AND WHEREAS PARKS AND RECREATION PERMITS HEALTH AND WELLNESS, IMPROVING THE PHYSICAL AND MENTAL WELLBEING OF OUR RESIDENTS AND VISITORS ALIKE AND WHERE PARKS AND RECREATION ENCOURAGES PHYSICAL ACTIVITIES BY PROVIDING SPACE FOR POPULAR SPORTS, HIKING TRAILS, SWIMMING POOLS, AND MANY OTHER ACTIVITIES DESIGNED TO PROMOTE ACTIVE LIFESTYLES.

AND WHEREAS PARKS AND RECREATION PROGRAMMING AND EDUCATION ACTIVITIES SUCH AS SCHOOLS OUT PROGRAMMING, YOUTH SPORTS, ENVIRONMENTAL EDUCATION ARE CRITICAL TO CHILDHOOD DEVELOPMENT.

WHEREAS PARKS AND RECREATION INCREASES A COMMUNITY'S ECONOMIC PROSPERITY AND HAPPINESS THROUGH INCREASED PROPERTY VALUES, INCREASED TOURISM, THE ATTRACTION AND RETENTION OF BUSINESSES AND CRIME REDUCTION.

AND WHEREAS THE YEAR OF 2023 MARKS THE 38TH ANNUAL PARKS AND RECREATION MONTH AS DESIGNATED BY THE US HOUSE OF REPRESENTATIVES SPONSORED BY THE NATIONAL RECREATION AND PARKS ASSOCIATION, AND THE THEME WHERE COMMUNITY GROWS TO CELEBRATE THE EMPLOYEES WHO HELP BRING STRONG, VIBRANT AND RESILIENT COMMUNITIES THROUGH THE POWERS AND PARKS AND RECREATION.

AS YOU'RE AWARE, THE CITY OWNS THE PROPERTIES THAT ARE SHOWN ON THIS SLIDE OUTLINED IN ORANGE.

THE LOCATION IS ALONG NORTH RIVERVIEW STREET, JUST NORTH OF BRIDGE STREET.

THERE'S SIX PROPERTIES ALONG THE WEST SIDE OF THE STREET AND TWO ALONG THE EAST SIDE.

THE PARCELS TOTAL JUST SHY OF THREE ACRES E OR THREE ACRES TOTAL.

SOON AFTER WE ACQUIRED THESE PROPERTIES AND ADVISORY COMMITTEE WAS FORMED, THAT WAS TASKED WITH GUIDING A REQUEST FOR PROPOSAL PROCESS, AND THE ADVISORY COMMITTEE REVIEWED THE PROPERTIES IN BACKGROUND AND DEVELOPED AN R F P THAT WAS APPROVED BY CITY COUNCIL FOR PUBLIC ADVERTISEMENT.

THE R F P WAS ADVERTISED AND WE RECEIVED TWO PROPOSALS.

THE ADVISORY COMMITTEE REVIEWED THOSE PROPOSALS AND RECOMMENDED THE PROPOSAL SUBMITTED BY COMMUNITY SPACE DEVELOPMENT TO COUNCIL FOR FURTHER CONSIDERATION AND DIRECTED STAFF TO EVALUATE AND NEGOTIATE THE PROPOSAL THROUGH THE DEVELOPMENT PROCESS AND COUNCIL APPROVED OF THAT RECOMMENDATION.

THE PROPOSAL PROVIDED FOR A RIVERVIEW VILLAGE CONCEPT THAT THE COMMITTEE FELT BEST ADDRESSED THE GOALS OF PRESERVATION, A WALKABLE DISTRICT, CHARACTER AND PUBLIC EXPERIENCE.

AND AS PART OF THAT PROPOSAL, THE THREE SOUTHERN MOST PROPERTIES, WHICH WERE SHOWN IN THE PROPOSAL AND AS OUTLINED IN RED ON THE SCREEN, THOSE PROPERTIES WERE IDENTIFIED AS AN OPTION FOR OTHERS TO OWN AND RENOVATE.

SO CONSISTENT WITH COUNCIL'S DIRECTION, STAFF HAS FURTHER EVALUATED AND IS NEGOTIATING THE PROPOSAL THROUGH THE DEVELOPMENT PROCESS AND FURTHERANCE OF A POTENTIAL ECONOMIC DEVELOPMENT AGREEMENT.

THROUGH THOSE DISCUSSIONS WITH C S D TEAM AND CONSISTENT WITH THEIR PROPOSAL, STAFF DOES BELIEVE IT IS IN THE BEST INTEREST OF THE CITY TO SEPARATE THESE THREE RESIDENTIAL PROPERTIES FROM THE C S D CONCEPT AND SELL THEM FOR PRI FOR PRIVATE OWNERSHIP.

AT THIS TIME, THE MAP OUTLINES THE PROPERTIES HIGHLIGHTED IN YELLOW AS THE PARCELS FOR DISPOSAL UP ON THE SCREEN.

CODE PROVIDES THAT COUNCIL MAY, BY ORDINANCE PROVIDE FOR THE SALE OF REAL PROPERTY WITH SUCH TERMS AS IS IN THE BEST INTEREST OF THE CITY, AND IT ALSO PERMITS THE DISPOSAL TO OCCUR BY PUBLIC AUCTION PROCESS.

SO IN ORDER TO PROVIDE THE MOST OPPORTUNITY FOR POTENTIAL BUYERS TO PARTICIPATE IN THE SALE, STAFF DOES RECOMMEND THAT CITY COUNCIL AUTHORIZE THE DISPOSITION OF THE PROPERTIES BY PUBLIC AUCTION.

