SEE IN THE MIDDLE 2023, THERE'S THAT $7.1 MILLION TRANSFER THAT WAS THE TRANSFER TO THE FIBER TO THE HOME THAT'S BEEN COMPLETED.

AND THAT $71 MILLION, UM, FUND BALANCE REFLECTS THAT TRANSFER.

WE ALSO HAVE $3.1 MILLION THAT I'VE SET ASIDE FOR ADDITIONAL, UH, LAND ACQUISITION.

SO THERE IS ADDITIONAL, UH, FUNDING AVAILABLE.

WE HAVE, WE DON'T HAVE TO STOP THOSE EFFORTS TO EXECUTE THIS C I P.

UM, THE 2024, THE YEAR OF EXECUTION CONTAINS THAT 7.8 MILLION, SORRY, $7.8 MILLION GENERAL FUND TO TRANSFER.

UM, AND THEN WE ALSO ARE PLANNING A $7.3 MILLION TRANSFER FROM THE GENERAL FUND IN 2025.

THOSE TWO TRANSFERS EASILY FIT WITHIN OUR FUND BALANCE POLICY AS SHOWN BY THAT LAST GRAPH WHERE WE'RE STILL ABOVE 80, 80% IN BOTH OF THOSE SCENARIOS.

THE 26 AND 27 NUMBERS ARE REALLY PLUGGED NUMBERS FROM THE, FROM THE GENERAL FUND, UH, ANALYSIS THAT WAS PART OF THAT FIVE-YEAR PLAN.

THEY'RE NOT PROGRAMMED IN THE C I P, THEY JUST SHOW TRANSFERS THAT WILL NEED TO OCCUR EXECUTING THE REST OF THIS PLAN.

IN TERMS OF PROPERTY TAXES, WE CONTINUE TO FUND THE MILLAGE AS IT IS IN THE CURRENT C I P IN THE FUTURE.

C I P WITH PARKLAND ACQUISITION MILLAGE OF 0.35 AND C I P FUND AT 1.4.

WE CONTINUE TO UTILIZE THE FUND BALANCE INTEREST EARNINGS ARE PROGRAMMED SLIGHTLY CONSERVATIVELY BECAUSE WE ARE SEEING A DELAY IN THE RISE IN INTEREST RATES IN OUR PORTFOLIO.

WE STILL HAVE SOME VERY LONG BONDS THAT WERE PURCHASED 3, 4, 5 YEARS AGO THAT WON'T MATURE FOR ANOTHER YEAR OR TWO THAT ARE 50 BASIS POINTS OR LESS.

SO WE'RE SLOWLY SEEING THE GROWTH IN OUR PORTFOLIO.

WE WILL SEE IT AND THEN WHEN IT FINALLY TURNS WE'LL SEE GROWTH.

UH, WE'LL OUTPERFORM THE CURVE, IF YOU WILL.

SO WE ARE SEEING THAT GROWTH, BUT I DON'T WANT TO GET TOO AGGRESSIVE IN PREDICTING IT BECAUSE WE DO HAVE SOME OF THOSE SECURITIES IN OUR PORTFOLIO.

IN TERMS OF SPECIAL REVENUE FUND, THIS MIRRORS LAST YEAR'S C I P WITH THE UTILIZATION OF THE HOTEL FUND AND THE WIRELESS 9 1 1 FUND.

YOU CAN SEE THE TRANSFERS FROM THE GENERAL FUND.

WE DISCUSSED EARLIER PROGRAM THERE.

WE ARE USING THE SEWER ENTERPRISE FUND AS WELL AS A NUMBER OF OTHER SOURCES.

WE RECEIVED A $340,000 GRANT FROM THE STATE FOR WATERLINE, UM, PROJECT.

SO WE WILL BE UTILIZING THOSE FUNDS FOR THAT PROJECT AND WE WILL SEEK FEDERAL FUNDING FOR THE BRIDGE OVER TWO 70.

ALSO ON THIS SLIDE, WE HAVE SET ASIDE FUNDING IDENTIFIED AS PART OF THE PARKS MASTER PLAN PROCESS.

THIS IS AN ATTEMPT TO HAVE THE CONVERSATION THAT WE STARTED AS PART OF THAT MASTER PLAN ABOUT WHAT, WHAT TYPES OF IDEAS OR ADDITIONAL REVENUE SOURCES ARE WE WILLING TO BRING IN ORDER TO SUPPORT OUR PARKS.