THERE WILL NOT BE ANY EXPENDITURE OF PUBLIC FUNDS RELATIVE TO THIS PROCESS.

THE PROPOSED ECONOMIC DEVELOPMENT AGREEMENT WITH THE CITY OF COLUMBUS PERTAINS TO APPROXIMATELY 5,575 ACRES LOCATED TO THE WEST OF DUBLIN'S EXISTING CORPORATE BOUNDARY.

AS DEPICTED ON THE EXHIBIT ATTACHED TO THE PROPOSED E D A AND I WILL SHOW THAT IN A FEW SLIDES.

THE AREA CONSISTS OF BOTH THE CITY OF COLUMBUS EXCLUSIVE EXPANSION AREA AND THE NEGOTIATED EXPANSION AREA AS DEFINED WITHIN THE 1993 COLUMBUS AND WA AND DUBLIN WATER AND SANITARY SEWER AGREEMENTS.

UM, AND I'LL WALK THROUGH THOSE AGREEMENTS AS WELL.

DUBLIN'S WATER AND SANITARY SEWER AGREEMENTS WITH COLUMBUS DEBATE DATE BACK TO 1993.

AND IN THE 1993 AGREEMENTS, THE AREAS THAT WOULD BE EXCLUSIVELY SERVED BY DUBLIN AND THE AREAS THAT WOULD BE EXCLUSIVELY SERVED BY COLUMBUS WERE IDENTIFIED AS WELL AS WHAT IS REFERRED TO AS THE NEGOTIATED EXPANSION AREA.

BOTH COLUMBUS AND DUBLIN AGREED THAT THE NEGOTIATED EXPANSION AREA WOULD CONSTITUTE A SHARED FUTURE GROWTH AREA FOR BOTH ENTITIES.

AND IT'S IMPORTANT TO NOTE THAT THIS NEGOTIATED EXPANSION AREA CAN ALSO BE SERVED BY THE CITY OF MARYSVILLE FOR BOTH WATER AND SANITARY SEWER, AS THEY ARE NOT A PARTY TO THIS AGREEMENT.

SO THIS, THE E D A IS SPECIFICALLY BETWEEN THE CITY OF COLUMBUS AND THE CITY OF DUBLIN.

THE 1993 AGREEMENTS PROVIDED THAT NEITHER ENTITY WOULD ACCEPT ANY, ANY ANNEXATION OF PROPERTY WITHIN THE NEGOTIATED EXPANSION AREA WITHOUT THE MUTUAL AGREEMENT OF EACH RESPECTIVE COUNSEL.

SO THAT'S HOW THAT NEGOTIATED EXPANSION AREA HAS BEEN HANDLED.

IN 2009, UM, THE

ECONOMIC DEVELOPMENT AGREEMENT WAS ENTERED INTO WITH THE CITY OF COLUMBUS, ESTABLISHING CERTAIN TERMS AND CONDITIONS UNDER WHICH A 277 ACRE AREA WOULD BECOME PART OF THE EXCLUSIVE DUBLIN EXPANSION AREA.

THIS AREA GENERALLY INCLUDES CERTAIN PROPERTY WEST OF HIGHLAND CROIX ROAD, THE NORTHEAST QUADRANT, NORTHWEST QUADRANT OF THE US 33 POST ROAD INTERCHANGE.

AND THE WATER AND SANITARY SEWER SERVICE AGREEMENTS WERE ACCORDINGLY MODIFIED AT THAT TIME TO REFLECT THE REVISED EXPANSION AREA THAT WAS AGREED UPON AT THAT TIME IN 2009.

SO HOPEFULLY TO SIMPLIFY THINGS, THIS MAP, UM, SHOWN ON THE SCREEN REFLECTS OUR 2009 AGREEMENT WITH THE CITY OF COLUMBUS.

THE AREA THAT IS SHOWN IN RED IS CURRENTLY THE EXCLUSIVE COLUMBUS EXPANSION AREA.

THE AREA THAT IS SHOWN IN GREEN IS THE EXCLUSIVE DUBLIN EXPANSION AREA, AND THE AREA SHOWN IN BLUE IS WHAT'S REFERRED TO AS THE NEGOTIATED EXPANSION AREA THAT I JUST DESCRIBED.

SO, AS I MENTIONED PREVIOUSLY, THIS PROPOSED E D A THAT IS BEFORE YOU THIS EVENING, IS REGARDING 5,575 ACRE AREA, WHICH DOES ENCOMPASS BOTH THE PREVIOUSLY REFERENCED EXCLUSIVE COLUMBUS EXPANSION AREA, AS WELL AS THE NEGOTIATED EXPANSION AREA.

AND THOSE ARE BOTH AS DEFINED WITHIN THE 1993 COLUMBUS AND DUBLIN WATER AND SANITARY SEWER SERVICE AGREEMENTS, AND WILL BECOME THE DUBLIN EXPANSION AREA.

AND I'LL SHOW A MAP NEXT, WHICH HOPEFULLY SIMPLIFIES THAT AS WELL.

THE TERMS AND CONDITIONS RELATE LARGELY TO THE SHARING OF THE INCOME TAX REVENUES THAT MAY RESULT FROM DEVELOPMENT WITHIN THIS AREA.

ONCE THE PROPOSED E D A IS EXECUTED, DUBLIN WOULD BE ABLE TO AC ACCEPT ANNEXATION SOUGHT BY ANY OF THE OWNERS OF THE PARCELS OF LAND LOCATED WITHIN THIS AREA.

SO UP ON THE SCREEN IS, UM, THE PROPOSED DUBLIN EXPANSION AREA THAT'S BEING CONSIDERED, AND THAT IS THE AREA SHOWN IN GREEN.

SO SHOULD COUNSEL APPROVE THIS ORDINANCE, THIS WILL BE THE FRAMEWORK FOR MOVING FORWARD.

DUBLIN WOULD HAVE THE EXCLUSIVE RIGHT TO ANNEX THE PROPERTY, AND WE WOULD SHARE NET INCOME TAX GENERATED WITHIN THE EXPANDED REVENUE SHARING AREA AS OUTLINED IN THE E D A.

SO THIS EXHIBIT THAT IS ON THE SCREEN IS INCLUDED AS AN ATTACHMENT TO THE PROPOSED E D A.

THE DUBLIN EXPANSION AREAS ON THIS EXHIBIT ARE SHOWN IN YELLOW WITH THE REVENUE SHARING AREA, WHICH IS WHY I HAVE THIS UP ON THE SCREEN.

THE REVENUE SHARING AREA IS SHOWN TO THE WEST OF DUBLIN, AND IT'S SHOWN AS THE HATCHED AREA.

SO THE NEXT FEW SLIDES OUTLINE THE PROPOSED TERMS THAT ARE INCLUDED IN THE PROPOSED E D A, AND I'M GONNA WALK THROUGH THOSE BRIEFLY.

SO WITH REGARD TO THE ANNEXATION AND THE SHARED REVENUE CONSIDERATIONS, THE 55 OR THE 5,575 ACRES DESIGNATED AS THE REVENUE SHARING AREA WILL ALLOW PROPERTY OWNERS TO PURSUE ANNEXATION TO THEIR LAND OF THEIR LAND TO DUBLIN.

ONLY DUBLIN WILL PAY $1,000 PER ACRE TO COLUMBUS FOR EACH ACRE ANNEX TO THE CITY OF DUBLIN.

AT THAT TIME, DUBLIN WILL PAY TO COLUMBUS 25% OF THE NET INCOME TAX REVENUE RECEIVED BY DUBLIN FROM COMMERCIAL INDUSTRIAL OFFICE, AND OR A MIX OF USES WITHIN THE REVENUE SHARING AREA.

AND THE OBLIGATION TO MAKE PAYMENTS ONLY BEGINS ONCE THERE'S A THRESHOLD MET OF 10 MILLION IN REVENUE GENERATED IN THE REVENUE SHARING AREA.

DUBLIN WILL NOT BE REQUIRED TO PAY COLUMBUS ANY SUM WITH RESPECT TO ANY SINGLE FAMILY OR MULTIFAMILY RESIDENTIAL THAT WOULD BE DEVELOPED IN THE AREA.

IN THE EVENT ANY MULTIFAMILY IS DEVELOPED IN THE REVENUE SHARING AREA.

DUBLIN AGREES THROUGH THIS E D A TO REQUEST THAT THE DEVELOPER DEDICATE 20% OF ANY UNITS DEVELOPED FOR AFFORDABLE HOUSING AND THE TYPES OF HOUSING, IF ANY HOUSING IN THIS AREA, WILL BE AS DETERMINED BY DUBLIN CITY COUNCIL AT A LATER DATE.

WITH REGARD TO THE PROVISION OF GOVERNMENT SERVICES IN THESE, IN THIS AREA, DUBLIN WILL PROVIDE ALL GOVERNMENTAL SERVICES AND RECEIVE A CREDIT OF 26% OF GROSS INCOME TAX REVENUES DERIVED WITHIN THE REVENUE SHARING AREA.

AND WITH RESPECT TO INFRASTRUCTURE IMPROVEMENTS, FACILITIES MANAGEMENT AND PLANNING, DUBLIN WILL BE RESPONSIBLE FOR THE MASTER AND THE INFRASTRUCTURE PLANNING AND WILL RECEIVE 25% OF GROSS INCOME TAX REVENUES DERIVED BY THE REVENUE SHARING AREA FOR CAPITAL IMPROVEMENTS IN MAINTENANCE.

THERE IS A

NON-COMPETE OBLIGATION IN THE PROPOSED E D A THAT STIPULATES IF A COMPANY RELOCATES FROM CITY OF COLUMBUS TO THE REVENUE SHARING AREA, COLUMBUS WOULD CONTINUE TO COLLECT 100% OF THE NET INCOME TAX FROM THAT COMPANY PAID TO COLUMBUS DURING THE MOST RECENT CALENDAR YEAR FOR THE TERM THE COMPANY OPERATES THERE, OR THE TERM OF THE E D A WHICHEVER'S LESS, 100% OF THE NET INCOME TAX OF ANY NET NEW JOBS GENERATED BY THE COMPANY AFTER SUCH A RELOCATION WILL BE PAID ACCORDING TO THE PREVIOUSLY DESCRIBED DISTRIBUTION OF REVENUES.

AND THEN THERE'S A SIMILAR PROVISION.

THE SAME APPLIES IN THE EVENT A DUBLIN COMPANY RELOCATES INTO THE REVENUE SHARING AREA THAT WOULD BE TREATED THE SAME FOR DUBLIN.

A REVIEW TEAM WOULD BE FORMED AND WOULD MEET ANNUALLY TO REVIEW THE ACTIVITIES IN THE REVENUE SHARING AREA, AND THEY WOULD ALSO BE CHARGED WITH PREPARING AN ANNUAL REPORT.

AND THE TERM OF THIS AGREEMENT IS FOR AS LONG AS THE WATER AND SEWER SERVICE CONTRACTS ARE IN EFFECT OR 50 YEARS, WHICHEVER IS LONGER THE PROPOSED EED DOES PROMPT THE NEED TO MODIFY OUR WATER AND SANITARY SEWER SERVICE AGREEMENTS WITH THE CITY OF COLUMBUS.