IS THAT FRIENDS OF ORGANIZATIONS? IS THAT SPONSORSHIP OPPORTUNITIES? IS THAT PARTNERING WITH PRIVATE BUSINESS? IS THAT ALL THREE? THE ANSWER IS PROBABLY YES TO SOME DEGREE.

SO THOSE REVENUES ARE THE, UH, ACTUALIZATION OF THAT PLAN THAT WAS DEVELOPED OR, UH, AT LEAST MENTIONED AS PART OF THAT PROCESS AND ACTUALLY EXECUTING TO FIND THOSE REVENUES.

WE ARE USING SOME TIFF FUNDING.

WE ARE REPAYING OURSELVES FROM A NUMBER OF TIFFS FOR ADVANCES THAT WERE PREVIOUSLY ADVANCED FROM THE C I P.

THIS REFLECTS OUR PRACTICE OF BASICALLY FINANCING OUR OWN C I P PROJECTS AND THEN PAYING OURSELVES BACK OVER TIME.

IN TERMS OF DEBT ISSUANCES, WE ARE ISSUING, UH, DEBT, UH, IN THE AMOUNT OF, IT DOESN'T LOOK LIKE MY NOTES SAVED, SO I DON'T HAVE THE TOTAL THERE.

BUT IN THE AMOUNTS DESCRIBED THERE FOR INCOME TAX, WATER, AND SEWER, THE INCOME TAX FINANCE PROJECTS INCLUDE THE REC CENTER, RIVERSIDE CROSSING PARKS, KAYAK LAUNCH, DARI FIELDS, AND THE BRIDGE OVER TWO 70.

THE WATER FUND INCLUDES SIMILAR PROJECTS TO THE LAST C I P IN THE WATERLINE REPLACEMENT AND THE EXTENSIONS PROGRAM.

WITH REGARD TO OUR CURRENT DEBT PROFILE, YOU CAN SEE THAT THE CITY OF DUBLIN HAS OR WILL HAVE AT THE END OF THE YEAR APPROXIMATELY $180 MILLION OF DEBT OUTSTANDING.

THAT WILL BE COMPLETELY PAID OFF BY 2023 IN TERMS OF C I P FUNDING.

HERE'S MY NOTE, 39.1 MILLION IN TOTAL DEBT FINANCING RELATED TO INCOME TAX OR TIF SERVICE PAYMENT REVENUE IS PROPOSED IN THIS C I P AND THE YEARLY BREAKDOWN AND PROJECT BREAKDOWN IS SHOWN ON THIS SLIDE.

WE ARE PROPOSING INCOME TAX FUNDING FOR THE D C R C IMPROVEMENTS AND ALTERNATE REVENUES IDENTIFIED IN THE PARKS AND REC MASTER PLAN FOR THE KAYAK LAUNCH AND THE DARI FIELD ENHANCEMENTS.

IN TERMS OF WATER FUND, THE WATERLINE REPLACEMENT WILL BE PAID FOR BY THE WATER FUND ITSELF.

AND THEN WATER FUND REVENUES RETIRED THROUGH A C I P TRANSFER WILL PAY FOR THE DESIGN OF THE WATERLINE EXTENSION PROJECTS.

SIMILARLY, ON THE SEWER FUND, THERE'S MORE

ALTOGETHER, THE 2023 PROJECTS THAT REMAIN TO BE FINANCED, UH, THAT LATER THIS YEAR PROBABLY BRING SOME ORDINANCES FORWARD IN THE NEXT FOUR TO SIX WEEKS TO TALK ABOUT FINANCING.

THOSE PROJECTS TOTAL JUST UNDER $15 MILLION WITH THE BREAKDOWN AS SHOWN ON THAT SLIDE.

UM, TOTAL C I P FINANCING FOR 2024 THROUGH 2028 IS 58.2 MILLION WITH THE BREAKDOWN, UM, BY PROJECT FOR INCOME TAX FINANCE PROJECT AS SHOWN ON THAT SLIDE, TOTAL SEWER PROJECTS TOTALING 16.7 MILLION IN TOTAL WATER FUND AT 2.4 MILLION.

THAT CHANGES OUR DEBT PROFILE, AS YOU CAN SEE ON THE RIGHT HAND SIDE OF THAT SLIDE.

IN TERMS OF OUR DEBT POLICY, IF WE WERE TO GRAPHICALLY REPRESENTED OF OUR 2% INCOME TAX, 25% IS REQUIRED TO GO TO THE C I P FUND.