AND PAUL IS GOING TO INTRODUCE THOSE ORDINANCES.

THE AGREEMENTS, THE AGREEMENTS ARE IN COLUMBUS'S UPDATED FORMAT ARE INTENDED TO BE MORE CONSISTENT WITH THEIR SERVICE CONTRACTS WITH OTHER SATELLITE SUBURBS.

THE AGREEMENTS INCLUDED THE, THE ADDITIONAL AREA, UH, IN THE DUBLIN SERVICE AREA TO ALIGN WITH THE REVENUE SHARING AREA AS ESTABLISHED BY THE ECONOMIC DEVELOPMENT AGREEMENT BEING CONSIDERED BY ORDINANCE 25 23, AND ESTABLISH THE CONDITIONS AND REQUIREMENTS FOR THE PROVISION OF WATER AND SANITARY SEWER SERVICES TO THIS AREA.

STAFF HAS DETERMINED THAT THE HIGHER THAN EXPECTED COST OF THE PROJECT IS DUE TO THE SPECIALTY NATURE OF THE PROJECT ITSELF AND ELEVATED MARKET PRICES FOR THE TRAFFIC SIGNAL CABINET, POWER METER, AND CON CONDUIT FLUSHING ITEMS IN THE PLAN SET.

BUT THIS CONNECTIVITY HAD NOT BEEN EXTENDED TO RESIDENTS, AND WE HAD RECEIVED CLEAR FEEDBACK FROM RESIDENTS, INCLUDING IN RESIDENT SURVEYS AND IN-PERSON MEETINGS, THAT THERE WERE CONCERNS ABOUT ACCESS SPEEDS, COSTS CHOICE OR COMPETITION, AND OF COURSE, ADDRESSING FUTURE NEEDS.

COUNCIL ADDRESSED THESE CONCERNS, FEEDBACK, AND COMMUNITY DIRECTION BY ESTABLISHING THIS GOAL AND DIRECTING STAFF TO MEET IT.

WE SOUGHT BANDWIDTH CAPABLE OF 10 GIGABITS PER SECOND SYMMETRICAL.

THE RESULTS OF THE RFP THAT WE HAD IS WE GOT SEVEN RESPONDENTS.

WE WERE VERY PLEASED WITH THAT RESPONSE.

THERE WAS A EXTRAORDINARILY WIDE VARIATION IN TECHNICAL APPROACHES, COSTS, AND DESIGN.

WE SCORED ALL SEVEN OF THE RESPONDENTS AND WE SHORTENED THAT LIST OF SET SEVEN TO THREE LEADERS SEEKING FURTHER DETAILS.

UH, WE THEN SHORTENED FROM THOSE THREE LEADERS TO ONE FINALIST FOR CONTRACT DISCUSSIONS, WHICH BRINGS US TO ALTA FIBER.

ALTA FIBER WAS SELECTED AS THE FINALIST IN OUR PROCESS.

AFTER AN ARDUOUS R F P PROCESS, ADDITIONAL INTERVIEWS, DISCUSSIONS, AND CLARIFICATIONS, WE ENTERED INTO CONTRACT NEGOTIATION WITH THEM.

AND WE LOVE THIS QUOTE THAT WE, DUBLIN AND ALTA FIBER ARE BUILDING.

THE CITY'S CONTRIBUTION AMOUNT IS 5.9 MILLION IN PERIODIC INSTALLMENTS.

THE CITY WILL SUPPLEMENT THE CONTRIBUTION AMOUNT UP TO 1.2 MILLION PENDING POSSIBLE CHANGES TO THE COST OF USING THE DUBLIN CONDUIT SYSTEM, WHICH THE CITY REQUIRES.

THE ALL INCLUSIVE COST WITH BOTH THE CONTRIBUTION AMOUNT AND THE SUPPLEMENTAL AMOUNT IS $7.1 MILLION, $7.1 MILLION, WHICH IS THE BEST AND LOWEST COST OF ANY PROPOSER TO THE R F P.

THE CITY AND ALTA FIBER WILL WORK TOGETHER IN MARKETING AND COMMUNICATIONS, AND THAT PROCESS HAS ALREADY BEGUN.

COORDINATING THE CITY WILL BE IN A POSITION TO ACCESS SOME PORTION OF THE FIBER ACCORDING TO OUR IDENTIFIED NEEDS.

THIS WILL COME WITH SOME ADDITIONAL MAINTENANCE COSTS AND IS NOT A REQUIREMENT.

THE INNOVATION COMPONENT IS ADDRESSED WITH EITHER CO-DEVELOPMENT OF AN INNOVATION CENTER OR CONTRIBUTION TOWARDS THEIR UNI CITY SERVICES, WHICH COULD BRING SOME WIRELESS NETWORKING TO DUBLIN PARKS.

ALTA FIBER WILL ESTABLISH AN OFFICE WITHIN THE SERVICE AREA OF THE NETWORK.

THIS IS A 15 YEAR TERM AGREEMENT, AND THESE ARE JUST SOME HIGHLIGHTS OF THE NEGOTIATED CONTRACT, WHICH YOU HAVE A COPY OF IN YOUR PACKET.

MYSELF AND FELLOW, UH, ADVISORY COMMITTEE MEETINGS MEMBERS, BONNIE ARI, UH, APPRECIATE THE OPPORTUNITY TO BE WITH YOU TONIGHT.

AS YOU KNOW, THE COUNCIL ESTABLISHED THE VETERANS ADVISORY COMMITTEE BACK IN 2019.

AS A REMINDER, THERE ARE 11 DUTIES OF THE ADVISORY COMMITTEE AS OUTLINED IN THE RESOLUTION.