WE SET ASIDE 60% FOR DEBT SERVICE ON CAPITAL PROJECTS AND LIMIT THAT TO 90% SO THAT WE DON'T, UH, HAVE DEBT REPAYMENT ISSUES WHEN THERE'S FLUCTUATION IN INCOME TAX NUMERICALLY.

UH, THIS SLIDE REPRESENTS THE NUMBERS THAT ACTUATE THAT GRAPH.

YOU CAN SEE THAT OUR PERCENT CAPACITY USED IS FAIRLY LOW, UH, STARTING AT 47% IN YEAR ONE, 54% IN YEAR TWO, AND THEN FALLING TO 51% BY 2028 GRAPHICALLY.

THE LINE REPRESENTS OUR DEBT SERVICE PAYMENTS ANNUALLY.

THE BLUE BAR REPRESENTS THE AMOUNT OF DEBT, UH, DEBT SERVICED BY, UH, TIFF OR WATER OR SEWER REVENUES.

IN TERMS OF OUR DEBT METRICS, WE COMPLY WITH ALL FOUR DEBT METRICS.

WE'RE IN COMPLIANCE WITH THE GENERAL FUND BALANCE.

WE'RE ACTUALLY PROPOSING TO USE ADDITIONAL GENERAL FUND BALANCE BECAUSE WE DO HAVE THOSE REVENUES AVAILABLE.

THE BALANCE IS A PERCENTAGE OF DEBT SERVICE REQUIREMENTS IS VERY HEALTHY.

METRIC TWO, METRIC THREE.

WE WILL COMPLY WITH THAT METRIC.

UH, WE COMPLIED WITH IT AT THE END OF LAST YEAR.

SO WE HAD A LOT OF PROJECTS THAT WERE PROPOSED AND, AND WERE FUNDED, AND MOST EVERY BID THAT WE'RE SEEING COMING BACK IS SIGNIFICANTLY OVER WHAT OUR PROJECTIONS WERE BECAUSE OF A, A LOT OF DIFFERENT FACTORS THAT ARE OUTSIDE OF OUR CONTROL.

SO WHAT DO WE HAVE A PLAN FOR? HOW WE DO, YOU KNOW, BEFORE WE COME UP WITH NEXT YEAR'S C I P PROJECTS, DO WE HAVE A, A PLAN FOR THE MAKEUP OF THE GAP OF WHAT WE ARE NOT ABLE TO, THAT WE THOUGHT WE HAD FUNDED BUT WE'RE NOT ABLE TO FUND DUE TO, UH, COST OVERRUNS GOING INTO NEXT YEAR'S C I P? YEAH, ACTUALLY THAT'S A GREAT QUESTION.

WE ARE FORMULATING THE EXECUTION OF THAT PLAN.

I THINK WE HAVE A PLAN.

UM, THERE ARE SEVERAL PROJECTS THAT, UH, HAVE EITHER WENT OUT TO BID OR, OR ARE SCHEDULED TO GO OUT TO BID THAT HAVE TO YOUR POINT, COME IN OVER OVER BUDGET AND WE'RE LOOKING THROUGH THE C I P THE CURRENT YEAR C I P TO SAY, OKAY, WHERE ARE THERE RESOURCES THAT WE APPROPRIATED THAT WE DON'T NEED? SO I'LL GIVE YOU A GREAT EXAMPLE.

THERE'S $2.3 MILLION THAT WAS APPROPRIATED IN TRANSPORTATION AND MOBILITY FOR BRIDGE DESIGN.

WE ARE ACQUIRING THE LAND, BUT NOT DESIGNING THE BRIDGE THIS YEAR.

WE HAVE THE BRIDGE DESIGN PROGRAMMED IN 2024 USING DEBT FINANCING.

SO WE'RE GONNA TAKE THAT $2.3 MILLION AND REAPPROPRIATE IT TO OTHER ACCOUNTS THAT ARE IN NEED OF RESOURCES IN ORDER TO COMPLETE PROJECTS THAT MAY HAVE GONE OVER BUDGET.

UH, SO WE'RE, WE'RE IN THE PROCESS NOW OF IDENTIFYING THOSE FUNDS THAT HAVE EXCESS RESOURCES AND THOSE FUNDS THAT NEED RESOURCES AND MAKING THAT MATCH.

WE'LL PROBABLY DO A, SOME OF THAT IN THE Q THREE AND MORE OF THAT AS NECESSARY IN THE Q FOUR.

IT'S AT, IT'S AT THIS POINT IN THE PROCESS, UM, OR THIS POINT IN THE YEAR AS WE START HEADING INTO THE OPERATING CAPITAL BUDGETS IN EARNEST, THAT WE AS STAFF SPEND A LOT OF TIME SCRUBBING EXISTING CONTRACTS.

WE SCRUB THE STATUS OF ALL THE PROJECTS THAT ARE CALLED OUT FOR 2023 AND THE C I P WE WORK WITH ALL THE PROJECT MANAGERS TO GET THE CURRENT STATUS AS WE'RE IN MONTH EIGHT OF THE YEAR.

AND ALL OF THAT IS WITH THE GOAL OF GETTING AS GOOD OF A STARTING NUMBER AS POSSIBLE FOR THE NEXT YEAR.

SO, UM, THAT IS ALL IN MOTION.

AND INEVITABLY EVERY YEAR THERE'S SOME PROJECTS THAT SLIP TO THE NEXT YEAR FOR VARIOUS REASONS.

THERE'S SOME PROJECTS THAT ARE OVER AT THIS POINT, WE'RE OKAY.

UM, BUT WE'LL HAVE BETTER NUMBERS AS WE PROCEED IN THE NEXT MONTH.

YEAH, I JUST THINK IT'LL BE REALLY INTERESTING AS WE CLOSE OR AS WE APPROACH TO THE CLOSING OF THE CONSTRUCTION SEASON.

I WAS REMINDED THAT WHEN I WAS OUT TODAY AND THE BUCKEYE LEAVES HAVE SCORCHED, RIGHT? SO THAT'S THE ALWAYS THE FIRST INDICATOR THAT THAT FALL IS IN THE NEAR TERM.

SO, WHICH WILL END, YOU KNOW, INDICATE THE END OF OUR CONSTRUCTION SEASON.

AND, UM, I'M HOPEFUL THAT, YOU KNOW, WE, WE OFTENTIMES SEE THINGS COME OVER BUDGET, BUT THIS YEAR'S OVER BUDGET NUMBERS HAVE BEEN, YOU KNOW, RATHER THAN THE 5, 6, 7 EIGHTS THAT WE SEE ON A REGULAR BASIS, AND THEN WE'LL OFFSET IT BY SOME UNDERS.

IT SEEMS LIKE THEY'VE BEEN 30, 20, 30, SOMETIMES 40% OVER, WHICH IS, UM, YOU KNOW, THAT'S A HARDER PUZZLE TO SOLVE.

YEAH, WITHOUT QUESTION, THIS C I P PUZZLE HAS BEEN HARDER TO PUT TOGETHER AND CONTINUES TO BE MORE DIFFICULT BECAUSE WE HAVEN'T SEEN THAT GIVE AND TAKE.

IT HAS JUST BEEN TAKEN, UH, BUT WE'RE WORKING THROUGH IT AND, AND DEVELOPING MORE ROBUST PROCEDURES TO FIND MORE PENNIES THAT MAYBE WE MIGHT HAVE MISSED.

AND, AND THAT'S JUST WHAT WE'RE GONNA DO.

AS I LOOK AT, AT THE AMOUNT OF, OF MONEY THAT TIFFS HELP FUND SOME OF THE INFRASTRUCTURE AND AMENITIES AND THE THINGS THAT WE USE TIFF DOLLARS FOR HISTORICALLY AND TO PRESENT, ARE WE PRETTY MUCH KEEPING UP WITH A FAIRLY, UM, CONSISTENT PACE ON, UH, TIFFS NEW TIFFS VERSUS WHAT WE'VE HAD IN THE PAST TO HELP FUND? YOU KNOW, THAT THAT'S A, THAT'S A DIFFICULT QUESTION BECAUSE WHEN YOU HAVE UNDEVELOPED AREAS, A NEW TIFF CAN JUST COME IN ANYWHERE.

AND WE DON'T NECESSARILY HAVE THOSE TYPES OF AREAS THE WAY MAYBE WE USED TO WHEN THE TIFFS WERE BEING CREATED EVERY YEAR, THREE OR FOUR TIFFS.

UM, BUT I THINK WHAT I CAN SAY IS THAT THE TIF REVENUES ARE SUFFICIENT TO SUPPORT A FAIRLY ROBUST C I P AND I THINK THAT'S WHAT'S REALLY IMPORTANT.