WHILE I WON'T READ ALL OF THEM, I WANTED TO POINT OUT NUMBER NINE, WHICH IS TO MAXIMIZE THE INPUT AND PARTICIPATION OF MILIT, UH, OTHER MILITARY VETERANS WITHIN THE COMMUNITY TO BE ABLE TO MAXIMIZE THE INPUT.

WE WANT TO GATHER A COMPREHENSIVE LIST OF ALL VETERANS WITHIN DUBLIN.

UH, CURRENTLY WE KNOW THERE ARE APPROXIMATELY 1000, UH, 76 VETERANS THAT RESIDE IN DUBLIN IN FURTHERANCE OF THE DUTIES AND FUNCTIONS.

THE ADVISORY COMMITTEE HAS TWO RECOMMENDATIONS FOR YOU TO CONSIDER THIS EVENING.

FIRST, TO ESTABLISH A VETERANS APPRECIATION CARD, AND THE SECOND IS TO CREATE A SENIOR MILITARY VETERANS RATE AT THE D C R C.

NEXT, I WILL GO INTO DETAIL ON THOSE RECOMMENDATIONS ON THE SCREEN AS AN EXAMPLE OF WHAT THE CARD WOULD ACTUALLY LOOK LIKE.

THIS APPRECIATION CARD WOULD CREATE NEW BENEFITS IN ADDITION TO THE CURRENT BENEFITS.

I WILL GO INTO THOSE ON THE NEXT SCREEN.

THE TOTAL BENEFIT VALUE TO THE VETERAN COULD BE UP TO $400 PER VETERAN.

THIS CARD WOULD ULTIMATELY PROVIDE A COMPREHENSIVE LIST OF THE VETERANS IN DUBLIN AND WOULD PROVIDE A LIST FOR FUTURE COMMUNICATION IN, UH, UPCOMING EVENTS, AS WELL AS A STARTING PLACE FOR RECRUITMENT TO THE ADVISORY COMMITTEE AND OTHER VETERANS ACTIVITIES.

LISTED ABOVE ARE THE EXISTING BENEFITS TO THE VETERANS AND THE NEW PROPOSED BENEFITS.

THE PROPOSED BENEFITS WERE SELECTED TO CAPTURE AS BROAD A GROUP AS POSSIBLE IN ORDER TO CREATE THE LIST.

THE COMMITTEE UNDERSTANDS THAT EACH COMPONENT OF THE PROGRAM MIGHT NOT BE DESIRABLE F FOR EVERY VETERAN, BUT THE HOPE IS THAT AT LEAST ONE PORTION OF THE PROGRAM LEADS THE VETERAN TO SIGN UP.

THIS SLIDE SHOWS A BREAKDOWN OF THE COST.

THESE TABLES ARE BASED ON IF EVERY OF THE 1076 VETERANS TOOK ADVANTAGE OF ALL THE BENEFITS OFFERED, UH, CURRENTLY OFFERED AND THE NEW BENEFITS.

THE COMMITTEE IS NOT NAIVE ENOUGH,

UH, THAT THERE ARE COSTS ASSOCIATED TO THIS RECOMMENDATION, HOWEVER, THE DISCOUNT IS SUGGESTED TO ATTRACT VETERANS.

THE SECOND RECOMMENDATION IS TO CREATE A NEW SENIOR MILITARY VETERAN RATE AT THE D C R C.

AS YOU CAN SEE ON THE TABLE, THE CITY AL ALREADY OFFERS THE MILITARY VETERANS RATE FOR THE YOUNGER SET AND SENIOR RATE.

UH, THE SECOND COLUMN IS THE NUMBER OF MEMBERSHIPS PER RATE.

THERE ARE MANY SENIORS THAT ARE VETERANS AND WOULD LIKE TO BE IDENTIFIED AS A VETERAN.

HOWEVER, THEY DON'T WANT TO PAY THE HIGHER RATE IF THEY'RE ALREADY GETTING THE DISCOUNTED RATE.

THE COMMITTEE IS RECOMMENDING CREATING A NEW RATE THAT IS $5 CHEAPER THAN THE CURRENT SENIOR RATE.

THIS WOULD CONTINUE TO HELP IDENTIFY, UH, VETERANS IN THE COMMUNITY TO CREATE THE COMPREHENSIVE LIST.

THE COMMITTEE NOTED THAT THE D C R C IS A GOOD PLACE FOR VETERANS TO RELIEVE STRESS AND CREATE COMMUNITY, WHICH CAN HELP ADDRESS THE MENTAL HEALTH CRISIS THAT IS PREVALENT AMONGST VETERANS.

TONIGHT IS A CONCEPT PLAN FOR A, UH, PROPOSAL TO CONVERT AN EXISTING HOTEL, EXTENDED STAY HOTEL INTO AN APARTMENT COMPLEX.

UH, THIS PROCESS WOULD GO UNDER A PLAN UNIT DEVELOPMENT PROCESS, WHICH IS PROVIDED ON YOUR SCREEN.

UH, UH, THE CONCEPT PLAN IS THE FIRST STEP FOR, UH, AN APPLICANT TO PURSUE.

THE APPLICANT HAS ALREADY PURSUED THIS THROUGH PLANNING COMMISSION, BUT ARE REQUESTING ADDITIONAL FEEDBACK FROM CITY COUNCIL TONIGHT.

UH, SO THERE IS NO DETERMINATION THAT IS REQUIRED, JUST NON-BINDING FEEDBACK.

THE CONSIDERATION FOR A CONCEPT PLAN INCLUDE, UH, HOW THE PROPOSAL ALIGNS WITH THE COMMUNITY PLAN RECOMMENDATIONS, UH, WHETHER THE USE IS APPROPRIATE FOR BOTH THE SITE AND THE AREA.