UM, THE BRIDGE PARK TIFFS ARE PERFORMING WELL.

THEY'RE OUR NEWEST, LARGEST TIFFS.

WE'VE HAD SOME TIFFS IN AND AROUND BRIDGE PARK TOWN PLACE SUITES, UM, PRIMROSE, UH, DAYCARE, TIFF SMALLER.

SO WE'VE, WE'VE, WE'VE NIBBLED AT THE MARGINS.

UM, WE COULD USE MORE TIFFS IN BRIDGE STREET DISTRICT FOR SURE.

WE COULD USE MORE TIFFS IN THE WEST INNOVATION DISTRICT AS THAT AREA CONTINUES TO DEVELOP.

BUT WE ARE SEEING THAT THE TIFS ARE ABLE TO SUPPORT MAJOR INFRASTRUCTURE PROJECTS.

A LOT OF OUR TIFS ALONG 1 61 ARE SUPPORTING THE, THE INTERCHANGE, WHICH IS GREAT.

THAT'S A NICE, UH, UTILIZATION OF TIF FUNDING THAT FREED UP SIGNIFICANT INCOME TAX DOLLARS TO DO, UH, PROJECTS.

IMAN ROADS RELOCATION IS ABOUT, IS OVER $7 MILLION.

AND THE WEST INNOVATION, TIFF AND NESTLE TIFF ARE REALLY SUPPORTING THAT INFRASTRUCTURE.

SO WE ARE SEEING TIFF'S CONTINUE TO BE AN EXCELLENT RESOURCE FOR THE MAJOR CONSTRUCTION PROJECTS OF THE CITY.

OKAY.

I, THE REASON I ASK THAT, AND I THAT'S, THAT'S A VERY GOOD, UM, EXPLANATION AS TO HOW, UM, IT'S HELPING AS THE, AS THE INFRASTRUCTURE IS BUILT AND THIS DEPENDENCE ON TIFFS THAT WE HAVE RIGHT NOW TO BUILD INFRASTRUCTURE.

AND AS THE CITY BUILDS OUT, THE DEPENDENCE ON THOSE KIND OF TIFFS IS KIND OF REDUCED, ISN'T IT? BECAUSE THE INFRASTRUCTURE WILL BE COMPLETED.

IS THAT, I MEAN, SO THAT ONE DOESN'T WORRY THAT YOU DON'T HAVE TO CONTINUALLY CHASE NEW TIFS IF YOU HAVE FAIRLY COMPLETED INFRASTRUCTURE.

I I THINK WE HAVE TO BE CONTINUOUSLY AGGRESSIVE WITH TIFS AS A FUNDING SOURCE THAT THAT REMAINS.

BUT EMERALD PARKWAY IS CONSTRUCTED, THAT WAS A LOT OF TIF FUNDS.

UNIVERSITY BOULEVARD TOO IS CONSTRUCTED.

DERMAN HAS MOVED, THE INTERSECTIONS ARE IMPROVED.

SO THERE'S A LOT OF BIG INFRASTRUCTURE THAT TIFS HAVE ALREADY CONTRIBUTED TO.

TIFS CONTRIBUTED A LOT OF THE DEBT SERVICE FOR THE 2 70 33 INTERCHANGE, AND THAT'S A CITYWIDE IMPACT.

SO, UM, AS THOSE BIG INFRASTRUCTURE PROJECTS, YOU KNOW, I HOPE THAT WE'RE ABLE TO BRING, UH, SOME TAX INCREMENT FINANCING TO PAY FOR THE BRIDGE OVER TWO 70 AT TOLER AND, AND, UH, EMERALD, THAT'S THE NEXT MAJOR INFRASTRUCTURE PROJECT.

IT'LL BE DIFFICULT TO, TO, IT WON'T BE DIFFICULT.

IT WILL BE OFFSETTING TO UTILIZE INCOME TAXES TO PROGRAM THAT BRIDGE WITH OTHER PLANS THAT WE HAVE IF WE'RE NOT ABLE TO IDENTIFY TIF REFUND, UH, TIF REVENUES.

I WOULD ALSO ADD, THERE'S ALWAYS GONNA BE MAINTENANCE PROJECTS AND REHABILITATION PROJECTS.

AND WE WE'RE NOT AT A SHORTAGE OF PROJECTS AROUND HERE.