ALSO, CONSIDERATIONS OF GENERAL SITE LAYOUT AND HOW IT INTEGRATES WITH THE SURROUNDING AREAS.

THE SITE IS APPROXIMATELY FOUR ACRES IN SIZE AND CURRENTLY ZONED PLANNING UNIT DEVELOPMENT DISTRICT, WATERFORD VILLAGE.

UH, THE SITE IS CURRENTLY FULLY DEVELOPED WITH SINGLE ACCESS OFF OF METRO PLACE SOUTH TO THE NORTH.

AND TO PROVIDE SOME ADDITIONAL CONTEXT, HERE ARE EXISTING PHOTOS.

UH, YOU CAN SEE THE SPACES BETWEEN THE, THE UNITS THAT ARE CURRENTLY THERE, UH, AS WELL AS SOME OF THE OPEN SPACES THAT'S LOCATED ON THE SOUTH SIDE OF THE PROPERTY.

SO THIS SITE WAS APPROVED BACK IN 1989, UH, UNDER THE MARRIOTT'S, UH, RESIDENCE INN.

UH, IT CURRENTLY HAS FIVE BUILDINGS, ALL AT TWO STORIES IN HEIGHT WITH 128 PARKING SPACES.

UH, THIS WAS DESIGNED TO MIMIC A GARDEN STYLE COMMUNITY, ALTHOUGH IT WAS A, AN EXTENDED STAY HOTEL PROPERTY.

SO YOU SEE, UH, THE PARKING THAT'S SURROUNDING THE EXTERIOR OF THE SITE, FOLLOWED BY THE BUILDINGS.

UH, AND THEN THE INTERNAL CENTRAL AMENITIES, WHICH INCLUDES, UH, BOTH THE POOL AND TENNIS COURT.

UH, SO AS STATED, THIS IS ZONED WATERFORD VILLAGE.

THIS IS ONE OF THE OLDEST DEVELOPMENT OR PLAN DEVELOPMENTS IN THE CITY.

UH, SO THERE IS NO DEVELOPMENT TEXT CURRENTLY THAT RESIDES, UH, OVER THE SITE.

WHAT THAT MEANS IS THAT STAFF WOULD APPLY THE CLOSEST, UH,

STANDARD ZONING DISTRICT TO THIS SITE, WHICH WOULD BE SUBURBAN OFFICE.

SO THAT'S WHAT WE ARE USING TO DETERMINE WHAT USES ARE APPROPRIATE FOR THE SITE.

UH, BASED ON THAT, SUBURBAN OFFICE DOES NOT CONSIDER MULTIFAMILY.

THAT IS WHY REZONING WOULD BE REQUIRED.

SO THIS SITE IS LOCATED WITHIN THE DUBLIN CORPORATE AREA PLAN.

SOME OF THE GOALS, SOME OF THE PRIMARY GOALS ARE LISTED ON THE SCREEN.

UH, THOSE INCLUDE ENCOURAGING A MIXED USE WALKABLE ENVIRONMENT TO PROVIDE AMENITIES THAT SUPPORT BOTH EMPLOYERS AND EMPLOYEES, UH, TO UTILIZE OPEN SPACE AS A PRIMARY FOCAL POINT FOR DEVELOPMENT AND REDEVELOPMENT.

UH, AND THAT'S BEEN A, A BIG DISCUSSION AS WELL, UH, WITH OUR LAND USE PRINCIPLES THAT HAVE RECENTLY BEEN DISCUSSED, UH, AS WELL AS SUPPORTING INTEGRATED HOUSING OPTIONS AS PART OF A LARGER MIXED USE ENVIRONMENT.

SO THIS SITE IS LOCATED WITHIN, WITHIN M U R ONE, WHICH IS, UH, ONE OF THE SUB-DISTRICTS OF THE DCAP PLAN.

UH, SOME OF THE USES THAT ARE RECOMMENDED INCLUDE OFFICE, RESIDENTIAL, UH, INFILL, SECONDARY TO OFFICE AND NEIGHBORHOOD COMMERCIAL ALONG FRANCE ROAD.

SO I SAY THIS IS A REQUEST FOR A POTENTIAL CONVERSION, UH, OF AN 106 UNIT EXTENDED STAY HOTEL TO A MULTI-FAMILY APARTMENT COMPLEX.

THIS IS CONSIDERED MORE OF AN ADAPTIVE REUSE DEVELOPMENT.

WHAT THAT MEANS IS THAT THE, UH, THE BONES OF THIS SITE ARE GONNA REMAIN, BUT THE OPERATIONS WILL, UH, BE REPURPOSED FOR THE EXISTING BUILDINGS.

UH, SO THERE ARE SOME IMPROVEMENTS THAT ARE PROPOSED TO THE FACADES OF THE BUILDINGS.

THERE WILL ALSO BE SOME IMPROVEMENTS WITHIN EACH OF THE UNITS, UH, BUT THE FABRIC OF THE SITE WILL REMAIN THE SAME.

SO 128 PARKING SPACES ARE CURRENTLY OUT THERE AND WOULD REMAIN, UH, AS WELL AS THE PRIVATE AMENITIES THAT ARE ESSENTIALLY ON THE SITE, ALTHOUGH THOSE WILL BE, ALTHOUGH THOSE WOULD BE SPRUCED UP, UH, AND UPDATED WITH THIS NEW CONVERSION.

SO WITH THIS BEING A PLANNED DISTRICT, THERE ARE NEGOTIATED ITEMS SUCH AS PARKING, OPEN SPACE, LANDSCAPING, AS WELL AS ANY BUILDING IMPROVEMENTS OR SITE IMPROVEMENTS.

SO THAT IS PART OF THE PROCESS SHOULD THIS DECIDE TO PURSUE, UH, THE REZONING APPLICATION.

AND THEN SHOWING THE SCREEN ARE SOME OF THE RENDERINGS THAT WERE PROVIDED IN YOUR PACKAGE TODAY, UH, INCLUDING THE INTERNAL, UH, COURTYARD, WHICH HAS THE, THE SPORT COURT, UH, AND SOME OF THE COURTYARD AMENITIES, AS WELL AS SOME OF THE RENDERINGS FOR THE BUILDING.

AND THEN SOME OF THE OPEN SPACE, UH, AND LANDSCAPING THAT WOULD BE PROVIDED AND UPDATED WITH THIS PROPOSAL.

SO REGARDING PROCESS AND NEXT STEPS, UH, THE PLANNING COMMISSION DID REVIEW THIS CONCEPT PLAN BACK IN MARCH OF 2023.

UH, GENERALLY THE COMMISSION WAS SPLIT IN THEIR SUPPORT OF THIS PROPOSAL.

UH, THERE WERE CONCERNS ABOUT OPEN SPACE AS THERE'S ABOUT 0.25 ACRES AT THE SOUTHWEST CORNER OF THE SITE THAT WOULD BE CONSIDERED, UH, FOR OPEN SPACE IN THE FUTURE, AS WELL AS SOME OF THE PARKING THAT'S PROVIDED.

UH, UNDER STANDARD CODE MULTI-FAMILY REQUIRES ABOUT TWO AND A HALF SPACES PER UNIT THAT'S, UH, CONSISTENT WITH ONE, TWO, AND THREE BEDROOM UNITS.

UM, SO THEY ARE WELL UNDER WHAT STANDARD CODE WOULD CALL FOR PLAN DISTRICT WOULD ALLOW FOR SOME NEGOTIATION THERE.

UM, AND THEN RECOMMENDED JUST FUTURE IMPROVEMENTS, MEET THE RECOMMENDATIONS OF THE SPECIAL AREA PLAN.

SO THE NEXT STEPS INCLUDE, UH, FOLLOWING THE FEEDBACK TONIGHT FROM CITY COUNCIL, THE APPLICANT WOULD BE ABLE TO APPLY, UH, FOR A REZONING AND PRELIMINARY DEVELOPMENT PLAN.

SO MOST OF OUR GUESTS ARE STAYING THERE, ARE UTILIZING THE PROPERTY FOR A LONGER DURATION STAY.

UM, THE OFFSET OBVIOUSLY IS, IS LOSING THE OCCUPANCY TAX GIVEN THAT DUBLIN HAS 2,600, UH, HOTEL ROOMS. UH, LAST YEAR WAS ALMOST AN ALL TIME LOW IN TERMS OF OCCUPANCY RATES.

IT WAS 60% OCCUPANCY RATE.

WE THINK TAKING UNITS OFF MARKET WILL HELP ALL OF OUR NEIGHBORS BOTH INCREASE THEIR OCCUPANCY, BUT ALSO PROBABLY EVEN INCREASE THEIR RATE FURTHER.

UM, ADDITIONALLY, YOU KNOW, WE HAVE TO LOOK AT THIS WHEN, WHENEVER WE DO A REZONING, WE LOOK AT IT IS, UM, WHETHER OR NOT IT EXISTS AT PRESENT OR NOT IS NOT TERRIBLY RELEVANT.

WHAT IS RELEVANT IS, DOES IT MEET THE INTENT? DOES IT MEET THE CODE? DOES IT MEET ALL OF THOSE THINGS? UM, I DON'T KNOW THAT THE SITE PLAN, THE GREEN SPACE, UM, ALL OF THOSE THINGS, I, I DON'T SEE THIS MEETING ALL OF THOSE, UH, CHECKING THOSE BOXES.

SO, UH, FOR THAT IT WOULD BE DIFFICULT TO MOVE FORWARD, PARTICULARLY SOMETHING THAT IS CURRENTLY OUT OF CODE.

UM, SO I, I KNOW THERE WAS SOME FEEDBACK GIVEN FROM PLANNING AND ZONING, UH, RELATIVE TO THE DCAP AND, UM, THE DOUBLE CORPORATE AREA PLAN.

AND I THINK THAT PART OF THE STRUGGLE FOR ME IS THAT, UM, THE, THE IDEA BEHIND IT IS, UH, ADDITIONAL MIXED USE AND, AND REALLY THE REDEVELOPMENT OF THINGS.

WE HAD A LOT OF APARTMENT COMPLEXES COME IN LIKE THIS THAT HAD AN ASPHALT SORT OF JUNGLE AROUND THEM, WHICH WAS THE PARKING LOT AND NOTHING ELSE REALLY THAT WAS OFFERING ANY QUALITY OF LIFE FOR THE, THE CHILDREN TO PLAY AND BE OUTDOORS.

AND, UM, SO WE'VE BEEN, YOU KNOW, VERY RELUCTANT IN SEEING THIS KIND OF THING COME IN AND, UM, CUZ WE'RE REALLY WORRIED ABOUT, YOU KNOW, THE HEALTHY, UM, DEVELOPMENT OF OUR KIDS HERE AND, AND THE FAMILIES.

THIS THING SORT OF, UM, IT'S INTERESTING, IT'S A HOUSING PROJECT NOW THAT'S LOCATED IN THE MIDDLE OF A SUBURBAN OFFICE COMPLEX, BASICALLY.

SO IT'S, THERE, THERE IS NO CONNECTIVITY TO ANYTHING ELSE.

FIELD CREWS FROM SEVERAL CONSULTING FIRMS WORKING WITH THE CITY OF COLUMBUS WILL BE PERFORMING GEOTECHNICAL INVESTIGATIONS AND TOPOGRAPHICAL SURVEYS WITHIN CITY OF DUBLIN RIGHT-OF-WAYS AND VARIOUS LOCATIONS AS THEY CONSIDER SEVERAL ROUTE OPTIONS.

AND THAT WORK WILL OCCUR FROM JULY TO DECEMBER OF THIS YEAR.

FIELD CREWS WILL HAVE IDENTIFICATION, ALL VEHICLES WILL DISPLAY THEIR COMPANY LOGO, AND ADDITIONAL INFORMATION ON THIS PROJECT WILL BE INCLUDED IN THE NEXT MONTHLY REPORT.

SO PLEASE KEEP AN EYE OUT FOR THAT.

THIS WEEK STAFF WILL BE SENDING A LETTER TO RESIDENTS OF THE RIVER FOREST SUBDIVISION TO NOTIFY THEM OF THE AMENDED SCHEDULE FOR THE RIVER FOREST DRAINAGE AND IMPROVEMENT PROJECT.

STAFFED OPENED BIDS FOR THE PROJECT ON JUNE 7TH, AND UNFORTUNATELY WE ONLY RECEIVED ONE BID AND THE BID WAS SIGNIFICANTLY OVER THE ENGINEER'S ESTIMATE AND THE BUDGETED AMOUNT.

AND AS A RESULT, WE WILL NEED TO REBID THAT PROJECT THIS FALL.

AND WE'RE HOPEFUL THAT THERE WILL BE MORE COMPETITION, UM, FOR THAT WORK AT THAT TIME, WHICH WILL LOWER THE, UH, BID PRICES.

STAFF WILL MONITOR THE ROADWAY PRIOR TO CONSTRUCTION OCCURRING TO ENSURE THAT ANY MAINTENANCE ISSUES THAT ARE MAY ARISE ARE ADDRESSED AS WELL.

THE CONSULTANT INVITED PROVIDED A VERY ROBUST OVERVIEW OF WHAT I WOULD TERM AS THE, AS IS CURRENT STATE.

THIS IS BASED ON ALL THE FEEDBACK, THE MINI SURVEY RESULTS, ET CETERA.

IT WAS A VERY THOROUGH REPORT, ASKED THE ADVISOR GROUP GROUP FOR THEIR FEEDBACK, AND THAT AS IS REPORT THEN WILL BE PUBLISHED AND MADE AVAILABLE.

AND I KNOW FOLLOWING THAT THERE WAS A, UM, A ROBUST, UH, CITIZEN, UH, PARTICIPATION.

UM, THEY ARE ALSO REDEVELOPING THEIR FORMER WATER PLANTS.

UH, THEY EXPECT AN 80 TO 100 MILLION IN INVESTMENT IN THAT.

UM, ALSO EXPANDING ON THEIR EAST SIDE.

THE WAT WATKINS ROAD PUMP STATION WILL BE OPENING, OPENING UP A THOUSAND ACRES OF DEVELOPABLE DEVELOPABLE LAND.

CAUSE SOMETIMES WE DON'T MAKE EVERYBODY VERY HAPPY.

I JUST LIKE TO THANK THE, UM, THE GREATER DUBLIN REALTORS ASSOCIATION FOR, UH, WE HOSTED THEM HERE ON THE 14TH AND HAD A GREAT MEETING WITH THEM IN CONVERSATION.

BUT ONCE THEY GRADUATE FROM HIGH SCHOOL, THEY KIND OF HIT THIS DEAD ZONE, UH, WHERE THERE LACK, THERE'S LACK OF HOUSING AND, AND CARE FOR 'EM.

SO, UM, I THINK IT WOULD BE HELPFUL TO ADD THAT TO THE LIST WHEN WE'RE LOOKING AT, AT, UH, OTHER HOUSING OPTIONS.

ACTON ACADEMY HAD A CHILDREN'S ENTREPRENEURIAL, UH, MARKET.

50 KIDS HAD THEIR TENTS, THEY MADE THEIR OWN BUSINESS ITEM PRODUCT, THEY MARKETED IT, AND THEN THEY STOOD THERE AND SOLD IT SOME WITH, UH, BULLHORNS.

UM, THERE WAS A REQUEST, AND MAYBE WE CAN PASS THIS ON TO STAFF THAT POSSIBLY A FEW TIMES ON A SATURDAY MORNING, THESE KIDS COULD COME AND SET UP IN THE HISTORIC DISTRICT ON THE DARBY LOT AND COMPLIMENT THE SATURDAY MORNING, UH, MARKETPLACE OVER AT BRIDGE PARK.

THEY WERE AMAZING.

AND THEY, THEY CAN MAKE SOME UNUSUAL THINGS.

SO THOSE ARE OUR FUTURE ENTREPRENEURS.

UM, WE'VE HAD THE PRIDE EVENT.

WE'VE HAD JUNETEENTH.

I WENT TO A BEAUTIFUL CHINESE DANCE PERFORMANCE AT THE ABBEY THEATER.

UM, WE'VE HAD THE INTERNATIONAL YOGA DAY, THE CHILDREN'S ENTREPRENEURS.

THIS IS A VERY CONNECTED COMMUNITY.

UM, I THINK THAT THIS SIX MONTHS WE'RE, IT'S JUST THE BEGINNING OF JULY.

WHEN I THINK ABOUT OUR GOALS, I THINK IT'S FABULOUS THAT WE HAVE GOTTEN SO FAR, SO FAST.

UM, TAKE A, TAKE A DEEP BREATH.
